A
B
A
C
To
our
consent
agenda
we're
removing
item
5f,
which
is
a
resolution
for
the
original
penny.
A
factory
and
excuse
me
we're
substituting
item
5h
resolution
authorizing
the
sale
of
structures
on
Division
Street,
we're
adding
item
five,
our
resolution
to
approve
and
authorize
the
lowest
and
best
bid
to
demolish
the
structure
at
1001,
Division
Street
and
we're
adding
a
docket
to
our
routine
agenda
in
the
amount
of
six
hundred
nine
dollars
and
20
cents.
A
D
You,
madam
president,
it's
my
pleasure
again
to
turn
our
part
of
the
report
to
miss
Susan
hunt
and
dr.
jorde
to
do
a
very
special
thing,
as
we
did
last
time
about
some
accomplishments
that
our
children
have
done.
The
30-plus,
which
is
a
big
number
for
a
CT
and
a
big
part
of
you,
know
anyone's
collegiate
and
future.
So
Susan.
Here
you
go.
Thank.
E
You
darling
the
reason
why
they
like
for
me
to
come
back
I,
get
to
come
back
November
the
12th,
we'll
be
back
with
the
rest
of
our
young
people.
Boni
give
them
out
their
braids,
okay,
all
right.
So
this
is
an
honor,
because
it's
awesome
to
see
these
young
people
at
this
time.
I'm
gonna
turn
it
over
to
dr.
jaudy,
our
enema
superintendent.
He's
going
to
do
some
explaining
to
you
I'm,
going
out
in
the
back
and
get
my
young
people
lined
up.
F
This
is
going
to
be
very
habit-forming
for
me
and
I'm
delighted,
because
we
get
to
exemplify
and
show
the
quality
of
students
that
attend
Biloxi
public
schools,
but
especially
at
Biloxi
senior
high
school
to
score
a
30
or
better
on
an
a
CT
examination
is
phenomenal.
36
is
the
possible
score
and
for
them
to
score
30
or
better.
Is
it's
great?
In
fact,
I
just
talked
to
one
young
lady.
She
said
I
just
finished
and
it
kind
of
34
on
her.
So
that's
it's
phenomenal.
F
As
I
said
when
they
get
to
that
point,
the
a
CT
is
something
that
we've
really
started
emphasizing
this
year
at
Biloxi
senior,
high
school
and
we're
in
the
process
of
building
posters.
Or
if
you
go
to
football
games,
you
see
posters
of
athletes
and
posters
of
cheerleaders
and
the
like,
and
we
think
that
it's
important
that
we
recognize
scholars
and
that's
what
we're
doing
now
at
Biloxi
senior
high
school
and
in
the
very
near
future
there
will
be
posters
hanging
from
many
of
the
light
poles
throughout
the
entire
campus.
F
So
students
can
see
the
students
and
how
well
that
they've
done
on
a
CT
but
then
also
to
it
could
be
an
incentive
for
their
friends
have
made
it.
Maybe
I
can
make
that
same
score.
As
I
said,
a
CT
examination
is
phenomenal
and
I'm
gonna,
let
mr.
Marcus
Boudreaux
now
who
is
principal
to
high
school
and
he's
got
some
additional
information
that
were
very
pleased
with
he's
going
to
share
that
with
you
right
now.
Marcus.
G
Sorry
I
was
outside
getting
yelled
at
by
Miss
hunt
she's
trying
to
get
everybody
lined
up
we're
very
proud
of
our
kids.
We
started
out
the
school
year
with
approximately
50
kids
that
have
the
30
or
above
on
the
AC
T,
which
we
couldn't
be
prouder
of.
However,
we
just
got
our
cool
day,
a
CT
results
back,
and
we
get
to
add
about
eight
more
students
to
that
list.
G
So
we're
up
to
about
58
students
for
the
third
year
of
ma
CT
and
it's
it
was
so
many
that
we
had
to
spread
it
across
three
City
Council
meetings.
So
we're
very
proud
of
that
very
happy
to
be
here.
We
appreciate
the
City
Council,
taking
the
time
to
let
us
bring
our
kids
in
and
get
this
recognition
and
without
further
ado,
we'll
bring
them
up
one
at
a
time.
