A
B
A
C
You,
mr
president,
welcome
everyone
to
this
very
special
meeting
that
proceeds.
I
burn
you
saint
patrick's
day
celebration
coming
up,
we'll
have
a
little
things,
but
before
we
get
started,
let
me
before
I
forget:
let's,
council
has
spread
to
the
expenses
of
the
biloxi
travel
credit
card
to
the
minutes.
C
Okay,
and
before
we
go,
I
I'd
like
to
steve
shot
him
up
from
the
director
of
the
rapper
skiing
tournament
to
come
up
and
give
us
a
little
update
on.
What's
upcoming
steve,
I
think.
D
Mgm
park,
seeing
all
the
spectators
head
into
the
big
game
tonight
and
st
patrick's
day
coming
up
and
then
certainly
our
golf
tournament.
I
was
reminiscing
last
time
I
was
sitting.
D
20
march,
if
we
went
down
memory
lane
right
before
the
world
kind
of
shut
down,
as
we
know
it
the
last
23
months,
and
so
our
tournament
was
not
held,
as
you
probably
recall,
both
in
20
nor
21.,
I'm
safe
to
say
and
happy
to
report
that
we
are
back
officially
and
we
are
three
weeks
out.
We
will
be
in
its
official
capacity
on
the
pga
tour
champions.
Calendar
and
we'll
have
all
top
78
players
in
the
world.
Come
join
us
again
in
three
weeks
I'll
be
televised
internationally
on
the
golf
channel.
D
Over
the
weekend
friday,
saturday
sunday,
we
will
be
taking
our
talents
if
you
will
to
grand
bear
golf
club
just
up
49,
so
it'll
be
a
new
venue
and
we're
excited
about
the
opportunity
to
host
not
only
players
but
all
the
spectators
and
fans
here
in
our
community
and
just
wanted
to
give
you
a
little
bit
further.
There's
a
bunch
going
on
during
the
week.
That's
not
related
to
golf
rapid
scan
systems.
Our
title
sponsor
has
a
handful
of
these
security
and
screening
seminars
that
will
take
place
at
the
golden
nugget.
D
We'll
have
top
industry
leaders,
veterans,
military
folk
clients,
customers
etc
in
town
for
these
big
meetings,
where
they
talk
through
best
practices,
what
is
the
latest
trends
of
the
industry
and
where
security
and
screening
is
going
in
addition
to
a
relationship
with
our
port
just
down
the
road
in
gulfport?
So
in
totality
it's
a
lot
more
than
just
golf.
D
I
think
golf
is
the
platform
that
we
get
to
showcase
our
community,
but
we're
certainly
excited-
and
I
just
wanted
to
give
an
update
to
the
the
council,
but
then
also
can
ask
for
your
continued
support,
both
financially
and
operationally
from
the
event
here
in
the
next
three
weeks
and
hope
to
see
you
out
there.
C
Very
good
steve,
I
think
the
world
is
ready
to
get
back
to
normal,
and
I
think
this
is
a
good
sign.
Those
golfers
that
we've
been
here
years
and
years
are
still
excited
about
coming
to
biloxi
and
you
know
going
forward
in
2022.
So
I
thank
you.
If
you
have
any
questions
we'll
be
here
to
support
you,
we
have
some
items
on
the
agenda
that
we'll
we'll
go
through
tonight.
So
so
thank
you.
C
C
Okay,
this
proclamation
from
the
city
of
biloxi,
whereas
for
four
centuries
americans
of
irish
heritage
have
contributed
their
lives
and
fortunes
to
their
adopted
country
and
whereas
the
irish
were
the
largest
european
group
to
inhabit
the
13
colonies
in
the
75
years,
leading
up
to
the
1776
revolution
and
played
a
significant
role
in
the
war
for
independence.
Whereas
irish
americans
have
excelled
in
every
facet
of
life,
including
education,
science,
medicine,
the
arts
politics
debating,
and
that's
not.
C
The
iberian
marching
society
in
mississippi
was
formed
to
foster,
promote
perpetuate
irish
traditions,
heritage
and
fellowship
of
irish
and
irish
american
descendants
along
the
mississippi
gulf
coast,
and
it
is
a
viable
ethnic
organization
that
contributes
energy
and
funds
to
enhance
the
quality
of
life.
Now,
therefore,
I'm
andrew
fofo
gillich,
mayor
of
the
city
of
biloxi,
mississippi,
hereby
proclaim
the
month
of
march.
2022
is
irish
heritage
month.
So
congratulations.
F
Just
thank
y'all
thank
y'all
for
supporting
us.
I
think
we're
going
to
have
a
fabulous
parade
this
year
and
I
just
want
y'all
to
know
I
found
out.
I
was
irish
in
2019
38.6,
my
mama
told
me.
I
was
native
american
indian,
not
so
glad,
but
you
don't.
You
can
be
irish
by
desire
marriage
or
heritage
anyway,
you
you
can
be
so
anybody
can
join
our
group.
We
want
you
all
to
know
that.
G
C
C
C
A
A
Do
what
are
you
sure
you
want
to
be
seen
with
him?
You
must
you
must
need
an
alibi,
very
badly,
all
right,
so
we'll
we'll
we'll
recess
for
seven
minutes
and
then
I'll
hit
the
gavel.
Seven
minutes
from
now.
Thank
you
grab
something
to
eat
and
drink
in
the
back.
Please
all
right.
J
E
K
L
C
P
I
P
A
We'll
move
to
the
we
have
no
departmental
reports,
we'll
move
to
the
council
reports.
Mr
lawrence,
one.
C
G
Q
G
G
Elaborated
a
little
bit
more
with
the
neptune
lunch
mardi
gras
day,
great
parade,
great
weather,
everything's,
fine
people-
I
mean
that's,
what's
good
about
the
city
of
luxury,
we
take
care
of
everybody,
everybody
wields
the
deals,
that's
a
great
time
and
if
the
chief
keeps
them
in
line,
then
we're
in
great
shape.
That's
the
report
for
today.
Thank
you.
Thank.
