From YouTube: City Council meeting, Sept. 18, 2018 - available portion
Description
Here is the available portion of the Sept. 18, 2018 Biloxi City Council meeting held at Biloxi City Hall.
B
Would
that
councilman
I
think
you
know?
I've
talked
about
it,
but
for
the
whole
council,
we're
struggling
this
year
to
keep
up
with
the
repair
cost
at
the
or
Museum
and
the
the
feeling
is
that
we
we
needed
a
different
mechanism
to
in
order
to
channel
our
contribution.
We
looked
at
the
baseball
stadium.
As
you
know,
we
have
a
repair
fund
at
the
baseball
stadium
where
we
and
the
shuckers
each
make
a
contribution
to
a
fund,
and
those
funds
are
then
used
for
major
repairs.
D
B
Way
that
agreement
reads
that
we
would
contribute
twenty
five
thousand
dollars
right
up
front
into
a
fund
that
they
would
manage
and
they
would
match
or
put
a
minimum
of
twenty
five
thousand
into
that
fund,
and
then
it
would
be
used
for
major
repairs
once
that
cap
has
exceeded.
Everything
is
on
them
now.
Obviously,
in
a
catastrophic
situation,
they
could
come
back
to
the
council
and
ask
for
help,
but
we're
trying
to
put
a
cap
on
what
we're
spending
down
there.
B
This
year,
we
will
spend
ninety
that
over
ninety
thousand
dollars
in
repairs,
in
addition
to
over
120
thousand
dollars
in
electric
electric
bills,
and
we
just
felt
like
we
don't
want
to
walk
away
from
the
or
it's
it's
a
it's
a
beautiful
and
important
Museum
in
our
city,
along
with
the
others
we
have,
but
we
needed
to
put
a
cap
on
and
if
you
will
let
them
have
a
little
more
skin
in
the
game.
So
that's
the
way
we
set
it
up.
B
I
think
it'll
work
nicely
because
it
gets
us
right
at
the
beginning
of
the
year
capped
as
to
how
much
we're
going
to
spend
and
it
gets
them
managing
that
fund.
So
that
means
they're
going
to
decide
whether
to
call
the
elevator
repair
company
when
the
elevators
down,
where
they're
going
to
call
it
an
emergency
and
pay
extra
or
maybe
wait
a
while
or
it
are
they
going
to
find.
Are
they
going
to
use
a
handyman
to
do
fix
the
little
things
that
maybe
you
know,
don't
need
a
repair
contract?
B
Now
we
will
still
respond
to
emergencies.
The
Public
Works
Department
still
has
a
hotline
that
that
they'll
call.
If
there's
something
happened
and
we
will
respond
and
if
there's
an
emergency
say,
there's
a
pipe
broke
in
the
water.
It's
rushing
rushing
or
we've
had
some
here
in
the
last
couple
of
weeks
like
that,
we
would
respond
with
our
people
just
just
to
be
able
to
stop
the
emergency
and
and
return
it.
You
know
if
there's
a
case
of
safety
or
immediate
damage
to
the
facility.
B
We
would
respond
that
once
their
emergency
was
a
was
corrected,
then
they
if
there
was
work
that
had
to
be
done
by
a
contractor,
they
would
call
the
contractor
and
they
would
pay
that
contractor
out
of
the
repair
fund.
We
think
this
mechanism
will
allow
us
to
still
contribute
to
the
repair
of
that
museum
repairs,
but
but
cap,
our
city
contribution.
E
A
Explain
that
to
that
they
own
that
bill
and
the
CP
museum
we
own,
that
isn't
part
of
the
city.
That's
a
bit
different,
but
that's
just
one
thing:
I
just
want
to
make
sure
we
had
that
strange.
I.
Think
it's
a
good
thing!
Yeah
I
would
keep
people
in
control.
Supposedly
you
know.
So
what
else
we
got
still
my
turn.
What
still
your
turn
so
my
turn
all
right:
I'm
I,
don't
like
a
I'm
gonna.
First
of
all,
this
pedestrian
crossovers,
a
waste
of
money,
y'all
gonna,
say
what
you
want.
A
You
spending
two
and
a
half
million
dollars,
we'll
put
up
a
tube
who's,
gonna
control,
it
who's
gonna,
light
it
you're,
gonna
pay,
the
air
conditioned
elevators,
there's
an
all-city
responsibility.
So,
where
we're
going
just
saying
who's,
putting
all
the
money
out
apt
is
built.
We
have
to
maintain
all
that
the
city
I
think
it's
a
waste
of
money.
Anyway,
then
I'm
just
I
mean
you
got
one
right:
it'd
you're,
building
one
from
one
for
garage,
another
poor
guy,
three
and
a
half
million.
