A
B
B
Right
I
got
one
product
connection
to
a
proud,
Biloxi
and
Stacy.
Are
you
terrorist
barb?
Would
you
come
up
please?
Thank
you.
Bobby
did
a
great
deal
great
job
with
her.
So
let
me
if
you
want
to
come
up
to
come
on
up
with
yeah.
Let's
taste,
let
me
read
this
to
you
this
proclamation
from
the
city
of
Biloxi,
where,
as
Stacey
yeah,
you
tears
Barbour
author
of
the
new
force.
B
The
godmothers
was
born
in
Biloxi
and
grew
up
in
the
Abbeville
and
whereas
Stacey's
love
of
writing
came
and
their
very
young
age,
pitting
poetry,
song
lyrics.
Before
moving
to
short
stories,
she
considers
herself
a
closeted
writer
by
night
balancing
her
writing
with
a
successful
daytime
career
as
a
commercial,
real
estate
broker
and
developer.
She
lives
in
Dallas,
with
her
husband,
Patrick
and
she's
has
a
stepson
and
three
grandsons.
The
godmothers
is
the
first
full-length
novel.
B
It's
in
and
it's
an
adventure
mystery
a
full
of
mystery
shenanigans
twists
and
turns
and
humor
five
darling
women
take
over
their
husband's
crime
syndicate
and
after
the
men
are
killed
by
a
bomb
explosion
in
New
Orleans
that
grow
into
their
roles.
On
Thursday
October
8th
that
book
signing
and
celebration
to
launch
the
godmothers
will
be
held
in
the
Albertville
community
center.
Now,
therefore,
I
Andrew
fofo
Gillick,
Mayo,
Biloxi
and
recognition
of
Stacey's
new
book
and
success.
You
hereby
proclaim
the
18th
day
of
October
Stacey
out
you
terrorist
barber
day.
Thank
you
so
much.
B
C
You
so
much
mayor
and
thank
you
to
the
City
Council
for
this.
What
an
honor
it
is
first
I'd
like
to
say
that
the
book
is
complete
fiction
and
it's
it's.
You
know.
I've
been
asked
that
question
a
few
times.
There
will
be
some
things
that
you'll
recognize
because
I
brought
a
little
bit
of
the
coast
to
the
book,
so
hopefully
there's
some
things
that
everyone
would
like
to
see.
I
had
to
bring
a
little
bit
of
my
hometown
to
the
book,
so
it
is
fun.
C
B
D
B
B
B
Marija
lies
that
the
course
of
Biloxi
Public
Schools
became
complicated
20
years
ago
with
this
annexation,
but
the
problems
I've
been
confronted
with
time
and
time
again
since
2015
or
questions
that
I
had
no
real
answer
for
the
bottom
line.
If
you
live
in
Biloxi,
why
can't
I
go
to
Biloxi
schools?
Again,
it's
complicated
and
you
know
I've
had
to
respond
in
many
different
ways,
especially
with
new
folks
coming
into
the
area
and
saying.
B
Well,
there
is
a
way
you
can
send
you,
kids
from
food
to
Boise
high
or
to
Block
C
schools,
and
it
involves
things
like
having.
Firstly,
go
get
it
go
to
permission,
get
permission
from
a
Harrison,
County
School
District,
to
allow
you
to
ask
the
bucks
of
public
schools
permission
to
pay
tuition
there.
B
Now
that
happens
boy
one
time
you
know
on
other
occasions,
new
people
coming
into
town
and
especially
military
families
as
they
come
into
town
they
realize
and
about
ready
to
close
in
the
war
market
area
in
some
of
these
areas
that
have
grown,
and
they
realize
that
and
they
choose
to
go
to
Ocean
Springs
Long,
Beach,
Pass
Christian,
that's
an
issue
for
all
of
Biloxi.
Who
will
market
right
now
and
consists
of
about
4,000
people?
1000
of
them
will
have
some
school-aged
kind
of
consideration
they
need
to
take
care
of,
but
you
know
bottom
line.
B
B
First
of
all,
if
you
live
in
our
school
district,
be
you
know
screw
this
would
be
you
pay?
Forty
three
point
something
bills
to
go
to
school.
If
you
live
in
the
impacted,
B
and
VA
area,
taxing
areas,
you
pay
fifty
five
mils.
So
there's
a
difference.
You
know
you
know
in
talking
over
the
course
of
time
since
2015
we've
had
one-way
conversation
with
our
school.
You
know
with
our
school
board
and
in
trying
to
work
things
out
with
Harrison
County
Schools.
But
it's
been
more
of
a
one-way
conversation.
B
You
know,
Biloxi
is
positioned
well,
especially
with
our
new
facilities
and
facilities
like
the
multi-million
dollar
Performing
Arts
Center
after
we
just
opened
our
new
junior
high
to
absorb
whatever
those
you
know,
the
numbers
of
schools
in
whatever
age
there's
an
existing
school
will
market
elementary
and
it's
a
K
through
eight
school.
At
this
present
time,
it's
a
little
incident
inside
the
city
of
Biloxi.
You
know
eventually
I
believe
Jerry.
You
had
mentioned
about
seventeen
thousand.
Seventeen
hundred
residents
have
really
grown
there
since
2005.
B
And
it
mostly
will
be
in
wool
market
in
the
position
is,
is
that
you
know
their
Biloxi's
and
we're
all
all
Biloxi
ins
in
that
you
know
we
feel
like
we
have
an
opportunity
to
to
give
you
a
school
district
that
we're
very
proud
of
and
has
a
great
record.
You
know
100
something
years
for
200
years
or
whatever
the
arithmetic
says
that
we're
positioned
to
absorb
most
of
except
for
a
little
bit
of
the
elementary
situations,
but
bottom
line,
its
growing
in
will
grow.
B
It'll
probably
grow
at
that
same
ratio,
so
wherever
he
grows,
two
thousand
more
people
you're
gonna
still
have,
but
by
25
percent,
and
people
will
have
kids
in
the
rest
of
long
and
the
rest
of
them.
You
know
you
know
they're
paying
that
tax,
regardless
of
you
know,
of
whether
they
have
kids
at
school,
not
to
the
county.
We've
we've
met
our
roles
to
the
county
as
far
as
their
debt
service,
you
know
providing
more
money
and
you
know
they
expect
bottom
line.
Is
you
know
we
want
to
be
able
to
say
hey?
B
We
can
offer
you
something
that
that
that's
great,
you
know
we're
an
a-rated,
School,
District
and
I'm,
not
putting
a
hammer
on
anybody,
but
I
think
the
position
is
that
we
need
to
be
together
in
asking
for
consideration.
Hey
stop
give
me
some
time
now,
because
this
we've
been
talking
about
this
for
time
and
time
again
important
one
way
for
conversation
in
just
four
or
five
weeks
ago,
we
were
told
that
this
bond
issue
is
going
to
make
this
thing
almost
irreversible.
B
So
I'm
asking
you
to
support
our
resolution
to
you
know
to
hold
off
on
this
referendum,
so
I'll
always
make
opposition
irreversible
and
if
that
makes
sense,
I
think
there'll
be
some
people
in
the
in
the
area
or
in
the
audience
to
comment
on
that.
So
that's
my
position
and
I
think
that's
what
we
need
to
be
as
a
city,
and
you
know:
bull
markets,
Polixenes
or
like
everyone
of
us
and
they're
growing,
and
and
we're
we're
proud
to
take
this
position
so
I.
Thank
you.
That
concludes
my
report.
Thank
You,
mayor
I,
asked.
E
F
B
What
is
the
legal
remedy
we'll
address
that
and
they
are,
you
know
some
conditions
during
the
exercise
she
came
before.
You
know
my
time
in
your
town.
Well,
guess
you
around
my
house
but
I
yeah,
not
quite
but
I,
think
there
were
some
conditions,
but
the
school
board's
can
work.
This
thing
out,
you
know,
I,
don't
think
the
school
board
can.
E
B
B
G
1986
they
changed
the
statute
to
say
that
after
an
annexation,
the
district
lines
would
remain
the
same,
and
then
they
had
three
or
four
different
mechanisms
to
shift
territory
from
one
to
the
other.
So
that's
where
it
stands
right
now
there
are
mechanisms
to
shift
territory
or
take
territory
in
and
I,
don't
know
if
any
of
that
has
been
explored,
I,
don't
think
any
of
that
has
been
explored
yet.
B
E
Is
inside
the
city
of
Buxar,
these
people
live
inside
the
city
of
Luxor.
They
should
have
the
right
to
go
to
Bucks.
Our
period
should
be
no
question.
You
can't
do
that
you
gotta
pay
tuition.
Could
you
live
in
warm
Walker?
