sexual
assaults

reported
to
the
law,
less
than
three
percent
of
the
reported
will
be

result
in
conviction
and
incarceration
of
the
perpetrator
and
reporting
by
victims
are
far
more
likely
to
occur
to
a
friend
or
a
family
member.
And
whereas
the
national
startup
thought
by
believing
public
awareness
campaign
is
designed
to
improve
the
responses
of
friends,
family
members
and
communities
professionals,
so
that
they
can
help
victims
to
access
access,
supportive
resources
and
engage
the
criminal
justice
system.

volunteers

concerned

public

crisis

talk
about
the
2020
census
and
how
you
all
can
help
us
to
get
the
residents
of

Gulf
Coast
and
your
communities
to
reset
respond
to
the
2020
census?
To
give
you
a
background
of
the
2020
census,
not
the
Census
Bureau,
but
the
US
Constitution
mandated
that
everyone
living
in
the
United
States
has
to
be
counted
every
10
years,
and
this
has
been
ever
since
1790
next
year.

2020
will
be
our
decennial
year
to
count
every
resident
persons
living
in
the
United
States,
including
children,
on
April
1st
2020.
We
need
you
all
so
as
council
members
to
get
the
word
out
to
your
communities,
to
encourage
them
to
self-respond
and
to
let
me
raise
awareness
or
what
the
coast
is
losing
by
our
residents.
Not
responding,
2020
census
will
be
a
little
different
next
year
and
the
reason
why
it's
going
to
be
somewhat
different
is
you're
going
to
be
able
to
self-respond
online.
That's
what
we
originally
initially
want.

Every
resident
to
do
is
to
go
line
is
self-respond.
If
you
do
not
feel
comfortable
with
going
online
in
sepra
sponding,
you
can
call
the
1-800
number.
You
can
complete
the
census
that
way
or
if
you
want
the
old
tradition
of
the
paper
copy.
You
can
request
to
have
that
to
cut
sent
to
your
residence,
and
you
will
meld
that
back.
I
have
a
packet
for
you
all
and
I,
just
kind
of
want
to
go
through
the
packet
to
talk
a
little
bit
about
the
census.

I
had

GIS
person
for
the
city
of
Gulfport,
I
started
partnering
with
them.
First,
my
dad
works
for
the
city
of
Gulfport,
and
he
told
me
that
city
of
bliss,
you
know
they're
pretty
good
people,
but
I
had
them
to
pull
my
map
of
low
response
score
for
the
city
of
Gulfport.
And
if
you
look
into
your
districts,
we
have
some
areas
that
are
in
pink
and
the
areas
that
are
in
pink
means
that
30
to
36
percent
of
your
residents
are
probably
not
going
to
respond
to
the
2020
census.
This.

So
if
you
see
we
have
several
areas
that
have
a
pink,
we
have
some
in
a
dark
brown
in
that
state,
in
that
25
to
29
percent
of
your
residents
will
not
respond
to
the
2020
census.
We
have
to
encourage
our
residents
to
respond
because
Valecia
Mississippi
is
losing
millions
of
dollars
by
not
responding
to
the
census.
If
you
go
to
the
right
hand,
side
according
to
the
George
Washington
study,
Mississippi
receives
a
little
more
than
6
billion
dollars
annually,
funded
through
the
federal
government.

This
money
is
funded
by
the
count
of
the
census,
the
census.
The
federal
government-
does
not
give
money
by
what
our
knees
are.
They
give
us
money
by
what
the
count
is.
So
if
we
don't
get
the
count
right,
we
don't
get
the
federal
dollars
correct.
We
have
Medicaid
that
receives
over
two
billion
dollars
annually.

Anyone
who
receives
assistance
under
snap
receives
assistance
under
the
child
nutrition
program,
our
foster
care
our
low
in
low-income
housing,
hood
and
also
we
have
FEMA.
Whenever
we
have
natural
disasters
throughout
the
state
of
Mississippi.
The
way
the
federal
government
did
taste
how
much
money
the
areas
will
receive
is
going
to
be
off
of
the
count.
The
decennial
census
is
2020
April
1st,
and
we
only
can
count
it
once.
If
we
don't
get
that
count
correct
in
2020,
we
have
to
wait
to
2030
ten
years
to
get
the
count

why
it's
so
critical
that
we
all
work
together
and
educating
our
residents
and
encouraging
them
to
self-respond
in
one
way
that
we
can
educate
and
encourage
them
to
self-respond
is
by
you
all,
as
council
members
elected
officials
working
with

Census
Bureau.
By
doing
that,
will
inform
a
complete
count
committee
and
that's
on
your
left-hand
side
of
the
packet
and
the
complete
count
committee.

What
you
would
do
is
as
elected
officials,
you
are
sitting
on
a
committee
and
you
will
nominate
one
or
two
people
who
live
in
your
district,
who
you
consider
trusted
voices
and
you
all
will
work
on
to
strategize
on
encouraging
the
residents
to
respond,
because
April
1st
2020
is
fastly
approaching.
So
once
that
time
approaches
an
assistance,
biro
is
given
us

numbers
of
who
has
responded
and
who
has
not
responded.

We
want
to
be
able
to
go
to
those
residents
with
a
plan
and
we
can't
wait
until
the
last
minute
to
come
up
with
this
plan.
So
on
the

Committees
we
come
together
and
that's
up
to
the
liaison.
One
person
from

City
Council
will
appoint
a
liaison,
and
that
will
be
my
point
of
contact
and
that
liaison
and
myself
they
will
get
the
meeting
together.

