From YouTube: Biloxi City Council meeting, Feb. 19, 2019 Part 1
Description
Here is the first part of the Biloxi City Council meeting that took place on Tuesday, Feb. 19, 2019 at 1:30 p.m. at Biloxi City Council. Part 1 after the shoe box float and fire department uniform presentation when the council goes into executive session to discuss Nextsite.
A
B
B
D
E
Mayor
Gillick
city,
council,
citizens,
my
name
is
introduced
and
I
am
the
chairperson
of
the
shoebox
boat
contest.
Oh,
you
want
me
to
I
thought.
I
was
loud
enough.
Okay,
my
mother
Ruth
hunt
loved
children.
She
and
my
dad
Walter
skeet
hunt
gave
many
years
to
the
Deaf
Coast
carnival
Association.
It
was
my
mother's
wish
for
children
to
have
a
part
in
Mardi
Gras,
so
they
would
learn
about
martica
and
what
it
was
so
she
began
the
children's
marching
parade
and
this
shoe
box
quote
contest.
E
Today
we
are
here
to
recognize
and
honor
the
winners
of
the
21st
annual
Shoebat
float
contest.
So
that's
a
long
time
we've
been
doing
this,
the
sponsors
of
the
contest
or
the
Biloxi
Area
Chamber,
Alexi
schools,
the
city
of
Biloxi,
deaf
coast,
carnival
Association
and
the
more
taqwah
museum
I
would
like
to
thank
Bill
Raymond
and
my
sister
Susan
hunt
in
the
back
for
helping
me
today.
But
after
this
presentation,
I
want
you
to
know
that
these
children
are
also
going
to
be
honored
with
a
reception
at
the
Biloxi
visitor
center.
E
They
will
be
given
king
cake
and
punch,
and
they
will
pick
up
their
floats
there
that
have
been
on
display
for
two
weeks.
So
all
the
visitors,
new
people
that
came
in
to
Biloxi
looked
at
your
children's
floats
and
they
come
in
and
they
were
on
display.
Like
I
said
for
two
weeks,
they
will
be
also
received
a
Mardi
Gras
shirt,
which
they
will
be
able
to
wear
at
the
parade
on
Saturday
before
honoring.
Our
winners
I
would
like
to
recognize
gene
McGarry
Jean
right
there.
E
She
is
president
of
Biloxi
Area
Chamber
Tina
Ross
Siemens
she's,
the
executive
director
of
the
Biloxi
area
chamber.
Mr.
David
Masada
he's
right
here
by
me.
He
is
the
captain
of
the
death
Coast
carnival
Association
mr.
Kinney
highway.
I.
Don't
think
he's
here,
he's
chairman
of
the
board
of
directors
of
the
Deaf
Coast
Connell
Association
and
is
Andy
oscillate
and
she's
president
of
the
Margo
museum.
If
it
wouldn't
be
for
these
people
who
wouldn't
be
able
to
do
this,
they
give
us
the
money
and
they
give
us
support.
E
Let
me
tell
you
a
little
bit
about
how
we
run
the
event
grades.
Four
five
and
six
in
the
Black
Sea
schools
and
Nativity
and
Our
Lady
of
fátima
were
extended.
An
invitation
to
participate
at
each
school
art
teacher
or
an
assigned
teacher.
Was
there
to
help
your
children
and
encourage
them
to
build
their
floats.
We
could
not
have
done
it
without
them.
Thank
You,
mr.
that
mr.
Noah
and
miss
noxeema,
squalls,
miss
Rosser
and
miss
Talley
and
I
do
think.
Miss
hot
meal.
Sucks
he's
here
today
am
I,
correct,
she's
right
there.
E
So
we
thank
you
so
very
much
because
a
lot
of
the
kids
don't
have
shoeboxes
parents,
don't
save
their
shoeboxes,
but
the
teachers
are
teachers
saved
them
throughout
the
whole
year,
so
the
students
have
their
shoeboxes
to
make
the
floats
each
overall.
First
and
honor
mentioned,
though
each
overall
first
place
in
our
dimension
contest
winners
today
will
receive
a
cash
reward,
a
certificate
and
a
set
of
2019.
It's
all
on
the
line,
the
balloons,
the
students
did
a
great
job
this
year
with
their
shoebox
floats.
The
cash
rewards
are
first
place.
