solicit
funds
through
local
sponsorships,

have
what's
called
a
matching
program
so
where
the
charities
can
come
through
our
program,
they
receive
100%
of
the
proceeds
that
they

raise,

addition

us,
covering
all

administrative
fees,
the
administration
of
the
paperwork,
and
so
what
they
see
is
100%
pass
through
to
the
dollars,
as
well
as
a
matching
on
pool
based
off
of
a
number
of
dollars
raised
and
there's
a
you
know,
some
competition
to
raise
additional
funds
to
have
additional
bonus
dollars.

first
quarter
of
this

it

one

me
sad
but
happy
to

like
to
call
Battalion
Chief
Michelle
Crowley
up
Rochelle
Crowley
has
been
keeping
us
all
safe
for
the
last
few
years.
Let
me
start
by
reading
the
proclamation
and
you'll
know
a
little
bit
more
about
her,
whereas
devoting
her
time
and
energy
as
a
firefighter
with
Biloxi
and
assuming
responsibilities
essential
for
the
safety
of
her
citizens
for
nearly
26
years,
battalion
chief
Michelle
Crowley
has
and
has
now
entered
into
retirement.

After
after
doing
service,
Michelle
raised
awareness
to
the
hurricane
warning
signs
and
helped
capture
and
coordinate
almost
two
million
dollars
in
state
and
federal
grants
for
the
department
things
like
the
fire
boat
that
you
see
you
got
guys
out,
driving
around
and
so
forth.
Those
are
all
her
grants
that
she
got
for
us,
whereas
Michelle
demonstrated
her
strong
commitment
to
the
fire
service
in
the
community
and
was
recognized
countless
times
during
her
career.

she
stalks
out
one
other
thing,
I've
got
to
tell
you:
I
go
around
to
all
the
fire
departments
in
the
city
and
have
lunch
mostly
because
they
cook
very
well,
and
but
it's
a
chance
to
get
the
firefighters
to
tell
you
what's
going
on,
and
they
always
have
something
to
tell
you
about.
What's
going
on
and
one
of
the
things
I
realized
about
this
fire
department,
with
its
nine
fire
station
soon
to
be
10
is
a
very
few
of
them.

like

say
it's
been
a
pleasure
working
with
Nichelle.
We
very
seldom
come
across
people
professionals
who
act
professionally
throughout
their
entire
career.
She
rose
through
the
ranks
from
a
rookie
all
the
way
up
to
battalion
chief.
That
is
a
feat
in
itself.
Probably
1%
of
the
department
achieves
that
goal
and
for
her
as
a
female.
The
single
female
for
most
of
her
career
to
be
able
to
achieve
that
was
was
was
a
lot
and
but
she
did
it
and
she
did
so
much
for
the
department
she
brought
so
much
and
I'm.

I
don't
know
if
I
can
follow
all
that,
but
I
just
wanted
to.
Thank

a
community
you've,
you
have
taken
care
of
making
sure
that
we
have
the
best
equipment
that
we
are
on
target
for
taking
care
of
everyone

hurricane

to
raise
awareness
for
the
type
of
emergencies
that
we
dealt
with
every
single
day

this

tell

been

mentor

me
my
entire

no
clue

worked

shift

I've

so
fortunate

receive

many
pieces
of
equipment
and
also
have
brought

firefighters
on
duty
to
increase
the
amount
of
firefighters
that
are
actually
work
for
our
community.

of

Presley.

the
history
regarding
his
success
and
his
legacy.
So
today
we
would
like
to
recognize
Elvis
on
his
birthday
on
his

and

thank

legacy

the
memories
and
also
for
the
accomplishments
he
did
for
the
state
of
Mississippi
and
for
our
musical
heritage
of
our
greatest
state,

Elvis

also

The

two
nights
at

Airman's

and
as
it
was
at
this
first
Keesler
performance,
that
a
beautiful
local
girl
named
June
Monaco
would
meet
Elvis
for
the
very
first
time
on
a
trip
to
Texas,

and
Elvis
heard
a
song.

was

suggested
that
Elvis
record
that
song
and
in
1960
he
did
just
that.

