A
B
C
E
E
C
D
Right,
good
and
quick
one
right
exactly
a
couple
of
couple
things
happening
with
mml
this
week
and
we
they're
welcome.
I
think
2
500
people
with
the
mml
at
the
coliseum
this
morning.
We've
got
a
number
of
events.
Hopefully
that's
off
and
running
another
good
conference.
You
know
we're
hopeful
that
the
scovid
thing
vaccinations
and
everything
kind
of
hope
that
by
the
end
of
the
year,
these
things
need
to
take
place,
and
this
is
a
memory
this
covet.
It
seems
to
pop
up.
D
This
is
the
fourth
time
so
we're
encouraging
everybody
to
do
the
right
thing
and
put
this
thing
behind
us.
We
do
have
one,
I
think
maybe
jason
might
want
to
speak
to
this.
This
refinancing
opportunity
bottom
line
before
you
today
is
refinancing
one
for
about
six
percent
yeah
and
another
one
for
about
five
point.
Four
percent.
D
Six
and
five
to
one
point:
four
percent,
so
this
is
the
tip
bond,
so
that'll
be
before
you.
If
you
have
any
questions
or
anything
jason
can
come
and
ask
him,
but
but
it's
what
we've
done
before:
saving
some
significant
dollars
and
lindsey
as
we
speak.
She
walks
in
right
on
cue.
If,
if
any
of
the
council
has
but
it's
you
know,
we've
done
this.
I
think
this
is
the
third
time
we've
done
it
with
the
same
crew.
D
We
welcome
your
your
leadership
when
it
comes
to
dollars
and
we're
appreciative
of
that.
If
they,
if
the
council
had
any
questions,
you
can
come
up
here
and
ask
them.
So
that's
the
only
thing
that
I
have
as
far
as
I
report,
but
we're.
C
H
Yeah
we
have
the
mml
convention
down
here,
but
I'm
thankful
for
about
the
2050
in
a
row.
They
love
coming
to
biloxi,
probably
have
2500
people
at
the
coliseum.
Bow
revised,
packing
hotels,
the
restaurant,
it's
a
good
thing,
they're
all
excited
coming
down
here
at
the
coast,
not
the
good
news,
yep
great
weather,
they
just
love
it
you
know.
Did
you
go
something
fofo?
Did
you
make
anything
yet.
D
D
I
J
C
H
F
K
Yeah,
just
like
the
mayor
said,
made
a
couple
of
the
events
nbc
leo
mississippi:
black
caucus
and
local
elected
officials,
a
lot
of
good
information
partnershiping
with
smpd,
which
is
ones
who
we
work
with.
I
have
something
for
mike
mayor
of
well,
I
guess,
walk
well
jefferson
street.
I
know
that
we're
we're
on
the
infrastructure
on
the
south
side
and
I
wanted
to
know
if
we
can
get
some
temperate
there's
a
street.
That's
really
really
bad
called
jefferson
street.
K
If
we
can
get
it
at
least
shave
they're
really
struggling
down
there
and
if
we
can
get
it
paved
and
shaved
or
something
like
that
for
some
temporary
relief,
because
I
don't
think
that
they're
gonna
be.
I
don't
think
that
that
they're
going
to
get
there
in
the
next
month
or
so.
L
L
I'll
discuss
with
the
cao
and
we'll
circle
back
to
you,
okay.
That
concludes.
M
Yes,
actually,
some
of
the
leaders
have
been
coming
the
coffee
shop,
it's
been
very
nice
and
they
seem
to
enjoy
it
having
a
good
time,
but
I
do
want
to
say
a
comment
shout
out
to
d'ioreville,
because
obviously
they
got
a
beautification
crew,
because
not
only
are
they
weed
eating,
I
saw
them
actually
picking
the
weeds,
so
they're
serious
about
their
beautification.
I
think
we
should
follow
suit
thanks.
J
Don't
have
much
I
spoke
with
billy.
We
had
a,
I
think,
a
water
main
break
on
sun
kissed
and
I
just
spoke
with
them
before
the
meeting
about
cleaning
up
after
the
crew
was
done.
They
did
a
great
job,
got
out
there
and
fixed
it
very
quickly,
but
we've
got
some
signs
and
some
cones
out
there,
but
he's
he
said
they're
addressing
it.
J
Lastly,
mr
compton,
I
know
mr
tisdale
said
you
were
going
to
give
a
a
statement
about
the
history
of
the
water
retention
ponds
on
sunkist
during
public
comments.
I'd
be
willing
to
offer
the
time
when
that
item
comes
up.
If
you
need
more
than
three
minutes
to
convey
the
history
of
that
project.
N
Yeah,
the
mml,
it's
great
to
see
a
full-blown
convention
come
back
to
the
coast
after
they
had
to
abbreviate
their
conventions
due
to
covet
in
the
past,
looks
like
it's
well
attended
again
and
that's
a
that's,
a
big
plus,
for
you
know
our
tourism
economy
and
and
getting
them
down
here
to
kind
of
see
what
we're
all
about
the
tiff
refinancing.
That's
on
the
agenda
today
mayor,
I
echo
your
sentiment
to
refinance.
It
is
a
no-brainer.
N
This
tif
is
associated
with
the
walmart
over
in
ward,
6
and
and
it's
kind
of
tied
even
to
the
apartments
over
there
and
to
improve
the
infrastructure
in
the
area.
The
new
lz
drive
that
takes
pressure
off
of
pops
ferry
road.
So
this
was
a
a
good
decision
years
ago
when
we
decided
to
implement
this,
and
it's
a
great
decision
today,
a
no-brainer
to
to
refinance
it
and
save
nearly
three
hundred
thousand
dollars.
N
Also
added
on
the
agenda
today
is
an
emergency
measure
and
our
local
agreement
by
harrison
county
to
assist
with
a
road
repair
on
on
indian
drive.
As
you
know,
the
school
is
getting
ready
to
start
in
just
a
week
and
it's
important
that
those
repairs
get
done
before
the
buses
and
other
traffic
start
rolling.
