A
A
A
G
Had
our
day
of
prayer
here
in
this
in
this
chamber
and
I'm
going
to
invite
Tiffany
Carlson
to
begin
I'll,
I,
don't
think
it's
ever
been
done
at
least
in
council
meeting
with
the
other
day.
It's
a
very
ancient
instrument
called
the
shofar
and
it
kind
of
begins
the
the
ceremony
so
Tiffany
would
you
please
come
up
and
and
give
everyone
this
treat.
A
G
G
G
C
H
H
And
thanks.
A
I
C
B
Now
I
want
to
address
the
needs
and
concern
of
a
lot
of
people.
B
B
E
B
B
Biloxi
always
been
that
way,
but
we
don't
address
something
that
affects
the
wrong
crowd.
What
we're
doing
is
not
taking
care
of
the
main
issue
ahead.
The
problem
we
had
the
shootouts
and
stuff
like
that.
That's
what
we
have
to
address
and
to
me
some
of
the
stuff
that
we
have
and
he's
old
and
don't
address
any
of
that
you're
not
addressing
the
needs
of
the
people
and
they
want
to
be
safe
and
that's
the
name
of
this
game.
Safety.
B
It's
49
000,
449
people,
you
gotta,
take
care
of
them
and
people
that
can't
do
it
right
and
we
don't
really
welcome
them
to
tell
anybody
there.
It's
coming
to
boxing
respect,
respect
the
law,
respect
the
city,
respect
to
people,
that's
the
name
of
the
game.
If
you
don't
do
that,
then
you're
not
welcome
in
the
city
of
books
it.
Thank
you.
Thank.
K
E
I
There's
a
a
water
bill
at
a
house
on
the
property,
then
it'll
get
picked
up.
What
I
had
them
do
after
you
sent
me
that
was
to
go
ahead
and
make
out
a
special
work
order
for
public
work
so
that
they
could
go
by
and
get
it
before
it
gets
blown
all
over
the
street
right.
So
we
already
had
a
case
working
on
that
property
and
my
guess,
is
they
just
cleaned
out
the
house
put
it
out
by
the
road
as
they
were
leaving,
so
it
is
in
the
words
thank.
K
C
K
L
Them
yes,
so
so,
basically,
what
happens?
Is
they
they
make
permit
to
us
and
engineering
department
and
we
take
a
look
at
their
plans
and
prove
their
route
and
then
we'd
only
allow
we
only
release
about
one,
maybe
two
subdivisions
at
a
time,
depending
on
how
many
requests
they
have
out
there.
They
will
only
come
in
and
bore
one
time.
L
So
unless
there's
an
issue,
they
should
not.
The
r
should
not
be
torn
up
more
than
once.
The
only
areas
that
will
be
torn
up
are
at
the
beginning
and
the
end
of
the
like,
where
the
board
pits
are
so
the
air
the
houses
in
between
the
yard
shouldn't
be
torn
up,
so
they'll
come
in
and
they'll
do
the
boards
and
they'll
pull
the
wires
after
that.
If
you
have
residents
that
have
any
issues
or
concerns
you
can
have
them
call
the
engineering
department
we
have
Jody
Ewing,
who
works?
L
F
F
A
we
collect
fully
collectively
drafted
a
little
explanation
that
we're
going
to
post
and
I
think
it's
important
that
our
inspectors,
when
they
go
out
and
interact
with
these
people,
they
carry
with
them
a
copy
of
the
plat
showing
where
the
easements
are,
because
I
think
the
average
citizen
has
no
idea
that
he
has
easements.
He
or
she
has
easements
across
their
property.
Yeah.
L
So
in
right
away
or
if
there's
an
assistant
and
so
what
my,
what
why
we
Mike
drafted
this
is,
we
have
a
lot
of
residents
who
come
and
they're
mad
because
they
might
have
flowers
planted
there
or
something,
but
they
actually
haven't
planted
in
our
right
away.
And
no,
we
do
try
to
work
around
those
people
if
we
can,
but
sometimes
they
get
upset
because
they
don't
realize
that
that's
within
or
right
away.
Okay,.
K
Just
a
suggestion
is
there
a
a
map
that
shows
easements?
Is
there
a
way
for
a
person
to
go
somewhere
and
view
it,
and
if
so,
in
this
mail
out
or
in
this
posting,
can
we
post
a
QR
code
that
will
take
people
directly
to
it?.
M
We
did
put
as
part
of
the
memo
that
or
the
article
if
you
can
go
online
to
the
Harrison,
County
Land
records
and
look
under
the
subdivision
plant
and
it
should
be
available
online
or
at
the
courthouse
trying
to
give
us
step
by
step
to
somebody
of
how
to
negotiate.
F
I
was
suggesting,
and
I'm
and
she's
hearing
this
initially
for
the
first
time
here.
What
I'm
suggesting
is
that
our
inspectors,
who
are
out
interacting
with
the
people
who
may
have
problems,
should
carry
a
copy
with
them
of
the
plat.
