A
A
We
have
a
motion
to
accept
the
agenda
as
amended
by
George
Lawrence
seconded
by
partisan
discussion,
all
in
favor
to
sit
on
the
raise
your
hand
works
on
occasion,
analyst
Lee
spring
us
to
the
presentation
agenda,
Shanaya
your
report,
yeah
Thank
You.
Mr.
president,
again
as
far
as
the
city
of
Biloxi
we're
trying
to
mend
your
way
through
this
crisis
and
figure
out
where
we
want
to
come
out
notice.
A
I'm
in
examine
me
up
the
options
we
have,
the
support
we
possibly
could
get,
but
three
of
the
council
that
yes,
we're
talking
about
some
things
on
how
I
guess
opening
up
America
again
can
take
place
and
a
little
bit
different
there.
That
is
happening,
but
with
regard
to
segment
by
segment,
different
restrooms,
the
casinos
of
course,
but
other
salons
Harry
Paul,
is
bottle
shops
of
yes,
and
there
was
some
discussion.
A
So
that's
what
we're
hoping
Mike
I
think
they
were
put
on
what
we
had
this
far
as
numbers
of
coated
90
folks
out,
and
not
that
many,
the
650
or
so
employees
of
the
city.
We've
had
just
11
positive
cases.
Ten
of
those
in
the
fire
department,
one
in
the
port,
all
11
of
those
employers
are
back
to
work.
We
saw
in
their
active
cases
as
of
today.
A
I
guess
I.
Think
it's
more
than
remarkable.
That
that
that
the
police
department
is
active,
as
they
have
been
involved
in
the
community,
that
they've
been
no
cases
but
they've
taken
extraordinary
steps
through
PPE
and
self
distancing
and
so
forth
and
they've
really
worked
it
pretty
hard.
The
police
department
has-
and
you
know,
they're
out
there
in
the
face
of
a
lot
of
people,
not
one
single
case,
so
that,
as
far
as
the
numbers
I
think
the
male's
we
need
you
to
repeat.
A
We
have
a
hundred
forty-six
employees
who
are
sitting
home,
drawing
administrative
leave
with
pay
that
the
intended
intended.
That
was
to
give
you
people
safe
and
sheltered
at
home,
as
we
could
and
still
do
the
essential
services
146
an
administrative
leave.
There
are
over
300
police
and
fire
first
responders
that
are
on
duty
all
of
the
people
on
duty.
According
to
our
ordinance
15
1
21,
we
call
people
during
an
emergency.
We
pay
premium
pay,
so
this
306
actually
306
try
and
place
employees
that
are
working
or
drawing
time-and-a-half.
A
A
Personnel
staff
in
no
situation
than
bringing
everybody
back
to
work
next
week,
yeah,
that's
that's
the
truth
again.
I
think
we're
very
you
know.
Fortunate
with
you
know,
with
regard
to
curfew,
I
think
we'll
still
need
that
in
place,
and
that
is
really
through
our
police
and
fire
in
a
better
position.
I
think
the
calls
for
services
or
down
like
51%
of
thing
will
climb
us,
but
they
call
the
action
services.
Of
course,
the
real
people
in
the
casinos
and
on
the
streets,
but
so
that
has
been
working,
the
police
and
fathers,
but
both
proactive.
A
A
That's
what
we
want
to
prevent,
we
open
up.
You
know
for
business
again,
going
back
to
open
up
with
America
and
with
the
what
was
discussed
yesterday
and
what
the
president's
talked
about
this
14-day
period,
where
we're
all
experiencing
flat
or
negative
issues
with
regard
to
hospitalizations
or
testing
kind
of
as
a
bad
number,
but
I
think
the
deaths
as
well
as
hospitalizations
or
the
key
I
think
we
need
to
pay
attention
to,
but
we're
looking
for
guidance
from
either
the
President
or
the
Mississippi
Department
of
Health.
A
Yet
two
cities
can
make
those
calls,
along
with
your
City
Council,
doubly
that's
what
I
interpreted
that
that
statement
to
be,
but
so
you
know
making
an
effort
to
organize
our
thoughts
on
sector
by
sector
and
what
was
evident
throughout
this
whole
thing
is
trying
to
prevent
or
minimize
a
second
wave
of
these,
your
covert
occurrences.
Now,
there's
a
number
technology
number,
just
your
common
sense
on
how
we
can
track
these
things.
A
The
contact
tracing
is
a
big
element
of
all
of
the
other
one,
so
if
a
second
wave
hits
they
don't
have
to
go
hours
and
hours
with
them
interviews
with
CDC
and
some
of
those
folks
to
figure
out
where
you
got
this
thing
or
where
you
know
it
was
picked
up
from
so
I
think
that
would
be
about
conversation
on
how
we
will
roll
out
sector
by
sector
and
we're
devising
a
list
of
giving
example.
Restaurants,
hair
salons,
even
gyms
and
some
of
those
things
are
inherent
I.
