A
B
Thank
you
for
God
this
meeting
tonight.
God.
Thank
you
for
each
leader
here
in
each
councilman
and
the
mayor,
Lord
I
pray.
You
just
give
him
the
wisdom
of
Solomon
Lord
I
pray.
Your
presence
will
be
here.
Lord
I
pray
that
we
make
decisions
tonight,
god
that
would
ultimately
honor
you
and
glorify
you
and
God
help
make
this
coast
a
success.
We
thank
you
for
that.
We
invite
your
presence
here
tonight
in
Jesus
name,
Amen,.
A
A
C
A
C
C
Now
where,
as
with
more
than
35
years
of
experience,
Ryan
Meyers
has
more
than
200
successful
events
and
shows
to
his
credit.
But
the
Christmas
show
remains
the
largest
event
attracting
more
than
12,000
shoppers
a
year
and
has
not
only
been
repeatedly
recognized
as
the
top
20
tourist
events.
In
the
southeast,
but
Ron
estimates,
its
impact
to
Gulf
Coast
economy
buy
half
a
million
dollars
each
year.
C
C
D
You
very
much
I
appreciate
this
honor
35
years.
It's
been
a
long
time,
but
the
city
of
Biloxi
has
been
tremendous
all
the
way
from
bill
homes
and
now
Matt
McDonald.
The
hotels
and
I'll
continue
to
keep
a
first-class
event
for
the
residents
of
the
Gulf
Coast,
and
thank
you
very
much.
Thank
You
mayor.
C
Gives
me
great
pleasure
to
do
this
also
from
the
city
this
Proclamation,
whereas
on
September
4
1958,
a
formal
dedication
ceremony
was
held
for
Congress
Congregation
Beth
Israel,
the
first
building
was
in
Biloxi
on
the
corner
of
Camellia
and
southern.
It
began
as
a
house,
but
it
was
remodeled
into
a
synagogue.
C
Now,
whereas
Congregation
Beth
Israel
is
an
active,
is
active
in
the
community
and
charitable
work,
including
food
drives
to
local
food
banks.
Gift
card
drives
and
employed
communities
after
storms
and
members
of
the
congregation
have
been
invited
to
lead
prayers
at
Katrina's
ceremonies,
board
meetings
and
other
events
and
to
participate
in
the
prayer,
services
and
other
gatherings.
Now,
therefore,
I
Andrew,
fofo
village,
mayor
of
the
city
of
Biloxi,
do
hereby
congratulate
and
commend
the
members
of
the
congregation
Beth
ever
Israel
on
the
sixth
60th
anniversary
of
serving
Biloxi
and
the
Mississippi
Gulf
Coast.
E
It's
especially
meaningful
to
receive
this
at
this
time
when
there's
been
a
lot
of
ugliness
in
the
world,
and
we
get
this,
which
shows
that
there's
a
lot
of
love
for
all
of
our
communities
and
all
of
our
faiths
have
a
place
here
along
the
Gulf
Coast
I
wasn't
around
when
the
founders
came
up
with
Congregation
Beth
is
around
60
years
ago,
but
I'm
certainly
glad
that
they
did.
Thank
you
very
much.
I.
C
A
C
Yeah
I
do
want
to
talk
about
the
opportunity
I
think
we
have
to
partner
with
bbr
and
some
of
the
things
that
have
been
kicked
around
from
the
waterfront
workshop
abut.
It
had
been
talked
about
for
a
while.
This
is
an
opportunity
again
to
have
input
on
what
we
feel.
Everybody
has
felt
that
there
is
a
need
for
an
opportunity
for
a
Convention
Center
down
on
this
area
of
town
within
the
mile
radius
of
probably
6,000
hotel
rooms,
and
that
that
number
of
hotels
is
growing.
C
So
we
believe
with
the
investment-
that's
happened
in
in
these
in
these
Biloxi
and
things
that
just
happened.
You
know
we're
on
the
upswing
and
it's
time
to
visit.
Well,
you
know
what
that
was
Wall
Street
in
mind,
the
opportunity
that
bbr
presents
in
order
to
team
up
with
them
to
identify
again
the
concept,
let's
define
whether
that
is
doable
down
here
on
the
in
East
Biloxi
and
then
possible
sites
again
a
very
objective
study
that
we
would
have
input
and
selection
of
the
the
actual
folks
who
do
the
study.
C
But
this
you
know
$250,000.00
study
that
we're
partners
in.
But
you
know
the
commitment
to
doing
this
is
on
them,
so
we
we're
very
excited.
