A
A
C
Yeah,
thank
you,
mr
president.
We
have
a
lot.
I
think
we're
trying
to
beat
some
weather
today
so
I'll
keep
it
short.
I
do
want
to
indicate
that
we've
got
some
good
news
from
the
result
of
a
few
trips
to
washington.
We've
got
a
2.1
million
dollar
award
of
for
our
our
connector
from
the
senator
worker's
office,
so
that
was
a
you
know,
a
good
good
win
for
us
other
than
that.
Welcome
everybody
to
our
meeting
and
that
concludes
my
report.
A
D
You
know
we
had
a
couple
things
we're
talking
about.
We
had
a
great
friday
night,
fofo
didn't
come
this
time.
We
had
a
seafood
buffet
for
the
senior
olympics
paul
and
I
was
there.
They
had
one
heck
of
a
crowd
and
the
cooking
of
the
shrimp
and
the
fish
they
do
one
great
job.
I
don't
know
what
group
did
it,
whether
the
farm
and
the
policeman,
whoever
did
it
was
fine
and
all
these
people
was
kind
of
happy
and
we
was
glad
to
have
him
come
to
biloxi.
D
It's
amazing
how
many
people
out
of
town
at
this
thing
they
didn't
realize
there
was
that
many
coming
from
out
of
town,
the
biggest
thing
we
had
nothing
was
just
pickleball.
Like
220
people
participated
in
a
pickleball.
I
think
that's
pretty
just
says
how
strong
pickleball
has
got
for
the
any
city,
and
I
said
especially
the
second
we
had
was
we
cut
the
ribbon
at
the
saint
mary's
park
of
wilshire
and
paul?
Was
there
fourfo?
Was
there
and
we
had
they
built
the
gardens?
D
They
did
a
lot
of
good
things
and
we
learned
a
lot
of
things
they
needed
and
we
discussed
about
get
those
things
done
for
the
park:
water,
fountain,
upgrading
the
lights
trying
to
handle
the
drainage
any
problem
they
had
right
there,
so
both
of
those
things
were
good.
Events
for
the
city
of
the
third
thing
is
something
I
told
the
neighbors
and
father
ryan.
I
would
do.
D
I
know
they
all
upset
with
this
hotel
coming
in
there
and
they
just
don't
want
it
there
because
of
the
neighborhood,
and
I
agree
with
them
when
you
affect
160-something
families
for
35
jobs.
I
think
we've
gone
the
wrong
way,
especially
for
a
area.
That's
never
had
a
motel
in
it.
This
is
a
little
different
than
putting
them
in
different
places,
but
they
had
them
this
here.
D
So
I'll
tell
them
I'm
going
to
help
as
much
as
I
can
fight
for
them
as
much
as
I
can
to
slow
it
down,
and
if
we
need
to
go
another
direction,
maybe
we
need
to
attack
more
in
the
broad
water.
Go
ahead.
Add
a
vfw
property
when
all
these
things
are
sitting
on
hold
and
even
margaritaville
you're
talking
about
probably
2500
hotel
rooms
with
a
lot
of
impact,
3,
000
jobs
and
a
couple
of
them
places.
D
Those
are
things
that
we
need
to
be
attacked,
and
I
mean
I
know,
bless
is
pushing
a
thing
like
that
and
I
just
don't
think
that's
the
right
thing
to
do
to
affect
that
many
families.
For
that
small
amount.
I
mean
it's
a
hotel
and
a
small
40
unit
hotel,
but
I'm
saying
with
that
many
it
affects
that
many
people
their
lives,
their
neighborhood,
their
property
values.
You
talking
about
that
area
right
there.
D
You
talk
about
65
million
in
property
value,
so
everything
is
a
plus
for
the
neighbors,
except
for
the
hotel,
the
other
spots
they
put
them.
They
have
no
problem
with
that.
Those
are
the
props
are
zoned
properly
for
that
had
them
before
we
had
the
comfort
in
comfort
suites
up
at
north
iowaville,
then
never
come
back
had
jubilee
a
couple
of
them
small
ones.
They
didn't
come
back
and
we
were
looking
up
that
legends
opened
up.
They
did
good
at
the
132
room
that
ledges
great.