Was
they
annexed
by
the
city
of
Luxor
and
we
we
let
Da'ville,
take
in
the
down
of
your
high
school
and
we
did
all
that
annexation
and
no
problem.
So
how
we
are.
Why
are
we
having
a
problem
Luxor.
B
And
our
block
some
problem
in
it.
This
is
unique
to
Biloxi
and
we
were
uniquely
asking
for
consideration.
That's
all
we
want
and
we've
not
gotten
and
we've
not
gotten
an
audience
to
say
how
can
we
work
this
out
equitably
between
all
sides?
We
can
I'm
confident-
and
you
know,
I-
think
this
step,
we're
asking
you
to
say
it
hanging
with
us,
because
we
don't
think
this
is
the
right
thing
to
do
at
this
point
in
time.
I.
E
B
H
Thank
you
if
I
could
just
make
a
comment,
a
little
bit
of
history,
I
think
all
of
this
started
with
the
Hattiesburg
school
district
and
Xing
part
of
Forrest
County,
and
they
they
annexed
the
particular
part
that
had
the
industrial
park
and
in
doing
so
as
they
annexed
that
part,
it
became
part
of
the
Hattiesburg
School
District
it
pretty
much
gutted
I
believe
it
was
Forrest,
County
school
district
of
their
tax
base,
and
then
it
kicked
around
in
court
in
Forrest.
County
won
the
suit
and
I
think
shortly
thereafter.
H
A
E
Yeah
got
a
couple
states
and
I
talked
to
him.
Reckling
and
I
talked
to
the
mayor
about
this.
You
know
we
had
they're
cruising
the
coast,
downtown
Wednesday
awesome.
You
know
we
had
a
little
problem
some
time
with
the
parking
because
they
wanted
to
fill
up
to
have
them
to
talk
a
lot
before
they
sent
these
people
to
the
restaurant.
The
key
to
me
is
letting
Paul
a
lot
of
restaurants.
E
That's
probably
a
$15.00
people
come
downtown
to
spend
money
and
I
told
them
hey
I
said,
and
we
don't
need
to
put
a
tube
two
o'clock
time
living
on
it.
He
was
just
trying
to
have
a
good
time
at
two
o'clock.
That's
money.
We
do
this.
He
spent
two
million
dollars
on
a
road
to
come
people
to
get
people
to
come
down
downtown
Velux
it.
Well,
you
hit
15,000
people,
downtown
Biloxi,
don't
run
them
home.
Let
me
have
a
good
time.
Let
him
talk
where
they
want
to
Paul.
Please
control
that
pretty
good.
E
You
know
that
empty
lot
won't
be
there
next
year.
Maybe
that's
just
Paul
ever
let
him
fall
by
the
businesses
on
port
down
time.
Then
walk
up
and
down
all
the
roads
were
all
a
Rachel
said.
It's
easy
and
they've
told
up
to
go
around.
I
want
to
run
all
these
places.
They
would
jack
the
wall.
That's
the
idea
of
it.
I
don't
know
yeah,
we
have
it
twice
a
you
know
more
than
once
today
and
I
went
to
the
governor's
thing.
E
I
E
Mean
anybody
anybody
wouldn't
looked
at
the
car
Saturday
there's
a
nice
thing.
It
just
wasn't
anything
set
up.
The
thing
downtown
wins
is
really
great
for
the
city
bucks.
So
we
need
to
expand
it,
be
more
Blair
Curtis!
Let
these
people
come
them,
spend
money!
That's
what
you
looked
at
he's
a
martyr
girl
all
the
stuff
cruising
because,
as
is
that's
25
million
and
after
the
coast,
oh
yeah
I
said
numbers,
that's
huge,
you
know,
and
it's
30
miles
long,
so
you
go
from
Bay
st.
E
Louis
to
Pascagoula
great
you're,
not
all
stuck
in
one
spot
and
there's
always
something
to
do
and
a
two
o'clock
three
o'clock,
four
o'clock,
they're
gonna
leave
to
go
to
the
next
event
anyway.
Whatever
it
might
be,
you
know
the
Ksenia
did
a
good
job.
Coliseum
did
a
good
job,
that's
good
for
the
city
of
Luxor,
myself,
I
like
to
see
ever
a
couple
of
days,
not
just
one
here
with
more
than
one
day.
That's
on
the
cruisin
Doan
another
statement
I
want
to
make
to
the
mayor.
E
I
saw
we
got
all
the
stuff
on
me
with
the
key
three
we
got
to
stuck
with
the
sour
races.
You
know
and
I
told
you
you
Paul
and
David
Payard
set
officer
said
you
wanna
create
a
problem
when
you
hire
somebody
and
pay
them
that
much
money,
and
you
did
and
we've
been
trying
to
correct
that
ever
since.
So
this
between
me
and
you,
man
and
Paul
David
favored,
sat
in
your
office
and
said
you
cannot
pay
somebody
that
kind
of
money
and
then
turn
around
tried
justified
everybody
else
salary.
E
When
you
pay
somebody
25,000
more,
then
the
director
made
that's
been
in
25
30
years,
so
I
had
a
problem
with
that
had
a
problem
with
in
there
to
tell
you
that
all
the
time
you
know
you
got
four
people,
you
got
almost
six
on
the
time
volatile
of
him.
When
I
asked
about
getting
a
3%
raised
in
the
city,
everybody
went
crazy,
but
we
got
600
hours
on
thousand
for
people,
that's
a
ton
of
money.
E
You
know
and
remember
we
actually
become
what
they
do
and
Mike
Linden
tells
all
the
time
y'all
voted
for
this,
and
they
can't
do
that
and
they
can't
do
that.
Somebody
can't
do
that
so
we'll
be
paying
these
people
this
much
money
for
there's.
Nobody
can
do
anything.
So
I
was
just
something
I
had
to
get
off.
My
chest,
I
had
to
tell
you
and
I'd
say
these
things
at
the
meeting.
I
don't
go
talk
to
the
media,
you
know.
Okay,
you
only
give
you
a
sign.
E
Balaji,
you
have
to
stuff,
you
want
to
say
so.
I
make
my
statements
at
these
meetings
and
that's
why
I'm
telling
you
straight
up
talk
to
you
about
this
before
dr.
Mike
learn
about
it
before
you
can't
justify
doing
all
that
when
you
got
600
employees
that
they
look
at
it
don't
mean
nothing
to
them,
then
poor
guys
they
work
out
there
clear
the
district.
Do
everything
up,
get
3%,
not
much
money
for
them.
So
now,
I
have
a
problem,
those
paying
people,
this
kind
of
money-
I've
always
told
you
that
you
know
so.
J
We
were
going
after
that
downtown
Grove,
grocery
store
and
I
see
that
Ocean
Springs
got
all
these
and
that's
one
of
them
that
we
were
targeting
getting
in
Biloxi.
So
now
that
they're
here
we
want
to
continue
to
go
after
them
spoke
with
Kate
Miller
today
and
talked
with
her
about
it,
and
we
we
believe
that
may
be
a
good
thing,
because
they're
right
here,
they're
still
looking
for
some
property,
we
have
property
and
war
market
to
try
to
get
a
distribution
center.
K
K
Some
of
the
probably
have
had
it
and
still
having
it.
Our
mother
sorrows
is
related
to
the
road
work
they
came
in
and
put
the
sidewalks
up
about
three
weeks,
not
the
sidewalks
but
two
curving
about
three
weeks
ago
and
left
the
sidewalk
part
where
you
can't
walk
on
it.
We
have
members
elderly
members
that
can't
get
into
the
church.
They
put
a
little
hard
surface
right
there
in
the
front
of
the
church
from
the
street
to
where
our
sidewalk
starts.
K
Oscar
renders
leaving
the
equipment
on
our
small
parking
lot
to
where
we
couldn't
use
it
on
Sunday
or
during
the
week
we
have
church
there,
seven
days
a
week,
sometimes
twice
a
day.
I
know
we
talked
about
repopulating
Biloxi
East
Biloxi
I
can
tell
you
that
we're
losing
members,
because
of
that
they
can't
come
to
church.
They
can't
get
in
there.
They
can't
use
the
parking
lot
and
I've
been
complaining
about
this.
For
a
month
started
last
year,
we've
actually
had
to
move
to
church
service
to
another
church
because
they
walked
working
from
the
church.
K
K
She
was
walking
down
the
sidewalk
on
this
uneven
ground
and
my
heart
was
pounding
as
I
raced
down
there
to
take
her
off
had
to
walk
her
in
the
middle
of
the
street
to
get
into
the
church,
so
this
has
really
become
a
safety
hazard.
I
just
wanted
to
go
on
records
are
saying
that
this
is
something
that
needs
to
be
taken
care
of
immediately.
