A
A
D
E
D
I'm,
sorry,
everybody
can
hear
that
census
is
coming
up.
You
know
in
2020,
and
we've
discussed
the
importance
of
then
I
think
each
councilman
or
person
is
gonna
actually
have
some
input
as
far
as
folks
that
are
gonna
work
with
the
crew,
that's
gonna,
be
you
know
in
the
houses
and
using
the
databases
to
to
make
sure
that
we,
you
know
not
under
Canada
by
about
thirty
percent
like
where
it
was
in
the
last
in
the
last
census
in
2010.
D
It's
something
that
it
takes
finesse
and
we'll
do
that
finesse
will
use
a
different
but
databases
to
get
the
most
accurate
account
that
we
possibly
can.
So
it's
very
important
that
we
be
fairly
in
accurately
counted
and
to
do
you
know,
reduce
it
in
terms
of
numbers.
You
know
twenty
two
hundred
dollars
a
person
and
as
well
as
what's
at
stake
for
the
state
is
maybe
another
seat
in
Congress.
So
it's
tremendously
important.
D
B
They're
very
busy
weekend's
weekend
thought
it
with
the
Father's
Day
Parade
I
thought
you
whoe
gonna,
think
I
did
a
great
job.
I
think
you
had
a
fire
one
of
the
biggest
crowds
up
and
down
the
street.
Maybe
we
could
we
head
downtown
Howard
Avenue
open,
but
there
are
a
lot
of
people
downtown
with
nice
crowd.
So
you
keep
it
up,
we're
gonna
get.
We
don't
get
it
back
when
we
push
them
all
to
go
for
long
like
it
used
to
be
the
only
problem.
F
B
D
B
B
Bad
someone
had
some
great
potato
salad,
some
gumbo,
Kenny
and
I
used
to
do
that.
That's
some
pretty
good.
Some
not
I
base
it
different.
What
they
usually
cook
the
ball
and
then
we
get
I
got
the
CPU
me
Jim
draw
down,
so
they
say,
don't
sit
still.
They
try
to
raise
some
money
to
help
pay
for
everything.
That's
a
good
thing
and,
lastly,
mayor
got
found
what
we
doing
for
the
highway
90,
which
the
sidewalks
all
the
way
down
to
this
walter
mall
from
the
holy
land.
People
was
inquiring.
B
D
Right
no
I'm
gonna
table
Billy
Ray's
back
then
we've
been
discussing
that
he's
had
some
issues
with
him
dot.
You
know
we're
responsible
for
that.
North
claimed
that
the
sidewalk,
where
he
actually
cleared
it
off
once
or
twice
and
MDOT,
is
they
brushed
a
lot
of
stuff
all
over
the
top
of
it,
because
the
resurfacing
is
that
not
right
going
so?
No,
but
you
know
we've
spent
more
than
I've
shared
to
clean
things.
D
B
B
H
Okay,
just
piggyback
off
of
the
mayor
of
Monday
Monday
evening
or
Tuesday
morning,
I'll
be
getting
with
my
complete
count.
Committee
also
I'll
be
driving
up
to
Jackson
and
working
with
Miss
Christy
Hicks
on
more
things
that
they
want
to
kind
of
partnership
with
one
voice
and
make
sure
we
all
get
everyone
counted
in
our
community.
H
The
other
thing
is
on
Saturday
I
had
a
chance
to
fill
in
for
the
mayor
seven
day
of
Venice
of
the
Gulf
Coast
honored
on
first
responders,
I,
think
one
of
our
police
officers
and
one
of
our
firemen
I
think
mr.
Hollis
and
I
mr.
Parker,
and
they
also
gave
an
award
to
the
mayor
which
I
forgotten
left
it
on
my
trophy
shelf.
H
And
of
course,
this
weekend
we
have
the
Southside
riders
who
are
going
to
be
in
a
Henry
Beck
Park
they're
gonna
have
we're
gonna,
have
a
hundred
and
fifty
motorcycles
in
the
park
and
they'll
be
out
there
fellowship
and
giving
away
free
food.
So
if
you're
around
Henry
back
Park
in
the
community
come
on
out
and
have
some,
what
do
they
call
it
that
trash
pot?
