expenses

the
capital
projects.

quarterly
update

mention
a
couple
of
things.

know
we're
making
progress
with
the
regard
to
coving
and
nothing
numbers
and,

things
are
pointing
in
the
right
direction.
I
think
we're
under
statewide
130
something
hospitalizations
and
I
think
there
were
no
new
cases
in
our
coastal
counties
yesterday.

So
it's
pretty
cool,
but
I
encourage
everyone
to
do
their
thing
with
regard
to
you
know,
keeping
our
you
know,
keeping
current
as
far
as
vaccinations
and
those
things
so
we're
really
encouraged
and
hopeful
that
by
june
or
july
we
can
put
a
lot
of
the
stuff
in
our
past.
One
thing
too
speaking
of
the
of
cove,
but
last
year
we
had
about
eight
programs
for
summer
camps,
seven
or
eight
we've
revisited
with
sherry
bell
and
we're
kind
of
drilling
down
on
the
numbers.

we
feel,
although
it
was
not
in
the
budget
for
the
2021
budget,
we're
hopeful
that
we
can
put
significant
numbers
to
the
to
the
opportunity
to
do
about
three
or
four
summer
camps.
It's
usually
about
75,
kids
per
location.
That's
usually
at
one
of
the
schools,
one
of
three
schools
yeah,
so
we're
going
to
identify
what
needs
to
be
done
figure
out.

what
kind
of
budget
impact
and
we
can
do
some
adjustment
as
far
as
fees
to
participants.

think
it's

time
to
let's
kind
of
figure
out
what
we
need
to
do
to
help
our
youth
and
get
back
to
normal.

we'll

soon
as
we're
researching,

where
the
places
where

the
things
we're
going

back

one

look
forward

open
up
at
least
three

four
sites

summer
camp

repair
to
the
baseball
stadium.

a
little
update,
we've
got
over
900
thousand
dollars
worth
of
various
repairs
that
we
have
to
make
to
the
baseball
stadium
for
it
to
be
ready
to
play.
Some
of
those
are
minor
things
like
some
electrical
repairs
and
so
forth.
Some
of
them
are
major
things
like
the
containment
system,
which
is
the
buzzword
for
the
the
net
that
catches
the
balls,
the
containment
system,
but
most
expensive
is
the
video
board.
I
But
all
that's
going
to
come
down
the
road.
The
problem
is
time
is
ticking
and
the
shuckers
will
be
in
town
ready
to
play
ball
pretty
soon.
So
I
thought
there's
an
item
on
the
agenda
today.
I
can't
remember
what
number
it
is,
but
I'll.
Look
it
up
real,
quick
here
about
the
scoreboard
and
such
is
such
a
big
number.
I
thought.
I
Maybe
I
would
ask
hunter
reed
to
come
up
and
tell
us
how
he's
helped
us
to
research,
what
kind
of
a
scoreboard
we
need
and
where
we
get
it
from
and
who
the
different
vendors
are
and
so
forth
he's
been
researching
all
the
different
teams,
and
let
me

him

tell
you
because
he
can
say
it
better
than
I
can.

looking
forward

far

boards

I've
done
a
lot

research

looking

best
possible
options
that
we

available

the
conclusion
that
the
formetco
board
is
is
our
best
option
and

in
some
cases
our
our
only
real
option
at
this
point,
because
they
they
can
commit
to
having
it
done
in
time
for
our
season
to
start
on
time,
which
is
which

great
news.

they
come
highly
recommended
from
our
neighbors
over
in
pensacola
who
went
over
to
formetco
board
just
a
few
years
ago
and

have
had
you

nothing
but
positive
things
to
say
in
regards
to

board

beyond

they've
they're,
installing
a
new
board
in
beloit,
which
is
another
team,
that's
run
by
their
ownership
group,
there's
also
a
formetco
board.

other
minor
league
clubs
augusta
bowling
green
daytona,
also
use
these
formetco
boards,
and
on
top
of
that,
the
you
know
one
of
the
great
things
about
it
is
there's
a
10-year
parts
warranty
which
far
out
does
any
other
any
other
warranties
that
any
other
companies
are
offering.
So
that's
that's
the
gist
of
you
know
why
this
is
the
the
way
for
us
to
go
on
the
on
the
board.

we're

feel
pretty
strongly

roll

eventually

get

repayment

big
fight
with

insurance
company
on
that
one,
because
they

want
to
do
just
a
patch
and
we
want
to
do
the
whole
roof.
So
it's
just
an
everyday
battle,

as
hunter
was
saying,
we've
got

We
we
think
we
gonna
mate,
make
fema
comfortable
with
our
procurement
and
that
we
went
to
three
different
companies
got
three
different
quotes
there.
I
They
were
for
450,
4,
425,
429
and
4,
and
and
450,
and
the
429,
which
is
the
one
that
we're
recommending,
also
gives
us
a
10
year,
warranty
versus
a
five
year
warranty
and
guarantees
that
it'll
be
ready
for
for
the
for
baseball,
whereas
the
other
guys
can't
guarantee
that.
So
we
feel
like
that's
the
lowest
and
best,
and
because
it
was
such
a
big
number,
we
wanted
to
be
sure
that
you
saw
it
before
we
did
it.

capital
project,

do
want

mention
that
we
cut
the
ribbon
today
at
the
the
second
phase
and
some
of
the
council
was
there

think
it

sort
of
significant

rocking

last
two
thousand
feet
was
the
second
phase
by
three
thousand
so
of
the
17
000
linear
feet
that
we
need
five
on
the
oak
street
to
there
five
on
that
boardwalk.

just

narrowing
it
down

ability
to
walk
from
the
bridge
to
the
beach
road
with
a
a
boardwalk
or
a
concrete
pathway.

it
was
a
pretty
good
event.

got
a
little

originally
we
intended
to
just
have
it
read
into
the
minutes,
spread
across
the
minutes,
but
I
realized

It
was
such
a
small,
tiny
print
that
you'd
never

able

hand

the
fact
that
it
is
a
very
active

program
and
you

we're
trying
to
be

transparent
as
we

projects

they're
over

projects

orders

projects
and
those
are
all
covered,
and
I
would
say
if
there
was
anything
to
look
at
on
this
sheet,

that's
called
unencumbered.

