From YouTube: Biloxi City Council meeting, Sept. 11, 2018
Description
Biloxi City Council met at 1:30 p.m. for a three hour meeting to discuss the budget for the upcoming fiscal year.
B
Yeah
I
think
Mike
and
Jody
and
Kenneth
are
ready
to
talk
about
a
lot
of
things,
but
I
think
just
some
recent
figures.
That
kind
of
give
us
some
position
on
where
we've
got
to
go
with
balancing
things
and
and
a
couple
of
things
that
just
happened
with
regard
to
sports
betting,
and
you
know
MGM
has
AFL
taking
a
big
position
on
spring
football.
B
I
think
you
know
we'll
have
business
that
we
didn't
have
in
in
the
future,
with
in
October,
November,
December
and
January,
when
playoff
said
so
and
then
a
few
months
later,
we'll
have
March
Madness,
and
so
there
are
some
opportunities
to
stretch
this
a
little
bit
and
just
mob
gut
feelings,
purely
of
gut
feel
like
we
did
when
we
knock
that
you
know
the
impact
of
some
competition
across
that
Bay
I
think
we
just
initially
put
a
Monday.
You
know
they
made
it.
B
18
5,
which
put
us
in
the
position
before
scarlet,
pearl
and
literally
I,
think
we
can
stretch
that
not
all
gaming
but
gaming,
as
well
as
sales
tax
I,
think
you
could
probably
got
250,000
more
to
push
that
way
and
there's
some
like
set
factors
that
going
to
happen
some
things
that
we'll
see
first
in
the
first
quarter,
so
there
may
be
some
it's
a
margin
there,
at
least
in
my
opinion.
So
that
kind
of
concludes
my
report.
We're
talking,
we've
had
I,
think
Nathan
had
a
good
meeting
last
night
counts
with
Tisdale.

J
J
J
A
You
and
I
just
want
to
echo
the
tunnels
to
towers
event.
It's
grown
into
quite
an
event,
and
we
had
I
mean
many
of
runners
that
ran
and
walked
the
5k
run
and
then
the
towers
to
see
those
firemen
and
other
concerned
people
that
are
running
it.
The
firemen
in
full
gear.
Some
are
running
it
five
times
so
stairs
at
Margaritaville
is
inspiring.
There
were
pictures
that
we
hung
of
the
Fallen
Heroes
and
they
were
broadcast
the
actual
radio
broadcast
going
on
during
the
9/11
event.
In
the
towers
that
was
I
mean.
A
In
tears,
but
it
it
kind
of
made
us
feel
you
know
what
freedom
is
all
about,
and
a
very
emotional,
very
inspiring
and
my
hats
off
to
everyone
who
participated
and
organized
and
supported
that
event,
so
it
was
really
really
really
cool.
That
concludes
my
report.
We'll
move
on
to
the
public
agenda
and
citizen
comments.
We
have
45
minutes
allotted
for
this
segment.
A
K
My
name
is
Frank
ginza
I'm,
a
local
architect
and
I
was
attended.
Last
week,
the
waterfront
workshop
and
while
I
didn't
speak
at
that
workshop,
listen
for
two
days
and
I
tell
you.
I
was
really
impressed.
I'd
like
to
congratulate
the
mayor
for
having
the
foresight
to
put
on
a
workshop
that
you
can
hear
from
citizens
as
well
as
from
experts
across
the
country.
K
We
saw
a
lot
of
examples
across
the
country
of
different
uses
that
a
waterfront
can
be
turned
into
and
especially
going
to
the
water's
edge
the
boardwalk
I
took
from
it
is
phase
one
of
an
important
master
plan
that
the
city
of
Biloxi
needs
to
consider
as
the
as
our
waterfront
is
developed.
You
don't
want
to
have
happen,
but
you
want
to
have
a
controlled
development
and,
like
I
said,
I
believe
that
the
boardwalk
is
that
is
phase
one
of
a
master
plan.
So
again,
I
just
like
to
congratulate
the
mayor
for
doing
this.
L
My
name
is
john
kemp.
My
live
at
178
Hannibal
Court
just
here
to
say
thank
you
to
the
mayor
to
the
council.
People
to
all
the
directors
of
each
department,
particular
chief
Miller
for
making
sure
parked
is
directly
in
front
of
my
house
stays
well
policed.
The
Department
of
recreations
keeps
it
clean,
keeps
the
grass
cut
just
a
quick
mention
on
this
budge
on
these
budget
talks.
This
is
a
beautiful
city.
L
The
fact
that
we're
surviving
three
triple
whammies
I
mean
a
triple
whammy
from
you
know.