A
I
Biloxi
Post
is
a
is
a
non-profit
educational
foundation.
Every
year
they
have
an
annual
fundraiser.
It's
always
a
roast.
The
May
was
roasted.
That
was
a
that
was
a
that
was
a
good
year
and
this
year,
I'm
fortunate
enough
to
be
the
target
of
much
abuse.
Excuse
me,
I
mean
affection
from
Roasters
Jeff,
Felder,
Harry,
joakim,
glenn,
east
who's,
the
superintendent
of
Gulfport
schools
in
Susan
hunt
and
the
MC.
This
is
worth
the
price
of
admission.
The
tickets
are
50
bucks.
By
the
way
the
emcee
is
not
you,
mr.
a,
but
it's
Vincent
Creole.
I
A
J
I'd
like
to
just
shout
out
to
again
watch
these
finest
Boise
Police
Department
of
Biloxi,
Fire,
Department,
Public,
Works
for
a
great
tunnel
to
towers,
run
and
all
the
support
for
the
safety
of
the
runners
and
and
everybody
that
spectators
to
come,
see
that
event.
I'll
leave
a
little
time
for
my
colleague
on
my
right.
He
was
a
participant
and
there
there's
rumors
that
he
may
have
finished
in
the
top
five
or
ten
or
something
like
that
and
in
a
couple
of
the
contests,
but
it
was
really
really
a
spin.
J
It
was
probably
the
best
that
we've
had
in
quite
some
time.
It's
always
a
great
event,
but
we
had
fireworks.
We
had
a
big
American
flag.
You
know
at
the
end
of
a
crane
very
emotional
time,
seeing
families
and
actually
people
connect
it
with
an
on
11
that
were
actually
there
and
just
ammo,
Pez
and
and
the
organization
telling
us
at
our
does
a
really
really
really
good
job.
With
that
event,
also
I
want
to
echo
councilman
Lawrence's
kind
of
shout
out
for
the
seafood
industry.
J
Maritime
Museum
I'll
be
emceeing
that
event
for
the
second
year
in
a
row.
Well
Holmes
laryngitis
last
year,
and
they
asked
me
Robyn,
asked
me
to
come
and
do
that
again
so
looking
forward
to
it,
it's
a
great
event
raises
a
lot
of
money
for
a
very,
very
worthy
cause
and
some
of
our
traditions
and
and
the
legacy
that
is
Biloxi
couple
little
housekeeping
issues
and
Kimbrough
neighborhood,
there's
some
medians.
J
If,
when
Public
Works
is
caught
in
that
neighborhood
again,
if
you
just
kind
of
check
the
medians
out
had
a
couple
of
residents,
they
said
they
used
to
take
care
of
it,
but
they're
getting
older
and
it's
getting
a
little
bit
more
difficult
for
them
to
get
out
there
and
kind
of
help.
Keep
the
city
beautiful
and
that
that
old
look
I
got
one
other
thing
at
the
end
and
I'll
just
mention
it
right
now:
keep
Gregory
passed
away
known
for
supertalk,
good
friend
he's
in
my
ward.
J
One
of
my
first
acts
when
I
was
councilman
was
to
repair
a
little
trivial
thing,
but
to
take
care
of
a
mailbox
issue
that
some
contractors
messed
up,
and
we
became
good
friends
after
that.
His
wife
works
out
at
Margaritaville
in
our
coffee
shop
and
got
to
know
his
daughter's
pretty
good
too
summer
in
India,
and
it
just
a
wee
big
loss,
a
big
loss.
J
He
he
always
had
political
views
that
may
not
have
been
always
been
along
with
everyone,
but
a
good
man
that
contributed
a
lot
and
he
was
very,
very
immense
in
charitable
work
and
in
he
MC
quite
a
few
events
that
were
very,
very
beneficial
for
the
Mississippi
Coast
dot
I'd
like
Madame
president.
If
we
could
close
the
meeting
today
in
his
honor
and
that
concludes
my
report.
A
K
I
had
the
opportunity
this
weekend
to
run
tunnels
to
tower
it's
a
great
event.