So
I
appreciate
y'all's
support
on
that
measure
as
well,
and
then,
finally,
I
sent
out
an
email
to
my
colleagues,
but
this
is
an
open
invitation.
The
national
baseball,
mississippi
state
trophy
will
be
on
display
at
margaritaville
around
4
pm
today.
N
He
is
he
and
everyone
is
certainly
welcome
to
come,
enjoy
that
I
understand
it
may
be
taking
a
little
mini
tour
around
biloxi
as
well
and
there's
a
shuckers
game
tomorrow,
and
I
just
want
to
give
a
shout
out
to
my
my
daughter-in-law.
She
applied
for
it
and
auditioned
for
singing
the
national
anthem
and
she
would
proudly
be
standing
up
and
singing
the
national
anthem
tomorrow
at
6
p.m.
At
the
shuckers
game,
and
that
concludes
my
report.
C
Thank
you,
mr
glavin,
mr
barrett,
the
report,
the
I
have
a
question,
really
a
concern,
and
that
is,
and
several
people
have
commented
on
it.
This
involves
the
water
bills
and
they're
mailed
out,
and
if
you
pay
online,
you
can
use,
I
guess
it's
called
e-check,
which
is
the
service
that
the
water
department
uses
to
collect
those
funds.
C
But
if
you,
if
your
bank
offers
bill
pay
online,
then
apparently
that
application
for
the
water
department
doesn't
use
eft
or
electric
funds
transfers,
which
I
didn't
know
what
that
was.
But
it
was
explained
to
me
hey
just
a
minute
so
anyway,
what
I'm
wondering
is,
I
don't
know
how
old
that
application
is
that
we're
currently
using
or
can
we
explore
other
options?
It
just
seems
a
you
wouldn't
have
to
deal
with,
probably
as
many
late
fees
and
the
second.
C
C
D
Man,
I
think
no
we've
been
exploring
that
I
don't
know
if
you've
seen
some
of
the
power
company
applications,
there's
paypal
a
number
of
other
things
that
we're
trying
to
integrate
these
third-party
stuff.
That
will
let
you
do
in
a
graceful
way
get
credit.
You
know
what,
whichever
way
you
choose
without
minimizing
the
amount
of
fees
transactionally
with
doing
that,
we
I
think
we've
had
one
meeting
with
with
a
company.
We've
got
a
couple
more
to
go,
see
what's
best
for
our.
D
You
know
utility
billing
component
right
now
you
the
easiest
way
to
do
something.
Electronics
is
do
a
bank
draft.
You
know
there
are
more
options.
Now.
We've
went
through
a
pretty
painful
conversion
in
2017-16
and
that
costs
some
chips
and
we
want
to
figure
out.
What's
the
easiest
way
to
do
this
because
it
is
more
graceful,
I
know
some
of
the
applications
out.
There
are
really
really
cool
and
get
get
you
to
wherever
place.
You
want
yeah
instead
of
doing
checks
and
do.
C
D
President,
if
jim
might
want
to,
I
offer
some
time
before
you
if
you
want
to
instead
of
the
three
minutes,
let
him
come
up
now,
if
you
think
that's
proper
on
the
part
of
my
mayor's
report,.
C
Today,
what
an
hour
I
have,
at
this
instant
sure
we're
going
to
go
into
citizen's
comments.
Mr
deming
has
already
said:
he'll
all
right
will
a
lot
what
additional
time
you
might
need.
Mr
compton
good
to
see
you
again,
sir,
thank
you
for
being
here
today.
All
right,
we'll
start
with
citizens
comments,
and
we
have
comments
initially
from
mr
compton.
F
F
I'm
here
on
resolution
5e,
I'm
jim
compton,
I'm
working
with
on
a
volunteer
basis,
sun
kissed
on
several
issues,
but
this
drainage
issue
has
been
a
difficult
one,
been
working
on
it
for
about
a
year.
The
history
of
this
is
there's
actually
two
drainage
systems
that
cross
sunkist
country
club,
sunkist
country
club
road
has
three
storm
drain
lines
that
run
basically
northeast
a
primary
line
and
then
two
secondary
lines,
the
other,
and
that
goes
back
to
the
50s
and
60s.
The
other
drainage
system.
F
North
country
club
lane
had
a
lot
of
flooding
back
in
the
late
80s
early
90s
and
finally,
when
the
gaming
revenue
was
sufficient,
the
pressure
was
on
to
do
something
about
it
and
aj
always
liked
the
shortest
cheapest
route
to
solve
any
problems.
So
he
wanted
to
take
the
water
directly
across
sunkist
country
club.
F
The
the
water
coming
out
of
north
country
club
lane,
there's
two
eight
foot
pipes,
so
there's
enormous
amount
of
drainage
that
comes
through
that
and
because
of
the
topography,
then
those
drain
into
the
first
attention
pond,
and
I
believe
you
have
a
map
there
in
front
of
you
that
shows
this
generally
first
attention.
F
Let
the
water
soak
in
the
the
issue
is,
of
course,
water
being
a
fluid
and
a
rapidly
moving
fluid
can
hold
a
lot
of
suspended
solids,
but
when
it
slows
down,
it
can't
hold
as
much
and
the
solids
settle
out
as
silt
and
so
over
the
24
years
that
this
system
has
been
there.
There's
been
a
substantial
amount
of
silt
built
up
in
these
ponds
where
the
water
comes
in,
there's,
there's
literally
dams
of
sediment
there
in
front
of
the
pipes
and
so
they're
overflowing
it's
restricted
the
drainage.
It's
it's
impacted.
F
The
golf
course
severely
because
it,
the
water
overflows,
the
detention
ponds
and
onto
the
fairways
and
and
debris
has
to
be
cleaned
off
of
them.
It's
actually
lifted
up
some
of
the
turf
on
one
of
the
fairways
that
had
to
be
put
back
down.