A
hurricane
of
you
know
financial
crises
and
oil
spill.
The
fact
that
we're
sitting
and
still
wanted
to
meet
the
most
beautiful
city
in
this
country
is
is
amazing.
I
have
to
say,
though,
when
we,
when
we
talk
in
these
budget,
calls
please
keep
in
mind
of
a
little
piece
of
my
heart,
where
I
got
my
first
shrimp
po-boy
in
box
root
beer
at
and
that's
something
that
I
called
the
the
main
and
Division
Street
corridor.
L
It's
sort
of
disappearing
a
little
bit.
I
got
friends
all
over
the
planet
that
would
like
to
move
home
they're
from
that
area,
and
so,
as
we
talk
about
the
beautification
of
this
beautiful
city,
keep
in
mind
that
my
agenda
is
really
based
on.
Hopefully,
one
day
my
sons
and
my
daughter
can
attend
one
Community
Center
in
East,
Biloxi
I
had
for
growing
up
the
East
Biloxi
community,
centered
pringles
gymnasium
o'hanlan,
the
Boys
and
Girls
Club.
These
were
all
three
places.
L
You
know
the
the
Croxon
was
beautiful
and
do
great
work,
but
those
children
all
can't
afford
to
go
in
it
and
it's
a
little
sad
but
I
understand
you
got
big
fish.
Your
friend,
you
know
Mayor,
fofo,
I,
hope,
I
live
to
see
instead
of
Division,
Street
I,
hope
I
come
off
that
bridge
and
see
full
full
Boulevard.
Okay
and
I
really
appreciate
the
work.
You're
doing
and
mayor
bless
II
and
bless
his
heart.
I.
L
M
M
A
You
I'll
just
say
a
couple
words
and
I
appreciate
the
mayor's
comments
on
the
on
the
revenues.
Inching
them
up
a
little
bit.
I
agree
with
him
somewhat
I
think
it
possibly
could
be
higher,
but
we
have
to
get
that
part
as
we
move
forward
to
adopt
this
budget
next,
Friday
and
I
think
we
need
to
take
a
really
good
scrub
today
and
I'm
prepared
to
stay
here
as
long
as
we
can.
A
If
we
need
a
recess
tomorrow
or
the
next
day
or
the
following
day
until
Friday,
to
get
it
right,
I'm
prepared
to
do
that
if
the
council,
if
it's
the
council's,
will
so
we'll
open
it
up,
I'd
like
to
open
it
up
on
the
thoughts
of
each
council.
Member
on
the
revenue
side,
you
heard
the
mayor
mentioned
that
maybe
we
can
increase
it
another
250,000.
G
M
C
G
C
G
C
G
C
G
G
B
G
B
A
It
huge
I
want
to
point
out
too
and
I
wanna
I
want
to
underscore
this
in
this
budget
October
when
we
hit
cruising
the
coast.
Those
numbers
were
deflated
last
year
because
of
Hurricane,
Nate
and
I.
Think
that's
going
to
be
another
extra
bump.
When
we
get
a
full,
you
know
experience
and
and
the
full
effect
of
cruising
the
coast
and
all
those
visitors
that
left
early
last
year
because
of
Nate.
I
A
I
Has
been
increased,
that's
how
our
seeing
trends
up
in
gaming.
That's
the
only
crazy
fiber
kind
of
spinning
retailing,
like
Mike
noted
in
here,
we
have
more
people
coming
to
the
area.
More
businesses,
opening
and
I.
Think
these
numbers
it
might
presented
are
actually
very
consistent,
very
conservative.
When
you
look
at
the
national
trend,
you
know
the
locations
and
the
impact
on
budgets
in
cities
similar
to
our
size,
so
I
haven't
read
these
numbers
I!
Think
it's
better
to
say.
If
you
saw
her
right.
B
Then
that's
welfare
scheme
need
me
to
jump.
B
Are
different
kind
of
folks
visiting
too,
so
it's
a
different
set
of
customers
right
so
and
we
don't
know
true
impact
you
will
about
them
coming
more
over
and
over
again
and
what
they'll
be
spending
what
they'll
be
doing,
but
I
think
you
know
their
margin.
We
don't
want
to
same
bag,
one
way
or
the
other,
but
it's
just
a
guess,
so
you
know
guess
on
a
conservative
side.
That
would
certainly
we
want
to
meet
our
numbers
and
we
felt
with
or
without
sports
betting,
that
our
trend
was
up
in
him.
B
So
we
were
recovering
from
about
two
years
ago,
getting
there
but
nine
hundred
eighty
something
thousand
dollars
of
what
the
impact
pretty
much
of
the
gross
gaming
revenue
that
scholar
Carl
took
away
from
our
spots,
so
I'm
comfortable
with
250
and
in
gaming
as
well
a
sales
taxes.
