annual
shoebox
float
contest.
My
mother,
ruth
hunt,
loved
children
and
she
and
my
dad
walter
skeet
hunt,
gave
many
years
of
their
life
to
the
gulf
coast,
carnival
association.
It
was
my
mother's
wish
for
children
to
learn
more
about
mardi
gras.
So
what
she
did,
she
would
go
into
the
classrooms
and
talk
about
shoebox
floats
and
encourage
the
children
to
enter.
So
my
sister
susan
and
I
have
maintained
this
and
want
to
keep
it
going
for
her.

She
not
only
did
the
shoebox
float
contest,
but
she
also
does
the
children's
marching
parade.
Today
we
are
here
to
recognize
and
honor
the
winners
of
the
23rd
annual
shoebox
float
contest.
The

in

parade
with

businesses

like

attract

business

biloxi
that
otherwise
was
going

end
up
somewhere
else.

for

abatement

council
gave
that

up
the
authority
for
the
most
part
to

the
mayor
at
his
discretion,

these
projects

decide

been
around

vote

favor

abatements

tax
exemptions
requested
at
the
last
minute.

criteria

believe,

city
council,
may
grant
an
exemption
only

council
finds

the
tax
exemption
is
not
granted,
the
development
or
expansion
would
not
occur.