O
F
F
F
So
all
we're
asking
is
every
24
years
for
y'all
to
clean
out
the
settlement
of
the
ponds
back
to
the
original
design
specifications
and
the
system
will
work
again
like
it
was
designed
to
do,
and
I
think
everybody
would
be
happy
and
the
people
that
live
in
the
areas
drained
by
this
will
be
the
protected
from
flooding
the
other
pipe.
I
mentioned
the
older
one.
Part
of
this
project
is
to
clean
out
an
area
where
the
primary
line
dumps
into
a
another
pond,
and
that
has
filled
in
to
the
point
where
it's
almost
closed
off.
F
So
not
a
hundred
percent
of
the
work
is
done
on
the
97
project.
One
small
part
of
it
deals
with
this.
So
that's
the
history
of
this
and
it
it.
The
resolution
unfortunately
seemed
to
indicate
it
was.
It
was
drainage
off
of
sunkist
golf
course,
but
it's
not
this.
This
is
water
imposed
on
us
from
the
neighborhoods
to
the
I
guess
northeast.
C
F
G
G
J
Well,
wisconsin,
I
am
scheduling
award
meeting.
Would
you
be
willing,
if
this
is
prior
to
the
completion
of
this
project,
would
you
be
willing
to
come?
Explain
the
history
of
this
to
the
ward?
Certainly
thank.
C
P
Darden
good
afternoon,
janiece
darden
two
things:
I'm
tired
of
the
shooting
at
the
corner,
holly
street
and
division
street
every
other
night.
They
had
a
shootout
last
night.
My
grandbaby
can't
come
to
my
house.
It's
they.
They
got
to
go
the
little
boys
they
got
to
go.
They
beat
the
man
up
on
the
on
the
bike
the
other
day,
and
I
don't
understand
why
the
police
can't
catch
them.
I
don't
understand
why
they
can't
put
them
in
jail.
P
Put
them
in
juvenile
or
get
their
mama
do
something
we
tired
of
the
shooting
on
the
corner,
holly
and
division
street
every
other
night,
and
the
second
thing
I
had
a
power
pole
before
hurricane
zeta
knocked
it
down
my
street.
I
live
on
garrick
street.
It's
completely
dark!
I
want
another
power
pole
put
back
up,
I
called
mississippi
power.
They
say
the
city
got
to
do
it.
P
So,
mr
lawrence,
I'm
in
your
ward,
I
would
like
for
you
to
have
mr
powell
come
back
and
put
a
power
pole
up,
because
those
boys
run
through
my
yard.
They
have
toured
the
fence
and
made
a
cut
through
my
yard
and
they
run
through
my
yard,
and
I
come
home
it's
late
at
night
and
I
have
to
call
my
neighbor,
mr
raymond,
social.
He
come
outside
with
his
gun.
P
H
Q
Q
Q
Q
Q
item
number
four,
which
begins:
who
is
the
ada
compliance
officer
for
the
city
of
biloxi,
and
you
will
see
attached
to
response
to
my
public
information
requests
by
the
city
attorney
peter
abbott
under
rule
number.
Four
objection
to
legal
conclusions
that
are
implied
in
this
request:
the
community
development
director
currently
jerry
creel
reviews,
construction
of
the
structures,
the
city
engineer,
department,
reviews,
capital
projects
and,
as
you
can
see,
city
attorney
did
not
answer
my
question.
Who
is
the
ada
coordinator
for
the
city
of
biloxi?
Q
Now
I
know
why
the
downtown
services
manager,
who
handles
special
events,
parades
festivals,
is
also
given
a
title
of
ada
coordinator.
I
am
sure
this
person
is
a
a
person
is
a
nice
person,
but
from
my
research
they
did
not
have
the
credentials
to
be
this.
In
dispositions
such
as
the
ada
coordinator,
training
certificate
program,
htc
tcp,
they
should
also
understand
ada
compliance
obligations,
congratulations
and
guidelines.
Q
Q
You
meet
the
requirements
given
to
you
in
january
of
2002
by
the
department
of
justice
and
hire
someone
who
is
well-versed
in
the
american
disabilities
act.
This
person
needs
to
be
the
point
person
for
all
of
these
ada
compliances
or
violations.
They
also
need
to
be
proactive
in
preventing
these
stupid
mistakes.
The
city
of
biloxi
makes
when
they
spend
millions
of
dollars
on
structures.
They
have
to
do
redo
because
of
ada
violations.
Q
C
R
R
My
husband
happened
to
be
walking
through
the
kitchen
and
the
only
way
the
bullet
was
stopped
is
my
dishes
in
the
cabinet
was
shattered
and
I
think
that's
what
actually
slowed
down
the
bullet
from
hitting
him
and
one
went
in
my
ceiling
and
we
have
so
much
problems,
maybe
about
a
year
the
resident
on
holly
and
division
street,
I
think,
is
our
problem
and
I
am
a
taxpayer.
I
shouldn't
be
afraid
to
walk
around
in
my
home.
R
I
don't
go
by
windows,
I
don't
go
outside
after
dark
and
I
shouldn't
have
to
do
that.
So,
mr
guys,
can
you
give
me
some
assistance
on
that?
Please
try
to,
and
I
have
some
neighbors
back
there.
Also.
Their
house
was
also
hit
too,
so
I
don't
know
if
they
want
to
say
anything
or
we
all
were
together
last
night
when
all
this
went
on
and
it
devastated
all
of
us
last
night.
We
never
had
that
to
happen
before,
but
we
think
it
was
going
to
happen
because
all
the
other
shooting
in
the
area.
K
No
obviously
don't
say
I
was
going
to
get
with
the
chief,
the
chief
know
about
a
lot
of
it
and
we're
going
to
talk
about
it
and
we're
going
to
get
back
with
you
we're
going
to
come
over
and
meet
with
you
guys
all
right.
Thank
you.
H
S
Good
afternoon
my
name
is
janice
lee.
My
address
is
281
fountain
lane
it
runs.
My
property
runs
to
the
back
of
brown
street
last
night.
I
had
three
bullets
hit.
My
house,
one
entered
my
kitchen
and
my
grandson
could
have
got
shot.