A
lot
of
it
will
be
sales
down.
What.
C
E
C
C
G
A
J
A
D
A
A
B
B
A
A
H
I
C
Was
no
adjustment
for
that
the
only
adjustment,
a
sales
tax
has
been
the
hundred
thousand
that
this
council
chose
to
increase
during
our
first
workshop.
It
was
originally
it
you
did.
This
I
just
handed
out
shows
you
the
twelve
four
is
the
number
for
this
year,
we're
sitting
at
if
we
get
the
same
result
in
September,
as
we
did
last
year,
will
we'll
be
right
at
the
twelve
four,
so
we
put
twelve
five
in
this
council
wanted
to
do
twelve
five.
C
A
K
B
B
G
J
J
B
You
know
things
not
this
year,
but
in
futures
you
know
you're
supposed
to
reappraise
every
four
years.
Okay,
so
we're
in
the
NICU
no
I'm
up
to
three
years
down
the
road,
but
you
know
give
some
basis.
You
know.
If
you
get
a
million-dollar
permit,
does
it
necessarily
mean
you
can
put
a
million
dollars
in
a
piece
of
property?
Does
that
mean
it's
gonna
be
on
the
leg
on
the
tightrope?
Not
necessarily
we
need
to
make
an
effort,
a
real
market
value
that
we
can
project
our.
B
M
O
O
G
G
B
P
B
A
B
A
B
B
A
P
D
C
C
O
B
B
E
B
Point
to
cash,
so
I
mean
you
got
to
figure
out.
What
are
you
gonna?
Do
you
gonna
leave
I'm
on
the
cash
is
a
cash
it's
already
in
the
deal.
What
are
you
gonna
do
in
case?
There's
some
opportunity
if
we
get
paid
back
with
with
regard
to
things,
you
know
that
that
do
point
to
is
to
do
to
do
from
the
general
fund
is
that
what
you're,
trying
as
a
rebel.
D
G
B
C
We've
had
the
chance
to
do
what
I
do
and
go
look
lower
can
shoulder
just
that
everyday
you'd
be
amazed
at
how
the
debt
cash
balance
changes.
It's
like
a
sine
wave
like
this,
so
it's
kind
of
a
guess,
but
the
guest
gets
better
and
better
as
we
get
thick
within
weeks
of
the
end
and
right
now,
even
though
it
says
six
million,
as
as
our
conservative
estimate
of
the
starting
fund
balance,
what
do
you
think
it's
going
to
begin.
P
B
B
Now
what
I
want
to
ask
Ken
to
do
you
know
I
bet
together
is
that
we
have
a
balanced
budget,
and
you
know
our
cash
position
increases
and
what
I
want
to
do
that
you
don't
have
and
I
don't
know.
If
you
understand
retained
earnings,
you
know
each
year,
we've
got
a
bet
and
we're
gonna
make
you
know
P&L
that
will
go
out
spin.
There
are
the
next,
the
expenses
won't
I'll,
spend
the
revenues
and
I
want
an
entry
from
each
year.
B
In
that
year,
today,
games
learned
in
what
we
did:
15
and
16
and
17
and
18
and
19.
When
you
have
to
say
hey,
we
we
run
a
tight
ship.
So
next
year
we
got
to
do
some
investment
or
we
get
a
big.
So
you
know
that
it's
not
something
smoke
and
mirrors
that
we're
doing.
What
do
you
want
to
do
in
business
when
you,
you
know
when
you
have
an
opportunity
and
you've
got
some
some
reserve
and
the
reserve
is
reflected
and
not
only
cashed,
but
your
fund
balance.
B
That's
what
I'm
say:
I
want
this
interest,
so
it's
apparent
to
everyone,
hey.
We
we
made
a
million
here.
We
made
1.2
million
here
we
made
750
thousand
here
and
next
year.
We'll
do
something
that'll
be
reflected
in
the
2019,
so
I
want
that
delineated
from
an
accounting
standpoint.
So
all
of
us
know
hey
look
at
the
balance
sheet
and
you
see
we've
been
making
money
baby
after
you
after
you.
E
B
B
This
exercises
so,
for
one
reason,
is
so
you
can
reduce
that
use
of
to
balance
its
budget.
If
you
want
to
balance
this
budget
by
the
cash
you
have
in
this
economic
balance,
that's
gonna,
just
like
everything
else.
Other
revenue
sources,
that's
a
revenue
source,
even
though
it's
used
to
do
to
do
from
its.
