working

improve
early
learning
opportunities,
including
early
literacy
programs,
that
can
provide
a
foundation
of
learning
for
children
in
biloxi,
whereas
teachers
and
others
who
make
a
difference
in
the
lives

young
children

biloxi
deserve
thanks
and
recognition,
whereas
public
policies
that
support
early
learning
for
all
young
children
are
crucial
to
young
children's
future.

biloxi
in
the
mississippi
gulf
coast,
the
people's
bank
is
marking
a
milestone
with
its
quiet,
quin
centennial.

never
heard
of

the
last
125
years,
the
people's
bank,
much
like
the
city,
has
exhibited
a
resiliency
that
has
been

seen
through
challenges

natural
disasters.

honor

the
125th
anniversary
of
the
people's
bank,

proclaim
the
13th

the
people's
bank
day.

thank
everybody
today
is
the
bank's
birthday,
and
today
we
are
125
years
old.

the
third
generation
to
be
president
of
the
bank
and
hopefully
on.
My
left
is
the
fourth
generation
to
be
president
of
the
bank.
We
are
going
to
try
and
do
something
special
for
the
birthday
and
we
were
going
to
replace
the
indoor
outdoor
carpet
on
the
front
of
the
bank
steps
there
and,
as
we
pulled
up
the
carpet
as
you
go
up,
the
steps
inlaid
is
the
name
harrison
county
bank
that
bank
started
construction
in
1913
was
completed
in
1914.

was

she
has
devoted
her
time

energy
to
the
council
office
and
to
the
many
council
members
who
has
have
served
our
city
over
the
years,
once
retired
lucy
plans
to
spend
her
time
with
her
three
children,

kate
and
poppy
now.

it's

been
a
real
blessing

able

work
towards
our
city
becoming
what
we
hope

going

I
was
just
going
to
tell
you
a
little
bit
about
this
past
weekend
and
spring
break
just
a
short
report.
As
you
know,
the
weather
played
a
big
factor
in
how
many
people
were
here
mostly.
What
we
saw
were,
I
say,
local
people
from
louisiana
and
alabama
people
that
are
a
day
away.
We
have
probably
between
two
and
three
thousand
visitors
here.
I
Naturally,
saturday,
with
the
weather,
dampened
everything
so
sat
saturday
night,
we
saw
quite
a
few
in
club
zodiac.
It
was
a
full
house
until
about
four
o'clock
that
morning
and
then
sunday
turned
out
to
be
a
nice
day.
So
we
had
a
lot
of
folks
out
sunday
but
again
total
about
probably
close
to
3
000
people
was
all
not
a
lot
of
trouble.
We
did
encounter
about
40
40
guns
from
the
visitors
that
were
here
nothing
too
extreme.
There
were
several
arrests
made,
but
for
the
most
part
it
was
a
pretty
decent
weekend.

police

was

small
crowd
and
I
think
the
chief
would
tell
you
they
always
prepare
for
the
worst
hope
for
the
best.

year,

was

first
sojourn
in
this
spring
break
with
the
traffic

be

structure

piling

cantilever
stuff.

my
opinion
that
we
need
to
do
a
little
bit
something
different.

can

fast.

can
maybe
cut
down
some
things
to
get
the
use
and
maybe,
instead
of
having
one
complete
section,
it'll
be
easy
enough
to
open.

get

plan
and
get

approved

one
of
my
favorite
memories
about
city
council
is
when
lucy
announced
the
issues
and
then
walked
out
and
told
us.
We
were
idiots
as
a
as
a
citizen,
and
I
paraphrase
because
she
didn't
call
us
idiots,
but
she
meant
it.

appreciate
the
past
eight
years
and
I
hope
you
look
forward

next

echo
a
job
well

weekend

welcomed
our
spring
breakers.
The
hotels
did
very
well
and
the
the
safety
and
traffic
was
managed
really
well
as
well,

events
and
we'll
we'll
watch
those
red
cones
come
up
and
for
for
you
and
your
team
to
do
your
good
work.

bus

kind

works
there
is

little
dark

when
they
come
and
pick
up
the
children
in
that
area
and
so
I'll

up
a
meeting
monday
with
you

the
things
I
asked
for
last
week,
so
we
can
go
over
it
and
I
can
get
a
timetable
to
get
back

citizens
that
ask
those
questions.

I
appreciate
that
monday,
usually
about
a
regular
time
by

nixon
street
railroad
crossing,
just
where,
where
are
we
at
on

what
we
had
to
do
was
we
had
to
remove
the
asphalt
from
the
the
road
bed
up
to

across
the
actual
crossing.
We
did
that
on
both
sides,
and
then
we
had
to
put
the
barricades
up
and
then,
of
course,
what
the
csx
was
responsible
for
is
to
removing
any
signals.
Now,
as
I
recall
at
nixon
street,
there
aren't
any
signals
to
remove.

there's
a
section
that
is
looking
at
some
reporting
from
the
engineering
there's
a
section
of
about
200
feet
that
has
no
curve
on
the
south
side
and
it
needs
to
be
dressed
up
and
maybe
do
some
things.
But
there
was
there

a
drainage
issue
on
how
that
land
sits
and
and
that
the
interaction
with
if
we
put
a
curve
there
we'd
have
to
do
some
more
drainage,
so
we
made
instead
of
doing
a
curve
having
a
dress
sort
of
a
concrete.

