From YouTube: Budget workshop July 7 2020
Description
Biloxi City Council held a special called meeting at 4 p.m. on Tuesday, July 7, 2020 at Biloxi City Hall to begin budget workshops for the upcoming fiscal year. The meeting was streamed lived and recorded.
C
Mr.
mayor
yeah,
Thank
You,
mr.
president,
I
think
you
all
have
the
little
spreadsheet
of
what
we're
trying
to
guess
them.
Guesstimate
for
another
15
months
in
front
of
us,
but
before
we
go
on,
I
would
like
to
thank
our
our
accounting
group,
the
team
on
us
on
this
bench
with
us
for
holding
the
wheels
together
for
a
while
and
I'm
real,
proud
of
them
and
I'm
a
proud
to
announce
that
Diana
gavage
Thornton
is
joining
and
leading
our
finance
department.
C
Diana
is
a
native
of
books
and
in
fact,
her
grandfather
in
the
40s
and
50s
was
the
chief
of
police
for
20-plus
years
she's,
a
real
I
think
asset
to
us
and
she,
after
a
counting
degree
and
with
the
work
for
Lila
Capri
in
96,
I,
believe
Diana
and
worked
our
way
all
the
way
up
to
the
Department
of
the
Director
of
Finance,
for
I
love,
Capri
and
when
I
say
Kansas
City
and
as
well
as
Ocean
City
pros
you
City
area.
So
we
were
very
fortunate.
C
She's,
a
bull
market
resident
married
to
a
former,
probably
and
we're
proud
to
have
on
board
and
NCPA,
of
course,
and
in
masters,
and
everything
in
between
so
I
think
that
the
team
is
together
and
I'm
real,
proud
of
it
and
we'll
address
this
this
year,
as
well
as
some
of
the
things
that
we
may
be
facing
here
shortly
in
the
next
three
months.
This
exercise
is
going
to
be,
you
know,
doing
a
little
guessing,
but
I
think
it's
a
reasonable
attack
on
what
we're
going
to
be
facing.
C
C
You
know
some
adjustments
as
far
as
reining
in
back
some
expenses,
not
filling
vacancies
refinancing
some
things
and
again
some
of
the
extraordinary
expenses
that
we
face
with
regard
to
Kovac
we're
applying
for
some
reimbursement
there.
So
we're
hopeful
that
the
the
tightening
of
the
reins,
as
well
as
you
know,
being
lucky
and
where
we
need
to
be
at
the
end
of
the
fiscal
year
that
we
can
use
this
as
a
basis
for
doing
the
departmental
and
non
departmental
expenses.
That
will
be
our
next
workshop.
C
So
basically,
this
is
spread
out
mostly
in
the
general
fund,
all
in
the
general
fund.
At
this
point
and
our
best
guess,
you
know
the
big
hitters
as
you.
You
can
note
and
note
in
the
Intergovernmental
areas,
there's
a
gaming
fun
and
that's
we
took
a
guess
that
you
know
we
were
off
to
a
pretty
good
year
in
the
March.
So
till
the
wheels
came
off
and
our
budget
was
eighteen
point.
C
Nine
five
I'm
just
your
correct
me
if
I'm
wrong,
but
we
figured
that
we
would
be
back
to
strength
about
eighty
percent
strength
in
a
in.
You
know
October
one
for
gaming.
If
nothing
else
happens,
so
we
did
some
arithmetic
projected
the
first
three
months,
the
first
quarter
of
the
twenty
one
year
to
be
at
about
eighty
percent
and
then
the
rest
of
it
at
full
strength
and
that
winds
up
to
be
about
seventeen
million
our
budget
there
with
good
news.
C
As
far
as
a
belong
taxes
I
think
we
uplifted
that
you
know
in
talking
with
the
our
group
as
well
as
Paula
in
the
tax
assessor's
office.
I,
think
we
can
expect
about
a
three
percent
as
well
as
some
of
the
properties
that
were
not
paying
taxes
the
abatements
are
over
with.
So
that
was
a
pretty
good,
pleasant,
surprise,
I
think
we're.
