From YouTube: City council meeting and workshop 9 28 2021
A
Our
council
meeting
will
begin
here
in
just
a
second.
I
do
want
to
remind
those
of
you
who
who
just
have
a
burning
desire
to
know
more
about
the
fireworks
ordinance,
no
pun
intended
and
we'll
we'll
have
a
workshop
immediately
following
this
meeting
dealing
with
fireworks
because
we're
we're
looking
at
revising
the
current
ordinance.
So
you
may
be
interested
in
that.
A
B
We
will
be
adding
item
5w
resolution
ratifying
entry
into
the
federal
emergency
management
agency's
addendum
to
the
contract
with
crowder
gulf
llc
in
connection
with
the
hurricane
ida
debris
removal.
We
will
be
adding
item
5x
resolution
ratifying
entry
into
agreement
for
professional
project
management
with
ander
corp
llc
in
connection
with
hurricane
ida,
sand
removal.
B
D
E
Yeah,
thank
you,
mr
president.
I'll
be
brief,
and
then
I
think
we'll
ask
frank
to
come
up
and
talk
a
little
bit
about
the
insurance
information.
That's
provided,
but
I
do
want
to
give
you
an
update
on
a
couple
of
things.
E
What
needs
to
be
done
to
keep
at
least
highway
90
and
position
it
for
future
maintenance
and
repair.
We've
been
short
in
all
kinds
of
ways,
especially
with
covet,
and
but
you
know,
the
the
knock
is
that
you
know
the
look
and
feel
is
not
what
it
needs
to
be,
and
this
support
of
these
these
issues
will
position
us
to
to
be
right
there
in
top
notch
and
cleaning.
E
You
know
the
entries
and
and
just
the
the
use
of
these
arteries
to
where
we
have
a
top-notch
a
well-kept
destination.
So
I
asked
you
for
your
support
there.
Along
the
same
lines,
we
did
clean,
sweep
we're
in
the
middle
of
clean
sweep
and
that's
cleaning
up
the
debris.
I
think
jerry's
crew
identified
750
or
over
750
spots
that
we
need
to
remove
piles
of
debris
and
construction
and
that
sort
of
thing
and
mike
has
a
little
update
on
on
where
we
are
with
with
operation
clean
suite
we're.
F
In
day
two
on
day
one,
they
picked
up:
eight
large,
very
large
truckloads
of
debris,
working
in
east
biloxi
and
an
eagle
point
they're
moving
now
from
eagle
point
north
dented
wool
market
and
they're
moving
west
from
the
far
reaches
of
point
cadet
now
moving
in
past
main
street,
and
it's
as
I
used
to
say
in
my
former
business,
it's
a
target-rich
environment
every
street.
They
go
down,
there's
piles
of
stuff.
F
We
we
simply,
we
heard
from
the
council
week
after
week
and
just
finally
decided
we
had
to
do
something.
We
knew
that
pelican
was
not
going
to
catch
up
without
some
help,
so
this
is
a
five-day
push
and
we'll
continue
to
move
west
here,
south
of
the
bay
and
and
north
and
and
into
wilmark
and
north
of
the
bay
all
right
I've
one
other
tidbit
to
share
with
you.
As
of
today.
We
have
just
received
3.4
million
dollars
in
fema
reimbursable
funds
for
the
debris.
F
Removal
for
hurricane
zeta
you'll
recall
that
that,
with
this
long,
we've
been
long
waiting
for
that
that
big
check
and
we
will
use
that
to
pay
down
the
borrowing.
Note
that
we
that
we
have
with
the
people's
bank
and
that
money's.
E
Money's
in
the
bank
and
that
that
represents
about
all,
but
about
12
and
a
half
percent.
That
was
our
tab
as
far
as
the
expected
expected
expense
for
debris
removal,
so
that
puts
us
in
pretty
good
shape.
That's
that
credit
line
that
we
borrowed
and
paying
it
down.
So
this
is
the
pay
it
down
for
mode.
Okay,
and
I
don't
think
that
concludes
my
report
cleans
your
report
too.
Yes,
sir,
all
right.
G
There
you
go
thank
y'all,
since
we
last
met.
We
one
beacon,
has
fulfilled
everything
that
we
requested,
with
the
exception
of
general
liability
coverage
on
a
single
vessel.
That's
a
fire
vessel
based
on
state
law.
Mr
abide
and
I
spoke
about
it.
G
I
believe
that
any
time
that
vessel
is
going
to
be
used
is
going
to
be
in
the
course
and
scope
of
their
duty
and
they
would
have
immunity
from
a
liability
standpoint.
We
still
have
hole
coverage
on
that
vessel,
so
I
feel
very
comfortable.
Our
fear
was
more.
The
law
enforcement
vessel
vessels
that
we
may
have
some
liability
issues,
those
are
covered,
and
so
I
would
recommend
option
two
for
savings
of
37
000
over
our
previous
carrier.
Brit
we've
been
with
brett
for
a
very
long
time.
G
A
C
A
H
Thank
you.
First
of
all
on
thank
the
administration.
We've
seen
a
lot
of
those
trucks
in
the
area
today,
and
a
lot
of
the
people
were
very
excited
very
happy
just
to
see
some
dump
trucks
in
there.
They
picked
up
a
lot
of
stuff
in
the
community
and
very
very
appreciative,
as
I
got
text
messages
and
emails
and
pictures
of
the
trucks
in
the
area.
So
thank
you
guys
for
that.
H
I
had
opportunity
to
go
to
the
mml
meeting
last
week
and
I
brought
back
a
package
for
the
mayor
and
talked
a
little
bit
about
debt
collection
and
ways
that
we
can
collect
debts
that
are
over
to
us.
I
pass
that
along
to
the
mayor,
and
so
they
can
check
it
out.
