A
B
To
our
policy
agenda,
we're
removing
4-f
resolution
rescinding
resolution
in
support
of
legislation
for
low
speed
vehicles,
we're
removing
4g
resolution
in
support
of
private
legislation
for
same
to
our
consent
agenda.
We're
substituting
5
double
a
the
exhibit
we're
adding
the
exhibit
to
that
and
we're
also
adding
five
double
f
resolution
to
approve
fuel
access
services
for
use
by
city.
C
Welcome
welcome
everyone
here
today
and
and
really
don't
have
a
lot
to
report
on
other
than
you
know,
we're
plugging
away
with
getting
things
done
as
far
as
recovery
of
zeta
expenses,
as
well
as
covered,
had
a
couple
of
conversations
with
some
of
the
council
regarding
covet
and
things
that
are
needed
to
be
done,
and
I
think
one
one
number
that
we
continue
to
monitor
is
is
hospitalizations,
and
I
think
you
know
we're
all
been
touched
by
kovan
now,
more
than
ever,
and
it's
it
it's
it's
the
top
of
the
list
and
everything
I
think
the
governor
and
some
of
the
things
that
were
moved
on
with
regard
to
coliseum
and
the
ability
to
get
these
vaccinations
out
is
a
pretty
good
deal
and,
and
I'm
thinking
we
plug
away
three
good
months
four
good
months.
C
I
think
this
will
be
behind
us
and
or
at
least
going
on
a
spiral
where
we
can
plan
to
get
back
to
normal.
Even
these
council
meetings.
I
think
we
had
talked
about
limiting
if
you
have
business
at
the
council
meeting
being
here.
Otherwise,
the
youtube
channel
and
the
the
join
it
and
listening
to
the
meetings
we
have
on
the
internet
is
a
big
positive
thing,
but
to
limit
our
exposure
in
our
family
and
friends
and
loved
ones.
C
We
need
that's
utmost
in
our
you
know
in
our
minds
to
let's
get
this
thing
back
to
normal.
It's
going
to
take
everybody
cooperating
both
in
doing
business
and
and
just
taking
care
of
one
another.
So
the
mask
and
those
kinds
of
things
are
still
high
on
our
agenda
and
you
know
we're
we're
prayerful
and
hopeful
that
we'll
get
this
thing
behind
us
sooner
than
later.
C
C
D
If
I
could
request
that
we
take
up,
we
had
table
the
fireworks
ordinance
last
time
since
you
were
not
here
and
if
we
could
just
be
sure
it's
on
next
week's
agenda,
so
we
can
take
it
up
again
and
deal
with
that
issue.
Also,
I'd
like
to
thank
jonathan
kaiser
is
in
the
audience
today
and
he's
the
rpr,
which
is
the
project
representative.
I
can't
remember
I
can
never
remember
what
the
first
r
stands
for,
but
anyway
he
oversees
or
manages.
D
D
It's
on
the
agenda
today
and-
and
he
was
he
did-
a
terrific
job
was
at
any
ward,
5
meeting
that
I
requested.
I
think
his
one
of
his
primary
responsibilities
was
the
traffic
plan
for
events
the
last
couple
of
years,
which
would
age
anybody.
I
guarantee
you,
but
he
was
always
very
supportive
and
and
always
shared
information
and
took
questions.
D
I
don't
know
if
the
administration
I've
mentioned
this
before
at
some
point.
I
I
really
think
we
need
to
schedule
a
workshop
with
the
department
of
revenue
dealing
with
short-term
rentals.
They
had,
they
had
made
the
offer
that
they
would
do
that
and
whenever
that
might
be
lined
up,
and
I'm
thinking
primarily
for
realtors
realtor
associations
and
anybody
in
the
general
public
who's
considering
operating
short-term
rental.
D
So
they
understand
what
all
the
implications
are,
particularly
on
taxes
and
fees
and
so
forth,
and
the
documentation
that's
required
and,
as
I
said,
it'd
be
great
if
it
was
recorded
by
public
affairs
or
or
somebody
just
so
that
that
video
would
always
be
available.
And
mr
kruger
there's
a
discussion
on
the
planning
commission.
Is
it
a
workshop
on?
Doesn't
it
relate
to
short-term
rentals
this
thursday.
D
Right
and
that's
agricultural
agricultural
restricted
where
it's
forbidden
and
I
think
the
limited
business.
So
but
that's
this
thursday
at
the
planning
commission
meeting
right
and
it's
it's
a
workshop,
but
I'm
just
thinking
that
would
be
very
helpful
and
if
they're
willing,
if
the
department
of
revenue
is
willing
to
offer
that
at
no
cost.
We.
F
D
Take
advantage
of
that,
I
think
it's
to
everybody's
benefit.
The
last
thing
is
I've
noticed
on
facebook,
particularly,
but
I've
had
a
couple
of
questions
from
folks
or
a
question
from
folks.