D
What
is
the
one
on
the
side,
the
little
hotel
on
98
units
right
there,
so
we
had
a
lot
of
them
come
back
unless
we
had
a
bunch
but
hard
rock,
when
they
had
them
seven
stories
I
mean
they
got
a
total
like
479
run.
So
there's
a
lot
of
good
things
happening
a
lot
of
growth
coming,
but
I
think
we
need
to
fulfill
you
and
bless
you
want
to
do
something
man
go
outside
broadwater
project.
We
need
to
get
that.
That's
big,
that's
about
1200
rooms,
and
then
you
got
the
vfw
property.
D
You
put
the
yacht
clubs
at
another
thousand
room.
I
know
we
have
we
fighting
to
get
that
and
then
even
margaret
the
your
buddies
you'll
be
playing
in
the
band
with
kiss
they
come
down
here
on
fifth
street,
I
mean
that's
what
you
need
to
be
attracted
to
me.
Just
leave
this
neighborhood
alone,
so
I'm
gonna
do
what
I
can
to
fight
for
them
and
stop
the
project
best.
I
can
I
told
my
past
I'd
honor,
you
all
the
death
at
the
meeting.
E
Yeah
just
wanted
to
give
a
shout
out
to
women's
group.
I
had
the
honor
and
pleasure
of
opening
up
bring
greetings
to
about
300
women,
business
women
at
the
civic
center.
They
called
it
boss,
ladies
and
they
had
a
a
great
time
here
in
biloxi,
most
of
them
was
from
out
of
town
and
they
got
a
chance
to
visit
our
city,
see
all
the
amenities
and
these
young,
ladies,
which
are
mostly
entrepreneurs,
are
looking
at
putting
things
in
the
community
and
putting
things
in
biloxi.
E
So
I
just
wanted
to
give
a
shout
out
to
marquita
fairness
for
putting
on
the
vienna
civic
center
for
the
boss.
E
A
F
Yes,
so
st
mary's
park
was
actually
in
my
ward
and
so
the
ward
lines
just
changed.
So
now
it's
in
george,
but
my
group
with
hillary
park
actually
tried
for
years
to
work
with
sherry
and
get
the
playground
something
in
there
when
she
had
to
take
it
up
when
I
first
got
elected
and
finally,
sparkling
ice
stepped
up
to
the
plate
and
we're
really
thankful
for
them.
Even
though
it's
not
in
my
ward
anymore,
I'm
so
excited
they
finally
got
a
new
playground.
Thank
you.
G
Jimmy
just
real,
quick
mike,
I
didn't
see,
if
did
you
send
me
an
email
with
an
update
on
the
catch
basin
issue
over.
H
There
at
the
club
circle
yeah.
I
wrote
that
to
you
so
that
you
wouldn't
have
to
ask
me
that
again
tonight
I.
H
Notes
from
the
last
meeting
and
realized-
I
hadn't
answered
you,
yet
we
did
this
afternoon,
look
at
the
elevations
and
the
and
the
the
fall
of
the
land
away
from
the
those
houses
and
where
the
water
is
supposed
to
be
going.
I
I
just
couldn't
remember
talking
to
you
about
what
what
the
issue
was.
We
will.
G
G
The
issue
some
of
the
residents
brought
up
to
me
that
I
think
when
we
looked
on
mr
bankley's
property,
that
has
no
house
on
it.
It
looks
like
there's
a
catch
basin
designed
to
draw
the
water
there,
but
there's
no
release
for
the
water,
so
they
were
talking
to
me
about
the
possibility
of
running
a
pipe
from
that
catch
basin.
I
G
On
the
potential
paving
of
the
ravenwood
area
and
well.
H
G
G
G
The
bless
you
we'll
let.
K
K
K
To
resolution,
I
know
that
that
would
help
the
police
department.
L
Out
a
little
bit,
yeah
we're
close
with
the
success
of
the
tree
bank
and
getting
that
involved,
we're
heading
towards
the
noise
ordinance
all.
K
We'll
get
there
second
thing
is,
I
know
with
this
with
the
mississippi
medical
cannabis
act,
there's
an
opt-out
provision.
I
don't
know
if
we're
looking
to
opt
out
or
not,
I
just
know,
there's
a
deadline,
but
it's
within
90
days
or
whatever,
and
if
we
are
looking
to
opt
out,
I
don't
know
that
we
are
not,
but
if
we,
if
we
are
then
just
get
us
a
resolution
not
at
the
11th
hour,
but
because
sometimes
we
table
these
things
and
if
we're
brushing
up
against
the
deadline.