K
K
Think
at
this
point,
mr.
mayor
I
want
to
address
this
to
you.
If
there
is
anything
that
you
can
and
will
do,
we
need
to
do
that
immediately.
Also,
in
the
back
of
our
church,
there's
an
open
covert.
It's
about
three
feet.
I've
asked
over
a
year
to
at
least
come
and
put
some
type
of
berry
around
it
that
keeps
it
keep
the
kids
or
anybody
from
falling
into
it.
This
is
open
ground
that
hasn't
been
done
yet
you
know
it
always
seems
to
be
kicked
down
the
road
and
unfortunately,
it's
at
your
door
now.
K
So
if
you
would
I
would
appreciate
it
and
my
parish
would
appreciate
if
you
would
look
into
that
and
let's
take
let's
get.
Let's
take
care
of
that
there's
part
days,
sidewalks
that
have
no
businesses
around
it.
It's
just
open
parking
lot
and
it's
it's
paved
and
the
sidewalks
are
completed,
and
this
is
probably
300
feet
from
the
church
when
I
asked.
When
are
you
gonna
get
to
the
church?
The
answer
I
get
is
don't
know.
K
What
is
the
schedule
don't
know,
so
I
think
this
needs
to
be
addressed,
because
if
you
don't
have
a
plan,
if
you
don't
know
where
you're
going,
of
course,
any
road
to
get
you
there,
unfortunately
hadn't
reached
us
yet
so
I'd
appreciate
it.
If
you
would
look
into
that,
thank
you
for
your
time.
Thank.
L
A
H
H
O
Yeah
a
few
things
I'd
like
to
thank
sherry,
Bell
and
Parks
and
Rec
Department
for
putting
on
the
Halloween
at
the
Halloween
event
at
the
bull
market
Elementary
on
Friday
evening
and
then
Friday
night
I
got
to
go
out
and
watch
the
st.
maarten
in
Biloxi
game
and
very
eventful
weekend.
Then
Saturday
morning,
Robert
and
I
had
the
opportunity
to
play
in
a
pickleball
tournament,
where's
Michael.
O
So
before
Saturday
morning,
I
didn't
even
know
what
pickleball
was
so
the
first
three
games
were
sort
of
rough,
but
by
the
end
of
the
day
we
played
six
games.
Robert
and
I
were
basically,
you
know
mid-level
pros
and
we
won
our
last
three
games,
including
an
11
Oh
rout
of
Michael
entered
and
I'm
captain
back
from
the
police
department.
So
it
was
a
great
weekend
thanks
to
the
guys
for
putting
that
on
and.
M
A
M
I
wanted
him
to
let
him
get
through
that,
but
sherry.
We
had
a
great
tournament
tons
of
people
if
they
were,
there
were
RVs
with
Louisiana
and
Florida
tax
people
from
all
over
and
they
travel
that
complex
has
been
the
most
successful
most
successful
renovation,
we've
done
in
Ward,
4,
I
think
to
date
it
was
an
amazing
tournament.
I
wish
Tom
was
here
so
I
could
thank
him.
He
did
a
great
job.
Is
he.
H
A
A
Gonna
comment:
ooh
I
talked
to
Mike
just
before
this
meeting
and
he
was
still
kind
of
licking
his
wounds.
He
said
that
y'all
he
was
on
the
court
where
the
Sun
was
in
his
eyes
and
y'all
kept
him
on
purpose.
You
kind
of
kept
the
match
over
there
a
little
bit
longer
just
showing
off
your
skill,
so
he
you
were
keeping
him
blinded
by
the
Sun,
but
anyway
I'm
glad
y'all
had
a
lot
of
fun
at
that's.
A
A
That
it
came
across
Mexico,
B
to
Panama,
City
and
and
other
spots
again
you
know
our
our
city,
our
community,
is
there
to
respond
I'm
hearing
all
sorts
of
efforts
to
go,
provide
some
relief.
Some
of
them
have
already
began
it's
going
to
be
a
long
process
for
them,
but
it
really
brings
back
shades
more
like
Camille,
maybe
and
in
somewhat
like
Katrina,
and
but
they
got
a
long
road
to
come
back
for
it
and
I'm
sure
that
I'm
sure
they
will.
A
The
other
thing
is
the
mayor
touched
on
on
the
the
county
school
or
the
referendum
on
the
county.
I
think
we
ought
to
pause.
It's
an
irreversible,
it's
actually
irreversible.
If
we
issue
a
bond
goes
to
a
referendum
and
it
passes,
you
start
something
that
you
really
can't
turn
back
and
I
think
we
should
pause.
Take
a
long
look
at
it,
see
what
those
alternatives
are
and
what's
in
the
best
interest
of
Biloxi
and
I,
know,
there's
a
piece
of
my
award
that
is
looking
at
this
with
some
keen
interest.
A
They
prefer,
like
the
mayor,
mentioned
if
I'm
in
Biloxi
I
want
my
kids
to
go
to
Biloxi.
My
kids
play
with
my
friends
in
Biloxi
we're
a
Biloxi
and
there
should
be
a
route
or
an
avenue
for
our
kids
and
our
families
to
attend
Biloxi
schools
that
fall
possible
before
we
switch
to
a
different
means,
and
that
concludes
my
report.
A
We'll
move
on
to
the
public
and
the
public
agenda.
Citizens
comments.
We
have
a
total,
a
lot
of
time
of
45
minutes.
You
may
approach
the
front
and
have
a
seat
record.
Your
name
and
your
address
on
the
document
provided
and
stated
clearly
in
the
microphone
for
the
clerk
to
record
each
person
will
have
up
to
three
minutes.
You
can
speak
on
any
topic
that
you
wish
to
speak
about.
So
we'll
start
on
this
side
of
the
room.
Come
on,
raise
your
hand
come
on
up,
come
on
you're
the
closest.
F
My
name
is
Jim
Klassen
and
I
live
at
26:37,
Park,
View
Drive,
dr.
Tisdale's,
my
councilman,
but
I
know
a
lot
of
you,
especially
the
newest
one,
mr.
Lawrence
I.
Just
something
happened
at
the
end
of
the
well.
I
have
an
office
over
there
at
the
Hobby,
Lobby
shopping
center
and
I
do
real
estate
development.
P
F
F
I
had
I
have
a
couple
of
trucks,
two
old
trucks
that
I
fix
up
and
out
there
for
cruising
and
I,
put
one
of
my
old
trucks
and
brought
all
the
paint
into
the
business
parked
it
in
the
lot
there
and
I
started.
Probably
around
11
o'clock
at
night.
I
got
done
about
3:00
or
4:00
in
the
morning,
and
my
truck
was
gone.
Q
F
F
F
P
F
I
F
P
F
You
that
was
incredible
so
eventually,
of
course,
they
wanted
$400,
they
held
it
eight
hours
they
wanted
$400
and
the
guy
was
a
bandit.
What
they
call
a
bandit
tow
truck,
no
markings.
He
just
drives
around.
So
he
puts
this
thing
in
my
face.
He
says:
you're,
gonna,
pay
me
and
I
said.
What's
this
leave.
F
P
I
A
A
P
Hi
I'm
Ann
Thomas
from
Edgewater
estates,
I
just
like
to
tell
you
a
little
bit
about
our
neighborhood
and
our
neighbors
for
the
last
two
weeks
since
you
tabled
our
since
your
table.
The
rezoning
we've
been
talking
to
our
neighbors
and
they're
very
enthusiastic
about
this
very
passionate
about
stopping
this
rezoning.
We
had
over
90
people
sign
our
petitions.
We've
had
several
people
write,
letters
and
I
did
bring
those
today
and
I
know
that
to
you,
this
is
a
rezoning,
but
this
is
our.
This
is
our
way
of
life.
P
We
have
a
hundred
and
twenty
eight
properties.
After
Katrina,
we
were
kind
of
in
bad
shape
like
most
of
the
neighborhoods
and
our
property
values
plummeted.
We
had
rentals
and
vacants
and
some
derelict
homes
for
years,
but
now
we've
we've,
we
rebounded,
we
have
I,
think
we
have
four
homes
for
sale.
We
have
five
rentals
and
have
128
properties,
that's
not
bad.
In
the
last
eight
years
we've
installed
water,
electricity,
lights,
landscaping,
new
signs
at
all
of
our
entrances.
P
We
have
we
love
West
Biloxi.
We
have
some
wonderful
residential
name,
that's
Edgewater
estates
used
to
point
the
Enclave
and
we
have
fantastic
shopping
already
with
exporter
ma,
edgewater,
village,
Edgewater,
Square
and
Walmart.
We
hope
that
Biloxi
will
appreciate
what
we
have
over
there
and
try
to
keep
our
way
of
life
now
con
for
wanted
to.
P
He
wanted
to
rezone
800
feet.