would
not
be
the

would

the

carnival
season

little

longer
in
2019

we

then
in

North
project

18
meeting,

city
passed
a
resolution
to
hold
the
public
hearing
on
a
proposed,
amended
and
restated
tax,
increment
financing
redevelopment
plan
and
the
date
for
that
hearing
was
scheduled
for
tonight.

advertised
that
in
the
Biloxi
press
and
gave
the
world
notice
that
that
plan
was
on
file
at
City
Hall.
If
anyone
wanted
to
come
and
look
at
it.
So
tonight
is
the
date
for
the
hearing

see
that
that
one
night
it
was
really
spectacular

hope

there

be
support
in
permanent
lighting
for
City
Hall
for
Mardi
Gras
as
well
as
other
occasions.

lighting
system

can
put
up,
that
you

change

holidays

response
on
Saturday

tremendous.

had
a
lot
of
people

for
that
event

cancer

doctor

He
chose
here.
We
had
been
coming
here
for
seven
years
and
we
were
impressed
with
how
much
you
kept
your
city
clean
and
you
kept
your
crime
rate
down
and
how
well
you
ran
your
city
to
be
truthful
and
so
I
started
looking
into
where
we
might
be
able
to
buy
a
small
condo
or
something
I
did
my
due
diligence.

Regulations
stated
that
there
weren't
short-term
rentals
at
Cypress
Cove
they
were
had
to
be
30
days
or
more.
That
is
why
we
chose
Cypress
Cove
now,
for
you
who
do
not
know
how
Cypress
Cove
is
set
up.
It
is
a
big
circle
with
all
of
our
doors
opening
up
to
a
common
area,
so
there
is
no
way
that
we
don't
know
each
other
and
know.

What's
going
on
and
I
have
made
wonderful
friends
in
a
very
short
time
since
we've
had
the
short-term
rentals,
it
has
been
a
disaster
and
you
will
hear
the
other
side
and
I've
got
to
tell
you.
We
have
every
right
to
enjoy
our
homes,
okay
and
for
many
of
us
this
is
our
last
stop
and
we
have
a
right
to
the
security.
We
have
a
night
a
right
to
have
it
clean
all
of
us
seniors
that
are
there
or
run
for
people
who
have
owned
and
lived
there.

maintain
the
property
because
it's
our
home,
okay,
I've,
had
the
experience
of
I
was
a
counselor
for
45
years
and
I
had
told
to
other
couples
of
our
friends
about
Cypress
Cove.
They
were
going
to
buy
units
the
day.

them
up
to
see
it.
One
of
the
short-term
rentals
had
garbage
all
over.
Somebody
will
tell
you
that.
That's
not
true,
it's
very
true
and
everybody
saw
it
and
cigarette
butts
all
over
the
ground
and
I
knocked
on
the
door,
and
this
guy
came
to
the
door.
I
know
they
were
doing
coke.

that
was
my
career
for
forty
five
years
with
a
counselor
I'm
not
stupid.
He
came
right
up
to
my
face
and
I
told
him
you
clean
that
up.
This
is
our
home
and
he
just
walked
right
up
as
close
as
he
could
and
I
said,
you're
not
going
to
intimidate
me
and
I
said.
If
you
don't
cleaned
up,
I
will
call
the
police,
but
the
dogs
have
that.

Lee
Cameron.
We
bought
our
condo
six
months
ago
with
this
distinct
understanding.
This
was
zone
30,
no
short-term
rentals,
and
that
is
the
main
reason
we
bought
there.
We
did
not
want
to
live
into
a
hotel
type
environment
and
since
about
two
months
after
we
moved
in
we've,
noticed
short-term
rentals
being
allowed
to
go,
and
it's
been
nothing
but
noise,
not
all
of
them.

I'm
not
saying
everybody's
been
too
easy,
but
it
has
been
a
problem.
My
neighbors
had
to
go
upstairs,
knock
on
the
doors
and
stop
fights
from
couples.
Other
neighbors
had
to
call
the
police
on
people
and
it's
just
gotten
out
of
hand,
and
we
did
not
sign
on
to
live
in
a
hotel
type
environment.
They
tell
us
to
people
who
own
these,
that
after
they
leave,
they
come
clean
up
and
make
sure
things
are
done
right,
but
there's
no
one
there.
During
the
proton
dose
people
occupy
those
units.
We
have
to
be
the
police.