Thank
you.
A
Thank
you,
mr
guns,
miss
newman
anything
in
ward,
3.,
all
right,
mr
lawrence.
In
ward,
one.
F
Five
and
a
half
and
six
million
is
the
amount
that
we
took
out
that
we
drew
and
now
we're
putting
basically
four
back
in
so
so.
That
means
that
we're
still
out
about
one
and
a
half
million
and
we've
still
got
some
very
big
claims
that
haven't
been
paid
yet.
E
Versus
yeah
debris
it
took
a
while
to
do
it,
but
yeah
yeah
it.
You
know
it
worked
out
well
as
far
as
the
interest
rates
that
were
being
that
were
paid.
So
the
only
thing
that
really
we'll
have
to
come
up
with
is
a
little
bit
of
the
interest.
It
costs
us
while
the
money's
out
borrowed
and
then
as
well
as
our
12
and
a
half
percent.
So
that's
you
know
what
we
can
expect
of
the
of
the
you
know,
seven
or
eight
million
dollars
worth
of
cleanup
that
we
had
to
do
so.
E
E
Right,
you
know,
as
I
mentioned
we
reached
out
to
and
had
a
couple
of
meetings
with
the
governor
and
and
some
mdot
folks
before
in
july.
There
was
a
couple
of
blows
that
put
a
lot
of
sand
on
the
beach
and
that's
the
conversations
that
started
happening
with
regard
to.
We
need
some
resources
to
put
on
this.
Is
you
know
our
backyard
and
to
act
like
a
destination?
You
have
to
look
like
a
destination
and
that's
what
we're
trying
to
do
so
sort
of
a
natural
course
we
went
to
visit
the
governor.
E
I
was
asking
for
a
million
and
a
half
about
two
or
three
tuesdays
ago.
Last
meeting
I
missed,
but
I
was
up
there
and
you
know
the
takeaway
representative,
kevin
felsher
was
there
with
me,
but
the
bottom
line.
Is
he
realizes
the
image
matters
and
that's
some
of
the
things
that
have
not
really
been
taken
into
account
as
far
as
budget?
You
know
emergency
cleanups
and
stuff
like
that.
E
They
don't
really
pay
attention,
but
the
the
project
that
we've
defined
has
engaged
professional
management,
as
well
as
the
groundscape
grounds
care
and
landscaping
and
ongoing
maintenance
in
in
the
equation.
So
I
feel
real
good
about
what
we'll
accomplish,
together
with
the
city
with
the
county
and
the
coastal
mississippi.
They
realize
that
this
is
part
of
the
the
job.
This
is
good
advertisement
to
have
a
clean
place.
C
Yeah,
you
have
25
million
dollar
impact
from
cruising
yeah,
huge
yeah.
You.
C
Good
thing,
one
other
thing:
I
need
to
ask
the
fire
chief
on
oak
lawn,
I
told
you
about
the
limb
was
hanging
low.
Did
you
check
out
oak
lawn
to
see
if
you
trim
those
limbs
after
running
too
low
on
the
street.
C
And
last
but
not
least,
may
everybody's
been
waiting
to
hear
they
said
we
all
know
you've
been
working
hard
on
setting
up
some
type
of
raises
for
everybody
in
the
city.
It's
because
you're
kind
of
updated,
where
you
are
with
some
of
that.
E
Yeah
we're
you
know.
In
with
your
council
president,
we've
been
pondering
some
things
on
what
needs
to
be
done.
We've
realized
that
there's
a
you
know,
a
number
that's
been
thrown
out
as
far
as
inflation,
and
we
need
to
take
all
of
these
things
into
consideration.
E
We've
had
a
decent
position,
we're
coming
back
with
a
couple
of
solutions
that,
even
though
it
may
it
may
take
millions
of
dollars,
but
there's
some
return
on
investment
both
in
productivity,
as
well
as
just
logical
ways
to
to
take
care
of
our
employees.
I
can't
give
you
any
numbers,
but
you
know
shortly
10
15
days,
maybe
the
first
second
meeting
we'll
have
a
solid
proposal
with
what
we're
asking
of
our
employees.
They
make
us
money,
they
keep
us
alive.
E
We
do
the
job
that
we
need
to
for
the
cities
so
that
that's
on
the
radar
again
we're
fine-tuning
the
compensation
in
in
long-term
one
and
two
and
three
years.
Some
of
the
moves
we
made
since
you
know
the
whole
thing's.
You
know
the
possible
savings
of
six
seven,
eight
hundred
thousand
dollars
just
and
it
comes
out
of
our
pocket.
That's
all
part
of
the
compensation
what
it
costs
for
us
to
maintain.
So
I
think
those
are
giving
us
a
pretty
good,
feel
and
good
good
position
about
whatever
number
we
bring
up.
E
That's
an
offset
that
if
we
don't
you
know,
if
we
don't
make
those
moves,
the
package
you
know
is
not
right,
but
we're
considering
all
of
those
options
and
and
we'll
come
back
with
a
pretty
solid
proposal
and
within
a
couple
of
weeks.
C
E
C
E
E
J
K
E
F
One
of
the
unintended
consequences
of
of
all
this
rain.
We
have
lost
two
of
two,
a
big
manholes,
where
the
whole
manhole
structure
caved
in
one
right
that
we
I've
probably
talked
about
last
meeting
on
edgewater
estates
that
turned
into
fairview
that's
been
repaired.
Now
then,
two
days
ago,
one
another
one
blew
up,
and
I
said
I
used
to
turn
blue
up
I'll.
Carry
him,
explain
that,
but
basically
caved
in
on
bouvoir
road
right
by
the
coliseum
and
that's
a
temporary
fix
in
place.