A
C
B
C
B
I
I
B
B
B
A
So
let
me
let
me
make
this
comment
on.
If
you,
if
you
provide
me
a
minute
or
two,
it
was
created
to
have
a
revolving
economic
fund
to
say
we're
going
to
take
this
six
million
dollars
and
we're
going
to
leverage
it
for
different
programs,
and
when
those
programs
are
successful,
it
pays
it
back
and
it
continues
to
bring
it
back
to
a
six
million
dollar
balance,
and
then
we
can
reduce
it
for
other
products.
A
From
from
time
to
time,
you
know
for
the
betterment
of
capital
projects,
economic,
you
know
trying
to
get
businesses
to
come
to
Biloxi
and
invest
those
types
of
things
and
that's
what
we've
made
decisions
for.
Can
it
be
in
the
regular
of
general
fund?
It
could,
but
at
least
it's
our
strategy
saying
we
got
this
revolving
account
that
we're
going
to
maintain.
You
know
that
we
can
go
into
it
anytime
for
those
types
of
decisions,
that's
what
it
was
for
bottom
line.
B
B
Q
E
C
So
everybody
is
following
in
line
column
9
at
the
top.
You
see
the
2.2
million.
What
is
being
suggested
is
that
there's
that
that
222
million
is
is
it
goes
into
column,
sources
down
down
below
transfer
ozune
that
transfers
in
or
which
one
of
those
columns
would
so
so
that
would
be
other
financing
sources.
I
K
M
C
G
I
E
A
I
P
B
J
B
Or
are
you
going
to
buy
something
else?
Well,
let
me
tell
you
done
that
similar
thing
and
we're
in
a
position
with
the
construction
account
30-point,
a
bunch
of
money,
and
we
pay
a
little
bit
of
it
back
this
time
and
at
one
point,
seven
five,
so
it's
been,
you
know
you
used
it
from
the
general
quantum
to
do
the
infrastructure
project
and
you
paying
a
little
bit
of
that
back
now,
because
we
we're
ahead
of
the
ballgame.
So
it's
the
same
thing.
C
B
G
B
C
A
B
We
anticipated
we
did
that
with
the
sale
of
the
property
on
the
beach
in
the
tune
of
about
a
hundred
something
thousand
one
hundred
seven
thousand
two
thousand
fifteen
I
mean
you
know
it's
still
not
going
to
be
that
much
we're
not
going
to
net
that
much
by
selling
it
and
then
offset
and
there's
a
rent
that
we
did.
You
know
so
I
mean
there's
a
little
bit
more
consideration
plus.
You
know
we
already
kind
of
been
in
a
mode
with
FEMA
and
Mima,
and
we
don't
want
to
step
on
it.
B
We
did
we
wind
up
losing
a
million
dollars
on
the
seafood
industry
Museum
after
we
would
play
games
and
put
things
on
the
second
and
third
foot
we
wind
up
settling
for
1.2
million
when
we
paid
to
point
to
something
I
understand
that
but
I'm
saying
that
that's
the
kind
of
that's
you
don't
know.
What
kind
of
you
would
what
you
know:
you're
betting
on
the
dice
when
you,
when
you
do
something
that
maybe
can.
A
A
E
C
N
H
C
P
A
C
C
A
You
put
anything
in
a
budget
we
can.
We
can
say
today
we're
gonna
have
seventy
five
five
million
dollars
in
the
budget
if
we
want
to
that's,
not
prudent
and
reasonable,
but
we
can
put
anything
in
there,
but
I
think
the
reasonable
expectation
of
sale
of
assets.
If
we,
if
we
felt
strongly
that
way,
it's
it's
not
unusual
to
include
that
in
your
budget,
just
my
opinion,
but
anyway
getting
back
to
some
of
these
numbers.
Then,
what's
the
pleasure
of
the
council
on
the
economic
revolving
fund.
B
D

J
J

I
G
B
Historically,
this
exercise
is
a
guess
and
historically
the
first
year.
Sixteen
to
one
point:
two:
seven
five
and
yet
last
year
was
six
hundred
fifty
one
thousand
right,
so,
okay,
each
year
that
cash
balance
that
you're
looking
for
a
four
point:
two
it
did
down
there
then
right.
It's
been
six
million.

But
it's
basically
essentially
there's
an
actual.
Actually
you
not
yeah
you.
You
know
this
numbers
as
well
as
I
know
it
are
better
councilmen.
You
know.
The
top
law
in
the
top
group
of
numbers
is
the
revenue.
The
next
group
of
numbers
is
the
department
expenses.