E
E
Take
the
chill
train.
We
never
know
till
we
get
there
mayor
do
its
mr.
Machado
will
give
each
winner
their
certificate
money
instead
of
doubloons
I
will
call
the
first-place
winners
the
school,
and
there
are
grade
first
and
please,
students,
they're,
ready,
they're,
all
on
that
back
there
stay
up
here
and
so
that
your
parents
and
everybody
can
get
a
good
picture.
E
Okay,
I
know
I'm
not
talking
into
that
I'm
fine,
hopefully,
I
will
not
mispronounce
a
student's
name,
but
if
I
do
apologize
parents
as
soon
as
we
finish,
you
are
more
than
welcome
to
get
up
and
leave.
Unless
you
want
to
talk
to
the
council
about
something
so
but
remember
you
want
to
come
to
the
reception
they
will
get
those
shirts
there
thanks
again
for
all
the
organization
and
the
people
that
sponsoring
this
event
for
us.
E
It
really
makes
my
sister
and
I
very
happy
that
we're
able
to
carry
this
on
so
now
I'm
going
to
introduce,
and
now
we
need
our
mayor
and
David
Machado
baby's
gonna,
give
him
the
money
and
our
mayor's
gonna
give
them
a
certificate,
and
you
don't
have
to
say
their
name,
I'm
gonna.
Do
it
yeah,
okay,
first-place
winners
and
we're
going
to
go
with
fourth
grade
first,
so
we
have
Adam
Sullivan
from
gone
form.
E
Now
we've
introduced
the
fifth
grade:
first-place
winners.
We
have
Taylor
Swift
son
Alexei
upper
elementary
and
our
other
fifth
grader
is
sick,
so
she
will
not
be
here
today
that
is
Ovid
Stata.
Then
we
have
our
sixth
graders,
you
never
listen.
Dominguez
then
Biloxi
upper
elementary
chairs
bars
Nativity.
E
Cameron
de
Morgan,
I
Lady
of
fátima
and
I
do
want
you
to
know
that
Cameron.
This
is
her
third
time
to
enter
and
when
she
entered
2018
and
2017.
So
this
is
our
last
year
to
participate
so
we're
happy.
She
came
with
us
behold
three
years.
These
are
all
the
first-place
winners,
the
fourth
fifth
and
six
now.
F
E
E
Tyler
Wagner
Alexi
at
the
elementary
and
I
do
want
you
to
know.
This
is
her
second
time
she
was
entered
in
one,
and
then
we
have
one
that
sick
today
and
that's
Maddie
big
day
when
she
was
at
Our
Lady
of
fátima.
But
these
are
our
winners.
These
are
our
honorable
mentions
for
fourth,
fifth
and
sixth
grade
parents.
Come
on
up,
take
lots
of
pictures.
D
H
D
H
H
For
most
of
the
last
decade,
the
United
States
Fire
Administration
identified
cardiac
health
as
a
prominent
real
space
in
firefighters.
The
kitchen
table
in
a
firehouse
culture
built
around
food,
seemed
to
be
most
perilous,
manageable.
Health
issue
that
we
faced
as
it
turns
out.
However,
ominous
threat
has
been
under
our
nose,
the
entire
time.
We
now
know
that
cancer,
in
fact,
is
the
most
pervasive
hazard
that
firefighters
face
in
performing
their
job.
H
Today
we
now
know
that
cancer
is
the
leading
cause
of
61%
of
Korea
firefighter
line-of-duty
deaths
from
20
2002
to
2017
came
through
this
International
Association
of
firefighters
in
comparison,
heart
disease
contributed
just
18%
of
the
line-of-duty
deaths
in
the
same
period.
In
2016,
70%
of
the
line-of-duty
deaths
of
firefighter
was
a
result
of
cancer.
H
Firefighters
are
at
a
nine
percent,
higher
risk
of
being
diagnosed
with
cancer
and
a
14%
higher
risk
of
dying
from
cancer
than
the
rest
of
the
US
population.
According
to
the
CDC,
many
factors
have
contributed
to
the
high
risk
because
firefighters,
today
firefighting
today,
is
much
different
than
it
was
thirty
years
ago.
H
Legacy
fires,
as
we
call
them
with
structure,
fires
and
buildings,
birth
and
with
products
from
the
1940s
to
the
1980s,
since
the
eighties,
how
other
structures
have
been
built
and
furnished
that
now
been
three
times
faster
and
twice
as
hot
as
a
legacy
farm?
