Mayor
members,
this
one's
at

Two

E
A
D
B
E
Addition,
Austin
utilities
will
be
doing
water
main
replacement
as
part
of
the
project.
We
had
four
bidders,
which
one
of
them
was
an
incomplete
bid,
but
generally
four
bidders,
that's
really
good
for
us.
Usually
we
have
one,
maybe
two
so
in
this
case,
that
was
that
was
good
competition,
IMS
Contracting
LLC.
They
were
the
low
bidder
at
one
million
one
hundred
and
twenty
four
thousand
six
hundred
ninety
five
dollars
and
30
cents.
E
This
is
a
municipal
State,
eight
streets.
We
have
different
different
funds
that
will
fund
this
project
as
Broken
Out
In
the
memo,
but
we
would
recommend
awarding
this
contract
to
IMS
Contracting.
E
E
Stephen
did
we
do
anything
different
with
this
bid
that
led
to
more
bitters,
or
is
it
just
kind
of
your
role
on
the
dice
and
see
what
comes
in
yeah?
No,
nothing
new.
We
did
our
standard
process
that
we're
required
to
do
for
advertising
for
a
period
of
time
in
local
trade,
magazines
and
newspapers
to
try
to
gain
interest
from
contractors,
but
yeah.
We
just
had
a
good
turnout
for
this
one
and
I
believe
we
had
a
good
turnoff
for
some
of
the
previous
bids
that
we
awarded
at
the
last
council
meeting
as
well.
E
Good.
Thank
you.
Thank
you.
Anything
else.
Council
looking
for
a
resolution
so
moved.
Second
Tom
council
member
Baker,
hi
Baskin
I
am
Fisher
aye
bashusta,
aye,
Ellie,
aye,
osma,
aye,
council
member
large
Austin
aye
resolution
pass
is
7-0.
Your
honor
thanks
Tom
I,
have
number
Eight's
resolution
receiving
bids
for
concrete
Street
reconstruction
on
First
Street.
Northwest.
Excuse
me
going
back
to
the
last
question.
E
One
other
thing
that
might
be
helping
us
is
Mitch
mentioned
we're
doing
electronic
bidding
now,
where
all
the
bidding
is
done
online
and
submitted
where
in
the
past
contractors
needed
to
bring
paper
bids
handwritten
to
us
at
the
exact
time
of
the
bid
submittal.
That
was
a
very
arduous
process
and
very
time
consuming
and
time
restrictive
process
for
them,
so
by
switching
to
online
bidding.
That
may
have
helped
some
of
these
out
of
town
contractors
to
be
able
to
bid
our
projects
in
a
timely
manner.
So
on
to
this
one
first
Street
Northwest.
E
This
is
a
concrete
Street
project
near
right
near
the
downtown
area,
so
it
is
involves,
impacts
a
lot
of
property
owners,
businesses,
folks
trying
to
get
and
Meander
through
the
downtown
area.
So
we
have
pavement
removal,
concrete
pavement,
removal,
sanitary
sewer,
storm,
sewer
improvements,
new
concrete
Paving,
we're
going
to
switch
over
to
decorative
street
lights
through
this
Corridor
to
make
it
feel
like
the
downtown
area,
full
sidewalk
replacement.
B
A
For
a
plastic
storm,
sewer,
pipe
which
came
in
considerably
lower
so
with
our
with
this
project,
Doyle
Connor
was
the
low
bidder
when
we
incorporate
all
and
we
would
recommend
incorporating
alternate
bid.
Number
two
for
the
plastic
storm
sewer
pipe
for
a
total
project
cost
of
two
million
713
545.46.
A
H
D
E
This
project
there
is
a
great
deal
of
underground,
fiber
optic
and
telephone
lines
that
lead
to
that
facility.
That
adds
another
layer
of
of
difficulty
to
a
project
like
this.
So
we
think
all
those
things
played
into
a
factor
of
what
makes
this
a
more
expensive
project
than
what
we
typically
see.
For
those
reasons,
we
would
recommend
awarding
this
project
to
Doyle
Connor,
along
with
the
alternate
bid
number
two,
and
we
have
different
funding
sources.
Broken
Out
In
Your
memo
that
would
go
to
fund
this
project.
E
Excellent
thanks,

A
Yearly
ask
of
the
council
to
support
this
program
with
some
dollars
from
for
advertising,
but
also
with
getting
the
word
out
looking
for
volunteers
and
everything
associated
with
this.