They're
super
excited
to
be
here.
Our
first
one
is
carryover
from
last
week.
He
couldn't
make
it
last
week,
Addison
all.
D
B
I
I
I
grew
up
about
a
mile
north
of
the
Stone
County
Line,
in
the
middle
of
nowhere
on
a
chicken
farm
and
growing
up
on
a
chicken
farm
will
make
you
want
to
go
to
college
and
law
school
just
to
make
sure
you
don't
end
up
having
to
work
on
the
chicken
farm.
It's
hard
work,
but
my
parents
still
on
that
farm
today
and
they
were
very,
very
proud.
I
Let's
just
say
that
it
was
a
proud
moment
for
them
earlier
today
to
see
me
sworn
in
I'm,
so
honored
by
this,
my
husband
and
I
have
been
living
in
Biloxi
for
about
20
years
now,
I've
been
practicing
law
here
since
1998
I,
my
son
goes
to
North
Bay
elementary
school
he's
a
he's,
a
fourth
grader
there.
We
love
this
city
and
we
are
truly
honored
that
I've
been
asked
to
serve
the
city
and
I
will
do
my
best.
Thank
you.
I
K
Construction
project,
which
is
a
Cherokee
on
forest
to
Park,
Circle,
South,
Park
Court,
and
we
are
prepared
with
web-based
road
base,
has
been
installed.
We're
trying
to
finish
up
the
last
of
the
storm
drain,
struck
one
storm
drain,
structure
and
I
think
a
piece
of
storm
drain
pipe
to
where
we
can
install
ask
they're
curbing
and
asphalt
up
to
the
current
Keesler
gate.
K
K
We
are
I'm
mackie
believe.
Last
month
I
told
you
all.
We
had
some
really
deep
sewer
services
to
connect
from
the
back
of
the
houses
to
the
front
of
the
houses
that
were
causing
us
some
problems,
and
they
continue
to
cause
us
some
problems,
we're
having
to
just
change
our
method
of
work
and
get
a
plumber
involved,
because
we're
not
licensed
plumbers
to
run
services
out
from
the
back
of
the
house
to
the
front
of
the
house,
because
we
can't
get
any
machines
back
there.
K
Advice
of
all
we
had
based
course
of
asphalt
from
division
to
strawberry
or
Bradford
I,
think
I,
think
strawberry,
and
we
just
finished
up
the
last
storm
drain
structure
on
that
road
today,
and
we
have
also
on
forest
we're
doing
on
sidewalk.
Our
sidewalk
crews
are
running
on
forests
and
they'll,
be
there
until
the
sidewalks
on
force
to
complete.
K
We
are
and
gravest
norm
division
finishing
up
the
storm
drains
pipe
on
that
road,
hopefully,
by
the
end
of
the
week,
maybe
the
middle
of
next
week,
we'll
finish
with
those
that
storm
drain.
There's
a
lot
of
structures
on
that
road.
It's
going
to
take
us
some
time
there,
twelve
structures
on
that
small
stretch
of
road,
so
we're
working
on
the
structures
as
well
over
there.
K
And
we're
all
throughout
the
project
from
Main
Street
West
doing
punch
out
items
preparing
for
surface
course
of
asphalt.
We
are
in
the
final
closeout
phases
of
s:
xsn,
GRE
and
400
gr
and
5
and
div
wanting
to
working
on
a
final
punch
list
on
those
areas.
I
think
that's
about.
Tomorrow,
Warren
Haven
will
be
out
to
put
the
base
course
of
asphalt
on
forest,
and
we
have
some
repair
asphalt,
work
on
Bayview
and
7th
Street
and
sxs.
In
that
we'll
be
doing,
and
that's.
A
L
K
M
F
K
K
K
A
L
Well,
we
have
a
cemetery
to
is
thought
of
Sunday
and
fofo
was
out
there.
He
wasn't
buried,
he
was
out
there,
I
almost
have
better
luck
and
then
I
have
it
again
today
to
do
the
weather
should
be
great,
so
there's
a
pretty
good
stories
on
some
of
us.
Like
say
it
took
awful
history
of
Biloxi.
That's
a
nice
way
to
put
that,
but
anyway,
it's
pretty
interesting.