These
are
the
products
and
materials
used
in
modern-day
construction
when
particular
product
we've
examined
is
called
PAH
polycyclic
aromatic
hydrocarbons.
H
This
is
used
in
all
the
things
for
all
things:
fire
retardant
applications.
These
retardants
are
used
in
everything
from
foam
insulation
to
furniture
treatments
that
we
advanced
at
be
aah
gas
produced
is
absorbed
in
the
skin
at
a
much
higher
rate
than
legacy
smoke
and
has
been
linked
to
seven
of
the
eight
most
common
cancers
contracted
by
firefighters.
H
Another
contributing
factor
is
that,
to
my
knowledge,
the
fire
service
is
the
only
one
that
requires
diesel
trucks
to
be
housed
in
the
building
and
the
backs
of
fire
department.
These
trucks
are
started
and
cleared
out
on
an
average
of
five
to
ten
times
a
day.
Each
time
these
cars
imaging
fumes
remained
and
linger
for
hours
for
our
bodies
to
absorb
during
the
shift
in
an
effort
to
mitigate
this
risk.
H
H
The
Bexar
fire
department
is
proactively
implementing
procedures
to
help,
in
the
mid
this
pervasive
hazard,
for
instance,
in
2016
we
ban
personal
protective
equipment
or
PPE,
as
we
call
it
from
the
living
quarters
of
every
station.
He
ignited
ears
leading
to
the
Raven
area
from
the
engine
bay
or
puppet
holes,
has
become
of
all
stations
to
automatically
close
in
May
of
2017,
we
implemented
a
clean
gear
program
which
requires
the
decontamination
of
our
PPE
after
any
type
of
fire.
H
Fire
have
also
been
placed
on
every
rig
used
to
wipe
the
face
neck
and
head
the
firefighters
on
the
scene
in
2018
of
its
well
pilgrim
was
an
abuse
which
allows
firefighters
to
swap
their
daily
heads
for
a
clean
one
at
the
scene
of
a
fire
and
immediately
after
the
firefighter
completes.
His
shift
of
dirty
PPE
is
bad
tagged
and
sent
to
station
1
to
be
cleaned.
The
cleaning
process
ensures
that
all
chemicals
and
carcinogens
are
extracted
from
the
use
by
a
special
washer.
H
It
is
interesting
to
note
that
in
2015
of
fluorescent,
aerosol
screening
test
was
performed
to
demonstrate
how
carcinogens
infiltrate
our
PPE,
and
you
can
see
on
the
screen
the
results
of
this
test
as
a
result
in
fair
trade,
our
PPE
and
as
result
in
our
bodies
using
results
of
this
test,
as
well
as
every
data
from
the
fire
service
related
Cancer
Research.
New
gear
has
been
designed
which
severely
limit
the
flow
of
particulates.
H
This
is
a
set
of
old
gear
turnout
gear;
well,
not
old,
it's
still
in
use,
but
if
you'll
notice,
the
pants,
there's
nothing
there
to
stop
the
smoke
from
coming
up
these
pants,
that's
where
that's
where
it
would
come
up
in
the
groin
area.
Testicular
cancer
is
one
of
the
leading
causes
of
cancer
in
the
fire
service.
F
H
H
H
There's
much
more
to
be
done,
but
we
are
continually
working
to
improve.
Currently,
we
are
arranging
to
move
all
PPE
from
the
engine
bay
to
link
limit
contamination
by
apparatus
exhaust
in
much
the
same
way.
We
amazing,
as
you
could
see,
we
simply
move
it
from
one
place
to
another.
We
we
didn't
know
this
at
the
time
we're
learning
all
of
these
things.
Lot
of
it
doesn't
cost
at
all.
H
We're
removing
ice
machines
from
the
engine
bay
to
eliminate
ice
contamination.
In
addition,
new
PPE
is
purchased.
We
are
upgrading
it
to
protect.
Our
personnel
members
of
the
department's
apparatus
committee
are
also
currently
designing
a
new
green
apparatus
designed
to
keep
the
cap
and
the
carcinogens.
The
unit
will
have
all
else
EPA
placed
in
an
outside
compartment
and
dirty
PPE
will
be
stored
in
the
nano
outside
compartment
away
from
the
cab.