That's
that's
being
inspected,
so
they
can
show
them
on
the
map
where
the
where
the
plants
are
where
the
easements
are
I.
K
Agree
with
you
100,
but
what
I'm
suggesting
is
that
we
provide
the
information
to
all
homeowners,
I,
think
it's
valuable
information
that
anybody
could
have
and
if
we
could
demonstrate
if
we
could
create
an
encompassing
map
of
the
city,
whether
it's
on
the
G
GIS
systems
or
not,
that
shows
that
shows
the
easements.
You
know
with
a
QR
code
that
would
take
people
directly
to
that
function.
We.
L
So
that's
that's
kind
of
why
we
don't
publish
it
because
we
don't
have
all
of
the
information
we
hate
to
give
out
parcel.
But
if
an
individual
calls
us
directly,
we
can
we
can
we'll
look
it
up
for
them
and
say
yeah.
We
do
show
an
easement
or
we'll
say
no,
we
don't,
but
you
might
want
to
check
the
courthouse.
N
Yeah
a
few
things
if,
if
I,
could
share
an
observation
with
you-
and
this
is
on
beach
view,
which
is
in
the
briarfield
subdivision,
it's
an
L-shaped
Road,
the
East
and
West
portion
really
is
not
well
lit.
On
one
side,
they've
got
a
six
or
seven
foot,
privacy
fence
and
there's
a
disabled
individual
in
a
wheelchair,
and
his
parents
live
a
block
away
in
the
same
subdivision.
N
So
if
somebody
could
look
at
that,
the
East-West
portion
of
of
beach
view
at
night
on
Mercury
Lane
at
the
other
end
of
each
view,
there's
one
street
light
at
that
intersection
of
Beach,
View
and
Mercury
Lane,
and
the
tree
limbs
are
so
dense
around
the
light
that
that's
Mercury
Lane,
which
is
a
short
street,
is
not
well
lit
at
all,
and
particularly
during
the
school
year,
if
kids,
with
the
time
change,
if
they're
there
in
the
dark,
it's
it,
just
the
entire
length
is
except
directly
under
the
light,
is
what's
dark,
the
third
thing
again:
Pine
Grove
the
west
parking
lot
of
the
Coliseum
when
they
have
events
at
the
Coliseum
at
you
know,
11
12
o'clock
at
night
or
whatever,
and
they
release
the
traffic.
N
N
But
if
it's
during
today
it's
people
people
particularly
on
Sundays,
trying
to
go
to
church,
but
the
traffic.
That's
exited
an
event
on
a
Sunday
from
the
Coliseum
onto
Pine
Grove
heads
to
Highway
90.,
they
Stack
Up
on
Pine
Grove.
They
Stack
Up.
On
briarfield
they've
had
a
couple
of
afternoon
events
where
that's
occurred
and
people
can't
get
in
or
out
of
their
neighborhood
if
they're
going
somewhere
or
to
church,
so
it'd
be
great.
N
If,
if
the
Collison
Coliseum
didn't
even
use
that
gate
or
if
they
would
have
to
contact
the
city
to
at
least
let
us
know
in
case
somebody's
got
a
direct
traffic.
Another
example
of
that
was
Mississippi
Gulf
Coast
Community
College
had
their
graduation.
There
they
opened
the
west
gate,
I,
don't
know
what
day
that
was,
but
the
traffic
Stacks
up,
but
they
said
you
couldn't
get
a
first
responder.
N
If
somebody
had
an
issue
to
even
get
in
the
subdivision,
it
was
stacked
up
or
they're
too
wide
coming
and
going
or
whatever
I
just
know
that
that
seems
that's
an
ongoing
issue,
an
intermittent
but
chronic
issue.
Anything
we
can
do
to
to
work
that
out
or
close
that
gate
would
be
terrific.
In
my
opinion,
that's
all
thank
you.
E
Thank
you,
Mr
President
I've
got
a
few
accolades
that
I
want
to
shout
out
Public
Works
and
engineering
and
others
and
I'll
start
with
Luke
Skillet.
You
know,
we've
got
an
issue
there
with
a
dangerous
curve.
Billy
Ray
and
his
crew
and
Public
Works
trim
some
of
the
tree
limbs
and
the
bushes
back
so
that
increased
the
visibility
around
that
dangerous
curve
and
it's
coming
from
the
D'iberville
side
into
the
Biloxi
side
boots
Dias
is
the
councilman
on
the
other
side
of
the
line.
E
If
you
will
I
think
we
got
a
little
bit
more
work
to
go.
I
know
the
traffic
committee
is
looking
at
possible.
A
request
for
some
lack
of
a
better
word
rumble
strips
I
would
hope.
D'iberville
would
consider
the
same
thing
and
maybe
before
you
you
come
up
to
those
rumble
strips
to.
Maybe
it
could
say
curve
curve
ahead
or
something
like
that
to
improve
the
safety
in
that
area.