The
next
group
is
the
non
department
expenses
and
then,
when
you
and
then
you
and
then
you
sum
it
up
and
that
you
end
up
at
negative
and
then
we
apply
other
financing
sources
and
then
we
reduce
the
deficit
left
to
less
than
it
was.

I
B
Me
say
this
and
I
meant
to
bring
this
up.
This
is
what
we're
facing
right
now
and
I've
really
asked
some
consideration.
We
just
heard
the
7525
ballgame
right.
Okay,
these
are
the
things
that
we're
going
to
face.
First
of
all,
firstnet
goals
is
a
November
1st
that
the
governor
this
is
the
RESTORE
Act
funds.
We've
got
as
well
as
tightly
into
those
kinds
of
activities.
B
Governor's
get
ready
to
announce
those
contracts,
at
least
from
his
bucket
we've
got
to
respond
to
that
and
then
by
December
1st,
the
30
million.
That's
our
rub:
75
that
we're
going
to
be
competing
against
six
counties
and
then
to
the
MBA,
and
then
you
know
the
governor's
gonna
announce
five
folks
I
mean
it's
a
lot
of
work
and
a
lot
of
it's.
At
least
you
know
10
different
things
that
we've
got
to
do
if
it's
general,
a
cliff
or
me
or
anyone
I
mean
that's
a
lot
of
work
to
do
in
competing.
B
What
we're
gonna
compete
with
I
mean
it
too
serious
deadlines.
You
know
we
engage
the
key
impacts.
Credit
expansion
I
wouldn't
want
to
do
that
again
because
we've
all
been
fighting
the
ball
game
in
special
session.
We've
got.
You
know
another
5
million
and
we're
trying
to
get
from
the
RESTORE
Act
to
finish
keys,
fly
outside
gate
and
plus,
maybe
two
or
three
more
again,
the
OIG
Owyhee
on
it.
B
We
were
able
to
successfully
get
NEMA
the
backers
up,
but
there's
also
about
1.3
million
dollars
that
were
choked
down
16,
17,
18
and
19
that
we
asking
Mema
and
FEMA
to
reimburse
it
for
program
management
and
we've
gotta.
Have
it
we've
been
eating
it
and
it
would
bring
a
crew
net.
We
got
an
offset
in
engineering.
That's
why
that
engineering?
It's
a
lot
of
work
to
do.
You
know
Peter
and
some
of
the
groups.
We
talked
we've
been
very
successful
with
regard
to
some.
B
You
know
the
franchise
fees
and
then
know
Peters
in
the
room,
but
I
mean
literally
that's
economic
development.
When
we've
increased,
you
know
real
dollars
in
what
would
receive
from
AT&T
cable
one
and
in
Center
Point.
So
I
mean
it's
a
lot
of
work.
It
means
bang
for
the
buck.
Is
you
mean
it's
need,
is
what
I'm
trying
to
say
just
like
police,
it's
needed.
I
I
C
H
C
Used
to
be
in
that's
the
work,
control
manager,
he
is,
he
is
the
P
and
the
two
people
that
answer
the
phone
down
there
take
all
the
calls
and
then
route
those
calls
to
the
supervisors
and
then
reconcile
with
the
supervisors
over
who's,
doing
which
work
and
and
in
our
work
control
system
meet
regularly
with
a
the
the
different
supervisors
and
say:
okay,
did
you
finish
this
work
order?
Did
you
finish
this
book
were
and
so
forth?
C
Billy-Ray
doesn't
like
it
when
I
say
this,
because
he
thinks
he's
the
most
important
guy
in
Public
Works,
but
I.
Think
the
two
most
supporting
guys
in
any
public
workers
organization
is
a
war
control
clerk
or
a
supervisor.
That's
Craig,
the
guy
that
answers
the
phone
and
routes
the
work
to
the
different
you
wouldn't
want.
It
would
be
bedlam
if
every
everybody
called
the
sign
shop
if
they
wanted
to
sign
or
the
the
construction
shop
if
they
wanted
something
fixed
on
their
driveway.
C
S
H
B
S
C
It's
not
a
verbal
thing:
it's
not
a
people
calling
around
an
order
to
work,
I
mean
every
every
call
is
recorded.
Every
call
is
goes
into.
City
works,
city
works
issues,
a
service
request,
a
service
request
goes
to
a
shop.
The
shop
decides
whether
to
do
the
job
or
not.
If
they've
got
to
do
the
job,
they
assign
it
to
somebody
in
issue
a
work
order,
eventually
that
work
order
comes
back
with
the
labor
and
material
on
it
and
labor
material
gets
entered
and
back
into
the
system.
C
B
A
B
G
C
Sometimes,
and
a
lot
of
times,
it's
only
two
there.