They
go
out
to
dine
at
a
restaurant,
and
employees
are
not
masked
some
or
all
of
the
employees
aren't
masked
or
the
patrons
who
come
in
aren't
masked,
and
I
know
the
governor's
mass
mandate
has
been
extended
and,
as
as
I
recall,
the
governor
said
it's
pretty
much
the
local
authority's
responsibility
to
enforce
this
mandate.
D
C
C
E
G
It
community
development,
or
is
it
the
police?
You
have
to
follow
the
trail
back
to
how
enforcement
would
take
place.
I
mean
community
development
would
come
in.
Would
they?
What
would
they
do?
Give
a
give
a
ticket
to
the
restaurant
that
wouldn't
make
do
anything
to
the
people
or
would
the
police
come
in
and
give
them
a
ticket
for
doing
what
for
violating
what
law?
It's
a
it's
a
troubling
problem.
We
have
it
really.
G
The
answer
really
starts
with
the
person
who's
upset
about
not
seeing
masks
in
the
restaurant
saying
such
to
the
restaurant
owner
or
to
whoever
the
server
is,
but
if
they
feel
like
they've
got
a
they
need
us
to
enforce
it.
The
answer
really
is
the
police
department,
but
you
know
we're
kind
of
we're
kind
of
busy
to
be
enforcing
mass
rules.
C
It's
almost
in
the
same
vein
with
the
11
o'clock
alcohol
served.
I
mean
it
really
has
put
a
crunch
on
what
we
can
do
or
who
will
do
the
things
you
know.
We
know
there's
mandates
with
the
alcohol
and
in
bars
and
as
well
as
you
know,
mask
but
we're,
depending
on
people
who
cooperate
and
use
common
sense
to
to
help.
C
We
just
got
to
hang
tight
with
the
what
we're
doing
for
another
four
or
five
months,
and
I
think
things
will
relax,
but
we
there
is
a
definitely
an
issue
on
how
we
can
you
know,
enforce
or
encourage
more
than
encourage.
I
guess
the
use
of
these
masks.
You
know
by
your
employees
and
folks
that
are
coming
in
and
out
of
your
restaurant.
G
It's
if
it's
a
dining
time
where,
after
after
hours
a
call
to
community
development
won't
help
other
than
they'll
go
back
at
some
later
date
or
later
time.
I
call
the
police
department,
I
would
say
the
police
department
would
be
happy
to
respond
if
they
not
otherwise
occupied
somewhere
else,
doing
something
more
important.
H
F
H
D
D
D
We
can't
do
much
about
contact
tracing,
we
do
what
we
can
with
the
city
employees,
but
it
costs
you
nothing
to
wear
our
mask
to
protect
yourself
or
others,
and
it
just
seems
like
if,
if
we
leave
everybody
up
to
you,
leave
it
up
to
their
good
sense
and
their
acumen
is
business
people.
D
We
don't
see
that
happening
now
and
nothing's
going
to
change
unless
there
is
some
sort
of
consequence
or
follow-through,
and
it
may
be.
I
think
that
the
business
owner
is
ultimately
responsible
if
his
or
her
employees
aren't
massed.
I
I
don't
dine
out
much
these
days
if
at
all
most
folks-
probably
don't
I
would
assume,
but
if
you're
out
there,
I
think
you
should
be
masked.
That's
why
the
governor
has
a
mandate.
The
governor
has
punted
the
ball
to
us.
D
I
think
we
need
to
come
up
with
some
sort
of
response
or
procedure
that
if
this
is
the
case,
here's
who
you
contact
now
as
to
what
what
the
consequence
is.
I
don't
know
if
that's
something
we
have
to
discuss.
I
don't
know
if
that's
something
already
on
the
books,
it
may
be
nothing
more
than
a
warning
and
the
next
time
there's
got
to
be
a
consequence,
because
there's
always
somebody
who's
going
to
push
the
envelope.
D
J
Mike
back
to
the
debris,
the
people
who
has
piled
down,
they
have
to
call
in
addresses
or
they're
going
to
sweep
streets
again
like
say,
wilkes
avenue,
howard
avenue,
or
we
have
to
just
call
in
certain
numbers
if
they
have
debris
in
front
of
it.
But.
G
Public
works
department
to
the
community
to
the
the
call
number
that
we
advertise
in
the
be
mail
in
the
b
news.
That
would
be
the
place
to
call
and
they
will
contact
the
contractor.
If
it's
a
contractor
issue
or
if
it's
a
it's
a
biloxi
municipal
issue,
then
we'll
have
to
deal
with
it
ourselves
I
mean
last
last
week
we
picked
up
hundreds
of
tires.
G
Now
I
can't
ask
the
contractor
to
pick
those
up.
Those
calls
come
in.
We
we
see
the
tires
or
people
call
us
about
them,
so
the
the
play,
if
you
I
I've
I've
sent
to
each
of
you
the
key
that
the
list
of
the
the
three
piles
that
we
know
still
exist
and
we're
going
after
those.
