A
You,
mr.
president,
I,
would
you
know
these
any
questions
that
you
have
as
I
go
through?
What
has
happened
over
the
last?
You
know
10
11
days
and
what
we
think
where
we're
going
with
a
number
of
things.
With
regard
to
the
spire
and
Prudential,
you
know
the
position
we
find
ourselves
in
that
emergency.
A
As
you
know,
we've
met
with
the
Board
of
Supervisors
are
probably
that
the
mayor's
came
up
with
a
meeting
format,
and
we
did
it
today
and
we
will
do
it
every
Friday,
but
to
understand
and
assess
where
we
are
as
a
community.
With
regard
to
occurrences,
one
valuable
addition
I
think
the
mayor
Steve
the
propolis,
who
is
a
physician
and
has
brought
us
up
to
date
on
learn
from
the
government.
A
Indicated
you
know
just
definitely
what
we're
trying
to
crush
this
virus.
We're
taking
measures
to
you
know
ten
or
more
as
a
problem.
Six
foot
wash
your
hands
those
kinds
of
things.
We
can
crush
this
in
a
number
of
weeks,
not
months,
and
so
that's
our
intent.
Did
you
know
that
we're
gonna
take
it's
going
to
be
very,
very
good,
very
strong
and
we're
actually
getting
our
data
together
right
at
this
point
in
time,
we've
got
about
twenty
folks
out.
A
We're
hopeful
that
we
can
take
the
measures.
Sometimes
you
know
the
one
thing
that
was
on
everyone's
mom
was
the
curfew
and
the
general
consensus
that
a
24-hour
curfew.
Would
it
can't
be
done,
even
if
you
less
than
that,
would
cause
people
to
gather
up
and
I
think
the
main
problem
right
now
is
with
the
grocery
stores
and
just
gatherings
that
would
bring
people
closer
than
six
feet
and
not
pay
attention?
A
You
know
going
through
a
rabbit
hole
here
now
in
there,
but
you
know
if
you
wash
your
hands
and
stay
six
feet
away,
and
especially
in
groups
of
more
than
ten
you
take.
You
know
you
can't
get
this
thing,
so
there
is
shelf
life
and
of
all
this.
You
know
whether
it's
on
metal,
whether
it's
on
the
world,
so
I,
think
the
data
we
gather
they're
trying
to
you,
know,
get
the
right
numbers
and
take
the
right
measures.
A
So
those
questions
when
everyone's
mine,
again
we
had
mentioned
the
ability
to
may
give
everyone
notice,
especially
the
grocery,
store,
the
malls
parks
and
those
kinds
of
things
that
we're
seeing
as
problems.
You
know
it's
surprising,
that
the
folks
that
have
the
hotels
and
and
the
bars
and
the
restaurants
have
shut
down
their
bourbon
been
very
reasonable
and
what
they've
done
in
actions,
because
they
see
what
what
we're
facing
we're
facing.
You
know
this.
A
This
situation
and
I
think
we'll
address
it,
but
we're
gonna,
you
know,
revise
our
schedule
where
people
can
come
monitor.
You
know
the
Walmarts
and
in
CBS's
and
some
of
those
folks
where
we've
been
seeing
they're
gathering
so
again,
it's
very
serious
for
city
of
Biloxi
we're
in
contact
with
everybody.
We
need
to
we're
documenting.
A
And
we're
trying
to
get
the
nuts
and
bolts
of
how
to
code
it,
but
you
know
rest
assured:
we've
got
you
know:
we've
got
a
crew
that
if
you
call
9-1-1
get
response
just
like
always-
and
you
know,
Public
Safety,
Public
Health
is
on
our
mind
and
will
continue
to
be
till.
We
crush
this
thing.
So
our
schedules
we
gotta
plan
if
they
really
have
to
go
to
a
a
personnel
emergency
where
we
can
shift
things
but
again,
keep
in
mind.
A
A
A
That
is
a
problem
and
we'll
take
care
of
that.
Whether
the
homeless
are
not
homeless.
We're
talking
about
measures
that
I
think
councilmen
with
about
sanitation,
even
with
those
folks
in
my
power
plan,
and
we
need
to
people-
are
volunteering
time
and
material
so
to
speak,
to
handle
that,
but
in
MO
is
a
problem
and
we
have
those
emergency
powers
in
order
to
make
sure
that's
not
a
problem.
D
Like
counts
report
that
your
least
contact
me
there's
a
heat
at
the
moment.
Situations
so
I
can
implement
us
there
Council
and
we
can
be
on
with
the
information
necessary
but
further
if
you
could,
if
you
could
arrange
or
send
us.
Maybe
a
daily
council
update
a
brief
of
things
that
have
gone
on,
so
we
can
be
kind
of
in
the
loop
I
understand
that
wonder.
A
Accurate
information,
the
world
people
will
be
in
a
comfort
mode
to
do
the
things
we're
asking
everyone
to
do
again.
We're
gonna
be
take
reasonable
decisions
flipping
back
to
the
curfew
thing.
You
know
it
was
a
mayor,
Schaefer
and
a
lot
of
folks
work
for
them.
They
won't
work
because
it
actually
pushes
people
to
gather
at
one
time
again
asking
managers
of
the
malls
of
the
Walmarts
and
the
grocery
stores
that
you
know
this
is
an
issue.
A
Girls
talked
about
it's
being
sold
at
this
board.
You
could
still
worsen
all
of
that,
but
anyway,
there's
a
lot
of
good
cooperation
in
concert
with
the
mayors
and
the
mayor
of
new
state
was
on
this.
This
phone
call,
you
know
they're
gathering
spots,
we
had
the
park,
they
don't
have
the
parks,
they
don't
have
the
beach
that
we
have
getting
some
of
the
things
that
were
mentioned,
the
Friday
before
last,
when
the
we
attended,
the
emergency
meeting
was
the
conditions
and
is
for
further
clarification.
A
F
A
A
Today's
meeting
Mario
King
from
Moss
Point,
it
really
had
the
ability
to
put
one
in
from
midnight
to
6
a.m.
the
the
recommendation
that
caused
the
some
started
the
other
day.