A
Think
cosmetology
board
has
a
lot
of
restrictions
or
just
say
the
very
conditions
in
there.
So
we'll
kind
of
take
all
this
in
consideration
on
what
we
had
asked.
You
know
things
operations
to
do
you
know
in
the
restroom.
Obviously,
if
you
have
you
know
two
or
three
hundred
seating
capacity,
you
might
want
you
to
reduce
that
we'll
have
that
conversation
with
each
one
of
those.
You
know
at
least
a
representative
group
of
people,
a
that
dentistry
to
where
it
is
possible.
A
What
they
can
would
be
profitable
of
course,
measure
this
as
we
rock
and
roll
through
the
of
the
reopen.
So
if
I
could
I
said
one
thing,
please
any
councilmen
who
have
not
yet
read
the
guidelines
for
opening
up
and
again
it
comes
from
all
the
way
from
the
president.
Is
it's
a
really
good
piece
of
work
that
gives
us
an
idea
of
what
they
did,
how
this
is
gonna
work
phase
by
phase
and
gives
some
very
specific
guidance
about
who's
in
which
phase
and
involved
all
boils
on
down
to
us?
A
At
this
point
we
don't
have
this
answer
the
governor's
current
executive
order,
the
thirty
second
word
number
seventy-three
exactly
end
of
April.
So
the
question
is
at
what
point
is
he
gonna
open
this
state
up
or
where
the
delegate
that
to
the
counties
based
on
how
they're
doing
on
their
downward
trajectory
the
downward
trajectory
of
the
cases?
Because
our
county
is-
has
a
downward
trajectory
today?
So
you
think
that
we
would
be
able
to
go
into
Phase
one
of
the
three
phases
and
open
businesses
up.
A
We
know
when
the
governor's
executive
order
expires
at
the
end
of
April.
We
will
see
you
don't
know
the
answer
of
where
those
can
be
delegated
on
I.
Think.
Our
next
question
is,
you
know,
for
a
city
is
to
figure
out
where
we
are
in
that
14-day
cycle.
We
may
be
seven
eight
days
into
it
right
now.
Dr.
Stephen
chopped
the
metropolis
of
from
past
Google
has
been
very
helpful.
A
I'll
probably
have
a
few
conversations
with
him
he's
in
the
trenches
with
regard
to
that
and
made
some
mention
in
today's
conference
about
things
seem
to
be
going
in
the
right
direction,
but
we
don't
know
whether
that
meets
the
you
know.
The
opening
up
of
America
guidelines
and
the
governor
will
pull
the
call.
You
know
pull
the
trigger
on
y'all
rock
and
roll,
but
so
what
we're
going
to
do
as
a
as
a
city,
I
think,
is
to
organize
the
types
of
businesses
that
we
know
and
phase
one
if
they
just
phase
four.
A
The
four
phases
in
this
whole
thing,
but
phase
one
should
be
coming
up
short
and
we
need
to
have
a
plan
on
how
things
can
can
be
rolled
out
again.
Okay,
what's
those
conditions
and
with
just
using
common
senses
with
you
know
not
through
this
event,
but
we're
working
through
the
event,
but
we
may
ask
similar
to
the
big-box
stores
and
that
they
don't
congratulate
everybody
for
paying
attention.
Just
the
social
distancing-
and
you
know,
groups
of
less
than
you
know,
five
or
ten
was
working,
I.
Think
well.
A
I
think
the
two
things
that
most
folks
have
are
anxious
to
see
is
to
go
out
and
get
something
to
eat
somewhere.
Okay,
the
restaurants
in
that
would
be
hiring.
These
are
not
personal
lists
in
churches,
so
will
will
be
able
to
have
a
handle.
It
may
not
be
business
as
usual.
Probably
will
not
be
business
as
usual,
but
again
those
things
that
are
pointed
out
in
this
document
will,
they
hope
to
implement,
is
within
reason
to
actually
do
business
so
that
I
think
that's
about
it.
A
Mike
I
had
all
that
used
to
get
definitely
think
it
happen.
Tomatoes
be
helping.
You
alright
today
that
you
had
all
hollow
points.
Yeah,
yes
or
no
one
question
I
have
is
there
somewhere
on
our
website
or
somewhere?
You
can
guide
the
council,
and
even
the
people
have
where
to
find
the
document
that
you
referring
to
and
you
can
use.
A
Trying
to
get
some
additional
sources
of
revenue
to
reimbursement
that
certainly
an
extraordinary,
but
it's
not
a
tremendous
deal,
but
we
we
didn't
chase
those
reimbursement
opportunities,
at
least
for
two
females.
What
was
the
genesis
of
this
so
work
to
fill
anima
and
what
other
options
from
the
feds
will
be
coming
on
will
be
chasing
in
every
recent
ago
in
every
recent
emergency
FEMA
was
willing
to
pay
us
for
that.
A
C
A
A
So
that's
what
they
have
now
and
I
just
trying
to
drill
down
on
how
they
can
deliver,
but
we
have
even
pay
attention
to
every.