They
went
with
200
feet,
which
we
are
still
not
happy
about
that,
because
we
feel
it's
the
beginning,
and
this.
This
property
has
been
resumed
about
three
times
in
the
last
few
years,
so
we
think
that's
enough,
you
know,
rezoning
at
the
whim
of
a
developer
is
just
not
good
for
the
city
and
we
hope
that
scuse.
S
Thank
you
for
the
opportunity
to
speak
to
you
today.
I'm
Tom,
mcCormick
I
live
at
327,
West
View
Drive
a
spoke
a
couple
of
weeks
ago
and
I
really
wasn't
knowledgeable
enough
about
what
was
proposed.
I
went
in
read
the
September
sixth
transcript
at
the
Biloxi
Planning
Commission,
leading
when
Miss
four
came
before
them.
S
She
indicated
that
property
had
been
donated
to
Gulf
Coast
Community
College,
to
build
an
instrument
there
off
Pass
Road
to
go
back
to
the
college.
It
was
going
to
be
the
main
entrance
to
the
to
the
college,
with
signage,
to
indicate
that
that
was
at
this
point
that
there's
been
nothing
presented
to
the
city
from
mr.
for
the
Community
College
about
building
the
road
are
a
road.
There
was
discussion
about
changing
the
zoning
2nb
and
mr.
Crowley
indicated.
We
have
kind
of
a
unique
piece
of
property
because
it's
the
deepest.
S
Would
be
the
deepest
piece
coming
off,
Pass
Road
to
be
Zone
in
B
and
backing
up
to
residential,
so
I
think
there
are
more
questions
than
answers
at
this
point
about
proposed,
Road
and
proposed
development.
If
you
look
at
the
property
around
the
proposed
rezoning,
Mississippi,
music
I
know
at
one
time
was
looking
to
relocate.
There's
a
there's,
an
empty
lot.
The
Switzer
property
has
been
to
for
sale
for
quite
a
while.
The
corner
of
Pass
Road
and
de
B's
at
northeast
corner
has
been
vacant.
S
Since
Katrina
you
go
the
other
direction
on
Eisenhower,
there's
an
empty
bike.
Building,
there's
some
retail
front
across
the
street,
and
this
isn't
unique
to
our
area.
You
can
drive
from
gate
7
to
the
Seabee
base
and
retail
on
Pass
Road.
That's
a
challenge!
I!
Don't
know!
That's!
Because
of
the
change
in
the
retail
industry.
S
I'd
say
who
signed
up
with
Amazon
Prime
the
bill
had
a
lot
of
hands
that
go
up
in
this
room.
Walmart
has
changing
their
business
model.
Last
year
there
were
four
lumped
for
online
acquisitions
or
Walmart
three
in
the
last
week.
So
retail
industry
is
changing
so
I,
don't
know,
that's
the
challenge
for
pass
road,
but
I
think
progressive
thinking
like
the
movie
theater
at
the
Edgewater
I
mean.
So
there
are
a
lot
of
moving
parts,
so
I
think
to
be
fair.
I
tried
to
look
at
both
sides,
short
term
and
long
term
short
term.
S
R
T
U
Part
of
the
Edgewater
States
and
I
spoke
with
you
with
you
all
of
you
last
time
and
I
thought
I'd
like
to
bring
up
some
some
points
that
I
thought
about
since
the
last
meeting
number
one
I
think
any
one
of
us
that
are
having
homes.
Certainly,
when
you
think
about
it,
don't
want
retail
right
next
door.
U
I
think
for
those
of
you
that
are
familiar
with
the
old
Edgewater
golf
course.
That
was
changed
at
one
point
where
there
is
now
retail
space,
where
Hobby,
Lobby
and
Joanne's
is
since
the
sale
of
the
golf
course.
Sadly,
there
was
proposal
on
one
of
the
fairways
to
bring
in
retail
space
again
over
towards
Keesler
Air
Force
Base,
and
you
know
we're
we're
an
older
community,
but
we're
a
community
of
great
residents
and
I'd
hate
to
see
that
something
like
this
impacts
our
community
once
again.
P
U
Increased
with
traffic
we
actually
had
to
move
our
entrance.
That
was
much
closer
to
Eisenhower
a
little
bit
farther
west
because
of
traffic.
My
thoughts
on
this,
if
we
open
the
road
up
back
in
that
area,
that
is
proposed,
you're
increasing
traffic
again.
That
now
is
closer
to
our
entrance
and
makes
it
even
that
much
harder
to
get
into.
So
that's
something
to
consider
as
well
too
and
as
far
as
retail
space
I
don't
know.
But
you
know
one
of
our
residents
spoke
about
this.
U
Yes,
it's
a
changing
industry,
but
my
gosh,
when
you
look
around
Biloxi,
we've
got
so
much
empty
retail
space
available.
Why
would
anybody
want
to
increase
by
a
residential
area
more
retail
space?
So
those
are
my
thoughts
and
I
appreciate
your
time
once
again
for
listening
to
me
and
that's
all
I've
got
to
say.
V
V
The
ones
that
we
haven't
been
mentioned
yet
is
the
infrastructure
impact
on
this.
If
you
down
the
road,
if
this
becomes
all
commercial
there's
going
to
be
paving
not
just
the
rows
but
of
the
businesses,
footprints
and
right
now,
homes,
I
think
about
40%
done
to
help
space
on
lights
and
things
like
that.
Businesses
don't
have
to
it's
all
concrete
and
pavement.
That
means
a
lot
of
runoff.
It
I
mean
a
lot
of
drainage
right
now.
V
Both
sides
of
West,
you
drive
drain
towards
my
driveway
and
out
back
towards
where
the
old
golf
course
is,
and
there's
no
infrastructure
there.
It's
all
paved,
there's
not
gonna,
be
no
place
for
that
water
to
run,
except
back
to
West
View
Drive,
that's
going
to
be
a
flood
hazard,
I'm
afraid
for
some
of
those
residents
there
as
well.
V
P
V
A
W
W
W
One
of
them
is
a
little
person
and
she's
got
a
severely
physically
handicapped
daughter
and
service
dog
and
she's
really
concerned,
because
she
moved
from
a
bad
neighborhood
to
this
one
for
its
safety
and
she's
I've
got
her
letter
she's
concerned,
but
we
have
people
that
have
lived
in
our
neighborhood
who
had
young
children,
and
now
those
children
have
bought
homes
and
have
children.
We
have
a
really
unique
situation.
We
know
mr.
for
that's
his
property.
He
can
do
what
he
wants.
We
did
fight
for
the
homeless
against
the
homeless.
W
That
he
said
was
his
Christian
duty
to
let
them
stay
there.
But
then
he
came
back
after
we
took,
went
in
there
with
the
code
enforcer
and
took
pictures
of
the
camps,
and
then
he
said,
oh
I
didn't
know
they
were
living
there.
I
bring
that
up
only
to
say
that
he
says:
okay,
we'll
just
do
the
first
200
feet,
but
I
know
what's
coming.
It
may
not
be
in
my
time
here,
but
it's
what's
coming
afterwards
and
I.
Just
don't
think
it
will
end
with
one
little
ten
building
and
I
will
be.
W
Q
Good
afternoon
I'm
Richard
Benton
I
live
at
337
West
View
Drive
in
Roxy
I'm,
a
relatively
new
comer
there
I've
only
been
there
about
15
years
and
what's
proposed,
sounds
not
certain.
Thoughts
are
bad
a
little
few
feet
if
they
up
against
pass
road,
you're
gonna
change
that
zoning
and
maybe
we'll
build
a
road
and
it's
a
foot
in
the
door
and
that's
really
what
we're
opposed
to,
because
we
don't
want
our
neighborhood
to
change.
Q
A
X
X
Y
Y
Y
The
businesses
around
there,
they
don't
want
me
to
leave
either
they
said
Larry's
gonna,
be
right
back
like
it
was
rundown,
grown
up,
homeless
people
all
over
there
and
I'm
asking
y'all
to
please
help
me
I
just
need
that
200
feet
and
then,
if
you
think
it
looks
good
now,
it'll
look
a
lot
better.
I
mean
I'm
three
months
into
this
place
hasn't
been
able
to
open
the
doors.
I
wholesale
to
a
lot
of
true
value.
Y
Y
A
A
P
H
There
are
other
sites,
as
noted
by
some
of
the
residents
on
Pass
Road,
already
zoned
appropriately
for
this
type
of
business.
I
also
want
to
want
to
note,
because
I
think
this
is
just
the
critical
point
in
looking
at
the
transcript
for
the
Planning
Commission
hearing,
which
I
usually
bake
those
meetings.