On
Mason
we
got
an
issue.
I
know
the
ditch
was
cleaned
about
three
years
ago.
E
But
half
the
side
of
the
ditch
half
of
the
ditch
on
Mason
is
now
silted
in
it's
clogged
up
with
debris
tires
there's
a
manhole
cover
that
has
been
lifted
up
and
laid
on
the
side
of
the
ditch.
If
we
can
get
that
ditch
cleaned
out
the
the
when
it
rains
it
won't
flood
over
into
the
properties
owners
across
the
street
it'll
flow
down
that
ditch
into
up
up
to
the
main
Lickety
Skillet
or
lick
Skillet.
E
Excuse
me
and,
and
then
out
like
it's
supposed
to
you,
got
to
pardon
me
buried
I'm,
trying
to
learn
that
new
new
section
of
my
ward,
Lickety
Skillet,
lick,
Skillet,
Old,
Highway,
67
and
I
did
turn
this
in
to
be
reviewed.
E
E
If
we
can
clean
the
edges
to
allow
the
water
to
flow
off
the
road
and
improve
the
conditions
there,
I
I
want
to
shout
out
one
more
time,
though,
to
Rue
Sanchez
people
said
that
we
can't
get
water
and
sewer
into
wool
market.
We
got
water
and
sewer,
got
a
project
teed
up
to
to
drive
that
and
those
Services
into
Rue
Sanchez
and
the
reason
I
want
to
mention
it.
One
more
time
is
that
the
owner
very
emotionally
has
thanked
us
for
finding
a
way
to
make
that
that
happen.
E
There's
some
undeveloped
land
and
some
existing
homes.
There
I
would
guess
that
you're
going
to
see
the
rest
of
that
land
developed
and
people
invest
in
Building
Homes
there,
one
more
good,
I
guess,
good
news,
Youth
Baseball,
is
wrapped
up
tomorrow.
At
5
45
is
closing
ceremonies.
The
president
of
the
league
asked
me
to
make
sure
that
the
council
knows
they're
all
invited
if
they
want
to
go
to
closing
ceremonies.
Doesn't
last
too
long.
E
So
if
you
not
do
anything
tomorrow
at
5,
45
stop
by
see
the
kids
and
everything
get
their
trophies
and
and
have
a
good
time
with
them,
and
then
last
and
I
want
to
touch
on
what
George
said.
I
know
we
got
a
bevy
of
ordinances
that
have
been
presented
as
the
first
readings.
I.
Think
that's
good
and
dandy.
I
know
at
least
one
councilman
would
like
to
consider
workshops
and
I'm.
E
Okay
with
that,
but
I
still
think
we
need
to
go
out
after
the
meet
potatoes
of
the
issue
and
I'm
I'm,
assuming
there's
more
ordinances,
maybe
to
come
down
the
pike,
including
curfews,
alcohol
bands
and
maybe
the
venting
of
the
traffic.
We
can
initiate
that
a
little
sooner
so
that
we
ensure
that
the
safety
of
all
our
citizens,
all
our
tourists
and
all
our
employees
are
considered
above
anything
else.
And
that
concludes
my
report.
Thank.
O
You
Mr
Barrett
I,
have
a
few
things
on
Oaklawn,
Road
and
I
know
we
have
about
seven
of
them
in
wool
market,
but
the
one
that
runs
behind
wool
Market
grocery
off
of
Lorraine
I've
had
several
people
who
have
RVs
boats
and
things
there's
some
trees
that
that
are
hitting
their
RVs.
That
need
to
be
trimmed
back
a
little
bit.
I,
don't
know
if
that's
something
we
have
to
have
a
contractor
for,
if
our
Public
Works
can
do
that
or
not,
but
it's
it's
in
between
Boyette
and
Lorraine.
O
There
are
several
sections
that
some
trees
need
to
be
trimmed
back.
I'd
like
to
thank
the
administration
and
public
works
for
the
no
wake
signs
for
Parker's
Creek
the
boat
launch.
There
we're
having
some
issues
with
people
not
slowing
down,
because
the
the
old
signs
had
rusted
and
fell
off
into
the
water,
and
so
people
were
blowing
through
there
until
they
got
to
the
dock,
so
they
got.
Those
delivered
today
give
a
shout
out
to
Mike
costley
on
and
his
crew.
We
had
a
a
ditch.
O
That
was
a
a
major
issue
washing
out
under
the
road
on
old,
where
old
wool
market
and
John
Lee
Road
meet,
and
they
went
out
there
and
piped
it
and
covered
it
and
gave
it
a
shoulder
and
it
was
getting
to
where
the
school
buses
couldn't
even
go
down
there,
because
they
couldn't
make
that
curve
without
danger
of
falling
off
in
the
ditch.
So
they
got
that
fixed
a
while
back
Jerry
I
had
it
mentioned
this
to
you
in
a
meeting
and
the
administration
I
wanted
to
see.