You
know
extraordinary
kind
of
measures
that
we
have
to
have
taken
so
we'll
have
a
a
blow-by-blow
description
and
dollarization
of
that.
What
we've
done
to
address
these,
at
least
from
the
city
standpoint,
the
the
business
community
and
personal
really.
A
A
Governor
Ruiz
said
you
know,
these
are
minimums
and,
of
course
the
cities
or
counties
can
be
more
stringent
things.
If
they're,
you
know,
if
it's
that's,
what's
going
to
do,
some
good
I
think
we're
pretty
much
on
the
same
page
with
everything.
Now
the
key
thing
was,
you
know,
gave
us
any
heartburn.
You
know
what
the
governor
did.
You
know
even
before
or
after
that
we
have
done
so.
Just
our
ordinance
dictated
said.
A
If
we
reach
our
skeleton
crew,
which
was
you
know
in
the
event
or
two,
they
reduced
the
opportunity
for
the
sting
to
spread,
which
so
we
did
that
with
the
170
associate
people
in
the
sitting
room
so
I
had
no,
you
know
problems.
Do
you
know
what
the
governor
said,
but
he
said
a
couple
of
occasions.
Of
course
the
city's
can
do
more,
but
not
rest.
A
As
far
as
Gaming
Commission
and
Mary
Gregory
I
think
there's
some
conversations
going
on
now,
but
in
talking
to
a
few
people
in
the
legislature,
I
would
like
to
be
part
of
that.
Since
you
know,
we've
got
eight
of
the
twelve
casinos
down
here
and
it's
a
big
part
about
twelve
thousand
jobs
related
to
that
and
a
big
chunk
about
revenue.
So
it's
very
important
that
to
have
a
seat
at
the
table,
almost
like
Corps
of
Engineers,
hey
when
you
think
about
things,
nobody
knows
more
about
the
impact
of
gaming
than
Biloxi.
A
This
is
the
time
to
see
up
to
the
tail.
It
is,
and
you
know
we
heard
from
the
state
team-
don't
come
up
here,
just
asking
for
a
bunch
of
money.
You
know
it
was
kind
of
grim
to
me.
I
didn't
want
to
hear
that
you
know,
of
course,
the
plot
and
I'm
telling
you
alone
before
we'll.
Do
it
again
if
we
have
to,
but
it's
not
right,
you
know
we
react
economy.
A
A
Little
bit
without
that
contact
tracing
this
auto
buying
opportunity,
whether
people
will
be
coming
the
Biloxi
coming
to
a
job.
You
know
our
gaming
experience
as
well
as
on
vacation,
because
I
think
we
are
safer
than
the
average
bear
and
so
I
think
we
need
to
do
it
the
right
way
and
if
you
know,
if
something
spikes
up
and
you
had
that
contact
tracing
involved,
we
knew
how
to
isolate
it
and
keep
it
from
more
an
exponential.
So
that's
why
it's
important
to
do
it.
The
right
way.
A
A
A
Backup
on
May,
1st
and
White
House
Hotel
back
on
May
1st,
the
Becket
of
team
is
basically
doing
all
the
repairs
and
page
cleaning
and
sanitation,
and
we
put
together
our
elevated
protocols
for
being
safe
not
only
for
our
team
members,
but
for
for
our
guests
that
are
going
to
be
coming
back
and
I'm
hearing
throughout
the
industry
they're
doing
similar
things,
so
temperature
checks
both
for
employees
and
for
guests
we're
going
to
be
working
at
on.
We
are
going
to
probably
limit
the
amount
of
winds
that
we
went
just
so
you
don't
have.
A
We
can
manage
the
knowledge
groups
of
where
we
are
and,
of
course,
we
got
a
very
entertainment
center
with
a
bunch
of
machines
and
we're
going
to
space
the
available
machines
and
we
got
the
action
created.
A
position
called
a
mr.
that'll
walk
around
with
a
machine
and
kind
of
spraying,
machine,
misting
machines
and
wipe
them
down,
but
I'm
hearing,
less
hotels
and
the
casinos
are
developing
those
plans
right
now
on
how
to
open,
safely
social
distancing
and
in
to
keep
both
team
members
and
guests
as
safe
as
we
possibly
can.
A
That's
a
good
thing.
Everybody
got
to
stay
in
stepped
and
then
do
have
to
change.
Maybe,
like
I
said
you
have
to
just
two
things:
a
porchetta
do
whatever
it
takes
to
keep
going
or
training
than
one
well,
because
you
have,
for
instance,
a
position
like
a
server,
and
you
don't
know
what
the
body
is
going
to
be.
A
We
need
to
spend
our
volumes
go
below
as
we
went
back
up
and
as
we
call
it
folks
back
to
work,
they're
gonna
be
making
six
hundred
dollars
on
that
unemployment
or
be
a
time
where
they
can
come
back
to
work
for
us
and
maybe
wait
300
hours.
So
they
didn't
make
more
standing
out
of
work
for
the
short
period
of
time
and
we're
gonna
have
to
deal
with
that
and
see
what
our
workforce
availability
is.
