gulf
coast
center
for
non-violence
served
the
needs
of
184,
adult
and
child
victims
of
sexual
assault
through
rape,
crisis
interventions
at
hospitals
and
individual
and
group
counseling
sessions.
Whereas
current
estimates
suggest
as
few
as
one
in
five
sexual
assaults
will
be
reported
to
law
enforcement.

Less
than
three
percent
of
the
reported
will
result
in
conviction
and
incarceration
of
the
perpetrator
and
reporting
by
victims
are
far
more
likely
to
occur
to
a
friend
or
family
member,
whereas
the
national
start
by
believing
public
awareness
campaign
is
designed
to
improve
the
responses
of
friends,
family
members
and
community
professionals.
So
they
can
help
victims
to
access
to
access
supportive
resources
and
engage
the
criminal
justice
system.

volunteers
and
concerned

devote
the
month
of
april
to
raising
public
awareness
of
the
crisis

sexual
assault
and
encouraging

that's

pretty

going

happen
for
our
city?
That
concludes
my
report.

Mr
chairman
got
a
couple
of
things:
the
the
first
one
is
the
cedar
lake
bridge.
I
think
we
it's
well
documented.
We've
talked
and
discussed
about
it
numerous
times,
it's
a
small
bridge
that
we
avoided
actually
during
emergencies,
because
the
integrity
of
that
bridge
is
sort
of
in
question
had
a
conversation
with
one
of
the
senators
and
a
couple
of
the
representatives
and
they
they
said.

If,
if
we
can
give
them
a
plan
there,
there
could
be
some
funding
that
could
be
allocated
toward
that
bridge
when
it
floods
on
both
sides.
It
floods
the
road
on
both
sides.
So
if
we
could
increase
the
span
a
little
bit
and
if
the
bridge
could
be
replaced,
it
would
be
safer
and
we
can
get
those
emergency
vehicles
for
chief
boney
across
that
bridge
and
maybe
save
lives.

is
a
capital
project,
it
is
for
repairs
to
the
bridge,
not
a
new
bridge.
It's
assigned
the
contract
is
assigned
to
thompson
engineering,
we're
just
doing
a
mod
to
that
that
contract.

what
I
see
is
happening
councilman
is
that
we'll
run
the
traps
through
on
this
design
and
then
we'll
go.
Ask
mdot
for
some
funding
to
award
the
the
repairs
to
the
bridge.
It's
very
similar
to
the
kind
of
repairs
that
are
going
on
in
the
ocean
springs
fort
bayou
bridge
right
now,
very
similar
kind
of
a
situation,
same
kind
of
a
ridge,
same
kind
of
repairs,
and
that
would
probably
be
done
next
year.

think
we're
on
well,
I
think
md,
that's

money,
so
we
would
be
looking
for.
We
would
be
going
back
to
mdot
in
fiscal
22
for
the
match
that
we
need
and
that,

that
all
happens

bridge

to
open
to

marine
traffic
through

the

solution

I
had
a
resident
call
me

before
I

in

drainage.

think

a
long
pelican
bayou
in
the
pelican
bayou
subdivision,
I
had
a
resident
say
during
the
heavy
rain
it
overflowed
and
we
repaired
a
little
bit
of
the
sidewalk,

guess

a
year
ago,
and
he
said
that
part
of
the
sidewalk
is
now
kind
of
caving
in
due
to
the
washout
and
everything.

if
we
could
maybe
get
some
eyes
on
it
and
just
take
a
look,
what

may

may
not
be
done,
I

say
this:
that
area
is
draining
better
than
in
years
past.
However,
this
was
a
diluge
of
rainfall
that
we
experienced,

it
seems
it
did
compromise
some
of
the
sidewalk
near
that
drainage
area.

issue

springs
junior
auxiliary.
They
placed
a
tiny
library,
it's

heard

little
libraries,
they're
primarily
for
children's
books

public

idea
is
you
want
a
book.
You
take
a
book
at
no
charge
and
replace
it
when
you're
done
or
put
another
children's
book
in
there,
so
it's
safe
from
the
elements,
but
they
they
put
one
out
at
mcmanus
pennzoil
park
and
miss
bell
helped
with
that
in
parks
and
recreation.
So
I
just
wanted
to
thank
them
for
that.

I
understand
with
the
rainstorm:
many
streets
were
flooded,
but
wilkes
avenue
has
been
really
bad
for
years,
and
I
know
that
it's
on
the
agenda
for
fema
infrastructure
and
we've
been
waiting
for
years

years.

just
begged
and
plead
in
the
meantime,
which
I
have
been
for
years,
but
once
again,
I
just
want
to
ask
that
it's
on
rotation
for
drainage
cleaning
out
the
drains,
especially
before
a
big
storm
is
coming
and
whatever
else
we
can
possibly
do
to
just
give
them
some
relief
in
the
meantime.

going
back
to
what
dixie
was
saying,
you
know
when
they
cleaned
the
street
and
they
got
the
leaves
off
the
street
like
on
wilkin
crawfish,
all
the
streets
that
flooded
drains
handled
the
water,
it's
the
leaves

the
trash
in
the
street.
So
we
need
to
be
prepared.
So,
like
a
hurricane,
they
have
somebody
going
out
there
sweeping
the
streets
first,
cleaning
the
leaves
and
everything
up
and
I'll
tell
you
the
drains
handles
the
water.

they
get
clogged
up,
then
everybody
floods
and
they
went
back
to
wilkes
and
swept
that
sweet
street
completely
and
then
held
any
water
sentences,
so
cleaning

streets,

key

sometime
when

get
these
storms
coming

this
was
going
to
last
a
couple
weeks.

need
to
be
smart
enough
to
have
the
streets
cleaned
first
and
you
won't
have
all
this
flooding
problem.

can't
stop
the
rain
and
it's
going
to
come
down,
but
I
mean
you
could
actually
clean
the
streets
and
I
think,
would
be
a
lot
better.

problem

zeta

it
actually
split
some
parts

it
and
they're
working
with
their
engineering

picked

issues

billion
coming

the
state
of
mississippi
for
water
sewer.

hope
storm
drain

we
don't
know
our

modified

sure

storm
drain

qualify

we

to
make
sure
that
we
come
forth
the
location.

