we
have
survived
2020.,
we
all
know
the
colonial
virus
pandemic
is
not
yet
over,
but
there
is
light
at
the
end
of
the
tunnel,
and
this
is
a
time-
and
this
is
not
the
time
to
go
over
the
many
hits
we
took.
This
year
or
how
we
were
able
to
keep
on
moving
together
through
fy
2020
and
now
we're
navigating
through
2021,
it's
appropriate
to
offer
appreciation
to
everyone
who
has
played
a
part
in
accomplishing
the
many
things
that
we've
done
and
everything
that
we're
trying
to
do
now.

dwelling
fire
manual

reduction

a
little

than

million

refinanced

percent
to
2.1

biloxi.
That
means
about
1.33
million
dollars
annually
in
reducing
our
debt
budget
from
3.9
million
dollars
to
2.7
million.
It
begins
in
january
2021,
and
the
bottom
line
is
what
is
proposed
today
on
ordinance
a
the
first
reading
when
implemented
it.

three
loans,

and
they
come
right
off

state
sends
us
our
sales
tax

taxes

harrison
county,
utility
authority
fees-
and
I
know,
there's
different
ways
to
calculate
and
assess
these,
but
in
the
future
is,
could
there
be
any
any
consideration
to
calculate
our
off-season
residential
usage
and
then
come
up
with
a
calculation
versus
the
summer
time?
Because
in
the
summer,
people
are
using
water
for
their
pools
and
and
other
uses
than
just
the
regular
metered
water.
That
goes
through
the
system
and
and
used
for,
for
you
know,
regular
water
and
sewer.

there's
a
number
of
approaches
on
that.
Again,
you
note.
If
you
have
a
separate
meter
for
those
kinds
of
things,
watering
yards
or
pools
or
sprinklers
and
those
kinds
of
things
some
of
those
fees
will
come
off.

it's
a
regular
meter,
one
meter
for
everything
that
you
have
in
the
house,
the
competition
is
three
dollars
and
eighty
cents
per
thousand
gallons
for
debt
service.

for
the
debt
service
that
we're
trying
to
retire
and
that's
what
we
thought
we
could
pass
on
and
yet
keep
us
the
ability
to
fund
some
projects
that
may
come
up
or
some
of
the
things
that
we're

deferring
right
now,

open
to
to
what
makes
sense.

we
kept
this

reduction
to

are
some
municipalities
that
take
an
average
of
off-peak
for
residential
and
then
average
that
and
come
up
with
a
calculation
to
assess
those
residents
so
maybe
down
in
the
in
the
future.
Maybe
I
I'll
I
can
get
some
information
and
follow
it
for
consideration.

striping
on

road

lateral

time

weather's
bad.

community
courts
sessions

meet

month

just

prosecutor

enforcement
officers

cases
that
are
heard
just
do
an
outstanding
job.
They
keep
it
moving,
they're
very
professional,
as
they
say,
sort
of
stuff
gets
done
so
in
a
professional
manner.

that's
resurfacing
to
bees,

partners

harrison

step

getting

missed

biloxi
in

corners

we
don't
want

great
big
trucks

down,
howard
avenue

we've

two
of
our
own
trucks
that
are
working
downtown
and
other
specialty
calls
that
you
know
where
we
get
a
problem.
In
some
cases,
those
big
trucks
can't
get
up
underneath
the
power
line,
whereas
our
guys
can
so
that
you
know
if,
if
there's
people
that
are
missed,
it's
usually
not
because
we
miss
them.

resident
and
have
picked
up

good
many
commercial

debris
is

hurricane
but
discovered

significant
roof
damage

water

repairs
there,

restaurant
sapphire
supper
club
is
doing
very
well
and
we
we
expect
to
do
the
repairs
very
shortly
to
the
68
rooms
that
were
damaged
and
will
be
at
full
capacity
very
soon.
Margaritaville
is
another
story.

It
took
wind
and
water
damage
significantly
and
we
expect
that
it
won't
open.
Probably
through
april
we've
assessed
everything
all
the
adjusters
have
been
there,
we're
in
there
doing
the
repairs
now,
and
if
you
saw
that
big
oyster,
I
remember
the
days
of
the
oyster
shells.
We
had
some
carpet
almost
as
high
as
some
of
those
oyster
piles.

then
you
would
have
a
bunch
of
leaks
and
almost
80
percent
of
the
hotel,
so
we're
we're
fixing
that
right
now
and
but
we'll
be
back
in
open
pretty
soon,
hopefully
in
time
for
the
summer
and
we'll

back

business,
and
I
like,
like
everybody,
wants
to
get
2020
behind
us
recovering
in
2021
and
kind
of
chase,
all
this
success
going
forward

lighthouse

the

sequence

as
the
oak
street
on
the
beach
side
and
oak
street.

pier
those
are
the
sequence,

we're

repairing
what
we

having
to

that

able

invest

our

city

look

those
fire
ratings

doesn't
affect

invest

east
biloxi

is
the

they

living