F
We're
trying
to
get
the
the
pre
precast
concrete
box
to
get
in
there
and
make
a
permanent
repair
and,
in
the
meantime,
dixie's
tara
place
keeps
getting
pushed
back
as
we
keep
having
these
emergencies.
What
what
happens,
of
course?
And
then
these
rainstorms
is
particularly
the
older
sections
of
town
where
the,
where
there's
older
infrastructure
in
place.
You
have
a
lot
of
infiltration
into
the
end
of
the
system.
You
see
that
at
the
sewage
plant,
where
the
the
volume
of
sewage
goes
up
exponentially
during
a
rain,
because.
F
The
plant,
which
includes
all
that
infiltration,
that
infiltration,
also
has
to
make
its
way
through
various
lift
stations
and
manholes
and
so
forth,
and
and
some
of
them
you
know
because
of
the
volume
of
water
they're
carrying
it's
causing
damage
in
some
of
our
underground
structures.
So
I
think
it's
been
a.
It's
been
a
crazy.
K
Week,
I
think
another
another
consequence
that
we're
seeing
and
I'm
going
to
give
you
some
locations
to
look
at
with
the
outdated
infrastructure.
You
know
it
has
cracks
and
holes
with
this
amount
of
added
flow,
we're
also
getting
washouts.
You
know
the
the
the
water
that's
creeping
out
of
the
pipe
is
is
also
causing
the
subsidence
of
of
the
mineral
or
the
the
land
or
material.
That's
that's
in
there
and
so
we're
getting
sinkholes
popping
up
all
over
the
place.
E
Along
I
didn't
mean
to
jump
in
front
of
you,
but
you
know
we
submitted
25
million
dollars
worth
of
water
sewer
storm
drain
kind
of
issues.
In
this
hopeful
1.9
billion
that's
going
to
the
state.
We
were
shovel
ready
in
many
cases
what
25
million
one
in
total,
2029
and.
I
E
It
is
pointed
towards,
you
know,
the
the
east
infrastructure
has
been
rebuilt.
You
know
from
deep
sewer,
so
the
attack
is
on
what
in
the
left.
You
know
the
remaining
parts
of
the
city
which
will
you
know
you
know,
influence
the
west
of
alexandria,
yeah.
F
Yeah
the
areas
hit
hard
us
wards,
three,
four
and
five:
that's
where
our
oldest
infrastructure
is
now
and
in
in
some
cases
that
infrastructure
is
struggling
at
this.
With
these
unprecedented
amounts
of
rainwater,
do
we.
K
E
We
have
provide
those
those
plants
in
general
terms
that
well,
you
know
we're
in.
F
The
reaction
mode
right
now
but,
as
you
recall,
we
told
the
council
a
while
back
that
we're
developing
a
westerluxy
master
plan
and
that's
due
to
us,
I
think
in
another
30
days
and
it
will
list
a
whole
series
of
projects
that
have
been
will
have
been
structured
scoped.
We
have
a
project,
scope
and
an
estimated
cost,
and
I
think
we
can
put
together
a
bond
package
or
something
well.
K
Right
so
as
long
as
we
have
something
that
we
can,
we
can
show
that
we're
going
to
roll
out
this
plan,
this
master
plan.
There
is
an
actual
plan
and
I
think
a
lot
of
people
ask
me
about
it
because
they
deal
with
this
and
they've
heard
the
excuses
and
all
the
rain
and
years
and
funding
people
are
ready
to
see
a
plan
in
west
biloxi.
So
yeah.
F
We
tried,
as
we
get
we're
getting
a
dozen
calls
a
day
for
people
that
are
worried
about
you
know,
flooding
and
so
forth,
and
what
we're
trying
to
do
is
send
an
inspector
out
in
each
case.
To
look
and
see
is,
is
it
is
the
problem
something
we
can
fix
today
or
is
it
a
long-term
problem?
Is
it
a
personal?
K
It's
historical:
I
had
some
things
for
jerry
when
you
return.
So
if
you'll
come
back
to
me,
okay,.
D
Just
a
couple
things
thanks
for
the
pickups
bright
and
early
yesterday,
they
were
in
eagle
point
and
driving
through
there
today.
I
think
everything's
gone
as
far
as
storm
debris,
and
so
everyone,
I'm
sure,
is
going
to
be
appreciative
of
that.
D
Second,
thanks
for
getting
tally
out
to
get
the
silt
fence
down
from
the
park
now,
all
we
have
to
do
is
get
that
mode
around
there
and
those
trees
cut
that
had
grown
into
the
fence
and
will
be
in
good
shape,
and
then
I
would
also
like
to
it's
on
the
agenda
on
the
consent
agenda.
I'd
like
to
recognize
casey
your
for
his
help
on
eagle
point
park.
We
have
125
000
of
tidelands
coming
down.
This
is
the
third
time
for
a
total
of
I
think,
625
thousand
dollars
going
towards
that
park.
D
So
that's
a
and
then
with
what
we've
put
into
it
very
appreciative
of
his
support
to
help
make
that
happen,
and
that's
all
I
have.
A
A
A
Not
yet
we
hadn't,
please,
please
state
your
name
clearly,
so
that
the
clerk
records
your
name
accurately.
So
at
this
time,
if
there's
anybody
on
my
left,
your
right
that
would
like
to
address
the
council,
my
left,
your
right,
nobody,
okay,
anybody
on
my
right,
your
left,
wish
to
address
the
council.
Excuse
me,
mr
ramsay,.
L
Good
afternoon
good
afternoon,
my
name
is
gilbert
ramsey,
I'm
a
military
veterans,
outreach,
specialist
innovation,
outreach
specialist,
I'm
representing
business
id
723588,
which
is
a
veteran
bottled
water
company.