A
A
A
At
this
point
you
know
unless
we're
in
that
14-day
downturn
downslope
or
where
the
negative
slope
you
know
where
we're
planning,
when
the
planning
logo,
at
least
for
the
next
seven
days,
but
the
immediate
action
is
to
get
the
old
crew
back
working
again
and
that
will
happen
to
next
Monday.
So
that's
the
most
immediate
action
will
take,
but
between
now
and
then-
and
even
next
week
will
be
redeveloped
like
we
did
yesterday,
FB
just
develop
a
list
of
segments
that
we
would
like
to
roll
out.
A
A
To
say:
hey
man
I
need,
you
know,
maybe
take
your
temperature
I,
don't
know
walking
in
but
as
well
as
you
know,
contact
tracing,
that's
big
I
think
that's
big
for
everyone
in
the
whole
country,
because
we
don't
want
to
get
in
too
much
down
the
road
and
say
we're
in
the
same
situation,
without
tutorials
necessary
to
isolate
and
intrigue.
Don't
sit
one
last
question
that
was.
C
A
A
Promise
is
just
one
question,
just
that's
outside
of
the
trash.
That's
what
I've
gotten
a
lot
of
the
calls
at
this
point.
He
is
in
charge
of
closing
and
opening
this
in
like
a
park,
it's
like
like
on
Sunday
and
Sunday,
the
causeway
never
got
opened
all
day.
It
was
closed
and
so
all
day
all
day,
never
the
barricades
were
never
moved
on
Sunday.
B
A
Well,
there
was
supposed
to
be
open
and
I
named
it.
We
didn
t
have
a
leavitt
o'clock
curfew
and
when
these
roads
were
closed,
you
know
when
causeway
was
closed,
but
we
also
have
an
eleven
o'clock
curfew
and
we
have
and
closing
these
launches
off
where
people
are
still
out
out
and
so
I.
Think
personally,
I
know
you
have
an
eleven
o'clock.
If
I
came
in
on
a
boat,
you
know
what
I
would
do.
That's
what
they're
doing
I'm
just
saying.
C
A
Barricades,
I
just
don't
think
that
it's
necessary
if
it's
causing
you
know,
I
got
multiple
calls
on
Sunday,
because
there
were
several.
The
causeway
was
open
was
never
moved,
but
the
two
out
of
real
market,
the
people
had
to
move
in
themselves
and
say:
I
mean
if
it's
going
to
cause
an
issue,
especially
the
timing
of
the
year
where
people
are
going
going
out
on
their
boats.
If
it's
going
to
cause
an
issue,
I
think
that
we
should
just
stop
closing
the
launches.
B
A
A
For
the
mayor,
she
may
be
any
Department
reports
today.
No
Department
reports,
council
reports,
dr.
Tisdale,
thank
you
just
as
in
our
railroad
crossing.
Maybe
our
congressional
delegation
can
lean
on
CSX
or
President
trumpet
is
we
can
weekday
briefings?
Might
mention
CSX,
but
it's
just
it's
not
getting
any
better,
not
continue,
get
Carlos.
I'm
sure
you
all
get
calls
too,
but
we
just
we
got
to
do
something
other
things
just
a
reminder:
small
business
owners
out
there
if
you've
not
filed
an
application
for
that
PPP,
you
even
know
what
was
distributed
as
I
understand.
A
A
I
just
wanted
to
recognize
a
couple:
businesses
in
Ward,
7,
Dunaway
signs
and
jlc
Gardens.
We
had
a
sign
that
had
been
up
on
the
corner
of
bull
market
Road
and
Shriners
for
many
years,
rotted
landscaping.
It
was
just
an
early
bad
shape
and
Dunaway
signs
donated
and
they're
installing
a
new
sign
tomorrow,
really
nice
and
in
jealousy
Gardens,
which
is
a
million
business
that
opened
up
only
Market
Road.
That's
a
big
nursery
and
they're
doing
all
the
landscaping
for
free
and
put
that
there.
A
So
once
that's
in
place,
yes,
yeah
and
so
they're
doing
this
I'd
like
to
recognize
them.
Second
thing
is
I
wrote
down
the
beach
the
other
day
and
I
know.
This
has
been
brought
up
in
the
past,
but
some
of
those
concrete
benches
are
just
complete
ice,
sores
and
probably
dangerous,
so
they
broke
off
and
and
so
I
don't
know.
If
there's
anything
we
can
do
about
that
or
not,
but
we
maintain
they're.
Just
some
of
them
were
absolutely
terrible
for
Christy.
Do
you
know
when
they're
gonna
start.
D
D
Believe
they
had
a
testing
component
they're
a
hospital,
so
they
carried
all
the
results
back
to
Memorial,
Hospital
and
and
again,
I
want
to
thank
Beverly
Morton
for
helping
us
out
supervisor
Ward
one
supervisor,
yeah
supervisor
district,
one
helping
us
out.
