B
A
By
the
mayor
for
Tuesday
September
5th
to
discuss
our
23-24
budget,
do
I
have
the
first.
B
C
B
Again,
welcome
everybody
to
our
budget
session.
We
made
the
changes
and
they're
reflected
in
these
last
numbers
in
these
larger
printed.
The
the
ledger
size
reflections
of
last
week
we
presented
and
made
some
changes,
and
our
crack
accounting
team
has
put
that
together
and
we're
ready
to
hear
ready.
A
Any
Council
reports
Mr
Lawrence,
no
report,
Mr
guns,
Mrs,
Newman,
Mr,
Deming,
okay,
no
reports
we'll
now
move
to
public
agenda
citizen
comments
via
total
allotted
time
of
45
minutes
and
we'll
start
on
my
left
side.
Anyone
who
wants
to
speak
come
forward.
Please
state
your
name
and
address
and
sign
in
at
the
table.
We'll
start
on
my
left.
Your
right
City
will
want
to
speak.
Please
come
forward.

I,
am
here
representing
the
museum,
as
the
executive
director
I
think
you
have
a
handout
today
from
our
board
president
Dale
gallot,
and
we
are
just
asking
that
you
please
reconsider
placing
the
budget
line
item
of
13
000
representing
our
financial
audit
back
in
the
budget
that
has
been
in
our
part
of
our
management
agreement
since
October
of
1988
I
think
there's
an
attachment
to
that
letter.
E
That
also
shows
the
annual
audit,
the
city
selects
these
accounting
firm
each
year
and
is
paid
for
with
a
PO
previously
in
the
prior
Administration.
It
was
bid
out
when
the
city
audit
was
bid.
Well,
when
the
new
Administration
came
in
that
didn't
happen,
and
since
then
every
year
we
check
with
Mike
and
receive
proposals
and
then
the
lowest
bid
is
accepted
and
a
PO
is
written
for
that
audit.
E
So
we
do
not
select
the
auditor,
the
museum,
doesn't
it
never
has,
and
this
will
be
a
great
hit
for
us
if
we
have
to
come
up
with
this
13
000,
because
it
is
not
in
our
present
budget
as
it
was
in
our
management
agreement,
which
ends
the
end
of
this
month.
So
we
are
just
asking.
Would
you
please
reconsider
putting
that
amount
back
in
the
budget
for
our
audit
Miss.
A
E
E
I
would
also
like
to
present
this
is
a
poster
from
the
Madisonville
Wooden
Boat
Show.
They
selected
the
Glenelg
Sweatman
to
be
on
their
poster
this
year
for
the
Madisonville
win
boat
show.
This
will
be
on
the
t-shirts
as
well
as
the
poster
we
went
to
the
unveiling
last
week
of
the
poster
and,
as
you
can
see,
the
city
logo
is
very
evident
on
the
sale.
So
I
just
want
you
to
see
that
we
are
always
promoting
the
city
of
Biloxi,
probably
75.
E
000
people
attend
this
Festival
in
Madisonville
every
year,
so
this
will
be
hanging
on
a
lot
of
walls.
It
says
city
of
Biloxi
and
it
has
the
logo,
so
we're
very
proud
to
represent
Biloxi
and
show
off.
The
boat
will
also
be
in
Madisonville,
and
we
take
thousands
of
people
aboard
the
boat
on
Friday,
Saturday
and
Sunday.
While
we're
there
are.
E
Is
for
the
city
y'all
can
have
it
framed

D
You
all
because
the
restroom
out
at
Pop's
Ferry
is
almost
done.
Believe
it
or
not.
The
ladies
and
everybody
is
so
happy.
You
guys
did
a
great
job
of
allocating
the
money.
Mary
you've
done
a
great
job
of
doing
it
and
I'm
only
asking
the
mayor.
If
we
could
do
a
little
Pavilion
out
there
and
I
think
we're
working
on
that
and
it'll
make
all
the
amenities
we
need
for
all
the
pickleball
players.
D
D
B
D
Is
great
we're
going
to
have
a
tournament
out
there
with
Biloxi
School
District
raise
money
for
their
booster
clubs
for
their
softball
and

80

a
day
and
you're
all
doing
a
good
job.
Just
keep
supporting
us.
Okay
and
we'll
do
a
good
job
for
you.
Thank
you.
C
Sarah
chrislerweski
in
my
business
address
is

Old,
Highway
49
in
Gulfport
and
I'd,
just
like
to
say
good
afternoon,
I'm
glad
that
the
West
Biloxi
library
is
safe
for
now,
and
we're
very
glad
that
the
council
has
agreed
to
increase
our
budget.
However,
I
would
like
to
once
again
urge
you
to
consider
funding
the
libraries
at
the
full
amount
requested,
as
I
stated
at
our
last
hearing.
This
is
the
amount.
C
This
is
what
we
need
to
pay
our
staff
a
bit
better
in
2024
and
to
keep
services
at
the
same
level
as
they
are
now,
with
the
current
allocation
at
36
000
below
that
level,
we
are
not
able
to
achieve
these
goals.
Most
of
our
costs
are
fixed,
as
you
can
imagine,
we
can't
decide
not
to
pay
the
electric
bill
or
the
contents
insurance,
which
is
doubled
for
several
of
our
Biloxi
libraries.
C
Our
other
option
that
we
also
don't
like
to
contemplate
is
to
potentially
cut
staff.
This
will
cause
either
a
reduction
in
services
or
an
additional
burden
for
existing
staff,
who
have
to
do
more
with
less
something
I'm,
not
sure,
is
logistically
possible,
with
our
current
low
Staffing
levels
and
with
little
motivation
in
the
form
of
compensation.
C
Again,
I
would
like
to
underline
the
disparity
between
city
worker
salaries
that
include
longevity
bonuses,
education
supplements
and
a
minimum
start
of
around
13
an
hour
compared
to
library
staff.
Who
start
at
ten
dollars
an
hour
and
stay
there
indefinitely,
with
no
bonuses
or
loyalty
or
educational
achievement.
C
Our
request
will
bring
Library
staff
up,
but
their
salary
will
still
remain
below
that
of
city
employees
and
that
of
most
area
workers.
However,
our
request
is
a
step
forward
for
staff.
It's
not
always
easy
to
conceptualize
the
benefits
of
libraries,
libraries
weren't
intended
to
make
a
profit
or
to
produce
anything
tangible.
C
C
A
F
Yes,
I'd
like
to
offer
this
for
consideration
to
increase
the
library
allotment
from
780
000
to
800,
000.
I
would
hope.
There's
enough
support
for
that,
and
I
will
leave
it
at
that,
since
this
is
just
a
budget.