L
L
Opting
out
we
are
going
to
add
some
modifications
to
the
land.
L
For
either
any
of
these
cannabis
type,
distributor
or
retail
or
hotel,
so.
F
M
M
K
M
Correct
our
next,
our
next
cutoff
date,
our
next
cutoff
date
for
getting
something
to
the
planning
commission
is
march
the
31st,
and
that
would
be
for
the
planning
commission
meeting
on
may
the
5th.
K
G
G
G
Do
we,
I
know
that
there
is
a
very
small
section
for
local
ordinances.
I
mean
it
leaves
a
lot
of
leverage
for
the
cities
to
choose
to
often
opt
out
and
control
what
they
do
with
with
zoning.
We
have
not
received
the
the
inputs
with
regard
to
the
the
regulations
that
the
health
department
of
the
state
of
mississippi
is
going
to
impose
on
that
industry,
which
could
affect
the.
H
G
M
F
J
H
O
F
A
One
of
our
previous
council
meetings,
we
did
pass
a
short-term
rental
provision
that
they
would
change
the
address.
Mr
creel
has
confirmed
that
that
address
did
change
from
jefferson
davis
to
highway
90
address,
so
that
should
satisfy
the
will
of
the
council.
For
that
measure
also
office
lane.
I
got
a
couple
of
drainage
issues.
I
want
to
follow
up
on
maltese
landing.
I
did
get
an
email
from
the
resident.
I
did
forward
it
to
the
administration
mike.
I
don't
know
if
you
recall
receiving
that
recently.
A
I
just
wanted
to
put
it
on
the
radar
today,
a
drainage
issue
behind
one
of
the
homes
in
malta's
landing
that
that
is
saturating
the
ground.
If
somebody
could
look
at
that,
I
would
appreciate
it
and
then
the
other
one
does
that
deals
with
the
reoccurring
issue
off
of
lawrence
falls
near
taylor
oaks,
it's
just
a
loose
end.
I
know
it's
that's
another
area
when
the
lines
have
been
redrawn.
A
That's
in
mr
deming's
ward,
but
I
do
want
to
kind
of
follow
that
and
take
care
of
that
loose
end
since
it
started.
You
know
with
me
when
I
was
representing
that
area
and
then
the
last
thing
on
a
real
positive
note.
A
We
have
over
400
kids
that
will
be
attending
opening
ceremonies
this
saturday,
I
thought
the
president
of
little
league
was
going
to
be
here
tonight,
but
he
did
have
practice.
He
thought
maybe
they
were
going
to
get
rained
out
and
he'd
come
to
this
meeting,
but
he
wanted
me
to
convey
to
each
and
every
council
member
that
you're
invited
8
a.m.
A
In
the
morning,
you'll
get
the
privilege
of
in
honor,
of
throwing
out
a
pitch
you'll
be
announced
to
the
crowd,
and
he
would
like
to
extend
that
invitation
both
to
the
council,
certainly
to
the
mayor
and
any
directors.
Specifically,
he
named
our
fire
chief.
He
said
he
went
to
school
with
you
chief
gerald
everett,
and
he
said
he
would
personally
make
sure
that
he
recognized
you
if
you
were
able
to
attend
that,
but
that
should
be
a
fun
event
tomorrow,
and
that
concludes
the
council's
report.
A
We
do
have,
under
our
council
report
this
evening,
a
special
guest
that
wants
to
address
the
council
owner
of
mcelroy's
harbor
house,
mr
mickey
mcelroy.
If
you
come
up
and
you
can
address
the
council.
J
Has
a
letter
that
I
wrote
expressing
what
I've
come
up
here
for
I've
been
in
business
here
and
everybody
knows:
we've
been
in
business
since
1974
my
entire
family,
with
a
bunch
of
breaks
with
storms
and
different
things.
My
family
is
still
involved
in
this
restaurant.
I
have
18
years
left
on
my
lease,
which
seems
like
a
long
time,
especially
for.