I
could
have
got
shot
and
I
just
feel
like
in
that
neighborhood
we
never
had
a
problem,
something
needed
to
be
done.
Chief
of
police.
S
S
Something
is
wrong.
Something
is
going
on.
That's
not
just
one
little
person
shooting
and
they're
running
down
the
street
shooting
at
each
other,
so
anybody
can
get
shot
and
I
value
my
life
and
I
don't
want
to
get
shot
because
we
have
kids
in
the
neighborhood
are
irresponsible
and
their
parents
are
not
doing
what
they're
supposed
to
do,
and
I
would
appreciate,
if
you
all,
look
into
this
and
take
care
of
this
matter
for
us,
because
we
don't
want
anyone
to
die
in
that
neighborhood
or
get
shot.
Thank
you
very
much.
Thank.
C
C
H
I
I
know
jerry:
can
you
come
in
and
try
to
explain
what
we're
doing
with
the
fireworks
thing
everybody's
concerned
about
what
we're
doing
we're
shooting
too
many
fireworks
nine
enough
fireworks
got
in
control
of
it
that
several
calls
on.
What
are
you
actually
trying
to
do
with
the
fireworks?
H
T
Actually,
I
think
the
simple
way
to
explain
this
is
just
to
say
that
the
ordinance
is
being
kind
of
tightened
up.
You
know
we
already
have
an
ordinance
in
place
that
allows
the
sale
of
fireworks,
but
what
this
actually
does
is
it
expands
the
one
of
the
dates
for
allowing
the
sale
to
include
tet,
which
is
the
asian
new
year,
which
lasts
two
or
three
days.
T
It
actually
shortens
the
amount
of
time
that
they
can
be
sold
for
the
fourth
of
july
and
for
the
new
year's
holiday
season
it
it
restricts
fireworks
from
being
thrown
during
any
parade
being
aimed
at
at
any
person
or
animal.
Under
any
circumstance.
T
T
There
is
a
section
in
here
that
addresses
making
sure
that
there
are
fire
extinguishers
on
hand
whenever
fireworks
are
being
sold
and
not
allowing
the
storage
of
any
fireworks
after
the
date
of
the
sale
ends.
For
instance,
the
sale
on
the
fourth
of
july
ends
at
the
end
of
the
fourth
of
july,
and
the
next
day
they
can't
have
a
storage
building
out
there,
where
they're,
storing
fireworks.
They
have
to
remove
them
at
that
point.
T
Well,
it's
about
the
selling
of
it,
but
it
also
addresses
the
shooting
of
the
fireworks
too.
You
know
the
the
language
is
in
there
pro
again.
The
language
is
in
there
prohibiting
being
able
to
aim
them
at
any
house
or
any
building
using
them
during
a
parade
aiming
them
at
any
person
or
animal.
So
it
not
only
addresses
the
sale
of
the
fireworks,
but
also
the
handling
of
the
fireworks
after
the
person
buys
them.
H
T
T
In
the
neighborhood,
yes,
sir,
there's
a
there's
a
lot
of
concern
about
that.
The
language
the
language
about
using
them
in
within
a
certain
distance
of
a
church
is
prohibited.
T
Let's
see
should
not
be
permitted
within
100
feet
of
any
seasonal
fireworks
stand.
C
I'm
happy
to
read
the
bulleted
items.
If
it
would
that'll
be
favorite
sometime,
it
would
be
unlawful
to
shoot
fireworks
anywhere
in
the
city
except
for
july,
4th
december
31st,
which
is
new
year's
eve
from
6
p.m.
Through
1am
the
morning
of
january
1st,
the
first
three
days
of
tet
in
conjunction
with
the
dragon,
dance
and
they'd,
need
a
permit
from
the
fire
department.
C
No
fireworks
would
be
sold
to
a
person
under
the
age
of
16
or
any
intoxicated
person.
A
person
selling
fireworks
must
be
21
years
or
older,
no
fireworks
sales
before
june,
15th
and
after
july,
4th
no
firework
sales
before
december
5th
and
after
january.
First
licensees
must
provide
certificate
of
liability
insurance
for
three
hundred
thousand
dollars,
naming
the
city
as
the
as
an
additional
insured,
no
storage
of
any
excess
or
unsold
inventory
allowed
in
the
city
after
the
expiration
date
of
the
fireworks
seasons.
C
No
one
on-site,
storage,
trailers
or
containers
shall
be
allowed.
All
fireworks
on-site
shall
be
in
the
retail
space.
The
fire
extinguishers
shall
be
on
hand
as
required
by
the
2018
international
fire
code.
Temporary
and
permanent
tents
or
membrane
structures
will
be
required
to
meet
the
international
fire
code
of
2018.
C
T
Is
that
in
those
recommended
changes
to
the
ordinance
where
it
says
the
2018
international
fire
code?
I'd
like
for
the
council
to
change
that
to
the
currently
adopted
fire
code,
because
we're
in
the
process
of
bringing
the
2021
code
to
you
and
having
that
2018
date?
There
would
limit
it
to
that
one.
So
if
you
would
consider
that
please.
H
So
I
mean
that's
what
they're
looking
to
be
changed
not
to
be
able
to
do
that.
You
have
to
go
somewhere
else.
I
don't
really
go
sit
on
the
beach
shoot
them
whatever.
You
know,
but
I
mean
that's
their
biggest
complaint.
They
don't
want
that
listed
in
there.
They
can
shoot
fireworks
on
the
fourth
of
july
and
new
year's
eve
inside
the
neighborhoods.
Yes,.
T
H
So
I
mean
I
think
so
I
don't
have
to
amend
that.
Add
that
to
it
what
you
want
to
do,
but
that's
a
big
concern.
Anybody
called
me
that
was
their
concern
and
they
really
don't
address
that
idea.
All
the
other
stuff
you're
talking
about
them,
selling
it
buying
it
selling
nothing
new
at
the
neighborhoods
and
that's.
M
I
would
like
to
recommend
that
we
do
not
allow
it
in
neighborhoods.