We
have
collected
a
lot
already-
ninety
percent
or
so
and
a
few
more
months
with
the
August
tax,
a
ll
bringing
some
other
numbers.
C
So
those
are
the
big
hitters
I
think
sales
tax
will
take
care
of
itself
and
I
know.
If
you
want
me
to
stop
talk
in
a
minute
and
you'll,
have
any
questions
I'm
happy
to
to
to
do
that,
but
I
think
the
bottom
line
we're
looking
at
what
was
it?
Fifty
fifty
seven
million
one
hundred
forty
five
thousand
as
Georgia
now
we're
talking
in
the
office.
There
may
be
some
opportunities
like
short-term
rental
revenue.
I,
don't
think
that's
pop!
C
In
fact
of
about
seventy
five
hundred
dollars
there
again,
maybe
some
sales
or
some
properties
I
know,
there's
a
a
few
propositions
on
the
table
that
could
pan
out.
So
we
did
I
think
we
put
sixty
thousand
and
sale
of
property
in
there
I
believe
there's
a
lot
of
opportunity
to
you
know
to
look
at
both.
C
You
know
from
non-departmental
and-
and
you
know
other
extraordinary
things
that
may
pop
up
between
now
and
when
we
really
get
serious-
and
you
know
in
for
the
September
timeframe,
but
that's
pretty
much,
it
I
think
bottom
line.
You
know
casino
gaming
about
seventeen
million
sales
tax
still
about
you,
know:
twelve
million,
the
Apple
Orem
and
personal
property.
Again,
that's
about
seven
point
four
and
three
and
that's
about
it.
Anything
would
y'all
know
we're
forgetting
anything.
Any
any
questions.
D
C
We're
actually
in
our
exercise
too,
full
of
rains
back.
We've
really
got
a
budget
to
start
with
21
with
in
the
you
know,
the
big
difference
is:
do
we
have
a
lot
of
personnel?
Seventy
percent
of
the
ball
game
as
far
as
expense
is
personnel
and
things
related
to
it.
But
we
have
a
good
starting
point.
So
you
know
the
other
categories:
capital,
budget
contracts,
supplies
services,
you
know
those
kinds
of
charges,
we've
got
a
good
start
on
and
you
know
Jodie
and
everyone
scarlet.
Everyone
has
been.
C
C
You
know
an
exercise
that
I
think
we'll
be
ready
to
go
into,
and
you
know
in
the
next
few
weeks,
I
believe
the
next
one
is
the
right
before
the
the
second
meeting,
but
that's
gonna
be
the
trick
there
and
you
know
looking
at
just
generally,
we
got
some
things
that
we
need
to
take
a
hard
look
at
in
a
non
departmental
area
that
you
know
whether
it's
bus
routes
or
libraries
or
fire
trucks-
or
you
know,
police
cars
or
whatever.
We
don't.
You
know
it's
a
something
that
we'll
get
through.
A
B
Number
of
a
number
of
questions
on
the
revenue
sheet,
I'll
start
at
the
top
and
go
down
and
I'm
looking
in
the
fiscal
year,
20
budget
column
we
get
down
to
that
third
section
where
you
got
the
franchise
taxes
and
everything
you
have
Coast
electric
franchise
tax,
that
was
about
250
270,
and
then
it
was
projected
355
this
year,
summons
I'm,
assuming
there
was
an
increase
in
that
franchise
tax.
Obviously-
and
that's
gonna-
be
good
for
next
year
that
figures
a
great.
B
A
A
F
B
C
F
C
B
B
So
we
have
projected
twelve
point:
six
million
this
year
in
sales
tax,
we're
looking
at
12
million
next
year
and
so
we're
looking
at
roughly
a
million
a
month
on
average
and
I
know
for
a
while,
we
were
hitting
a
million
a
month
and
then
things
kind
of
died
a
little
bit.
You
know
how
how
short
we
are
of
this
year's
twelve
point:
six
million.
C
B
B
C
B
B
G
G
A
B
G
G
G
B
B
B
B
C
B
G
B
B
G
C
B
B
B
But
bottom
line
is
we
looked
at
finishing
this
year
on
the
revenue
side
about
fifty
nine
point,
three
million
we're
projecting
which
we're
gonna
fall
short
there,
obviously
yeah,
but
we're
looking
for
next
year
at
a
drop
of
about
what
two
point,
two
million
in
terms
of
revenue
to
fifty-seven
point
one.