She
bought
the
lunches
for
all
the
armed,
the
workers
and
our
kid
Jones
who
came
out
to
help
us
out
marvelous
job
out
there.
They
want
to
come
back
and
do
it
again
if
we
made
that
done
in
my
area.
D
D
Advice,
among
other
things,
like
diabetes,
other
healthy
issues
that
was
in
the
community,
and
they
they
addressed
those
city
where
they
could
be
helped
in
certain
areas,
things
that
was
clinics
that
won't
do
things
at
a
reduced
cost.
So
they
very
helpful,
as
far
as
on
from
a
health
standpoint
up
everything,
so
I
appreciate
everything
that
you
guys
gave
social
distancing,
have
anyone,
that's
kind
of
monitoring
social
distance
and
well
I.
A
Think
you've
done
a
good
job
in
groups
that
are
stacked
up
together.
You
know,
you
know
they
had
many
arrests
for
less
than
six
feet
away
well,
but
I
think
they
tried
to
give
some
advice.
We
need
to
break
it
up
a
little
bit,
but
yeah
no
place
to
pay
attention.
They've
done
a
good
job,
just
with
the
spirit
of
what
do
I
think
they've
done
a
real.
D
Good
job
right
and
the
reason
I
ask
this:
oppose
we
have
people
who
are
out
there
who,
where
I,
get
calls
from
that's
concerned
about
distancing
at
certain
restaurants.
So
you
know
either
is
that
the
operations
your
operations,
so
that's
something
that
I
need
to
kind
of
look
at
and
see.
If
we
have
someone
available,
I
will.
A
Address
the
chief
has
done
a
good
job
in
Fire
Department
to
with
regard
to
those
kinds
of
things
at
least
I.
Think
there's
been
a
number
of
phone
calls
back
and
forth
about
hey.
We
see
some
folks
having
a
party,
you
know
in
the
ordinance,
but
nine
of
them
right
together
and
I
think
we
have
actually
made
some
calls
for
service
to
to
just
give
them
a
heads
up
on
the
lines
to
is,
for
the
the
health
part
of
it.
Well,
big
part
of
this
open
up.
A
D
Yes
and
I
think
they'd
they've
also
identified
some
some
fan
flu
yeah
but
of
course,
I
think
there
will
become
maybe
about
15
or
20
of
them
that
had
the
flu,
but
not
go
like
19,
which
great
yeah,
but
they
came
out
and
and
and
made
it
accessible.
One
of
them
I
think
we
had
probably
about
15
walk
ups,
which
was
very
good
and
Memorial
was
very
gracious
in.
Heaven
sees
spread
it
out
with
their
social,
distancing
least
ten
feet
apart,
where
they
can
go
out
there
and
minister
to
test
hollowed.
C
Tailgators
to
Paluxy
fed
our
drivers,
I
draw
his
words,
sometimes
12
to
16
17
hours
a
day
and
the
casues
it's
called,
and
they
complain
about
the
debris.
We
know
the
debris
is
there.
We
are
really
really
working
hard
on
getting
the
degree.
The
drop
is
there
five
to
ten
in
the
morning
they
roll
out
about
5:45
because
of
the
noise.
Oh,
it
is
it'll
start
picking
up
to
maybe
six
o'clock
they
come
I
drivers
have
to
take
in
consideration.
Everybody
pays
for
service.
C
We
are
grateful
to
have
the
job
we're
grateful
for
doing
that,
but
we
can't
do
for
our
community
in
each
council
world.
We
know
that
you
get
on
million
phone
calls.
We
get
the
same
amount,
maybe
more
a
day,
but
I
just
came
to
say
that
we
are
gathering
to
do
a
thing
with
as
the
guys
and
some
other
other
or
districts
in
the
computer
and
supervisors
to
feed
the
sanitation
workers.
The
commercials
feature,
the
nurses,
the
doctors
and
everyone
else.
C
If
you
get
the
sanitation
workers,
if
the
sanitation
workers
don't
pick
up
the
trash,
you
pick
up
the
debris
you
have
a
different
pandemic
going
on.
It
makes
it
worse
than
what
you
have
so
we
applaud
the
doctors,
the
nurses,
the
teachers,
the
community.
Will
we
applaud
everybody
for
your
hard
work
and
effort.
We
applaud
your
hard
work
and
effort
because
without
job
we
don't
have
a
job
and
we
are
very
appreciative
for
it,
but
in
the
same
token,
these
are
different
times
doing
different
things.
A
C
The
appreciation,
some
of
them
don't
get
home
to
eat
a
meal
with
the
family,
so
don't
even
get
to
see
their
wives
when
they
get
up
to
go
to
work
and
don't
seem
you
know
home,
don't
get
to
spend
time
with
her.
There
were
six
days
a
week
that
Sunday
at
the
work
in
six
days
a
week,
working
70
to
80
hours
a
week,
you're
dead
time
on
Sunday.
How
do
you
do
as
a
parent
or
a
husband
or
wife
and
be
attentive
to
your
family
and
others
complain?