M
Too
yeah
just
want
to
echo
what
george
said
we
had
a
great
week
great
week
with
mardi
gras,
and
the
game
is
looking
really
good
out
there
as
I
passed
by.
So
thank
you.
That
concludes
my
report.
Thank
you.
S
Yes,
I
would
just
like
to
make
a
request.
My
team
and
I
had
worked
really
hard
to
invest
in
and
fundraise
for
hillary
park,
and
I
would
just
like
to
ask
that
some
of
the
bond
money
that
we're
going
to
be
getting
goes
into
helping
refurbish
the
bathrooms.
S
The
tennis
courts,
maybe
even
make
pickleball
courts
picnic
tables.
That
park
is
highly
used
now,
and
it
could
be
even
more
so
even
like
weddings,
and
you
know
what
have
you
if
we
can
really
invest
in
that
park.
It's
a
beautiful.
T
O
Mike
we
talked
about
the
catch
basin
over
at
moss
circle
club.
O
J
Well,
we
did
we
what
the
the
last
one
that
you
and
I
talked
about
was
two
of
the
woods
or
a
raven
woods
I
think,
or.
J
O
Same
day
we
talked
about
that.
We
pulled
up
the
gis
and
I
showed
you
an
area
on
the
map.
It
looks
like
nothing
but
tree
canopies,
but
there's
a
catch
basin
below
it.
That
looks
like
if
we
run
some
pipes
out
to
the
bay
just
to
let
rain
water
run
off.
P
A
I
Just
need
to
follow
up
on
the
loose
end
and
lauren
falls.
Taylor
oaks,
taylor
oaks
had
their
homeowners
association
meeting
last
night
and
lauren
falls.
I
had
three
residents
called
me
over
the
last
couple
of
days,
just
wanting
an
update,
and
I.
I
It
but
I
need
to
give
them
maybe
a
little
bit
better
answer
than
we're
just
working
on
it.
They're
tired
of
hearing
that.
Q
Right,
that's
the
the
infamous
one
where
they.
R
E
E
O
Mike,
can
you
see
me
on
those
email
exchanges
about
that
project
about
the
budget
about.
Q
O
I
Two
parades
we
had
the
weather
couldn't
have
been
been
better,
they
were
big
and
the
the
streets
of
biloxi.
I
Of
children
laughing
and
people
hollering
and-
and
I
think
the
chief
you
reported
very
minimal
incidents-
you
know
for
marty
for
big
mardi
gras
parades
like
that.
Also
shout.
I
Coliseum
they
brought
in
one
of
the
major
entertainers,
morgan
waller,
and
I
mean
for
a
midweek
concert.
All
the
hotels
were
full.
All
the
restaurants
were
pretty
successful
and
that's
certainly
a
shot
in
the
arm.
The
other
thing
I
I
do
want
to
echo
what's
going
on
in
ukraine,
it's
very
inspiring,
despite
maybe
the
government.
I
You
know
the
the
government
and
their
leadership
may
have
been
controversial
with
some
of
their
practices
in
the
past
they're,
certainly
digging
in
and
they're
fighting
like
hell
for
their
country
and
it's
real
inspiring
to
see
it
unlike
the
afghanistan
issue.
So
prayers
certainly
go
out
to
those
people
that
are
taking
up
arms
and
they're
defending
their
democracy.
H
I
just
I
would
like
to
give
a
shout
out
to
to
chief
miller
and
chief
davis.
I
had
a
situation
pop
up
yesterday
and
they
got
right
on
it.
Got
it
taken
care
of
also
I'm
in
the
process
of
building
a
house
and
jerry
creel's.
Probably
tired
of
me,
wringing
his
phone
asking
questions
and
he's
been
very
helpful.
I'm
appreciative
that
I'm
appreciative
of
that.
H
H
It's
an
ongoing
issue
and
it's
with
the
it's
not
just
vehicles.
It's
these
large
trucks
that
are
coming
from
waste
management,
and
I
don't
know
what
the
answer
is,
but
I'm
gonna
give
you
this
packet
to
to
look
at,
but
we
have
to
do
something
or
somebody's
gonna
end
up
getting
killed
and-
and
we
have
done
things-
I'm
not
saying
that.
But
you
know
I
don't
know
what
the
answer
is,
but
we
have
to
to
find
some
type
of
solution
to
get
these
guys
slowed
down.
H
I
don't
know
what
we
can
do,
but
whatever
you
know
whatever
we
have
to
do,
we
need
to
to
look
at
taking
those
steps
to
to
make
sure
that
those
people
in
that
area
in
clear
springs
are
not
clear
springs,
but
crystal
springs
is,
is
taken
care
of
and
it's
safe
for
them
to
be
out
in
their
yards
and
other
than
that.
H
Just
like
everyone
else.
It
was
great
to
see
everyone
out
having
a
great
time
streets,
packed
and
there's
a
lot
of
places
that
you
go
for
mardi
gras
and
you
don't
feel
safe
and
kudos
to
chief
miller
and
his
team
for
for
making.
You
know
it
a
fun,
safe
experience
for
everyone.
That's
all.
I
have
thank.
A
A
That
concludes
council
reports.
At
this
time
we
move
to
the
public
agenda
and
it's
it's
that
time
for
citizen
comments,
we'll
allot
up
to
45
minutes
for
total
for
citizens
who
wish
to
address
the
council
of
the
administration,
you're
limited
to
three
minutes
per
individual
and
when
you're
recognized.
If
you'll
come
to
the
table
right
here,
there's
a
microphone
there's
a
sign
in
sheet.
If
you
would
take
a
moment
sign
in
with
your
name
and
address
and
then
state
your
name
clearly,
so
the
council
clerk
can
record
your
name
accurately
for
the
minutes.
A
J
U
My
name
is
gregory
white
and
I'm
a
resident
of
ward
7,
and
thank
you
for
your
comments.
Councilman
barrett.
I
appreciate
that
chief.