I
missed
this
one,
but
the
applicant
wanted
to
rezone
the
entire
four
acre
for
acre
parcel
as
neighborhood
business,
and
it
runs
pretty
much
down
the
entire
west
side
of
Edgewater
estates.
H
Adjacent
to
that
and
the
Planning
Commission
looked
at
I,
don't
know
if
you'd
call
it
collapsing
the
zoning
or
whatever
they
typically
don't
like
to
split
parcels
and
have
two
different
zoning
designations.
But
under
the
circumstances
the
I
think
as
I
recall
that
the
applicant
really
didn't
say
anything
more.
Then
they
wanted
it
all
zoned
for
neighborhood
business.
And
if
you
look,
if
you
did
a
little
homework
there,
so
it.
H
There
was
property
donated
by
the
owner
to
the
Community
College
for
the
purpose
of
a
road
I
assume
it's
wide
enough.
I
think
we
established
that
you're
looking
at
at
least
a
50-foot
right
away,
so
I'm
assuming
it's
50
feet
wide,
but
then
the
intent
of
the
applicant
was
that
all
of
that
be
zoned
neighborhood
commercial
to
develop.
What's
behind
this
200
foot,
deep
parcel
that
we're
discussing
today,
so
the
intent
to
me
was
clearly
let's
get
this
rezone,
preferably
the
whole
four
acres
which
the
Planning
Commission
did
did
not
permit.
H
It
could
be
a
year
from
now
could
be
twenty
one
years
from
now,
but
the
fact
of
the
matter
is,
as
I
recall,
that
the
applicants
representative
had
to
leave
the
room
to
talk
with
the
property
owner
during
the
Planning
Commission
meeting.
When
the
Planning
Commission
said
you
can't
well,
if
you
have
no
plans
for
the
rest
of
that
parcel
we're
not
rezoning
the
whole
thing,
neighborhood
business,
so
I,
don't
think
I've
misstated
anything
mr.
Creole
I'm
sure
you
correct
me.
If
I
did.
H
So
this
is
this:
in
my
opinion
and
I
think
you've
heard
the
reasoning
of
the
residents
they
are.
Some
of
them
is
that
this
this
is
just
a
first
step
with
a
look
to
rezoning,
as
was
originally
intended
by
the
applicant
down
the
road.
We
just
don't
know
how
long
down
the
road
is.
So
I'd
appreciate
your
support
today
in
denying
this
application
for
rezoning.
Thank
you.
H
E
Couple
of
things:
you're,
never
gonna
vote
against
the
neighborhood.
Those
people
live
there.
That's
that
backyards.
Whatever
you
want
to
call
it.
You
know
and
I
thought
the
lines
I
talked
to
him
on
home.
Somehow
felt
someone
changed,
it
wasn't
gonna
support
it.
No,
but
what
happens
to
him
now
Gerry?
They
paid
to
know
this.
N
If
he
signed
the
contract
with
cotton
for
for
property,
that's
not
zoned
correctly
for
what
he
wants
to
do.
That
would
be
between
him
and
mr..
For
said,
he
wouldn't
have
any
involvement
in
that,
so
that's
kind
of
where
it
is
from
a
legal
standpoint.
I
will
say
this,
so
just
so
you'll
know:
Mississippi
Gulf,
Coast,
Community
College
has
contacted
us
and
has
scheduled
a
meeting
for
next
Wednesday
and
we
haven't
seen
any
drawings
or
anything.
But
it's
it's
for
the
road.
E
N
N
N
G
He
basically
either
sold
or
donated
the
road
to
them
right
now,
it's
just
a
private
strip
of
property
that
is
in
the
shape
of
a
road,
and
we
had
written
to
them
before
to
the
college.
What
are
your
plans?
What's
your
infrastructure,
what
are
you
going
to
do
and
I
think
this
week,
they've
responded
back
to
say
they
want
to
sit
down
and
talk
about
it.
G
N
Owned
by
the
community
college,
if
they,
my
understanding
is
based
on
conversations,
is
that
they
want
this
to
become
the
main
entrance
to
the
community
college,
to
move
it
away
from
the
B's
Road
and
to
bring
it
in
next
to
the
Culinary
School
that
they
had
they
built
a
couple
of
years
ago.
But
again
it's
it's
got
a
process
to
go
through.
You
have
to
come
in
and
go
through.
All
the
city
process
is
in
order.
Even
for
the
road
to
be
approved
was.
E
N
E
N
E
You
got
one
huge
problem
with
jam
and
that
pull
our
lines
you
got
in
the
middle
of
it.
That's
what
happened
to
him
yeah!
That's
not
a
good
thing
for
him,
but
it's
not
a
good
thing
for
the
neighbors
either.
So
you
got
several
problems
right
there
with
that
piece
of
property.
If
you
set
the
private
road,
then
that
land
is
locked,
then
you
came
to
those
three
have
to
200
feet
in
the
front.
How
you
gonna
get
to
that
property?
N
E
E
E
J
N
What
happened
to
I
believe
is
that
when
the
new
ordinances
were
adopted
and
the
new
zoning
maps
were
adopted,
that
it
was
converted
back
to
Horace
Thien
as
a
part
of
that-
and
that
happens-
that's
that's
natural.
Sometimes
they
might
be
a
zoning
designation
attached
to
a
proposed
piece
of
property
to
be
used
and
a
lot
of
times
it's
attached
to
it,
because
there
was
a
building
on
it
in
1997
according
to
the
tax
rolls,
but
sometimes
that
either
through
mistake
or
through
neighbor
request
or
whatever
the
the
zoning
gets.
J
J
Okay,
yeah
so
I'm
just
kind
of
looking
at
it.
You
know
I'm
not
in
favor
of
a
road
going
back
there,
that
you
know
that
futuristic
stuff
of
a
road
I'm,
not
in
favor
of
that
but
but
I
hate
to
see
a
building
go
to
waste.
That's
in
good
use-
and
you
know,
and
in
my
community
I
see
where
buildings
that
are
not
used,
become
homeless,
shelters
or
ad
hoc,
homeless
shelters.
J
So
I'm
gonna
look
at
that
very
hard.
But
you
know
it's
hard
to
deny
business
that
that's
there,
but
for
the
future,
use
for
Road
and
other
things.
You
know
it
has
to
come
back
before
the
council,
based
on
my
understanding
for
sitting
on
the
Planning
Commission
things
like
that
have
to
come
back
to
us
any.
N
O
O
N
O
O
O
N
N
O
I
O
I
A
Get
back
to
you,
mr.
Lawrence
I
wasn't
here
for
the
last
meeting
when
y'all
were
debating
some
of
this
stuff
and
I
watched
it
on
Facebook,
live
and
I
at
the
Planning
Commission
and
here's
I'm
struggling
with
a
few
things.
I,
don't
know
if
we
satisfied
how
did
the
business
originally
get
zoned
in
this
area
properly?
Did
we
ever
have
that
question
answered.
N
N
The
the
only
the
only
document
that
we
could
find
were
the
zoning
was
changed
on
here
was
from
1997
and
it
showed
that
at
that
time
it
was
changed
from
residential
to
again
2
C
2,
which
was
the
older
version
of
neighborhood
business,
but
anytime
that
you
adopt
a
new
land
development
ordinance
and
there
was
one
adopted
right
when
I
came
here
in
2003,
there
was
another
one
adopted
in
2010,
and
my
guess
is
that
it's
some
time
either
in
2003
or
2010.
It
was
converted
back
to.
A
A
A
A
A
N
E
Was
never
discussed
in
front
of
anybody
at
a
public
hearing
at
the
Planning
Commission
and
let
me
take
seven
else
about
Todd
to
listen
to
the
one
everything
got
to
come
back
before
the
council.
You
know
we
know
that,
so
we
don't
hear
that
routine.
The
same
Oh
routine
have
to
go
back
to
the
player.
Commission
I
come
back
to
the
council.
We
understand
all
that
Jerry.
Once
you
make
the
first
move,
it's
bad!
It's
a
bad
move.
The
second
moves,
gonna
be
worse!
That's
that's!
The
problem.
H
N
N
E
I
E
X
N
That's
not
correct
mr.
Lawrence,
we
didn't
suggest.
We
suggest
that
you
split
the
property,
that
you
divide,
the
property,
you
divide
the
property
and
then
ask
for
it.
He
went
ahead
and
this
is
typical.
This
is
typical
I'd
like
to
know
if
I'm
gonna
get
the
zoning
first
before
I
go
back
in
and
take
these
other
steps
sometimes
they'll.
Do
it
on
the
front
end.
Sometimes
they
won't,
but
I.
Think
the
Planning
Commission
made
the
right
decision.
N
I
N
B
B
A
Go
to
mr.
Demming
again,
it
appears
that
there's
needs
to
be
more
clarity
on
what
the
true
development
of
this
property
is.