Now
you've
been
spent
to
never
mean
on
another
one.
A
That
goes
nowhere.
So
I
mean
I
just
think
where's
the
money
but
I
mean
I.
Don't
want
this
bill
to
fall
back
on
the
city.
All
of
a
sudden
out,
you
spend
a
two
and
a
half
million
gonna
cost
50
60
70
thousand
a
year.
Please
gonna,
be
there
fire
gonna
be
who's.
Gonna
run
this
thing,
you're
gonna,
keep
it
clean,
City
headed
expense.
You
create
with
this
thing
that
serves
no
purpose.
You
have
to
walk
to
a
stoplight.
To
go
to.
A
I
found
out
one
thing:
I
couldn't
understand
what
we
couldn't
have
my
own
fire
extinguishers.
Well,
they
tell
me
we
can't
we
did
inspect
in
tag
and
you
have
to
have
someone
outside
the
fire
department
to
do
that.
Correct
on
this
fire
extinguishers
we
hired
somebody
to
go.
You
know
y'all,
go
to
businesses
and
check
all
the
fire
extinguisher.
How
do
we
have
to
have
somebody
to
check
the
city
fire
extinguisher.
F
The
fire
department
checks
to
see
if
the
tags
were
on
the
extinguishers,
but
the
extinguishers
have
to
be
examined
periodically
to
make
sure
that
the
powder
in
them
or
or
the
felon
in
them
is
working
properly.
So
they
have
to
be
inspected
by
an
independent
company.
And
so
that's
what
you
know.
We
go
out
and
do
an
annual
inspection
on
a
business,
and
we
just
check
the
tag
to
make
sure
that
the
company
has
expected
it
and
it's
working
properly.
Yeah.
A
Just
was
explained
to
me:
yes,
I
just
want
to
make
sure
that's
how
it
worked.
I
just
you
know
so
here
we
get.
We
have
another
contractor.
Somebody
else
I,
like
all
the
other,
would
close
in
all
these
contracts.
You
know
they're
going
back
to
either
in
the
paving
fun.
Oh
if
there's
a
bond
money
goes
back
to
the
barn
I
think
that's
good,
that
you're
doing
that
and
close
a
lot
of
these
things.
Oh
good,
that
I
thought
you
could
so
those
a
good
thing
get
them
off
the
table.
A
A
A
A
C
A
B
G
So
this
is
bicycle
that
we
just
said
for
the
Division
Street
project
as
well:
well,
you're
not
into
a
contract
with
Pickering.
Initially,
the
design
was
just
for
rain
our
tool
amuse,
but
as
we
went
through
design,
we
added
the
section
all
the
way
down
to
Nixon's
Street
and
then
up
to
MLK,
but
we'll
never
adjusted
Pickering's
contract
for
construction
administration
in
our
PR.
For
that
the
time
frame
that's
associated
with
those
additional
pieces.
So
this
is
basely
what
we're
doing
we're
just
giving
them
more
time.
We.
A
G
E
A
All
right
dinner
laughing-
that's
F,
F,
oh
no!
They
changed
this
one
too
I,
don't
understand
what
we
give
anybody
$50,000
for
that
would
never
seen
an
I.
Don't
know
why
we'd
give
him
anything
in
october/november
d,
some
they're,
not
in
session.
So
why
would
give
him
$30
if
miss
boners?
What
is
this
money?
I
mean
it's
not
in
session,
so
what
are
they
doing
and
October
November
December,
so
I'm
totally
I'm,
not
I.
Don't
like
this
anyway.
I,
don't
see
where
we'll
get
anything
from
this
we'll
put
this
man.
A
Seventy
thousand
and
we
hadn't
got
anything
back
that
I've
seen
and
now
you
run
into
heat
another
five-year,
violent
contrast,
they're,
not
even
in
service
that
ain't
even
working
so
then
I'm
totally
against
that
and
then
a
contract
that
y'all
got
on
his
piece
of
paper
half
it
says
six
months
half
says
five
line,
so
the
contract
you
got
on
the
agenda
is
wrong
anyway.
So
to
me,
you
thought
about
something
want
to
be
checking
out
the
people.
This
is
it.
You
want
to
do
something
play
with
your
thing.
It's
a
January!
That's
my
suggestion.
A
I
C
J
I
And
I
was
under.
This
is
something
that
the
mayor
and
I
talked
about,
and
the
mayor
said
that
it
was
in
his
budget,
not
in
the
general
fund
budget.
Now
that
I
understand
it,
but
it's
a
general
fund
budget.
It's
not
in
the
administrative
budget.