The
supervisor
is
this-
is
the
guy
that
deals
with
these
super
tenants
and
the
supervisors
that
are
in
them
in
different
work.
Sections
he's
the
guy
that
reconciles
their
work
and
deals
with
those
guys,
the
other
people,
the
other
two.
Ladies
just
answer:
the
phone
take,
calls
and
record
them
and
city
works,
but
they
don't
have
the
juice
to
manage
the
work
and
soup
deal
with
the
soup.
How.
B
A
A
C
We
know
the
grant
is
there
if
we
need
it
and
if
we
need
it
in
the
last
month
or
two
of
the
fiscal
year,
when
things
are
a
little
more
clear
about
where
we
are,
we
go
ask
for
the
grant
and
we
have
to
just
match
it
for
those
two
months
so
but
I
don't
know
that
I
I
wouldn't
bet
on
that
fire
station
being
ready
and
occupied.
It.
C
A
I
C
Did
painful
it's
right
on
this
piece
of
paper?
There's
two
different
groups
that
you
could
look
at.
One
is
a
group
of
the
vacancies.
Now
you
understand
that
in
a
in
a
city
with
six
hundred
and
some-odd
employees,
there's
churn
at
all
times,
and
there
are
vacant
police
positions,
vacant
fireman
positions
that
are
vacant
for
a
short
while
and
then
they
were
filled
virtually
every
one
of
the
positions.
C
That's
in
that
vacancy
list
is
either
have
already
been
interviewed,
is
in
the
process
of
being
hired,
ready
to
come
to
work
next
week
and
so
forth,
and
so
on.
So
I
would
tell
you
that
if
it
were
me,
I
would
not
be
trying
to
figure
out
if
there's
a
vacancy
here
and
as
a
vacancy
there,
what
I'd
be
looking
at
is
what
positions
did
we
did.
You
add
in
the
budgets
earlier
in
this
work
earlier
workshop
and
do
and
how
many
of
those
can
we
do
without
and
that's
what
like?
C
That's
what
I
gave
you
yeah?
If
you
look
at
the
the
departmental
budget,
you'll
notice,
most
of
the
departments
actually
went
negative.
The
only
real
increases
are
in
police
in
Public
Works,
in
fire,
in
legislative
and
in
and
then
I
move
into
the
IT
money
which
disguises
you
know,
admin
and
executive,
but
the
real
numbers.
The
real
numbers
are
in
police
fire
and
Public
Works.
Those
are
all
departments
that
you
all
felt
needed
some
extra
help.
C
So
so
so,
what's
there
there's
a
four
hundred:
ninety
thousand
dollars
of
additional
police
labor
and
three
hundred
and
forty
thousand
dollars
worth
of
equipment
that
this
council
in
an
earlier
workshop,
agreed
to
add
in
Public
Works,
there's
two
hundred
and
thirteen
thousand
dollars
worth
of
bodies
and
two
hundred
fifty
thousand
dollars
worth
of
equipment
which
we
had
agreed
to
add
and
then
miscellaneous
leiva's.
You
know
twenty
five
thousand
had
been
thirty
thousand
community
development.
Fifty
thousand
engineering,
those
are
all
equipment
items,
so
those
are
ads
that
were
in
the
budget.
I
C
A
A
H
A
I
C
Going
right,
basically,
we've
got
a
contract
since
you
brought
that
up
and
I.
Think
you're,
where
I'm
saying
for
everybody
else,
the
RFP
has
already
been
reviewed,
is
ready
to
hit
the
street
for
us
to
be
able
to
engage
a
small
business
lawn
mowing
service
more
than
one
to
two
to
go
to
mow
the
gosh,
a
hundred
or
more
Lots
around
the
cap,
the
city
that
we're
mowing.
That
would
relieve
a
couple
of
a
couple
of
guys
that
are
out
there
doing
that
now.
C
I
C
C
G
A
T
C
J
J
B
The
services
are
needed,
I
think
the
deal
and
what
you're
willing
to
say
suppose
you
could
reduce
that
about
$250,000
that
1.59
we
just
will
that
down
by
two
and
$50,000
still,
you
know
we're
not
anywhere
close
to
in-and-out
balances,
but
I
mean
these
services
are
needed
in
every
stretch
we
have
them
board
meeting.
Last
night
you
said
personnel
personnel
personnel,
one
way
to
attack
this
too.
We
have
we
have
for
time
it's
pretty
much
every
week
and
you
know
no,
don't
feel
anything
that
comes
comes
about.
P
J
B
C
T
B
G
And
I
mean
I,
know,
there's
seven
of
us,
but
just
for
the
record
I'm
not
willing
to
support
or
vote
for
a
budget
that
cuts
the
police,
the
fire
department
or
Public
Works
any
more
than
what
we
have
in
it
right
now.
