Whereas
pet
partners
has
designated
April
30th
as
National
therapy
animal
day,
whereas
pet
partners
therapy
animal
teams
in
Biloxi
play
an
essential
role
in
improving
human
health
and
well-being
throughout
through
human
animal
Bond
pet
partners.
There
therapy
animal
teams
make
millions
of
visits
per
year
to
hospitals,
nursing
homes,
schools,
hospice
and
interact
with
a
variety
of
people
such
as
veterans,
senior
citizens,
patients,
students
facing
literacy
challenges
and
those
approaching
the
end
of
life,
whereas
these
exceptional
therapy,
animals,
who
partner
with
human
companions,
bring
comfort
and
healing
to
those
who
need
those
in
need.
C
B
F
B
G
I
need
a
dolphin
hydramine,
that's
a
chemical
name
for
Benadryl
I'm
allergic
to
dogs,
but
it's
all
right.
We
made
it
first
thing:
we
welcome
the
Thunderbirds
coming
in
this
weekend
should
be
a
great
air
show
for
the
city
of
Biloxi.
That's
always
a
good
event.
It's
always
a
couple
great
days.
I
think
the
weather's
supposed
to
hold
out
and
be
pretty
good.
But
that's
that's
a
should
be
a
good
thing
for
the
city
of
Luxor.
G
C
G
Yeah
we
need.
We
need
to
look
at
that
pretty
quick
right.
We
need
to
put
something
in
place.
You
know,
so
we
have
to
have
all
that
ready.
You
know,
I
know.
Florida
had
roadblocks
had
all
kinds
of
things
that
and
looked
at
all
the
cars
that
come
in
town
there's
a
lot
of
things
that
we
can
do
to
protect
the
citizens,
so
those
things
need
to
be
put
in
place.
Pretty
quick,
yes,.
C
Right,
let
me
add
we're
planning
on
making
some
actually
on-site
visits
to
Miami
and
Panama
City.
G
I
Let
me
just
add
two:
what
we
also
need
to
look
at
as
well
is
some
of
the
permitting
and
some
things
that
fall
under
the
ldo,
just
someone
renting
their
property
for
the
weekend,
and
so
some
of
those
things
need
to
be
looked
at
and
layered
on
top
of
this,
and
some
of
those
are
in
the
ldo
that
are
going
to
have
to
go
through
text,
changes,
I,
believe
and
go
through
the
Planning
Commission
as
well,
but
but
that
needs
to
be
a
part
of
it,
not
just
ordinances.
On
events.
G
No,
that
that's
also
that's
a
good
thing
to
do,
but
I
mean
when
the
chief
said
last
time
we
had
to
meet.
He
said
a
lot
of
people
came
down
to
Biloxi
to
help
him
so
they're
not
coming
back.
That's
not
a
good
thing,
not
that's.
When
you
create
a
lot
of
problems
with
people
here,
not
saying
all
them
bad
anything
like
that,
but
you
have
to
be
out
of
control
the
citizens
and
take
care
of
all
these
problems
that
we
have.
Those
are
the
important
things
for
the
city
of
bucks.
G
J
Yes,
we'll
be
having
a
ward
3
city
council
meeting
at
Donald
Snyder
at
5
30
tonight
again
award
three
meeting
at
Donald
Snyder
at
5
30
tonight.
Thank
you.
K
Chief
Mr
Mayor
I
received
an
email
from
it
says:
Mississippi
black
spring
break
2024..
Did
you
receive
this
email
and
it
appears
that?
Are
they
organizing?
This
is
this
a
is
this
an
individual
that
can
communicate
and
work
with
the
city
on
making
sure
that
events
happen.
H
And
we're
looking
at
that
now
I'm
sure
that
was
sent
out
intentionally
right
now.
You
know
for
multiple
reasons,
but
it
has
the
dates
of
spring
break
next
year
and
yeah.
Okay,.
K
I
just
didn't
know
if
they
had
a
contact
component,
that
I
didn't
see
where
you
guys
could
work
with
this.
This
group,
if
it
is
going
to
try
to
organize
like
cruising
the
coast
or
or
any
of
the
other
events
that
happen
here
and
and
run
a
lot
more
smoothly
than
than
the
spring
break
event
right
right.
B
B
Yes,
okay,
you
have
a
show
thank.
K
K
K
A
K
Just
look
just
be
able
to
tell
them
something
absolutely
and
is
is
Miss
lavata
here
today,
I,
don't
I'll
reach
out
to
her
by
email.
Thank
you,
Miss
Belle!
That's
all
I
have.
B
D
Several
things
tree
committee
has
vacancies
in
ward,
3
and
Ward
7.
L
D
So
ward
3
is
on
the
way
and
then
we're
still
looking
for
somebody
in
Ward
7,
though
right.
Okay,
good
appreciate
that
next
next
question
sorry
traffic
signal
at
Irish,
Hill
and
White
Avenue
I-
think
now
that
the
main
gate
is
open
on
division.
Do
we
can
we
do
something
at
that
intersection
to
so
we
don't
have
traffic
stopping
there
at
red
lights
when
there's
no
traffic
coming
the
other
way,
yeah.
C
Primarily,
it
was
supposed
to
be
East-West
traffic
and
only
interrupted
and
I.
Think
Landing
was
working
on
the
signalization
where,
unless
you,
unless
you're
coming
from
White
Avenue
going,
you
know,
North
it'll
stay
green,
mostly
easy
east
to
west
till
you
interrupt
that
cycle.