We
feel
that
it.
You
know
the
council
should
support
this
effort,
and
you
know
we
can.
You
know
Jarrell.
If
you
want
to
talk
about
anything.
If
y'all
have
any
questions
as
part
of
this
mayor's
report,
you
can
provide
details,
but
this
this
is
a
not
real
opportunity
with
substantial.
C
You
know,
business
returns,
I.
Think
but
again
you
know
with
the
support
of
all
of
our
you
know,
people,
and
especially
in
the
hotel
business
this.
This
presents
a
huge
opportunity
to
address.
You
know
those
kinds
of
things
that
you
know
the
existing
Coliseum
in
trying
to
develop
more
hotel
rooms
closer
to
the
to
the
venue.
This
will.
Actually,
you
know.
We
hope
this
study
will
prove
the
fact
and
then
identify
how
things
could
be
funded
and
how
it
can
be
sustained.
C
So
you
know
the
the
thing
that
was
brought
in
to
my
attention
that
got
me
very
excited
and
they
compared
this
new
casino
are
actually
not
casino
because
it
has
nothing
to
do
with
the
casino
but
the
wharf
in
Washington
DC,
of
a
typical
on
the
water
kind
of
facility.
That
has
a
tremendous
amount
of
retail.
C
The
intent
is
not
for
our
own
self-satisfaction
but
the
Wall
Street
people
who
will
be
putting
up
to
150
million
dollars
in
this
deal.
So
you
know-
and
you
know,
however,
it
rolls
out,
but
anyway
I
urge
you
your
support,
and
if
general,
you
know,
if
you
detailed
questions,
Jarrell
or
Peter
can
can
address
that.
So.
But
that
concludes
my
report
I
believe.
C
F
G
H
G
I
J
I
A
couple
of
things
RFPs
for
City
events
at
MGM,
Park
at
some
point,
I-
think
we're
talking
about
maybe
looking
at
putting
some
RFPs
out
there.
If
there's
nothing
on
the
streets
right
now,
is
there
it's
out
right
now?
Okay,
so
hopefully
we'd
know
something,
perhaps
in
a
couple
of
weeks
or
at
least
see
who's
interested
or
what
kind
of
interest
there
is.
Thank
you
I've
gotten.
I
A
few
calls
this
week
the
homeless
situation,
folks
being
approached
by
the
homeless
and
I
know:
we've
got
the
panhandling
permits
and
I,
don't
know
if
that's
making
a
difference
but
I'm
getting
as
many
calls
as
I
used
to
used
to.
As
is
there
anything
we
can
do
to
deal
with
this
manager
situation.
Better.
I
guess
is
my
question.
C
We've
done
some
some
things
that
the
shoofly
you
know:
that's
it.
We've
actually
removed
the
stairs
that
we're
just
some
of
the
reports
that
we
have.
But
it's
a
challenge.
We
have
to
meet
that
challenge
in
one
form
or
the
other.
We've
had
some.
You
know
some
interactions
with
some
folks
who
have
interested
in
providing
part.
You
know
maybe
a
site
but
we'll
go
into
that
a
little
bit
further
on.
C
K
Csi
training
finding
a
point
of
entry
which
we
believe
is
going
to
be
one
of
the
two
hospitals,
the
issue.
The
problem
and
we've
talked
about
this
before
about
70%
of
them
have
some
type
of
mental
illness.
You
probably
know
that
by
now
the
problem
is
of
bed
to
put
them
in.
If
we
get
a
court
order
today,
which
I
think
we
got
to
remove.
K
C
Me
add
to
that
with
some
members
of
the
clergy
and
so
forth.
You
know
it's
all
break
down.
You've
got
some
some
folks
that
have
mental
challenges
and
you
have
some
drug-induced
mental
challenges.
You
have
homeless
and
homeless
have
broken
rules,
and
you
know
people
who
want
to
go
somewhere
or
get
you
know
a
bus
ticket
so
there's
a
whole
gamut
of
things
that
we've
got
a
slice
and
figure
out.
What's
the
best
way.
K
I
Thank
you,
Snider
Center
I
know
that
we
have
thinking
as
to
chillers
one
went
down
last
week
and
it
was
only
one
and
then
12
hours
later
or
two
days
later.
The
other
one
went
out
today
any
idea
of
the
timeline
to
repair
or
replace
those
and
I.
Think
I
was
talking
with
Miss
Bell
I
think
you
said
they're
about
35,000.
L
L
L
L
L
F
A
N
City
Hurricane
sandy,
we
went
down
Friday
afternoon.