So
if
y'all
get
a
chance,
I
need
you
to
go
out
there
today.
That's.
A
M
Yes,
I
would
like
to
schedule
a
meeting
later
on
next
week.
Guard
ended
a
week,
but
while
the
mayor
and
CEO
mr.
Mike
Leonard
concerning
the
road,
so
we
can
go
ahead
and
start
finding
a
way
to
wrap
this
on
up.
Okay
and
with
that
being,
I
want
to
extend
my
route.
The
remainder
of
my
time
to
a
mr.
Michael
Griffin
want
him
to
come
up
and
speak
about
a
project
or
ongoing
a
possible
project.
N
N
I
am
here
today
to
respectfully
request.
You
did
not
case
number
19
0
5
1,
which
is
a
request
to
authorize
a
change
in
zoning
district
classification
for
a
fossil
of
land
from
its
present
zoning
district
classification
of
5s
1-5
by
RS
5,
high-density
single-family,
residential,
an
RM
30
high
density
multi-family
residential
located
at
366
Main
Street.
N
Zoning
is
designed
to
protect
family
property
and
stability
in
an
area.
His
properties
currently
zone
as
a
high-density,
single-family
residential
and
there's
no
need
to
change
it.
For
multifamily
residential
rezoning
will
change
the
neighborhood,
such
as
bringing
to
the
area
more
people,
which
means
more
traffic
vehicle
and
foot
traffic
noise,
possibly
crime
and
I'm,
not
saying
that
the
people
that
will
come
in
would
be
criminals,
but
the
law
of
averages
tell
you
more
people.
You're
gonna
have
more
of
everything.
N
N
N
M
Thank
you,
Michael,
and,
and
basically
we
have
the
hope,
six,
the
hope,
six
housing
complex
in
that
area
and,
of
course,
we've
been
hurting
as
a
result
of
Katrina,
and
we
only
have
one
opportunity
to
build
it
back
right
and
putting
and
and
sticking
with
the
plan
of
bringing
in
family
housing.
It's
the
way
to
go.
So
thank
you,
Michael
for
that.
That
concludes
my
report.
A
O
A
reminder
that
we
do
not
have
a
council
meeting
next
week
because
we
never
have
council
meetings
on
the
fifth
Tuesday,
nothing
special,
but
this
is
my
opportunity
to
tell
everybody
be
sure
that
you
have
a
safe
Halloween
right.
Don't
forget
those
safety
tips
that
Chief
puts
out
periodically.
Also
there's
a
homecoming
parade.
This
Thursday
in
downtown
Biloxi
I
hadn't
seen
that
in
a
while
and
the
AC
T
scores
of
30
or
above
those
students
recognize
just
that
is
quite
an
accomplishment
most
folks
that
doesn't
mean
anything
to
you.
O
It
seems
like
a
big
number,
that's
great,
but
if
you
can
hit
an
AC,
T
score
of
30
or
better,
that
opens
the
door
to
huge
scholarships
of
hundreds
of
thousands
of
dollars.
So
it's
quite
an
accomplishment
by
the
students
parents
school
everybody
involved,
so
that
that
is
significant
and
that's
quite
a
number
here
locally.
Thank
you.
H
Also
on
the
agenda
today
we
have.
The
mayor
has
approved
a
person
to
serve
in
Ward
6
for
the
tree
committee.
His
name
is
Bo
Blaylock.
He
works
for
Gulf,
Coast
produce,
Mike
and
Christie
Elise,
and
he's
expressed
his
desire
to
serve
on
that
committee.
So
I'm
sure
he'll
go
through
the
flying.
Colors
I
think
and
that
concludes
my
report.
Mr.
A
P
Just
a
couple
of
things:
the
project
between
Harrison
County
and
Biloxi
on
Jim
Berg
roads,
looking
really
good
I
know
that
we
have
a
couple
of
more
that
are
supposed
to
be
on
the
agenda.
Do
you
know
when
Snug
Harbor
is
going
to
come
so
that
on
the
agenda,
so
that
we
can
move
that
over
to
Harrison
County.