Maybe
I
read
it
wrong,
but
it
was
from
midnight
to
6
a.m.
chief
I,
don't
know,
but
you
know
that
was
one
of
the
things
that
I
thought
was
was
reasonable.
Now
think
for
teenagers,
there's
already
a
curfew
out
there
in
it.
H
A
A
You
know
they
could
certainly
be
justified
in
my
mind,
if
those
numbers
that
we're
trying
to
drive
down
you
know
if
we,
if
we
see
60
jump
in
the
140,
those
actions
may
be
taken
at
the
end
of
Friday,
for
140
jumps
at
280
and
so
forth,
and
so
on.
So
as
explained
by
dr.
metropolis,
you
know
sort
out,
101
becomes
a
thousand
a
thousand
times,
ten
thousand
that's
an
exponential
curve.
It
goes
up
and
we're
not
there
again
we're
talking
about.
A
You
know
60
70,
80
or
whatever
again
against
what
was
tested
but
feeling
like
that.
The
test
rate
for
Mississippi
is
about
17
percent.
Now,
there's
I'm,
not
answering
your
question.
I
have
some
Ayres
are
in
those
numbers
seem
to
be
drifting,
especially
in
the
past.
Everyone
from
the
Waltons.
This
is
a
limited
pastor.
Chair
now
that
has
out
but
yeah
if
it's
for
the
good-
and
it
makes
sense
for
that
and
I
things
of
that
nature
will
roll
out
I
can
promise
you
I'll
contact
each
and
every
one
of
you.
D
I
Concern
is,
after
the
proclamation
on
Friday.
It
still
seems
that
many
stories
that
are
you
know,
gathering
more
than
ten
people
are
still
open.
So
what
about
that,
and
also
a
big
concern
for
me-
is
and
they're
still
bringing
people
in
from
out
of
town,
which
most
people
that
have
been
affected,
of
course,
have
been
out
of
touch.
I
A
A
D
A
Reasonable
with
that
gathering
and
if
we
have
enough
enforcement
to
say
hey,
you
need
to
split
this
up.
That
was
a
that's
the
tenth
and
I
know.
People
have
been
crunched
in
one
way
or
the
other,
and
you
know
we're
taking
all
this
serious,
real
serious
and
if
we
can
were
successful
in
shutting
this
thing
down
in
just
a
few
weeks.
You
know
again
the
testing
and
what
Gregg's,
along
with
the
testing
and
what
the
results
are,
we're
gonna,
try
easy
to
say
flatten
that
curve
we're
going
to
define
the
car
first.
D
F
A
couple
thing
that
goes
maybe
suggest
food
I,
don't
think
you
need
to
have
45
minutes
as
long
as
it
is
10
or
more
don't
nobody
need
to
be
here
talking
us.
You
have
a
problem
that
could
send
it
to
the
mayor
because
I
talked
clerks
nobody's
after
the
help
of
10
people
causing
these
gathering
again
19
here
so
I
Peter
Witt
was
exactly
rude.
I'm
gonna
make
51
lunges
6
feet
apart.
Everybody
keeps
me
to
get
more
in
10
and
he
was
put
there.
The
central
people
in
this
meeting
period.
You
know,
say
what.
F
Do
you
say
that
on
TV
you
have
to
take
a
critical
meeting?
Have
10
people
where'd
you
get
that
rule
from
you
know.
This
is
full
to
be
strictly
personnel
involved
and
they're
voting
in
that
on
this
it's
a
council
I
mean
you
know
and
I've
got
to
talk
to
the
directors
you
bring
him
in
one
in
town
or
y'all,
couldn't
doing
the
Board
of
Supervisors
yesterday.
Could
you
have
them
standing
outside?
F
Get
all
this
straight
here.
You
know
that
we
supposed
to
be
any
not
supposed
to
be
in
there.
That's
all
I'm
trying
to
find
hard
to
know.
We
can't
tell
our
bear
not
to
have
more
than
10
people
and
then
we're
gonna
have
20
so
I
mean
this
to
me
is
not
right
and
whether
it's
a
critical
Mena,
not
a
critical
meeting
and
not
listed
as
that
but
emergency
meeting
we
to
do
this
business
of
the
city.
F
F
So
we're
not
gonna.
Do
you
guys
have
one
sent
our
block,
see
people
but
Joseph
frame
the
gut
board
again
and
stood
outside
me
so
I
mean
why
do
we
as
their
rules
say
you
can't
I'll,
go
to
adventures
and
pick
up
a
hamburger,
go
sit
on
his
patio
on
sittings.
Talk
a
lot.
I
can
heat
it.
So
what
is
the?
What
is
the
ruling
is
that
you
can't
have
people
outside.
Aren't
you
going
by
outside
they
so
view
outside.
Nobody
waits
on
you
pick
it
up
and
go
sit
outside.
So.
C
F
F
Don't
know
I'm
just
saying:
I
did
not
do
it,
then
that's
fine
nobody's
going
to
do
it.
They'll
have
no
problem.
I'll
go
pick
up
a
hammer.
I
go
home
because
that
you
suppose
we
order
to
do
I'll,
try
to
help
them
people,
but
I
just
need
to
find
out
of
the
teeth.
If
they
not
do
it,
then
they
gotta
quit
showing
on
TV.
F
We
haven't,
and
then
you
talk
about
catching
as
the
disease.
There's
five
entries
into
your
body
in
the
medical
field,
the
nose
to
the
eyes
to
in
the
mouth
and
the
mouth
is
the
biggest
thing
to
create
and
germs.
So
that's
the
five
entries
into
the
body
will
pick
up
any
kind
of
diseases
period.
That's
all
you
can
get
them
and
the
mouse
is
our
worst
one,
the
mass
the
people
where
is
actually
backwards.
The
docs
is
one
of
those
mayors
to
keep
the
bacteria
in
and
that's
predictive
people
operating
on.