Thank
you
for
stepping
up
patrols
a
little
bit
on
hudson
crown,
it's
emerald
lake
estates,
okay
and
I
brought
some
photographs
and
a
packet
for
everyone
to
look
at
along
with
my
friend
and
neighbors,
so
I'm
going
to
keep
this
short
and
just
hand
out
to
hand
this
packet
over
to
you
and
have
a
good
evening.
Thank
you.
V
V
Since
february,
2nd
2020,
we
have
made
several
appearances
at
the
city
hall
meetings
being
in
constant
contact
with
the
police
department
and
had
personal
meetings
with
city
council
members.
However,
the
solution
that
we
have
gotten
after
two
years
is
25
mile
per
hour,
signs
warning
lights
and
occasional
police
assistance
a
mile
away
from
our
neighborhood.
Unfortunately,
these
measurements
has
not
been
solved
our
issue
at
all,
and
every
day
our
community
has
to
face
high
speeds,
going
up
to
75
miles
per
hour
in
a
25
speed
limit.
V
V
That's
why
we
have
come
together
to
strongly
require
from
the
city
of
biloxi
to
install
rumble
strips
and
speed
bumps
on
hudson
crone
road
in
front
of
our
neighborhood.
There
is
a
straight
path
and
safe
place
where
it
can
be
installed
in
the
attachment
and
rumble
strips
and
signs
toward
drivers
of
a
speed
bump
ahead
is
signed
by
the
residents
of
emerald
lake
state.
V
V
V
We
want
to
thank
the
police
because
they've
been
assisting
us
and
they've
been
doing
their
best.
There
is
not
a
safe
place
for
them
to
park
near
our
residence,
so
they
have
to
park
a
mile
away
and
as
soon
as
they
pass
the
police,
they
are
start
raising
their
speed
again.
So
that's
our
main
concern.
This
is
our
request.
There
is
some
graphic
of
the
rumble
strips
and
the
speed
bumps,
and
I
have
dozens
of
signatures
here
with
me
of
people
that
have
signed
ma'am.
Your.
A
W
David
wheeler
185
main
street
biloxi,
I'm
here
on
behalf
of
the
people's
bank
on
item
5c
on
your
consent,
agenda
and
I'll
be
available
to
answer
any
questions
you
might
have
about
it
when
that
comes
up.
W
As
you
know,
it's
in
the
covet
street
development
district
from
when
private
street
was
widened
and
it
involved
some
property
that
the
people's
bank
foreclosed
about
eight
years
ago,
portions
of
the
property
that's
being
sold,
came
from
the
city
as
a
result
of
excess
property
left
over
from
the
widening
and
those
pieces
of
property
have
covenants
on
it.
That
restricts
the
transfer
of
the
property.
W
Until
improvements
are
built
on
it,
which
has
never
been
done,
it
was
owned
by
church
at
one
point,
they
sold
it
to
torcheson
gaming
group
when
they
were
going
to
develop
the
casino
on
cavett
street
and
came
to
the
council
and
got
consent
to
convey
the
property
to
them
and
that
obviously
folded
and
the
bank
foreclosed
and
they've
been
trying
to
sell
property
for
the
last
eight
years.
So
now
they
have
a
buyer
that
wants
to
build
something
on
that
piece
of
property
and
get
some
development
going.
A
A
G
Jerry,
you
could
sit
down
and
explain
us
exactly
we're
doing
what
was
changed
if
anything
was
changed.
So
we
just
said
justin.
L
Well,
this
is
this:
is
not
a
text
change
in
any
way
what
it
is
is,
as
we
were
going
through
the
ldo
which
we're
doing
now
going
through
looking
for
errors,
we
notice
that,
at
the
end
of
the
chart
in
the
area
that
addressed
regulated
uses
that
the
footnote
out
on
the
end
was
in
the
wrong
order,
so
all
we're
doing
is
correcting
those
footnotes
to
put
them
into
the
right
order.
The
text
was
correct.
It's
just
that.
You
know
where,
like
where
there
was
a
b,
it
should
have
been
a
c.
A
A
I'll
entertain
a
motion
motion
by
was
that
miss
newman.
Is
there
a
second
a
second
second
by
mr
barrett?
R
I
Thank
you,
councilman
tisdale,
it's
always
great
to
serve
with
you
and
and
the
rest
of
our
councilmen
and
and
councilwomen
and
council
persons.
I
just
want
to
say
this
before
we
move
on
to
the
rest
of
the
agenda.
We
got
a
lot
of
work
to
still
be
done,
a
lot
of
things
that
are
coming
up
a
lot
of
things
that
are
in
the
work
you
see
the
transformational
endeavors
in
and
throughout
the
city
of
biloxi.
I
We
have
budgets
that
will
come
up
in
the
next
eight
months,
we'll
be
reviewing
those
and
getting
that
timetable
and
we'll
do
it
with
our
due
diligence
and
and
our
fierce
commitment
for
the
citizens
of
biloxi.
So
with
that,
we'll
move
on
to
the
next
item.
I
A
No
mr
guns
feel,
and
as
appropriate
as
it
is,
with
the
middle
initial
of
o
felix
o
guines
becomes
vice
president
of
council
tonight
he's
a
good
man
and
we
do
same
barber.
Thank
you.
Thank
you.
That's
it.
Thank
you.
G
I
In
the
house,
I
hear
you
any
any
other
discussion
on
the
council
before
we
vote
all
in
favor.
Those
opposed
congratulations,
mr
oguns.
G
A
At
this
time,
I'd
appreciate
the
support
of
the
council
in
denying
this
request
for
a
zone
map
amendment
for
this
development
that
would
be
in
line
with
the
recommendation
from
the
planning,
commission
and
I'd
appreciate
your
support
on
this.
Thank
you,
mr.
G
Lawrence,
I
agree
with
mr
tidal's
own
el
presidente,
so
I
I
would
recommend
just
like
he
does.
The
denying
of
this
audience.
M
M
Miss
creel,
you
know
what
was
the
the
vibe,
I
guess
and
and
the
did
the
planning
commission
support,
deny
it
or
support
it
and
what
were
they
reasoning.
