in
the
great

Minnesota,
including
the
City
of
Austin,
and
we
work
together
to
help
develop
and
strengthen
communities,
policies
and
programming.

belonging

community

welcoming

our
annual
celebration
to
help
affirm
those
beliefs
and
to
help

to
celebrate,

different
types

welcoming
proclamations
like
the
one
that
the
city
has
graciously
decided
to
issue
for
this
year.

invaluable
experience
and
we're
also
really
proud

share
Austin's
example
in
a
number
of
other
ways:
I'm
originally
from
Willmar
Minnesota,
which
is
a
city
that
I
think,
has
a
lot
in
common
with
Austin
and
I'm.
Always
talking
about
you
all
and
uplifting
the
work
that
you're
doing
there.
So
I
really
appreciate
you
all
having
me
here
tonight
and
for
the
proclamation
that
you're
issuing
for
welcoming
week
excellent.

chose
a
wood
assemblage
by
Mary
Ann
snedek
Wonderland
she's,
an
artist
from
the
cities
and
she's
actually
known
as
a
barn
historian,
because
she
goes
to
old,
abandoned
barns,
takes
down

wood
and
then
makes
barns
in
these
in
this
artwork
and
she
doesn't
paint
it
or
anything.
She
uses
the
wood
as
she
finds
it,
so
we
were
very
interested
in
the
way
she
did
it.

had
such
a
compelling
story
as
an
artist
and
then
Tim
and
I
were
reminded
of
our
of
God's
land
North
Dakota,
as
we
chose
this
artwork.

department

pleasure

excitement
of
swearing
in
two
new
police
officers
for
the
Austin
Police
Department
Gentry
and
tar,
who
I'm
sure
will
walk
up
here
and
join
me

They've
been
pretty
quiet
today,
see
what
happens
tomorrow.
So

born
in
Thailand.
She
lived
there
until
November
2010
and
then
her
family
moved
to
the
United
States.
She
graduated
from
Worthington
High
School
in
2017.,
2019,
moved
to
Austin
and
began
Riverland
Community
College
Law
Enforcement
Training.
Shortly
after
that,
she
she
graduated
the
spring
of
2023.

attended
Rochester,
Community
and
Technical
College
Law
Enforcement
program
graduated

spring
of
2023,
and
she
continues
to
live
in
that
Spring
Valley
area
and
she
joined

this
morning
as

first
law
enforcement
career
job
for
both
of
them.
We're
excited
to
have
them
excited

get
them
through
some
training
and
just
a
wonderful
addition
to
the
Austin
Police,
Department
and
I
can
only
keep
my
fingers
crossed

they're
here
for
a
long,
healthy,
successful
career,
so
I'm
going
to
put
them
on
the

gear

programs
and
some
Patrol
training
courses
and
get
started

the
administrative

and
learn

layout

they'll
be
completing

they'll
be
starting
fto
field
training
with
a
seasoned
officer
and
at
this
time
we're
anticipating,

last

to
16
weeks

we're
not
setting
that

stone

try
to
go

their
Pace.

that
they
come
to
us
with
no
law
enforcement,
past
law
enforcement
experience,
so
we
want

want
to
retain
them
and

it

training

progression

replacement.

would
then
follow
that
up
with
bidding
and
develop
the
total
project
cost

we

come
off
as
redundant,
but
as
the
rules
have
changed
and
it
seems
like
any
kind
of
resolution
has
been
put
off
for
a
year,
it
leaves
a
gap
for
a
lot
of
people
in
there
and
there's
a
detriment
to
the
city
and
to
the
taxpayer.

think

that
is
when
you
go
to
Mayo

very
concerned
about
the
proposed
property
tax
increase
and

that
being
said,

think
there's
just
some
issues
that
within
the
city
I
believe
they're
in
areas
that
I
don't
believe
the
city
should
be
involved
with,
and
that
is
Property
Management
and
the
city
has
basically
come
down
kind
of
hard,
I.
Think
on
people
that
have
rental
property.

You
know
charging
money

a
year
to
have
somebody
come
in
and
inspect
the
rental
properties
they
have
and
then
tell
them
that
they
need
to
do
the
repairs.
It
may
need
to
be
done.
I
understand
that,
but
the
onus
isn't
ever
put
anything
on
the
renter.
Now,
if
you
drive
around
Austin
I
can
show
you
many
locations.
I
see
tonight
that
you're
cleaning
up
some
of
those
which
is
a
good
move.

They
may
not
be
rental
properties,
but
a
lot
of
rental
properties
are
in
this
repair
outside,
just
that
the
renters
aren't
held
and
responsible
to
take
care
of
the
property
outside
for
neighbors
that
have
to
look
at
it
and,
in
fact,
my
mother's
home,
where
it
was
before
she
passed
away.
We
called
a
number
of
times
for
the
area
that
she
lived
in.

That
was
getting
pretty
run
down
with
the
way
things
were
in
people's
yards
and
it
was
terrible
to
sit
there
and
look
at
that
all
the
time
when
her
property
was
maintained
very
nicely
and
trying
to
keep
your
property
up
to
where
you
can
tax
us
on
having
nice
property,
but
with
the
city
being
involved
in
like
the
new
building.
That's
going
up
in
the
area
by
the
post
office,
getting
1.5
million
dollars
in
our
tax
money
to
go
there
and
feeling
that
they're
subsidizing
that
as
well
for
those
people
who
live
there.