So.
L
D
Okay,
so
we're
working
on
that.
Thank
you,
water
fountain,
at
Pennzoil,
Park
I'm,
not
letting
go
of
it
been
working
on
this
for
two
years,
cost
about
I
figure,
six
or
seven
thousand.
We
could
get
it
done.
D
M
President
I
know
the
events
from
a
couple
weekends
ago
are
still
in
everyone's
mind.
I
do
want
to
thank
the
mayor
for
coming
and
addressing
the
Mississippi
hotel
and
Lodging
Association,
along
with
other
leaders,
Matt
McDonald,
Beverly,
Martin,
Linda,
Hornsby
I
think
it
was
a
a
good,
honest
and
a
direct
conversation
that
we
had
and
I
really
appreciate
that
mayor
I've
also
been
in
touch
with
Dan
Rhode
Dan
Rose,
the
executive
director
of
the
Panama
City
tourism
commission.
M
He
shared
some
information
and
I'm
sure
y'all
are
probably
be
getting
some
information
from
his
office,
but
he'd
like
to
offer
any
assistance,
as
he
possibly
could.
John
Deegan
is
their
Beach
police
officer
as
well
for
the
beach
police
and
he
had
some
good
insight
as
well.
I
I'd
also
like
to
express
my
concern
for
the
entire
Community
I
know
this
issue
that
we're
discussing
is
frustrating
for
a
lot
of
people
that
want
to
celebrate.
M
You
know,
get
together
and
celebrate,
and
everything
and
and
I
know
we
do
invite
everyone
to
come
and
visit
our
beautiful
city.
But,
like
these
other
venues,
we
do
need
to
take
a
good
look
at
it.
We
do
want
to
be
make
sure
that
we
send
the
right
message
that
we
have
an
inclusive
community
and
the
council
sits
up
here
ready
to
work
with
you
mayor
to
get
all
the
facts,
so
we
can
make
make
the
right
decisions
going
forward
and
that's
that's
all
I'll
say
on
that.
M
That
topic
I'd
like
to
congratulate
the
Biloxi
High
baseball
team
and
Coach.
First
year,
coach,
Haughton
Buchanan
for
winning
the
district
for
Biloxi
High.
They
now
move
on
to
the
playoffs
and
we
we
certainly
wish
them
well.
I
do
have
a
few
issues
in
my
ward.
One
is
on
the
agenda
today
for
some
continued
code
violations.
We've
extended
a
couple
of
extensions
to
one
of
the
property
owners,
but
not
much
progress
has
been
made.
M
So
I
would
ask
that
y'all
support
code
enforcement,
Community
Development,
moving
forward
to
rectify
those
code
enforcement
violations.
M
Let's
see
the
tennis
courts,
the
lighting
out
there
and
I
know.
As
we
move
to
I
know.
It
may
not
be
part
of
the
scope
of
work,
but
perhaps
in
this
next
fiscal
year
we
can
get
some
quotes
on
some
some
lighting,
the
LED
lighting.
It
looks
like
the
the
is
the
way
to
go.
M
The
lighting
out
at
the
tennis
courts
are
are
kind
of
outdated,
they're,
the
real
what
high
sodium
or
whatever
the
whatever
the
kind
of
lighting
they
are,
and
it
it
really
blinds
you
when
you're
out
there
trying
to
play
tennis
and
toss
the
ball
up
in
air
you're.
Looking
at
these
lights,
that
really
are
not
equipped
for
a
tennis
court.
M
So
I
would
ask
the
administration
to
possibly
add
that
for
review
to
take
a
look
at
it
and
then
finally,
Community
development
director
I'd
like
to
charge
you
with
with
looking
at
that
area
along
Old
Highway
67.
Some
of
those
parcel
schools
out
there,
maybe
time
to
look
at
it
for
a
proper
zoning
recommendation.
M
So
Mr
Creole
is
that
okay,
if
I
put
that
in
your
lap
and
y'all,
take
a
look
at
it
when
you
can
thank
you
director,
and
that
with
that.
That
concludes
my
report.
Thank.
D
But
I
wanted
I
wanted
to
finish
my
comment:
former
councilman
Bill
flute
he
passed
away,
probably
three
weeks
or
a
month
ago
and
was
buried
out
at
the
National
Cemetery
this
past
week.
D
So
if
we
could
adjourn
in
memory
of
Mr,
Flutie
I
think
he
served
two
terms
George
anyway,
he
was
a
good
fella
and
finally,
the
last
thing
is,
after
this
council
meeting,
I
need
to
meet
with
Mr
glavin
and
Mr
Lawrence
on
the
insurance
committee
and
Mr
Leonard,
probably
for
45
minutes,
30
minutes
60
Minutes
somewhere
in
there
just
to
talk
about
employee
Insurance
kind
of
Midway
through
the
year.
That
concludes
my
comments.
Thank.
B
You
thank
you.
Dr,
tessell
and
I
have
none
today
we're
going
to
move
on
to
number
three.
Our
public
agenda
citizen
comments.
We
allotted
a
total
of
45
minutes
three
minutes
per
person
strictly
in
force,
I'm
going
to
ask
anyone
who
come
up.
Please
come
on
up
and
sign
the
roster
before
you
start
speaking.
Anyone
to
my
left
and
then
one
to
my
left.
Please
come
on
up
Mr,
Bones,
Mr,
Marx,.
E
Hello,
how
are
we
doing
today,
I
didn't
know
it
was
dog
day
I'd
bought
my
dog,
but
I
asked
a
question
this
morning.