If
you
see
other
debris
or
some
in
your
constituents,
see
other
debris,
have
them
call
that
number
it's
it's
the
it's
the
number
that
answers
in
public
works.
G
G
C
G
C
Me,
let
me
repeat
that
number
talking
about
tires,
you
know
every
weekly
directors
meet.
We
have
a
reporting
bill
that
provides
usually
50
to
80
tires.
The
last
monday
meeting
was
a
550-something
tires
that
they
picked
up.
It's
a
lot
of
tires,
so
you
know
and
that's
just
typical
of
what
we're
we're
facing.
But
you
know
that's,
you
know.
Usually
that's
it's
a
whole
year's
worth
of
tires
mostly,
but
this
happened
in
one
week.
G
If
I
had
one
thing
to
add
to
the
budget
next
year
for
public
works,
it
would
be
to
put
at
least
one
additional
truck
on
the
street
that,
with
a
grapple
that
go
around
and
pick
stuff
up,
because
otherwise
we're
gonna
start
looking
pretty
junky.
I
think.
J
K
J
Let
people
know
what
we're
doing
it's
not
going
to
stop
we'll
still
clean
it
up.
It'll
just
be
block
seat
and
pelican
weights.
Can
we
pay
to
do
this?
You
know
I'm
I'm
with
paul
on
the
short
term
move
I
mean
we
need
to
have
some
type
of
meeting
and
I'll.
Tell
you
why?
Because
the
blocks
are
still
not
getting
the
money,
should
we
get
from
these
things?
They
might
pay
any
short-term
loans.
They
live
somewhere
else.
They
file
there
we're
not
receiving
the
money.
J
We
if
we're
going
to
do
short-term
meals,
then
bless
them
need
to
at
least
receive
the
money
that
they're
supposed
to
be
getting
and
right
now
we're
not
getting
they
fight
for
everything
we
do.
If
people
have
offices
in
florida
wherever
they
are,
they
live
in
north
carolina
that
stuff
fouled
there
they're
not
fouled
in
mississippi
and
that's
the
problem
we
haven't.
J
L
Mr
mike
neil
schaefer's
group
want
to
give
them
kudos.
They
did
a
great
job
coming
out
to
north
country
cup
lane
and
cleaning
up
the
piles
of
debris.
When
we
called
them,
they
were
johnny
on
the
spot.
So
to
speak.
I
guess
29
2309,
mr
creel
on
north
country
club
lane.
M
M
Well,
once
you
once,
you
call
it
into
us,
you
know
we'll
go
out
there
and
check
it.
If
there's
a
structure
there,
that's
dilapidated,
then
we'll
get
a
case
started
on
it.
If
the
there's
trash
and
debris
in
the
yard
we'll
start
a
case
on
both
of
them
at
the
same
time,
if
it's
something
where
we're
dealing
with
an
owner
that
we
can't
get
any
response
from
instead
of
trying
to
work
it
through
court,
we'll
just
bring
it
to
the
city
council
and
get
a
resolution.
M
L
There
you
know
talking
to
her
I've
spoken
with
her
a
couple
of
times:
really
nice
she's
elderly.
I
think
she
just
can't
maintain
the
property
and
I
don't
want
to
throw
her
under
the
bus.
But
if
you
go
out,
it's
just
it's
deteriorated
over
time,
the
the
quality
maintenance
of
that
property-
and
I
don't
know
luckily
for
me
in
my
ward-
we
have
great
residents-
and
I
haven't
had
to
face
this-
the
situation,
but
this
one,
I
think,
does
need
some
attention.
We've.
M
L
Okay,
last
but
not
least,
where
do
we
stand
on
the
issue
with
boats,
rvs
and
things
like
that
in
front
of
homes?
I
know
we've
wrestled
with
this
this
ordinance
for
a
long
time,
but
I
don't
recall
what
our
resolution
was.
If
we
ever
came
to
a
resolution
on
it,
it.
L
So,
where
what
what
are
we
doing
anything
with
regard
to
boats
in
yards?
Are
we
just
now?
Our
code
office
is
just
excuse
me
code
officers,
just
not
addressing
that.
Well,.
M
It
depends,
you
know
the
reason
we
brought
it
before
the
council
before
was
because
we
had
conflicting
sections
in
the
ordinance
and
we
were
trying
to
get
that
resolved.
M
L
M
And
we
have
a
lot
of
people
that
have
cars
that
you
know
one
day,
I'm
going
to
restore
that
car
and
what
we
tell
them
is
all
right,
pull
it
around
to
the
back
of
the
house
and
cover
it
with
a
cover
until
that
day,
just
get
it
out
of
public
view,
and
a
lot
of
them
do
that,
but
wrecked
partially
dismantled,
obviously
jacked
or
flat
tires
are
usually
the
things
that
we
will
write.
A
okay
joint
vehicle
up
or
are
abandoned.
That's
another
word
in
the
ordinance.
J
Of
course,
the
power
we
had
before
with
the
rvs
was
we
had
to
stop
people
from
living
in
them.
They
parked
them
in
the
front
yard.