L
The
vote
was,
the
vote
was
seven
to
five
and
I
believe
that
probably
the
concerns
of
some
of
the
neighbors
played
a
role
in
that
also,
you
know
the
concern
about
moving
the
cb
zoning
further
to
the
north
may
have
played
a
role
in
it,
but
the
vote-
the
vote
was
very
close.
It
was
seven
to
five
seven
or
five
okay.
L
Well,
if
you'll
recall
that
a
couple
of
times
this
has
been
on
the
council
agenda
and
the
applicant
who's
represented
here
today,
he
has
some
representatives
at
if
the
council
wishes,
they'd
like
to
speak,
have
asked
that
it
be
tabled
a
couple
of
times
and
the
last
time
was
a
little
over
a
month
ago
and
they've
asked
that
it
be
put
back
on
the
agenda
today,
so
either
they
weren't
ready
before
or
they
were
waiting
on
new
information
but
they're
back
today.
So.
I
X
Russell
gill,
an
attorney
representing
mr
frank
zane-
we
appeared
about
a
month
or
so
ago
and
asked
for
a
continuance
as
we
call
it
in
court
to
allow
some
expert
review
of
the
project
and
and
have
that
expert
review
presented
to
you.
X
I
do
want
to
remind
you
of
some
of
the
things
that
we
talked
about
last
time
and
that
is
that
the
character
of
the
particular
neighborhood
has
substantially
changed,
and
there
is
a
public
need
for
this
rezoning
and
the
reason
for
that
is
that
much
of
the
area
is
transformed
in
accordance
with
tourism.
Mr
zang's
property
is
only
one
block
from
the
beach.
It
is
much
closer
to
the
beach
than
much
of
the
surrounding
property
that
has
already
zoned
cb
as
far
north
as
the
railroad
tracks.
X
The
majority
of
the
surrounding
properties,
already
zoned,
multi-family
or
cb.
The
two
properties
on
the
beach
front
directly
south
of
mr
zhang's
property,
motel,
6
and
south
surf
style
are
zone
cb.
X
With
the
exception
of
a
few
areas,
the
property
to
the
east
and
west
is
zoned
cb
to
the
railroad
tracks
and,
in
some
cases,
either
farther
even
farther
north
than
the
tracks.
Also,
the
rv
pack
rv
park
to
the
east
of
mr
zhang's
property
was
rezoned
cb
and
if
mr
zhang's
property
were
rezoned,
it
would
essentially
align
with
the
rv
parks
property
line
to
the
east.
X
This
is
where
our
supreme
court
basically
addressed
how
city
councils
boards
of
supervisors
should
go
about
looking
at
rezoning
and-
and
this
is
what
they
said.
This
is
another
of
the
many
cases
where,
in
recent
years,
we
have
recognized
the
duty
of
municipal
zoning
authorities
acting
legislatively
to
quote
look
out
the
window,
end
quote
and
act
on
the
basis
of
what
they
see
happening
in
their
community.
X
Now
we
have
with
us
the
expert
we
talked
about
mr
levitar
michael
lee
architect,
and
he
has
prepared
some
information.
I
think,
will
help
you
in
your
final
decision
on
this
issue.
I'd.
L
X
E
X
Y
I've
prepared
a
couple
of
video
diagrams
to
try
to
explain
what
we're
talking
about
and
present
the
project
to
you
in
a
visual
sense,
so
that
you
can
really
get
a
good
understanding
of
what
we're
talking
about
this
google
shot
here.
I
don't
know
if
you
can
make
it
any
bigger
than
that.
Y
Okay,
the
the
box
or
the
l-shaped
area.
Right
there
is
the
subject
property.
You
can
see
the
number
of
homes
there.
You
can
see
its
location
in
the
vicinity
of
the
beach.
You
can
see
it's
a
wooded
area
there
to
the
east
of
it
as
well
as
some
to
the
north
of
it,
so
that
begins
where
the
property
is
located
just
across
the
street
to
the
east
is
an
apartment
complex
that
mr
zhang
built
two
to
three
years
ago.
Y
It's
been
there
now
it
has
under
conditional
use
where
they
were
allowing
him
to
use
it
as
a
short-term
piece
of
property.
The
property
is
extremely
well
maintained,
and
if
we
can
go
to
some
more
of
the
videos,
this
is
I'm
having
a
hard
time
standing
and
not
talking
about
this
is
the
zoning
area.
That's
surrounding
that
property.
The
white
was
sp
is
the
subject
property
we're
talking
about.
Y
If
you
notice,
all
of
the
cb
is
surrounding
almost
the
entire
residential
development,
if
you
will
there
around
the
rm30
a
high
density
that
particular
subject-
property
that
we're
looking
at
he
by
right
can
build
the
48
apartment
units
without
any
question
that
has
the
plans
have
already
been
there
and
been
approved.
Y
Y
Y
Now
has
the
character
neighborhood
changed
that
we
have
to
ask
ourselves:
has
it
changed
in
august
2005?
It
definitely
changed
with
hurricane
katrina
coming
into
play.
We
lost
a
lot
of
residences
in
that
area.
We
lost
a
lot
of
commercial
properties
in
that
area
and,
frankly,
west
biloxi
is
somewhat
hurting
for
development
in
that
area.
It's
lucky
that
we've
got
a
project
like
the
briarfield.
That's
already
there
that
has
been
maintained.
Immaculately,
it's
a
good
neighbor,
it's
a
friendly
to
the
neighbor
any
occupants.
There
are
the
occupants
that
you'd
want
to
see.
Y
Y
Y
You
all
know
about
fema
2.0
18
increases
in
flood
insurance,
so
it's
forcing
the
residential
to
withdraw
back
north
as
much
as
they
can
away
from
the
water.
Well,
you
say
why
it's
commercial,
commercial
is
a
piece
of
property,
that's
actually
gaining
revenue
and
producing
revenue
that
can
they
can
pay
the
additional
cost
of
the
insurance,
that's
being
required
by
fema.