C
D
C
Galvin
mr.
Tisdale,
my
former
principal
and
mr.
fofo,
if
you
all
like
to
come
together
and
help
us,
we
are
very
appreciated.
We
just
don't
want
to
feel
fee
Pelican
waste
people,
sanitation,
guys
who
want
to
feel
waste
everybody
because
we're
all
doing
together.
If
we
don't
have
a
team,
you
can't
work,
you
got
to
be
a
team,
we
all
for
one
cause.
C
You'll
see
pick
up,
the
debris
pick
up
the
trash
and
it
will
not
get
done
overnight.
It
takes
time
families
a
home.
You've
been
home
for
21
days.
Maybe
longer
you
cleaning
out
your
garages,
your
closets
houses,
tearing
stuff
down
your
digging
up
your
doing
everything
that
you
didn't
have
the
time
to
do.
When
you
work.
C
If
you
was
at
a
regular
work
day,
you
would
not
have
the
time
to
cut
limbs
everything
you're
doing,
but
we're
just
asking
you
just
just
say:
hey
good
job:
okay,
hey
good
job
waste
management,
just
tell
them
to
job
give
them
something
to
say
you
appreciate
cuz
they're,
taking
they're
all
taken
from
their
families,
and
most
of
everybody
is
it
follows
it
appreciate.
A
You
appreciate
you
know
from
they
once
when
she
came
here
your
owner
and
it's
been
very
gracious
and-
and
you
know
we
appreciate
you
down
overwhelmed
with
regard
to
what's
going
on
now.
So
if
you
let
us
know
when,
where
what
to
do
we'll,
be
happy
to
do
those
sales,
persons
and
caring
individuals
for.
A
A
I'll,
say
public
relations
put
out
a
report
that,
even
though
we're
in
this
shelter
at
home,
it's
more
than
shelter
at
home.
Like
you
again,
you
tested
me
over
here.
People
are
not
just
sheltering
there
being
productive
and
they're
doing
things
and
they're
keeping
busy
and
riding
around
my
way
daily
afternoon
and
I
can
tell
you.
The
people
are
walking
and
exercising
and
doing
yard
work
and
they're
connecting
more
so
than
ever.
A
We
talked
a
couple
of
weeks
ago
about
scheduling.
You
know
some
budget
workshop
just
to
see
where
we
are
so
I
just
want
to
make
sure
we
don't
lose
track
of
that
and
where
we
got
a
thousand
things
there,
but
that
needs
to
be
a
priority
that
we
can
kind
of
kind
of
get
an
idea
of
where
our
shortfalls
are
going
to
be.
A
You
know
numbers
like
10
million
or
20
million
I,
don't
know
exactly
where
it's
going
to
be,
but
I
think
it's
important
that
we
know
how
we're
gonna
have
to
adjust
and
kind
of
get
a
pulse
to
that
mayor.
Ya
know
we're
all
on
board
on
that
we're
trying
to
do
some
cash
flow
and
some
you
know
what
F
games
right
now
and
we're
birddog.
You
know
these
things
are
every
week
one
example
which
is
kind
of
surprising.
A
You
know
we
often
a
record
start
in
gaming
and
I
think
for
sales
tax
to
because
I'm
just
reading
the
sales
tax
free
that
we
just
got
distributed
for
large
business,
which
was
only
pretty
much
a
half.
You
know
without
tourists
and
not
for
the
other
things.
I
thought
it
would.
You
know,
but
we
were
as
opposed
to
nineteen
fifty
five
thousand
last
year
we
collected
nine
hundred
and
twelve
thousand
this
year
for
that
March
timeframe.
He
would
shut
down
here.
For
that
March
same
thing,
we
gave
you
revenue.
A
It
was
surprising
the
word
so
yeah
we.
If,
if
we
are
opening,
you
know
Bob
Jean
or
you
know
even
May
15th
things
will
ramp
up,
and
now
you
maybe
70%
of
what
we
projected,
but
those
are
numbers
that
we
can
work
with
and
we'll
be
prepared
for
May
and
to
discuss
what
needs
to
be
done
with
the
budget.
Yeah
we've
got
a
lot
of
discussion
with
dr.
Tisdale
today,
the
graphs
and
some
cushions
and
some
things
that
we
could
manage
this
this
thing,
but
so
far
you
know
we're
we're
not
shaking
so.
A
At
this
point
you
know
it's
like
mr.
Magoo,
maybe
mr.
McGarry,
you
couldn't
say
we
will
every
members
until
you
see
the
April
numbers.
We
don't
really
know
what
the
buggy
is,
that
we
have
to
do.
We
have
to
close,
because,
as
in
there,
between
odd
by
the
end
of
March
rivers,
we're
looking
great
I
mean
our
March
numbers
are
great
at
the
half
your.
A
A
We've
got
two
fire
trucks
for
million
hours.