We
actually
based
our
base
campus
in
Fort,
st.
Joe
Florida,
we're
there
with
a
with
the
local
fire
department,
we're
helping
them
rebuild,
we're
taking
first
responder
at
home.
First,
every
two
days
we're
running
actually
ends
up.
Almost
every
day
we
got
a
crew
going
down
on
a
four
to
six.
They
work
one
day
and
come
back
the
next
thing,
T,
so
Fire
Department
joined
us.
N
A
E
E
E
A
That's
great:
we
have
a
total
of
45
minutes
allotted
each
person
raised
your
hand
to
be
recognized
and
then
come
up
to
the
front.
Have
a
seat?
I,
don't
see
a
forum
up
here
at
the
seat
at
the
table,
so
you
need
a
state,
your
name
and
address
clearly
for
the
record,
so
the
clerk
can
record
it,
and
now
we
have
a
document
also,
if
you
could
write
your
name
clearly
and
leged
Lee,
so
we
can
kind
of
enter
that
into
the
record.
A
K
A
A
I
A
H
O
A
A
H
A
O
H
H
O
Q
F
H
Like
the
mirror,
I've
known
kittycat
for
a
while
kind
of
a
legend
in
our
community,
he
actually
had
a
little
little
mom-and-pop
restaurant
on
Main
Street
kitty
cat
lounge.
So
this
is
a
truly
an
honor.
I
talked
to
his
wife,
like
the
mayor
did
and
I
think
this
is
a
great
honor.
It
was
a
man.
We
call
for
the
question.
All
in
favor
7-0
motion
carry
resolution,
L.
O
H
F
F
Well,
the
reason
I
brought
this
man
here
is
that
it
showed
a
picture
in
the
paper.
So
everybody
looked
at
the
picture,
the
paper
property.
No,
wait.
Let
me
finish,
hold
it
down,
hold
yeah
I
know,
so
everybody
thanks
is
mainly
gonna,
be
on
a
ton
of
property.
So
two
people
warned
about
the
oak
tree
and
what
about
the
Indian
burial
ground?
So
I'm
just
saying
this
stuff
been
brought
up,
so
she
put
it
in
the
paper
and
it
was
a
rather
show
to
tell
us.
F
H
F
A
Know
you
know
we
held
a
workshop
earlier
this
year
and
we
had
several
of
the
tourism
leaders
here.
Casino
leaders
and
one
of
the
things
that
they
mentioned
is
convention
facilities
that
there
is
a
need
for
it
and
why?
Why
is
it
so
important
and
I
know
we
have
a
convention
center?
You
know
down
the
road
a
little
bit,
but
because
of
the
critical
mass
of
hotel
rooms
that
exist
here
and
that
are
coming
here
and
it
can
be
a
game
changer.
A
G
E
Q
Look
at
page
three
and
four
of
the
agreement.
It's
actually
the
study
is
to
look
at
all
the
land
east
of
I
110,
all
the
way,
the
water-
and
it
says,
analyzed
at
a
minimum
of
the
following
potential
sites.
Now
the
way
the
names,
if
you've,
at
least
those,
but
it
should
look
at
at
any
other
sites
that
might
once
you
start
looking
at
it,
it
might
be
available.
There's
a
lot
of
empty
space
in
East
Biloxi.
So.
C
C
H
P
Just
one
thing:
I,
don't
disagree
with
the
philosophy,
but
I
think
it
is
reasonable
for
people
to
believe
that
toeless
Manor
is
the
site,
because
when
you
read
through
the
agreement,
the
company
that's
paying
the
money
to
do.
The
study
is
also
paying
the
city
for
an
option
to
buy
that
property.
If
that
property
is
so
determined
to
be
the
most
feasible.
Therefore,
I
believe
it
is
reasonable
for
someone
reading
that
to
think
that
it
is
about
the
tolis
property.
P
Now
I've
had
a
lot
of
questions,
and
it's
it's
clearly
written
in
here,
but
just
so
it's
for
the
record
and
everybody
sees
this,
but
look
he's
not
committing
to
pay
anything
we're
not
paying
for
this
study
they're
paying
up
to
two
hundred
and
fifty
thousand
dollars
for
the
study.
They're
paying
biloxi.
Fifty
thousand
dollars
is
an
option
to
purchase
that
property.
If
this
hundred
and
fifty
million
dollar
property
project
moves
forward,
we're
gonna
contribute
a
very
small
percentage
of
that
money.