Y
Y
What
they
look
at
is
the
extension
of
a
zoning,
the
extension
of
exone,
it's
a
natural
way
to
move
it,
and
you
look
at
the
area.
We've
had
some
comments
that
they're
landlocked
and
they
can't
get
to
the
east.
Well,
there's
nothing
there
to
get
them
to
the
east
at
all,
or
I
mean
towards
the
west.
Excuse
me
going
towards
the
west.
Y
The
other
factor
is
that
the
green
area
right
there
right
across
the
street
exactly
right
across
the
street,
has
already
been
zoned
or
he's
been
already
granted
a
a
short-term
lease
in
that
area.
So
why
not
on
the
other
side
of
the
street?
I'll
also
point
out
to
you
just
below
to
the
south.
There's
an
apartment
complex
there,
which
is
two
apartments
unit
b,
is
a
short-term
rental.
Y
Y
Y
Y
Y
I
Y
Y
It
already
has
sprinkler
systems
in
it
at
this
time,
but
we
will
have
to
go
back
and
make
some
modifications
to
those
plans
which
we're
willing
to
do
in
order
to
meet
the
requirements
of
the
fire
department
and
the
city
and
the
building
codes.
In
order
for
us
to
be
able
to
meet
that
particular
requirement.
I
L
We
went
through
the
the
fire
code
and
the
building
code
today
and
there's
not
really
that
much
difference
between
what
is
required
for
an
apartment
complex
and
what
is
required
for
a
hotel
both
require
sprinklers.
L
Both
are
limited
to
three
stories
in
height.
There's
stick
built
construction,
but
our
code
of
ordinances.
Our
code
of
ordinances
does
say
that
if
it's
being
built
as
short-term
rental,
then
they
would
have
to
wire
everything
in
conduit.
So
that's
the
biggest
difference
and
that's
an
expensive
difference.
Yes,
okay.
Y
All
right
and
continue
on
with
my
presentation,
as
you
can
see
this
unit,
this
apartment
complex,
has
been
there
for
over
two
years.
It's
maintained
quite
well.
They
even
put
in
brick
pavers
to
alleviate
some
of
the
drainage
issues.
Can
you
go
to
some
more
please?
Y
As
you
can
see
today,
these
pictures
was
taken
today,
they've
landscaped,
it,
the
grass,
is
cut.
It's
clean,
there's
no
trash
on
the
property.
It's
an
asset
project.
The
man
takes
care
of
the
projects,
his
properties,
and
I
think
that's
that's
a
that's
an
asset
to
that
area.
It's
not
a
hostile
environment
coming
into
the
neighborhood,
but
I
think
it's
one
that
is
very
favorable
to
the
neighborhood.
Y
O
I
didn't
I
just
when
you
were
asking
those
questions.
I
just
wanted
to
remind
the
council
that
this
actually
is
regarding
the
zoning.
After,
if
we
do
change
the
zoning,
am
I
correct
in
assuming
he
still
has
to
come
back
for
a
conditional
permit
or
conditional
approval?
He
does
not.
He
has
the
absolute
right.
O
L
If
you
change
the
zoning
to
cb,
then
it
would
be
allowed
as
a
use
by
right,
but
you,
the
the
property,
is
already
zoned
rm30,
which
allows
short-term
rental
as
a
conditional
use.
So
the
council
has
some
options
here
to
approve
the
zoning
as
as
what
they're
requesting
or
you
can
deny
it
or
you
can
downgrade
it
to
conditional.
O
Y
Y
One
other
thing
excuse
me
is
part
of
the
project:
is
that
we're
going
to
have
a
10
foot
buffer
zone
running
between
down
the
property
lines?
That's
going
to
be
a
vegetated
area,
trees
landscapings,
to
try
to
give
a
buffer
from
any
residential
property
lines
that
we'll
butt?
That's
in
the
plans
now.
That's.
I
Nice
is
that
is
that
ongoing?
Is
that
specified
that
that'll
be
a
special
easement
or
buffer
zone?
Or
could
you
come
back
later
and
decide
to
do
something
or
do
away
with
it?
It's
important
if
you're,
saying
you're
putting
a
buffer
zone
in
I
just
want
to
understand.
Is
that
temporary
or
or
permanent,
or
how
do
we.
H
A
I
have
a
couple
of
observations
and
maybe
a
few
questions,
mr
levitar,
the
history
of
this
community,
jerry,
correct
me.
If
I'm
wrong,
this
particular
subdivision
is:
is
this
used
to
be
part
of
the
county
and
when
this
prior
field
subdivision
many
years
ago
and
and
at
some
point
it
was
annexed
by
the
city
and
and
the
point
I'm
trying
to
get
to
is
when
it
was
annexed
by
the
city?
As
I
recall,
you
tried
to
match
up
the
zoning
as
as
best
possible
with
the.
B
L
Zoning
standards
correct:
yes,
sir,
what
we
do
whenever
property
comes
into
the
city
and
accession,
if
there's
already
a
use
on
it,
it
will
try
to
tie
the
zoning
that
closely
matches
up
with
that
use
to
the
property.
If
the
property
is
undeveloped,
then
it
will
usually
come
in
as
agricultural
or
some
type
of
residential
right.
So.
A
A
You
have
like
an
aplex
at
some
point
apartments.
You
have
a
three
plex
of
apartments
and
in
in
the
diagram
that
looks
like
this.
I've
scribbled
on
it
in
our
packet
with
the
property
that
is
currently
zoned
residential
multi-family.
For
this
two
acres,
I
think
it's
two
parcels-
and
I
appreciate
mr
levitar's
comments,
but
all
of
those
properties
to
the
east,
west
and
north
are
zoned
residential,
residential
single-family
or
residential
multi-family.
A
What's
south
of
that
is
community
business
and
in
fact,
when
this
developer,
mr
zhang
who's
a
nice
guy
by
the
way
when
he
built
his
apartment
on
the
apartment
complex
on
the
east
side
of
briarfield,
I
think
it's
30
or
36
units.