I
said:
would
you
rather
be
George
Lawrence
or
be
dead?
She
rolled
over
and
died?
She
couldn't
make
it
I'm.
Sorry,
but
anyway,
I
love.
You
George
has
been
a
member
of
the
Biloxi
businessman
Club.
E
Since
1990
we
have
taken
a
number
of
positions
in
the
community
and
one
of
the
things
that's
really
Club
was
talking
about
and
we
came
up
with
the
idea
to
have
a
fundraiser
for
the
police
and
the
fire
department.
E
It's
just
mighty
mighty
sad
that
when
somebody
gets
hurt
or
gets
killed
in
the
loved
ones,
left
behind,
really
don't
have
a
direction
I've
got
to
regroup
and
they
got
a
lot
of
bills
and
they
might
have
children
in
college,
and
so
we
are
taking
a
position
and
I
didn't
know
that
Chief
Miller
was
doing
a
fundraiser,
also
I,
think,
and
so
we
hooked
up
together,
and
so
the
fundraiser
is
going
to
be
this
about
May
7th
at
Ground
Zero
we
got
seven
bands,
fopo
is
going
to
be
playing.
E
So
we
got
about
30
booths
and
we
got
a
lot
of
politicians.
That's
going
to
have
boots.
Also
in
Ground.
Zero
has
done
an
outstanding
job,
helping
us
with
this
project.
Chief
Miller
and
Chief
geyser,
the
police
fire
department
has
helped
tremendously,
and
so
we
just
want
to.
Let
y'all
know
that
this
fundraise
is
going
to
be
May
7th
at
Ground
Zero,
and
if
you
know
anybody
who
wants
to
be
a
sponsor
or
participate,
we
still
have
time
and
I've
also
got
some
flyers
here.
E
That
shows
the
it's
all
tax
write-off,
so
you
get
to
write
everything
off
and
so
appreciate
if
y'all
would
show
up
and
just
one
more
thing
I'd
like
to
bring
up
is
I,
go
to
the
Shuka
games
and
I
really
think
they
need
to
extend
the
net
further
pass
third
base
and
past
first
base
I'll
watch
these
foul
balls
hit
into
the
stands,
and
they
just
it's.
It's
somebody's
going
to
get
really
hurt
bad
and
and
Major
League
Baseball
has
made
it
a
you've
got
to
extend
it
in
every
major
league.
E
Baseball
team
is
stadium,
has
got
it
and
in
fact,
I
almost
got
hit
twice
good
thing,
I
wasn't
looking
at
my
phone
and
but
it's
just
something
to
to
consider,
because
you
got
a
lot
of
kids
there
and
people
looking
at
their
phones
and
don't
look
up
and
the
foul
ball
comes
so
I'm.
Having
said
that
up,
thank
you.
Y'all,
a
great
counselor
got
a
great
mayor
and
I
salute
you
and
God
bless.
You.
B
O
Talk
about
a
building
that
was
donated
to
Loaves
and
Fishes
to
continue
to
serve
the
hungry
in
the
city
of
Biloxi.
It's
on
Judge,
sequel,
Avenue.
As
you
know,
we've
been
feeding
the
hungry
for
40
years
in
the
city
of
Biloxi,
and
we
want
to
continue
in
partnership
with
the
city
to
serve
this
group
of
people.
We
know
if
we
feed
them,
they
are
calm
and
they
are
treated
with
dignity.
Respect
if
we
do
not
feed
them,
then
trouble
occurs
because
they're,
desperate
and
hopeless.
O
And
thank
you
and
would
like
to
invite
them
to
come
up
and
to
share
different
aspects
of
the
good
that
will
be
for
the
community
and
also
in
in
that
area,
so
I.
Thank
you.
I
really
hope
that
you
consider
the
good
for
the
future
of
serving
the
the
hungry
here
in
Biloxi
and
the
Hungary
wall
are
just
not
those
who
don't
have
a
house.
We
feed
anybody
who
comes.
We
have
a
lot
of
people
who
come
out
of
their
homes.
O
They
can't
afford
rent
and
medical
and
food
so
sometimes
they'll
pay
that
and
then
they'll
come
to
us
to
get
to
get
fed.
So
thank
you
appreciate
your
time
and
your
your.
P
P
Couple
of
things,
I
wanted
to
point
out
is
I
truly
believe
that
the
character
of
a
community
or
City
is
demonstrated
by
how
they
take
care
of
the
young,
the
elderly
and
the
androgen
Loaves
and
Fishes
have
done
that
for
more
than
40
years.
Don't
know
of
any
other
government
support
other
than
the
different
food
programs.
There's
no
local
sponsorship.
P
As
far
as
the
different
civil
organizations
or
what
have
you
they
have
periodic
fundraisers,
such
as
a
special
Bingo,
or
what
have
you
and
I
truly
believe
that
the
character
of
this
community
is
demonstrated
by
how
we
treat
our
young,
our
elderly
and
our
indigent?
P
As
father
said
many
times,
our
program
would
have
Martha's
meals,
so
people
that
couldn't
get
out
meals
were
delivered
to
them
has
been
as
70
and
80
per
meal
serve
two
meals
a
day
and
right
now,
father
Nim
had
been
working
out
of
the
back
of
a
truck,
so
you
can
only
imagine
what
a
building
with
the
proper
facilities
and
that's
what
we've
had
for
many
many
years
up
until
recently,
but
the
neighborhood
I
think
would
benefit.