However,
we
allow
it
on
the
beach
and
if
your
property
is
out,
you
know
if
you've
got
acres
and
you're
away
from
other
people,
then
you're
allowed
to.
If
you're,
not,
then
you
have
to
do
it
on
the
beach.
Not
in
these.
You
know
close
tight
neighborhoods.
That
would
be
my
recommendation
on
those
two
days.
Only.
C
J
In
section
23,
4-3,
subsection
d,
subsection,
eight
subsection
m
subsection:
three
c:
can
you
define
our
retail
station.
J
J
J
Secure
enclosed
area
does
include
the
tent
structure
that
we
commonly
have.
What
my
concern
is
that
we
graft
we,
we
craft
legislation,
sometimes
in
order
to
remove
something.
That's
going
on
that.
We
don't
like
right,
and
I
want
to
know
how
this
affects
the
tent,
which
is
basically
the
only
place
that
sells
fireworks
in
biloxi
right
there
on
the
corner
of
cedar
lake
and
pops
ferry
road.
So
how
does
this
impact
their
business
operation.
T
Well,
it
would
mainly
just
affect
the
way
that
they're
operating
right
now
now
one
of
the
changes
that
is
coming
there
is
that
there's
going
to
be
a
arrest,
we're
reviewing
plans
for
a
restaurant
to
be
located
in
that
place
where
they
are
right.
Now
the
the
ordinance
says
that
if
you
change
locations,
then
you're
supposed
to
come
back
and
reapply,
but
the
my
understanding
is:
is
that
they're
just
going
to
move
the
tent
to
the
side
of
where
this
restaurant
is
going
to
be
located
there?
So
technically?
T
D
Yeah,
let
me
interject
a
little
bit
about
this
conversation.
We've
been
talking
about
this
year
and
a
half
some
events
around
the
country.
You
know
especially
conditions
today
there
was
a
secured
fence
area
and
point
of
sale
stations
where
nobody
can
really
walk
through
and
and
throw
something
and
keep
the
whole
thing
up,
the
intent
of
making
it
safer
the
point
of
sale.
You
know
the
public
cannot
get
in
where
there's
a
have
the
ability
to
cause
some
destruction.
D
We've
talked
a
little
bit
about
a
fence,
secure
area
where
the
product
will
be
located
in
with
foreign
sales
stations.
You
know,
there's
been
a
lot
of
conversation
with
some
folks
about
how
can
we
make
this
safer
and
still
be
within
a
tent
situation
or
or
out?
But
you
know
if
you
limit
the
interaction
the
public
has
selection
of
the
the
product
and
then
bring
it
to
them
without
strolling
through
and
having
the
ability
to
cause
a
lot
of
damage
with
the
you
know
with
with
one
you
know,.
J
D
The
tent
situation,
specifically
with
the
securing
of
the
product
being.
J
Available,
I
get
that,
but
this
is
we
have
one
vendor
in
the
city.
No,
you
got
two
I
think.
Well,
we
may
I
mean
it's
such
a
small
small
market
that
I
think
we
should
be
able
to
reach
out
to
these
people
and
find
a
reasonable
solution
that
doesn't
price
them
out
of
the
marketplace.
Right,
I
mean
some
of
these.
J
Some
of
these
things
may
make
it
unreasonable
for
them
to
even
operate
their
business
anymore,
so
I
would
recommend
that
we
bring
them
on
board
before
we
make
any
decisions
and
ask
them
how
we
can
achieve
the
goals
we
want
to
achieve,
while
still
allowing
them
to
operate
within
a
price
margin.
That's
feasible.
J
Mayor
I'm
with
you
on
public
safety.
I
think
that's
right,
but
I
think
we
need
to
make
sure
that
we're
not
we're
not
crafting
legislation
improperly.
I
think,
if
we
do
it
certain
ways,
it
will
price
them
out
of
the
market
and
if
we,
if
we
involve
them
to
try
to
find
that
mar
that
that
middle
ground,
where
they
can
still
operate,
and
we
can
achieve
that
public
safety
that
you're
concerned
with
I
would.
I
would
recommend
that
we
do
that.
I
would
love
to
discuss
this
with
them
first
before
we
do
this.
J
T
The
the
intent
of
the
ordinance
before
the
way
that
it
was
written
even
when
it
comes
to
the
the
mayor,
allowing
you
know
one
of
the
casinos
to
do
always
talks
about
the
fireworks
being
in
the
hands
of
a
responsible
operator,
someone
that
actually
knows
what's
going
on
the
21
year.
Age
is
a
recommendation.
If
the
city
council
thinks
that's
too
intensive,
then
you
know
you
can
make
a
recommendation
to
change
that.
N
You
know
this.
This
measure
seems
to
have
a
couple
of
things
in
it
that
may
need
to
be
separated
on
one
hand
we're
talking
about
when
fireworks
can
be
shot
and
there's
a
question.
Is
it
in
the
city?
It
sounds
like
yeah,
you
can
shoot
it
in
the
city
as
long
as
you
don't
shoot
at
a
house
or
a
dog
or
a
neighbor
or
car
or
whatever,
and
then
you
got
this
other
thing
about
the
establishment
itself
and
what?
What
are
the
protocols
for
that?
You
know.
N
Traditionally
it's
been
an
open
tent
and
like
the
mayor's
inference
that
there's
been
some
situations
and
liability
that
municipalities
have
been
opened
to,
because
if
there's
something
that
goes
awry
then
we
might
might
find
ourselves.
You
know
somewhere
else.
I
know
this
measure
was
tabled,
for
you
know
a
variety
of
reasons,
we're
trying
to
kind
of
dissect
it
and
regurgitate
it
up
here
today,
and
I
don't
know
how
successful.
N
Perhaps
we
need
to
start
all
over
and
and
present
one
ordinance
that
talks
about
where
fireworks
can
be
shot
or
leave
it
alone,
and
let
it
be
like
it
is,
and
then
maybe
we
need
a
a
new
measure
that
that
specifically
talks
about
the
retail
or
space
or
where
these
can
be
sold
at
me.