I
think
there
was
over
650
participants
and
then
several
hundred
people
that
weren't
participating
as
well
as
a
great
event
honoring
our
first
responders
and
those
who
pay
the
ultimate
price
on
9/11
and
I
believe
they're
able
to
raise
a
really
good
good
amount
of
money
for
people
that
are
in
need
that
are
first
responders
and
their
families
and
such
so.
It's
a
great
event
for
the
city
and
I.
Think.
J
K
F
J
K
J
The
distance
of
the
twin
towers,
the
distance
at
the
farm
until
you
did
it,
and
so
you
did
it
okay,
great,
but
and
as
you're
running
up,
you
there's
actually
rebroadcast
of
radio
broadcaster
radio
broadcast
of
911
that
they
simulate
when
you're
running
up
to
towers.
So
it's
very
emotional,
but
it's
it's
quite
quite
something.
Yeah.
K
It's
challenging
to
do
both
of
them
to
run
across
from
you
run
from
the
harbor
in
Ocean
Springs
to
Margaritaville
and
for
anyone
who's
ever
ran
that
bridge.
It's
not
an
easy
task
and
then
you
go
straight
to
running
23
22
flights
of
stairs
five
times.
So
it's
it's
pretty,
try
and
then
there's
to
see
the
fireman.
You
know
running
the
bridge
and
full
gear
with
tanks
and
everything
on,
and
then
you
get
in
there
and
they're
climbing
the
the
you
know,
those
stairs
and
I'm
in
shorts
and
a
t-shirt
and
about
to
die.
K
I
can
just
imagine
you
know
what
those
guys
went
through
that
day
on
9/11.
So
we
appreciate
the
service
of
all
of
our
first
responders.
In
addition
to
that,
I
I
do
have
two
names
that
I'm
going
to
give
you
all
after
the
meeting
for
tree
committee,
the
person
that
was
for
Ward
7
vacated
their
spots
so
I
have
to
the
chalking
choose
from
on
that
and
then
I
know
we
have
cruising
coming
up
and
I,
don't
know
what
the
process
is
of
us
engaging
MDOT,
but
we're
gonna.
K
L
K
M
Mr.
mayor
I,
don't
know
who
I
would
contact
with
regard
to
water
issues.
I,
don't
know
if
it's
the
Harrison
County
utility,
Authority,
Public,
Works
or
engineering
I
know
I've
had
residents
contact
different
individuals
and
no
one
gets
a
no
one
gets
results,
simply
I
think
because
I
don't
know
how
this
works.
N
M
M
J
D
You,
let
me
also
just
add
to
you
know,
regarding
the
water
quality
and
at
the
age
of
some
of
the
things
with
water
and
sewer
that
we're
experiencing
of
the
peninsula
and
with
the
north
and
the
south
contract
is
as
addressing
and
we'll
have
some
brand-new
infrastructure
there.
But
you
know
I
think
Tanglewood,
another
one,
we're
looking
at
I
mean
there's
gonna,
be
a
need
to
work.
D
You
know,
have
some
funding
to
replace
some
of
the
things
that
probably
40
50
years
old
bill
already
I
think
is
what
we're
talking
about
so
we're
we're
gonna
have
to
address
that
systematically
and
programmatically
and
financially
over
the
you
know
the
next
ten
years.
So
things
are
breaking
you
know,
we've
had
some
some
I
think
a
couple
instances
with
utility
authority
doing
something,
putting
some
pressure
back
on
some
of
the
mains
and
something
broke
not
too
long
ago.
So
and
that
need
is
out
there
and
we're
fortunate
that
you
know
the
peninsula.
D
M
A
We'll
move
on
to
the
public
agenda,
where
we
have
citizen
comments,
we
have
45
minutes
allotted
each
citizen
gets
three
minutes
each
to
speak.
Please
once
you
reach
the
desk
state,
your
name
and
address
allowed
for
the
record,
as
well
as
write
it
down.
Anyone
on
my
left
hand,
side,
you're
right.
That
would
like
to
come
speak
please
come
on.