P
Q
My
name
is
I've
been
in
Biloxi
since
1969.
Q
had
several
businesses
and
retired
now,
Loaves
and
Fishes
is
has
always
been
a
passion
for
me
since
I
come
from
a
rather
large
family
and
I'm.
Talking
about
22
and
I
had,
of
course,
a
mother
that
either
always
ate
last
or
didn't
eat
it
all
for
fear
of
not
having
enough
food
for
her
children.
Q
So
that's
something
that
that's
or
dear
to
my
heart,
I
I,
can't
I.
Imagine
a
mother
sitting
back
watching
her
hungry
children
go
to
sleep
at
night,
and
so
just
a
little
bit
of
history
about
Loaves
and
Fishes.
We
started
at
Nativity
had
three
churches
involved
in
it
and
we
decided
we
needed
some
kind
of
social
system
that
would
address
the
the
the
hungry
people
and
the
transit
people,
and
we
came
up
with
this
feeding
program
and
we
we
started
at
the
sister
Barber
cafeteria
Nativity.
Q
What
awesome
words
Water
Street
the
the
Episcopal
Church
there,
since
it
was
washed
away
by
Katrina,
but
anyway
we
we
certainly
don't
want
to
burden
the
city
with
any
of
our
problems
or
don't
intend
to
our
job
is
to
feed
the
hungry.
We
don't
clothe
them.
We
don't
counsel
them,
we
don't.
We
don't
have
any
kind
of
programs
or
Draw
them
to
this
location
that
we
have
now
that's
been
so
generously
donated
to
us.
Q
We
don't
we're
not
planning
on
instituting
anything,
that's
going
to
add
more
traffic
to
the
area,
so
we
we
just
want
the
city
to
know
that
we're
not
in
here
we're
not
in
here
to
to
upset
the
apple
corn,
but
just
want
to
feed
the
hungry
and
I
I.
Think
I
think
that
we
can
do
a
good
job
of
it
and
have
done
a
good
job
of
it.
Q
G
Q
R
However,
I
was
born
and
raised
on
the
point,
and
we
just
celebrated
our
60th
class
reunion
from
Biloxi
High
this
past
weekend
and
had
a
great
time
but
I'm
here
today
to
support
father,
Gregg
and
Loaves
and
Fishes
for
the
job
they
do
for
a
lot
of
indigent
people
and
a
lot
of
these
meals
that
they
get
might
be
the
only
meal
that
they
get
that
day
and
we
want
to
continue
doing
that
as
as
long
as
we
possibly
can
and
we've
been
blessed
with
a
donation
of
a
building
and
I
know
that
there's
some
concern
about
safety
issues,
but
over
in
D'iberville
we
have
the
kinnifunier
building
that
do
an
inclement,
rather
whether
we
we
bring
in
a
lot
of
folks
some
from
Biloxi
and
we
feed
them
and
we
keep
them
sometimes
up
to
three
or
four
days,
and
this
goes
on
the
entire
winter.
R
So
we
know
your
concerns,
but
the
only
thing
that
separates
the
funier
building
and
Forest
Cove
is
a
ditch
and
we've
had
no
problems
over
the
years,
and
so
we
hope
that
we
continue
that
and
we're
going
to
do
everything
in
our
in
our
power
to
make
sure
that
they're
safe
and
this
feed
as
many
people
as
we
can
and
I.
Thank
you
for
the
opportunity.
S
Hey
I'll
try
to
be
brief
as
well.
My
name
is
Grant
Curtis
Bell
I
currently
serve
as
the
board.
Treasurer
I
just
wanted
to
come
up
and
say
a
little
bit
about
my
experience
with
Loaves
and
Fishes
and
how
it's
kind
of
impacted.
My
life
I've
been
volunteering
since
2017
and
during
that
time,
I've
just
had
just
this
amazing
opportunity
to
learn
from
the
people
that
we
serve
and
the
other
volunteers
that
have
come
from
all
over
the
country.
S
Really,
we
have
you
know:
seasonal
guests
from
other
churches
and
other
neighborhoods
that
have
came
and
traveled
specifically
to
serve
at
Loaves
and
Fishes
and
to
be
a
part
of
our
community
and
to
impact
and
change
the
lives
of
of
those
that
we
feed,
and
it's
just
been
a
nourishing
experience
for
me
for
the
young
children
that
volunteer
for
the
Youth
for
the
elderly.
Everyone
involved
is
has
just
been
changed
in
some
way
and
something
through
something.
So
simple
is
just
giving
food
and
and
sharing
that
love.
S
It
would
just
be
sad
to
kind
of
see
that
dissipate
and
disappear,
for
we
don't
have
a
place
to
serve
serve
and
to
to
be
a
beacon
and
a
home
for
that's
safe
for
us
to
serve
and
for
our
patrons
to
come
and
eat
and
just
have
a
warm
meal.
So
I
just
asked
for
your
continued
support
and
consideration
as
we
kind
of
move
forward
and
try
to
find
a
permanent
home.
Thank
you.
So
much.
T
T
Is
it's
already
just
so
heavily
populated
I,
don't
know
if
any
of
y'all
been
down,
judge
SQL
lately,
but
I
challenge
you
before.
If
you
haven't
think
about
this
first,
there
are
businesses
down
there
that
are
doing
pretty
good
they're
barber
shops,
restaurants,
laundromats
alteration,
shops,
pawn
shop
and
I.