The
original
intent
was
that
they
would
be
long-term
rental
units
and
then
at
the
11th
hour
a
request
was
made
for
conditional
use
and
my
understanding
was
that
some
of
those
units-
but
not
all
of
them-
would
be
used
for
short-term
rentals.
A
A
A
N
Only
have
to
begin
with,
we
only
do
like
two
or
three
to
try
it
out.
Now
we
are
in
the
peak.
We
have
about
20
of
30
short
term
rental
yeah.
We
have
10
long
term
tenants.
They.
N
A
N
N
L
L
A
Short-Term
rentals
in
this
neighborhood-
and
I
I
think
mr
levitard
said
we
have
70.
We
have
73
residential
single-family
homes
there.
Basically,
so
this
has
the
resident's
concern.
If
mr
zhang
wanted
to
build
apartments,
there
48
units
not
no
problem,
he
wouldn't
we
wouldn't
be
here
right
now.
He
could
build
long-term
rental
units.
Absolutely
no
problem
will.
Will
these
units
in
fact
be
used
for
short-term
rentals,
all
48
or
will
some
be
long-term?
Rentals.
N
N
R
P
Z
A
L
In
the
in
the
short-term
rental,
if
this.
A
J
A
The
planning
commission
noted
when
they
heard
this
matter,
that,
having
determined
that
said,
zoning
change
was
unwarranted.
Due
to
no
plausible
argument
of
mistake.
In
original
zoning,
nor
change
in
the
character
in
the
neighborhood
with
an
established
community
need
for
the.
C
A
Z
A
R
A
E
H
G
G
Y
G
I
I
believe
we
do
have
it,
we
do
have
it.
Thank
you
all
right,
we're
I'm
going
to
call
for
the
question.
This
is
a
vote
to
deny
this
application
for
short-term
rentals
or
I'm
sorry
for
the
zoning
cb
correct.
Okay,
all
in
favor,
to
deny
all
in
favor
to
not
deny.
Q
I
G
O
I
Councilman
lawrence
you're
you're
correct
vote.
Would
you
want
but
you're
correct?
So
is
there
an
addition
or
to
this
measure
to
ensure
that
it
there's
a
memorializes
this
action
for
the
for
the
easement
I'll.
L
L
I
H
I
I
I
No,
I
I
think
I
think,
once
it
goes
to
cb,
it's
it's
a
cb
and
you
say
I'm
at
cb
and
nobody
appealed
from
that.
The
time
to
put
a
conditional
restriction
on
the
cb
would
be
now
as
part
of
the
granting
of
the
cp.
A
L
Right
there:
okay,
if
you
change
the
zoning,
you
can't
put
conditions
on
there
as
part
of
the
zoning
change,
because
it
then
becomes
contract
zoning
now.
What
we
can
do
is
to
make
sure
that
he
writes
covenants
on
the
site
plan.
That's
going
to
be
approved
and
if
those
covenants
are
on
there
showing
that
he's
not
going
to
put
in
any
type
of
commercial
development
like
we've
talked
about,
then
then
we
would
have
a
kind
of
a
leg
to
stand
on
there.
L
I
Well,
then,
could
you
also
just
table
the
the
exact
zoning
request?
It's
been.
The
motion
to
deny
was
refused
right.
Could
you
table
the
exact
zoning
change
until
you
get
the
covenants.
L
Well,
the
the
problem
is
is
that
the
drc
is
not
able
to
act
to
do
their
final
act
until
after
the
council
approves
it
now.
The
code
itself
already
requires
the
buffer
strip
to
go
in
because
anytime
you're
putting
in
a
commercial
development
against
a
residential
development,
there's
a
requirement
for
a
buffer
strip
to
go
in
so
that
part
we're
already
on
solid
ground
with
on
the
commercial
uses.
L
What
we'd
have
to
do
is
to
make
sure
that
there's
nothing
on
the
site
plan
that
showed
that
you
know
they're,
proposing
a
restaurant
or
a
bar,
or
anything
like
that
and
again
they're
going
to
have
to
submit
the
actual
construction
plans.
There's
there's
three
buildings
proposed
for
this
property.
There
are
two
apartment
buildings
that
each
have
24
units
in
it,
and
then
there
is
an
office
building
in
the
front
for
the
manager.
I
L
We
will
make
sure
that
those
go
on
to
the
the
final
approved
site
plan.
Yes,
okay,.
I
G
Turn
this
into
a
commercial
piece
of
profit
which
y'all
just
did.
How
are
you
going
to
stop
anything
from
being
built
there?
You
don't
have
the
right
on
the
law
to
stop
somebody
from
building
whatever
they
want
on
a
commercial
pizza
property.
You
should
turn
into
commercial
property.
You
got
48
commercial,
short-term,
rentals,
that's
commercial
property,
you
call
it
cb
correct!
That's
cb!
It's
commercial
property!
It's
all!
Because
you
can't
stay
out!
You
can't
build
a
lift.
You
can't
build
that.
You
can't
build
that.
A
But
but
if
it
goes
back
to
drc,
I
mean
as
it
stands
now,
if
I
understand
it
correctly,
we'll
never
see
this
before
us
again.
It
either
passes
drc
after
this
with
what
was
said
here
today
or
it
doesn't,
and
it
would
not
until
what
was
discussed
today
was
presented
and
included
in
the
site
plan
for
drc.
That's.
L
Great
if
he
goes
back
to
drc-
and
he
designs
it
exactly
the
way
that
we've
talked
about
today,
significantly
the
way
that
it
was
presented
originally
when
it
came
in,
then
it
would
not
come
back
to
the
city
council.
Unless
we
see
that
there's
changes
in
it
and
then
I
would
make
sure
that
we
bring
it
back
to
the
city
council.
G
O
R
L
Again,
if
there
are
changes,
it
still
has
to
go
back
to
drc
for
those
changes.
He
just
can't
go
in
and
build
whatever
he
wants
to.
He
has
to
build
in
full
compliance
with
the
code
and
the
first
stop
on
any
change
is
the
drc
committee,
so
we
do
still
have
some
measures
in
here
to
checks
and
balances.