U
U
But
on
the
dates
leading
up
to
and
after
those
dates,
that's
more
manageable,
because
it's
not
such
a
large
number
and
then
it
also
gives
those
who
may
have
psd
or
animals
or
things
a
more
specific
time
frame
to
prepare
for
those
specific
dates,
and
I
know
that
you're
still
going
to
have
people
that
shoot
on
leading
up
to
and
after,
but
by
allowing
it
on
those
days
in
certain
areas,
it's
not
near
a
church
or
businesses
or
whatever
it
becomes
more
manageable
for
your
department.
Is
that
correct?
That's
what
we're
hoping?
A
B
N
Got
to
follow
up
to
that
chief,
how
how
is
it
more
manageable
that
if,
on
fourth
of
july,
it's
allowed
and
right
now,
it's
not
allowed,
but
you
can't
manage
it
because
there's
just
too
much
stuff
going
on
so
a
week
after
fourth
of
july
you're
going
to
be
controlling
it,
whether
this
ordinance
is
in
effect
or
not.
Why
is
it
less
manageable?
A
week
after
fourth
of
july.
A
N
Got
you,
but
so
you're
saying
the
data
points
to
that
or
the
information
points
to
that.
So
I
I
would
say
when
mr
deming
and
us
have
our
award
meetings,
it's
going
to
take
a
lot
of
convincing
of
some
of
the
people
attending
those
ward
meetings
that
that
data
is
is
pointing
in
that
direction.
A
C
All
that
I
have
all
right
and
I
have
a
comment
and
then
there
may
be
other
council
members
who
who
have
additional
comments
currently
chief,
it's
unlawful
to
shoot
fire
cracks
and
firecrackers
in
the
city
of
biloxi.
Yes,.
C
Right
so
I
I
mean
my
thought
is
and
because
I
hear
I've
heard
from
folks
and
they'd
prefer
that
we
just
not
allow
fireworks
to
be
discharged
in
the
city
limits,
not
sell
them
in
the
city
limits
not
even
possess
them
in
the
city
limits,
and
I'm
thinking
the
only
exceptions
for
that
might
be
the
tet
religious
celebration.
C
We
have
casinos
that
do
this
as
an
attraction
they
get
a
permit
from
the
fire
department.
I
believe-
and
we
have
a
hotel
or
two-
maybe
that
do
this
the
same
thing
they
get
permits
from
the
fire
department
and
personally
I'm
thinking
I
would
be
content
to
do
just
that.
Those
would
be
the
only
fireworks
that
would
be
discharged
in
the
city
would
be
I
mean
we,
we
provide,
I
think,
ten
thousand
dollars
annually
for
the
boom
boom
committee
to
shoot
fireworks.
C
You've
got
casinos
couple
of
hotels.
C
Excuse
me,
thank
you,
the
the
baseball
field.
They
get
a
permit
for
all
of
all
of
that,
and
although
it
sounds
like
we
want
to
have
further
discussion,
would
the
council
prefer
a
workshop
on
this
in
order
to
have
them?
K
Yeah
yeah,
I
was
sitting
listening
and
apparently
we
have
a
lot
of
a
lot
of
changes
need
to
be
made
based
on
mr
creel
and
what
I'm
hearing
from
across
the
counter,
and
basically
we
just
had
a
mini
workshop,
but
it'll
be
better
if
we
just
go
ahead
and
go
line
under
my
line
item,
so
we
can
go
ahead
and
get
it
right
with
the
chief's
input
and
all
the
council's
input.
C
Okay
and
and
I'm
is
there
any
other
discussion
on
the.
C
Workshop
yeah,
I
would
assume
we
have
those
business
owners
can
be
here
for
that
workshop
as
well
as
anybody
else
who's
interested.
Do
we
want
to
look
at
setting
a
date
for
that?
I
know.
We've
got
budget
workshop,
a
few
budget
workshops
ahead
of
us
on
the
tuesdays,
or
would
you
just
we'll
get
to
this
in
a
moment?
Would
you
prefer
just
to
table
it,
maybe
until
after
the
budget,
I.
F
C
C
All
right,
thank
you.
I
think
that
disposes
of
this
item-
and
we
can
move-
let's
see
when
we're
tabling
this
until
after
we
finish
the
budget,
so
maybe
well
I'd,
say
sometime
in
late
september
or
early
october,
just
make
a
note
of
that.
It
can
be
subject
to
call,
but
I
just
don't
want
it
to
get
lost
in
the
shuffle,
because
we
started
by
that
time.
Almost
a
year
will
have
passed
before
we.
This
first
came
up
all
right.
Thank
you.
That
brings
us
to
the
next
item
on
the
agenda
item
b.
H
Only
mike,
hopefully,
I
did
anything
to
it.
G
I
I
think
it
would
be
appropriate
at
this
time
to
recognize
our
brain
trust.
That's
in
the
room,
okay,
same
brain
trust
that
redid
the
two
bonds
earlier
last
year,
same
brain
trust
that
we
did.
The
hcua
refinancing
is
now
doing
the
two
tiffs
that
brain
trust
consists
of
lindsey
ray
representative
placement
agent,
raymond
james
in
the
back
jason
thomas,
our
financial
advisor
and
jane
minardi.
Who
is
our
bond
attorney?
That's
a
brain
trust
that
that
is
now
for
the
third
time
put
us
into
a
good
position
to
reduce
our
debt.
C
And
correct
me
if
I'm
wrong,
but
what
I
heard
basically
is
this
item,
and
the
next
item
basically
saves
us
almost
300
000.
It's
a
good
thing,
as
determined
by
the
brain
trust
in
the
administration
in
discussion.
H
C
I
All
right,
jason,
thomas,
the
municipal
advisors
of
mississippi,
as
has
been
indicated,
this
is
refinancing
the
two
walmart
tests
that
have
been
out
there
for
the
walmart
project
that
was
on
woolpox
ferry
road
close
to
cedar
lake.
It
refinances
both
of
those
tests.