There's
a
lot
of,
it
seems
like
we
don't
even
know
what
the
Community
College
is
intent
is
yet
and
before
we
jump
up
there
and
start
making
decisions,
it
seems
like
we
should
have
a
better
idea.
What
the
plan
is
of
what.
M
Demming
well
now
two
comments.
The
first
is
I
appreciate
every
time
you
say
it
has
to
come
back
for
the
council
and
it's
not
because
mr.
Lawrence
mr.
Barrett
have
been
here
every
time,
and
it
heard
you
say
it:
it's
because
the
people
behind
you
don't
hear
you
say
that
every
time
I
want
to
serve
them
and
it
doesn't
serve
them
whether
they
accept
that
or
they
don't.
It
does
come
before
us
and
we
have
the
authority
not
to
allow
that
to
be
a
foot
in
the
door.
Rather
just
one
property,
that's
changed.
That's.
N
M
Second
is
we're
considering
this
200
foot
property
and
if
we're
unsure
of
what
the
development
is,
he
can
tell
us
I
think
we
should
move
forward
with
this
instead
of
wait
for
the
plans
of
the
entire
property.
That's
when
those
plans
come
before
us
I
think
we
can
discuss
those
right
now.
This
is
a
front-facing
property
on
Pass
Road,
which,
if
there
is
one
of
our
major
thoroughfares
of
our
city,
it's
different
than
the
remaining
six
hundred
feet
or
that
strip.
That's
called
the
street,
that's
just
unimproved
land
at
the
moment.
That's
the
only
comments.
M
O
O
N
O
Looking
at
is
this
one
square
piece
of
property
that
already
has
a
commercial
building
setting
on
it.
This
was
if
this
was
zoned
neighborhood
business,
and
it
was
woods,
I,
wouldn't
support.
This
move
I
will
not
support
any
change
of
Zoning
behind
this
piece
of
property.
However,
there
is
already
a
business
on
this
piece
of
property.
So
in
essence,
if
we
don't
change
the
zoning
of
this
piece,
that's
highlighted
in
the
blue.
J
O
Support
the
going
forward
of
changing
the
zoning
on
this
piece
of
property
I
will
not
change.
I
will
not
support
any
change
of
Zoning
on
the
rest
of
the
property
in
the
future.
However,
I
feel
that
this
is
justified,
because
this
is
a
commercial
piece
of
property
facing
pass-through
with
a
commercial.
O
N
Typically
owners
like
to
know
the
zoning
before
moving
forward
any
developer
that
comes
in
wants
to
spend
the
minimum
amount
of
money
possible
for
applications
and
processes,
and
you
know
before
they
go
out
and
develop
plans
or
or
do
anything
else.
They
want
to
make
sure
that
the
zoning
is
correct.
At
least
most
lending
institutions
require
that
applicant
to
make
sure
the
zoning
is
correct
before
they
allow
anything
to
to
move
forward.
So
that's
that's
just
typical.
Okay.
P
H
N
H
H
H
H
Just
a
little
bit
of
history
as
near
as
I
can
tell
if
some
of
you
out
there
may
know
the
name
Teddy
Pulaski,
he
was
a
master
cabinet
maker,
a
beautiful
custom,
work
and
and
I
think
correct
me.
If
I'm
wrong,
I
see
some
head
shaking
I
think
that
this
was
his
shop.
So
so
at
some
point
I
my
suspicion
is
that
I'm
sure
he
was
properly
permit
and
everything
I
don't
know.
If
the
history
will
reflect
that,
but
I
would
just
ask
for
your
support.
H
E
A
A
You
know
a
year
later
or
two
or
three
years
later
would
have
better,
maybe
thought
out,
plan
the
same
plan,
but
either
way
loser
here,
but
we
got
several
residents
that
are
here
today
interested
in
what
our
decision
is
going
to
be
when
they
go
back
to
their
homes
and
open
their
doors
and
their
living,
and
we
have
a
business
owner
that
that
has
some
ideas
for
a
building
one
building,
and
maybe
maybe
we
need
to
pause
this
a
little
bit
and
wait
for
a
better
plan
in
the
future.
When
we
have
more
clarity.
Mr.
E
Pretty
much,
finally,
what
you
said
you
asked
the
people
to
come.
You
support
the
residents,
they
the
people
that
put
the
boats
they
do
with
Bill
Town
neighborhood,
and
yet
we
see
and
constantly
just
beat
them
up.
Y'all
come
talk
to,
but
we're
not
gonna.
Listen
to
you
cuz!
We
didn't
want
to
move
on.
We
want
to
move
forward
what
about
them?
What
about
their
lives?
What
about
that
backyard?
E
You
throwing
away
a
neighborhood
from
one
small
business
that
this
man
got
on
the
jackpot
here
so,
but
if
I
tell
you
run
and
they
was
moving
forward
for
what
what
about
them
who's
moving
forward
for
them,
they
represent
a
city
of
Block
C.
So
every
time
we
have
a
neighborhood
problem
and
we'll
morkul
we're
gonna
vote
against
a
neighborhood.
We
have
a
woman
walk
in
seven
five
and
forth,
or
it
was
just
vote
against
neighbors.
Could
we
have
one
bin?
It's
gonna,
say
the
city
of
Biloxi,
so
y'all.
E
E
Time
next
time
would
be
a
different
world.
You
get
beat
up
next
time
you
get
a
few
phone
calls
from
a
businesses.
You
changed
your
mind:
ain't
no
guarantee
you're
gonna
vote
for
anything
next
time
or
guessing
the
10x
now,
but
the
problem
is
you're
voting
against
the
neighbors
right
now
for
sure
right.
O
There,
first
of
all,
there's
no
one
laughing
at
anyone.
I
made
a
statement
and
I
said
I
give
you
my
word
that
I
am
NOT
going
to
support
any
further
rezoning
of
this
property
like
I
stated
before
it's
not
like.
This
is
a
piece
of
property:
that's
wooded
and
and
privacy.
The
building
is
sitting
there.
There's
access
to
pass
Road,
it's
pass
road,
frontage
property,
there's,
no
one
making
fun
of
anyone
laughing
it
at
a
resident
at
any
expense.
That's
a
ludicrous
statement!
Well,.
E
O
J
P
J
J
A
J
A
A
B
A
H
I
come
back
to
the
arguments.
I
recall
that
I
points
have
tried
to
make
last
time,
and
that
is
with
the
different
federal
funds
and
revenue
streams
that
are
out
there.
It's
nice
to
have
somebody
on
the
ground
around
the
table.
When
these
discussions
take
place,
I
recall
using
the
example
of
the
NGO
Mesa
money.
This
is
all
revenue
from
I
think
leases
out
in
the
Gulf.
Those
dollars
will
flow
to
the
states
and
come
through
the
counties,
not
the
cities,
for
example,
but
also
it
helps
to
have
somebody
up.
H
There
pleading
our
case
around
the
table
when
you're
dealing
with
the
inspector
general's
office
with
FEMA
I
can't
say
really
anything
more
than
I
did
last
time,
and
that
is
that
I,
don't
I,
don't
know
if
there's
anybody
knowledgeable
in
the
room,
or
certainly
not
as
knowledgeable
I
suspect,
as
mr.
heard
in
this
case,
but
I
think
it
would
be
money
well
spent.
Thank.
J
You
alright,
mr.
Carnes
yeah,
just
kind
of
echoed
the
same
thing.
Doctor
says:
they'll
say
it's
it's
better
to
go
with
somebody.
We
know,
then
they
go
out
and
look
for
somebody.
We
don't
know.
We
already
have
a
personal
relationship
with
them
and
I
think
it's
best.
It's
been
the
best
interest
of
Biloxi
Thank
You.
E
Mr.
Lawrence
go
back
to
anything.
I
said
before.
Thank
you
too
much
money,
you're,
paying
anybody.
The
man
had
just
signed
up
and
September
26
to
be
a
lobbyist
hasn't
been
a
lobbyist,
so
demand
those
are
70,000.
You
know,
do
the
next
five
months
free,
it
hadn't
been
a
lobbyist
anyway,
and
it's
for
the
BP
money.
He
says
ten
states
that
he's
got
there
would
meet
with
clip
Kirkland.
So
when
we
just
gonna
clip
up
there,
he
already
works
for
the
city.
E
O
B
A
M
A
H
The
first
thing
I'd
like
to
do
and
is
just
point
out
that
if
you're
a
director
you're
a
director,
you
got
a
lot
of
responsibilities:
you're,
not
an
hourly
employee.
There
is
no
such
thing
as
overtime
and
I'm
looking
at
the
resolution,
and
there
are
three
directors:
public
works,
Parks
and
Recreation
and
engineering
and
two
of
those
for
a
salary
of
80,000
and
one
is
for
a
salary
of
77,000
and
I.