I'm
going
to
washington
october
the
26th
through
the
28th
for
innovation,
comprehensive
ideas
to
introduce
new
manufacturing
opportunities.
I'm
using
this
as
a
platform
to
introduce
more
innovative
ideas.
A
L
States
chamber
the
senator
roger
wicker
initiative,
so
they've
all
recognized
me
for
this
opportunity.
Ladies
and
gentlemen,
I'm
coming
here
to
show
y'all
what's
happening,
bottled
water
and
then
another
innovative
idea
to
introduce
within
the
hub
within
stennis,
ingles
and
all
bases
at
all
universities,
consortium,
universities,
with
research
capabilities,
sbir,
sctr,
research,
grant
opportunities.
L
A
Thank
you,
mr
ramsey.
Anybody
else
on
my
right,
your
left.
Anybody
in
the
back
there's
anybody
last
call.
Anybody
wish
to
address
the
council
all
right.
That
concludes
citizen's
comments.
We'll
now
move
to
the
policy
agenda.
If
the
clerk
would
read
the
first
item,
it's
a
first
reading
item
a
please.
A
B
B
M
What
is
what
has
happened
with
the
project
is
that,
after
the
public
hearing
where
originally
dr
potency
was
proposing,
111
single-family
lots,
he
went
back
and
listened
to
the
neighbors
that
lived
next
door
and
he
decided
that
he
wanted
to
revise
the
design
so
he's
reduced
that
111
lots
down
to
14.
M
M
M
M
L
C
Jerry,
that's
14,
big
lots
right
how
much
land
is
left
over
after
that?
How
much
land
is
left
over
after
the
after
the
fourteen
three
acres
of
wherever.
M
M
Well,
he's
got
several
things
that
he's
discussing
now.
You
know
that
maybe
it
would
be
mixed
use,
maybe
it
would
be
part,
commercial
and
part
residential,
maybe
commercial,
on
the
bottom
floor
and
residential
above
he
really
really
hasn't
finalized
that
next
phase.
Yet
this
is
the
only
one
that
he's
certain
about,
and
one
thing
I
would
mention
too,
is
that
one
of
these
13
lots
is
the
house
that
he
already
lives
in
so.
A
I
have
nothing.
That
being
the
case,
will
call
for
the
question
all
in
favor
of
the
ordinance
as
presented.
A
B
Ordinance
to
amend
selected
sections
of
the
land
development
ordinance
to
remove
two
family
and
three
to
four
family
dwellings
as
specific
uses
within
the
rs5
zoning
district
classification
to
allow
the
newly
proposed
used
salvage
yard
as
a
conditional
use
exclusively
within
the
rb
regional
business
and
eye
industry.
Industrial
zonins.
A
M
There
there
are
two
two
parts
to
this
change
and
it's
essentially
a
housekeeping
item.
Rs-5
zoning
in
the
in
the
first
item
that
we're
discussing
is
a
single
family
zone
district
and
there
was
a
typo
in
the
chart,
the
tables
that
are
in
the
book
that
showed
that
two
family
and
multi-family
dwellings
were
allowed
in
rs5
and
that's
not
correct.
So
what
we're
doing
is
removing
those
as
uses
in
the
rs5
district.
So
it's
just
a
correction
of
the
table
on
the
second
item.
M
Salvage
yard
salvage
yards
originally
called
junk
yards,
but
the
terminology
has
changed
and
they've
only
been
allowed
in
as
a
conditional
use
in
industrial
zoned
property.
But
we've
had
some
people
approach
us
about
that,
have
r
b
zoned
property
and
asked
if
we
would
consider
allowing
it
as
a
conditional
use.
M
So
what
we're
proposing
is
a
is
that
it
be
added
as
a
conditional
use
in
the
rb
zoning
and,
of
course
the
conditions
would
be
that
it
could
not
be
located
right
next
to
the
road
that
if
it
were
a
wooded
area
and
the
salvage
yard
was
located
off
of
the
main
road
where
it
couldn't
be
seen,
then
it
would
be
allowed
as
a
conditional
use.
So
any
application
we
received
for
that
would
go
to
the
planning
commission
for
a
public
hearing
and
then
come
to
the
council
for
consideration
before
it
would
be
approved.
A
A
C
No,
it's
nice
to
see
a
lot
of
this
thailand's
money
coming
to
us.
That's
a
good
thing
for
the
city
of
luxem.
I
know
we'd
like
to
have
more,
but
at
least
we're
getting
it
it's
very,
not
pretty
good.
So
that's
going
to
help
the
city.
F
F
Moon
street
boat,
ramp,
eagle
point
park
and
hiller
park
miller
park
boat
ramp,
all
of
which
they
shorted
us
on
what
we
asked
for,
but
I
think
we're
going
to
be
able
to
through
a
combination
of
means,
either
reduce
the
scope
of
the
projects
or
add
some
city
money
to
the
kitty
and
still
be
able
to
do
all
those
projects.
C
This
g
g-
this
is
a
new
company
we
have
during
the
audit
professional
services,
accounting
and
audit.
Is
this
a
new
company
or
just
the
same
one.
F
Well,
as
you
know,
we
use
an
accounting
firm
to
to
do
our
audit
each
year
and
we
typically
after
every
three
or
four
years,
we
tend
to
switch
put
it
back
out
to
bid.
We
did
that.
We
got
four
bids.
We
formed
a
selection
committee.
F
J
A
All
right,
mr
barrett,
mr
gaines,
anything
it's
doing
anything.
F
A
Down
a
little,
we
could
set
a
record
here
going
through
this
man
on
the
on
the
audit
contract,
alexander
van
leen
sloan
levinson,
far
they're
reputable
they've
been
around
for
a
number
of
years,
and
I'm
just
looking
at
and
reading
through
that
they're
going
to
deliver
the
annual
financial
report
march.