Think
the
mayor
has
a
building
down
there
as
well
in
that
area.
T
At
the
Planning
Commission
there
was
a
lot
of
people
showed
up
against
and
they
presented
themselves
well,
the
concern
is,
is
those
that
do
have
businesses
at
the
front
door,
back
door,
side,
door
and
homes
that
this
is
sitting
in
their
backyard
are
concerned
with
the
same
situation
that
happened
over
on
Water
Street,
where
you
have
a
lot
of
people
hanging
out
in
between
meals
before
meals
overnight,
don't
think
for
a
moment
that
if,
by
any
chance,
the
city
is
thinking
that
this
is
a
good
thing
going
down
there,
it's
going
to
help
you
because
there's
only
two
ways
down
there:
Howard
and
division.
T
You
can't
cut
through
the
neighborhoods
I
have
a
proposal.
Let
them
go
in
there.
There
was
the
gentleman
that
owns
all
Department
complexes
offered
them.
Ten
thousand
dollars
go
towards
a
food
truck
the
people
that
are
living
in
homes
over
here
on
the
east
side.
Northern
part
of
the
side
over
here
can't
always
get
there.
Let
the
food
trucks
go
into
the
community.
Let
them
prepare
the
food
in
that
building
and
take
it
out
in
the
community
where
it
needs
be,
so
we're
not
dragging
all
of
our
problems
back
and
forth
constantly
across
the
city.
T
You
all
know
how
bad
the
homeless
situation
is.
I
decided
a
couple
weeks,
go
down
and
get
a
hamburger
down
here
at
the
McDonald's
behind
me
and
was
really
surprised.
How
often
I
was
bothered
just
trying
to
get
through
there
by
people
just
simply
wanting
money,
not
a
bad
thing,
not
a
bad
thing
at
all.
T
By
allowing
this
to
go
in
that
area,
I,
don't
know
that
you're
protecting
the
right
of
the
business
owners
that
are
there
to
have
these
businesses
open,
not
be
harassed
and
not
bothered
they're
putting
money
into
the
city
coffers
through
sales
tax,
and
we
have
to
decide
today
how
we're
going
to
build
out
division.
How
we're
going
to
build
out
Western
into
town
here
that
is
I,
think
doing
pretty
good
you've
opened
a
wonderful
business.
T
T
U
I
hope
I
can
do
this.
This
is
an
emotional
topic
for
me.
A
100
support
those
and
vicious.
In
fact,
when
my
mother
passed
two
years
ago,
we
asked
that
donations
be
made
to
Loaves
and
Fishes
in
lieu
of
flowers.
However,
19
years
ago
my
mother
was
attacked,
beaten
up,
her
teeth
were
knocked
out
and
she
was
raped
on
Porter
Avenue,
where
I
still
live,
and
it
was
by
a
homeless
person.
U
Looking
for
drug
money-
and
so
this
is
very
personal
for
me,
Loaves
and
Fishes
is
a
wonderful
organization
we
gave
to
it,
but
it
doesn't
have
to
be
in
a
neighborhood.
That's
already
inundated
with
homeless
people.
I
have
to
get
up
every
day
and
clean
my
yard
because
of
the
trash
in
the
yard.
Fine,
not
a
problem
I
can
do
that,
but
when
people
are
sitting
on
my
front
porch
and
I
come
out
of
my
house
at
night,
that's
frightening
for
me,
I'm,
a
single
single
woman
and
I
want
to
live
in
a
safe
neighborhood.
U
My
family
has
lived
in
this
neighborhood
on
Porter
Avenue,
since
the
1940s
and
I
want
to
stay
there.
I
retired
and
came
back
to
Biloxi
from
Georgia
Tech
seven
years
ago,
because
I
love
this
city,
but
I
want
to
feel
safe
in
my
city,
so
I've
had
to
expand.
I've
spent
several
thousand
dollars
to
put
a
privacy
fence
around
my
yard
and
I
left
three
trees,
Orchard
trees
on
the
outside
for
the
homeless,
but
I
kept
two
trees
behind
the
fence
for
myself.
U
V
V
V
I
was
personally
broke
into
burglarized
twice.
Suddenly
the
homeless
that
had
been
walking
by
my
house
and
keeping
an
eye
on
me
all
this
time,
quit
walking
by
that's
a
hard
feeling
homeless.
Sex
offenders
I
just
decided
to
pull
up
the
information
there's
over
20
that
list
homeless
outright
in
a
vague
location
or
just
giving
a
vague
street
address
without
the
actual
street
address
number
wise,
which
are
required
to
do
property
values.
New
York
City
did
a
study.
V
V
W
My
neighborhood
is
mostly
A
working
class
neighborhood.
A
lot
of
my
neighbors
couldn't
be
here
today
because
they
have
to
go
to
work.
I've
now
missed
two
days
of
work
in
regards
to
this
issue.
W
W
This
was
approved
by
the
zoning
commission.
I
feel
like
that
had
to
be
an
error
because
in
the
zoning
paperwork
it
says
as
a
part
of
the
conditional
use
application.
The
Planning
Commission
must
determine
that
as
proposed.
It
will
provide
the
public
interest
at
this
location
and
is
compatible
with
the
neighborhood
and
avoids
adverse
effects
on
the
neighbors
and
protects
property
values
in
the
neighborhood.
It
fails
to
do
any
of
that.