It's
it's
a
man,
it's
just
you're,
just
moving
money
from
the
general
fund
to
the
administrative
budget,
and
if
the
mayor
wants
out
a
budget
I'll,
do
it
but
I'm
not
going
to
split
this
thing
from
the
general
fund.
That's
just
my
opinion.
I
agree
with
mr.
Leonard.
I
We've
spent
seventy
thousand
dollars
to
date
and
have
gotten
no
reports,
nothing
from
the
source.
You
know
if
this
awesome
house
it
in
traction
somewhere,
but
we
have
no
no
reports
or
anything
of
any
progress.
That's
been
made
so
today
we
formally
70
now
$70,000
and
I'm
not
willing
to
go,
throw
away
another
$50,000
our
risk,
throwing
away
another
$50,000
until
we
have
some
type
of
report
or
something
from
this
guy,
letting
us
know
that
there's
some
progress
or
some
positive
movement.
H
K
K
K
B
K
But
those
are
the
other
federal
funding
out
there
and
and
I'm
asking
because
I
don't
know
who
our
expert
is
on:
go
Mesa
the
Office
of
the
Inspector
General
on
the
audit
and
peel
audit.
An
appeal
I
know
that
we're
dealing
with
with
some
theme
and
mimmo
related
issues.
We've
got
the
case
leg
aid
inside
and
outside
and
related
grants,
so
I
mean
you're
talking
about
millions
and
millions
of
dollars
and
what
I
heard
you
just
say
is.
K
K
A
A
B
A
D
I'm
just
just
kind
of
like
dr.
Tisdale
when
he
went
across
this
litany
of
things,
Keith
hurt.
You
know
in
particular
like
the
peaceful
gate.
He
was
instrumental
in
helping
us
in
those
minutes
back
to
boxing.
So
if
you
start
looking
at
penicillin
and
what
you've
already
but
he's
an
have
already
done
for
the
city
of
Biloxi,
and
you
already
have
someone
who
are
cool
who's
already
in
the
trenches,
we
need
to
take
advantage
of
what
we
already
have
and
and
the
program
that
he's
already
started.
D
H
Yes,
alright,
the
only
thing
I
would
add
I
seem
to
recall.
We
have
asked
for
the
program
of
work
that
mr.
Hurd
has
been
working
on.
What
does
he
accomplished?
What
is
he,
what
has
he
done?
Some
bullet
points
of
going
forward.
What
is
the
plan
going
forward
so
and
mr.
Leonard,
you
said
whether
it
starts
next
week
or
a
couple
weeks.
It
really
doesn't
matter,
but
it
needs
to
start
at
some
point.
Look.
B
B
What
I
was
looking
for?
He
knows
a
thing
about
going
on
behind
the
scenes
up
in
Jackson
right
now
about
setting
up
the
group
of
people
who
are
going
to
steer
the
money
and
setting
up
the
processes
of
how
the
projects
will
compete.
There
are
things
that
we
don't
know
even
the
five
million
dollars.
We
need
to
finish
the
key
sir
gate
outside
we
still
waiting
for
for
that
money
and
it's
promised
and
with
no
nothing
happening
right
now,
and
we
can't
put
that
job
on
the
street
till
we
get
that
money
so.
H
A
H
E
E
H
H
C
A
B
G
Project
was
managed
by
Susan
package,
so
I
don't
know,
I
love
the
sites
they
did.
It
I
think
they
did
three
and
I'm
wearing
for
sure
was
Electric
made
bakery
used
to
be
an
old
gas
station.
They
took
out
those
tanks
there
and
I
believe
there
was
a
site
somewhere
on
the
point
they
did.
I
guess
I
think
there
were
three
that
I
can
find
out
for
sure.
I
remember.
G
K
Question
maybe
this
is
puckering
is
asking
for
an
extension
and
it
notes
that
it
was
a
five-month
project
and
I
think
what
they're
asking
for
is
a
two
and
a
half
month
extension,
but
in
the
third,
whereas
it
says
due
to
construction
lasting
longer
than
the
five
months
timeframe.
Pickering
a
submitted
amendment
number
one
attached
to
here
to
us,
except
today
for
a
to
an
extension
of
seven
and
a
half
months
to
be
added
to
the
contract.
I
just
think
that's
a
typo
but
yeah.
H
H
All
right
that
you
entertain
well
we'll
take
a
vote
on
the
consent
agenda
and
then
we'll
get
the
exceptions
all
in
favor
the
consent
agenda
motion
by
mr.
Newman.
Second
I
thought
we
did:
okay,
I'm,
sorry,
my
all
in
favor
and
those
opposed
the
motion
carries
now
we'll
get
the
exceptions.
We'll
start
with
mr.
Lawrence
vote.

So
do
we