O
If
this
is
something
we
could
follow
up
with
in
certain
areas
like
in
our
area
in
wool
market,
we
had
some
people
bring
this
to
our
attention.
Whenever
we
send
notifications
out
about
a
public
hearing
for
for
a
proposed
subdivision
or
something
we
send
it
within
people
with
their
300
foot
or
something
like
that.
Is
that
correct?
O
O
Okay,
all
right
yeah,
because
I
know
last
time,
I
think
only
one
resident
got
it
because
of
the
size
of
the
property
or
one
or
two
people,
and
so
they
weren't
aware
until
last
minute
that
there
was
a
public
hearing.
So
that
and
then
another
thing
we've
been
Chief
Miller
several
of
the
roads
out
in
wool
market
we're
having
I
know.
O
This
is
an
issue
everywhere,
but
if
and
I
did
see
an
officer
out
today
taking
radar
on
wool
market
road,
but
John
Lee
Road
we're
having
I've
gotten
multiple
calls
for
speeding
on
John,
Lee,
Road,
old
wool,
market
Road
and
Oak
Lawn
road
that
runs
into
Eagle
Point
and
then
that
Shorecrest
that
ties
into
that
as
well
I'm.
Getting
a
lot
of
calls
on.
You
know
not
just
speed
but
excessive
speeding.
N
Yes,
thank
you.
Mr
guns,
I
just
wanted
to
compliment
the
public
works
department.
We
had
a
water
line,
failure
on
Big
Lake
Road
and
they
were
on
the
spot.
It
was
a
long
event.
I
think
we
got
a
contractor
in
later
to
to
finish
that
and
water
was
restored
at
11
o'clock
last
night,
but
they're
still
under
a
boil.
Water
notice,
but
I
just
wanted
to
thank
the
public
works
department
for
hustling.
Thank
you.
Okay,.
A
And
final
remarks:
I
just
want
to
thank
Christy
again
for
meeting
with
the
Architects
about
the
new
community
center
coming
in
on
the
east
side.
As
you
know,
we
only
have
one
Community
Center,
so
our
kids
on
the
east
side
have
to
travel
way
to
the
to
the
West
in
order
to
have
Recreation.
So
thank
you
for
working
with
me
and
meeting
with
the
Architects
to
make
sure
we
wrap
things
up.
A
The
other
thing
I
wanted
to
say
is
speak
on
Kenny
and
George.
I
think
that
we
need
to
kind
of
look
at
a
special
events
committee,
a
committee
that
will
help
us
iron
out
a
lot
of
these
things
that
we're
we're
talking
about
today,
especially
when
it
comes
down
to
our
special
events.
A
We
don't
want
to
throw
the
baby
out
with
the
bath
water
and
a
lot
of
this
stuff,
and
the
special
events
committee
would
work
kind
of
like
our
Planning
Commission,
where
they
would
help
us
make
those
decisions
and
vet
those
decisions
down
where
we
need
them.
So
that
was
would
be
my
advice
to
say
to
the
mayor
to
kind
of
consider
a
special
events
committee.
Okay:
okay,
go
ahead
and
George
I.
B
Forgot
to
if
y'all
paid
attention
to
the
Groot
Center,
they
finished
it
in
looks
great
new
wooden
fence,
Senator
Meredith,
Park
tested
in
looks
great
and
the
mother
inside
the
visit.
Civic
Center
is
having
on
the
table
for
the
next
one
to
get
done.
That's
only
one
section
of
offense,
but
it's
falling
over
because
yeah
these
two
look
great
so
I
know
I
talked
to
right.
You
got
that
Christian,
okay,.
B
A
Thank
you,
George.
That
concludes
the
council's
report.
We're
going
to
move
into
public
agenda
citizen
comments,
total
of
45
minutes
three
minutes
per
person
strictly
in
force,
but
anyone
on
my
left
would
like
to
come
up
and
have
a
few
words.
Anyone
on
my
left-
yes,
Mr
Woody
as
you
come
in,
please
sign
in
and
give
your
name
name
and
address.
P
The
coast
and
I
wanted
to
speak
with
with
y'all
concerning
items.
4A
through
I
think
goes
to
F
I
believe,
primarily,
four,
a
and
4D
are
the
ones
I've
had
a
chance
to
to
see.
P
P
P
E
P
Will
come
to
you,
so
it's
very
open-ended
without
any
a
lot
of
discretion
involved
and
for
to
run
a
business
is,
is
hard
very
hard
to
do
that.
We.
P
The
coast
and
we
do
a
study
every
five
years.
It
clearly
shows
what
the
event
does
for
the
economy,
and
we
feel
like
that
that
those
economic
impacts
handle.
E
P
Coast
with.
E
P
From
anybody
like
myself
or
anybody
else,
Gulf
Coast
Carnival,
Neptune,
St,
Patrick's
Day,
the
billfish
group,
all
the.
