During
council's
work
session
last
night,
we
reviewed
Ben's
current
tree
code
and
asked
staff
to
make
some
changes
to
clean
up
conflicts
in
the
code
and
make
the
standards
clear
and
objective.
Council
also
decided
to
focus
on
trying
to
preserve
more
large
trees,
developing
ideas
for
more
replanting
of
trees
and
creating
an
overall
healthy
Urban
canopy
throughout
the
city.
The
Next
Step
will
be
to
develop
a
community
engagement
plan
for
the
tree
code.
A
Work
Council
also
continued
our
discussion
about
a
potential
transportation
fee
during
last
night's
work
session.
A
transportation
fee
is
one
of
the
funding
strategies
in
our
transportation
system
plan
and
it's
being
implemented
to
address
a
transportation
funding
shortfall
of
up
to
120
million
dollars
over
the
next
15
years
for
road
maintenance
and
transportation
programs
and
projects.

In
our
discussions
last
night
we
talked
about
specific
policy
questions
we'll
need
to
resolve
and
ways
to
engage
the
community
on
the
topic
and
we'll
be
narrowing
down
next
steps
at
a
future
work
session,
Council
also
approved
reorganizing
existing
revenue
and
expenditures
related
to
houselessness
in
our
current
biennial
budget
into
a
new
category
called
the
houseless
fund.
Our
decision
last
night
did
not
include
allocating
additional
money
towards
efforts
to
address
houselessness
but
covered
the
7.1
million
dollars.
That's
already
allocated
in
our
budget,
of
which
6.9
million
dollars
are
from
state
and
federal
grant
money.

Also,
this
month,
Council
approved
annexing
approximately
40
acres
in
Southeast
Bend,
south
of
Ferguson
Road
and
Magnolia
Lane.
This
is
the
first
annexation
of
the
southeast
area
plan,
which
was
adopted
in
2021
as
an
urban
growth
boundary
expansion
area.
The
Proposal
includes
a
138
lot,
townhome
subdivision,
264,
multi-unit
homes,
commercial
buildings,
open
space
and
more
Council
also
also
authorized
passing
through
grant
money.
We
received
to
Deschutes
County
in
the
amount
of
405
thousand
dollars
over
three
years
for
a
behavioral
health
staff
to
serve
guests
at
the
Lighthouse
navigation
Center.

The
city
has
a
contract
with
Shepherd's
House
ministries
to
operate
the
navigation,
Center,
a
low-berry
emergency
shelter,
that's
open
seven
days
a
week
also
Council
approved
our
framework
for
our
2023-2025
goals.

issued
two
proclamations
this
month.