F
F
No
idea
where
the
second
foot
come
from,
but
I
mean
these,
where
you
is
stay
home
and
do
that
as
an
American
citizen,
I
helped
you
in
our
safe
that
way,
you
can
get
the
economy
back
up.
You
can't
keep
the
economy
shut
down
and
you
to
break
the
world
from
spirit.
If
everybody
sailing
for
couple
weeks
and
it'll
stop
her,
that's
how
you
do
it
I
mean
this
is
about
the
third
time
since
I've
been
in
medical
field.
We
had
some
grenades
event.
You
had
Ebola
with
infants
or
influenza.
F
These
things
happen
before
just
it's
the
first
time
they
ever
did
this
to
stop
the
spread,
and
you
know
everybody
swear.
You
get
new
cases
coming
up
yeah
because
they
check
the
people.
Now.
Will
you
check
the
room,
gonna
find
little
Pete
and
you
stop.
The
curve
is
a
key.
You
know,
Washington's
always
don't
know
screw
up
off
the
code.
Here's
the
first
started
a
month
ago.
I
got
enough.
He
lives
in
there.
Six
weeks
ago,
Haitian
sent
him
home
said
he
had
to
work
at
home.
F
Six
weeks
ago,
four
gathered
there
deep
seas
because
they
knew
that's
how
they
did
it.
So
I
mean
that
were
just
some
of
the
stuff.
That's
going
on
I,
just
wanna
pass
that
on
to
y'all
about
that.
How
you
getting
your
body
and
keeping
your
hand
clean,
is
a
key
and
touching
your
face,
for
everybody
does
about
150
times
a
day.
How
much
I
did
that
just
like
it
about
you
never
realize
until
you
watch
your
hand,
I
have
to
have
some
lotion.
My
hands
are
getting
dry,
you
know,
that's
it.
I
saw
wow.
I
So
go
ahead
and
tell
myself
then
so,
with
the
packaging
you
sent
out,
I
read
it
and
I
didn't
notice
that
I
said
you
couldn't
have
outdoor
seating,
which
we
do
have
some
outdoor
seating.
But
it's
you
know,
separated
and
people
kind
of
just
stagger.
I
haven't
had
a
whole
bunch
at
one
time,
so
I
didn't
see
anything
wrong
with
it,
but
it's
the
only
thing
helping
my
business
as
well,
so
I
see
a
problem
with
it.
I
B
Yes,
just
a
couple
of
things.
First
of
all,
I
appreciate
the
mayor
whenever
I
best
to
meet
with
the
mayor
or
put
in
a
call
to
the
mayor,
he
gets
right
back
to
me
and
had
a
couple
of
questions
during
all
of
this.
So
I
just
want
to
remind
everybody,
certainly
feel
free
to
pick
up
the
phone
and
call
the
mayor.
If
you
have
a
question
or
stop
by
and
seem
and
talk
to
him
through
his
window,
I
asked
this
question
periodically
and
it's
it's
that
time
again.
B
Where
are
we
on
the
homeless
issue
and
as
I
think
someone
mentioned
earlier?
That
kind
of
complicates
our
matters
here
and
then,
when
we're
trying
to
suppress
the
transmission
of
this
virus.
But
are
we
any
further
down
the
road
towards
maybe
a
transition
and
Assessment
Center
or
anything
along
those
lines?
Yes,.
A
I
mean
we,
there
are
a
couple
of
other
channels
with
a
different
place.
You
know
we
indicated
a
little
bit
about
the
the
old
Mercy
Cross
and
the
that
building
there,
but
there
was
also
brought
to
our
attention
regarding
something
up
off
the
Seaway
and
Mary
Simon's
I.
Think
we've
had
somebody
jump
in
Peter.
If
you
can
add
some
addiction,
but
there's
another
place.
A
Thinking
actually
belongs
to
utility
Authority
property
that
is,
is
not
in
anyone's
backyard.
It
could
be
an
alternate
to
the
the
the
property
we
were
talking
about.
You
know
establishing
some
sort
of
assessment
center
with
20
years
of
lease,
so
to
speak
so
that
Mary
Simon's
and
the
homeless,
the
coalition
can
actually
go
for
you
know
some
permanent
grant
or
some
grants
to
get
us
to
the
level
we
need
to
be
with,
as
far
as
assessment
in
the
movement
of
to
temporary
housing
and
a
solution
for
that.
A
B
There
are
a
lot
of
homeless,
I
gather
now
in
West,
Biloxi
and
and
golfcourse
problem.
This
particular
lady
I
was
speaking
with
woke
up
to
find
two
men
rifling
through
her
medicine
cabinet,
so
I
think
it
was
called
in
this
morning.
I
checked
and
they
they
said
they
called
it
in
to
the
police
department,
but
that
a
you
have
the
transmission
and
the
virus
concerns
and
be,
as
people
get
little
panicked.
Then
these
kinds
of
things
happen,
I
suspect,
perhaps
at
a
higher
rate.
B
So
just
want
everybody
to
be
aware
that
I
just
wanted
to
mention
that
for
those
who
may
be
listening
or
watch
us
on
B
TV
I
do
want
to
not
discuss
at
this
moment,
because
we
have
an
item
on
the
agenda
a
little
later
with
the
emergency
declaration
and
I'd
like
to
speak
to
that
a
little
later.
But
mr.
Gavin
Glavine
mentioned
to
curfew
and
thought
that
went
through
my
mind
was
from
11:00
at
night
to
6:00
in
the
morning.
B
A
Me
respond
if
you
were.
Let
me
take
you
off
the
expanse,
but
just
a
tremendous
amount
of
DoD
folks
on
and
around
Kiesler,
as
well
as
Ingalls,
and
those
contractors
need
to
be
going
even
the
people
from
the
yes,
you
know
District
Court
we're
had
some
concern
about
that,
even
at
12
to
6
deal.
So
there
are
some
other
considerations,
not
really
apparent,
but
they
are
and
I've
heard
from
them.
Also
so
I
mean
that's
another
consideration,
but
you
get
to
right.
You
hit
the
nail
on
the
head.