First.
J
A
Okay,
keep
your
fingers
crossed
on
that,
I'm
sure
they'll
do
a
good
job,
I'm
sure
they'll
have
it
to
us.
Also
on
item
p,
we're
ascending
the
oreo
keith
management
agreement
that
we
approved
the
previous
week
and
really,
I
think
the
only
thing
that's
changing
is
who's
going
to
be
responsible
for
the
fire
suppression
system.
Is
that
pretty
much
it.
F
We've
been
in
a
round
and
going
round
and
round
and
round
with
the
museum
and
the
fire
fire
alarm
system,
and
we
find
it.
It
could
be
a
whole
lot
cleaner
to
just
put
a
little
more
money
in
their
management
agreement
and
let
them
deal
with
it
because
it's
just
burning
a
lot
of
our
time.
K
K
F
It
it
was
intended
for
a
floating
dock
system
to
be
put
at
the
behind
the
bait
shop,
where
we
would
extend
this
and
one
small
little
duck
out
and
other
boats
could
come,
come
pull
in
and
and
there's
really
no
place
for
boats
to
dock
now,
and
they
can't
knock
out
on
the
underneath
the
bridge
because
it's
the
waves
from
all
the
passing
boats
do
too
much
damage
to
the
boats.
So
there's
always
been
a
need.
F
There's
a
little
airy
little
if
you
will
kind
of
a
a
round
deep
area
right
back
behind
them,
because
the
bait
shop
area
that,
where
you
could
pull
boats
in
but
just
couldn't,
get
many
boats
in
there.
K
E
If
you,
you
know
what
we're
trying
to
do
is
recover
from
some
previous
storm
information.
Them
images
is
what
we're
trying
to
do
from
some
other
financing
sources
to
fix
immediately
in
long
term
those
things.
It's
not
you
know
separate
items,
but
we
it's
still
on
our
radar
to
repair
what
was
damaged
as
far
as
the
things
that
are
sitting
sideways
or
unrepaired,
unusable
right.
F
K
K
A
Stacey
stacy
reilly
is,
I
guess,
the
executive
director.
Yes,
thank
you
for
that
organization.
Ms
riley.
I
Yes,
we
have
a,
of
course,
a
long-standing
relationship
with
the
city,
the
police
department
and
fire
department
and
courts,
and
what
we
have
been
working
with
different
projects
with
this
is
to
put
together
a
a
strategic
planning
process
to
work
together
to
build
a
program
called
a
family
justice
center
and
a
family.
Justice
center
is
basically
a
one-stop
shop
for
victims
of
violent
crime,
so
we
would
have
a
facility
and
we're
not
coming
asking
for
money
at
this
point
in
time.
I
We
just
want
to
see
what
we
can
do
to
figure
out
what
our
project
would
look
like
and,
for
you
know,
develop
a
mou
for
all
of
our
partners
to
work
with.
This
would
be
for
gulfport
harrison,
county
and
biloxi,
as
well
as
our
agency,
to
put
together
a
project
to
be
able
to
to
have
a
facility
where
a
victim
of
domestic
violence,
sexual
assault,
trafficking,
our
family
members
of
homicide
victim,
can
walk
in
and
receive
services
at.
I
It
was
a
one-stop
shop,
so
we
would
have
law
enforcement
personnel
in
there.
We
would
have
court
personnel
located
in
the
facility,
as
well
as
our
victim
advocates
and
our
legal
clinic
that
provides
civil
legal
services.
This
would
be
able
to
to
address
the
the
barriers
that
victims
deal
with
whenever
they
reach
to
seek
services
from
the
point
whenever
the
victimization
occurs
to
the
point
they
receive
any.
I
They
look
for
any
type
of
resolution
to
the
process,
so
we're
looking
at
to
be
able
to
better
provide
services
as
a
collaborative
effort
for
victims
of
violent
crime
and
that's
what
this
whole
mou
is
for
is
just
to
be
able
to
come
to
the
table
and
and
come
up
with
a
strategic
planning
process
on
how
we
would
make
this
work
within
harrison.
County.
K
K
Mr
mayor,
on
all
the
the
additions
they
all
with
coast,
recycles
crowder
golf
all
of
the
groups
related
to
ida,
clean
up
for
droop
debris,
removal
and
sand
removal.
Can
you
tell
me
about
the
rollout
when
this,
when
they're
gonna.
E
As
you
recall,
I've
had
some
conversations,
not
you
know,
I'm
not
sure
whether
I
said
this.
I
know
I
said
this
again,
but
we
were
asking
for
the
governor's
support,
mdot
support
and
doing
some
some
cleanup
that
would
actually
impact
very
shortly
the
visitation
we're
going
to
have
again
most
of
the
business
as
far
as
the
4.2
million
visitors
here
are
biloxi,
most
of
them
use
highway
90.,
that's
our!
You
know
artery
that
a
lot
of
the
business
comes
down.
E
E
Mdot
at
the
time
was
pushing
sand
to
the
side,
getting
it
off
the
highway,
but
stacking
it
up
and
time
and
time
again
you
can
see
the
remnants
of
what
they
did
in
july,
the
remnants
of
what
they
did
and
even
from
zeta.
E
This
concept
is
to
figure
out
how
we
can
do
an
immediate,
short-term
fix
to
sand
removal,
grading
of
the
the
look
and
feel
of
the
highway.
We
engaged
a
plan
with
that
involved
royalty
corporation
from
a
program
management
situation,
christian
prius,
who's,
a
landscape
designer
from
his
pharaoh
business,
parap
alabama,
which
is
a
top
notch.
You
know
it's
a
situation
where
we'd
like
to
have
a
replication
of
those
pruning
those
things
that
need
to
be
taken
care
of
bottom
line.