That's
our
best!
Guess
it
at
the
moment
I
would
I
would
put
out
there's
food
for
food-for-thought
in
terms
of
revenue.
I
was
talking
with
mr.
B
creel
yesterday
and
I
asked
what
what
do
we
charge
for
permits
on
short-term
rentals
and
correct
me
if
I'm
wrong,
Jay
I,
think
you
said
it
was
$100
a
unit
and
that
may
be
a
spot
where
I
mean
at
two
dollars
a
week
is
what
we're
facing
Lee
charging
you
for
a
permit?
You
might
want
to
look
at
increasing
that.
C
B
Thinking
if
you
I'm,
just
gonna,
throw
a
number
out
there,
since
this
is
just
a
workshop,
if
you
went
from
100
to
300
you'd
triple
whatever
the
revenue
is
we're
bringing
in
now
I,
don't
think
three
or
even
four
five
hundred
dollars
means
some
of
these
folks
in
a
day
or
two
or
three
or
a
weekend,
make
that
I.
Don't
know
that
it's
too
much
to
ask,
but
that's
I'm,
just
tuck
that
away
let
it
rattle
around.
We
can
come
back
to
it
later.
C
F
C
Yeah
and
I
mean
right:
there
was
a
bonus
situation
where
they
was
over
the
2.7
million
dollar
a
base.
Two
point:
seven,
three,
two
point:
seven:
three
million
in
everything
over
the
base
on
the
gross
gaming
revenue
will
split
three
ways:
one
when
we
get
Network
made
it
up,
we're
not
going
to
reach
that
bonus
situation
this
year.
So
that's
why
it
was
reduced
from
one
to
three
point:
four
yeah.
So
that's
how
we
made
that
up.
It.
C
F
Thousand
excuse
me
I.
Nobody
try
to
get
him
to
increase
some
of
that.
I.
Don't
know
we
have
to
accomplish
that
or
not.
You
know
when
you
went
back
to
the
Secretary
of
State
and
everything
with
the
fee
was
over
odd
money
wasn't
getting
our
fair
share.
So
when
you
had
that
kind
of
increase,
I
didn't
know
if
we
actually
got
the
money
we
didn't
evident,
we
didn't
get
it
well.
C
The
override
money
right-
that's
the
overall
I,
was
trying
to
think.
Then
it
was
split.
Three
ways
that
brought
it
to
three
point
four
well
this
year
coming
I,
don't
think
we're
gonna
reach
three
point:
four,
even
with
the
ninety
percent.
You
know
our
eighty
percent
in
October,
November
and
December.
So
that
was
what
we
toned
it
down.
So
we're
gonna
get
two
point:
seven,
seven,
two
point:
seven:
three
million.
F
F
C
Property
we're
working
on
there's
some
things
on
the
radar
that
we've
been
talking
about
for
that
property,
and
maybe
you
know
we
got
to
be
creative
and
again
we
have
one
partner,
not
two
partners
in
it,
and
that
property
you're
right
when
it
was
being
rented
by
golden
egg.
I
mean
yeah
by
Golden,
Nugget,
ou
out
and
and
Matt
magic.
It
was
generating
350
I.
F
Will
see
it
he's
getting
50
cents
a
thousand,
but
any
more
money
than
that
that
we
get
at
all
they
get
half
to
the
up
to
the
300
and
then
take
over
to
300
something
we
get
all
we
got
a
hundred
percent
yeah.
They
don't
get
it
once
they
get
that
foot
up.
You
go
back
and
read
your
all.
Well
will
because.
F
And
it's
other
revenues.
C
F
C
F
Well,
it
just
knows
these
numbers
it
up
pretty
good
he's
kind
of
carried
him
over
and
we
still
sitting
up
it's
a
sub
50.
Millions
luck
that
we
do
every
year
to
make
sure
we
got
to
take
in
revenue
for
that
amount
of
money,
defense
of
seven
except
eight
million,
pretty
much
where
we
run
all
the
time
might
see
it
would
go
to
the
front
page.