That's
just
me,
I
mean
y'all.
Can
there
are
seven
votes?
I
know,
but
just
you
know
we're
I'm
not
willing
to
cut
any
less
than
what
we
have
already
on
those
three
departments.
B
D
I
Of
the
personnel
so
that
personnel
can
be
better
used
and
move
over
that
doesn't
cut
what
they
have
people.
That's
the
only
thing
that
I
support
and
that's
just
a
deferment
of
that
hi
we're
just
going
to
defer
into
the
next
quarter,
but
now
now
we're
potentially
even
add
when
we
see
that
bump
in
November
that
will
potentially
add
more
to
public
course.
It's
not
a
budget
to
cut
that.
It's
just
deferring
adding
more.
If
you
want
to
do
it
the
way
you're
doing
I'll
support
it.
I
I
C
A
I
A
I
F
A
We're
saying
defer
whether
it's
three
months
or
two
months
at
any
time
after
this
budget
has
passed,
any
department
can
come
back
to
the
council
and
say:
listen,
we've
had
an
increase
in
some
of
our
revenues
or,
if
even
if
we
haven't
had
an
increase,
they
can
come
in
request.
We
need
a
couple
more
positions,
understand.
G
I
E
A
A
B
Elevators,
some
of
the
fun
things
will
be
realizing.
You
know
this
is
our
last
increment
of
some
services
that
we've
been
to
what's
name
venture
capital
about
a
thousand.
Oh
go
away
at
some
point
in
the
end
of
year,
but
still
I'll
last
incoming
of
about
a
hundred
thousand
there.
There
will
not
be
with
us
in
a
year
from
now,
because
this
is
we've
upgraded
and
got
consistent
digital
equipment.
Throughout
the
you
know,
the
city
I
have
everything
you
know.
We
had
three
four
four
different
systems
and
I
think
ye.

Learn
to
listen
to
Jason
the
other
day.
You
know,
we've
got
things
to
do
and,
of
course,
life
cycles
of
these
big-ticket
items.
That's
a
big
thing
to
do.
We've
got
to
look
at
it
over
five
years.
Lifecycle
of
these
things
that
we
hear
and
we've
got
some
natural
drop-off
points.
So
at
nine
point
two
does
generate
debt
service
in
just
a
few
years.
It's
going
to
be
seven
point:
five.
You
channel
that
to
the
general
fund
to
do
these
things
that
do
but
they're
you
know
before
you
know.
A
Right
we're
gonna,
we're
gonna
stay,
we're
gonna
stay
on
this
budget
director
I
want
to
just
acknowledge,
appreciate
your
candor
and
honesty
on
saying
you
can
live
without
it.
I'd
ask
the
council
just
for
a
reconsideration
of
the
vote.
Can
we
defer
Public
Works
for
three
months?
It
is
that
okay,
listening
to
our
director.
C
A
A
U
U
An
all
night,
long,
all
day
long
so
preceded
me,
had
floor.
You
got
it
alright,
we're
at
that
point
now
where
we
got
to
start
looking
at
things.
We
got
to
provide
service.
I.
Think
Sherri
was
talking
about
on
the
east
side.
How
participation
is
down?
There's
no
community
centers
we're
gonna
have
to
sooner
or
later
we're
going
to
have
to
start
investing
we're
gonna
have
to
start
building
our
police
department
can't
continue
to
go
down
down
a
fire
department
can't
continue
to
go
down.
We
we
have
to
start
wisely
thinking
about
our
community.
U
I
have
a
community,
that's
looking
to
come
back
sooner
or
later,
and
at
some
point
we're
gonna
have
a
look
at
investing
in
these
communities.
Eric.
Our
city
cannot
continue
to
go
down
and
and
right
now,
looking
at,
might
the
community
that
I
live
in
we're
we're
on
that
downtick
and
it's
time
for
us
to
start
moving
up.
So
what
dr.
Tisdale
is
proposing
and
I
know
you
wanted
to
throw
all
it
away
that
away
some
of
this
nonsense
that
we're
just
beating
a
dead
horse.
It
doesn't
make
any
sense.
U
When
are
we
gonna
start
investing
in
our
communities
and
again,
like
the
library
system,
that
I
have
the
highest
unemployment
rate?
We
need
the
library
system
and
we're
not
even
looking
at
that
we're
looking
at
just
chop
chop
chop
and
not
investing
so
at
some
point:
I,
like
the
council
to
us
to
start
thinking
about
some
of
those
things.
That's
that's
all
I
have
to.