E
That
image
is
important
and
he
would
provide
what
he
could
legally
to
to
make
this
happen
in
the
time
frame.
We're
talking
about.
You
know,
they're
going
to
be
going
if
this
is
approved,
they'll
be
going
from
from
dawn
to
dusk.
To
get
this
accomplished.
You
know
before
cruising
the
coast.
It's
it's.
It's
involved
similar
to
what
we
said
with
clean
sweep
in
getting
the
debris.
That's
the
same
kind
of
emergency
attack
on
on
this.
K
And
that's
that's
why
I
was
asking
the
the
kickoff
for
cruising
the
coast.
I
think
is
this
weekend.
Third
yeah
right:
do
we
have
any
numbers
for
participation
rates
with
all
the
rain
in
the
world?
Oh
yeah.
E
I
think
talking
with
woody
today
he
came
by
they
had
8
000
pre-registered
they're
expecting
9
000
registered.
You
can
kick
that
up.
You
know.
Another
thousand,
so
are
people
just
dropping
in
right,
so
it's
going
to
be
a
big
event,
especially
after
the
you
know.
The
18
months
we've
experienced
you
know,
was
coveted,
so
it's
going
to
be
way
up
there
as
far
as
attendance.
Of
course,
wednesday
is
our
big
day.
E
A
You,
mr
damming
all
right:
there
aren't
any
other
items
to
be
discussed,
call
for
the
question
on
the
consent
agenda.
All
in
favor,
it's
approved
on
a
6-0
vote.
Are
there
any
exceptions?
Mr
barrett?
None
from
me,
mr
damn
any
exceptions,
mr
lawrence.
None
miss
newman,
any!
Mr
guys.
Okay,
terrific!
Thank
you.
A
J
A
A
A
A
A
K
That
part
of
the
fire
ordinance
issue,
but
if
you
would
just
check
there's
a
coming
out
of
the
corner
of
pops
ferry
and
pass
road
where
there's
a
new
liquor
store,
there's
like
the
pet
shop
and
mcallister's
that
little
shopping
center
across
from
the
gas
station
and
smoothie
king.
Are
you
familiar
right?
There
corner
pop
street
pass
road
if
you're
coming
out
of
that
entrance
or
exit
to
right
there
on
the
corner
where
the
pet
shop
is
in
the
new
liquor
department,
liquor
store,
there's
a
huge
tree.
A
All
right,
thank
you.
That
concludes
the
reports
will
now
come
to
citizens
comments.
Is
there
anybody
on
my
left,
your
right
that
would
like
to
address
the
council.
Anybody
on
my
right,
your
left.
A
Thank
you,
jerry
for
being
we'll
move
on
to
the
policy
agenda,
and
the
purpose
of
this
workshop
is
really.
Our
special
meeting
is
to
amend,
discuss
the
amendments
to
the
biloxi
code
of
ordinances,
specifically
sections
13-1-12,
fireworks
and
23-4-3
d
8
m,
which
sections
address
seasonal
fireworks
sales.
M
C
M
After
the
last
meeting,
one
of
the
things
that
I
noticed
was
that
there
was
a
a
lot
of
confusion
about
what
we
were
discussing.
I
think
a
lot
of
that
confusion
had
to
do
with
the
fact
that
we
were
discussing
the
sale
and
the
usage
of
fireworks
in
the
same
conversation.
M
So
what
we
did
is
went
back
and,
and
we
think
they
need
to
be
separate,
they
need
to
be
two
separate
discussions.
You
know
and
the
two
big
questions
are:
are
we
going
to
allow
fireworks
to
be
sold
in
the
city
of
biloxi
and
then
the
second
topic
is:
are
we
going
to
allow
them
to
be
ignited
in
the
city
of
blocks
and
what
we
did
is
took
that
ordinance
that
was
on
the
table
with
the
proposed
changes
and
broke
it
down
into
a
simple
list.
M
And
then
the
second
section
in
the
middle
of
the
second
page
has
to
do
with
the
igniting
of
fireworks,
and
I
think
that
this
is
probably
easier
to
to
understand
what
is
proposed.
M
There
are
some
some
questions
that
were
asked
that
I
think
we'll
then
to
add
today,
number
one
would
be
under
under
sales.
Where
we
talk
about,
are
we
going
to
allow
fireworks
to
be
sold?
If
so,
when
can
they
be
sold,
and
it
shows
the
dates
that
are
in
there
for
the
fourth
of
july
and
the
dates
that
are
in
there
for
the
new
year's
holidays?
M
M
So
that's
a
question
that
we
probably
need
to
address
on
the
second
page
under
the
igniting
of
fireworks
under
where
fireworks
are
not
allowed
to
be
ignited.
We
would
we
think
that
the
council
needs
to
consider
in
the
third
bullet
point
where
it
says
toward
any
person
animal
vehicle
nor
from
a
motor
vehicle.
We
think
that
structure
needs
to
be
added
in
that
sentence,
so
that
no
one
is
pointing
or
shooting
fireworks
out
of
structure
in
the
city
and
originally
in
the
next
bullet
point.
M
If
you
check
that
mississippi
statute,
it's
actually
300
yards,
not
300
feet.
So
we
would.
We
would
correct
that
in
a
revised
version-
and
I
think
the
big
question
from
both
the
fire
department
and
the
police
department
is,
are
we
going
to
allow
them
in
any
residential
zone
and
I'll
I'll?
Let
the
chiefs
get
up
and
talk
to
that
subject,
but
this
is
just
a
simplified
version
of
what
is
in
the
proposed
ordinance
separating
the
two
topics
so
that
you
can
look
at
each
one.