As
far
as
that
goes,
you
know
we
could
go
to
talk
about
city,
employees
and
stuff
and
realize
everything
needs
a
good
job.
They
need
good
employees.
We
did
at
the
station
for
many
years,
had
long-standing
employees,
and
you
know
just
some
numbers
that
I
heard
about.
As
far
as
the
last
six
year,
the
average
city
employee
cost
with
salaries
and
benefits
combined
increased
on
average
nine
percent
a
year.
I
worked
for
13
years
after
it
went
corporate
at
the
station
without
even
seeing
a
raise,
and
yet
city
employees
get
a
nine
percent.

year
over
the
last
six
years-
and
you
know,
totals
about
130
000
a
year
for
these
employees
with
their
benefits
and
everything
and
saying
the
catchphrase
that
what
we
need
to
pay
well
to
keep
good
employees.
That
is
true
but
I,
know
people
that
have
applied
for
some
of
these
jobs
that
would
have
been
qualified.

But
when
you
do
multiple
years,
you
see
how
much
that
adds
up
to
what
you
got
to
pay
being,
that
we
have
a
larger,
older
community
in
Austin
on
fixed
incomes.
How
are
they
to
continue
to
absorb
this
I?
Just
don't
understand
it.

Sometimes
we
have
to
tighten
our
belts
on
our
extra
spending
to
save
for
what
we
want.
I,
don't
think
that
the
City
of
Austin
should
be
subsidizing
people
making
this
kind
of
incomes,
but
their
homes
I
mean
you
can
do
it
I
did
it
I
think
anybody
can
and
getting
back
to
the
property
taxes
the
levy
in
2018
was
5.9
million.
Now
the
proposed
2024
budget
is
9.2
six
years
it's
a
56
percent
increase.

So
for
us
to
be
looking
at
11
tax
increase
I,
don't
know
how
we
can
absorb
this
as
a
community,
because
we're
just
I
just
don't
think
we're
there,
where
we
can
do
that.
Everybody's
hurting
and
I
just
hope
that
you
aren't
just
listening
to
me
but
you're
hearing
me
because
not
everybody's
here
to
talk
about
this,
and
maybe
they
will
they
need
to.
We
have
had
a
television
station
that
abandoned
this
community.
I
see
the
papers
here
which
I'm
glad
to
see
I
worked
at
the
radio
station.
I
feel
they've
abandoned
us
too.

don't
have
these
right
now,
I'm,
sorry,
I,
don't
care

work
there.
They
don't
have
a
news
director.
Usually
it's
what
we
call
rip
and
read,
and
they
don't

don't
cover
it
like
we
used
to
so
people

informed

what's

wish.
We
were
more
informed

Don't
like
the
fact
that
on
television,
some
of
these
debates
are
not
covered,
but
on
channels
that
you
have
to
have
cable.

just
tell
you
that
this

city
council
and
this
city
staff
is
very
cognizant
of
Levy
dollars

We
don't
want
to
burden
anybody,
whether
that's
a
landlord.
Those
are
separate
issues,
but
the
City
of
Austin
has
been
a
well-functioning,
well-managed
city
for
all
the
years.

known
it
to
be,
and
this
Council
wants
to
see
that
through
again,
so
whether
it's
11
percent,
it
can
certainly
go
lower
and
I've
breathe,
aren't
sure
it
will
go
lower,
but
just
hang
in
there
with
us
and
we're
doing
the
best
we
can
to
create
a
nice
environment
for
all
our
citizens
and
it
taxes
are
just
part
of
the
part
of
the
picture.

I
good
men

nothing.

flourishes,
so
I
was
compelled
to
come
here

talk
about
police
invasions,
police
abating
in
Pursuit
and
resisting
arrest.
If
I'm
not
sure
what
the
penalty
is.
If
somebody
tries
to
elude
police,
but
can
it
can
a
council
make
a
law
to
increase
the
penalty
as
a
discourager
for
people
doing
that,
because
they're
not
only
putting
the
police
in
danger
they're
putting
the
public
in
danger?

it
was

the

wouldn't
want
that
passing

people

danger

care

one
just
want
to
thank
and
congratulate
the
officers
again
coming.
Obviously,
though,
you
know
incredibly
important
work
and
you
know
put
themselves
on
the
line.
So
we
very
much
appreciate
that

Captain
Quinn
and
chief
McKeon
appreciate
kind
of
your
level-headed
leadership
around
the
school
resource
officers.
I
know
the
schools
view
them
as
incredibly
incredibly
valuable
assets.
I
know
the
officers
themselves
get
to
know
the
kids.

has
been
very
steadfast
and
wanting
to
keep
the
sros
in
the
school
he
reached
out
to
them
the
other
day
and
met
face
to
face
with
each
of
them
to
verify
their
positions,
and
they
absolutely
support
leaving
themselves.
There

think
they
enjoy
their
job.
They
do
a
good
job.
They
understand
the
new
rules
that
have
gone
into
place
that
limit
some
of
their
Authority,
and
you
know
I
would
have
to
say
that
it's
disappointing
to
see
that,
but
both
of
our
sros
are
level-headed.