walkway

the

we
do

some
work
to
do
there
right,
but
there's

engineering
that
has
to
be
done
and
we're
in
the

few
things.
I'd
like
to
start
by
once
again
thanking
lucy.
I've
only
been
here
four
years,
but
I
remember
right
after
I
got
elected
and
it
was,
I
didn't
have
a
general
election
opponent
and
well
before
I
was
coming
into
office
lucy
reached
out
to
me,
and
you
know
wanted
to
make
sure
that
I
was
acclimated
to
everything
as
much
as
possible
and
really
helped
over
the
last
four
years.
So
thank
you
so
much.

think
that's
what
we
call
them
and
luckily
we
had
closed
shriners
and
cut
shriners
like
a
couple
of
days
before-
and
I
know
the
old
tnn
building,
which
is
now
stream
electrical
got
two
inches
of
water
in
one
of
their
warehouses
or
maybe
six
inches,
but
had
we
not
cut
that
road,
when
we
did,
we
probably
would
have
had
six
or
eight
foot
of
water
in
those
buildings,
not
just
that,
but
all
those
those
buildings
surrounding
that.
So
we
dodged
a
bullet
there.

instead
of
having
to
wait,
we
can
get
these
culverts
cleaned
out
and-
and
I
know
it's
not
something
we
can
do
today,
but
whenever
we
do
get
to
budget,
that's
something
that
I
think
is
is
very
important,
for

roberts,
ward,
kenny's
ward
to
where
we
don't
have
to
wait
on
that
truck
whenever
we
have
problems
arise
and
they
can
get
a
system
to
where
they
go
through
clean
them
all
out
and
instead
of
having
a
bunch
of
them.
If
we
have
an
issue,
we
can
just
go
fix.

kind
of
update
on
what's
going
on,
there's
a
985
million
dollar
coba
bill,
but
there's
also
a
1.5
million
billion
coming
down
that
for
water
and
sewer
we're
waiting
on
a
this
is
according
to
the
mml
and
some
of
the
things
that
were
reported
to
us,
water
and
sewer
will
be.
You
know
the
the
people
who
have
the
water
and
sewer
projects
and
we
hope
storm
water
or
drainage,
we're
getting
some
clarification.

there
may
be
an
opportunity
soon,
more
sooner
than
later,
to
pick
up
those
kinds
of
things
that
would,
you
know,
enhance
our
position
to
address
some
of
these
emergency
or
non-standard
kind
of
things,
with
additional
equipment,
wells
and
those
kinds
of
things
that
may
be
coming
our
way.

that's
higher
on
our
radar,
and
mike
has
noted
that
you
know
we
have
a.

and
so
we'll
as
funding
is
allowed,
we'll
be
rocking
and
rolling,
you

the
more
ready.
We
are
the
more
likely
we'll
get
that
that
money.
So
it's
going
to
be
specifically
for
water
sewer
and
we
hope
storm
drain
too.

Yeah,
just
to
add
one
of
the
things
that
the
council
asked
about
some
time
back
and
that
the
mayor's
recently
addressed
with
me
when
we
went
through
that
will
market
master
plan.
I
looked
at
that
50
million
worth
of
projects
that
are
listed
in
there
in
priority
order
and
the
mayor
told
me
he
wants
a
wes
biloxi
master
plan
just
like
that.

But
there
was
more
water
backing
up
on
the
east
side
of
shriners
as
well,
because
it
was
coming
through
so
quick
and
it
may
be
in
the
plan,
but
that
that
drainage
area
that
goes
through
and
wraps
around
and
crosses
under
wool
market
road
has
a
lot
of
growth
in
it
and,
if
possible,
if
funds
are
still
in
that
project.

If
it's
not
already
planned
on
being
done,
I'd
like
to
see
us
clear
that
out
to
where
we
don't
risk
those
businesses
on
the
east
side
so
much
coming
through
there,
quick
that
it
backs
up
onto
them,
because
in
the
past
that
hasn't
been
an
issue.
But
it
got
really
close
this
time
because
it
was
coming
through
there.
So
fast.
Moving
on
the
park
eagle
point
park,
they
had
started
setting
and
pouring
slabs
for
basketball
court
pickleball
court
pavilions
and
things
this
week.

we're
nearing
you
know
we're
seeing
the
light
at
the
end
of
the
tunnel
as
far
as
getting
to
the
end
of
that,
and
I
see
that
representative
felcher's
in
the
room
and
the
state
has
assisted
greatly
on
that
through
titling's
funds
and
helped
us
out
this
time
on
some
titling
stuff.
So
I'd
like
to
thank

our
local
representation
for
helping
us
out
on
that
tomorrow
we
have
a

not

cutting
at
the
wool
market
city
center,

a

meeting

department

the
last
thing
that
I
would
like

and
I
don't
know
if
y'all
are
aware
of
this

not,
but
I
heard
that
whenever
they
get
done
doing
the
repairs
on
the
fort
bayou
bridge
in
ocean
springs.

don't
know

that's
true

but
I
heard
that
there's
going
to
be
a
time
when
I
don't
know
portions
or
all
of
that's
going
to
be
shut
down,
and
so

don't
know
if
we

type

contingency

hear
that
that's
the
next.

new
pop's
ferry
bridge
yeah.

that
that's

next
step
and

know
that
that's
causing
nightmares
not
only
for
businesses

for
people
having
to
leave.

to

Occupancies
people
come
in

not
aware

the
facilities

their
surroundings

a
permanent
apartment.
Complex

built
for
a
specific

for
another

issue

far

our
protection

these
facilities

you
change
the
occupancy
type
and

we're

lot
of
issue
every

changing

into

more
money

the
economy
and

the

huge
benefit.

using

as

we've
had

with

unanimous
decision

support
from
the

commission

this

rightfully

fits
the
