this
edition
of
the
council
recap:
Council
met
Tuesday
February,
18th
5:30,
with
the
adjustment
for
Presidents
Day.
First
item
of
business
was
Street
projects.
Public
hearings
that
go
along
with
those
first
one
was
10th
Street
northeast.
This
is
over
by
Austin
Builders
Supply
off
of
Oakland
and
4th
Street
Southwest
over
by
Dollar
General
in
the
high
school,
those
two
projects,
1.2
million
dollars.
A
hundred
and
forty
thousand
dollars
of
assessments
on
those
projects
that
one
over
by
at
the
school
will
begin
after
school
closes
in
start
in
June.
A
Next
item
on
the
agenda
was
5th
Street
Southwest
6th,
Avenue
Southwest,
those
7th
Street
Southwest
residential
area
over
in
the
southwest,
a
$900,000
project,
165
thousand
dollars
of
assessments
widen
the
street
a
little
bit
from
30
to
34
feet
and
that's
about
a
three
and
a
half
month,
project
estimated
on
that.
One
next
item
was
over
in
5th
Street
northeast.
This
is
over
east
of
the
boat
ramp
and
Eastside
Lake.
Going
over
that
direction.
A
Next
item
was
seventh
Street
Northwest,
ninth
Avenue
Northwest
streets
over
in
that
area,
again,
a
residential
area
that
project
likely
will
take
about
four
months.
That's
a
1.2
million
dollar
project
and
two
hundred
and
two
thousand
dollars
of
assessment
cost
widen
the
street
from
30
to
34,
to
32
feet
in
various
segments
of
that
project,
but
widen
the
street
a
little
bit
trash
vehicle
getting
into
your
driveway.
Those
things
will
all
be
impacted
to
residents
and
those
areas
with.
A
As
with
any
other
street
project,
we
always
appreciate
people's
forbearance
every
you
know
once
every
60
years,
Street
projects
come
along
40
years,
50
years.
That
nature
so
obviously
understand
the
imposition
that
makes
on
residents
during
those
construction
projects,
but
obviously
we
have
to
repair
the
roads
and
keep
up
those
council
held
the
public
hearing.
There
were
several
handful
of
folks
that
didn't
come
and
comment.
We
also
do
a
open
house
with
folks
ahead
of
the
projects
before
they're
on
the
council
meeting
to
try
to
answer
any
questions.
A
But
should
you
be
in
one
of
those
project
areas
and
still
have
questions?
Don't
hesitate