They
were
issued
in
two
parts
of
about
two
and
a
half
million
dollars.
There's
about
a
million
929.
I
think
it's
a
par
amount.
We
settled
on
for
this
transaction,
we'll
save
you
about
three
hundred
thousand
dollars
over
the
life
of
the
bonds.
It
does
not
extend
the
maturities.
I
The
present
value
savings
is
thirteen
percent,
which
is
in
my
career,
almost
unheard
of
to
have
that
large
present
value
savings.
Those
two
bonds
were
held
by
hancock
whitney
bank.
They
will
be
called
from
that
bank
and
placed
with
a
bank
that
lindsay
actually,
your
favorite
bank
here
on
the
corner
has
agreed
to
buy
them.
She
worked
with
a
group
of
banks.
She
didn't
just
go
to
one
and
asked
what
their
rate
was.
I
She
approached
a
group
of
banks
and
that
ultimately
decided
to
be
the
off
ultimately
turned
out
to
be
the
offer
that
we
recommend.
You
all
accept
all
right,
and
once
again
this
does
not
extend
the
maturity
I
like
to
make
sure
everybody
understands
it
does
not
get
you
savings
current
savings
by
pushing
out
the
maturities
exactly.
C
V
I'm
lindsay
ray
with
raymond
james
and
I
think
that
the
details
have
been
covered.
But
one
thing
I
did
want
to
add
is
just
stating
that
the
and
the
mayor
may
have
said
this
at
the
beginning,
but
the
original
interest
rates
are
5
and
6.19
and
we
are
taking
those
down
to
1.47
which,
on
a
tiff
bond,
which
is
a
different
credit
than
just
a
general
city
bond,
that's
a
very,
very,
very
attractive
rate.
V
D
Lindsey
and
jason
and
jane
some
of
the
things
we've
been
looking
at
future
position.
You
know
with
regard
to,
I
guess,
sir,
you
know
the
reserve,
you
know
all
this
is
considered.
That's
why
we're
getting
these
these
good
rates,
because
we
know
a
little
bit
about
what
we
need
to
do
right
now.
D
I've
been
depending
on
them
every
move,
you
know,
what's
restricted,
what's
unrestricted
where's
our
debt
position,
how
we're
trying
to
anticipate
the
lenders,
how
they
would
look
at
us,
so
y'all
have
been
tremendous
and
I'm
appreciative
of
everything
that
you
do
in
order
to
establish.
So
all
our
moves
are
based
on
strengthening
our
you
know,
reserves
and
you
know
being
able
to
handle.
You
know
the
loads
that
we're
whether
it's
a
surprise
or
not.
Surprise.
So
you
know
some
opportunities
coming
down
the
road
with
cares,
act
and
some
and
some
other
warnings
we
don't.
D
H
V
I
think
a
great
point,
I
think
it's
worth
noting,
that
the
city's
strategy
in
the
financing
plans
for
all
of
its
debt
and
future
needs
is
voting
very
well
for
the
city's
creditworthiness
and
long-term
financial
wherewithal.
D
Well,
I'm
trying
to
keep
them,
let's
not
be
bashful
we're,
not
bashful,
because
I
think
because
you
know
when
we
have
to
do
something
you
look
at
the
life's,
you
know
what
does
it
take
to
deliver
this
to?
You
know
our
citizens
and
the
projects,
and
sometimes
it
says:
okay,
wait
till
you
have
some
money,
but
sometimes
it
says
go
do
it
now,
because
by
the
time
you
have
the
money
it's
already
triples
in
cost.
You
can
see
that
over
the
last
year,
so
a
whole
drive,
and
I
think
you
all
understand
it
pretty.
D
Well
that
you
know
there
is
a
strategy,
so
when
it's
time
to
borrow
we're
going
to
do
it
at
the
very
best
rate
and
then
have
you
know,
you
know
the
product
will
will
be
delivered,
and
so
I'm
appreciative
of
that
lindsay.
Thank
you.
D
There's
a
there's,
a
margin
that
they
look
at.
You
know
whether
it's
to
it's
the
cost
to
to
refinance,
or
you
know
and
they've,
been
paying
attention
where
it
is
right
now
versus
where
we
are
and
again
the
maturities
means
that
we,
these
things
will
still
be
paid
out
at
the
same
time
that
were
originally
intended
when
it
was
at
six
percent,
but
now
hey
we're
able
to
do
it
at
the
same
time,
with
less
debt
service,
I
mean
it
was
spectacular
what
was
done
with
with
the
hcua
and
at
40-something
million.
D
V
Yes,
that's
a
great
question:
we
monitor
things
monthly
and
check
in
and
look
at
the
debt
and
where
it
stands
and
again
try
to
be
very
strategic.
It's
like
when
you're
refinancing
your
mortgage,
you're
not
going
to
do
it
yeah
five
times
in
a
year.
So
you
want
to
try
to
pick
the
point
where
it
will
be
most
advantageous
to
do
so.
V
V
N
C
Seconded
by
mr
demi,
mr
lawrence.
C
H
B
H
On
in
mike
this
surplus
property.
A
O
We
just
had
a
neighbor
approach,
us
they've,
it's
a
lot:
we've
been
cutting
for
a
number
of
years,
probably
15
years
or
so.
There's
some
abandoned
cars
in
that
lot.
Right
now
and
the
neighbors
expressed
an
interest
in
buying
it.
So
this
will
start
that
process
to
where
we'll
publish
it
and
allow
people
to
make
bids
on
it.
C
H
H
Anything
else,
mr
lawrence
yeah
one
more-
I
guess
maybe
walt
can
do
this
on.
Oh
78
change
orders
this
number
78,
pascal
we
trying
for
a
record
here
or
something
sir,
I
said:
are
we
trying
for
some
kind
of
record
78
change,
orders
well,.
L
It
is
a
very
large
construction
project,
but
this
one
is
merely
for
reconciliation
change
order.
This
is
for
work,
we've
already
paid
for,
and
quantities
have
overrun,
but
we've
paid
the
contractor,
and
this
is
to
justify
to
mima
and
fema.