J
12
years
we've
it's
been
very
successful:
bringing
giving
community
members
an
opportunity
to
dispose
of
their
electronics
at
a
relatively
cost
effective
rate
and
preventing
those
Electronics
from
being
disposed
of
in
areas
where
they
shouldn't
be
regular.
Garbage
ditches,
Parks
things
like
that,
so
it
it
provides
a
great
opportunity
for
that
disposal.
J
Counseling
questions
on
this
motion
to
approve
Stephen.
Just
sorry,
no
you're
good,
a
kudos
to
Mower
County
I,
read
that
they're
looking
at
expanding
that
and
I
love
this
program,
but
I
love,
even
more
folks,
could
just
recycle
electronics
anytime
so
kudos
for
them
for
looking
into
it.
Also
somebody
if
they
haven't
yet
should
try
and
get
it
on
the
United
Way
get
connected
site.
That's
a
great
place
to
get
some
volunteers.
J
A
I
moved
second,
all
in
favor,
aye
aye
opposed
motion
carries
item
number
11.
J
During
the
March
11
2023
meeting
of
the
Austin
Planning
Commission,
the
commission
reviewed
a
petition
for
renewal
of
a
five-year
interim
use
permit
to
keep
horses
on
various
Parcels
owned
by
Nicola
and
Kristoff
Bauman
at
107
27th
Street
Northwest.
The
petitioner
does
not
propose
to
change
anything
substantially.
J
J
The
commission
unanimously
recommended
approval
of
the
interim
use
permit
with
some
conditions
that
are
listed
on
limiting
the
horses
to
five
into
a
certain
area.
Adding
an
addition
to
the
existing
horse
stalls
keep
maintaining
the
pasture
making
sure
the
horses
are
secured,
that
the
property
that
there's
a
buffer
between
her
property
or
the
petitioner's
property
and
adjacent
properties
that
the
horses
have
their
basic
needs
met
that
the
buildings
would
be
maintained
in
good,
good
condition
that
waste
be
properly.
A
A
D
And
Christoph
palmen
Holly
the
right
now
the
existing
accessory.
J
B
J
B
J
A
A
As
a
landlord,
it
is
owned.
It's
not
it's,
not
owner
occupied,
it
was
previously
rented,
but
it
is
vacant
right
now.
So
if
they,
if
a
landlord
gets
to
the
point
of
this.
A
In
this
instance,
we've
been
working.
C
With
this
particular
landlord
on
a
potential
sale,
and
then
it's
also
in
a
light
industrial
district,
so
we
prefer
to
not
have
a
residence
there
right
and
there
are
some
rules
that
would
prevent
them
from
actually
repairing
the
property
anyway.
So
there's
really
no
options
for
it
to
be
a
residence
in
the
future.
After.
E
It's
gotten
to
the
point
where
it
is
now
yeah,
so
I
I
think
it's
there's
a
if
it
was
in
a
different
location.
Yeah
I
mean-
and
we
we're
very
familiar
with
this
particular
landlord,
and
they
tend
to
do
well
with
the
majority
of
their
properties,
but
there
are
a
couple
that
they
struggle
with.
So
this
was
one
just
what
to
do
with
it.
Yeah
so
I
think
it
just
has
a
lot
of
unique
circumstances
with
this
one
that
just
make
it
hard
to
figure
out
exactly
what
to
do
with
it.
E
E
Oh
very
good.
We
were
declaring
the
property
we
did
that
resolution.
This
question
afterwards.
Item
number
14
is
a
motion.
Granting
the
planning
department,
authorization,
remove,
junk
and
or
legally
stored
vehicles
at
406,
First
Ave
in
southeast,
the
Morales
cast
and
Dina
property
need
a
motion.
It's
all
moved.
Second,
all
the
paper
all
right
opposed.
A
K
For
the
next
couple
months,
absolutely
thank
you.
Craig
do
we
have
any
City
reports?
Yes,
the
impact
Austin
2023
speaker
series.
We've
had
two
of
those
thus
far
another
one
tomorrow
and
over
the
coming
weeks.
If
people
are
interested
in
that,
certainly
registration
is
preferred
and
I
encourage
you
to
participate.
They
are
also
recorded
So
if
you're
not
able
to
do
it
at
the
time
that
they're
scheduled
you're
always
welcome
to
watch
it
online
as
well.