O
Good
afternoon
my
name
is
dr.:
Gwendolyn
catchy
miss
Costello
I
live
at
316,
Randolph
Street
made
of
blocks
in
all
done
that
way
for
some
time
and
I
also
own
property
at
3:14,
318
and
320
I'm
here,
for
several
reasons,
number
one
I'm
sure
you've
heard
a
million
times
is
the
East
Biloxi
construction
project,
I
moved
back
here
in
May
2016
within
a
month,
I
had
to
have
two
rounds
of
steroids
because
of
all
the
dust
and
chemicals
that
was
floating
around
in
the
air.
I
didn't
know,
I
was
gonna,
be
exposed
to
now.
O
G
O
A
brand
new
Kia
Soul
explained
everything
to
shop
three
four
times
because
of
all
the
damage
underneath
the
car
from
riding
through
the
bookish
streets
with
the
rocks.
So
I
need
to
get
clarification
on
what's
happening,
I've
contemplated
several
times
moving
out
of
my
house
because
of
the
dust,
but
you
saved
the
day.
I
need
to
get
clarification.
The
good
news
I
hear
is
that
almost
finished
gonna
be
finished
by
Thanksgiving
and
I
get
all
set
for
Thanksgiving,
inviting
friends,
Ian
and
Vince.
My
says:
oh,
you
know
raining.
O
O
You
talk
about
the
public,
seeing
our
areas
and
the
impression
they
get
rain.
Our
street
is
probably
the
second
most
traveled
street
to
Quebec
for
that
north/south
quarter,
the
school
buses
pick
up
on
rain
our
street.
So
it's
critical.
You
see
people
gone
between
Imperial,
Palace
and
barrage
tourists.
I
know
they
are
I,
see
them
all
the
time
and
I'm
embarrassed
that
they're
going
through
the
rocky
roads
and
all
those
things,
and
so,
if
somebody
mr.
O
Brodie,
has
been
very
good,
but
unfortunately,
his
information
is
only
good
as
good
as
what
he
gets
and
unfortunately,
that
hasn't
been
true,
accurate
one
time
I
got
a
report.
That
said
they
were
actually
out
there
inside
my
house
working
at
that
point,
although
I
hadn't
seen
anybody
on
my
street
for
probably
two
three
months,
so
you
know
as
a
residence.
You
know
I
I
just
like
to
have
some
clarification.
P
Hi
I'm
Jane
Chandler
I'm,
the
manager
of
the
local
history
and
genealogy
department
in
the
Biloxi
library
right
down
the
street
I
need
to
invite
you
to
movie
night
at
the
Visitor
Center,
which
will
be
Thursday
night
at
5:30,
and
so
what
we're
going
to
see
is
a
movie
called
social
change
in
a
democracy.
The
city
happened
upon
this
amazing
on
YouTube
video
a
couple
years
ago.
They
obtained
the
rights
for
it.
P
We
showed
it
one
time
at
the
library
and
now
we're
going
to
show
it
again
to
an
audience,
so
we
could
actually
see
it
on
a
bigger
screen.
What
it
is
is
a
film
that
was
filmed
in
Biloxi
in
around
1950.
The
purpose
of
the
film
was
to
show
the
Japanese
how
democracy
works.
That
is
really
random
because
you
could
not
find
it
just.
You
know
on
an
on
regular
filming,
a
Walmart
or
anything
like
that.
P
So,
basically,
which
you
will
see
is
you
will
see
students
and
people
walking
up
and
down
hard
Avenue
you'll
see
the
inside
of
Central
High
School.

we

leases
and
our
waterfront
leases
and
just
trying
to
get
clarity
on
on.
What's
there,
there's
never
really
been
a
master
survey
of
that
area.
Okay,
thank.
B
N
A
good
thing
this
was
started
a
few
months
ago
and
it's
for
some
litigation
purposes
as
well
as
people
get
standing
over
a
property
us
and
our
tenant
there
and
there's
a
dispute
over
who
owns
what
trying
to
deter
prett
all
the
leases.
So
it's
clarifying
all
of
that,
but
it
will
be
helpful
to
us
in
the
long
run.
N
Q
This
is
an
agreement
we're
entering
into
with
with
the
power
company
they're
gonna,
furnish
the
cameras,
the
maintenance
and
everything
for
a
yearly
fee
for
us,
so
they're
up
in
Alabama
they're
up
in
Louisiana.