A
B
The
other
thing
I
think
deals
with
terminology,
and
if
people
are
can
be
out
for
essential
services,
then
you
have
to
have
some
idea
of
what
essential
services
are.
You
know
you,
you
don't
go
to
Walmart
at
2:00
in
the
morning
to
get
coffee,
medicine
necessarily
anyway.
I'll
address
some
some
other
concerns.
I
have
velocity.
A
G
First
and
foremost,
again,
you
know
mayor
you're
in
unprecedented
times
and
you're
doing
your
best
to
lead
and
and
get
the
information
out
and
applaud
your
leadership.
This
is
the
time
for
all
of
our
mayors
and
all
of
our
aldermen
and
councils
to
support
what
you
the
work,
that
you're
doing
and-
and
these
are
tough
times
they're
going
to
get
tougher.
They
you
know
doubt,
but
you
you're,
a
tough
cookie.
You
know
you're
gonna,
I'm
gonna,
do
a
great
job
and
we're
all
going
to
support
you.
G
G
Maybe
she
can
work
with
the
police
department
and
any
other
volunteers
to
figure
out
where
the
best
placement
SAR,
whether
it's
in
West,
Biloxi
or
East,
Biloxi
and
I,
can
give
you
her
phone
number.
If
you
need
somebody
to
reach
out
to
her
and
I'll
do
that
after
the
meeting
I
want
to
touch
on
on
something
else
that
you
know
look,
we
got
our
nurses
and
our
health
care
professionals
that
are
out
there.
Those
are
other
folks
that
if
we
did
put
a
curfew
that
would
be
transitioning,
we
would
need
to
be
allowed
and
again.
G
This
is
this
is
just
a
recommendation
or
in
a
period
of
time
we
certainly
going
to
have
people
traveling
through
the
curfew.
For
a
number
of
reasons.
It
could
be
a
security
officer.
That's
getting
off
of
monitoring
a
business
could
be
some
of
the
hotels
that
remain
open
and
they
have
an
ID
auditor
or
manager
that
is
getting
often
traveling
to
and
from
home
could
be
another
reason,
but
on
these
health
care
professionals,
you
know
we
fought
World,
Wars
and
Afghanistan
and
Iraq
all
that
kind
of
stuff
and
those
soldiers
are
taking
bullets
incoming
fire.
G
As
far
as
there's
an
item
on
the
agenda,
regular
business
and
some
of
this
becomes
my
new
gun
the
times
that
we're,
but
anyway
porgy
policy
agenda,
deals
with
RV
parks
and
we're
talking
about
putting
a
3%,
sessemann
I.
Think
it's
a
good
good
resolution
and
I
know,
there's
some
timely
issues
of
following
the
bills
and
all
that
kind
of
stuff.
But
I
would
ask
that.
G
Maybe
when
this
comes
up
and
we'll
discuss
it
further
that
we
consider
tabeling
it
given
the
mayor
and
his
team
a
chance
to
maybe
conference
call
which
several
of
them
I
was
contacted
by
two
of
the
RV
owners,
one
of
them.
We
recently
had
a
ceremony
out
at
Camp
David.
He
didn't
connect
with
me,
but
some
of
these
others
didn't
they
just
want
some
dialogue.
I
told
him
the
pros
in
it
and
they
told
me
some
of
their
concerns
off
that
I
told
them.
G
I
think
that
all
can
be
worked
out,
but
I,
maybe
maybe
we
can
table
it
to
our
next
meeting.
Give
you
all
time
to
discuss
it
with
it.
I
think
that'll
go
a
long
way,
I
hate
for
us
to
send
this
up
there,
and
then
they
are
contacting
their
congressman.
Saying
I
was
never
contacted
and
then
it
kind
of
doesn't
get
the
air
under
its
wing
said
it
possibly
could.
F
J
J
They
are
disappointed
because
you
know
we're
still
amongst
the
living
and
living
still
has
to
go
on
and
I
had
some
rapport
I
had
some
concerns
about
network
activity.
I
don't
see
well
in
a
house
here
either
that
has
some
questions.
We
still
need
to
get
those
projects
finished
and
I.
Think
Peter
mentioned
critical
infrastructure.
These
meetings
are
critical
and
the
job
is
still
ongoing
and
they
need
to.
We
need
to
reassure
them
that
we
need
to.
J
They
need
to
make
these
meetings
and
let
us
know,
what's
going
on
we're
still
years
behind
in
that
area,
so
I
want
to
continue
to
push
that
and
and
not
let
the
people
down
in
that
area.
We
touched
on
the
homeless
already,
so
I
won't
go
back
on
that.
That
is
very,
very
critical
that
we
we
addressed
that
and
just
the
rest
of
it
is
food
for
thought
about
the
parts
I'm
very
concerned
about
our
youth
that
are
out
there.
J
You
know
the
people
are
not
taking
this
very.
Very
seriously
I'm
watching
football
games
in
the
community,
where
kids
are
gathering
playing
football
I'm
watching
more
than
200
kids
and
our
parts,
and
that's
why
I
brought
up
the
parts
to
your
mayor,
so
I'm
kind
of
starting
a
laying
toward
that
curfew
area
because
we're
having
so
many
gatherings
I'm
starting
to
have
concerns
about
our
youth
because
they
are
running
runaround
and
there
a
lot
of
them
that
are
running
around
unsupervised.
J
C
That's
the
fastest
state
of
Louisiana,
particularly
the
New
Orleans
area,
is
the
fastest-growing
area
in
the
world
per
capita
and
that
that's
one
thing
that
stuck
out
to
me.
Another
one
which
I
know
it's
been
mentioned
is
driving
through
the
Walmart
parking
lots
the
number
of
vehicles
that's
in
there
at
a
time
which
equates
to
the
number
of
people.
That's
in
there,
it's
it's
too
many
people.
C
You
know
you
can
do
all
you
want
to
do,
but
if
you
have
500
people
in
Walmart
at
a
time
rubbing
up
against
each
other,
going
down
the
same
aisles
coughing
it's
going
to
get
transmitted
from
one
and
then
they're
going
to
take,
even
if
they
don't
have
their
family
with
them.