It
was
written,
short-term
wheels
again.
That
was
the
problem.
We
had
were
not
parking
them
so
much
in
their
yard,
as
people
had
them
plugged
in
and
we
use
a
lot
of
them
and
that's
what
we
got
on
put
it
that's
what
they
should
have
been
doing.
M
Right
and
we
and
listen
if
there's
somebody
living
in
an
rv,
whether
it's
in
the
front
yard
or
the
backyard,
we
write
it
up,
yeah,
we
you
can't
live
in
it.
You
know
we
have
to
monitor
it,
sometimes
because
a
neighbor
will
call
in
and
say
that
they've
got
it
plugged
up.
Well,
we
go
out
there
and
there's
nobody
living
in
it.
They've
just
got
it
plugged
up
because
they're
going
out
of
town
into
that
weekend
and
they
want
to
get
the
air
checked,
air
conditioning
and
everything
else.
M
J
M
Well,
it
depends
anything
up
to
the
court
date.
The
judge
allows
me
to
either
cancel
it
or
to
extend
it.
If
the
people
are
working
with
us
now
we
we
do
not
cancel
court
cases.
If
the
person
is
is
working
with
us,
I
mean
we'll
give
him
an
extension
which
she's
allowed
that
to
happen.
I
had
that
conversation
with
her
before
she
took
over
because
the
previous
judge,
if
we
had
a
case-
and
it
was
within
a
week
of
the
court
date-
judge
wilson-
would
not
let
us
intervene
at
all.
M
They
had
to
go
to
court.
They
had
to
go
through
him
to
get
it
delayed
or
whatever,
but
judge
ready
said
that
if
the,
if
the
issue
is
resolved,
if
the
people
have
resolved
the
case
even
up
to
court
time
that
we
have
the
right
to
not
dismiss
it,
but
to
let
them
know
that
you
know
they
don't
have
to
appear
for
court
now,
she
will
still
fine
them
for
either
either.
Failure
to
appear
or
she'll
find
them
for
court
costs,
which
is
what
we've
really
been
doing.
M
M
Well,
what
happens,
then,
is
that
she
will
try
them
in
absentia
and
go
ahead
and
find
them
if,
if
we're,
if
we
can
show
that
they
actually
were
notified
and
that
they
refused
to
accept
the
notification
or
whatever,
then
if
they
don't
show
up,
then
she'll
go
ahead
and
have
a
trial
in
absentia
and
find
them
based
on
that,
and
we've
done
that
many
times
all
right.
Thank
you.
N
Yeah
I
just
want
to
come
in
a
little
bit
on
the
garbage
pickup.
I
gave
a
list.
I
pretty
much
got
mostly
everything,
so
I
want
to
thank
them
for
going
through
the
community,
not
only
once,
but
at
least
twice.
N
N
And
the
other
thing
I
would
like
is
on
braun
street
in
biloxi
to
check
on
speed
bumps.
I
had
a
couple
of
complaints
about
speeders
running
through
there
and
they
have
a
lot
of
children
and
if
they
could
possibly
look
at
the
idea
of
having
speed
bumps
put
in
that
area.
What's.
N
Braun
b-r-a-u-n
braun
street,
that's
in
the
hope,
6
area,
and
there
are
a
lot
of
children
in
that
area,
so
just
want
to
have
that,
and
also
thank
the
chief
for
including
me
and
giving
me
updates
on
friday's
county
issue,
so
make
sure
tell
them
thank
you
in
that
area
and
other
than
that
the
striping
on
division
street
looks
good.
It
looks
like
it's
pretty
much
about
done,
so
I
want
to
thank
the
mayor
walt
for
hitting
that
and
have
a
few
more
fencing
issues
I'll
get
reward
on
that.
A
All
right,
let
just
have
a
couple
of
things
on
the
garbage
pickup
that
ends
this
friday
correct.
A
All
right
on
jerry
on
tiffany
lane
right
there
on
the
corner.
You
know
we
had
discussed.
He
come
in
and
cleared
all
that
out,
I'm
getting
multiple
complaints.
Still
a
lot
of
that
stuff
is
still
on
the
road.
And
how
long
does
he
have
to
pick
that
up?
He
was
in
court
last
week.
Okay,.
M
They
agreed
to
get
it
out
of
there.
That's
the
agreement
that
he
made
with
the
judge.
Okay,
is
that
they
would
go
ahead
and
remove
it,
especially
from
the
ditches
they
had
had
a
burn
permit
to
burn
some
of
the
debris
on
the
site,
but
when
they
started
burning
it
they
exceeded
the
level
of
what
the
fire
department
had
approved
and
they
started
getting
complaints
from
the
neighbors.
So
they
had
to
stop
the
burn
out
there,
but
both
the
owner
and
the
contractor
were
in
court
last
week
and
they've
agreed
to
get
it
out.
A
C
E
My
name
is
david
polanco,
and
last
year
I
bought
a
duplex
on
st
peter
street
and
so
far
I
put
probably
50
000
into
the
house
because
it
had
been
sitting
and
it
was
dilapidated
since
katrina
hit.