That's
basically
the
money,
that's
not
encumbered
by
a
contract
or
hasn't
been
spent.
That
gives
you
a
feel
for
it.
What,
if
you
remember
the
other
thing
you
need
to
know
about
this,
the
right
hand.
Side
of
this
large
spreadsheet,
tells
the
sources
of
those
funds,
whether
it
be
which
bond,
which
grant
and
so
forth.
So
you
can
see
where
the
money
where
the
money
came
from
yeah.

The
first
batch
of
money
will
be
allocated
and
we're
up
one
of
the
over
50
000
community
that
will
be
getting
directly
from
the
federal
government
and
that,
as
we
know,
it
could
be
from
10
to
14
out
14
million
dollars
coming
down
here
with

number
of
guidelines
in
the
number
of
buckets,
so
that,
if
we're
able
to
you
know
use
that
money
to
offset
some
of
the
funding
sources,
where
that's
a
you
know,
we
may
be
able
to
do
some
things
that
we
were
committed,
some
some
real.

know
tax
dollars
and
some
revenue
sources
using
under
the
guidelines,
some
of
that,
so
that
will
be
subject
to
change,
but
the
part
the
projects.
These
are
the
projects
that
we've
deep,
you
know
deemed
and
ask
you,
for.

input
on
on
where
we
would
go
the
funding
source
again,
the
actually
two
buckets
is
980.

Something
million
coming
down
will
be
allocated
by
a
modified
cdbg
formula.
That
will,
I
think,
you
know,
be
allocated
to
about
eight
cities
directly
when
the
rest
would
go
to
the
state
and
be
distributed
down.
But
that
was
our
component,
so
we're
comfortable
we'll
get
that
chunk
in
two
places
once
sometimes
in
may
and
then
another
the
other.

Second
half
of
it
will
be
sometimes
a
year
from
now,
but
there's
another
1.5
billion,
that's
coming
to
the
state
of
mississippi,
and
it's
specifically
for
infrastructure,
water
and
sewer
and
we're
waiting
for
clarification
on
storm
drain
or
know
storm
water
and
that'll
be
dynamic.
Also
and
the
way
we
can
use
that-
and
I
don't
know
what
our
allocation
would
be.

But
you
know
our
effort.
Probably
will
you
know
as
the
the
east
biloxi
the
infrastructure
and
the
344
million?
You
know,
there's
a
whole
second
half
of
the
city
that
we
could
look
at
using
some
of
those
funds
to
rebuild
things.
You

such
as
tanglewood.
We
just
spent
a
million
dollars
and
just
touched
the
surface,
and
so
we're
trying
to
line
up
resources
in
order
to
get
this
as
shovel
ready
as
possible.

when
they
ask
what
water
and
sewer
projects
and
storm
drain
projects
you
would
have
this
is
it
so
we
may
be.
You
know,
looking
at
some
additional
resources
to
to
to
develop
that
plan
and
we'll
we
will
that'll
be
rolling
out
in
the
next
couple
couple
of
weeks.
So
we'll
come
back
with
you
on
what
we
think
we
need
to
do
again,
no
details
other
than
that
first
chunk
of
money,
but
the
water
and
sewer
allocation
is
going
to
be
important.

could

lot

projects

much

50
million
dollars
worth
of
covered
kind
of
water

sewer
project.

main
thing
you
heard
a
lot
about
you

replacing
terra
cotta,
subsurface

the
deal
that's
coming
down
from
from
you

the
covert
package
out
of
washington,
so
it

be

be
taking

be
creative
and
we
need
to
be
ready
to
go

rules

defined

we'll

asking

to

a

compare
and
see
if
we
can
get
somebody
going,

we

actively
searching
for

local

stale

senators

county

biloxi
grew

seen

at

and
a
few
you

we're
hopeful
that
it'll
be
at
least
50
000
and

the
indications

down

limit

allocations,
so
we
were
included
in
at
50
000.

hopeful

we
were
successful

crossing
that
threshold,

we

census
with
keisler,
which
I
think

number

thousands
of
folks
in

left
on
the
table

getting
those

years

longer
than
that,
we
in
fact
had
an
apartment
complex
that
were
flipping
units
from
apartments
to
short-term
rentals.

long-term
occupancy
that
it's

services,
the
community

every
room
we
lose
from
an
apartment
complex
because

segment
of
the
population
that
can
only
afford

live

want

live
in
apartments
and
short-term
rentals
are
are
quite
lucrative.

believe
I
just
think
if
we're
going
to
go
down
this
path,
that
we
need
to
set
some
parameters
before
we
start
looking
at
individual
units
within
an
apartment
complex.

complexes.

memory,
but
I
think
they
wanted
these
two
particular
units
because
they
were

bedroom

baths

was