Well,
they
were
to
be
delivered
in
the
fiscal
year
that
we
in
this
fiscal
year
and
their
budget
in
this
fiscal
year
that
that
delivery
has
been
delayed
now,
so
they
don't
come
to
the
next
fiscal
year.
That's
some
money.
They
were
not
gonna
have
to
pay
out
same
thing
for
a
bucket
truck
that
we're
doing
we
already
were
purchased.
So
the
purchasing
is
being
constructed
for
us
that
we're
doing
lease
purchase
to
push
it
back
into
the
next
year
and
we're
trying
to
get
expenses.
A
We
have
a
hiring
freeze
on
so
we're
doing
that.
We
know
we
can
do
right
now,
but
until
we
see
those
numbers,
we
can't
really
come.
Tell
you
what
big
measure
the
revenue
numbers,
but
there's
some
opportunities.
You
know
even
like
the
I
think
the
federal
government
storing
a
four
point,
something
billion
gallons
of
bowels
of
all
right
now,
because
they
have
a
place
to
store
it.
So,
there's
some
opportunity
for
refinancing
you
to
do
some
of
the
things
that
we
could
do
says.
A
But
we
asked
us
people
that
would
help
us
with
Eduardo
at
the
baseball
part
21
million
dollar
bond
as
well.
At
the
same
time,
we
might
go
to
refinance
both
of
those
this
fall,
so
these
are
all
things
that
working
ease,
but
the
actual
workshop
that
we
need
to
have
with
you.
We
ought
to
be
able
to
do
that
Renate
when,
as
soon
as
we
have
all
for
numbers,
we
can't
really
it
wouldn't
make
sense
to
do
it
before
that,
because
we
don't
know
what
the
bogie
is.
A
The
last
thing.
Lastly,
I
want
to
thank
the
mayor
and
thank
Mike
for
coming
out
for
the
raising
of
the
largest
American
flag
in
the
state
of
Mississippi
I
can't
David
in
Ward
6
mark
Parrish
is
the
owner
of
there
and
I'm
telling
you
he
is
working
his
property.
He
is
burst
of
energy.
You
know
he
has
high
energy
I
think
he
can
keep
up
with
the
mayor
or.
A
Something
but
he
died
on
that
property
is
personally
cleared
most
of
it.
He
he
was
setting
the
cement
in
the
base
of
the
actual
flag
and
if
you
get
a
chance
to
ride
down,
Cedar
Lake
looking
there
and
see
that
property
and
see
that
beautiful
American
flag,
the
largest
in
the
state
of
Mississippi,
that's
flying,
proud
and
flying
at
night.
It's
lit
and
people
on
the
river
get
to
see
it.
A
A
Okay,
if
you
I
just
want
to
know
who's
when
I
tell
my
residents
that
these
guys
are
working
hard,
if
you
guys
are
picking
up
twice
as
much
three
times
as
much
or
even
given
another
half
a
percentage
of
what
it's
more
work
and
I
just
wanna
be
able
to
tell
the
people
that
you
do.
Thank
you
and
appreciate
you
for
coming
today
and
the
hard
work
you
do
and
I
promise.
If
you
keep
picking
up
our
trash,
we'll
keep
making
more.
A
A
A
Lastly,
Jerri
I
know
you
involved
in
an
email
chain
with
the
mayor,
I
think
regarding
the
parking
roughly
at
Street
Live,
a
trio
died,
I
know,
you've
been
out
there
and
you
assess
the
situation
and
well
I
appreciate
your
assessment.
I
was
wondering
if
we
could,
if
it
would
be
appropriate
to
hire
an
unbiased
third
party
August.
A
Obviously
you
have
some
of
our
members
of
our
community.
There
are
tree
enthusiasts
and
I'm
very
upset
about
the
death
of
this
tree
and,
if
you
know,
there's
been
some
some
political
games
we
should
going
on
because,
obviously
we
passed
this
project
you
have
you
West
is
hired
by
the
city
of
Biloxi.
Could
we
hire
a
disinterested
third
party
to
review
it
to
verify
the
earliest
estate?
Since
this
is
their
project?
And
this
is,
you
know
they
didn't
have
to
do
a
lot
of
things
that
we
tried
to
do
together.
A
The
state
has
all
those
two
that
should
be.
You
know
considered
true
and
valid
percent,
confident
that
so
it
gets
to
settle.
You
know
a
few
you
know.
99%
of
the
deal
is
we're
trying
to
settle
one
percent
other
questions,
but
yeah.
Now
we
can
take
a
look
but
I,
don't
know
what
that
will
accomplish,
but
confidence
and.
A
A
A
B
A
A
Think
the
best
way
to
address
this
is
just
to
read.
This
short
narrative
that
was
submitted
by
the
applicant
came
from
mr.
Johnny
fails,
who
is
the
owner
of
165
Gill
Avenue,
and
he
tells
a
little
bit
about
the
history
thomas
FDL
residing
in
pierre
in
mississippi
started
conducting
business
in
Biloxi
around
1880
and
actually
moved
here
in
1892
building
a
home
in
the
south
end
of
Gill
Avenue,
with
a
pier
extending
into
the
Gulf
and
an
artesian.