So
I
mean
literally,
the
top
was
kind
of
falling
apart
so
rebuilt.
It
done
a
lot
of
work
to
it
and
spent
a
lot
of
money
on
local
businesses.
I
know
they
heard
that
you
know
none
of
that
money
comes
to
biloxi,
but
I
have
been
considering
short-term
rentals.
E
If
I
was
able
to
do
a
short-term
rental,
it
would
be
agreeable
to
do
some
sort
of
additional
tax
for
the
short-term
rental.
I
mean
you
have
two
completely
different
rental
markets
between
short-term
models
and
the
casinos,
and
so
you
know
you've
a
completely
different
type
of
person
going
from
one
to
the
other
long-term
rentals.
E
The
problem
that
I
have
with
that
is
you
get
people
with
broken
down
cars
hoarding
all
kinds
of
other
issues
where
they're
not
reporting
problems
with
the
house,
and
so
you
don't
get
a
chance
to
actually
get
in
there
and
fix
these
issues,
whereas
on
a
short-term
rental,
it
would
be
maintained
between
everybody's
visit,
so
118
st
peter
is
like
one
lot
away
from
the
beach
super
close
to
the
beach.
I
would
love
to
do
more
work
to
it,
but
I
might
just
sell
it
so
you
know.
E
What
I
don't
want
is
something
that
is
just
going
to
be
dilapidated
or
not
maintained
by
my
tenant,
who
would
be
taking
care
of
the
yard
and
everything
else,
but
I've
hired
local
contractors
for
all
of
the
work
that
I've
done,
and
so
it
is
putting
money
into
the
economy
to
do
this,
and
for
me
it's
an
advantage,
I'm
from
california
originally
because
you
know,
if
I'm
spending
money
in
biloxi.
E
I
would
much
rather
my
taxes
go
to
you
guys
instead
of
governor
newsom,
and
so
that's
that
is
a
common
theme
that
you're
hearing
from
people
from
california.
So
I
love
this
place,
love
coming
out
here
and
I
would
love
to
do
more,
and
so,
if
there
was
a
short-term
rental
opportunity,
that
would
give
me
a
reason.
A
O
My
name
is
james
foster,
I'm
here
today
applying
for
the
short
term
rental
on
beach
boulevard,
1502
I've
been
operating
short-term
rentals
for
seven
years
in
the
city
of
biloxi,
and
the
only
thing
that
comes
out
of
it
everything's
positive
I've
never
had
problems
with
people
renting
my
house
and
the
police
being
called.
O
I've
never
had
anything
like
that
and
as
far
as
the
taxes
I
manage
it
myself
and
on
the
state
tax
commission.
When
you
sign
up,
you
have
to
put
the
business
address
on
there.
So
when
it
says
briarfield
avenue,
biloxi
mississippi
that
money
goes
straight
to
biloxi
in
2019
airbnb
just
released
that
they
paid
the
state
of
mississippi
because
they
pay
it.
For
us,
it
was
over
a
million
dollars.
O
And,
like
I
said,
I've
been
doing
it
seven
years,
they're,
definitely
a
market
for
this
in
biloxi.
It
gives
tourists
a
different
option,
a
lot
of
my
vacation
people.
They
want
a
bigger
house.
That's
why
I
went
with
the
beachfront
house,
because
a
lot
of
them
want
the
bigger
house.
They
want
a
lot
of
them.
I've
had
them
come
from
dallas
detroit
chicago
atlanta
and
they
would
come
meet
at
my
house
and
it
might
be
seven
to
ten
people
staying
there,
but
they
they
can't
do
that
at
a
hotel.
O
They
want
to
be
together,
sometimes
it's
grandma
and
grandpa,
paying
for
it
all
to
get
the
kids
all
together
and
the
grandkids
together,
and
but
it's
been
very
good
and
the
only
other
thing
white
lighthouse,
pier
the
park-
I
own,
a
jet
ski
rental
right
there
and
I
know
this
summer's
coming.
I
mean
it
looks
I'm
sitting
there
looking
at
that,
and
it
really
looks
bad
down
there.
Those
balls
are
just
laying
everywhere
you
got
light
poles
laying
over
and
when
the
tourists
come.
I've
been
dealing
with
tourists
for
40
years
of
my
life.
O
We
really
need
to
get
down
there
and
get
that
lighthouse
park,
cleaned
up,
there's
still
washouts
in
it,
and
when
you
did
the
new
parking
arrangements
down
there,
they
put
up
the
fancy
little
posts
with
the
ropes
on
them,
and
people
ran
them
over
over
time
and
that's
the
bad
thing
about
doing
stuff
like
that.
You
have
to
maintain
it
and.
I
Okay,
all
right,
my
name
is
tony
wallace.
I
was
here
last
city
council
meeting
and
you
know
I'm
pleading
again
with
you
guys
about.
Basically,
there
has
been
some
misinformation
about
the
situation.