B
P
Special
events
that
take
place
scraping
the
coast
and
a
lot
of
these
people
are
here
today
as
well.
Listening
to
what's
going
on
about
about
this
I
think
we
need
to
have
a
workshop
or
some
something
to
get
together.
We've
done
this
before
in
the
past,
when
issues
have
come
up
and
discuss
these
things
and
see
how
it
affects
these
events
and
all
the
stakeholders.
P
And
and
see,
what's
what's
going
to
happen
to
us,
the
item
4D
I
just
happen
to
see
that
about
RV
parking
and
short-term
rentals
I'm,
not
sure
where,
where
y'all
are
on
that,
but
if
y'all
remember
after
Katrina.
C
P
Didn't
have
very
many
hotels
available
to
people
on
the
Mississippi
Gulf
Coast.
Thank.
J
J
If
you
go
back
in
time,
remember
we
used
to
have
something
called
The,
Sound
months,
September,
October,
November
and
December,
and
if
you
were
in
tourism,
those
were
the
absolute
worst
months
of
the
year.
So
the
casino
people
came
and
met
with
us
and
they
said
we
need
to
put
on
an
event
that's
going
to
keep
people
coming
to
the
coast
month
after
month
after
month,
especially
the
sound
months,
and
what
this
has
done
is
made
a
substantial
impact
to
the
Gulf
Coast
Economy
like
what
he
said.
J
We
do
a
economic
impact
study
every
five
years
and
the
last
one
we
did
was
and
for
our
25th
anniversary
and
that
just
showed
that
on
the
Mississippi
Gulf
Coast,
the
tax
revenues
generated
by
crews
in
the
coast
was
two
million
three
hundred
and
eighty
thousand
dollars
on
the
Gulf
Coast
alone
and
Statewide.
It
was
two
million
four
hundred
and
fifty
seven
thousand
I.
J
I
think
a
workshop
is
needed
just
to
get
everything
taken.
Care
of
on
the
table
make
sure
that
it's
not
any
Loose,
Ends
I.
Think
one
of
the
things
is
the
downtown
Biloxi
event.
We
love
this
downtown
Biloxi
event.
I,
give
up
on
that
day
for
sure
and
I
want
to
go
out
there
and
I
want
people
to
have
fun.
J
I
want
them
to
have
a
good
time,
but
we
might
you
know
sometimes,
if
you
regulate
hours,
I
can't
keep
those
cruises
away
because
they'll
start
showing
up
at
four
o'clock
in
the
morning
and
when
they
told
me
that
I
said
you're
nuts,
but
they
sure
enough
they
came
on.
But
these
people
are
good.
They
are
part
of
the
community.
They
want
to
come
back,
they
bring
their
friends
now
most
of
our
return.
People
we're
getting
the
information
out
by
word
of
mouth.
So
cruising
the
coast
is
a
wonderful
event.
J
Q
Afternoon
my
name
is
Robert
McCord
I
live
at
8136,
Jack,
Graves
Road,
the
water
problem
you
were
talking
about.
There's
I
got
two
things:
the
they
stopped
on
Jim
Bird
Road,
two
blocks
before
my
street,
putting
water
and
sewer
in
now.
On
the
other
end,
one
block
away
from
my
house
they're
putting
water
lines
in
on
Shriners
all
the
way
down
to
the
new
subdivision.
All
the
businesses
around
there
have
water
and
sewer,
but
this
little
section
got
left
out
last
time.
I
said
something
about,
they
told
me
wouldn't
happen
in
my
lifetime.
Q
We
need
water
and
sewer
up
there
really
bad.
Also
about
10
years
ago,
I
came
up
here,
Council
wasn't
Obsession
or
anything
and
asked
to
get
the
ditch
cleaned
out
in
front
of
my
house
because
and
the
culbert,
because
the
culbert
next
door
to
mine
was
crushed
in
came
out.
They
dug
it
out
a
little
bit.
They
hit
a
root
about
this
big
around
in
the
ditch
they
left.
They
never
replaced
the
pipe
they
never
dug
out
the
route.
They
never
did
anything
with
it.
Q
Now
my
yard
is
eroded
away
and
it
floods
every
time
that
it
rains
my
yard
floods,
because
that
ditch
is
still
clogged
up.
But
the
main
thing
we
need
more
than
anything
is
water
and
sewer.
Terribly
bad.
I'd
have
to
take
care
of
my
85
year
old
mother,
my
86
year
old
father,
just
passed
away
in
my
living
room
and
we're
having
a
hard
time
of
it.
We
have
to
buy
all
of
our
drinking
water.
Q
O
Mccord,
if
you'll
stay
around
after
the
meeting,
I
I'll
like
to
talk
to
you
or
you
can
get
my
number
and
give
me
a
call.
Okay,
let
me
leave
my
number
just
yeah
leave
your
number
with
someone
over
here
at
the
table
and
I'll
call
you
all.

I've
got
a
problem
with
ceasefire.