Hall
would
be
happy
to
answer
those
for
you.
Moving
on,
we
set
the
improvement
project
assessment
public
hearing
for
March
16th.
We
reviewed
a
dangerous
dog
ordinance.
We've
had
a
lot
of
appeals
of
date,
dangerous
dog
designation
in
hopes
that
it
would
spare
the
life
of
the
dog
by
doing
an
appeal
and,
generally
the
facts
of
the
case,
support
the
designation.
A
So
there
we
wanted
to
make
sure
that
those
costs
weren't
unduly
being
borne
by
general
taxpayers,
as
opposed
to
the
specific
person
appealing
the
case
for
a
dangerous
dog
designation.
So
council
enacted
an
ordinance
that
would
have
an
appeal
fee,
as
well
as
a
deposit
to
hold
that
we'd
anticipate
for
holding
the
dog
for
the
statutory
waiting
periods
that
go
along
with
that.
We
approved
some
enhancements
to
the
Christmas
decorations
in
the
downtown
Council
approved
$25,000
to
help
deal
with
some
of
the
aging
ones
that
were
part
of
the
discussion
with
Christmas
Christmas
decorations.
A
We
approved
being
the
fiscal
sponsor
for
the
community
band.
This
allows
them
to
gain
about
a
three
thousand
dollar
grant
from
the
Minnesota
South
East
Minnesota
Arts
Council.
So
we
needed
to
be
their
fiscal
sponsor
mr.
Mayo
agreeable
to
doing
that.
We
had
our
third
year
of
our
ini
program,
inflow
and
infiltration
into
our
sewer
system.
We've
done
to
other
areas
of
the
community,
the
southeast
and
the
southwest
over
around
by
the
fairgrounds,
where
we
come
in
and
inspect
your
sump
pump.
A
We're
also
looking
at
the
manholes
and
and
various
elements
of
our
sewer
system
to
make
sure
there
isn't
any
clear
water
getting
into
the
sewer
system.
That's
costly
for
us
to
treat
down
at
the
wastewater
plants.
We
want
to
keep
the
clean
water
out
of
the
system
where
at
all
possible
on
this
inspection.
Wh
KS
has
done
that
for
us
for
two
years,
we're
going
to
go
ahead
and
move
forward
with
the
third
year
of
that.
A
In
the
far
southwest
area
of
the
community,
we've
had
pretty
good
success
with
infiltration
finding
those
we
had
about
10%
in
the
southeast,
which
was
a
little
bit
above
average,
and
then
in
the
fairgrounds
area.
We
had
a
little
bit
below
average
at
5%
of
what
we
wouldn't
necessarily
expect
we're
thinking
in
the
southwest
area.
We'll
probably
have
a
little
bit
more
iodine
to
be
concerned
about,
but
we'll
do
smoke,
testing
and
different
things
to
try
to
stop
that
from
coming
into
our
system
and
adding
unnecessary
costs,
Council
approved
that
agreement
with
WH
KS.
A
We
had
Pet
Supplies
Plus,
fairly
new
pet
supplies.
Retailer
wanted
to
take
on
our
dog
park,
helping
clean
that
up
and
adding
some
enhancements
to
the
to
the
dog
park
council
approved
and
adopt
a
park
agreement
with
Pet
Supplies
Plus
for
our
municipal
dog
park,
so
that
was
nice
them
to
reach
out
and
give
back
to
the
community.

We
had
to
sell
some
surplus
property.
Our
current
policy
requires
council
to
declare
surplus
property
available,
and
so
I
had
some
skis
out
at
the
Nature
Center
that
they
wanted
to
dispose
off
after
getting
new
ones.
Council
approved
that,
and
so,
if
you're
interested
in
buying
a
set
of
skis
and
boots
feel
free
to
reach
out
to
the
Nature
Center
and
avail
yourself
of
that
opportunity.
We
appointed
two
more
people
to
the
artisan
cultural
Commission,
which
rounded
out
the
nine
member
group.

We
appreciate
people
giving
back
to
the
community
and
serving
on
various
committees
if
you're
interested
in
in
one,
please
let
us
know,
there's
an
application
process.
You
can
fill
out
and
become
a
contributor
to
the
community.
Beyond
what
you
re
do
today,
we
had
a
rezoning
request
for
over
along
I-90
Council
approved
that
on
nation
of
the
Planning
Commission.
We
also
had
a
joint
powers
agreement
with
Minnesota
Internet
crimes
against
children,
Task
Force
with
the
Austin
Police
Department
that
had
elapsed
in
2019,
love's,
doeth,
attacking
online
pornography
and
those
sorts
of
things
that
are
crimes.
A
It's
a
five-year
agreement
council
approved
that
important
work
going
forward
and
the
resource
that
that
helps
bring
to
the
Austin,
Police
Department
and
then
last
item
that
we
had
were
bids
for
sewer
lining.
We
have
some
trunk
main
that
runs
along
Turtle
Creek,
the
expensive
project.
Two
point:
four:
seven
million
dollars
went
to
municipal
pipe
as
a
low
bidder.
We
had
four
bids
on
the
project.
A
High
bid
was
three
point:
five
million
will
use
a
third
of
the
cost,
will
come
from
the
wastewater
treatment
plant
fund
and
that
two-thirds
of
the
funds
will
come
from
the
local
option.
Sales
tax,
we're
flooding.
This
helps
fortify
against
high
water
events
and
that
inĂ
into
our
sewer
treatment
facility
and
our
system
collection
system.
So
that's
why
we
lose
using
local
option
sales
tax,
otherwise
that
rounded
out
the
actions
for
council
fairly
lengthy
meeting.
