Sound
coalition,
memoranda
of
understanding
that
you
adopted
a
few
weeks
ago,
has
now
been
adopted
by
Biloxi
Harrison
County,
Board
supervisors,
D'iberville
Gulfport
pastors
Jan
Ocean
Springs
go
che,
Pascagoula
Diamondhead,
Bay,
st.
Louis,
we're
still
waiting
on
Long,
Beach
and
Moss
Point.
We
think
they
are
considering
it.
The
rest
of
pankot
county
is
considering
it.
We
understand
at
the
next
meeting,
so
we're
pretty
close
to
having
all
15
governments
in
this
coalition.

Now
the
coalition,
as
you
know,
is
mainly
a
strategy
discussion
group
to
report
back
to
you
and
each
of
city
councils
and
boards
for
actual
action,
but
we've
had
quite
a
bit
of
internal
discussion
going
on
with
the
attorneys.
If
you
recall,
Robert
Weigel
was
brought
on
to
do
some
study
in
the
county.
Biloxi
and
D'iberville
has
committed
a
small
amount
to
four
that
we.

To
come
back
to
you
very
soon
this
month,
with
some
plan
action,
decisions
in
executive
session
and
Peter
wrote
this
soon
as
we're
ready
we'll
do
that.
But
it
will
be
this
this
month.
You
do
have
on
your
agenda
today,
two
resolutions
for
G
and
for
F,
which
most
of
the
coalition
members
have
adopted,
and
those
who
haven't
are
understand
taking
it
up
shortly
that
the
attorneys
of
the
coalition
have
recommended.
These
are
slight
variations
on
the
mid,
wet
and
sound
diversion
coalition's,
but
95
percent
the
same.

That
is
a
state
agency,
not
the
federal
agent
state
agency
that
has
200
million
dollars
so
far
and
2
billion
behind
it
to
do
these
diversions
got
the
Marine
Mammal
Protection
Act
waiver.
This
is
unheard
of
and
they
got
the
Congress
to
waive
it
at
last
midnight
in
the
budget
bill
and
that's
a
different
story.
But
the
point
is
that
you
know
we
have
people
that
are
pushing
this
thing,
the
fast
packet,
and
we
need
to
slow
it
down.
So
that
one
has
a
resolution.
The
Congress
would
ask
the
Congress
to
put
that
waiver
back.

all
the
science
is
not
in
yet,
but
we
don't
think
we
think
they
should
follow
the
normal
rules
and,
and
the
proponents
have
the
burden
of
showing
environmentally
to
our
governments
into
our
state
government
that
they
won't
do
any
harm,
and
that
remains
to
be
seen.
But
so
those
are
the
two
years.

government's

adopting
these

state
agencies
that
get
notified

they've
got
a
lot
of
cool
Engineers
hearings
left
to
do
on
the
mid
Breton
sound.
We
want
the
resolution
essentially
says
the
same
thing.
We're
asking
Congress
state
agencies
should
go
to
those
meetings
and
say:
Mississippi
opposes
any
action.
Unless
you,
the
proponents
of
Louisiana,
can
prove
to
our
agencies.
Satisfaction
that
you're
not
going
to
harm
Mississippi.
They
have
yet
to
do
that.

governor
I
mean
it's:
it's
not
a
slam,
dunk
George,
but
it
would
be
very
powerful
if
the
governor
and
DMR
and
DEQ
and
the
new
Attorney
General
and
the
legislature.
If
everybody
would
take
that
heart
and
fast
position,
we
think
it
will
help
if
team
governments
can
do
the
same
thing
in
our
coalition
would.
But
we
want
to
partner
with
the
state
and
hopefully
the
governor,
this
governor.

next
governor
will
take
that
lead.

catch

those

mammal
studies

your

a
conference
room

this
little
smaller
than

and
so

council
members

boards
of
Supervisors
members,

hopefully,
will
be
the
more
formal
organizational
meeting
and
then
we'll
start
having,
hopefully
some
larger
public
meetings.
The
key,
though,
is
to
we
need
good
science
and
good
legal
positions
and
good
PR
and
general
swaggins
mentioned
at
that
meeting
and
again
on
Monday
and
he'll,
be
coming
to
the
next
meeting.
That
DMR
is
going
to
provide
some
money
for
public
education.
We
are
about
what's
going
on
so
that
our
community,
as
the
mayor
just
mentioned

think
that's
been
going
on
on
this
Breton
South
for
some
time
without
everybody
being
fully
aware.

more
aware,

so

public
education

you
wonder,
the
Coalition
has
three
strategies:
it's
a
litigation
strategy
that
conventional
lobbying
strategy
and
a
public
education
strategy
and
all
three
will
cause
something.
Hopefully
the
state
will
pay
for.
Most
of
that
do
want
to
consult
our
new
Secretary
of
State
who,
for
the
first
time
ever
isn't
on
the
coast
and
so
we're
hoping
that
that
he'll
be
able
to
join
us
under
November
20th
meeting
as
well.
So
it's

we've

a

We
were
going
to
the
participants
from
Rob
Michael
as
well
as
Terry
Wylie
from
most
Bingham.
One
thing
that
we
have

we
didn't
have

we

prove

harm,

we're
able
to
use
that
what
was
going

science

we

being
recommended

position
on

architectural

historical

councilmen
to

vote
in
favor
of
that

administration

we

we're
going
to

and
somebody
from
the
administration

talked
