A
Gave
us
to
guide
us
into
all
truth,
and
so
I
pray
for
all
members
of
this
council
tonight
that
they
be
guided
by
your
wisdom
today.
Your
word
says:
when
we
ask
for
wisdom,
you
give
it
freely
and
without
reproach,
so
god
for
the
decisions
made
in
this
hall
tonight
for
the
men
and
women
making
these
decisions-
god
I
pray
for
for
their
for,
for
heaven's
wisdom
to
rest
on
them,
god
as
they
make
all
the
decisions
concerning
our
city
tonight,
father,
we
we
remember
deputy
beauty
and
his
family
in
hancock,
county
father.
A
I
said
your
hand
would
be
on
them,
as
they
grieve
a
tragic
loss
and
lord.
We
just
pray
for
the
members
of
this
council,
god
that
your
hand
of
blessing
would
be
on
them
and
for
mayor
gillich
and
his
family
god,
as
he
continues
to
lead
this
city
god.
Would
you
continue
to
to
provide
your
hand
of
blessing
on
him,
and
so
lord?
We
commit
this
time
to
you
so
thankful
for
this
city,
the
freedom
that
we
have
in
this
country
in
our
state
and
lord.
B
C
D
To
our
consent
agenda,
we're
substituting
item
5b
resolution
authorizing
execution
of
receipt
and
release
of
heiress
turner
for
the
point:
cadet,
marina,
we're,
adding
item
5l
resolution,
changing
the
mardi
gras
holiday
schedule
and
we're
adding
item
5
in
resolution.
Continuing
the
declaration
of
the
debt
state
of
emergency
for
hurricane.
C
B
Thank
you,
mr
president.
Don't
let
me
forget
to
spread
the
minutes
of
the
travel
call,
but
I
want
to
give
you
everyone,
an
update.
We've
been
grinding
out
the
procedures
and
policies
to
move
forward
with
both
the
paying
of
the
vendors.
You
know
from
zeta
and
being
able
to
do
the
federal
claims
for
reimbursement,
as,
as
we've
been
doing
things
for
katrina
and
those
and
have
the
visibility.
B
So
what
was
to
prove
the
other
day
was
the
the
ten
million
dollar
credit
line,
we're
setting
up
the
policies
and
procedures
to
move
all
the
vendors
that
have
been
helpful
in
the
debris,
removal
and
replacing
the
damaged
things
again.
B
Tanya
and
diana
from
I
guess
the
the
accounting
component
will
have
those
place
and
I
think
the
next
docket
we
do
will
have
the
first
set
of
vendors,
primarily
debris,
removal
and
then
kicking
off
that
whole
process
and
it
may
take
months
to
get
reimbursed.
But
I
think
we're
hopeful
that's
going
to
be
a
well
all
the
kind
of
process.
B
So
that's
pretty
much
the
grind
so
right
now
we're
paying
trying
to
catch
up
with
everything,
that's
been
done
and
then
move
forward
with
the
process
of
hopefully
fema
giving
you
know
some
reimbursement
for
the
disaster
that
we
experienced
again
covet
is
pushing
forward.
Looking
at
the
numbers,
I
believe
my
metric
as
far
as
hospitalizations,
I
think
it's
been
in
over
the
last
five
days
of
moving
in
the
right
direction.
B
Every
day
is
a
challenge,
and
hopefully
the
the
vaccinations
will
have
some
sort
of
well
oil
plan
to
to
get
everyone
in
that
mode.
So
in
the
next
few
months
we'll
you
know
be
on
the
way
to
solving
a
lot
of
the
the
challenges
we've
seen
with
with
covid
mike.
I
don't
know
if
there's
anything
else,
I
should
add
with
regard
to
that,
I
guess
pierre's
annual
review
for
state
fiscal.
B
C
F
F
F
H
F
G
B
F
Whatever
it
is,
that's
something
we
need
to
do.