W
W
W
This
I
mean
tourism
is
a
major
factor
in
the
area
of,
and
people
are
going
to
come
to
downtown
Biloxi
and
just
see
the
pedestrian
traffic
of
the
homeless
and
be
anyway,
in
my
limited
time
remaining
my
neighborhood
how
it
affects
me
they're,
going
to
go
there
they're
going
to
walk
back
to
the
Shell
I
live
across
from
the
shell
they're
going
to
sit.
Loiter
Panhandle
watch
me
as
I
come
and
go
see
when
I'm
not
home,
see
when
my
neighbors
aren't
home
it's
as
dangerous.
Please
don't
approve
this.
X
Okay
and
gosh
here
I
am
again
trying
to
plead
my
case
before
y'all,
for
our
neighborhood
I,
too,
am
against
the
location
we
already
have.
Two
I
would
like
to
you,
know,
ask
and
I'm
and
well
a
lot
of
respect
for
them
for
doing
what
they're
doing
I
am
not
against
Loaves
and
Fishes.
I've
worked
at
him,
I've
donated
to
them
I'd
like
to
see
the
number.
X
If
they've
got
the
statistics
on
the
people
that
they
do,
these
hungry
children
and
and
I'm
not
saying
they're,
not
adults
and
the
names
of
them
who
they
deliver
out
to
they
do
this
three
days
a
week.
I
think
that's
what
bothers
me.
They
do
it
three
days
a
week
and
like
I
pled
at
the
Planning
Commission.
You
know
people
eat
seven
days
a
week.
They
don't
eat
three
days
a
week.
They
don't
need
a
little
bag
to
go
home
and
at
the
end
of
the
night
I.
X
If
you're
going
to
do
this
and
I
don't
know
what
preconceived
judgments
you
have
or
what
you
want
to
have
done,
or
what,
in
your
mind,
you've
already
planning
to
vote
on
I,
don't
know
that
I
don't
know
y'all,
but
I
would
ask
that
you
would
take
into
consideration
that
this
is
not
the
place
for
we
already
have
two
of
them.
We
have
a
homeless
problem.
Everybody
knows
it.
Everybody
sees
it.
X
I
have
pictures
of
a
guy
laying
in
the
on
Porter
Avenue
with
five
or
six
policemen
around
him
he's
so
zoned
out
and
drugged
out.
They
can't
even
get
him
up
the
other
day.
I
mean
this
goes
on
continually
around
our
neighborhoods.
They
get
on
our
porches
and
they
will
plead
with
you
that
it's
not
just
the
homeless.
They
want
to
feed
everybody.
X
Well,
I
have
a
friend
who's
dying
of
cancer
right
down
here
off
Howard
Avenue
she's
never
had
a
meal
taken
to
her
I'm,
the
one
who
takes
her
meals,
applesauce,
anything
that
she
needs.
I
have
become
her
caregiver,
because
I
am
so
I
would
love
for
them
to
come
feed.
Her
they've
got
two
places
already.
X
So
I
would
plead
before
y'all
to
I
I
just
feel
like
when
we
went
down
there
and
played
our
case
before
the
Planning
Commission,
and
they
kind
of
did
kind
of
put
it
off
on
this
group
when
it
was
over
with.
There
was
no
one
that
attacked
anyone.
In
fact,
the
ones
who
were
against
it
were
kind
of
laughed
at
and
mocked
when
we
left
the
building.
It
was
kind
of
I'm
going
to
tell
you
right
now.
I
have
had
a
lot
of
soul.
X
Searching
done
on
this,
I
went
home
and
I
told
my
husband.
You
know
I
want
to
feed
the
Homeless
I'm,
not
like
that.
I
want
to
do
the
Lord's
work.
This
is
right,
but
we
already
have
two
places:
let's
feed
these
people
and
get
a
truck
a
refrigerator,
heck
I
got
a
refrigerated
truck
down
there
right
now
at
the
shop
that
works.
Just
fine,
get
these
meals
and
take
them
out
to
these
people.
If
you're
gonna
talk
the
talk,
then
walk
the
walk.
Please
all
of
you,
they're
all
good
people.
X
I
know
they
want
to
do
it
what's
right,
just
like
we
all
want
to
do.
The
Lord's
work,
but
let's
get
it
out
where
they
get
these
meals
seven
days
a
week,
let's
make
them
work
for
the
things
that
they
want
to
bring
for
them.
That's
what
I'm
asking
if
you're
going
to
insist
on
opening
this
place,
get
a
curb
on
the
homelessness
they
are
intruding
and
infiltrating
our
neighborhoods.
Thank
you.
So
much.
B
B
Y
I'm
Michael
Griffin
I'm,
with
the
Knights
of
Peter
Claver
here
in
Biloxi,
my
organizations
of
faith
based
organization,
and
we
we
do
we're
a
small
group,
but
we
try
to
do
big
things.
We've
been
at
our
mother
Sorrows
on
Division
Street.
Since
1919.
Y
we
work
with
Loaves
and
Fishes
they're
a
great
organization.
They
do
some
things
that
a
lot
of
us
should
be
doing
and
there's
no
buts
in
it.
Y
I
think
I'm
in
I
think
they
need
to
have
this
building.
Our
organization
has
been
serving
meals,
sometimes
twice
a
year.
We
feed
150
people
and
I,
know
50
or
so
or
delivered.
They
actually
delivered
to
the
homes
for
the
people
that
can't
come
out
we're
supposed
to
be
Christians
and
we
talk
about
feeding
the
people,
but
when
it
comes
to
a
place
to
do
that,
there's
always
that,
but
in
East
Biloxi
down
on
Main
Street
at
Water
Street,
we
support
them.