Just
feel
like
we're.
Can
we
not
afford
$3,000
for
Parks
and
Recreation
to
make
all
of
those
salaries?
H
80,000
I
mean
about
all
the
directors
are
listed
here
and
I'm,
assuming
the
other
directors
are
80,000
or
in
that
neighborhood
and
I,
just
I,
don't
I,
don't
know
if
somebody's
trying
to
make
a
point
I,
don't
think
so.
I
just
think
it's
very
petty.
If
we're
gonna
pay
all
our
directors
at
least
80,000,
except
one
and
you
can
you
can
look
and
try
and
justify
you
know
with
equivalency
if
you
will
or
comparatively,
but
the
fact
of
the
matter
is
I,
don't
see
other
any
of
the
other
director
saying
man,
parks
and
recreation.
H
That's
the
job
to
have
I
want
to
be
the
director
of
that
department.
Now
I
want
to
make
it
clear.
I
didn't
have
a
conversation
with
the
director
of
Parks
and
Recreation
until
just
before
this
council
meeting
started
and
what
I
said
was
I
think
you
should
be
paid.
What
the
other
directors
that
are
up
for
promotion
are
paid
and
I
just
think.
It's
the
fair
thing
to
do
the
nature.
The
of
each
of
these
directors
jobs
is
different.
H
A
A
M
B
B
These
people
guarantee,
if
we
lost
one
of
these
folks
that
dedicated
like
you,
can
hardly
explain
that
would
cost
you
a
lot
more
money
to
replace,
replace
that
it's
well
worth.
You
got
to
keep
employees,
employees
make
you
money,
and
these
are
valuable
employees
they're
worth
whatever
it
is,
whether
it's
$3,000
you
know,
but
the
position
that
you
know
the
arithmetic
shows
it's
about
a
4%
increase.
There
deserve
it
of
it
and
that's
my
position.
I
think
our
budget
can
handle
that
the
difference.
Of
course
we
could
handle
what
we
proposed.
E
B
E
M
M
B
Know
I
think
if
you
look
back
at
the
5
percent,
across-the-board
in
certain
directors
were
not
part
of
that
thing
back
in
2015
and
16,
when
we
did
that
you
know
this
is
a
way
and
again
we
were
moving
thousands
of
dollars
around
in
the
budget
cycle.
Let's,
let's
go
around
with
revenue
trying
to
balance
revenues
and
expenses,
and
now
pretty
much
into
this
was
considered
to
get
these
people
back
to
it.
You
know
a
comparable
scale,
so
you
know
we.
B
Every
iteration
was
cut.
This
increase
that
so
that's
one
of
the
reasons
why
I'm
kind
of
responsible
to
George-
but
you
know
it
is
something
again
say,
but
we
want
to
make
sure
that
everybody
is
engaged
in
and
sees
the
value
in
terms
of
compensation.
I
mean
not
just
these
three
directors,
but
everybody
that
works
for
us
and
I
think
everybody's
treated
fairly,
and
this
is
just
something
I
think
that
we
need
to
address.
A
The
other
thing
I-
and
this
goes
to
George's
point
too-
is
that
during
our
budget
discussions,
if
there
was
going
to
be
a
move
in
this
direction,
we
should
have
had
a
little
bit
more
and
I'm
gonna.
It's
probably
not
the
right
word,
but
a
little
bit
more
transparency
that
this
is
was
gonna,
come
up
that
there
was
gonna,
be
an
increase
in
the
director's
compensation
and.
B
A
B
J
This
I
know
we
gave
our
employees
a
raise.
I
think
you
said
2015
it's.
What
we're
looking
at
and
of
course,
is
deserving
for
our
directors,
we'll
do
a
good
job
and
do
a
hard
job,
but
in
the
next
cycle,
I
wanted
to
look
strongly
look
at
our
employees
that
we
have
our
salary
and
employees,
and
there
are
a
lot
of
jobs
out
there
that
are
not
appropriately.
J
E
My
answer
back
to
me
surprised
that
Robert
even
said
anything
nice
about
me.
That's
amazing,
but
my
problem
is
you
give
somebody
making
$32,000
a
year
3%
of
raise,
there's
nothing
when
you're,
making
sixty
and
seventy
thousand
to
get
3%
raise
it's
a
lot
of
money.
It's
a
big
difference
and
that's.
Where
he's
a
half
way
right.
There
are
people
digging
into
dishes,
so
we
don't
care
if
they
all
quit
Danny
making
enough
money,
so
anybody
digging
them
dishes
they
can
quit
and
we'll
just
replace
it
with
somebody
else.
You
know.
B
E
Problem
is
we're
not
taking
care
of
people
to
do
a
lot
of
the
work
and
all
these
jobs
are
not
to
create.
Is
the
same
parks
and
recreations
the
police
department,
the
fire
department
they're
all
different
type
of
job,
each
one
a
different:
that's
why
there
was
different
steps
and
salaries.
They
are
not
the
same
type
jobs.
So
I
always
had
a
problem
with
that,
not
that
they
don't
work
hard,
but
they
all
do
they
do
things
different
and
they
run
different
apartment.
How
many
people
have
got
in
the
fire
department?
E
170,
I'm,
gonna
Peter
got
the
police
department
iron
70,
how
many
people
they
got
in
porks,
30
I,
don't
know.
Ii
got
cherry
is
a
big
different
than
job
and
the
reason
there
was
different
pay
because
it
was
different,
directed
did
different
thing,
so
they
all
can't
just
be
equal.
Haven't
I,
never
thought
that.
So
you
know
Justin
someone
what,
but
it's
just
my
take,
and
no
you
definitely
need
to
look
at
doing
something
would
keep
stalling
about
four
years
ago
to
get
my
5%
raise
and
for
thing
getting
ready
sunset.
E
A
A
Carries
mister
dimming
was
not
present.
A
H
A
H
Z
H
Z
Z
E
I
E
A
E
Like
to
explain
Sieg
says,
decreased
an
increase,
what
we
decrease,
what
we
increase
and
I
found
a
24,000,
we
decrease
and
our
guests
saying
normally
any
time
you
deal
with
an
insurance
company,
they
always
say
he's
$20,
but
they
increased
fees
somewhere.
So
we
were
probably
cost
a
hundred
thousand
but
they're
doing
Mountain
listed
in
there,
but
they
don't
explain
it
that
way.
Yeah.
G
Associated
adjusters,
they
went
from
something
like
65
an
hour
to
75
an
hour
in
Frank
had
mentioned
that
in
the
budget
meeting
that
that
was
going
to
take
place
when
they
approve
this
thing
when
they
put.
The
resolution
on
the
resolution
said
no
change
in
fee,
and
so
this
is
actually
to
clean
that
up.
The
other
thing
is
they
charge,
I.
G
E
G
And
I
believe
you
know
every
time
there's
a
claim
with
Oscar
Rinda.
They
have
to
send
out
three
or
four
letters
for
every
little
claim,
and
the
thought
was
to
that.
Those
claims
are
now
decreasing,
as
the
project
goes
on,
so
their
overall
expenses
for
administration
is
going
to
go
down.
We
expect
in
the
next
year
the
total,
even
though
their
hourly
rate
is
going
up
slightly.
The
total
rate
should
go
down.
The
total
amount,
total
expense.
Q
E
B
E
E
AA
This
is
is
basically
the
money
that
we
spent
in
the
budget
on
the
expenditure
side
and
recognized
an
eighty
seven
point,
five
percent
of
that
to
return.
In
fact
this
past
week
we
did
get
a
reimbursement
on
Nate
of
72,000,
but
even
though
we
won't
get
it
right
now,
the
budget
this
is
this-
is
how
we're
going
to
do
the
budget.
We'll
probably
get
most
of
that
in
this
year,
that
we
rena
the
revenue
side.
E
B
P
B
Board,
as
well
as
the
blocks
of
public
schools,
so
that's
what
we're
going
to
do
and
and
see
where
the
future
brings
again.
This
is
an
opportunity,
for
you
know
both
the
kids
in
the
district,
that's
impacted
as
well
as
the
future
residents
and
the
ones
they
have
no
children
in
school,
but
that's
about
75%
there's
an
opportunity
to
lower
taxes,
lower
the
millage.
That's
not
really
the
lower
the
millage
that
they
pay
to
a
school
district
that
they
have.
No
part
of
you
know.
B
B
G
Our
position
out
there
and
see
what
the
response
is
I
mean
even
if
it
if
it
passes
or
doesn't
pass,
there's
still
some
things
that
we
could
do
as
far
as
our
voice.
In
our
objections
and
any
residents
that
that
want
a
shift
territory
up
there
I
mean
they
have
a
right
to
be
heard
too.