G
G
I
I
I
L
L
L
They
don't
have
the
authority
to
sign
off,
so
they
write
a
recommendation
letter
that
we've
reviewed
the
site
plan
and
we've
approved
it
to
the
level
of
our
authority.
We
recommend
that
it
goes
to
the
planning,
commission
and
the
city
council
for
the
final
consideration
and
approvals.
That's
the
way
that
it
works.
L
I
E
G

Thoughts
any
other!
Yes
going

to
mr

point

mr.

Aj,
putting
about
seven
million
six
point:
five
million
and
a
few
a
little
bit
more
money
to
the
aj
holloway
complex.
It
was
identified
and
estimated
I
think,
shot
of
patana
did
a
presentation
on
what
we
were
going
to
do
to
upgrade
the
facility
there
that
was
going
to
cost
6.5
with
the
additional
recreational
components
brought
that
up
to
around
7
million
pickleball.
C
Of
these
other
things
to
be
included
along
with
we've,
you
know
talked
a
lot
about
hobbs
ferry
and
this
extension
we've
asked
four
years
in
a
row.
C
Our
component
to
actually
make
that
extension
of
hobbs
ferry
to
highway.

J
I
O
If
he
wants
to
do
a
workshop,
I'm
in
favor
of
workshop
post
this
is,
we
can
do
a
workshop
and
discuss
what
we
want
to
spend
the
funds
on
and
see
if
the
fund,
if
those
are
valid
purposes
and
then
choose
if
you
want
to
move
forward
with
the
bond
perfectly
fine
with
that.
However,
I
agree
with
with
the
administration
that
the
window
closes
today,
basically.
I
I
think
we
can
do
both.
We
can
pass
this
today.
We
can
have
a
workshop
and
when
they
start
coming
back
and
saying
that
you
have
a
bond
at
x
percent,
do
you
want
to
do
this?
We
execute
the
bond
then
later
we
come
back
and
say
we
got
this
money
that
we
said
we're
going
to
spend
for
these
purposes.
Do
we
want
to
execute
those
purposes?
I
J
P
G
AA
Their
agenda
tomorrow,
then,
the
next
time
we
can
get
on
their
agenda
is
april.
The
second
wednesday
of
april,
whichever.
I
Councilman
lawrence,
I
don't
think
if
we
again,
if
we
pass
this
today,
all
it
does
is
say
they
can
go,
negotiate
the
bond
issue
and
even
if
they're
successful
with
the
bond
issue,
we
have
two
years
to
to
accept
it
or
or
go
forward
with
it.
We
can
still
have
the
workshop
next
tuesday.
You
know
after
our
regular
meeting
and
then
and
then
we
can
go
from
there.
Yeah.
M
There
you
go
before
back
to
what
mike
said
mike
said
and-
and
my
original
question
was
the
time
sensitivity
of
what
we're
trying
to
do,
because
if
you
listen
to
the
different
people
that
are
out
there
from
what
I'm
hearing,
the
rates
could
change
easily
and
change
any
time,
and
I
know
most
of
the
people
that
I'm
speaking
to
are
talking
about
in
the
next
week
or
two
even
to
the
end
of
the
month.
So
what
you're
advising
us
to
do
is
jump
on
it.
While
we
have
the
opportunity.
C
G
G
G
C
J
Every
week
matters,
I
think,
that's
what
jane's
trying
to
say
and
this
this
resolution
that
you're
asked
to
vote
on
tonight
doesn't
lock
us
into
anything.
It
doesn't
lock
us
into
a
rate.
It
doesn't
lock
us
into
an
amount.
It
doesn't
lock
us
into
any
projects.
It
doesn't
even
lock
us
into
doing
a
bond.
It
just
says
our
intent.
We
have
an
intent
to
do
a
bond.
Q
P
H
Mr
barrett,
I
have
just
one
question
not
about
the
bond
per
se,
but
does
this
put
us
at
any
risk
of
having
to
raise
millage?
No?
Okay,
that's
the
only
question
I
have.
J
J
I
I
I
think
we
understand
that
so
again,
I
would
just
tell
my
colleagues
this
is
to
give
her
a
chance
to
meet
with
you
know
the
enter
the
bond
mda
or
whoever
you're
meeting
with,
and
it's
a
simple
task.
She
has
to
come
back
with
the
details
for
us
to
prove
that.
I
think
the
workshop
that
mr
lawrence
proposes
is
still
a
good
thing.
We
can
put
that
on
next
week
and
talk
about
okay.
I
This
is
what's
working
through
the
system.
I
I
So
with
that
I'd
call
for
the
question,
or
do
you
want
to
I'm
sorry.
G
C
I
just
had
no
village,
I
mean
we've
discussed
how
we
were
going
to
pay
for
these
things
in
in
offsets
of
what
we're
doing.
With
a
lot
of
things
we'll
get
to
the
details,
I
mean
I
answered
council
members.
No,
the
answer
was
no
about
millage,
we're
not
going
to
risk
that
situation,
we're
in
the
best
possible
situation
as
far
as
reserves
and
things
that
are
coming
in
with
regard
to
use
taxes,
some
of.
C
G
C
P
I
A
Yeah
we're
just
trying
to
get
the
state
to,
I
guess,
remain
constant,
equitable
and
the
interpretation
of
the
statutes
that's
already
on
the
books
dealing
with
taxes
on
room
rates
rather
than
the
expansive
explanation
or
interpretation
by
the
department
of
revenue.
Is
that
right,
mr
clavin?
That
is
correct
all
right.
Thank
you.
I'm
in
favor
of
this.
I
encourage
my
colleagues
to
vote
for
it.
Thank.
I
I
will
anybody
else,
have
any
comments.
Yeah
I'd
just
like
to
reiterate
the
eor.
T
I
Is
interpreting
two
house
bills
that
were
passed
to
raise
funds
to
support
tourism
number
one?
The.
I
Gave
them
funding
to
go
out
and
do
their
marketing
programs
to
expand
our
tourism
industry.