Q
P
R
Q
P
R
Q
Was
really
an
amazing
turnout
and
that
group
of
volunteers
has
done
remarkable
things
with
with
some
support
from
Public,
Works
and
parks
and
recs,
but
a
lot
of
stuff
that
they've
just
done
on
their
own?
That's
four
old
tennis
courts
that
turned
into
twelve
pickleball
courts
that
are
on
a
regular
basis
by
a
lot
of
young
and
old
people
and.
R
A
I
just
wanted
to
say
thanks
to
the
parks
and
recs
department,
we
had
another
awesome
year
at
Halloween
event
and
look
forward
to
next
year,
thanks
for
all
who
came
out
and
all
the
businesses
that
helped
out
as
well.
So
we'll
move
on
to
the
public
agenda.
Where
we
have
citizen
comments,
each
citizen
is
allowed
three
minutes
each
to
speak,
and
once
you
reach
this,
please
sign
your
name
and
address
as
well
as
state
allowed
for
the
record.
Anyone
on
my
left,
your
right.
They
would
like
to
come
up
and
speak.
S
She
said
a
lot
of
those
roads
are
completed,
the
backs
feeling
that
they
are
not
doing,
and
on
people's
property
between
the
sidewalks
and
their
fence
lines
filled
with
lime.
Rocks
grass
doesn't
grow.
It
is
terrible,
there's
one
most,
the
worst
construction
jobs
I've
ever
seen
when
it
comes
to
taking
care
of
the
neighbor's
property
after
they
have
gone
and
when
they
come
down
finish
these
streets
with
the
sweeper
they
spray
all
this
debris
back
up
on
the
curves.
S
If
you
right
down
through
that
area,
all
the
gutters
are
full
of
dirt
sand
rocks
and
you
know,
and
all
the
debris
just
catches
on
it
when
it
rains
and
it
just
stays
there,
and
you
know
what
happens
when
dirt
stayed
out
like
that
grass
start
growing
in
it
and
the
people,
the
attitude
of
the
people
in
that
community
or
not
I,
used
to
blow
the
grass
up
in
New
York.
They
blow
it
all
out
in
the
street
now
because
they
see
only
other
debris
on
the
streets.
It's
terrible.
S
It's
awful
and
I
talked
to
somebody
inspectors
out
there.
They
say
they
have
no
authority.
I
did
just
count
how
much
sidewalk
they
put
out,
how
much
asphalt
they
poke
and
we
paying
only
be
out
there
to
supervise
this.
It's
awful.
The
other
thing
I
want
to
say
is
that
my
family,
we
owned
property
at
three
three,
seven
or
to
Main
streets,
which
is
directly
across
from
the
property
that
on
the
zoning
change
for
B,
we
opposed
to
it.
I
spoke
out
about
it
at
the
Planning
Commission.
S
We
would
like
to
keep
that
single
family
in
that
neighborhood.
We
have
by
Augusta
right
there
around
it
and
also
they
view
we
don't
need
no
more
apartments
there.
We
need
to
encourage
people
to
come
back
in
this
community.
Single
families
and
I
would
hope
that
you
all
would
give
this
some
serious
consideration
and
not
to
approve
this,
because
everything
that
looks
good
is
not
good
and
I
would
hope
that
y'all
seriously
consider
denying
this
application.
T
Good
afternoon
my
name
is
Liz
Corcoran
I'm,
the
property
owner
of
366
Main,
Street
and
I
just
wanted
to
speak
on
behalf
of
the
project
right
now.
It's
a
vacant
piece
of
land
people
throw
their
trash
on
it.
It's
not
very
attractive.
The
project
that
I've
seen
so
far
that
the
the
buyer
is
intending
to
put
on
that
property.
It
does
not
look
like
it's
a
high
density
development.
There
is
room,
there's
still
green
space
and
they're
gonna
do
some
kind
of
pond.
T
U
U
U
U
So,
anyway,
the
the
property
it's
currently
zoned
the
are:
they
are
s
5,
which
is
high-density
residential.
It
actually
actually
states
in
the
zoning
that
multifamily
is
allowed,
so
duplexes
triplexes,
4
places
are
allowed
in
that
zoning.
There's
some
some
question
about
that,
so
we
were
directed
to
go
ahead
and
ask
for
the
rezone
to
the
RS.