F
J
I
don't
want
my
family
to
be
looking
down
the
road
because
they're
still
young
and
be
looking
down
the
road
at
well,
some
other
council
and
some
other
mayor
and
saying
see
you
without
at
least
having
the
option
to
bid
on
bid
on
that
at
the
end
of
the
term.
So,
basically,
that's
basically
what
I'm
here
for
I'm
not
going
over
everything
that
was
in
my
my
letter,
I
gave
it
to
y'all.
Y'all
can
read
that,
but
I
feel
like
the
growth
and
the
economy
of
biloxi
is
growing
in
an
unbelievable
way.
J
J
I
guess
he'll
hear
about
it
pretty
quick,
because
I
told
her
and
she'll
put
it
in
the
in
the
news,
but
I
just
want
to
have
the
opportunity
and
my
family
have
the
opportunity
to
grow
with
the
economy
of
biloxi
as
it
grows,
and
the
financial
situations
as
we
go
along.
J
If
we
have
pro
we've,
people
have
been
trying
to
get
me
to
put
something
underneath
my
restroom,
you
know
a
a
bar
whatever
and
whatever
I
do
will
require
financing
and
in
order
for
me
to
finance
a
financial,
a
bank
will
not
give
you
the
money.
You
need
to
do
a
project.
If
it's
going
to
be
200
000
to
500
000.,
they
want
to
know
that
you're
going
to
be
there
a
while
they
want
to
want.
J
They
want
to
know
that
your
lease
is
got
longevity
to
it
and
you
can
you
can
afford
to
pay
it
back
to
them.
So
I
would
like
to
express
my
thanks
for
allowing
me
to
come
up
and
do
this.
I've
been
trying
to
work
on
this
for
quite
a
while,
but
the
city's
been
busy.
I've
been
busy.
It's
nobody's
fault,
it's
just
that.
I've
been
busy,
and
so
has
you
know
you
all
have
been
busy
with
numerous
projects.
A
J
A
Believe,
well,
listen!
Just
I'd
like
to
express
you
know
my
thank
you
for
the
hard
work
that
you've
put
in
mcelroy's
harbor
house,
one
of
our
few
local
restaurants
that
are
standing
tall
and
does
a
great
job
in
providing
guests
and
I'll
see
you
there
entertaining
everybody
all
the
time.
But
a
couple
questions
I
have.
I
know
you
did
some
expansion.
J
As
the
last
expansion
I
did,
I
I
didn't
do
it
right.
I
went
ahead
and
expanded
and
didn't
come
to
the
city.
I
asked
permission
to
do
it
and
they
said
yeah,
but
I
didn't
come
and
say
I
need
some
time
to
pay
for
it.
So
this
time
I'm
coming
and
asking
for
a
little
extra
time
for
my
family
to
not
be
nailed,
but
yes
in
the
future,
I've
been
looking
at
the
underneath
there
a
way
to
to
do
something,
as
is
not
mellow
mushroom.
J
What's
that
one
across
the
street
from
me,
they
have
the
stuff
underneath
it
and
thank
you
and
but
there's
a
tremendous
opportunity
there,
the
harbor's
phenomenal
we
get
we
get.
We
are
we're
getting
all
kind
of
people
from
all
over
the
united
states
coming
in.
I
question
them
every
time
when
they
come
in
and
sit
down,
I
try
to
talk
to
them
and
find
out,
but
down
below
would
be
a
tremendous
spot
for
local.
J
J
O
J
D
J
That
happened
right
at
the
end
at
the
end
of
the
the
term
they
need,
they
need
to
have
the
right
to
to
rebid
it
or
whatever,
and
normally
in
those
business
type
situations
they
would
re-bid
it.
They
would
say.
Okay,
you
got
first
refusal
I
got
mike
over
here,
wants
to
open
up
a
hot
dog
stand
and
he's
willing
to
pay
x
so,
but
we
need
to
have
the
first
right
of
refusal.
A
C
For
the
press
and
for
people
who
are
watching
this
tonight
that,
on
the
occasion
of
eleven
o'clock
friday,
we'll
have
our
first
state
official
state
visit
by
ambassador
simonovich
from
the
republic
of
croatia,
he's
the
ambassador
to
the
united
states,
we're
going
to
host
him
as
well
as
the
general
counsel.
Her
name
is
sonya
lockovich
and
so
we'll
have
some
sort
of
reception.