A
Well
done
well
done
jerry,
I
don't
know
if
either
chief
has
a
comment
at
this
point
or
you
may
be
available
for
questions.
Maybe
that
might
be
a
better
way
to
do
it.
Unless
you
had
comments
whatever
you
prefer,
we've
got
a
little
time.
O
Well,
the
question
of
whether
or
not
they
should
be
sold
is
is
not
a
big
question
to
me.
If
they're
gonna
go
they're,
gonna
go
get
them
somewhere,
they're
going
to
use
fireworks
in
the
city
of
biloxi,
and
I
don't
have
enough
manpower
to
stop
them
on
a
long
term
basis.
We
can
do
it
for
a
day
but
longer
than
that,
it's
very
difficult
there's.
O
So
many
calls
for
fireworks
being
ignited
that
it's
just
impossible
for
us
to
enforce
it
all
the
way,
so
the
selling
of
them
in
biloxi
is
neither
there
here
to
there.
For
me,
I
mean
they're
going
to
go,
get
them
somewhere.
O
P
From
from.
P
Standpoint,
we're
gonna
back
up
pd
on
that
they're
to
do
it
anyway.
We
respond
to
it
year
in
year
out
on
those
dates.
P
A
Okay,
I
know
when
this
first
resolution
first
came
up.
I
think
it
was
december
of
last
year,
and
I
know
some
of
us
were
out
of
town
and
and
we
tabled
it
and
then
I
think
it
came
up
a
little
later
and
we
we
tabled
it
again,
but
I'd
certainly
like
to
hear
if
we
have
any
retail
sales
people
associated
with
fireworks.
Be
interested
in
in
your
comments.
If
you're
here
today
is
an
opportunity,
not
that
you
have
to
speak.
But
if
you
wanted
to
comment,
you're
certainly
welcome.
K
Just
for
the
administration,
jerry
or
mr
mayor,
the
link
that
set
up
for
this
meeting,
it
says
you
know,
click
to
see,
attached
documents
or
supporting
documents.
The
underlined
and
the
bold
is
what
we're
adding
right.
The
the
text.
The
text
in
this
does
not
reflect
the
proposed
changes.
It
still
shows
the
thousand
feet.
It
still
shows
the
300
feet
still
shows
the
thousand
for
churches
instead
of
500..
K
M
Great,
this
is
just
a
breakdown
to
separate
those
two
topics
which
I
think
that's
the
way
it
needs
to
be
done
in
the
ordinance,
so
that,
if
there's
a
section
in
there
concerning
sales
and
there's
a
section
in
there
concerning
the
ignition
of
fireworks,
I
think
that
would
be
easier
to
understand
for
anyone
that
wanted
to
research.
It.
K
A
A
M
We
can
we
can.
We
can
clean
up
the
ordinance
that
came
before
you
in
december.
We
can
clean
that
up
with
the
recommended
changes
in
there
and
make
sure
that
all
of
them
are
underlined
before
you
all
actually
vote
on
it.
This
was
just
something
that
we
put
together
to
help
better
understand
what
we're
talking
about
here
so.
K
Right
right,
so
my
concern
is
just
everyone
else
is
looking
at
this
ordinance
on
here.
That's
that's
attached
to
the
workshop
and
then
you're
talking
about
500
feet
and
they're.
Looking
at
it
and
saying
well,
it's
underlined
and
it's
being
changed
to
a
thousand
feet
on
here,
but
he
said
500..
So
it's
just
confusing
and
if
it's
confusing
for
me
and
I'm
holding
the
documents
and
looking
at
the
screen,
it's
going
to
be
confusing
for
other
people.
D
I
guess
my
only
question
is
on
this
document.
That's
online.
It
says
500
000
liability
insurance
on
this
paper.
It
says
300
000.
A
K
D
And
as
far
as
ted,
that's
chinese
new
year
correct.
Yes,
I
know
mr
cooper's
here
in
the
audience.
Is
there
a
big
enough
demand
for
firework
cells,
then
for
us
to
put
that
in.
N
My
family
has
been
in
the
firewall
business
for
58
years.
This
business
and
I've
been
selling
fireworks
personally
myself
for
about
46
years
used
to
have
a
lot
of
locations.
We
don't
have
as
many
now
because
the
annexations
and
things
like
that,
but
most
of
your
vietnamese
would
celebrate
the
chinese
new
year,
no
dates
when
we're
open
and
they're
going
to
buy
them
early
and
they
just
save
them.
N
So,
basically,
as
far
as
being
open
for
chinese
new
year,
you
wouldn't
have
to
because
they're
going
to
buy
them
during
the
dates
like
my
date
in
jackson,
county
is
december.
The
15th
of
january
2nd
june,
the
15th
of
july
5th,
can't
sell
nothing
but
them
two
times
a
year
and
it's
controlled
by
the
county
and
they
have
their
different
rules
and
regulations.
No
10
1
million
dollars
liability
on
each
location
of
what
I
care
about,
and
then
I
carry
insurance
on
my
fireworks.
N
That's
the
ones
that
get
you
know
hurt
by
the
product,
and
it
goes
back
to
the
to
the
manufacturer
and
things
like
that,
but
really
they're
gonna
they're
gonna
buy
them.
N
They
know
mainly
the
only
thing
that
really
buys
firecrackers
anyway,
they
pop
they
want
blows
like
thousands
or
five
hundred
to
sixteen
thousand
those
I
like
the
red
firecrackers,
so
I'll
bring
them
in
early
and
then
they
just
they
know
to
come,
get
them
before
I
close
because
after
january,
second,
they
wouldn't
be
able
to
get
them,
because
I
legally
wouldn't
be
able
to
sell
them.
So
I
don't
so
that's
and
they're
just
trying
to
they'll
they'll
get
them.