I
got
a
problem
with
the
mess
they've
made
in
the
neighborhood.
I've
got
a
real
problem
with
the
attitude
of
everybody.
That's
working
on
that
crew
I've
got
a
real
problem
with
the
answer.
When
I
ask
what
is
an
easement
y'all
were
talking
about
it
earlier,
like
it's
just
you
know
out
there,
it's
whatever
anybody
perceives
it
to
be.
R
R
I've
got
the
hydrant.
I've
got
the
telephone
pole.
I've
got
an
ATT
box,
I've
got
a
water
main
I've
got
my
mailbox.
I've
got
a
culvert.
She's
got
a
mailbox.
We
have
a
tap
between
us
they're
in
the
damn
place,
to
put
those
boxes,
they're
the
size
of
septic
tanks
and
what
they're
running
under
the
ground
I
can
put
a
fiber
cord
that
at
T
ran
through
a
drinking
straw.
These
pipes
are
two
inches
and
they're,
putting
five
and
six
of
them
together
and
running
them
and
where
they're
leaving
their
equipment
Friday
night.
R
R
I
got
a
problem
with
easements
when
I
built
my
house,
12
years
ago
out
there
I
was
told
Coast
Electric
was
my
electric
company
buying
Dandy
I
was
told
whoever
I've
got
Cedar
Point
Center
Point
gas,
no
problem
we've
got
Communications
in
that
neighborhood
ceasefire
chose
not
to
put
their
Communications
on
the
polls
and
lines
that
are
out
there.
When
cable
one
was
in
business,
they
had
no
problem
getting
through
with
the
polls.
Everybody
else
uses
that
way.
A
S
S
S
So
you
can
get
the
notion.
I
can
hear
that
all
black
people
are
the
type
of
people.
That's
gonna
tell
your
city,
not
all!
Maybe
a
few
and
I
agree
with
you.
If
a
few
does
it
send
them
to
the
law?
Let
the
Lord
take
care
of
it.
They
need
to
be
taken
care
of,
but
don't
punish
the
rest
of
the
people
for
three
or
four
people
got
shot.
The
policeman
got
shot,
I've
simplified
with
that,
but
the
person
that
did
that
previous
crime-
it
should
be
punished
as
they
stand
up
the
law.
S
A
N
I'll
make
that
motion
with,
with
with
the
suggestion
that
we
have
a
very
brief
discussion,
really
to
set
a
workshop
date.
If
that's
possible,
you.
C
N
N
What
I
would
suggest
was
that
we
have
a
public
Workshop
to
discuss
not
only
this
ordinance
but
the
four
that
four
or
five
that
follow
that
all
under
the
first
reading
here
for
these
ordinances
and
my
thinking
is
just
to
throw
out
a
date.
If
we
looked
at
May
30th,
that's
the
fifth
Tuesday.
We
don't
have
a
council
meeting
scheduled
that
day
and
we
could
do
it.
I,
don't
know
whatever
right
after
lunch,
1
or
1
30..
My
guess
is.
N
If
we
had,
you
know
invite
folks
sit
in
whoever
have
the
attorneys
explain
it
to
us
exactly
spend
some
time
on
the
details
solicit
some
comments
from
the
public
during
that
workshop
and
maybe
tweak
as
we
go
along
or
at
least
give
us
food
for
thought
so
that
at
some
point
we
could
tweak
this
if
it
needs
tweaking
okay
and
and
then
perhaps
a
week
or
two
after
that
schedule.
A
second
reading,
that's
my
thoughts.
So
I'd
move
for
a
workshop.
Let's
say
on
Tuesday
the
30th
of
May,
okay,.
A
K
Me
just
a
point
of
order:
issue
Peter.
If
an
item's
been
moved
on
a
first
reading
and
seconded
I,
don't
believe
actually
can
be
taken
until
the
second
until
the
next
meeting
I'm
at
the
next
meeting.
But
if
it
comes
up
for
discussion,
then
we
could
set
the
workshop
if
he's
moving
it
for
the
workshop
purposes.
M
B
A
Second,
okay,
ordinance,
C
Gary.
C
A
N
C
C
C
N
Yeah,
this
is
the
development
there
and
part
of
what's
considered,
I
guess,
Petty
boy
subdivision
and
it's
a
62
residential
lots
and
two
commercial
Lots
will
be
created,
they're
looking
to
construct
townhouses
there
personally
I'm
in
favor
of
this
I
know
there
were
some
concerns
that
were
somewhat
addressed
at
the
Planning
Commission
meeting
about
from
some
of
the
residents.
N
Who
currently
live
on
what
would
be
property
adjacent
to
this
development
and
they
had
some
concerns
related
to
the
drainage
right
now
that,
of
course,
the
Developers
not
expected
to
fix
everybody's
drainage
problem
out
there,
it
just
can't
I,
guess
have
more
more
water
flowing
off
the
property
than
is
would
currently
would
currently
occur
pre-development,
but
my
thinking
is
if
there
are-
and
maybe
the
engineering
department
would
know
that
if
there
are
drainage
concerns
or
whatever,
then
maybe
when
this
development
occurs,
the
developer
might
work
with
the
city,
maybe
to
make
some
improvements,
if
they're
necessary
to
increase
the
effectiveness
of
the
drainage
in
that
area.