Like
two
hundred
and
fifty
thousand
dollars
to.
C
H
I
Mr.
bliss
yeah
I
noticed
that
we're
also
declaring
this
property
as
surplus
property
I'm,
assuming
them
that
if
this
is
not
the
site
chosen
or
the
feasibility
study
indicates
that
it's
not
feasible.
This
is
still
surplus
property
that
any
developer
could
then
say:
hey
I'd
like
to
do
something
on
this
property
or
bring
a
project
or
a
proposal
to
us
for
consideration.
So
I
just
wanted
that
point
to
be
out
there
that
once
we
declared.
J
P
P
H
I,
just
have
a
finally
come
in
and
just
great
to
know
that
there's
an
interest
on
the
east
side
of
Biloxi
and
it
is
a
much-needed
shot
in
the
arm
that
we
need
here
on
East
Biloxi.
You
know
it
gives
us
like
councilman
Glavine
said
we
lose
a
lot
of
conventions.
We
lose
a
lot
of
tourism
dollars
because
we
don't
have
the
facilities,
and
this
would
give
us
a
great
opportunity
with
all
heart,
satisfied,
coffered
a
question
all
in
favor.
Okay,
6-0
motion
carry
item
G
Lucy.
H
M
Just
state
what
I've
stated
for
the
last
three
weeks,
I'm
not
opposed
to
the
bond,
however
I
will
not
support
any
items
in
the
bond
that
aren't
needs.
I
will
not
support
amenities.
We
have
way
more
than
14
million
dollars
worth
of
needs
in
the
city,
and
so
I'll
only
support
items
within
the
bond
that
are
to
meet
the
needs
of
the
citizens.
Thank.
I
P
As
per
the
last
couple
workshops
again,
my
only
requirement
is
that
we
have
an
accounting
provided
to
us
at
every
meeting,
so
we
can
track
the
spending
so,
like
mr.
Barrett
stated,
we're
only
spending
money
on
necessities
and
and
not
just
necessities,
as
far
as
as
far
as
what
we
call
necessities
as
what
our
citizens
needs,
but
also
in
necessities
to
grow
necessities
for
the
future.
I've
had
some
people
talk
to
me
and
asked
me:
why
aren't
we
talking
about
revenue,
generators
and
not
necessarily
revenue
generators
by
investing
in
retail
markets,
but
investing
in
infrastructure?
P
That's
gonna
bring
more
people
to
Biloxi,
that's
that's
gonna,
be
the
roads
and
the
bridges
that
connect
people
to
connect
people's
homes
to
work
and
to
into
other
facilities
within
our
city,
and
so
those
are
the
things
that
we
have
to
maintain
and
follow
through
with
this
14
million
dollars,
and
as
long
as
we
have
an
accounting
every
meeting
to
track
the
progress.
I'll
support
this
Thank.
A
We
I
think
we
had
two
good
workshops
and,
and
here's
a
couple
of
the
components
of
this
number
one
is
the
amount
it's
up
to
fourteen
million
dollars,
that's
our
capacity
to
borrow
money
without
raising
additional
millage,
and
it's
also
important
because
as
we
go
for,
if
we
go
forward
and
start
to
shop
these
bonds,
we
cannot
go
down
on
the
amount
I'm.
Sorry
we
can't
I
go
up
on
the
amount
we
could
go
down
on
the
amount
of
week.
We
find
that
we
only
need
10
or
11
million.
A
We
can
go
down
from
the
14
to
11,
but
if
we
start
this
at
a
lower
amount
at
10
or
11,
and
we
start
to
shop
the
bonds,
we
cannot
go
up
once
we
issue
this
intent
to
issue
these
bonds.
That's
important
the
list
of
projects
and
I
think
there
are
many
worthy
ones
there,
certainly
those
projects
that
are
debatable
and
what
the
impact
is.
A
But
there
are
a
list
of
items
that
we're
telling
when
we
go
to
shop,
these
bonds
with
the
intent
may
be
for,
but
not
a
penny
can
go
forward
in
the
future.
Even
if
we
issue
these
bonds
without
this
body,
without
the
majority
of
the
council
to
approve
any
of
those
projects,
you
know
whatever
they
are
going
forward.
A
F
My
thing
is
the
same
thing:
I've
been
saying
just
like
Nathan:
we
need
to
fix
the
roads.
First,
you
need
to
pave
the
streets.
You
owe
it
to
the
taxpayers
of
the
city
of
Luxor.