So
what
they
basically
do
is
read
a
tag
as
it
goes
through,
they'll
be
tied
into
NCIC,
so
that
if
there's
a
stolen
vehicle,
it'll
pop
up
and
say,
hey,
there's
a
stolen
vehicle
in
your
area.
Q
A
S
S
M
B
S
S
S
T
U
Let
me
explain
to
y'all
relocation,
real
quick,
and
this
is
a
tenant.
The
tenant
was
under
a
grant
program,
okay
after
Katrina,
and
that
they
were
on
section
eight.
The
daughter
is
was
her
caregiver
in
this
house.
So
what
happened?
Was
there
on
section
8,
voucher,
paying
like
under
five
hundred
dollars
and
what
you
have
to
do
when
we
move
them?
We
have
to
go
find
a
unit
on
the
market
that
we
can
move
them
into.
That's
complet
of
what
they're.
In
so
the
difference
in
thirteen
hundred
dollars,
you
figure
their
utilities
and
so
forth.
U
That's
how
you
come
up
with
it's
all
market,
driven,
there's,
no
there's!
None
of
this
is
made
up.
No
I
mean
like
you,
don't
it's
basically
what
we
can
find
a
place
for
so
as
we
buy
a
property
and
we
get
the
lower
rented
property
is
let
you
know
they
you
get.
You
use
those.
Then,
all
sudden,
you
got
to
go
to
higher
piece
of
property.
That
number
can
fluctuate
specially
since
we're
removing
people
on
Popp's,
Ferry,
Road
and
removing
people
in
different
areas.
U
You
got
to
go
with
the
market
rent.
It
has
to
be
a
place
available.
You
can't
just
go
out
and
say:
oh,
they
can
move
here.
They've
got
to
physically
be
able
to
sign
a
lease
on
that
and
if,
in
this
case
it's
a
little
different,
you
basically
pay
that
for
42
months
you
subsidize
her
rent
for
42
months
and
that's
how
you
get
to
that
number.
U
Q
U
M
L
G
L
The
construction
contract,
which
will
be
bid
shortly,
will
be
somewhere
in
the
million
two
million.
A
half
dollars
for
that
section
of
Boardwalk
is
the
extension
from
that,
where
it
ends
on
Veterans
that
I
took
Amelia
just
past
the
casino
the
treasure
Bay
this
contract
that
we're
putting
in
place
here
is
the
construction
inspection
element.
L
They
will
be
paid
to
do
the
inspection
of
the
work
once
the
work
is
awarded,
probably
we're
sort
of
putting
the
cart
before
the
horse
and
that
these
guys
are
not
drawn
on
this
contract
until
such
time
as
we
award
the
other
contract
and
they
they
have
something
to
inspect
we're
just
putting
it
in
place.
Now
the.
L
L
L
B
L
B
Know
the
one
behind
our
hotel
I
mean
the
Restless
turned
out
to
be
great
different
here.
It
goes
nowhere,
there's
nothing!
Nothing
on
the
beach
you're,
just
running
a
board
running
always
to
trudge
your
back
and
nothing.
There
I
like
the
restaurants
that
got
the
show
yeah.
Well
yeah,
you
know,
but
you
gotta
have
the
money.
Yet
to
you
know
you
need
the
money
before
you
start
developing
us
again
when
you
did
them.
The
rest
has
turned
out
great
yeah,
yeah
right,
okay,
yeah,
all
right.
A
B
B
T
This
is
a
revisitation
of
a
program
that
we
started
a
few
years
ago.
All
the
museum's
got
together,
including
the
seafood
Museum
or
Walter
Anderson
Lynn
Meadows,
the
visitor
center
and
lighthouse
infinite
infinity
was
in
there
and
you
pay
$45,
and
you
get
a
pass
that
allows
you
a
dull
admission
into
each
one
of
those
venues
and
what
happens
is
the
money's
collected
and
then
it's
distributed?
Each
participating
location
will
get
five
dollars
of
that
pass.
That's
collected.
T
B
T
T
B
B
Just
on
w
this
isn't
just
another
clerk
we
have
when
he's
caught.
They're
gonna
cause
a
fifteen
million
dollar
fully
finished.
