Here is video of the City Council meeting of Aug. 20, 2019. The agenda included more than three dozen issues, including first reading of ordinances to create an historic district on Division Street from I-110 to the new Keesler gate and to expand downtown zoning to stretch to Porter Avenue, approval of a short-term rental on Keller Avenue, a measure involving dredging of a bayou off Linda Drive, an agreement where MDOT turns over Biloxi Bay Bridge lighting and landscaping to the city, and approval of an 86-lot subdivision off on Old Highway 67. reviewed
the
video
of
the
council
meeting
on
Monday
August
12th
and
see
whether
they're
still
concerned
about
the
level
of
operating
subsidy.

We
requested
in
FY
2019
this
year
for
base
fixed
route
service
was
actually
based
on
a
projection
of
twenty
four
thousand
seven
hundred
hours
of
service
at
a
cost
of
$70
an
hour.
There
was
an
increase
in
operating
cost
per
hour
from
$65
an
hour
in
fiscal
year,
2018
to
$70
an
hour
this
fiscal
year,
2019
a
significant
increase
as
a
result
of
increased
costs
for
labor
5.8%
contract
security
at
the
Biloxi
Transit,
Center,
$40,000
or
50%
liability
insurance
and
claims
at
11%
fuel
at
7.5%.

utilize
the
exact
same
format
for
each
city.
When
we
determine
what
we
asked
for
local
annual
operating
subsidies,
I
provided
last
week,
the
combined
annual
subsidy
worksheets
for
fiscal
year
2018
through
fiscal
year
2020.
It
demonstrates
that
we
used
the
same
format
and
projected
operating
cost
per
hour
for
each
of
the
four
cities
we
serve.
Cta
did
not
use
the
fiscal
year.
2018
Biloxi
based
fixed
route
subsidy
of
two
hundred
eighty
two
thousand
eight
hundred
dollars
and
add
the
fiscal
year.

budget
process

conducted
last

CTA
uses

annual
operating
subsidy
as
local
match
for
federal
funding
to
operate.
The
service
we
provide
Biloxi
is
subsidizing
the
annual
operating
costs
at
eighteen
percent
well
below
the
regional
average
of
53
percent.
Forty
thousand
dollars
in
annual
subsidy
supports
two
hundred
twenty
thousand
dollars
of
service:
the
loss
of
forty
thousand
dollars
in
local
match
funding
in
fiscal
year,
2020
beliefs
CTA
without
the
financial
means
to
match
the
federal
funds
and
will
result
in
a
reduction
in
services
in
fiscal
year.

CTA
is
projecting
to
provide
three

fixed

passengers,

Our
survey
data
indicates
purpose
of
trip
is
work,

shopping,
24%,
recreation,

the
type
of
riders
or
regular
fare,

seniors,

percent,
disabled

percent
and
students,

percent.
The
highest
ridership
generators
are
Walmart
Atwater,
mall
treasure,
Bay,
Imperial
Palace,
all
of
the
casinos,
the
West
Biloxi
library,
surf
style,
Margaritaville
and
Point
cadet
seniors
feelings.
So
we
have
a
very
diverse
group
of
riders
in
Biloxi
out
going
to
work.

because
they
didn't
have
enough
parking
to
meet
the
numbers

are

by
the
land,
development,
ordinance

some
other
special
exceptions.

in
looking
at
it,
the
downtown
district
already
comes
up
to
the
east
side
of
our
110,
and
so
what
we're
told
the
agenda
was
to
extend
that
downtown
zoning
all
the
way
down
to
Porter
a
venue
and
then,
on
the
east
side,
the
important
having
you
the
little
cutlery
Street.
That's
there
just
north
of
the
mister
center.
What
this
will
do
is
provide
some
exemptions
so
that
signs
do
not
have
to
meet
the
full
setback
requirement
like
they
would,
in
the
end,
be
zoning.

there
are
people

that
want
to
have
sidewalk
signs
that
actually
come
up
to
the
edge
of
the
road.
More
like
a
downtown
district
should
have
also,
they
won't
be
held
to
the
Reed

requirements

parking

first-come
first-serve.

this
is

uses

very
similar,

with
the
downtown

very

variances
and

dollars

will

that

we
have
our
council

this

tied

the
Walmart
properties
in
Arbor
landing,
which
is,
in
my
ward,
probably
in
the
rest
of
most
of
this
council,
passed
a
TIF
bond
that
took
the
ad
valorem
taxes
and
the
sales
taxes.
Frankly
that
were
generated
from
those
entities
and
put
it
in
a
TIF
to
improve
the
infrastructure
in
and
around
that
area,
that
TIF
area
and
that
that
was
the
purpose
of
it.

wise

this
hundred
thousand
dollars
that
we're
gonna
put
in
the
ground.
We
expect
to
do
about
$125,000
a
year
there.

any
one

every
day,
one
hundred
somebody's
using
it.

and
we've
been
making
some
accommodations
to
to
make
the
thing
easy,

the

employees

paying
their

playing

there
and
some
of
other

two
foot
of
water

small
car
had
to

pass
that,
it
would
have
wash
them
off
the
road,
it's
a
continuing
problem
there
that
we
have
just
an
excessive
amount
of
runoff
that
is
well
beyond
what
was
there
before,
not
only
that
we
have
tons
of
silt
that
is
getting
out
of
that
project
and
getting
into
the
ditches
and
the
creeks.
And
if
you
drive
through
nature's
trail
today,
there's
two
or
three
inches
of
mud
in
the
road
all
through
that
subdivision
from
the
drain
off
on
the
property.

So
it's
a
long
time
ago,
but
there's
people
that
sent
me
pictures
yesterday
that
had
been
in
the
city
for
twenty
years
and
not
one
time
has
the
city
cleaned
their
ditches
out.
I'm,
not
blaming
Public
Works
I
actually
feel
sorry
for
them.
They're
undermanned
many
times
they
don't
have
the
adequate
equipment
and
then
a
large
portion
of
the
year.
We
pull
them
out
of
where
they
should
be
working
down
here,
to
put
cones
out
and
to
put
barriers
out,
and
things
like
this.

This
isn't
a
want.
This
is
something
that
will
just
make
someone's
life
easier.
This
is
something
that
is
causing
people
major
problems
and
causing
issues
to
the
investments
on
their
properties,
and
it
can't
continue.
We
have
to
make
it
a
priority
and
whatever
it
takes
to
get
people
out
there
digging
ditches
until
it's
cleaned
out
and
our
drainage
is
corrected.
We
have
to
do
it.
I
know,
Christie's
been
out
there
working
today,
I
know,
I've
talked
to
Jerry
and
they've
looked
at
things,
and
it's
not
just
that
one
area
it's
throughout
the
whole
ward.

large
area

has
to

and
we
have
to
do
whatever
it
takes
to
get
out
there
and

get
these
get

ditches
cleaned
out,

well
as
correct
the
problems
that
we
have
in
some

these
subdivisions

this
runoff.
That
is
much
more.
The
post
runoff
is
much
greater
than
the
pre
runoff,
and
so
whatever
it
is
that
we
have
to
do,
we
have
to
make
it
a
priority
and
work
at
it.

don't
need
to
just
address
it.
We
don't
need
to
just
talk
about
it.

to
get

results
and
make

going

them
because

no

road

about
it,

it,
which
I
seem

be
placed
on
the
forgotten
file.

elections