Y
There,
we've
had
two,
but
still
have
two
in
our
neighborhood
two
places
that
feed
the
Hungary,
but
to
associate
hunger
with
crime.
That's
ridiculous,
yeah
homeless
has
a
lot
of
issues
there:
mental
illness
and
you're
right.
You
you
eat
seven
days
a
week.
At
least
you
try
to
everybody,
don't
eat
seven
days
a
week,
so
I
think
what
Loaves
and
Fishes
are
doing
is
outstanding.
I've
been
out
there.
Y
Z
My
name's
Chris
Ball
I
emailed
you
about
the
concerns.
I,
have
you
heard
it
from
the
horse's
mouth
this?
This
lady's
relative
was
raped
by
a
homeless
person
I'm
concerned
about
the
liability
of
myself
I
own
200
units
right
there.
Over
200
255
units,
I
have
200,
plus
tenants,
I
got
to
protect
right
or
each
and
every
one
of
you
going
to
look
at
them
six
months
down
the
road
when
a
homeless
person,
murders
them
and
their
family
comes
in
here
and
asks
you
why?
Z
Z
Z
B
Look
at
it!
Thank
you
anytime.
Next
week
we
we
can
hit
that
on
when
that
subject
comes
up,
so
this
is
citizen
comments
strictly
for
citizens.
Thank
you.
You
finish.
Anyone
else
did
I
miss
anyone.
L
AA
Afternoon,
how
are
you
all
doing?
I'm
Lester,
Batiste
I
grew
up
right
there
in
the
point.
AA
Carried
some
teams
the
to
as
far
as
Saint
Petersburg
Florida
support.
All
of
you
are
probably
coach.
Some
of
your
kid
children
in
the
city
Lakes,
but
my
home
again
is-
is
right.
There,
probably
300
yards
from
Joe
sequel
at
229,
Bailey
in
Biloxi
and
I.
Just
don't
think
the
location
would
be
a
good
one
and
I'm
asking
you
all
I
know.
Most
of
those
people
are
not
from
that
area.
Like
I
said
my
home
is
a
shack,
I,
probably
I'm
retired.
Now
so
I'm
I'm
looking
to
improve
it
and
I.
B
B
B
G
B
D
This
this
I
believe
Mr
Lawrence,
said
it
would
be
table
till
the
next
council
meeting,
which
is
Tuesday
May,
2nd.
It.
B
A
M
G
Also
like
to
table
this
there's
a
lot
of
concern
from
both
sides.
I
think
we
need
to
sit
down
with
them,
which
they'll
be
willing
to
do.
I'll
sit
down
with
fall
to
morale,
and
anybody
else
to
set
this
thing
up,
but
I
just
needed
way
more
information
and
way
more.
We
got
to
take
care
of
both
sides,
the
neighborhood
and
the
business
itself
for
feeding
the
hungry.
So
I'm.
Just
asking
for
your
support
for
me
to
find
out
all
the
information
I
can
as
I
like
to
move
it's
a
subject
to
call.
B
G
A
D
At
any
time,
so
so
we're
not
looking
at
a
definite
I
mean
not
to
table
it
for
three
weeks
or
four
weeks.
If
we
needed
more
information,
I
mean
I
think
we
ought
to
vote
on
it
one
way
or
another
for
the
folks
who
are
interested
in
whether
this
moves
forward
or
not
so
I
I'd
hope
that
we'd
have
a
date
on
the
agenda
scheduled
on
the
agenda.
When
we
well.
G
I'm
sort
of
immediately
dealing
with
them,
so
I
mean
I,
can't
say:
I
can
do
it
in
a
week
or
two,
but
I'm
gonna
start
as
soon
as
I
can
I'll
deal
with
Father
I'll
deal
with
the
residents
I'll.
Do
that
as
fast
as
I
can
simultaneous
I
could
do
it
in
two
or
three
weeks
and
come
back
and
tape
it
again.
I'm
gonna
try
to
get
all
the
information
and
bring
that
back
to
y'all.
Could.
D
D
K
Z
G
The
one
that
Mike
in.
G
G
G
L
G
G
I
think
that's
pretty
much
everything
everything
just
regular
contracts.
K
Just
one
thing:
the
I
think
it's
a
this
is
the
the
baseball
consent.
Is
this
the
consent
of
the
purchase
of
the
baseball
team?
You.
I
I
Yeah,
that's
the
consent
to
the
assignment
transfer
that
was
tabled
for
30
days.
K
Right
I
was
actually
I,
don't
know.
If
you
saw
there
was
a
federal
lawsuit
filed
I
think
there
was
an
attempt
to
enjoy
in
the
sale
I
I,
don't
I
would
love
to
see
a
better
owner
on
the
team.
However,
as
a
lawyer,
if
I'm
doing
say
an
estate
matter
and
I
find
a
color
a
title
and
issue
that
that
can
cause
a
problem
with
the
the
sale
of
the
transfer
of
the
property,
I
abstain
from
from
that
transaction
until
that
that
could
be
cleared.
K
I,
don't
know
that
when,
when
our
Council
says
that
it's
a
misnomer
that
we
consent
or
not,
consent
I
think
that
when
I
read
the
Major
League
Baseball's
position,
they
were
approving
the
sale
on
the
condition
of
Biloxi,
acknowledging
the
transfer
so
I
think
it's.