Someone
gets
it
they're
going
to
take
it
home
to
their
family.
That
person
goes
to
network
the
next
day.
I
think
that
we
need
to
do
something
with
the
grocery
stores,
whatever
we
do
to
ensure
that
and
I
don't
know
what
the
answer
is.
C
But
you
know
we
can't
have
50
people
on
the
bread
aisle
at
the
same
time
and
it
not
get
transmitted
for
a
minute.
The
the
numbers
don't
lie.
There's
probably
people
in
this
right
now
that
habit
that
and
we
don't
know
it
yet
and
so
I
think
that's
another
thing
that
stood
out
to
me
and
in
the
mall
pulled
through
the
mall
parking
lot.
C
C
I
know
that
the
idea
of
a
curfew
is
unpopular
and
a
curfew
at
night
doesn't
necessarily
stop
the
spread
of
the
virus,
but
what
it
does
do
is
takes
the
pressure
off
of
our
first
responders
to
where
they
can
use
some
of
those
resources
at
the
times
where
they're
more
needed
than
they
are
at
night
and
so
I
wouldn't
be
opposed
to
a
curfew
because
nobody's
supposed
to
be
out
anyway,
unless
they're
doing
so.
We're
not
gonna
pull
over
every
vehicle.
C
C
No,
we
couldn't
pull
over
every
vehicle
on
the
road
and
and
for
the
most
part,
I
believe
that
the
citizens
are
following
the
rules,
but
I
mean
I
had
someone
that
lives
right
by
me,
Sunday
had
a
crawfish
boil,
there's
at
least
20
people.
There.
People
need
to
take
the
Lord,
the
you
know,
heed
the
advice
and
stay
at
home
stay
away
from
people.
C
C
One
other
thing,
one
other
thing
that
I
would
recommend.
I
know
that
we
have
the
digital
signs
that
we
pull
around.
Everybody
doesn't
especially
the
ones
coming
into
town,
doesn't
know
that
we
have
a
ten
person
or
less
rule
on
the
beach
yeah,
so
I
would
I
think
that
putting
those
out
on
the
beach
as
well
as
some
signs
you
know
going,
you
know
we
put
them
about
traffic,
maybe
put
some
out.
C
D
A
D
A
D
Thank
you
only
leaves
me
for
the
longest
counts
report
session
we've
ever
had
in
the
city
of
Biloxi.
Mr.
mayor
I,
don't
have
much
for
my
accounts
report.
I
just
wanted
to
address
again.
The
communication
is
important
to
know
you
have
the
youtubes
and
things
like
that,
but
it's
it's
imperative
for
us
to
get
in
from
a
information
before
that,
because
when
people
call
us
the
last
thing
I
want
to
say
to
them,
which
I've
had
to
the
last
couple
times
is
hold
on.
D
Let
me
let
me
read
what
you're
reading
first
and
and
just
if
you
would
send
us
an
update.
You
know
the
daily
council
update
just
to
let
us
know,
what's
going
on,
what's
what
we
can
expect
to
occur
and
what
we
need
to
inform
our
residents
of
or
what
they're
about
to
hear
other
than
that
I
have
nothing
further
and
we
move
on
to
our
public
agenda.
Now
we
don't
have
any
typical
public
in
here.
There
may
have
been
some
was
anything
sent
in
to
announce
to
the
city
during
the
council
reports.
A
A
We
need
to
do
in
concert
with
everyone
else
to
just
say:
hey
man,
just
not
pushing
things
around
picture,
one
place
that
I
know
chipper
and
past
Christian
or
or
paying
attention
to
Darlene's
course
along
taxes
is
based
on
Louisiana
homes
and
stuff
like
that
or
people
from
Louisiana
having
homes
over
there.
But
we
we
will
do
things
that
make
sense
that
really
don't
really
want
more
problems
than
what
they're
trying
to
solve
right.
One
question.
B
E
J
E
D
K
Yes,
sir,
what
we're
doing
is
we're
adopting
the
latest
edition
of
the
National
Electrical
Code,
and
the
exception
has
to
do
with
apartments.
Whenever
we
adopt
a
particular
code,
we
adopt
the
manual
the
book
itself
and
then,
as
the
city
sees
fit.
Sometimes
we
adopt
amendments
to
that
code.
Well,
what
happened
on
this
exception
is
that
in
the
80s,
sometimes
there
was
an
amendment
adopted
that
required
apartments
to
be
wired
in
metal,
clad
conduit,
the
Roma
you
couldn't
put
romex
in
there.
K
You
had
to
encase
it
the
wiring
in
metal,
conduit,
we're
the
only
city
on
the
coast
that
was
requiring
that.
So
what
we're
doing
is
we're
moving
apartments
from
that
amendment
and
allowing
them
to
be
wired
in
Rome.
Acts
like
the
other
cities
are
doing
good
three
stories
or
less
so
three
story
stories
or
less
any
building
over
three
stories
has
to
be
wired
in
metal
conduit,
but
three
stories
are
less
and
we
made
it
a
part
of
this
language
that,
as
long
as
that,
she
is
solely
for
residential
purposes.
K
J
K
Is
just
the
standard
wire
with
the
rubber
coating
around
it,
like
you
see
in
your
house
and
ro
make
sure
it's
still
being
used
inside
of
these
commercial
buildings,
but
it
has
to
be
encased
in
a
flexible
metal
covering
that's
metal.
Clad,
conduit,
MC
cable
is
too
common
name
for
it,
and
then
some
buildings
have
to
be
wired
in
rigid
cable,
which
is
the
hard
metal
casing
that
encloses
the.
K
F
K
K
The
first
time
when
this
went
through
was
the
text
amendment
to
allow
bulk
storage
as
a
conditional
use
in
waterfront
zoning
that
went
through
as
a
text
amendment
the
council
approved
that
so
now
what's
happening
is
mr.