P
R
I
Convention
center
expanded
and
there
was
a
request
to
put
an
additional.
Originally
it
was
two
percent
put
an
additional
three
percent.
I
believe
it
was,
or
I
may
have
that
backwards.
Three.
I
To
fund
that
expansion
of
the
coliseum
and
and
we
were
going
to
do
it
through
a
dead.
R
R
I
I
R
P
R
I
To
collect
the
taxes
on
those
additional
items
and
then
move
forward,
and
I
think
everybody
would
be
happy
so
I'd.
E
Support
with
that
I'll
call
for
the
question.
G
I
G
Yeah
we
got
here
on
f,
that's
my
neighbor
tyson.
That's.
G
G
Before
mayor.
C
G
On
this
v

G
C
J
C
Parking
opportunity,
as
well
as
filling
in
those
places
that
right
now
get
stacked
up
in
there
for
saying
the
blow
across
the
street.
You
know:
we've
explored
with
the
mdot
the
ability
to
use
some
of
those
monies
and
we're
going
to
engage.
I
think
it's.
C
R
To
to
actually
in
cyprus,.
C
Environmental
to
get
the
details
of
how
many
parking
bays
we
can
extend
and
how?
Much
and
again,
I
think,
we'll
have
the
full
support
of
the
sand
beach
authority,
because
now
that
positions
to
blow
sand
back
on
the
to
the.
G
Beach
from
that,
so
I
think
we're
gonna
live
a
lot,
eliminate
a
lot
of
the
grassy
spots.
C
How
many
more
parking
bays
you
know,
some
of
it
be
concrete.
Some
of
it
would
be
asphalt,
but
a
lot
of
places.
There
are
opportunities
to
put
additional
parking.
You
can
see
the
success
of
additional
parking
right
there
at
lighthouse
park.
Yeah,
definitely,
and
we
went
from
170
something
to
170
something
and.
G
All
right
and
just
laughing
on
with
the
gerald,
oh
yeah,.
C
General
you're
making
a
good
fight.
What
are
you
doing
we're
just
allowing
some
hours
to
to
extend
to
what
he's
still.
J
We
didn't
extend
his
period
of
employment.
We
we
did
our
engagement.
We
just
extended
the
total
number
of
hours.
He
had
he's
working
almost
exclusively
on
well
a
couple
of
projects,
but
he's
working
very
exclusively
on
the
the
project
to
do
the
new
improved
here
at
the
lighthouse,
and
we
actually,
there
were
meetings
today
with
dmr
on
and
the
corps
of
engineers
about
our
plans
to
build
back
better.
A
Yes,
on
item
d,
this
is
amending
the
municipal
budget
to
sponsor
rapa
scan
we're
removing
5000
from
the
general
fund
to
non-departmental.
For
this
golf
event,
and
rather
than
remo
move
it
from
the
general
fund,
I'd
prefer
to
move
it
from
the
either
the
personnel
or
the
executive
budget.
A
AA
A
A
G
A
Item
e
is,
is
to
donate
ten
thousand
dollars
to
the
rapa
scan
golf
classic.
We
budgeted
five
thousand
of
that
under
non-departmental
for
that
event,
so
we're
looking
at
coming
up
with
another
five
thousand
for
that
ten
thousand
dollar
donation.
This
resolution
proposes
that
the
money
come
out
of
the
general
fund.
I
A
On
item
p,
this
deals
with
coast
bench
and
sorry:
fo
photo
to
cut
you
off,
but
no.
C
A
There
are,
there,
are,
I
think,
77
benches,
I
believe,
67
or
77,
but
there
there
are
three
locations
that
I'd
like
removed
from
the
list.
There
are
three
benches
at
the
intersection
of
pass
road
and
eisenhower
drive,
and
I
I
would
offer
an
amendment
to
remove
those
three
from
the
agreement
is.
A
Ones,
I
think
there
are
numbered
items
21,
22
23.
They
happen
to
be
three
benches
at
the
intersection
of
eisenhower
and
pastor.
I
G
I
M
I
Q
A
The
last
item
I
have
is
item
q.
This
is
dealing
with
the
gulf
coast
center
for
non-violence,
they're
submitting
a
an
app
a
grant
application,
and
I
know
there
was
some
question
about
whether
we
had
to
have
an
mou
signed
whether
we.
A
Signed
peter
for
the
gulf
coast
center
for
non-violence,
a
grant
application.
I
know
that
we
have
a
letter
of
commitment
signed.
You
know
with
indicating
the
city
court's
municipal
court's
support,
but
there
was
some
question
about
whether
we
had
to
have
an.
I
I
Yeah
I
spoke
with
heather
before
the
meeting
and
we
talked
about
the
county.
Had
some
questions.
I
I
think
all
those
can
be
resolved
favorably.
The
main
intent
is
to
get
to
meet
the
deadline
of
this
week.
To
get
our
grant
application
in.
I
don't
think
anything
being
done
is
going
to
hurt
that
hurt
our
chances,
but
we're
still
going
to
move
forward
and
try
to
understand
what
the
county's
issues
were
and
get
our
things
in
order.
We
probably
will
come
back
in
the
next
week
or
so
with
the
mou.
A
I
Mr
deming
and
I
have
none
so
all
in
favor
on
the
consent
agenda,
including
the
item
that
as
a
as
amended
earlier
by
p,
p
p
for
paul
there
you
go
all
in
favor
opposed
passes,
six
six,
zero.
I
Right,
no
one
offered
any
exceptions
as
discussed
afterwards.
Okay
code.
I

I
P
P
I
L
I
Okay,
so
why
don't
we
entertain
a
motion
for
a
30-day
extension
all
right,
moved
by
mr
lawrence?
Second,
by
miss
jimmy
or
miss
newman,
so.
M
L
R
E
L
L
I
A
Mr
greel,
I
noticed
that
there
had
been
a
30-day
extension
previously
on
this
any
progress
made
in
that
30
days.
No,
sir,
all.
I
Z
Luck
of
the
irish
we've
been
waiting
for
that
2.486
million
to
come
in,
and
it