Q
K
Specific
that
the
city
of
Biloxi
consent
to
the
sale
of
the
team
with
this
Federal
lawsuit
filed,
I,
don't
know
what
position
it
puts
us
in.
There
aren't
any
advantages
to
this
contract
other
than
the
new
owners.
Saying
he's
going
to
do
the
things
that
Ken
didn't
do,
but
there's
really
we
never
leveraged
or
or
negotiated
for
better
terms.
Just
a
new
owner
saying
he's
going
to
do
the
same
thing.
The
last
one
did
I
am
against
supporting
this
at
the
time
because
this
Federal
lawsuit
is
filed.
K
B
Thank
you,
Dr
Tisdale,.
G
S
I
It
doesn't
put
us
in
a
lawsuit
I'm,
not
going
to
speak
to
what
his
attorney
may
or
may
not
done.
Yeah
I,
don't
I,
don't.
B
B
AB
AB
AC
Good
afternoon
I'm
Marion
Robinson
I
do
own
this
property
and
I'm
requesting
more
time
to
clean
it
up.
AC
B
AB
B
AB
B
N
Hey
Jerry
I
saw
a
code
out
there
yesterday
and
wrote
through
there
and
I
never
saw
anybody,
I,
don't
know
if
they
were
in
one
of
the
mobile
homes
or
not
or
what,
but
what's
the
status
I
know
that
one
day
I
saw
Tara
out
there
talking
to
the
property
owners?
Are
they
did
they
not
find
someone
to
get
those
mobile
homes
to
move
out,
not.
AB
N
B
B
AB
AD
AD
I
have
a
SD
card
showing
where
I
have
made
and
I'm
still
continuing
to
make
improvements
to
the
structure
to
match
what
I've
been
given.
I've
had
to
tear
out
the
floor,
install
new
floor
joists
put
the
joist
hangers
on
there.
I've
had
to
drill
new
holes
through
the
Sports
for
the
building
and
install
screw
bolts,
the
straps
that
go
from
the
perimeter
structured
up,
the
two
by
fours
I've,
been
installing
those
I
still
have
to
do.
The
the
rafter
ties
the
hurricane
clips,
but
I
am
working
on
it.
AD
I
have
pictures
on
this
SD
card.
If
you
all
care
to
see
them
the
message
that
I
have
going
on
in
the
backyard,
because
I
had
to
remove
all
the
things
from
inside
the
shed
place
them
elsewhere
to
to
be
able
to
do
this
work
simply
asking
for
a
permit.
So
I
can
get
out
of
y'all's
hair
and
strictly
work
with
code
enforcement
on
getting
things
correct.
As
far
as
the
structure
goes.
AD
Permit
Mr.
AB
AB
But
the
inspector
came
back
in
and
said
you
know:
he'd
literally
literally,
have
to
tear
those
down
and
rebuild
them,
because
you
know
the
code
doesn't
take
into
consideration
that
you're
going
to
scab
a
bunch
of
ceiling,
Rafters
and
those
kind
of
things
together.
A
lot
of
the
strength
that
you
get
is
from
having
a
solid
member
there
he
went
out,
he
Bob
went
out
and
met
with
him
went
over
everything
with
him.
He
has
not
been
back
in
our
office
to
ask
for
a
permit
to
do
it.
AB
Had
he
asked
for
one
I
wouldn't
have
given
him
one
for
those
sheds,
because
inspectors
have
looked
at
it
and
there's
realistically
there's
no
way
to
bring
those
sheds
up
to
code.
They
were
all
built
without
permits.
M
Mr
President,
the
council
has
been
gracious
to
Grant
at
least
60
days
to
the
property
owner,
Mr
trinkus
I
believe
it's
time
to
to
not
allow
any
additional
extensions,
and
if
we
have
to
take
steps
to
clean
up
the
property.
I
think
the
property
owners
around
Mr,
trinkus's
property
are
are
they've,
been
more
than
patient
as
well
waiting
for
this
to
be
resolved,
Mr,
trancus
I
believe
you
have
a
period
of
time
before
some
action
will
be
taken.
AD
But
I
didn't
use
just
any
old
scrap
pieces
and
stick
them
together
and
try
to
make
a
full
length
piece.
It
wasn't
a
full
length
piece
that
I
needed
I
went
and
got
a
full
length
piece.
There
are
no
scabs
for
the
roof
or
I
mean
nobody's
taking
a
look
nobody's
been
out
there
to
take
a
look,
and
you
know
currently
unemployed.
AD
So
financing
things
and
traveling
back
and
forth
to
his
office
is
pretty
difficult
at
times,
but
I
am
making
proper
effort
to
get
the
building
up
the
code
I've
been
in
construction
for
over
30
years
and
all
I
want
is
you
know
to
do
right
and
get
the
permit
and
then
proceed
with
the
following.
You
know
the
proper
activities
to
correct
structure
to
make
it
include
correct.
AE
Good
afternoon
Council,
the
Nema
has
put
the
4.66
million
into
the
Mississippi
PA
system.
Currently
it's
in
step
three
of
five
we're
just
waiting
on
the
governor's
authorized
representative
to
approve
it.
That's
when
it
moves
into
step,
four
or
five
that
after
that
point,
it
usually
takes
10
to
15
days
to
get
to
our
city
accounts
I
emailed
Nema
this
morning
and
asked
them
if
they
would
go
through
with
getting
that
step
approved.
G
AE
B
D
I
need
to
see
Mr,
Lawrence
and
and
Mr
glavin
for
the
insurance
committee
business.
Thank
you.
