Tom
Moorman
I
work
for
the
nature
conservancy
in
Mississippi,
The
Nature
Conservancy
is
a
non-profit
organization
with
programs
in
all
50
states
in
Mississippi.
Our
main
office
is
in
Madison,
but
we
also
have
a
coastal
program
to
which
I
am
the
director
of
I,
wanted
to
update
you
all
or
give
you
an
overview
of
a
project
that
we
have
in
progress,
foreign
related
to
the
recycling
of
oyster
shells.

So
I'm
going
to
just
go
through
some
quick
points,
and
if
you
have
any
questions,
please
let
me
know
our
project
is
funded
through
the
restore
Council.
It's
a
project
awarded
to
the
Mississippi
Department
of
Environmental
Quality
The
Nature
Conservancy
is
a
sub
award
to
DEQ
on
this
project.
Oyster
shell
recycling
is
simply
trying
to
intercept
oyster
shells
that
would
otherwise
go
to
a
landfill
and
put
them
to
use
into
conservation
or
restoration
activities.

This
project
is
being
conducted
in
two
phases.
The
first
part
we've
actually
finished.
We
did
a
economic
feasibility
study.
We
wanted
to
look
at
the
cost
of
running
a
program
in
the
state
of
Mississippi,
but
we
also
wanted
to
look
at
the
quantity
of
oyster
shells
that
would
potentially
be
out
there
from
restaurants.
So
it
doesn't
make
sense
if
those
things
don't
line
up
appropriately.
So
we
have
concluded
that
feasibility
study,
we
looked
at
again
the
costs
involved
in
running
a
program,
the
benefits
of
having
that
program.

So
what
are
the
benefits
from
nature
that
can
be
derived
from
restoring
oysters
and
also
what
is
the
potential
value
of
that
material
being
used
for
restoration?
Okay,
we
currently
have
the
project
advisory
team
consisting
of
at
least
15
members.
We
have
participation
and
input
from
restaurants,
state
government
non-profits,
and
we
have
some
academic
members
on
the
team.
As
well,
this
we
were
able
to
identify
85
restaurants
in
south
Mississippi
that
sell
oysters
51
of
them
sell
them
on
the
half
shell.
H

So
of
those
26
restaurants
annually
they
saw
approximately
3.15
million
customers,
they
shucked
about
two
and
a
half
million
oysters,
and
they
all
indicated
that
they
would
be
willing
to
participate
in
a
shell
recycling
program
if
one
were
made
available
at
no
cost.
In
Biloxi
we
identified
18
restaurants
that
sell
oysters
on
the
half
shell
in
Bay
St
Louis.
For
example,
we
identified
eight
Gulfport,
eight
in
Ocean
Springs
six
were
our
top
municipalities.

Extrapolating
from
that
survey
and
bringing
that
up
to
her
to
the
51
restaurants,
we
estimated
annually
that
approximately
5
million
oysters
are
shucked
annually
in
these
restaurants,
and
that
amount
is
approximately
1
200
cubic
yards
of
material
or
1.6
million
pounds
of
oyster
shell.
So
the
first
part
of
the
survey
was
to
figure
out
is:
is
there
enough
shell
to
make
a
project
or
program
worthwhile
and
I
think,
just
by
by
that
number
alone,
we
we
think
there
is
enough
material
to
be
collected.

That
is
worth
going
after,
based
on
the
results
of
this
study,
we've
been
approved
to
move
on
to
phase
two,
which
is
simply
The
Collection
phase
of
the
project.
Okay,
so
that's
where
we're.
At
this
point,
we've
concluded
our
our
economic
study,
we're
looking
to
move
on
to
2023
into
a
collection
phase
for
approximately
two
years.

So
the
the
targets
for
this
collection
phases
are
are
pretty
modest
but
they're
fairly
reasonable.
We
hope
to
enroll
up
to
10
to
20
restaurants
by
the
end
of
the
pilot,
hopefully
Landing
about
500
cubic
yards
or
600
600
000
pounds
of
material
annually.
Just
to
put
it
in
perspective,
the
other
four
Gulf
States
all
have
oyster
shell
recycling
programs
and
the
volume
of
show
that
we
would
expect
to
collect
is
consistent
or
in
line
with
the
program
that
the
Alabama
Coastal
Foundation
has
been
running
since
2016..
H
We
are
currently
working
on
drafting
a
request
for
contracts
related
to
a
collection
contractor,
so
that
would
be
a
waste
management
company
of
some
variety
to
pick
up
the
material
and
also
a
restaurant
coordinator
contractor
we
are
working
on
details
to
establish
a
curing
site
to
actually
store
the
shell,
so
you
can't
just
collect
it
and
put
it
back
out.
You
have
to
cure
it
for
about
six
months.
Once
those
items
are
finalized,
we
can
begin
to
enroll
restaurants
and
begin
shell
collection,
hopefully
late,
March
early
April.

So
all
that
Contracting
process
takes
a
while
people
have
to
review
it
and
approve
it
and
everything
we
do
goes
through
the
Department
of
Environmental
Quality
as
well.
So
there
are
lots
of
folks
who
get
put
their
stamp
of
approval
on
the
work
that
we're
doing,
thankfully,
with
oyster
show
recycling.
There
is
a
very
clear
appeal
of
connecting
people
to
oysters
oysters
are
a
big
part
of
the
coast.

Biloxi

a
little
bit

history

shelves
and
oysters
around
here,
and
you
know,
there's
a
household
I
encourage
you

look

that's

oyster
shell
blocks,
that's
on
Lee
Street,
Cornell,
Lee,
Street
and
Howard
Avenue,
and
if
you
look
around
anywhere
there's
a
fig
tree,
oyster
shells
helped
fertilize
that
so
there's
a
tremendous
history
and
under
the
ground
is
our
engineering
staff
will
tell
you
over
the
300
year.

part

everything,

we
would

our
support
to

look

the

taken

brings
us

reality

man

focus

on

want

thank

we've
been
dealing
with
a
lot
of
things
out
there
and
your
quick
response
is
certainly
appreciated.
There
was
a
lot
of
rain
last
couple
of
days
and
there's
a
perception
with
the
filled.
They
got
to
fill
proper
field,
permit
the
owners
of
the
property,
but
there's
the
perception
that
that's
causing
some
of
the
runoff
and
and
flooding
director.
Creel
assured
me,
along
with
our
flood
plain
manager
that
that
isn't
the
case.

It's
it's
about
the
same
as
it's
been.
However,
they
did
point
out
that
some
of
the
ditches
are
shallow,
which
is
causing
probably
more
of
an
overflow

Don't
know
how
much
of
a
right-of-way
we
have,
but
I
would
ask
for
a
commitment
from
maybe
our
engineer,
Public
Works
and
others
to
take
a
look
at
that
and
if
it's
simply
making
those
ditches
deeper
to
capture
more
of
the
runoff
to
shed
that
water
off
without
getting
on
the
other
adjacent
properties.

attention
to
that.

note,
supervisor
Connie
Rocco
is
is
drawing
up
some
cost
estimates
on
some
of
the
road
repairs
and
she'll
have
that
to
us
shortly
before

time
frame
on
submitting
that

we're

miss
it
for
this
fiscal
year,
this
actual
fiscal
year
that
we're
in
and
we
may
have
to
wait
longer
so
hopefully
she
can
get
that
up
to
us
as
quickly
as
she
can.

rain
to
cause
an
issue.

if
we
can
somehow
use
some
of
that
contractual

money
that
we
took
out
of
the
Public
Works
budget,

we