That's
going
on
at
the
snyder
gym
that
I've
been
using
for
over
15
years
and
schneider.
Jim
has
been
a
great
asset
to
me
and
several
friends
involved
in
this
non-profit
and
I
have
been
falsely
accused
of
by
someone
at
the
snyder
gym.
I
That's
been
communicating
with
people
up
here,
saying
that
I'm
getting
paid
using
this
community
gym
and
using
that
excuse
with
no
proof
to
eliminate,
eliminate
me
from
using
the
gym
for
free.
I
use
this
gym
for
my
church,
which
is
first
missionary
baptist
church
in
gulfport,
and
I've
used
this
church
with
kids
that
when
I
run
basketball
camps
and
then
when
it's
off
season,
I
use
these
same
kids.
I
use
that
same
gym
with
these
kids,
but
for
some
reason
it
has
been
misconstrued.
I
I
thought
I
had
a
great
conversation
with
the
city
attorney
about
how
to
alleviate
this
issue,
but
for
some
reason
I
cannot
get
in
contact
with
sherry
bell
to
get
her
to
point
out
who
is
saying
that
I'm
getting
paid
when
I'm
clearly
not
and
have
never
gotten
paid
for
doing
it
and
they're
using
that
to
to
say
that
I'm
a
personal
trainer
and
and
getting
paid.
Therefore
you
can't
do
it.
This
rule
just
came
up
out
of
nowhere
for
15
years
I've
been
using
this
gym,
and
now
I
can't
get
an
answer.
It's
just!
I
I
No
one
can
come
in
there
unless
it's
the
father
or
the
mother,
but
if
I
take
the
kid
and
say
shoot
like
steph
curry
and
not
lonzo
ball,
it's
not
allowed
you
understand.
So
I
can't
understand.
I
don't
understand
why
this
issue
has
came
up
and
I'm
willing
to
talk
to
anyone
about
the
details
of
this
situation.
So
we
get
to
the
bottom
of
it.
I
just
can't
figure
it
out.
You
know-
and
I
believe
it's
personal
and
the
fourth
thought
of
this
rule
not
only
applies
in
the
snyder
gym.
I
It
also
applied
to
soccer
field,
the
baseball
field,
the
tennis
court,
if
you
can't
do
it
at
the
snyder
train
somebody
how
to
swing
the
tennis
racquet
properly
or
the
baseball
bat.
That
means
you.
That
means
you
can't
do
it
at
the
snyder
gym
teaching
the
kid
how
to
shoot
the
basketball
they
didn't
think
it
through,
and
it's
absolutely
personal,
and
I
would
I
would
please
ask
y'all
to
figure
this
out.
A
Thank
you.
Is
there
anyone
else
on
the
left,
the
right
or
the
back
of
the
room?
Who
would
like
to
make
any
comments?
Okay,
all
right,
there's!
No
one
else!
Citizens
comments
are
closed.
We'll
now
move
to
the
policy
agenda.
A
Yeah
I
was,
I
was
out
whenever
this
was
right,
so
that
was
good
for.
J
A
I
do
have
a
couple
of
questions.
I
went
to
the
public
hearing
at
the
the
code
office.
I
do
have
a
couple
questions
and
this
isn't
necessarily
just
about
this
property.
But
what
happens
if
we
re-zone
a
piece
of
property
and
that
pro
the
project
that
it's
being
rezoned
for
never
happens?.
M
No,
the
state
law
you
know
requires
that
when
you
change
zoning
that
there's
a
change
in
the
character,
the
neighborhood,
a
public
need
or
a
mistake
in
the
original
zoning.
Okay,
when
you
change
zoning
you're
attesting
to
the
fact
that
one
of
those
has
occurred,
you
can't
zone
a
piece
of
property
with
a
time
limit
on
it
and
then
try
to
change
it
back
because
that's
considered
contract
zoning,
that's
illegal!
Okay,.
A
All
right,
my
other
question
for
mr
joan
mr
jones
right,
yes,
is
how
far
off
of
shriner
boulevard
are
the
homes
going
to
be.
K
A
Feet
a
thousand
feet
and
the
woods
in
front
of
that
y'all
aren't
purchasing
that,
so
it
would
not
be
seen
from
the
road
at
all
at
all.
Okay.
What
about
the
back
side?
I
know
that
there's
only
one
entrance
and
that
entrance,
if
I'm
correct,
will
not
be
utilized
it'll,
be
on
knoxbox,
correct
and
only
for
emergency
situations.
Is
that
correct
that.
K
So
on
three
sides:
there's
about
a
buffer
for
a
thousand
feet
or
so
on
the
north
west
corner.
It
gets
a
little
bit
closer
to
those
residences,
but
most
of
them
have
their
houses
really
close
to
jim
bird,
so
even
between
their
house
and
our
house
is
four
or
five
hundred
feet.
I
would
say:
okay,
I
think
yeah,
it's
just
that.