F
C
We're
hopeful
would
be
17
again
it'll.
The
next
three
months
will
tell
the
tale,
especially
after
July,
when,
when
some
of
the
stimulus
goes
away
and
people
don't
have
the
you
know
the
the
unemployment
insurance
and
that's
helping
the
situation
as
far
as
the
gaming,
but
yeah
it's
kind
of
hurting.
As
far
as
the
business
that
you
know,
may
drop
off,
lay
officer
that
they
may
have,
but
well
I.
Think
our
best
guess
is
is
that
you
know
unless
something
really
takes
a
step
backwards,
that
the
three
months
that
we
have
left
they
shouldn't
reach.
F
C
Again
from
from
the
court
standpoint
and
just
a
whole
legal
outlook,
is
you
know
it's
easy
to
find
and
hard
to
collect
and
that's
a
reflection
of
where
we
are
but
we're.
You
know,
we've
made
some
moves
as
far
as
third-party
collections
and
we
hope
for
that'll.
Be
you
know
the
$400,000
would
be
a
reasonable.
Where
are
we
right
now,
Joanie,
you
know
where
we
are
as
far
as
yeah.
F
F
So
whenever
we
did
something
didn't
work
so
who
went
from
collecting
a
million
dollars
to
like
three
or
four
hundred
thousand,
but
we
got
alright
twice
expense
in
it,
so
we're
really
losing
so
I,
don't
know
what
we
need
to
look
at
that.
If
there's
something
wrong
I
know
you
deal
with
that,
all
the
time
with
something
else
that
we
can
do
or
we
just
not
able
to
collect
the
money.
C
What's
a
combination
of
everything
you
know,
we
overcame
the
the
conditions
that
they
put
about
four
hundred,
seventy-five
thousand
dollars
more
expenses
in
the
whole
operation
at
doing
the
ACLU
settlement,
but
again
I.
We
recognize
that
we
need
to
you
know,
get
some
of
the
money
in
play
that
the
court
system
generates
as
far
as
fines.
But
you
know
again
we're
pretty
conservative
in
you
know
we'll
do
at
least
four
hundred
thousand
and
maybe
we'll
do
look
a
lot
better
with
the
third
party
collections
and
some
of
the
adjustments
we
made
within
the
court
operation.
C
G
C
So
the
indirect
cost
that
the
department's
from
because
we
do
the
things
that
we
do
for
those
departments,
even
though
it's
an
enterprise
fund,
we
charge
it
back
and
yet
we've
been
doing,
we
changed
to
doing
it
monthly,
so
they
don't
hit
that
so
not
one
time
a
year,
usually
in
September,
but
we
I
think
two
years
ago.
We
change
that
to
a
month
and
that's
what
it
totals
yep
right
now,
there's
some
you
know,
there's
some
adjustment
we
could
do
and
make
it
even
more
because
I
think
they're
doing
well.
G
C
A
Sorry,
just
as
a
request
did
you
give
us
a
copy
of
this
document,
but
in
your
2019,
can
we
get
what
was
proposed
for
that
year?
I
really
want
to
look
at
what
we
proposed
as
to
what
the
actuals
were
versus.
What
we
projected
in
20
that
will
help
us
out
understand
these
jumps
between
numbers,
whether
they
were,
whether
we
overshot
them
or.
C
Think
we
give
you
what
was
amended
during
the
course
of
that
year
and
then
that
that
filed
is
what
you
know
as
a
minute
proposed
at
the
beginning
of
year,
amended
during
the
course
of
the
year,
but
that's
at
well,
that's
actual
yeah
based
on
but
I'm
talking
about.
If
you
wanted
to
know
what
we
started
in
the
year
within
each
one
is
categories
we
can
do
this.
A
C
H
F
H
C
H
C
That
was,
you
know.
We
kicked
it
up
as
far
as
a
number
of
that's
a
user
feeder
that
raised
the
garbage
collection
fee,
even
though
we're
still
you
know
getting
15
we're
collecting
fifteen
dollars
a
unit,
a
house
or
household
and
we're
getting
charged.