That's
some
of
the
things
you
need
to
step
up
for
the
citizen.
That's
a
good
thing.
It's
a
safety
issue.
It's
a
good
one
latest
here
today
on
the
report
about
444
and
450
oak
lawn.
You
know
the
adjudication,
so
we
can
go
forward
with
that.
You
know,
because
whether
they're
going
to
do
anything
with
the
property,
I'm
not
sure-
and
I
guess
you
know
fourfold-
were
getting
emailed
after
email
about
166,
saint
charles,
it's
the
same
thing
and
everybody's
complaining.
G
B
Think
in
166
on
saint
charles,
I
think
jerry
was
out
there
with
the
contractor
working
on
the
solution
and,
as
our
last
remember,
it
was
a
monday
meeting
when
that
so.
F
Yeah,
I
know
he
met
with
him
something
like
that,
but
you
know
what
the
contract
and
jerry
creel
and
the
owner
done
nothing
meeting
with
the
contractor.
They
don't
get
anything
done
well.
F
It
hasn't
gotten
any
better,
and
it's
just
something
that
we
need
to
address
is.
I
know
it's
hard.
We
don't
talked
to
mike
yes
about
it,
it's
hard,
but
the
property.
They
have
a
lot
of
rights
and
we
only
have
so
many.
But
still
you
can't
live
like
that
when
the
rest
of
neighborhood
is
cleaned
up
and
then
I
think,
get
a
property.
So
there's
something
when
we
address
it,
we
need
to
just
stay
on
top
of
it
and
everybody
has
them
in
their
wardrobe.
You.
I
I
don't
have
a
a
report
other
than
if
you
would
provide
me
with
the
update
from
the
sidewalk
email
when
you
get
a
chance.
E
Yeah
covet
covert
19,
they
kept
keep
telling
me
I'm
young
to
get
a
covet
shot.
So
I
have
to
wait
a
little
while
for
that.
E
I
want
to
appreciate
the
meeting
with
the
mayor
and
peter
about
the
pending
claims.
So
I
appreciate
you
guys
coming
out
talking
with
me
about
that.
Look
like
things
are
slowly
getting
resolved
and
the
fencing
is
going
up
so
they're
doing
a
great
job
with
fencing.
We
have
a
few
more
to
go
before
we
can
close.
All
of
that
out.
E
The
last
thing
I
have
is
for
chief
miller.
I
wanted
to
see
if
I
can
get
an
update,
whether
it
be
now
or
later,
the
dewey
circle
area.
They
wanted.
Stop
signs
guys
for
stop
signs,
so
if
you
could
just
kind
of
chicken
it
in
kind
of,
let
me
know
how
that's
going.
I
know
you
can
do
a
study
first
and
all
that
kind
of
stuff
but
see
if
it's
doable
to
do
the
stop
signs,
and
the
last
thing
I
have
for
chief
is
braun
straight
brown
street.
E
They
were,
they
were
complaining
about
the
people,
speeding
down
brown
street
and
that's
right
on
side
of
the
hope,
six
area
and
they
wanted
to
know
if
we
can
put
some
speed
bumps
there,
maybe
one
or
two,
if
that's
feasible,
and
if
that's
able
to
be
worked
out
with
the
pd,
then
if
you
say
it's
a
go,
then
we
can
kind
of
push
it
forward,
so
just
check
it
out
for
me
and
just
let
me
know
that
way,
I
can
tell
the
citizens.
G
J
Got
a
few
things.
Thank
you,
mr
chairman.
First
I
want
to
thank
the
administration
for
the
assistance
with
traffic
control
and
taylor
oaks
that
project's
moving
ahead,
and
I
really
appreciate
the
cooperation
with
that
they
do
too.
J
I
also
want
to
add
we
had
a
successful
outdoor
event.
This
past
weekend
we
had
the
bridge
run
and
it
was
pretty
well
attended
and
it's
good
to
see
that
coming
back
very
soon.