Gilad
is
coming
back
with
his
conditional
use
application
to
get
approval
to
do
that
achieve.
F
L
Krill
stated
when
it
was
industrial
use,
it
wasn't
a
problem
to
have
a
five
hundred
or
even
a
five
thousand
gallon
fuel
storage
tank
there.
But
when
you,
when
you
change
to
waterfront
the
there
is
an
opportunity
to
have
hotels
and
motels
and
casinos,
and
we
did
not
want
these
large
fuel
tanks
stored
right
next
to
a
hotel
or
a
motel
and
and
so
that's-
that's
the
the
fire
codes
issue
with
it.
Well,
so
we.
L
F
L
And
that's
another
reason:
it's
a
conditional
use.
If
they're,
if
they're
the
conditions
change,
then
certainly
we
would
have
to
look
at
the
the
use
of
the
property
and,
and
so
that
just
leaves
leaves
opportunity
for
both
for
them
to
be
able
to
use
this
piece
of
property
without
changing
the
type
the
home.
K
L
L
K
B
C
K
D
M
N
Meetings,
that's
okay!
Let
me
just
weigh
in
on
the
deadlines
here.
If
this
had
been
considered
by
us.
For
you
know
several
months,
the
the
practical
deadlines
for
local
and
private
acts
for
us
to
submit
this
to
the
legislature
is
April
3rd.
So
we
don't
really
have
a
meeting
between
now
and
April
3rd.
The
the
intent
of
the
language
is
something
we
would
submit
to
them.
They
wouldn't
take
this
up
until
mid
April
late
April.
We
don't
know
the
status
of
how
they're
really
they
may
well
extend
all
their
deadlines,
but
you
know
we
would.
N
N
It
applies
really.
It
allows
for
the
for
us
to
have
an
election
on
whether
or
not
the
citizens
want
to
do
this,
and
so
we
can
set
that
election
whenever
it
needs
to
be
set.
Obviously,
when
we're
talking
about
this
we're
in
a
different
world-
and
you
know
we're
not
going
to
run
out
and
set
any
quick
election
on
this
anyway-
it's
something
that
we
would
have
as
a
tool
to
use
in
the
future,
so
I
think
we
could
definitely
take
their
concerns
into
this
as
we
move
forward.
N
Basically,
this
is
a
it's
it's
a
situation
where
RV
parks
don't
pay
any
of
the
hotel
and
motel
tax
other
states
they
do
as
a
tourism
transition
fee
or
transient
tourist
fee.
We
don't
really
have
a
mechanism
to
directly
receive
any
of
the
hotel-motel
money
right
now.
It's
split
among
the
Coliseum
and
the
tourism
tourism
Bureau,
which
are
both
sort
of
controlled
by
the
county.
So
this
is
a
mechanism
that
would
allow
us
to
generate
some
tax
revenue.
We
want
to
dedicate
it
towards
roads
and
bridges
which
are
important
for
tourism
and
yeah.
N
We
understand
the
landscape
has
totally
changed
since
we
put
this
together,
but
we
would
like
to
try
to
keep
it
forward
and
we
would
we
would
still
meet
with
them
and
talk
to
them.
Basically,
they're
collecting
7%
sales
tax
on
on
rentals
and
in
like
the
hotel
motel,
they
would
add
3%
to
that
which
would
be
a
direct
diversion
to
the
city
and
that's
if
the
citizens
voted
for
it.
G
I
appreciate
that
council
I
just
want
to
say
yes,
the
restaurants
are
not
taxed
a
tourism
tax
and
they
certainly
serve
a
lot
of
tourists
that
come
through
our
area.
I
like
the
idea
that
we're
considering
it
a
tax
on
the
RV
park.
I
don't
have
a
fundamental
problem
with
it,
but
that
the
industry
should
have
a
little
bit
of
input
and
engagement
before
we
just
slap
this
on
there
without
addressing
any
of
their
concerns.
G
If
we
do
vote
on
this
today
and
I
mean
we've
got
all
kinds
of
stuff
going
on
that
takes
priority,
you
know:
will
they
have
an
opportunity
to
conference?
Call
in
speak
to
the
mayor's
team,
get
their
concerns
and
I
think
they
probably
would
go
forward
with
it
if
they
understand
it.
Maybe
there
are
some
other
things
we
haven't
thought
of
so
I
mean
that's.
G
That's
my
perspective
with
that
I
I've
been
involved
when
we
passed
the
Colosseum
tax
and
the
tourism
tax
and
we
increased
it,
and-
and
we
use
part
of
that
money
for
promoting
tourism.
The
other
part
that
was
to
support
the
Colosseum
so
I
know
the
mechanisms
of
how
that
works
and
I
know
the
politics
of
how
all
that
works
as
well.
So
I,
just
don't
want
this
to
get
kind
of
sideways
with
that
industry
that
that
should
have
the
courtesy
of
having
some
engagement
describing.
G
F
J
G
G
Perhaps
also
it
was
powerful
with
the
taxes
that
were
the
self-imposed
tax
for
the
hotels
and
motels
that
it
was
being
to
promote
the
very
industry
that
was
being
taxed,
perhaps
a
portion
of
that
half
a
million
could
be
used
for
some
kind
of
advertising
and
that
way,
they'd
feel
good,
that
you're
promoting
to
get
more
people
on
their
pads,
which
in
turn
increases
those
taxes
which
accomplishes
everything
I
think
we
want
to
accomplish.
Thank
you
today.
D
N
F
N
Resolution
is
to
submit
a
local
and
private
bill
to
the
legislature.
Just
like
any
any
time
you
would
do
any
sort
of
any
sort
of
a
revenue
based
tax,
such
as
a
food
and
beverage
tax,
a
hotel
tanks
such
as
many
cities,
all
over
the
state
routinely
do.
This
is
a
standard
bill
that
goes
to
the
legislature
and
it's
a
special
local
and
private.
To
give
this
taxing
authority.
F
N
F
B
Comment
it
I
like
this
idea.