You
need
to
fix
the
drainage
and
when
you
have
money
left
over,
then
you
go
after
the
rest
of
the
thing,
but
those
the
things
need
to
be
done
to
start
with.
Take
care.
The
taxpayers
in
the
city
of
Luxor
they
taught
around
on
bad
roads.
Fix,
throws
pave
them
drainage,
repair
ever
pull
them
up.
F
Do
what
you
have
to
do
for
the
taxpayers
as
far
as
a
bridge,
so
we
can
get
to
the
bridge
and,
like
they
say,
start
buying
property.
Everybody
tells
they're
under
meat.
That's
how
the
system
works
now,
we'll
let
it
happen
pretty
soon,
probably
won't,
but
to
me
the
key
thing
there
for
me
to
support
this
is
to
take
care
of
the
roads,
the
paving
the
drainage,
the
things
we
need
to
do
immediately
and
we
have
money
left
over.
Then
you
look
at
other
thing.
Well,
that's
the
only
reason
I'm
going
to
support
it.
F
H
Thank
You,
councilman,
Lawrence
and
final
comments
is,
you
know,
I,
think
it's
a
great
opportunity
to
invest
back
into
the
city
of
Biloxi
and
and
our
taxpayers
deserve
a
good
investment
and
it's
up
to
us
as
a
council
to
be
responsible
with
all
her
satisfied.
Corporate
questioning
all
in
favor
7-0
motion
carry
I,
need
a
motion
on
a
consent
agenda.
F
F
R
C
C
R
C
Let
me
also
identify
that
there
was
some
deterioration
that
has
popped
up,
since
you
know
just
the
million
five
fixed
the
roof
fixed
the
bricks.
So
this
we
bet
to
put
some
attention
to
that.
The
back
part
of
the
you
know
of
the
the
tower
I
guess
is
what
it's
called.
So
that's
some
additional
space.
You
know
expense
that
we
we.
C
F
C
F
C
F
G
F
A
H
P
Only
one
thing
I
know:
I've
talked
to
every
one
of
the
council
members
about
this
last
month
and
I
asked
Peter
to
put
a
resolution
together
for
me
and
I
know
he's
been
very
busy.
We
haven't
done
that
yet
on
T,
mister
Glavine
is
proposing
our
schedule
for
the
next
year.
I
know
I
discussed
it
with
everyone
on
this
board
and
I'm
gonna
I'm
gonna
offer
an
amendment
to
him
that
to-night
means
for
the
first
and
third
week.
Instead
of
one
night
meeting,
we'll
have
two
night
meetings.
P
A
couple
important
reasons
and
one
of
the
most
important
is
look
at
how
much
participation
we
get
at
night
meetings.
We
get
so
much
community
participation
as
opposed
to
what
we
get
in
the
day.
Second,
off
we're
all
counts.
The
majority
of
us
council
members
are
professionals,
and
we
have
a
lot
more
on
the
day,
gives
us
the
opportunity
to
focus
better
on
what
we
do
and
meet
with
you
guys
and
be
here
for
you
and
with
you,
and
you
guys
are
more
available.
P
H
F
A
A
H
H
No,
we
just
we
just
we
got
the
motion,
then
they're.
Second,
on
the
amendment-
and
this
is
just
strictly
the
amendment
we're
gonna
up
or
down
and
then
it'll
go
back
into
the
consent
agenda
as
amended
or
as
it
was
so
we're
calling
for
the
question
on
this
amendment
on
T.
So
all
in
favor
of
amending
it,
it's
one,
two
three,
that's
dimming,
Barrett
and
Newman,
all
against
Lawrence
guns,
Glavine
and
Tisdale
motion
fail
anything
else.
Mr.
Demming
yeah.
P
I
I
Cc,
this
is
basically
a
one-time
discretionary
holiday
on
December
31st,
which
is
New
Year's
Eve
I
know
that
we're
allotted
X
number
of
holidays
by
state
statute,
I
think
and
we
can
have
two
discretionary
holidays.
One
of
those
is
typically
Mardi.
Gras
can't
remember
what
the
other
one
is
off
the
top
of
my
head,
but
the
governor
usually,
but
not
always
declares
the
31st
a
state
holiday,
and
he
can
do
that.
My
question
is
given
the
fact
that
nobody's
declared
that
from
the
states
into
this
as
a
holiday,
can
we
legally
pay
employees
for
days.
F
H
J
H
Iw
&
z,
dr.
Tisdale,
none
mr.
bear
none.
Okay,
all
motions
carry
all
right,
we're
gonna,
move
on
to
code
enforcement.
Mr.
creel.