While
we
should
be
reimbursed
we're
basically
telling
them
why
we
had
to
overrun
those
quantities
and
pay
the
contractor.
D
Lot
bro:
do
you
understand
what
he's
saying?
Because
if
now
do
you
really
when
it
comes
to
to
what
we're
trying
to
reconcile,
is
how
much
was
actually
delivered
in
the
ground
versus
how
much
was
designed
and
how
much
was
left
over,
sometimes
more
sometimes
less,
and
that's
generally
the
process
that
we've
been
doing
every
pay
period
every
pay
application.
This
is
going
to
reduce
the
trapped
funds.
We
talked
about.
D
What's
delivering
it's
about
a
million
dollars
worth
of
trap
funds,
that's
sitting
out
there
that
should
belong
in
our
cash
because
it's
they
will
not
pay
for
that.
When
the
amount
is
billed
we
paid
to
put
a
thousand
feet
of
pipe,
but
they
won't
reimburse
us
for
the
thousand
feet
of
pipe
that
we
actually
put
in
the
ground
when
the
change
when
the
the
the
amount
was
700,
so
that
300
that
we
paid
the
contractor
we're
just
asking
for
that
reconciliation.
So
we
could
claim
that
receivable,
that's
still
sitting
out
there.
D
So
it's
not
we're
not
doing
anything
that
we
hadn't
already
paid
for
it's
just
a
reconciliation
of
what
was
put
in
the
ground
versus
the
engineering
plans
and
justifying,
like
you,
said,
to
mema,
that's
in
the
ground.
We
need
to
get
reimbursed
for
it.
L
H
D
Well,
I
understand
a
lot
about
this
project
if
you
want
to
offense,
you
know
you
know
back
before
this
thing
started
in
2013
there
were
a
number
of
like
a
thousand
valves
that
were
omitted.
Okay,
this
is
a
reconciliation
of
what
we
actually
put
in
the
ground
and
you
know
we
try
to
hold
these
16
design
agents
feet
to
the
ground.
If
you
estimate
how
long
it
takes
to
run,
if
you
got
to
make
a
curve
to
avoid
something,
that's
all
part
of
it.
D
If,
if
correct
me,
if
I'm
wrong,
it's
not
going
through,
but
these
are
all
part
of
this.
You
know
120
million
construction
project,
but
this
is
we're
not
paying
anything.
We
we're
not
asking
for
it.
We're
asking
for
approval
of
what
was
actually
put,
so
we
can
get
reimbursed
from
lima
and
fema.
So
it's
a
little
bit
different.
It's
not
something
was
a
surprise.
We
knew
it
was
on
the
ground.
We
knew
we
were
paying
them
more
because
of
the
design
or
whatever
the
conditions
were
it's
just
a
matter.
H
I
understand
that
wasn't
my
question
and
it
started
like
august
2014
when
they
did
this
construction.
That's
when
we
cut
the
ribbon
and
everything
with
the
bad
shovels
and
nobody
we
cut
the
real
ones
left,
not
one
of
them's
left
here,
they're
all
gone
and
we
like
to
say
we
still
dealing
with
the
problems
they
created.
K
Right,
thank
you,
mr
guys.
Yeah.
I
think
george
summed
it
up.
Oh
my
questions
were
oh,
you
know,
and
and
he's
right
it
it's
still,
and
it's
not
done
yet
and
we're
at
78.
So
I
was
just
a
little
concerned
about
that
number
78.
K
But
I
I
do
understand
the
trap
funds,
because
I
was
in
some
of
the
meetings
we
had
about
getting
them
trapped
funds.
So
we
can
get
that
money
back
flowing
in
our
system
again
and
that's
what
it's
actually
all
about.
We
still
have
a
little
bit
of
ways
to
go
with
the
north
project.
I'm
a
little
concerned
with
some
of
the
rework
that
they
have
to
do,
because
we
have
some
nice
brand
new
roads
and
we
have
patches
in
them.
K
You
know
where
they
had
to
cut
out
and
go
back
in
where
they
didn't
get
it
right.
The
first
time
some
areas
where
they
didn't
connect
pipes,
but
it
should
have
been
connected.
So
you
know
we
just
need
to
kind
of
be
vigilant
and
and
keep
our
eyes
open,
and
we
need
to
go
ahead
and
get
these
problems
fixed
because
it's
been
a
long
project
and
you
know-
and
I've
been
a
witness
with
the
when
my
beard
was
up
when
I
first
come
here.
My
beard
was
black:
now
it's
all
white.
K
So
I'm
waiting
for
this
to
be
completed.
U
Mr
barrett,
I
just
have
a
suggestion
now
that
e
has
been
explained.
It
makes
sense.
It's
very
rare
that
somebody
in
the
public
makes
a
comment
about
a
consent
item
in
the
future.
C
J
I
don't
have
any
exceptions
I
just
want
to
let
you
know
before
everyone
tells
me
after
this
meeting,
that
I
missed
a
just
compensation
item.
This
was
actually
a
negotiated
term
on
m
that
the
parties
agreed
to,
and
so
I'm
in
support
of
that.
C
Outstanding
I
wish
mr
barry
could
have
been
here
to
hear
that
all
right,
we'll
call
for
the
question.
Well,
we've
already
done
that
was
approved
6-0.
I
think
those
are
all
the
exceptions
noted,
mr
deming.
That
brings
us
to
code
enforcement
hearings.
Mr.
T
C
Is
everybody
here
to
speak
to
the
speak
regarding
the
linus
l
coleman
estate.
C
T
C
C
I
L
So
this
week,
mima
does
not
have
anything
in
the
pipeline.
We
did
receive
the
2.35
million.
I
believe
I
mentioned
at
our
last
council
meeting,
however,
there's
another
1.99
million
that
we
discussed
with
meema
last
thursday
and
I'm
also
requesting
an
additional
1.8
million,
hopefully
by
our
next
council
meeting
the
first
tuesday
of
august
I'll,
be
able
to
give
you
some
more
better
news.