We
have
to
be
the
front
desk
clerk
to
see
and
monitor
what
goes
on.
That
is
not
our
job,
that's
our
home!
That's
our
residents
and
that's.
Why
want
to
retire
and
spend
the
rest
of
my
life
and
I?
Don't
want
to
spend
it
not
knowing
who
my
neighbor
is
every
other
day
in
us.
That's

I
have
to
say

take

I
reside
with
my
family
at
1302
Beach
Boulevard.
We
have
been
there
for
over
27
years.
We
live
across
from
Cypress
pro/con,
many
ins,
where
the
owner
of
unit

applied
for
short
term
rental.
My
family
and
I
are
opposed
to
this
short
term
rental,
along
with
other
homeowners
in
the
neighborhood.
After
Katrina,
we
made
a
decision
to
rebuild,
as
others
at
a
high
cost
of
construction,
insurance
and
taxes.

This
short
term
rental
brings
uncontrolled
loud
music
guests
overload
illegal
activities
and
coming
and
going
of
traffic
at
all
hours
of
the
night.
This
change
would
make
our
neighborhood
very
undesirable
and
lower
our
property
values.
Why
subject
the
other
condo
owners,
the
long
term
renters
and
a
homeowners
to
this
change?
We
don't
want
it
and
we
don't
want
to
police
vacation
rental
guests.
We,
the
neighborhood,
were
promised
years
ago.
There
would
be
no
short-term
rentals
on
this
property
before
the
owner
received
the
OK
to
rezone
this
to
our
and

this
has
been
exciting
to
come
here.
I
think
this
is
a
beautiful
building
that
I
haven't
been
here
yet

and
I've
lived
here,

want

rezoning

the
other
ones
that
you
saw
I
have

homes
of
1283
and
1279
they
have
increased.
Garbage
in
my
yard
seems
to
be
a
good
activity

people
like

do

throw
stuff
over

out

few
things

rules
were
made,

we

someone
that
wants

undermine
the
standards
and
take
away

to
see

left

destroyed

parties
are
disruptive.

attitude.

these
people

driver's
license

escaping
from
other
states

bad

tolerable

over

knows

it's
like
to
live
through
spring
break:

pay
the
taxes.
These
people
are
profiting
and
they
don't
care
about.
Where
we
live,
they
live
in
North
Carolina.

North
Carolina

neighborhood

converted

apartments

these
units

people
who
wanted
long-term
residents
as

as
investors.

purchased
with
the
intent
of
short-term
rentals
and
28
are
still
owned

developer,
making

79%
owners
in
favor
of
short-term
rentals,

only

units

a
board

researched

complaints
that
were
brought
before
the
Planning
Commission
on
November
15th,
to
which
I
only
found
four
that
could
be
confirmed.
None
of
these
were
documented
or
turned
over
to
the
original
management.
The
incidents
involving
a
drug
overdose
overdose-
it
was
a
long-term
renter,
had
nothing
to
do
with
the
short-term.

instances
were,
a
dog

entered
the
pool
area
wasn't
immediately
contained
children,

without
an

The
last
instance
was

kind
gesture
by
our
maintenance
man,

resident,
told

tenant

by
the
door
that
he
would
dispose
of
it
for
them.
It
should
also
be
known
that
HOA
bylaws
only
allowed
two
persons
for
bedroom
with
it,
whether
its
long-term
resident,
a
long-term
renter
or
a
short-term
rental.
So
no
large
groups
are
allowed
by
the
Association
since
these
incidents
occurred.

has

an
April
cook

on-site
manager
one
day
a
week
and
is
paid
by
the
Association.
Miss
cook
has
implemented
a
method
for
all
owners
to
report,
repairs,
suggestions

that

owners
can
agree
that
some
of
these
improvements
have
been
made,
and
it's
been.
A
senseless
effort
has
been
put
in
place
based
on
the
nine
standards
that
are
required
in
the
LDO
of
the
city
of
Biloxi.

in

in
November,
15th
I
feel
the
council.

they
had

chance

the

from
the
other
owners,
a
conditional

researched

is
imperative
on

quality
of
the
property,

maintenance