The
next
thing
would
be
the
RM
30,
which
allows
multifamily.
So
we
were
just
trying
to
clean
up
the
zoning
to
allow
this.
U
What
we're
trying
to
do
and
we're
doing
we're
requesting
to
do
7
four-plex
units
there,
and
not
not
actually
putting
30
units
per
acre
to
actually
be
about
28
828
units,
and
if
you
know,
if
it's,
if
this
is
a
grand
it,
you
would
be
allowed
to
do.
42
units
we're
not
asking
for
that
many
units,
so
I
have
pictures
and
I
have
some
drawings
to
show
that
I
presented
and
I'll
be
happy
to
do
that
at
that
time.
If
you'd
like
me
to.
A
C
C
P
A
P
V
V
P
V
P
You
have
a
lot
on
the
agenda
today.
Don't
you
on
this
one?
This
is
right
at
the
the
front
of
Eagle
Point,
there's
15
houses
on
like
around
20
acres
is
that
correct
and
those
are
gonna
be
anywhere
from
a
half
acre
to
an
acre
lot.
Something
like
that.
Whoo
I
know
that
Noah
Saunders
is
the
one
in
there
doing
the
work
is
he
doing
the
building
as
well
or
who's
gonna
be
doing
who's,
gonna,
be
building
the
home.
P
B
O
H
F

L
O
A

R
R
Q
Q
Q
B
They
say
there
may
be
some
flexibility,
since
this
was
a
repair
that
they
may.
They
may
be
able
to
forgive
at
all
that
we
don't
have
to
repay
any
of
it
back.
So
our
suggestion
is
going
to
be
that
we
set
a
certain
amount
aside
and
just
work
through
the
process
with
FEMA.
They
they
understand
the
situation
and
it
was
purchased
for
preservation
purposes,
and
they
understand
that
this
would
actually
help
the
preservation
of
that
building.
Peter.
B
D
R
D
D
You
know,
investment
in
it
that
you
know
and
things
that
we
did
for
the
Mardi
Gras
Museum
and
all
that
between
you
know
whatever
point
in
time
that
was
so
we're
hopeful
they
won't
ask
for
for
anything,
but
even
if
they
do
ask
for
whatever
that
number
is,
we've
got
a
number
of
hundreds
of
thousands
of
dollars
that
we
could.
Actually,
you
know,
reduce
that
figure.
R
B
B
B
R
L
L
B
L
J
L
L
Right
down
on
that
piece
of
property,
Peter
I,
just
I-
take
that
piece
of
property
back
as
huge,
no
guarantee
that
they're
gonna
be
successful.
What
they
doing
anything
wrong
with
the
date.
I,
don't
want
him
to
sell
it.
Somebody
else
I
turn
around
South
to
the
left
guy.
The
city
has
the
first
right
for
all
this.
To
me,
I
mean
that's
just
that's
just
simple
blenders,
I.
R
Think
I
think
the
administration
is
right.
That's
cause
for
consideration,
I
mean
to
put
a
clause
in
there
like
that,
would
cost
us
something
at
the
end
of
the
day
if
they
fail
the
next
person
steps
up
to
the
plate
and
does
something
different
with
the
property
or
continues
on
the
legacy
of
what
that
property
was
I,
wouldn't
support
a
reversion
clause
taking
a
piece
of
property,
didn't
work
for
someone
else
and
taking
them
back
just
like
a
stadium.
Well,.
R
Q
B
B
It
did
say
that
the
property
keeps
the
commercial
use
designation
on
it,
which
it
which
it
will
and
that
it
has
to
be
preserved
under
the
landmark
designation
and
any
approvals
go
through
archives
in
history
they're
on
there
they're
on
their
board
meeting
for
next
week
for
the
improvements
they're
going
to
be
doing
so
they're
going
forward
with
their
with
their
plans
and
project
contingent.
On
this
approval,
of
course,
and.
D
L
B
The
resolution
lays
out
that
all
rent
has
been
paid
since
since
May,
but
there
was
a
delay
in
payment
because
of
the
the
previous
restaurant
and
some
architectural
plans,
and
that
is
that
his
own,
his
books
is
not
being
paid
and
that's
just
something
to
be
factored
in.