My
only
concern
is
we're
here
at
this
meeting,
we're
talking
about
a
tax
and
they're
still,
even
if
it's
approved
here
today,
there's
still
a
number
of
hurdles
absolutely
and
they're.
Some
of
the
hurdles
are
relatively
high,
but
my
concern
is
we're
talking
about
a
tax
for
a
particular
segment
of
tourists,
but
we're
here
at
the
eleventh
hour,
with
no
opportunity
to
lay
a
week
and
I
wish
in
the
future.
B
B
It's
right
there,
not
that's,
probably
the
original
schedule
right
right,
so
I
mean
they
put
that
out
early
in
January
anyway.
Having
said
that,
it's
still,
if
we
approved
it
today,
it's
still
got
to
go
up
to
Jax
and
follow
the
legislative
route.
Maybe
it
gets
out
of
committee.
Maybe
it
doesn't
maybe
it's
approved.
Maybe
it
doesn't
there's
a
provision
in
there
for
the
citizens
of
Biloxi
to
vote
on
this.
So
we
still
have
a
lot
of
things
to
happen
for
this
to
really
occur,
I'd
prefer
we
go
ahead
and
move
forward
on
it
today.
B
F
B
A
G
C
Thought
some
very
I
would
just
like
to
say
one
thing
today,
governor
Reeves
came
out
and
he
basically
said
all
non-essential
people
stay
home
and
he
made
it
a
mandate,
the
6-foot
rule.
We
have
businesses
that
operate
that
aren't
shut
down.
That
may
only
have
two
or
three
people
in
the
business
at
a
time
that
those
people
operate.
You
know
right
on
right
next
to
each
other.
For
instance,
tattoo
parlors
beauty,
shops.
B
B
B
So
look
at
maybe
if
this
holds
true
to
some
of
the
other
models
I've
looked
at
and
and
and
something
that
I've
seen
either
online
or
on
the
news
by
Friday,
probably
gonna,
be
double
that
that's
typical,
as
the
number
of
cases
in
the
reported
cases,
increase,
I,
think,
there's
and
I
think
you
would
all
agree
that
there
would
be
an
increased
need
for
for
restrictions.
That
is
if,
if
the
number
of
reported
cases
doubles
every
three
days
in
another
week
or
10
days,
we're
looking
at
several
thousand
now.
Well,
if
that's
an.
A
Exponential
you
know:
460
went
to
71
with
feet
dry
by
the
end
of
the
week.
It's
aren't
it
to
take
a
look
at
all
of
these.
You
know
the
exponential
a
doctor,
the
mayor
from
high
school,
who
talked
about.
There's
a
hundred
becomes
a
thousand
okay,
a
thousand
becomes
ten
thousand,
that's
the
exponential.
A
We
would
not
we're
in
a
seventh,
we
had
tested
1872
people,
and
since
this
this
rollout
started
with
one
in
now
it's
had
320
so
week
at
a
time,
you'll
see
I
think
the
amount
of
testing
if
the
result
is
17%
of
those
who
are
tested
have
a
positive.
You
know
condition
I,
don't
know
how
many
I'm
more
in
hospital
or
how
many
of
them
are.
A
B
Just
fearful
I
look
at
Italy
and
they
implemented
things
incrementally
and
they
were
never
able
to
get
ahead
of
the
curve
of
the
issue
of
the
curb
and
I'm
thinking.
We
don't
know
how
much
time
we
have.
We
don't
know
when
the
number
of
reported
cases
are
going
to
peak.
That's
why
I
think
the
earlier
we
are
more
restrictive,
I
think
the
better
off.
We
will
all
be
served.
B
But
the
other
point
is,
of
course,
like
measles.
By
the
time
you
break
out
measles
you've
already
infected
folks
for
two
weeks.
It
would
not
surprise
me
if
there
are
one
or
two
people
in
the
room
right
now
that
have
the
corona
virus,
but
no
symptoms
yet
I
mean
we're
not
testing
everybody.
So
we
don't
know
what
percentage
of
the
population
is
impacted
at
this
point,
but
the
more
circulation
there
is
the
greater
likelihood
that
people
who
are
infected
are
going
to
come
in
contact
with
people
who
are
not.
It
impacted.
B
The
I
guess,
that's
all
I
want
to
say
at
this
point.
I
may
have
some
some
other
comments,
but
having
said
that,
not
yet
yet
now,
having
said
that,
but
but
the
point
I'm
trying
to
make
is
we're
all
pretty
comfortable.
Now
we're
pretty
self
assured
that
we're
doing
the
right
things,
but
so
is
everybody
else,
and
a
lot
of
folks
are
behind
the
curve
and
I
would
hate
to
see
us
behind
the
curve.
B
Why,
in
in
practical
terms,
I
get
up
at
the
crack
of
stupid,
I
walk
on
the
seawall
I
passed
this
morning,
I
passed
six
people
one
or
two
at
a
time.
That's
it
yet
I've
heard
from
some
of
the
comments
you
know,
kids
are
out
there,
kids
are
gonna,
do
what
kids
do
and
when
they
go
home,
sometimes
they're
in
the
presence
and
in
close
contact
with
those
who
are
in
high-risk
age
groups,
so
that
that's,
why
I
think
a
curfew
from
11:00
to
6:00?
B
Only
the
folks
out
there
who
need
to
be
out
there
would
be
out
and
about
at
that
time,
but
also
doing
whatever
we
can
to
make
this
to
make
the
guidelines
more
restrictive,
realizing
that
people
have
to
get
out
for
medication,
they
have
to
go,
get
gas
they've
got
to
get
groceries,
I.
Think
I,
think
everybody
understands
that.
B
One
observation
that
has
me
thinking
I
was
talking
with
somebody
who
said
you
know
if
you
close
all
the
liquor
stores,
there's
a
lot
of
Alcoholics
out
there,
they're
addicts
I
mean
you've,
got
we've
got
a
drug
distribution
center
in
the
city
of
Biloxi
a
drug
clinic.
We
have
a
number
of
liquor
stores
and
that
that
makes
sense
to
me
these
these
folks
who
are
addicts
who
are
receiving
treatment.