When
this,
when
this
project
originally
came
before
us
as
a
pdr,
several
years
ago,
there
were
two
phases
involved
and
the
overall
plan
was
that
phase.
One
and
phase
two
would
be
connected.

The
main
entrances
would
come
off
of
lorraine
road
and
there
would
be
a
secondary
entrance
that
would
come
in
off
of
virginia
lee,
but
that
would
only
be
for
emergency
purposes.
That
would
be
with
a
knox
box.
On
that
side,
phase
one
was
started
and
has
been
built
out,
and
what
this
is
is
a
proposal
to
finish
to
start
and
complete
phase
two,
but
there
have
been
significant
changes
to
phase
two
and
we
have
some
drawings.
If
you
would
like
to
see
them
that
we
can
put
on
the
screen.

But
what's
happened
is:
is
that
the
connection
from
phase
the
bridge
that
was
going
to
be
put
in
to
connect
phase
one
and
phase
two
has
been
eliminated,
so
these
are
now
two
separate
independent
proposals
going
on.
They
are
going
to
be
adding
some
more
houses
to
phase
one
to
that
side
of
the
creek.

But
then
the
project
calls
now
for
another
main
entrance
coming
in
off
of
virginia
lee
road
that
will
have

or
27
lots
coming
in
off
that
side,
where
the
only
access
to
those
lots
is
to
come
in
off
of
virginia
lee
road,
which
is
very
narrow,
which
is
would
barely
be
able
for
one
of
our
fire
trucks
to
be
able
to
get
through.
But
what
happens?
Is
it
by
removing
that
bridge
and
having
these
two
disconnected?

It
also
eliminates
the
fire
department
requirement
that
you
have
two
remote
exits
to
be
able
to
get
to
the
entire
project,
so
you
would
have
access
coming
in
off
lorraine,
you'd,
have
access
coming
in
off
of
virginia
leap,
but
no
cross
access
for
fire
department
or
other
emergency
access.
So
that's
the
the
biggest
difference
in
the
two
is
that
they
essentially
redesigned
phase
two
and
it
doesn't
match
up
with
what
was
proposed
before.

In
addition
to
that,
virginia
lee
is
one
of
those
roads
that
at
one
point,
was
a
private
road
and
whether
this
county
took
it
or
we
took
it,
but
it's
very
narrow.
There
are
no
easements
at
all.
So
there's
no
way
to
even
improve
that
road.

You
know
without
some
type
of
eminent
domain
or
something
so
unless
this
guy
comes
in
and
builds
a
bridge
and
and
I
sit
down
and
discuss
with
them,
there's
really
nothing
that
can
be
done
in
the
form
of
a
subdivision
on
that
property
without
a
bridge
or
buying
up
additional
property
that
gets
him
an
ingress
or
egress
to
a
a
main
road.
That's
correct.

that's
a

Ultimately,
I
talked
to
the
original
engineer
on
this
project
that
that
developed
the
first
phase
and
he
said:
that's
why
the
owner,
the
the
person
who
developed
and
built
out
the

first
phase
basically
build
on

second
phase,
is
because
the
cost
factor
far
outweighed
you
know
any
any
realization
of
profits.

the

some
driveways

sidewalks

aquariums

a
couple
of
spot
locations
on
some
of
our
infrastructure
projects

works

driveways
are
maybe
a
little
bit
too
steep.
So
we're
going
back
and
look
at
some
of
those.
It's
not
throughout
all
the
project
sites,
but
there
are
spots
and
locations
we're
going
to
need
to
correct,

this
just
happens
to
be
one
of
them.

have
inside

doing

enabling

we
talked

a
couple

counseling

idea

girls
club
wants
to
look,
and
it's
rightfully

We've
got

number
of
emergency
vehicles
and
public
works
items
stored
in
that
building
that
went
underwater,
doing
katrina
behind
nichols
high
school
or
nichols
school.

they
will
renovate
that
spot
and
we're
gonna
have
to
move.
You
know
the
humvees
and
heavy-duty
stuff,
as
well
as
some
other
opportunities
that
things
have
stored
throughout
the
city
at
water
towers
and
these
other
things
so
we're
leasing
that
building
for
a
couple
of
years,
and
so
those
you
know
those
are
vehicles
will
be
moved
to
johnson
diesel
and
you
know
if
we're
lucky
enough
to
build
some
buildings,
we'll
at
least
we'll
go
away.
But

state

forfeiture.

would
not
be
any
kind
of
an
issue
it's
if
what

the
purpose
was
used
for

the
time

actually
expanding
the
size
of
the
storage
area
and
we're
taking
this
money
would
be
paid
for
from
the
general
fund
to
store
these
vehicles.

it

it's

30
000

that
renovation
was
federal
drug
forfeiture
if
it
became
an
issue,
our
first
position
would
be
we're
taking
general
fund
money
and
we're
using
that
to
buy
a
bigger
storage
facility,
and

think,
with
the
boys
and
girls
club.