So
there's
different
mechanisms
to
be
done.
B
E
But
they
they're
forcing
the
girls
schools
I
did
know
now,
that's
to
probably
have
that
stuff's
gotta
be
changed.
I,
always
understood
everything.
We
said
about
a
Mississippi
power
grid.
You
know
70
80
years
ago,
pretty
school
system
and
that's
why
we
never
could
take
in
Woolmark.
So
that's
why
I'm
gonna
need
there's
got
to
be
some
changes
made
just
like
the
county
county
has
no
land.
The
city
of
Luxor
needs
to
get
paid
for
what
they
do.
Well,
we
were
just
a
bigger
city.
E
Now
we
have
way
more
land,
so
I've
got
to
go
to
st.
changing
yeah
I
wanna
spend
some
money
on
stuff
to
go,
spend
somewhere
and
change
the
things
that
can
help
the
city
of
Biloxi.
It
was
a
huge
we
fight
losing
seventy
eight
million
dollars
a
year
with
the
county.
That
should
be
our
money
and
they
all
both
them
side,
but
we
fixed
it.
No
taxpayers
money
fixing
this
stuff,
not
y'all.
It's
a
city
of
Biloxi
taxpayers,
paying.
B
E
O
Want
to
address
whatever
letter
that
is
as
well:
it's
okay,
yeah,
just
really
really
really
briefly.
This
affects
my
ward,
more
so
than
any
other
Ward
outside
of
Kenny's
Ward.
This.
This
affects
no
one
else.
As
far
as
if,
if
taxes
were
to
increase
in
the
county,
it
would
be
Ward
7
and
basically
one
subdivision
in
Kenny's.
Ward
I
do
believe
that
the
residents
children
who
live
in
the
city
of
Biloxi
should
have
the
right
to
attend.
O
Biloxi
schools,
if
they
so
choose
without
paying
a
tuition,
I
believe
that
the
residents
should
have
the
right
to
pay
a
lower
millage
rate,
especially
the
ones
who
have
no
children
in
the
school
district.
I
have
one
I
have
two
children:
one
of
my
sons
attends
a
Harrison
County
school,
my
wife
taught
in
the
Harrison
County
school
district
for
over
15
years,
but
this
bond
issue
is
more
than
just
about
overcrowding.
It's
more
than
just
building
schools.
O
It's
pretty
it's
making
schools
safer,
it's
improving
other
schools
that,
and
so,
while
I
do
support
us,
making
the
move
to
do
what
we
can
do
to
make
it
possible
for
the
people
who
are
residents
of
Biloxi
to
attend
the
Biloxi
schools.
I'm
gonna
stain
from
voting
on
this
particular
item,
because
I
don't
want
to
I
want
to
I,
don't
want
it
to
be
said
that
I
oppose
furthering
think
making
things
better
for
the
education
of
others.
O
That's
not
even
a
that
isn't
in
the
city
of
Biloxi,
and
this
doesn't
affect,
and
so
I'm
gonna
abstain
from
voting
on
this
and
I
do
want
to
make
it
clear.
I
do
I
would
like
to
see
us
make
it
possible
for
the
people
who
were
in
the
city
of
Biloxi
to
attend
city
schools.
However
I'm
not
going
to
support
the
the
resolution,
because
I
don't
want
to
oppose
helping
other
students
throughout
the
county.
So
mr.
H
B
H
Harrison
County,
so
if
I've
got
a
$200,000
house,
that's
a
chunk
chunk
of
money
a
year
and
if
memory
serves
me
right
roughly
in
the
general
population
about
one
out
of
five
residents
has
a
connection
to
the
school
district,
whether
it's
a
child
or
a
grandchild,
I
suspect
a
number
of
people
out
in
the
world
market
area
may
not
have
kids
in
school.
Retirees
might
like
an
opportunity
to
see
their
taxes,
perhaps
lowered
by
twelve
Mills.
Is
so
again.
That's
the
chunk
of
change.
You.
P
H
Assume
when
you
said
he
gets
complicated
if
this,
if
this
referendum
is
approved,
then
at
some
point,
if
we're
looking
to
work
this
out
now,
how
are
you
going
to
apportion
that
new
debt
and
are
those
folks
in
the
wool
market
area
if
those
residents
become
part
of
the
bloody
School
District
I'm,
assuming
they're
still
gonna
be
dinged
for
that
debt
well
state,
since
they
voted
on
it
at
the
time
so
and
I
know.
This
is
a
question.

Pay
para:
they
were
promised
in
a
number
of
areas,
the
governor
from
the
Washington
and
so
forth-
that
this
is
important
MDA
and
some
of
these
other
folks
said
you
don't
worry
about
your
money.
You'll
get
your
money
so
right
now
the
money
we
have
is
ten
million.
Outside
that
gate,
we're
worried
about.
B
E
A
All
right
any
other
items
I
will
go
ahead
and
vote
on
the
consent
agenda
and
we'll
get
the
exceptions
after
we've
approved
the
consent
agenda,
all
in
favor
of
the
consent
agenda.
Those
opposed
motion
carries
now
we'll
go
with
the
exceptions.
Mr.
Lawrence,
okay,
mr.
Gowens,
miss
Newman
all
right
H
for
mr.
Demming,
all
right
for
mr.
Tisdale
mr.
Barrett.

I
B
T
A
E
AB
B
Let
me
say
this
too:
yet
we
have
paid
those
bills.
So
that's
a
big
thing,
those
expenditures
you
know
yeah
we're
talking
about
in
anticipation
we're
just
getting
reimbursed.
So
this
whole
system
is
it
works
a
little
bit
different
than
normal.
You
got
to
show
them
a
canceled
check,
then
they'll
consider
your
reimbursement.
Would
Walt
has
just
talked
about
they've,
considered
the
reimbursement
they're
getting
ready
to
forward
through
the
process,
those
numbers
that
will
keep
us
60
days
they
had
and
floating
through
the
rest
of
these
two
major
operations
that
we're
in.
AB
E
AB
E
H
B
Work
we
are
paying
we're
paying
them
one
one
time
a
month,
just
like
we
do
Hill
and
everybody
else,
and
then
that
one
month
we've
got
to
have
sufficient
cash
flow
to
keep
that
going.
So,
hopefully,
the
timing
of
everything
keeps
us
sixty
days
ahead.
So
once
a
month,
we
ask
you
to
pay
this
claim,
whether
it's
Oscar,
Enda
or
Hemphill,
whoever
so
that's
how
the
process
works.
Well,
you
got
to
pay
it
first
then
go
ask
like.
E
AB
E
AB
B
Just
a
just
a
minute,
a
couple
of
points:
they
have
been
we've
encouraged
by
the
number
of
subs
and
some
of
the
subcontractors
that
they
passed
a
lot
of
their
load
on
and
Jimmy
Lane
being
one
of
them
and
he's
working
some
significant
project.
He
knows
how
to
lay
deep
sewer,
and
you
know
the
thing
about
is
they've
explained
to
me
whether
you're,
six
foot
down
or
24
foot
down
you
get
still
paid
the
same
amount
of
money,
but
it
takes
a
lot
more
work
to
to
get
bill
for
it.
B
So
there's
a
lot
of
complications
in
in
how
this
thing
process
happens.
We're
kind
of
distorted
in
that
that
last
surface
coat
the
binding
coat
is
laid
a
lot
of
places.
You
know,
Warren
paving
is
the
one
who's
contracted
to
do
this
and
when
they
get
the
go-ahead
to
go,
pave
it.
That
will
be
a
lot
of
money
in
a
chunk,
but
it
will
go
fast
and
you
know
that's.
B
In
my
opinion-
and
you
know
it's
the
way-
the
system
works
and
I
think
we're
in
a
position
in
a
few
months
to
pay
the
rest
of
the
mark
that
eleven
million
dollars
that
we
were
catching
up
having
to
catch
up,
people,
vendors
that
were
120
days
old,
so
I
think
the
progress
to
answer
your
question.
I'm
satisfied
with
the
progress
and
the
outlook
on
how
we
get
home,
we're
not
home
yet
and
I
can't
tell
you
what
date
will
be
home,
but
we're
doing
a
big.
A
I
H
That
run
from
one
street
to
another
that
currently
you
can
place
your
trash
garbage
whatever
for
pickup
on
the
front
at
curbside
at
that
street
or
the
back
curbside
on
that
street.
Well,
it
may
be
that
the
back
of
my
property
is
where
I
pile
all
my
trash
put
my
garbage
carts
out
and
recycle
bins,
because
that
way,
I
don't
have
to
look
at
it
in
the
front
now
my
neighbor
behind
me,
his
property
faces
the
back
of
my
property.