They
would
have
everyone
to
join
the
meeting
and
we'll
strategize
on
what
will
work
for
each
person's
district,
because
what
works
in
Ward
2
may
not
work
in
Ward
6
and
it
may
not
work
in
Ward
7.
So
we
want
to
come
up
with
ways
to
encourage
our
people.
One
way
we
have
to
encourage
our
people
is
by
letting
them
know
that
the
Census
Bureau
is
not
political.

Any
information
that
we
ask
from
the
sense,
if
from
the
forum,
is
you're
protected
under
Title
thirteen,
and
that
means
any
information
that
you
give
to
the
Census
Bureau
cannot
be
released.
That
means
all
of
your
information
is
protected
when
your
information
goes
through
the
data
system.
It
goes
as
a
number,
so
if
we
say
Dixie
Newman
at
4801
out
of
wish
drive
once
your
name
goes
through
our
system
you're.

Just
a
number
three
people
live
at
that
residence
in
2010,
the
United
States
lost
over
1
million
children
alone
by
not
being
accounted
under
the
Census
Bureau.
That's
one
thing:
we
want
everyone
to
understand.
We
want
to
count
every
person
living
in
your
household,
no
matter
what
their
outcome
may
be.
They
may
have
warrants,
they
may
be
illegal.
The
Census
Bureau
does
not
care
about
that.
We
just
want
the
count
and
any
information
that
you
give.

So
after
72
years
of
your
life,
then
your
name
will
be
released
where
you
were
at
that
time,
whether
it
was
2020
2030
2040.
So
that's
why
I
am
coming
to
you
all
asking
that
the
board
president
nominate
a
liaison
which
will
be
my
point
of
content
and
that
liaison
will
work
with
me
and
we
will
get
every
council
member
to
get
one
or
two
persons
from
their
district.

It's
who
you
all
consider
trusted
voices
to
work
with
the
Census
Bureau
strategize
with
the
Census
Bureau
and
also
those
persons
who
will
let
the
Census
Bureau
know
anything,
that's
going
on
the
coast
that
we
could
come
and
we
can
participate
in
where
we
can
hand
out
gifts
to
the
to
the
residents
raise
awareness
to
the
residence.
We
also
know
that
people
will
respond
by
if
they
know,
if
they
don't
know,
they
are
not
likely
to
respond.
I
can
give
you
a
prime
example.
When
I
was
fresh
out
of
college.

My
parents
told
me
I
need
to
roll
in
401k
and
is
I
told
my
dad.
Well,
I
knew
it
was
a
retirement
fund,
but
I
just
didn't
know
much
about
401k
sure
enough.
When
I
started
working,
they
asked
me
if
I
wanted
rolling
401k.
If
my
parents
would
not
have
told
me
Tim
rolling,
401k
I,
never
would
have
done
it
because
you
have
someone
telling
a
23
year
old.
Let
me
take
a
little
more
out

put
aside
for

received

list

all

residences

Biloxi
and
the
Biloxi
area,
and
we
were
asked
to
update
those
based
on
what
we
knew
and
we
were
able
to
update
the
the
actual
number
of
residences
and
I
thought.
Oh,
this
is
really
great
news.

only
join
into
with
Michael
saying
another
part
of
the
vision
mission
mentioned
snap.
You
know
through
the
National
School
Lunch
Program
a
national
school
program.
They
have
the
accurate
databases
on
by
household.
You
know,
applications
and
we'd
like
to
use
non-obvious
kinds
of
databases
to
make
sure
we
haven't
missed
any.
So
we
know
that's
pretty
putting
an
accurate
count,
but
again
there
are
a
lot
of
rules
and
regs
about
that.

But
the
address
is
what
we're
worried
about
and
we're
making
sure
that
the
at
least
we
have
an
accounting
address
by
Jessica's

these
counts
mean
a
lot
of
money
in
a
lot
of
ways,
and
you
know
we
feel,
like
you

folks

we
miss
that's
a

ton

opportunity.

don't
have
the
current

then
we're
gonna
get

residents
in
Biloxi,
our
feet

we're
only
accounting

thirty
thousand.
That's
how
much
we're
gonna

funded
for

rate

census

Harrison
county
was
at
71%
in
2010
we
drop
down
to
66%.
Not
only
does
the
census
give
us
providers
funding,
but
it
also

We
dictate
how
many
congressmen
we're
gonna
send
to
Washington
DC
in
2000
we
lost
the
congressman
2010,
we
stayed
the
same.

So
if
you
know
anyone
who
is
looking
for
a
job
I
do
urge
you
to
encourage
them
to
go
online,
fill
out
the
application
and
let
them
know
because
when
it's
time
for
the
enumeration
and
for
the
people
who
do
not
self
respond
after
April
first,
that
process
is
gonna.
Take
about
eight
weeks
for
us
to
send
enumerators
to
those
households.
We
want
to
have
a
numerators
by
where
they
live.

We
don't
want
to
have
to
take
a
numerator
from
Hattiesburg
Mississippi
and
have
them
to
count
your
people
in
Biloxi,
because
one
thing
that
the
Census
Bureau
understands
people
will
open
the
door
to
someone
who
they
identify
with
someone
who
they
know.
So
we
want
you
to
encourage
your
residents
to
apply
for
these
jobs
that
are
paying
minimum
seventeen
fifty.

understand
we
are
fastly
approaching
hurricane
season,
like

stated

Hurricanes
come
through,
and
if
we
have
a
natural
disaster,
when
it's
time
for
FEMA
to
give
us

right
now
we're
still
based
on
the
count
from
2020
2010
after
2020.
If
we
have
a
natural
disaster,
then
that
money
will
be
based
on
a
20/20
count.
We
only
have
once
to
get
it
right.

enumeration
process
should
take
about

to
10
weeks

the

database
twice,
so
we'll

grateful
for
the
quick
response
of
the
Biloxi
Police
Department
in
conjunction
with

Biloxi
Fire
Department.