H
V
So
this
change
order
in
front
of
you
right
now:
council
73,
it's
just
a
reconciliation
change
order
for
911
thousand
dollars.
That's
for
quantity
overruns
that
we
paid
the
contractor
and
we
need
to
have
the
council
prove
that,
so
we
can
get
NEMA
to
reimburse
us
for
those
costs.
So
it
unfortunately
does
not
address
grain
or
I
in
fact
spoke
with
dr.
Catchings
before
and
gave
her.
The
bad
news
and
Reina
was
being
pushed
back
to
further
into
the
contractor
schedule.
V
Sir,
and
that
is
one
of
those
things
they
will
and
make
it
to
when
they
get
down
towards
that
area,
but
they're
so
focused
on
trying
to
complete
areas
from
east
to
west,
the
other
Avenue.
You
may
have
it's
just
to
ask
administration,
that's
Public
Works
to
go
ahead
and
just
it's
a
wider
curb
wider,
curb
cut.
Now
the
contractor
put
it
in
accordance
the
design,
so
they
did
it
according
to
the
plans,
but
obviously
it's
not
giving
the
width
that
the
people
need
yeah.
H
V
F
H
B
L
B
V
V
H
V
B
V
H
Out
there
how
many
workers
out
there,
because
you
know
it's
like
they're
there-
I
mean
with
25
workers
and
the
amount
of
work
that's
left
to
do.
I
mean
I'm
almost
at
the
point
where
we
need
to
go
ahead
and
get
somebody
out
there.
If
they
don't
want
to
do
to
work,
they
need
to
go
in
and
get
the
heck
out
of
here.
Cuz
I'm
at
that
point,
where
I'm
ready
for
the
community
to
be
fixed
and
finish
I'm.
H
Just
at
that
point
right
now
you
know,
and
it's
it's
it's
it's
frustrating
aggravating
and
not
only
that
I'm
suffering
damages
myself.
I've
endure
the
most
on
this
out
of
everybody.
In
this
room,
I've
endured
the
most
there's,
fencing
I
have
a
list
of
fencing
that
I'll
be
getting
to
you,
I
think
they're,
like
10
or
12,
people
that
haven't
had
fencing.
So
if
we're
gonna
have
to
I
mean
we
can
sort
submitting
this
stuff
to
mainland
female
cells,
because
that
we're
at
the
point
where,
if
they're
not
gonna,
do
it?
H
If
they're
not
gonna,
do
the
landscaping
they're
tearing
people
yards
up
and
they're,
not
putting
them
back
they're,
not
doing
the
landscaping
and
I'm
not
getting
anything
corrected
in
here
and
and
and
I.
Think
I've
been
pretty
patient
for
the
last
five
years
and
I'm
speaking
for
the
people,
not
just
for
me.
Even
though
I
am
one
of
the
people
and
and
like
I've
always
said,
you
know,
I
have
the
most
family
in
this
community
and
we've
been
biting
biting
up.
F
H
B
I
B
B
V
Where
we
keep
count
of
how
many
works
they
have,
which
crews
who's
there
for
men
and
where
they're
at
I
think
the
last
count
we
did
was
late
August
early
September,
they
around
58
people
but
uncertain.
If
that
included
or
not
included
the
office
staff
I,
think
that
was
production
and
not
just
their
office
staff,
which
usually
knows
around
20
or
so.
F
H
D
B
V
B
B
R
Item
a
on
the
agenda
Nancy
our
grams
in
Joshua,
LC,
more
1610,
since
that
Boulevard
that
case
has
been
resolved.
Item
B
on
the
agenda,
Darrell
so
sure
2026,
greater
Avenue.
That
case
has
been
resolved
item
to
see
on
the
agenda:
south
central
Bell,
Telephone,
Company,
zero,
Howard
Avenue,
that
property
still
in
violation.
R
R
We've
made
numerous
attempts
to
try
to
contact
them
to
handle
this
through
city
court
to
get
it
removed,
or
at
least
to
get
them
to
put
a
proper
fence
up,
go
to
a
HRC
and
get
it
up.
We're
constantly
getting
complaints
about
this
property.
So,
as
a
last
resort,
we
brought
it
to
the
City
Council
for
resolution
is.