N
A
B
I
Well,
after
the
after
the
project
is
completed,
the
ordinance
requires,
what's
called
a
CDC,
which
is
a
certificate
of
development,
compliance
to
make
sure
that
all
the
site
improvements
have
been
done
according
to
what
was
proposed
and
I'm
not
allowed
to
issue
a
certificate
of
occupancy
until
that
CDC
is
signed.
That
has
to
be
signed
by
all
the
members
of
the
DRC,
including
the
city
engineer.
B
I
B
It
Paul
I
mean
you
had
a
problem
with
the
people
with
this,
so
how
to
make
sure
it's
done
right,
I
mean
that's,
that's
the
key.
You
know
no.
N
Right,
we
just
don't
want
to
pass
something
again.
That's
why
I
say
at
some
point:
the
city
and
the
developer
should
be
talking
if
on
the
engineering
side
of
this
or
public
works
or
their
concerns
by
the
residents,
I
would
assume.
There's
there's
some
record
of
some
history
of
drainage
issues,
either
from
folks
complaining
or
maybe
that
are
known
to
the
public
works
department
or
engineering
department.
I
A
B
B
This
is
we
passed
one
already
in
this
neighborhood,
you
know.
So
this
is
a
and
it
did
a
good
job
at
the
house.
They
worked
on
so
believe
it
or
not.
I
support
this
wow.
A
I'm
about
to
have
the
big
one,
Dr
Tuesday.
B
N
Mean
every
once
in
a
while
that
old
dog
learns
something
no
and
I
know
that
Mr
Lawrence
has
studied
this,
because
it's
a
short-term
rental
nearby,
it's
right
around
the
corner
from
Howard,
Avenue,
I'm
surprised,
but
also
I,
know
he's
a
reasonable
man.
Usually
it's
all
second
and
not
a
problem.
Thank
you.
A
Move
that
second
by
Mr
Lawrence
any
questions
I
have
none.
Do
you
have
any
missiles?
No
as
long
as
you
go
with
it,
I'm
good
with
it
all
in
a
favor,
okay,
6-0
motion
care
I
need
a
motion
on
the
consent
agenda,
moved
by
Dr
Tisdale
second,
by
Mr,
Lawrence
Dr
Tisdale,
nothing.
Thank
you.
Yeah
go
ahead!
I'm,
sorry,.
T
Yes,
sir,
so
Van
Hook
is
where
the
police
academy
once
was.
The
police
academy
has
vacated
that
building,
but
we
were
able
to
acquire
the
building
at
a
lease
per
year.
We
just
have
to
put
some
equipment
in
there
now
to
chairs
tables
and
all
that
we'll
be
using
it
as
a
training
facility.
Also,
so
we
went
through
drug
forfeiture
money
in
order
to
to
pay
for
the
equipment
that
we
need
inside
all
right.
B
B
Q
F
Signed
an
mou
some
months
back,
saying
that
we
agreed
to
take
that
on
MDOT
is
transferring
maintenance
of
those
lights
to
the
city
and
to
Ocean
Springs,
divided
as
to
what
you
know
where
who's
each
one's
got
their
side.
F
So
as
of
as
of
this
executive,
we're
we're
accepting
that
responsibility
and
note
notifying
the
council
that
that's
our
our
Bridge
of
lighting
now.
B
F
And
that
our
engineering
director
has
met
with
them
and
and
and
been
on
site
and
confirms
that
they're
all.
B
F
B
F
Okay,
so
so
here's
the
story
on
that,
as
you
recall
in
the
previous
administration,
a
previous
administration
not
well
in
in
your
your
previous
term.
F
We
we
did
something
called
a
port
bond
and
it
was
a
bond
that
the
city
sold,
but
the
county
agreed
to
pay
up
to
one
mill,
including
money
for
the
bond
Debt
Service
for
the
bond
which
they
had
been
doing,
but,
like
the
city,
the
counties
at
valorum
millage
is
worth
more
today.
So,
as
a
result,
there's
there's
more
residual
funds
not
needed
for
Debt
Service.
F
B
F
And
we
anticipate
that
the
Shockers
are
going
to
match
that.
B
M
When
we
did
the
transfer
of
the
team,
there
were
some
there
were.
Some
modifications
made
that
y'all
have
already
approved
that
talked
about
certain
responsibilities
that
Tim
Bennett
had
the
Shuckers
would
be
taking
those
over.
So
we
would
be
collecting
additional
third
of
school
board.
Revenue
I
mean
that
was
the
main
one.