Our
reception
of
greeting
meet
meet
and
greet
here
at
city
hall
at
11
o'clock,
so
when
they
had
that,
thank
you.
A
Okay,
this
portion
of
the
agenda
is
our
citizens
comments.
We
have
45
minutes
allotted
we'll,
go
ahead
and
get
started.
Anyone
on
my
left.
Your
right
would
like
to
come
up
and
speak.
Please
take
your
seat,
announce
your
name
and
your
address,
and
you
have
three
minutes.
I
My
name
is
my
name
is
eugene
lacaze
at
214,
porter
avenue,
council,
mayor
gilledge,
our
neighborhood
is
on
the
cusp
and
has
been
we
need
your
help.
I
used
to
be
proud
to
say
I
lived
on
porter,
but
I
feel,
like
someone
decided
that
porter
avenue
is
now
some
type
of
no-go
zone
our
elderly
live
in
fear.
I
hear
all
I
hear
from
the
police
are
excuses.
I
Tourism
is
great
and
all,
in
fact
my
grandfather
was
director
of
the
harrison
county
tourism
commission
at
one
point,
but
I
hope
to
remind
you
that
you
have
constituents
that
live
here
while
porter
may
have
more
commercial
than
a
lot
of
other
neighborhoods.
I
feel
like
you
have
surrendered
your
flagship
avenue
to
vagrants
and
hobos.
I
I
I
If
the
noise
ordinance,
which
I
did
hear
y'all
addressed
this
evening,
if
the
noise
ordinance
is
unenforceable,
then
please
rewrite
the
ordinance
biloxi
likes
to
party.
I
like
to
party
I
like
music.
I
like
music
with
bass.
However,
when
amplified
bass,
music,
that
rattles
the
glass
in
my
windows
and
cracks
the
plaster
on
my
ceilings,
while
I'm
trying
to
sleep
or
read
the
news
is
unacceptable
period
too
many
incidents
to
list,
but
a
few
examples
of
happenings
in
our
neighborhood.
I
When
we
first
moved
back
as
a
new
homeowner,
I
flagged
down
the
ice
cream
truck
for
what
should
have
been
a
memorable
experience
with
the
ice
cream
man
at
our
new
home
when
a
very
aggressive
bum
comes
from
across
the
street
and
tries
to
physically
intimidate
me
into
buying
him
something
even
the
ice
cream.
Man
felt
bad
for
me
and
and
my
ruined
experience
believe
it
or
not.
We
have
even
watched,
I
forgive
me,
I'm
gonna.
I
We
have
even
watched
women
urinate
at
the
pumps
at
the
show.
Once
we
witnessed
a
confrontation
at
clark's
shell
involving
a
katana
sword,
my
partner
called
the
police,
but
the
report
on
file
doesn't
even
reference
the
weapon
we
have
called
dispatch
with
no
response
at
all.
On
more
than
one
occasion
christmas
morning,
2021
my
partner
had
to
call
on
the
homeless,
throwing.
A
G
A
B
E
This
was
something
yeah.
N
E
P
E
Yeah,
I
just
saw
it
and
I
was
wondering
what
all
you
had
left
to
do
on
it.
D
E
P
After
seeing
this,
you
know,
I
think
you
know
we,
we
fix
a
lot
of
the
termite
damage.
You
know
a
lot
of
the
stuff,
you
know
it
needs
a
new
roof,
but
you
know
there's
just
the
economics
of
it
is
you
know
we
paid
x
for
it
we
put
x
into
it.
I
mean
if
it
starts
bringing
in
money
we'll
be
able
to
do
new
roof
new
new,
exterior
siding.
I
mean
I.
I
think
that
house
will
be
a
really
good.
You
know
addition
to
the
neighborhood.
P
E
Thanks
to
what
we
got
yeah
and,
as
you
know,
we're
we're
selling
biloxi
and
every
person
that
visit
you
want
want
them
to
have
a
good,
pleasant
experience,
especially
if
you're
getting
into
that
area
and
that's
what
I
was
concerned
about.
So
if
everything,
if
you
feel,
if,
if
you
promise
me
you're
going
to
do
what
it
takes
to
take
care
of
it.
P
100
yeah,
I
mean
everything
we
make
from
that
property
is
going
to
go
back
into
the
go
back
into
it.