All
inside
surfaces
will
be
built
with
non-porous
products
to
facilitate
quick
and
ease
of
decontamination
of
the
cab.
H
The
exhaust
is
being
rearranged
to
protect
our
members
as
they
work
around
the
apparatus.
The
failure
enhance
the
health
of
our
crews,
the
two
new
stations,
paint
and
construction
have
been
designed
to
accommodate
all
the
cancer
prevention
programs
I've
mentioned,
and
the
provide
second
cleaning
station.
Second
cleaning
station
for
the
department
next
budget
year
allows
you
to
fund
the
second
set
of
PPE
for
our
members.
This
will
allow
the
department
to
implement
a
gear
swap
program
and
will
ensure
that
firefighters
do
not
have
to
wear
daily
gear
or
any
time
during
their
shift.
H
And
a
year
and
a
half
ago,
we
could
buy
a
set
of
PPE
for
$2,500
today,
the
same
deal
with
the
cancer
prevention
cost.
Thirty
one.
Thirty
three
hundred
nineteen
dollars
a
set.
We
are
diligently
working
to
find
ways
to
cover
the
cost
of
all
the
changes
we
are
mentioned.
We
will
in
the
forgave
much
for
the
other
much-needed
projects,
because
it
is
that
important
to
us,
in
fact,
for
the
second
year,
had
to
use
insurance
rebate
money
to
cover
much
of
this
cost
soon.
H
However,
my
budget
will
not
be
sufficient
to
cover
the
added
cost
without
making
it
sound
like
an
ultimatum
is
you've
had
to
decide
if
you
are
willing
to
help
me
protect
our
most
valuable
assets,
the
assets
that
risk
their
lives
in
their
community
every
day.
Do
you
know
that
Mississippi
is
the
earth
is
only
one
of
seven
states
in
the
United
States,
which
does
not
have
an
occupational
cancer
presumptive
legislation?
H
H
I
I
D
D
B
H
H
H
J
Just
want
to
make
this
point,
you
know
I
mean
we
really
found
a
way
to
get
the
gear
most
definitely
and
wherever
the
cost
is.
We
need
to
kind
of
overcome
that
the
cost
of
a
life
I
mean
you
can't
put
a
price
on
that,
but
also
will
cost
it
when
they
have
to
get
medication
and
pills
and
treatment
and
Holocaust
stuff.
That
is
a
cost
to
the
cities
and
insurance
program
and
I'm
sure,
whatever
the
cost
is
for
gear
to
equip
our
firefighters
is
well
worth
it.
H
D
B
H
Are
tested
once
a
year,
we
are
very
fortunate
and
we
thank
the
city.
We
are
one
of
the
very
few
departments
in
the
state
of
Mississippi
that
has
a
annual
physical
that
is
paid
by
the
city
for
our
everyone
around,
so
we're
tested
once
a
year,
among
other
things,
for
cancer
cells,
specific
types
of
cancers
and
the
stocton.
Have
you
picked
up
anybody.
B
J
H
To
help
which
is
unifying
not
at
this
time,
we've
applied
three
times
for
just
you
know
our
stations,
our
older
stations,
are
not
designed
to
have
exhaust
systems
you
know
built
into
if
they
do
not
have
exhaust
systems
built
into
them.
So
these
these,
you
know
these
carcinogens
they're
staying
in
the
stations
you
go
to
any
of
our
stations
and
you
can
see
the
black
sit
on
the
right.
So
that's
what's
happening
to
these
guys
over
time,
and
and
you
know
that
is
the
only
thing
that
we
a
world
where
you
can
apply
for
grants.
H
We've
applied
three
times
for
this
grant,
but
it's
a
low
priority
grant.
So
it's
more
of
a
priority
to
bar
turnout
gear
NFC
pas
than
it
is
to
protect
the
stations.
I.
Think
that'll
change
with
this
all
this
research
as
it's
coming
to
light,
but
at
this
time
that's
that's
the
only
thing
that
I
know
of
thank
you.
Okay,.
D
You
chief,
as
you
see
on
the
presentation
agenda,
Pat,
Reilly
and
Jerry
krill
were
scheduled
to
do
a
presentation
on
the
incentive
program,
but
he's
unable
to
be
here
so
we'd
like
to
do
that
next
week.
Yes,
but
at
this
time,
I
would