K
The
only
part
that
even
comes
close
to
any
homes
is
the
northwest
section
that,
where
the
blue
lines
kind
of
intersect
right,
there
there's
a
couple
houses
right
in
that
area,
but
everything
else
is
at
least
a
thousand
feet,
basically
from
any
road
or
major
artery.
Okay,.
A
All
right,
so
basically,
you
won't
be
able
to
see
this
subdivision
unless
you're
in
it.
That's
right,
okay,
all
right!
So
that's
that's
the
only
question
I
had
at
this
time.
Once
the
plaque
comes
up,
you
know,
depending
on
drainage
and
things
we
may
have
to
make
some
adjustments
or
you
know,
address
some
requests,
but
that's
that's
all
I
have
for
now.
Of
course,.
A
A
A
Well,
this
is
just
to
if
this
is
just
to
we're
required
by
law
to
set
the
pay
for
the
incoming
administration
and
the
council,
and
I
know
there
was
some
confusion
on
facebook
about
this,
but
it's
my
understanding
that
everything
is
just
remaining
the
same.
We're
just
basically
voting
to
keep
everything
like
it
is
correct.
Yeah.
Any
other
discussion
call
for
the
question
all
in
favor.
B
J
P
This
was
this
is
a
change
that
was
made
in
response
to
councilman
deming's
point
about
giving
some
sort
of
appeal
process
to
someone.
That's
not
satisfied
at
the
hearing
and
we've
added
that
paragraph
six.
That's
the
change.
That's
been
made
to
state.
If
someone
is
not
satisfied,
they
could
utilize
the
appeal
process.
That's
that's!
Provided
by
statute.
J
Until
you
took
care
of
the
request
by
robert
demi,
that's
correct
all
right.
You
pleased
with
it.
L
Yeah,
it's
exactly
what
I
was
looking
for.
What
do
you
mind
if
I
ask
another
question.
E
L
Right,
the
only
other
question
I
have
now
that
we
have
the
the
appeal
process
in
there
is
the
notice
requirement.
I
noticed
that
it
requires
the
debtor
to
inform
the
city
that
they
would
request
a
hearing.
Now.
Do
we
have
a
copy
of
the
form?
That's
actually
going
to
be
mailed?
P
L
L
L
A
Second,
all
right,
second
by
ms
newman,
any
discussion
all
right,
jerry,
the
only
this
is
just
basically
taking
a
large
piece
of
property
splitting
it
up
three
ways:
right
all
right
call
for
the
question,
all
in
favor,
six
to
zero.
C
Basically,
mike
mentioned
the
three
million
dollars
we'll
actually
pull
down
three
million
dollars
as
we
pay
the
contractors
and
expenses
of
zeta
cleanup
draw
down,
pay
the
the
vendor
submit
that
that
pay
app
to
meema
fema
and
pay
that
part
of
the
back.
When
we
get
reimbursed
it's
a
you
know
could
be
four
five
six
seven
month
project,
but
you
know
process
to
get
it
back,
but
we'll
do
it
almost
like
our
female
projects
for
north.
You
pay
the
vendor,
you
get
the
cancer
check,
submit
it
don.
C
You
will
submit
that
for
reimbursement
as
it
comes
back,
we
pay
down
that
line
of
credit.
I
don't
don't
expect
10
million,
we
just
10
million
as
a
number,
but
you
know
again
the
biggest
hit
you're
going
to
see
about
3.45
million
as
far
as
debris,
cleanup
poseta,
but
there's
a
number
of
other
things
that
we've
done
that
will
be
used,
we're
not
going
to
tap
our
cash
flow.
This
is
going
to
be
as
in
business.
C
You
know
line
of
credit
use
it
where
you
need
it,
so
we
won't
be
concerned
with
cash
flow,
except
for
the
you
know,
and
the
interest
was
less
than
a
percent.
So
I
think
it
was
like
six
point:
six
eight.
It
was
an
unbelievable
number,
so
the
only
thing
that
will
incur
again
most
of
the
zeta
projects
will
be
75,
fema,
25,
12.5
percent
mima
and
the
rest
of
us.
I
think,
that's
correct
in
in
in
the
distribution.
C
So
that's
what
we're
planning
on
how
we'll
we
will
recover
and
pay
the
vendors
that
have
been
cleaning
up
for
zeta.
So.
C
Basically,
the
money
will
be
drawn,
you
know
drawn
down
by
docket
by
docket,
okay
and
so
we'll
pay
that
docket
related
to
zeta
expenses
submit
that
after
the
checks
have
been
run
back
and
then
apply
for
the
reimbursement
through
miami,
then
fema.
So
if
you
don't
use.
C
D
So,
in
reading
this,
by
understanding
correctly,
these
are
this
will
be
used
to
put
to
pay
hurricane
data
related
expenses.
Only
right,
that's
it,
you
might
use
10
million.
You
may.
C
Not
use
10
million
yeah,
I
don't
expect
10
million
10
is
a
good
round
number,
but
basically.
A
Thank
you
all
right.