F
E
E
A
E
A
A
All
right,
so
I'm
gonna
beat
the
dead
horse
one
more
time.
There's
three
proposals.
Keep
it
like
it
is.
The
second
proposal
is
to
defer
it
for
three
months:
go
ahead
and
put
the
RFP
that
for
the
50,000,
that's
in
the
budget
to
get
started.
Those
are
our
three
options.
What
would
say
you,
mr.
Lawrence,
which
option
do
you
prefer.
E

Yeah
and
they
do
pay
the
$500
and
the
police
and
all
that
kind
of
stuff
on
they
bring
a
venue
with
with
it.
So,
okay,
let's,
let's
move
on,
let's
see
what
other
opportunities
they
are.
Let's
go
through
this
scrub.
E
B
The
suit
support
and
service
have
we
moved
it
around.
It's
good
been
paying.
We
just
put
it
in
the
next
section.
You
know
it
won't
be
changing
me
we're
trying
to
reduce
that
figure
in
a
lot
of
ways.
I
mean
it's
a
you
know:
support
and
services
and
maintenance.
It's
a
big
figure.
We're
trying
to
reel
that
down,
but
we
not
next
year
be
the
same.
That
figure
will
be
the
same
and
there
won't
be
any
open
good
departments.
It's
all
in
one
spot,.

I
B
I
think
a
little
bit
of
the
OIG
thing
that
one
has
this
footprint
on
it.
You
know
on
my
Mima:
it
sorted
out
the
position.
Okay
as
well.
As
you
know,
I
miss
Payton
I'll
write
this
in
the
form
of
a
member
of
these
items.
I
think
we
need
immediate
attention
coming
up
and
I.
Would
you
know
if
it's
properly
do
it?
Friday
I
would
like
to
describe
the
services
that
I
think
we
need
to
do
immediately.
B
The
two
big
things
it
is:
the
November
restore
acting
he's
been
with
you
know,
not
only
governor
but
the
lieutenant
governor
to
the
thailand's
and
some
of
the
things
that,
even
though
there
was
some
the
1.05
million
I
think
that
was
a
result
of
his.
Even
though
there
was
some
some
restrictions
on
the
350,000
and
talked
about
the
net,
the
devil
is
his
footprint,
but
also
we've
got
five
1.3
million
a
year
on
our
PR.
B
Ok,
it's
going
to
be,
you
know,
in
competition
with
the
six
counties
and
as
well
as
November,
where
we've
got
to
be
on
the
governor's
list
for
his
restore
act
primarily
for
that
five
million,
the
last
go-around
it
can
be
a
go
Mesa
or
I
can
be
out
of
MBA
or
where
else,
and
we
got
to
finish-
we
had
five
million
that
we
need
will
promised
this
past
January
for
outside
the
gate,
and
it
could
be
as
much
as
you
know.
7.5.
B
B
B
Through
up
April
of
or
I
have
some
presents,
because
the
next
legislative
session
is
coming
up
too,
but
it's
it's
important.
We
had
somebody,
you
know
what,
along
with
cliff
and
everybody
else
did
that
we
need
to
be
developing
these
lists,
not
only
the
thailand's
but
the
RESTORE
Act
as
well.
As
the
you
know,
the
75%
do.

A
Right,
let
me
let
me
reinstate,
let
me
restate
what's
happening,
there's
thirty
thousand
in
the
capital
budget
for
a
new
sound
system,
we're
talking
about
reducing
that
to
only
taking
five
thousand
of
that.
Thirty
thousand
for
the
proposed
overtime
that
mr.
Lawrence
has
proposed
and
another
5,000
for
the
room
for
whatever
electronic
enhancements
and
that's
it.
So
it
reduces
it
about
twenty.
B
G
A
A
There
was
30,000
in
the
capital
budget
for
a
sound
system.
We
are
now
reposition
for
portioning.
That
figure
we're
only
going
to
take
5,000
for
electronic
enhancements,
another
5,400
for
the
clerk's
additional
overtime
salaries.
That's
it
the
rest
of
it
were
eliminating
1919.
Something
were
eliminated.

Yeah
the
other
nonde
product,
I
know
what
to
deal
with
I
know
what
I
think
I
have
the
consensus.
I
know
I
just
got
to
double-check
the
numbers
and
make
sure
the
numbers
right.
The
other
one
is
the
library
remember.
The
original
library
asked
was
seven
hundred
and
twenty
seven
twenty
eight
I
don't
think
whatever
it
is,
and
that
was
for
the
computers
lost.
But
you
know
we
put
six
ninety
five
in
which
was
last
year's
of
the
year
before
in
the
year
before
his
number.