K
Number
5K
foreign,
just
a
couple:
questions
I
see
that
it's
got
nine
projects
completed
and
that's
generated.
35
new
housing
units
is
total
paid
in
the
category.
That's
on
the
attachment
is
that
what
our
Bond
or
our
grant
was
was
what
this
number
in
the
total
paid.
M
Right
of
the
the
total
improvements
onto
the
onto
the.
K
K
This
is
the
total
pay
322..
Okay,
just
curious,
looking
at
the
number
it's
going
to
take
us
about,
at
this
rate,
about
10
to
12
years
to
to
recover
that
yeah.
More
importantly,
what
I
was
wanting
to
know
is:
do
we
have
a
total
number
of
grants
that
are
out
that
haven't
been
completed
yet
how
many
more
of
these
are
going
to
come
end
up
on
the
roll
foreign.
M
We
may
have,
we
may
have
one
more,
but
I
think
this
is
I.
Think
this
is
it
and
I
think
the
time
limit
for
the
grants
has
run.
So
these
should
be
the
these
should
be
it
and
you
know
the
from
from
five
years
ago,
or
so
when
we
started
it,
we
think
it's.
It's
put
a
lot
of
housing
down
here,
gotten
a
lot
of
interest
in
housing,
so
some
are
going
to
pay
off
faster
than
others.
M
M
And
you
know
the
only
the
city's
portion
is
getting
repaid
back,
the
County
gets
theirs
and
the
school
district
gets
theirs.
A
Okay,
Dr
Tisdale,
oh
I
went
you
Mr,
glavin
Miss
bear.
O
I,
just
I,
don't
have
a
question
on
the
item.
There's
an
item
about
the
Shriners
Boulevard
sewer
extension
that
and
I
brought
this
up
before
the
gentleman
that
was
just
in
here
his
Road
literally
backs
up
to
that
pipe.
Is
that
something
that
we've
looked
into
that
I
talked
about?
You
know
tied
to
those
roads
that
come
off
of
Jim
Bird
I'm.
Just
you
know,
teeing
off
and
running
down
those
roads
wouldn't
not
be
a
major
task.
Yeah.
L
And
we're
going
to
be
doing
that
in
this
project.
I
can't
remember
exactly
I
know
we're
at
least
stubbing
out,
so
that
we
can
just
come
back
and
tie
into
it
or
if
we're
running
the
line,
all
the
way,
because
there's
some
funding
that
we're
trying
to
finagle
with
the.
L
O
A
A
I
need
a
motion
and
a
second
to
go
in
the
executive
session
for
the
purpose
of
examining
the
necessity
to
go
in
the
executive
session
to
discuss
sale
of
property,
purchase
of
property
and
litigation
possible
litigation.
A
Mr
Lawrence
I
need
a
second
by
Dr
Tisdale,
any
questions
all
in
favor,
okay,
six,
one,
okay,
I
need
a
motion
and
a
second
to
conclude
this
Crow
session
and
reconvene
in
an
open
meeting,
Mr
Lawrence,
Dr
Tisdale
any
questions
all
in
favor,
okay,
six
one
and,
of
course,
I
need
a
motion,
a
second
to
go
into
the
executive.
E
Underground
yeah.
A
A
I
B
A
I
Seven,
zero
Item
B:
this
is
part
of
the
same
property,
it
faces
another
Direction
and
they
are
working
on
and
I
would
ask
for
30
days.
I
E
C
I
N
C
C
I
I
I
I
I
I
A
I
B
I
B
I
A
N
A
Hollywood
Jerry
we're
looking
at
demolishing
any
of
those
structures.
H
I
C
B
I
asked
the
council
not
to
pay
here.
There's.
U
On
that
so
I
went
out
this
weekend
and
on.
E
U
And
Tuesday
to
support
the
meeting,
also
see
if
they
made
any
progress
on
cleaning
up
and
writing
from
the
lots
east
of
Oak
Street.
They
have
made
some
minor
progress
on
a
couple
of
lots,
cleaned
up
some
concrete
and
some
tree
limbs,
but
they
do
have
a
lot
more
work
that
they
need
to
get
on
within
our
easements.
B
H
C
G
G
East
of
Oak
Street
needs
to
be
wrapped
up.
There's.
C
Of
significance-
maybe
that's
my
work
by
Highway.
U
90
some
sewer
work,
but
everything
East,
Vogue,
Street
and
North
of
Highway
90.
K
G
Of
problems
that
you
know
may
well.
U
Well,
the
councilman
is
specifically
bringing
up
issues
with
the
contractor,
not
raiding
and
cleaning
off
the
right
way,
with
all
the
rocks
and
shells
and
debris
and
typically,
what
happens,
he's
contracted
way
to
the
very
end,
and
that
takes
a
while
on
these
large
projects
and
then
getting
them
to
do.
The
work
becomes
problematic.
C
G
B
G
G
U
U
Next
round
of
funding,
okay,
yes,
sir.
B
To
six
zero,
you.