Fifty
fifteen
dollars
and
thirty
cents
I
believe.
F
C
You
know
all
things
based
on
trash
can
counts
and
in
house
counts,
and
so
for
that,
but
that's
that's
based
on
a
$15
in
unit
I,
think
on
thirteen
thousand
I,
don't
know
what
that
that
is,
thirteen
thousand
something,
but
that's
the
dot.
It's
a
fifteen
dollars
of
households
what
it
is,
that's
the
basis
or
it
for
it.
That's.
F
F
C
G
F
C
C
C
That's
part
of
the
gaming
that
you
know
lost
revenue
that
we're
not
going
to
get
I've
got
thirty
three
million.
That's
why
we've
toned
it
down
or
you
know,
projected
that
the
ninety
percent
figure
of
gaming
reaches
seventeen
thousand.
That's
where
the
total
31,
instead
of
thirty
three
million
and
the
projected
revenue.
F
F
C
F
C
C
F
C
F
C
A
E
C
E
C
C
C
E
E
E
C
C
To
do
that,
and
you
know
if
we
didn't
cut
back
and
we
spent
everything
that
was
budget,
of
which
we
did,
we
did
not
do,
and
we
did
some
extraordinary
things
with
refinancing
that
we
can
refocus
we're
trying
to
close
that
file
may
now
hole.
If
you
know
the
refinancing
of
the
bonds,
that
gives
us
a
half
a
million
and
a
couple
of
hundred
thousand
dollars
from
war
and
sewer
those
kinds
of
things
we
can
compress.
We
did,
you
know,
stop.
E
C
E
And
then
just
something
else
I
wanted
to
to
mention
is
and
I'm
sure,
y'all
probably
aware
of
this,
but
whenever
they
allocated
the
cares
Act.
Seventy
million
of
that
and
the
final
state
budget
was
allocated
to
go
to
cities
and
stay
out
cities
and
counties.
That's
in
the
final
budget,
so
I
don't
know
what
the
process
is
of
I'm
trying
to
get
a
piece
of
that.
Well,
but
there's
70
million
that's
been
allocated
from
the
cares.
C
And
that
is
for
extraordinary
expenses
which
we
have
about
1.3
million,
and
we
expect
to
book
that,
and
that
would
be
whether
we
get
to
cash
in
or
not.
We're
gonna
apply
for
that
through
the
meme
of
FEMA.
But
we
have
a
you
know,
certainly
a
basis,
especially
when
they
came
to
the
emergency
act
in
the
use
and
they
automatically
kick
in
of
the
one
time
and
a
half
over
town.
So
there's
actual
expenses
as
well
as
some
of
the
equipment
and
PPE
and
all
the
stuff
that
we
did.
C
E
And
then,
just
before
our
next
meeting
I
know
it's
two
weeks
out:
if
it's
possible,
is
there
any
way
that
we
could
possibly
get
these
a
couple
days
in
advance
with
that
other
stuff,
and
that
way
we
can
just
run
familiar
with
it.
When
we
come
in
and
then
one
more
question
and
I'll
be
done,
is
how's
Mike
doing.
C
D
C
Yeah
that
would
be
my
intent-
was
to
do
it
this
year.
So
I
mean
we
there's
an
application
in
this
FY
year
and
now,
if
there's
some
opportunity
for
revenue
recovery,
which
you
know
FML
and
has
been
in
contact
with
the
governor,
and
if
there
was
some
indication
that
the
the
use
tax,
which
is
the
internet
sales,
tax
and
I,
think
we
get
about
120
1,000
to.
G
E
C
In
construction
you
know
roadwork
and
that
sort
of
thing,
but
there
was
some
opportunity
to
apply
that
to
lost
revenue
and
we're
still
fighting
for
that
thing,
but
certainly
if
we
have
other
you
know
other
opportunities
that
pop
up
with
regard
to
you
know,
state
or
federal
will
include
them.
So
that's
part
of
that
five
million
our
whole
we're
trying
to
feel
certainly.
C
The
1.2
is
part
of
that
70
million
that's
been
allocated
and
we
we've
got
pretty
good
numbers
now,
I
think
every
four
actually
crystal
ball
and
and
kovat.