Otherwise,
Mr
Lang
has
an
item
as
well.
K
Sorry,
on
item
number
eight,
when
we
were
talking
about
First
Street
Northwest
a
neglected
to
mention
that
during
the
previously
we
had
talked
about
removing
the
signal
lights
at
this
intersection,
installing
a
four-way
stop
with
bump
outs
during
the
design
process,
as
Mitch
was
working
through
the
design.
With
his
team,
we
found
that
we
could
not
install
bump
outs
to
meet
all
that
underground
infrastructure,
the
grades,
the
additional
catch
basins
that
would
be
required
in
a
in
a
tough
underground
area.
He
just
found
that
we
couldn't
make.
K
We
couldn't
force
a
round
peg
into
a
square
hole
here,
so
we
decided
to
Nicks
the
bump
outs.
Still
put
in
four-way
stops
and
the
radiuses
will
be
swung
as
they
currently
are,
so
the
walk
distance
for
pedestrians
will
be,
as
it
normally
is,
to
cross
the
street
we're
trying
to
hope
to
to
shorten
that
walk
distance,
but
due
to
all
those
underground
conflicts,
we
were
unable
to
do
that.
So
I
wanted
to
make
you
aware
of
that.
K
That
was
something
that
we
had
talked
about
last
winter
early
on
in
the
project,
and
that
was
a
change
that
we
were
not
able
to
include
excellent.
Thank
you
for
that
anything
else.
Craig,
no
city,
council.
Let's
start
with
Laura
down
there
anything
Laura
I,
do
we're
gonna,
hear
from
Park
star
creation
and
Forestry
director
later
this
evening,
but
as
it's
at
the
end
of
the
agenda,
I'm
gonna
say
it
now,
because
I
think
your
recall
might
change.
Between
now
and
the
end
of
the
work
session.
K
There
will
be
a
open
house
on
the
parks
master
plan
on
Thursday
April
20th
from
4
to
8
P.M,
it's
out
at
the
Nature
Center.
This
is
for
the
public
and
elected
officials
include
that
public
to
see
a
draft
of
the
parks
master
plan
and
give
feedback.
Some
of
the
things
you'll
be
able
to
give
feedback
on
is
on
this
particular
Park.
These
are
my
three
favorite
features,
or
these
are
three
features
that
I
don't
care.
If
we
get
or
not
so
that
will
be
a
good
event.
K
It's
come
and
go
it's
not
four
hours.
It's
come
when
you
can
leave
when
you
must
I
also
will
say
that
and
I
think
you'll
hear
this
again
from
Mr
Merrell,
that
we've
got
a
real
challenge
as
a
city
to
raise
public
awareness
about
emerald,
ash,
borer
and
I
didn't
totally
understand
what
I
was
supposed
to
get
about
emerald
ash
borer
at
first,
because
I
don't
really
need
to
identify
the
bug,
don't
know
what
an
ash
tree
looks
like
and
so
forth.
But
what
I
learned
is
that
if
you
have
an
ashtray.
F
Be
dead
soon,
there's
really
no
shielding
it
from
this
disease
and
then
an
ash
tree,
unlike
many
other
trees
around
Austin,
when
it's
dead
and
a
storm
comes
along,
it
doesn't
just
fall
down
or
one
branch
falls
down
it
sort
of
explodes,
and
so
it's
much
more
likely
to
create
property
damage
both
to
city
property
and
private
property.
So
that's
why
Parks.
H
If
you
have
one
and
then
you
need
to
have
a
plan
for
how
you're
going
to
address
it
on
the
culture
and
arts
commission
front
we're
taking
steps
in
May
the
first
week
in
May
to
approve
a
mural
to
go
on
the
east
side
of
the
pool
building,
that's
been
a
frequently
tagged
space,
and
so
we're
excited
to
get
some
community-based
art
on
there,
that's
being
funded
by
a
grant
from
CMAC.
H
Another
artist
came
forward
this
week,
who
is
going
to
write
a
grant
to
the
state
and
seek
State
funding
to
put
up
a
mosaic.
She
would
like
to
do
that
on
the
band
show.
She
also
has
an
alternate
site,
so
it's
exciting
to
see
more
and
more
public
art
happening
in
our
community
and
then
finally,
for
Fourth,
Avenue
Fest
scheduled
for
Wednesday
June
7th.
We
are
seeking
a
site
coordinator.