That
will
be
coinciding
with
the
opening
of
margaritaville
on
march
10th,
which
is
having
a
significant
job.
Fair
and
I'm
hearing.
Other
businesses
are
starting
to
staff
up
for
the
spring
and
anticipate
in
anticipating
some
tourist
activity
on
the
gulf
coast,
which
we
sorely
need
going
forward
to
this
season.
As
we
battle
the
covet
pandemic.
J
Let's
see
oh
youth,
baseball,
biloxi,
youth
baseball,
I
want
to
commend
the
biloxi.
You
know
our
parks
and
recreation
department
for
getting
that
jump
started
this
year.
I've
been
hearing
from
a
lot
of
people
this
past
week,
especially
that
they're
really
excited
from
the
t-ballers
that
are
four
years
old
to
to
the
ones
all
the
way
up.
You
know
into
their
teens
they're,
looking
forward
to
a
season
to
certainly
escape
for
those
kids
and
for
those
parents
and
those
families.
J
As
you
know,
not
only
do
we
battle
the
physical
effects
of
covet.
It's
very
well
known
that
we're
you
know,
battling
the
mental
aspect
of
covid
not
being
able
to
go
on
with
our
lives,
and
this
gives
us
a
semblance
of
something
for
people
to
look
forward
to
so
good
luck
to
blackbear
youth
baseball
and
that
concludes
my
report.
C
Thank
you,
mr
glevin.
We'll
now
move
on
to
our
public
agenda.
Citizens
comments
will
be
a
total
allotted
time
of
45
minutes.
Each
person
speaking
will
be
a
allowed
three
minutes.
Whenever
you
come
forward,
please
state
your
name
and
sign
in
at
the
table.
Do
I
have
anyone
on
my
left
side
of
the
room,
your
right
side
of
the
room
that
would
like
to
speak.
C
Anyone
on
my
right
side
of
the
room,
your
left
side
of
the
room
that
would
like
to
speak.
Anyone
in
the
back,
all
right
being
there's!
No
one.
Citizen's
comments
are
now
closed.
We'll
now
move
to
the
consent
agenda.
Since
we
don't
have
a
policy
agenda.
Do
I
have
a
motion
all
right?
First
by
mr
tisdale
second
by
mr
lawrence,
do
I
have
any
discussion
or
no,
I
have
to
move
it
first.
F
G
After
not
hurricane
but
tropical
storm
crystal.
G
G
G
B
I
I
really
only
have
one
on
5h
the
traffic
study
for
the
point
cadet.
What
does
that
traffic
study
relate
to.
G
If
you
will
ask
for
the
funding
for
the
two
traffic
studies,
one
was
the
atkinson
road
traffic
study
that
I
think
you're
familiar
with
the
other
one
was
a
point:
cadet
traffic
study,
the
brackets
and
road
study.
They
were
both
80
20
matches
with
the
with
the
state,
the
atkinson
road
one
was
approved
by
the
state,
a
while
back
and
we've
issued
the
contract
to
neil
shafer
to
do
the
study
and
they're
working
on
it.
That,
as
you
know,
is
important
because
of
that
potential
impact
on
the
atkinson
road
pops
ferry
intersection.
G
The
second
study
was
a
pops
ferry
study,
which
was
intended
to
look
at
the
impact
of
additional
casinos
on
point
cadet
and
what
that
would
do
to
the
traffic
situation.
Mdot
took
a
little
longer
to
approve
that
one,
but
they
just
approved
it,
and
so
this
is
now
issuing
the
the
contract.
Again,
an
80
20
match
contract
with
tanil
shaffer
to
do
that.
Traffic
study
and
I.
B
C
B
B
Hit
it
again,
yeah
and
in
fact
we're
in
the
process
of
applying
for
some
of
the
insurance.
You
know
a
60-day
look
ahead
with
the
insurance
and
the
zeta
claims
too.
So
that's
on
our
radar
awesome.