Well,
it
was
also
one
of
the
first
times
on
the
beach
to
have
electricity.
Mr.
A
Gill
was
a
banker
financier
Neal
trader
and
a
silent
partner
with
the
late
Thomas
J
Rozelle
order
of
Thomas
J
was
a
a
manufacturing
company.
Mr.
Rosell
was
a
friend
of
mr.
Gill,
who
had
also
moved
here
from
Missouri
in
1895
to
start
his
company.
Mr.
Rosell
manufactured
all
of
the
items
needed
for
building
a
house,
and
many
older
homes
in
our
city
had
materials
purchased
from
them,
especially
exterior
trim
used
on
the
Victorian
homes
in
the
various
wheeling
and
dealing
by
mr.
Dale.
A
He
ended
up
owning
all
of
the
land
and
forest
Abney
in
1894.
Mr.
Gale
made
this
land
count
the
gear
subdivision,
a
part
of
Black
Sea
in
1895
may
Tompkins
Gil,
the
son
of
Thomas
Gill
bought
the
lot
at
165
gale
and
sometime
between
then
and
1900.
Both
the
present
house
in
further
research
mr.
fellows
found
that
a
hollow
wmr
who
was
superintendent
for
the
Rosedale
company,
supervised
the
building
of
this
home,
along
with
160
and
170
gale
around
1910
mr.
A
bill
Mahr,
also
built
the
house
called
by
his
name,
but
served
as
our
visitor
center
on
the
board
seat
in
weighing
prior
to
Katrina.
Sadly,
mr.
dill
mr.
Thomas
Gill
died
of
yellow
fever
in
1897,
with
one
of
his
daughters.
Passing
a
month
later,
with
the
passing
of
late
years,
father
and
sister,
he
decided
to
leave
Biloxi
and
sold
the
house
to
his
father's
old
partner.
Mr.
Rosell,
on
October,
the
12th
of
1904
mr.
fellows,
was
unable
to
trace
what
happened
to
the
home
after
1904,
but
as
interest.
Mr.
A
Rosell
was
instrumental
in
building
the
first
West
End
fire
hose
firehouse,
and
he
served
as
mayor
of
lexie
in
1989
and
again
in
1910.
Also
of
interest.
Thomas
Beale
was
the
one
who
built
the
train
station
that
used
to
be
on
Gill
Avenir,
because
he
wanted
the
train
to
stop
there
for
him.
While
doing
this
research.
Mr.
Foyle's
found
it
truly
amazing
how
much
history
there
was
in
Biloxi
and
all
of
the
various
people
are
characters
who
helped
build
our
city.
A
I'm,
not
sure
if
you
have
a
picture
of
the
house
in
your
in
your
packet,
but
this
is
the
house
that
we're
talking
about
it's
165
deal
it's
south
of
Irish
you
on
the
west
side
and
he
did
a
tremendous
job
with
store
in
this
house
and
I'll
pass
it
around.
So
the
junket,
but
it
clearly
deserves
to
be
a
landmark
of
Alexi
Denmark
and
the
ahr
city
actually
voted
to
approve
it.
D
A
A
Just
wasting
time
the
garden
is
going
to
do,
I
mean
Santa,
publicly
yeah
hi.
Mr.
lorry's,
your
contention
is
noted
to
say
that
the
ship
sailed
way
way
in
this
hearing
right
now.
Next
next
landmark
will
address
this
issue.
I,
don't
disagree
with
you
you're
right!
This
is
the
first
time
we've
voices
one
or
two
times.
We've
done
this
before
that
we've
passed
and
many
of
them
without
these
hearings.
Yes,
other
any
other
questions
for
mr.
criolla
on
behalf
of
the
property
they
made
urban
areas
landlord.
D
A
A
A
Mic
ketone,
sir.
She
was
talking
about
organization
of
funding
for
the
copier
downstairs.
He
said
that
there
was
a
resolution,
but
he
gave
us
some
history
about
that.
I,
don't
see
agenda
repairs.
Our
problem
was
solved.
We
were
we
were
it's
water
under
the
bridge
right
now
that
everything
solved
that
we
got
a
big
copier
upstairs
we
got
a
big
copier
downstairs
and
for
my
standing
is,
is
that
the
copy
downstairs
is
been
100%
on
the
Paluxy
councils,
a
gianna
budget.
That
was
the
plan.
A
D
A
D
A
Second,
do
I
have
a
motion
to
recess
its
motion
about
that?
Second,
my
face
guides
all
in
favor.
Mr.
president,
before
he
actually
mean
that
the
conclusion
of
captain
Schultz,
who
was
a
renowned
boat
builder
for
the
city
of
Biloxi
and
the
Gulf
Coast,
could
we
add
that
yeah?
That's?
If
that's
a
motion,
can
he
add
second,
that
I'm
sure
most
of
this
board
so
we'll
name
the
motion
to
closing.