If
there's
no
more
discussion,
I'll
call
for
the
question
all
in
favor
six
to
zero,
we'll
now
move
to
the
consent
agenda,
I'm
going
to
make
that
motion
all
right.
I
have
a
first
by
mr
tisdale
second
by
mr
lawrence,
we'll
start
with
mr
tisdale.
Is
there
any
questions
or
discussion
about
any
of
the
items.
D
J
Yeah
that
either
mike
on
o,
like
an.
J
G
G
M
J
C
Did
last
time
from
the
58
000
58.
C
G
J
G
G
J
Probably
one
of
the
better
things
we
do
in
the
city
to
pay
that,
because
most
y'all
can
remember
about
three
years
and
nothing
but
a
war,
every
tuesday
fighting
that
thing
here
and
since
this
man
has
taken
it
over,
it
would
set
this
up
this
way.
We
have
not
many
problems,
everything's
handled
well.
So
that's
a
that's
a
great
thirty,
three
thousand
that
we
spent
for.
G
Every
one
of
those
taxis
is
annually
inspected
every
one
of
those
taxis,
the
drivers
that
are
driving
it
are
background,
checked
I
mean
so
it's
just
something
we
don't
want
to
have
to
do
ourselves
and
there's
the
three
cities
involved,
the
iberville,
biloxi
and
gulfport.
J
The
problem
we
had,
I
don't
think
he
was
around,
because
when
they
were
denying
the
people
that
they
could
drive
a
taxi
and
they
would
come
up
here
to
the
city
council
and
complain
about
it,
we
had
to
have
four
or
five
policemen
around
there
that
wasn't
pretty.
It
was
pretty
ugly.
It's
the
greatest
thing.
We've
done
with
this
taxi
thing,
I'm
telling
you
keep
them
out
of
here.
They
do
a
good
job
with
that.
G
J
That's
great
and
everything
when
I
finally
got
to
all
this
stuff
on
circle
park
set
up
so
we're
going
to
repair
circle,
pull
fix
up.
The
tennis
court
fix
up
the
plate.
It's
going
to
be
great.
It's
all
that's
on
here
today
and
billy
martin
said
supervisor
will
board
one
willing
to
work
with
the
city.
Help
do
this
stuff,
so
we're
going
to
turn
that
into
a
nice
ball.
L
Mike,
can
I
just
follow
up
on
that?
Just
out
of
curiosity,
can
you
get?
Can
you
contact
the
director
of
the
motor
vehicle
for
hire
authority
and
ask
him
what
the
inventory
of
taxis
is?
I'm
just
curious
to
know
how
many
have
have
fled
to
lyft
and
uber.
Once
the
state
took
over
the
administration
of
regulations
for
lyft
and
uber,
I
know
numerous
of
them
left
if
you
would
just
ask
them
what
that
inventory
is
of
of
operating
taxes.
G
This
is
a
change
order
at
the
originally,
we
were
only
sealing
three
sides
of
the
building,
and
this
adds
the
front.
If
you
will
the
west
side
to
the
building,
now,
there's
still
some
other
things
that
we'll
have
to
change
order
in
we
need
to
get
the
canopy
fixed.
We
need
to
have
the
the
fancy
sign
fixed
and
some
doors
that
we
want
to
get
some
upgraded
doors
and
so
forth.
Those
are
all
change.
Orders
you'll,
see
in
the
future.
L
G
L
N
Yes,
I
had
some
questions
concerning
cc
also,
I
saw.
E
N
Hvac
units
up
there
got
an
eye
for
hvac
units.
What
what's
the
time
limit
on
completing
that
phase?.
G
G
N
A
Okay,
I
have
a
couple
questions
on
s
and
t.
It
says
we're
closing
out
that
project.
I
know
that
we
have
another
250
000,
that's.
G
In
the
budget,
what
we're
just
doing
is
closing
out
the
one,
because
it's
a
different,
a
different
grant
and
and
then
we'll
and
the
other
project,
the
new
project's
still
there.
A
So
we're
not
actually
closing
the
project,
we're
just
actually
closing
the
grant
with
the
dmr
correct
okay,
so
we
won't
have
to
pay
for
remobilization
and
all
that
kind
of.
G
A
G
A
Okay,
all
right
yeah.
That
was
my
main
thing.
I
just
didn't,
want
a
unnecessary
costs
by
closing
and
then
have
to
open
it
back
up
and
then
on
cc.
Where
is
that
funding
coming
from
on
the
to
those
additional?
Is
that.
A
G
J
Right,
one
more
thing:
all
right:
george,
some
of
the
pictures
that
he
has
she
flew
and
off
vacation
to
make
sure
anything.
Any
questions
y'all
want
to
ask
about
the
cdbg
money.
Well,
some
of
the
pictures
flew
in
from
vacation
to
answer
all
the
questions.
A
All
right,
there's
no
other
questions,
we'll
call
for
the
vote.
All
in
favor.
A
A
M
A
All
right
and
all
in
favor.