We,
you
know
we
weren't
gonna,
ignore
that
that's
just
something
we
feel
in
the
long
run
and
based
on
the
overall
transaction,
with
the
purchase
price
being
fifty
thousand
more
than
the
two
average
appraisals.
D
And
I
think
that
delay
any
delay.
You
know
stops
that
project
from
moving
forward
and
starting
to
generate
the
revenue
and
the
visitation
that
we
think
it
will.
So
when
we
encourage
moving
fast
I,
don't
think,
there's
a
downside
to
what
we're
doing
again.
The
the
option
was
laid
out
when
we
first
made
that
agreement
and
I
don't
think
again
with
the
that
amount
of
money
in
that
base.
I
think
we're
protected
all
kinds
of
ways.
I
encourage
this
support.
L
Q
Grace
Aaron,
as
you
know,
is
a
consultant
that
we've
used
for
many
years
to
write
grants
for
us
and
assist
with
other
federal
money,
finding
other
federal
monies.
When
the
past
we
have
paid
her
out
of
our
own
city
coffers
out
of
the
administrative
budget
and
I
just
felt
that
if
she
was
going
to
do
work
with
the
Community
Development
Block
Grant
that
it
her
administrative
costs
could
be
faith
paid
from
that
Grant.
So.
F
Q
The
CBD
G
grant
includes
an
administrative
portion
and
we
just
felt
like
it
was
more
appropriate
for
her
to
build
her
time
to
that.
So
we
just
set
up
a
separate
contract.
That
means
she'll
still
do
work
for
us,
as
she
did
on
tidelands
grants
and
so
forth.
But
what
she's
working
on
Community
Development
Block
Grant
she'll
build
her
time
to
that
fun.
That.
L
Was
pretty
expensive?
It
was
one
if
she
don't
still
do
other
jobs.
I
mean
you
say
this
is
full
year.
That's
that's
a
lot
of
money
and
this
money
is
pretty
much
set
in
and
I'm
out
of
here
that
money
that
you
don't
go.
Looking
for
the
money
money
comes
to
you
from
certain
things,
so
I
don't
know
how
Susan
maybe
can
explain
this
because
I
was
this
pretty
expensive
that
six
final
care
that
they
paying
for
it
themselves.
I'm
still
a
lot
of
money.
W
This
year
we
start
our
new
five-year
plan,
so
it's
an
indie
tale
plan
that
we
have
to
do
in
the
past.
We
paid
fifty
thousand
dollars
just
for
the
five-year
action
plan.
The
sixty
seven
thousand
is
going
to
pay
for
the
admin
services
plus
the
five-year
action
plan
and
any
services
that
we
may
need
to
assist
in
the
CDBG
program.
So.
W
L
Q
O
O
O
L
O
Said
it's
being
funded
out
of
two
different
sources
instead
of
one
source
and
CDBG
is
helping
to
pay
that
cost
so
there's
less
of
less
money
coming
out
of
the
administrative
budget.
But
what
miss
Pickett
said
was
that
you've
got
a
more
extensive
report.
That's
got
to
be
a
filed
annually.
The
fact
the
fact
that
she's
very
miss
Erin
apparently
is
very
good
at
what
she
does
means.
It's
worth
the
expense
you.
Q
May
recall,
from
the
last
the
tail
end
of
the
last
fiscal
year
that
we
had
to
make
several
budget
amendments
and
to
the
administrative
from
the
general
fund
into
the
administrative
budget
to
cover
her
costs
and
others,
as
we
were,
generating
all
these
Gulf
Coast
restoration
fund
applications
and
tidal
ins
fund
applications.
She
works
on
all
of
that
stuff.
This
will
probably
allow
us
to
stay
within
our
budget
this
year,
not
have
to
borrow
some
more
well.
Q
D
O
A
X
Adam
be
on
the
agenda
federal
National,
Mortgage,
Association,
257
seal
Avenue,
this
property
still
in
violation
that
the
mortgage
company
has
taken
it
over
and
today
they
started
working
on
the
house
they're
going
to
clean
out
the
inside
clean
up
the
outside
and
secure
all
the
openings.
So
I
would
ask
for
another
two
weeks
to
allow
them
to
do
that.