They
know
to
come,
get
them
after
christmas.
You
know
that
way.
N
N
D
N
Local
people
to
buy
their
fireworks
honestly,
and
especially
new
year's
and
slower
than
july,
they
wait
until
they
get
their
christmas
stuff
done.
Watch
the
weather,
the
weather,
really,
you
know,
has
a
lot
to
do
with
fireworks
sales.
You
know
come
the
last
two
or
three
days
to
buy
their
stuff.
That
way
they
don't
buy
them
early.
The
kids
aren't
going
to
shoot
them,
and
then
they
just
that's
just
the
way.
That's
just
the
nature
of
it.
N
It's
been
getting
worse
and
worse,
as
I've
been
doing
it
used
to
you
had
some
police
sales,
but
it's
not
like
that.
No
more
all
your
cells
come
basically
come
down
the
last
four
or
five
days
and
determine
on
whether,
if
you
have
a
really
bad
thing,
any
new
year's
eve
you're
not
going
to
get
to
turn
out
so
they're
not
going
to
get
them
because
we're
closed
after
that,
and
things
like
that
I'll
be
willing
to
answer
anything
you
want
I've
been
I've
been
doing
it
so
long.
A
M
A
N
You're
in
the
business
you
used
to
be
able
to
buy
fireworks
and
have
them
shipped,
and
then
they
went
to
where
you
could
have
stuff
shipped.
It
was
safe
and
seen.
That
means
it.
Don't
pop.
Don't
leave
the
ground
stuff
like
that
which
we
call
like
sparklers
and
the
baby,
snap
pops
and
light
balls
and
stuff,
but
pretty
well
since
911,
with
1.4
explosives,
they're,
not
shipping,
no
fireworks
for
no
residential.
N
N
Since
9
11
and
things
where
things
have
really
tightened
up
and
changed,
everything
has
a
seven
second
safety
fuse
on
an
hour
which
is
a
waterproof
green
fuse.
It's
a
slow
burning
fuse.
Then
they
started
taking
their
rockets
and
stuff
that
fly
where
the
fuses
were
exposed
and
started.
Putting
plastic
covers
over
to
keep
and
people
try
to
like
to
cover
and
they
they
come
back
with
the
rocking
heavy
sockets.
I
can't
get
them
light,
I
said:
well,
you
got
to
pull
the
safety
off
of
them
and
even
on
regular
firecrackers.
N
M
One
thing
one
thing
I
would
point
out:
that's
not
on
the
list
is
that
we
currently
have
three
operations
that
sell
fireworks.
Mr
cooper's,
of
course,
which
is
up
on
l67,
and
then
we
have
the
two
that
have
conditional
use,
one
that
operates
at
cedar,
lake
and
potts
ferry
road
and
one
that
operates
north
on
shriners
north
of
itan.
A
A
I
hear
about
post,
traumatic
stress
syndrome
and
veterans
and
just
the
the
general
nuisance
of
the
noise-
and
it's
probably
I
would
assume
because
I
hear
loud
explosions-
I
don't
know
what
causes
them,
I'm
hoping
it's
not
a
manhole
blowing
up,
but
but
you
hear
those
I
don't
know
how
big
some
of
these
fireworks
are,
and
I
don't
know
if
they're
appropriate
in
residential
areas,
but
they're
big
boomers.
So
I've
heard
from
folks
I
don't
know
if
you
have
or
not.
A
If
you
have
a
pet,
you
probably
experienced
some
of
that
that
anxiety,
but
anyway,
that
that's
the
only
comment
that
I
have
I'm
concerned
about
that
are
there
any
other
comments
or
questions
I'll
perform.
D
They
know
when
this
is
going
to
take
place
instead
of
five
days
leading
up
and
two
days
after
they
know,
there's
this
window
in
this
window
and
if
it's
a
bad
situation,
you
know
they
can
make
the
adjustments
and
then
it
allows
the
police
department
to
you
know
it
allows
them.
M
Well,
it's
allowed
it's
only
allowed
in
rb
zoning
rb
and
we
have
a
lot
of
rb
zoning.
The
the
issue
that
we
get
into
is
that
even
though
the
property
is
zoned
rb,
what
about
these
distance
requirements
is?
Is
that
piece
of
rb
property
close
to
a
church
close
to
a
residential
neighborhood
or
whatever?
So
it's
going
to
be
limited
by
that
now
I
haven't
done
an
analysis
of
the
property
we
have.
We
could
do
that.
M
M
C
M
C
M
Everybody
would
have
to
go
through
the
planning
commission,
the
city
council,
to
get
approval,
and
if
the
city
council
turned
them
down
or
then
that's
it,
they
would
not
get
a
license,
and
then
there
are
some.
There
are
some
issues
listed
within
the
regulations
like
if,
if
ownership
changes
for
whatever
reason,
then
the
new
owner
would
have
to
come
in
and
go
through
the
process
to
get
it
done
or
if
their
location
changes
then
they'd
have
to
come
back
in
and
start
over.
C
C
C
I
don't
know
if
we
accomplished
anything,
I'm
not
because
they
still
got
to
clean
up
the
beach
anyway.
That's
harrison
county
has
to
do
that.
So
so
there's
no
rules
like
chief
miller
or
chief
fire
department
assistant
chief,
you
all
got
anything
else.
You'd
like
to
put
in
this
is
anything
else
to
control
the
better
anything
you
know.
Could
you
just
your
responsibility
will
fall
back
on
you
and
the
fire
department.
You
know.
O
D
D
D
A
Okay,
that
being
the
case,
maybe
we
could
have
this
on
a
future
agenda,
maybe
in
early
october
sometime
and
go
ahead
and
deal
deal
with
this
and
get
it
off
our
plate
and
begin
implementing
whatever's
approved.