They
need
to
go
every
day,
otherwise
you're
likely
to
see
a
spike
in
crime.
This
would
be
my
guess.
B
You
have
an
expert
over
there.
He
might
be
able
to
answer
the
question,
but
I
I
just
think
we
need
to
be
more
restrictive
at
this
point
in
time
than
we
currently
are
now.
Having
looked
at
what's
proposed
today
as
4-h
Bears
I
guess,
you've
been
a
little
more
specific
than
ain't,
going
to
a
little
greater
detail
than
the
emergency
declaration
we
originally
approved
at
our
last
council
meeting.
I
think
you
won't.
It
looks
to
me,
like
you're,
just
trying
to
clarify
some
points.
I
think
the
parks
are
closed.
B
I
had
somebody
asked
me
where
the
portal
let
go
at
pennzoil
Park.
Well,
the
parks
are
closed
border.
Let's
picked
up,
I
suspect
we
won't
have
one
day
or
until
the
parks
are
open
again
and
most
of
the
facilities
I
think
are
closed
through
the
month
of
April.
So
anyway,
those
are
my
concerns
right
now,
I
think
we're
headed
in
the
right
direction.
I
think
we
can
move
in
that
direction,
a
little
quicker
than
we
are
now.
F
F
I,
don't
wanna,
Walmart
and
I
want
to
go
to
because
there's
nobody
there.
You
know
if
all
people
gone
to
the
hospital
from
the
percentage
is
less
than
1%
in
the
hospital
and
the
curated
98.9%
the
curated
way
more.
The
thing
is
not
it's
bad.
It's
not
good
coming
a
lot
of
people,
but
it's
not
as
bad
as
everybody
tried
to
put
out
the
PA
pack
doing
all
that.
It's
not
there.
They
doing
a
great
job
is
available
in
the
system.
F
F
F
So
I
think
what
you
wrote
here
is
not
really
a
big
change
in
anything
to
me
and
that's
fine
and
I
was
all
you
do
to
take
step
by
step,
but
you
have
to
look
at
the
facts
on
all
these
things
and
how
bad
it
really
is
and
what
it
is
in
there
I
mean
thank
you.
Not
one
person
died
from,
they
said
Lord
man
we're
totally
sick,
I
mean
they
said
that
a
lot
of
problems,
a
lot
of
health
problem,
their
self
reflection
and
it
attacks
your
lungs
as
where
it
goes
to
automatically.
F
And
if
you
had
a
weak
system,
that's
what
you're
dying
from
you
know.
That's
that's
the
case.
That's
what
it
is
disease.
Does
you
know
the
irises?
Don't
work,
though,
attack
no
one's
up,
Janeiro
attack
people,
and
if
you
get
it
done,
not
leave
you
in
trouble.
If
you
get
it
bad,
you
know
young
people
don't
affect
them,
because
their
immune
system
is
way
stronger.
These
are
pure
facts.
I'm
sorry
keeps
gonna
worry
about
the
kids.
No
kids
can
get
it
Robert
to
get
it
don't
mean
you're
gonna
die.
F
B
D
C
Have
a
question
which
may
be
out
of
order-
and
this
is
directed
towards
the
chief
outside
of
taking
pressure
off
of
your
department,
a
10:00
to
6:00
or
an
11:00
to
6:00
curfew
really
does
no
good.
If
Gulfport
is
not
doing
it,
notion,
Springs
isn't
doing
it
and
everyone
surrounding
us
isn't
doing
it,
because
we're
so
close
to
the
India
Brazil
I
mean
we're.
C
H
D
Miller
IBQ
tossing
again
we're
all
out
of
order,
but
I
guess
the
Easter
desperate
times
so
I
order
us
gone
out
of
the
window
all
day
today.
Have
you
seen
a
reduction
in
traffic
as
people
out
I
mean
with
Walmart
and
other
places
close
the
places
that
typically
are
opened
throughout
the
evening?
Have
you
ever
seen
less
traffic
in
the
evenings?
I.
H
D
C
N
B
N
B
F
O
Christina
bata
city
engineer:
this
is
a
change
order,
adding
days
to
the
Sanger's
contract,
because
there
were
damages
to
the
utilities
that
were
in
the
alley
and
we
had
to
work
through
those
issues,
so
they
would
be
able
to
set
up
their
scaffolding.
Their
scaffolding
is
going
up
right
now,
as
we
speak
so
there
so.
O
Weren't
connected
to
the
Saenger,
but
they're
there
in
the
alley
between
the
Saenger
in
the
Bark's
theater
I
mean
the
Saenger
theater
in
the
Bark's
building,
and
so
you
know
that
Ali's
very
narrow,
so
basically
the
whole
alley
had
there
was
utilities
all
through
it,
and
the
pipes
were
all
busted
and
cracked,
and
so
we
had
to
have
the
we
had
to
have
come
in
and
fix
all
the
utilities.
So
they
can
put
their
scaffolding
on
top
of
it
and
make
it
safe
for
them
to
get
in
there
to
the.
O
F
O
O
D
H
Yes,
sir,
we
entered
it
to
the
cops
grant
actually
in
2016
for
a
three-year
grant,
and
we
had.
We
were
unable
to
execute
it
for
several
years,
because
we
it
depends
on
your
manpower
numbers.
They
have
to
bid
a
certain
place
before
you
can
do
it.
We
finally
got
there,
and
so
they
went
ahead
and
implemented
it
for
us.
We've
now
applied
for
the
2020
grant.
Also
so
it's
a
it's.
A
the
2016
grant
was
a
forty
sixty
match
with
us
matching
40
to
the
federal
government.
H
H
D
So
any
other
agenda
items
on
the
consent
agenda
for
discussion
there
being
none
I'll
call
for
the
question
all
in
favor
signal
the
raise
your
hand.
Please
motion
carries
unanimously
in
opposition
to
any
of
the
items
on
the
consent
agenda
there
being
none
removed
to
the
code
enforcement
hearings.
We
have
none
so