This
is
a
paid
position,
a
few
hours
that
night
a
few
hours
of
prep.
H
Just
think
of
someone
you
know
who
likes
to
walk
around
with
a
clipboard
and
be
the
the
one
person
who
everybody
has
their
cell
number
to
call
with
problems
or
issues.
That's
that's
who
I'm
looking
for
so
I'd
appreciate
your
help
on
finding
that
just
right
person,
hosty
volunteers,
anything
else
for.
A
I
You
Mike
just
one
note
a
reminder
to
folks,
speaking
of
Parks
and
Recreation,
that
you
should
go
purchase
your
fishing
license
with
trout
stamp
because
there
are
now
300,
probably.
J
I
A
G
To
see
thanks,
Mike
Jeff,
two
things,
if
you
haven't
read
this
yet
I,
would
encourage
you
to
I
spent
a
couple
hours
last
week
with
the
Hometown
Food
security
project,
and
it
is
eye-opening
to
say
the
least,
really
good
work
being
done
by
these
folks.
G
Stephanie
Postman
did
a
spectacular
job,
facilitating
the
the
meeting
and
I
I
really
would.
If
you
haven't,
looked
at
it,
take
the
hour
and
read
the
darn
thing:
it's
it's
it's
hard
to
read
and
it's
eye-opening,
so
I'd
encourage
you
to
do
that.
Secondly,
for
those
of
you
that
don't
know,
tomorrow
is
tax
Freedom
day,
which
is
a
artificial
day
that
represents
the
time
at
which
the
average
American
has
paid
all
their
taxes
for
the
year.
It's
107
days
into
the
year
out
of
365..
G
We
have-
and
you
know,
I'm
kind
of
known
for
complaining
about
tax
rates,
but
I
think
it's
important
that
we
understand
how
much
people
contribute
in
all
forms
of
taxes
combined.
B
All
remember
we're
playing
with
somebody
else's
money
and
they
have
spent
up
until
April
18th
funding
all
the
things
that
we
do
on
a
state,
federal
and
local
level.
What's
up
thanks,
Jeff
Jeff,
just
a
report
from
the
library
board
meeting
they
opened
back
up
after
being
closed
down
on
March.
A
28Th
as
scheduled,
construction
is
moving
along
the
rest
of
it
on
time
and
on
budget
and
there's
been
very
little
confusion
between
the
swaps
of
the
bathrooms,
going
from
one
side
to
the
other.
So
all
is
good.
That's
all
I
have
thank
you
good
to
hear
thanks.
Jeff
Jason
I
would
Echo
councilman
Baker's
applausing
for
the
Hometown
Food
insecurity
project.
I
thought
they
did
an
outstanding
job
of
putting
on.
H
H
A
That
Stephanie
Postman
did
a
wonderful
job,
facilitating
it
and
I.
Think
they've
got
a
really
good
kind
of
rough
draft
plan
and
now
putting
into
action
three
things
from
the
Port
Authority
one
is.
We
did
have
a
moment
of
silence
to
open
our
meeting
the
other
night
to
honor
the
passing
of
commissioner
Chuck
Moline,
so
he
had
been
on
the
Port
Authority
for
a
number
of
years
and
instrumental
in
a
number
of
downtown
developments
throughout
our
community
number.
Two
is
and
much
happier
news.
We
did
approve
two
new
land
sale
agreements.
A
A
In
appreciation
of
Earth
Day,
the
Human
Rights
Commission
will
be
having
a
social
justice
book
club
on
April
20th
and
they
will
be
discussing
a
terrible
thing
to
waste
it's
an
environmental
racism,
so
that
is
April
20th
at
the
Austin
Public
Library
excellent.
Thank
you.
I
wish.
The
condolences
of
the
Moline
family
Chuck
was
certainly
a
community
in
person
and
served
on
the
port
and
I'm
sure
many
other
other
agencies
and
committees,
but
he
was
also
my
last
hockey
coach.
A
So
he
took
me
home
plenty
of
times
with
cold
feet
skating
for
practice
at
the
old
Sherman's,
Gunk
Hollow,
so
great
man
and
certainly
lost
to
our
community.
So
with
that,
looking
for
a
motion
to
adjourn
to
our
next
meeting,
Monday
May,
1st
2023.,
so
I
moved.
Second,
all
in
favor
motion
carries.
We
are
adjourned.
We'll
go
five
minutes
till
we
get
to
the
work
session.