You
know,
we've
got
some
pretty
good
numbers
that
will
we'll
be
placing
as
fast
as
we
can.
D
F
D
C
D
C
D
D
D
We
probably
need
to
take
a
hard
look
at
in
addition
to
all
of
our
departments,
but
one
of
the
things
we've
done
in
the
past
we've
been
counted
a
little
cheapish
on
passing
a
firown'
for
lack
of
a
better
word,
a
deficit
budget,
but
I
think
a
lot
of
municipalities
are
going
to
be
in
the
same
boat
that
we
are
worse
and
we
we
may
need
to
make
sure
that
we
can
bridge
over
to
the
following
fiscal
year.
2022
and
just
understand
where
we
might
be.
C
Your
budget,
a
budget,
you
know
we
got
a
little
discrepancy
on
use
of
a
deficit
budget.
I
mean
you
use
part
of
the
money
you
made
in
prior
years.
In
order
to
do
that,
if
you
want
to
call
that
deficit
spending
well
we're
not
we
built
that
up
in
you
today
gain
a
loss,
so
we
just
projected
instead
of
having
that
difference,
that
four
million
dollars
at
the
end
of
the
year.
You
know
if
we'd
made
everything
equal,
but
we
just
used
some.
You
today
gained
a
listen,
a
mayor.
C
Word
for
the
news
media
take
issue
and
know
what
you
know:
you're
right
we
got
to
build.
You
know
we
want
to
add
to
those.
You
know
they
gain
all
fund
balance.
Whatever
you
want
to
call
it.
You
know
the
cashes
is
the
is
king
so
to
speak,
and
you
know
we've
got
good
credit
too,
so
you
know
that
all
kind
of
couples
in
what
the
the
federal
government
in
some
of
these
state
governments
cuz
we
took
a
hit
to
hit
more
than
anybody.
C
D
Know
I'm
gonna
throw
one
more
question
out.
You
know
as
we're
working
through
this
workshop.
I
know
we
got
2020
census
coming
up
to
get
all
that
in
and
it's
gonna
affect
prior.
You
know
2021
possibly
does
that
come
in
I
know
we've
it's
documented
what
that
means
per
person
and
money
that
we
get
everything.
So
that
could
be
something
you
know
that
helps
us.
If
we
see.
C
C
C
Is
but
you
know
the
second
Air
Force
commander
general
tallest,
he
said
we'll
give
you
the
list
and
if
you
know
the
people
here,
maybe
5,000
6,000
people
when,
when
the
the
triggers
pull
so
that
old
about
five
thousand
times
twenty
two
hundred,
that's
a
pretty
good
figure.
Last.
D
D
C
Ask
my
legal
folks
to
figure
out
what
our
options
are.
You
know.
Certainly
this
year
has
been
a
bust
and
we
we've
kind
of
minimized
what
we're
gonna
pay
for
debt
service,
but
we're
open
to
ideas.
You
know
we'll
take
a
look
at
that,
but
you
know
it's
grim
for
those
kinds
of
sports
things
happening
well.
H
D
H
H
C
A
Covered
about
everything
that
I
had
discussion
on
one
just
final
moments
of
thought
is
that
I
think
we're
in
a
great
position,
regardless
of
what
we're
looking
at
right.
Now,
our
actuals
for
the
next
few
months,
like
councilman
Barrett,
discussed
with
me
in
conversation
that
our
neighboring
states
are
still
straddled
and
struggling
with
with
a
lot
of
economic
restrictions
and
burdens
and
we're
seeing
a
lot
of
people
come
into
our
state,
especially
on
the
coast
here
so
I
think
we're
primed
for
a
great
June,
July,
August
and
September
months.
We.
C
H
C
C
F
C
C
A
F
Then
you
got
a
better
shot
of
getting
into
not
getting.
It
have
faith
other
ones,
your
favorite
choirs
problem.
Since
the
ball
field
is
shut
down,
what
did
they
got
to
be
$25
to
play
golf?
Is
that
gonna
do
anything?
Oh
we're
getting
paid
five
six
dollars
a
ticket
how's
that
gonna
work
on
that.
That's.