I'd
love
to
sell
it
for
265
dollars
in
two
years.
You
know
that
would
be
my
end
goal.
You
know
so
yeah
I
mean,
I
think,
any
any
proceeds
we
make
from
that
is
going
to
get
it's
going
to
get
back
into
the
property.
Okay.
D
M
Sir,
it's
a
rm30
is
multi-family
zoning
and
this
is
allowed
as
a
conditional
use
and
the
condition
that
the
planning
commission
placed
on
it
is
that
they
would
have
to
add
a
solid
fence
to
the
north
side
to
separate
this
from
the
neighbors.
This
house,
if
you
look
at
the
picture,
has
a
space
for
one
one:
parking
space
on
the
south
side,
one
parking
space
on
the
north
side
and
on
the
north
side
it
immediately
abuts
that
driveway
for
the
neighbors.
M
So
the
planning
commission
put
the
condition
in
there
that
a
solid
fence
would
need
to
be
added
to
that
north
side
along
the
property
line.
P
P
D
M
K
Yeah
I'd
just
like
to
make
a
couple
of
observations.
I
think
mr
guy
and
she
said
you're
good
with
it.
Okay,
just
to.
K
Right
and
looking
at
this
is,
I
think
this
will
be
the
first
short-term
rental
than
that
section
of
reynard's
air.
I'm
not
positive,
but
I
think
I
think
it
will
be
and
just
just
an
observation.
The
middle
of
the
block
between
esther's
boulevard
and
division
street
is
where
this
is
located
and
raynard
is
zoned
industrial
by
the
tracks
on
on
the
south
end
of
that
block,
and
it's
community
business
and
neighborhood
business
by
division,
street
and
rm
30
in
that
middle
section,
mostly
on
either
side.
K
So
my
guess
is
there
will
likely
be
more
requests
for
short-term
rentals
in
that
area.
No
guarantee,
of
course-
and
I
think
just
in
looking
at
the
pictures,
the
gentleman
has
done
done
a
nice
job
there,
but
I
just
know
sometimes
when
you're
looking
at
consistency
and
everything
so
long-term
from
my
perspective
is
that
it
wouldn't
surprise
me
if
there
are
more
short-term
rentals
coming
at
some
point
to
that.
That
section
of
rain
arches.
M
It's
possible,
and
certainly
if
the
neighbors
see
that
this
is
successful,
we
might
get
more
requests.
This
house
is
a
it's
not
in
a
historic
district,
but
it's
actually
a
historic
landmark.
It
has
the
city
of
biloxi
historic
seal
on
it.
We
do
have
some
historic
properties
landmarks
across
the
street
also
right.
A
K
Yeah,
this
is
the
old
breakers
property,
it's
bounded
on
the
east
by
grandview
drive
and
on
the
west.
It's
edgewater
park,
although
it
says
in
the
resolution,
it
mentions
edgewater
estates.
I
think
that's
just
a
scrivener's
error.
It's
actually
edgewater
park
and
this
site
had
been
proposed
for
another
development
or
two
in
the
past,
seven
or
eight
years,
and
probably
prior
to
that
as
well
and
just
from
what
I've
heard
from
the
neighbors
who
were
there
at
the
planning
commission.
Is
they
they
like
the
idea
that
it's
going
to
be
residential?
K
So
so
I
have
no
objection
whatsoever.
I
just
wanted
to
put
that
out
there
is
there
anything
you
might
want
to
add.
I
know
the
neighbors
in
edgewater
park
that
section
the
east
part
we're
concerned
about
drainage,
but
they're
going
to
put
a
privacy
fence
up
there.
Marshall
drive
won't
be
a
point
of
ingress
or
egress,
be
two
rows
of
homes
with
a
street
down
the
middle
and
then
five
houses
fronting
beach
boulevard,
correct.
Yes,
sir.
M
M
Once
the
city
council
approves
the
preliminary
plan,
then
the
developer
goes
in
and
actually
installs
the
infrastructure
first
and
once
the
infrastructure
is
put
into
the
engineers
city
engineer,
satisfaction,
then
the
council
approves
the
final
plant
and
from
that
point
I'm
allowed
to
start
issuing
permits.
But
what's
going
to
happen
here
is
that
this
is
going
to
be
a
two-phase
project.
M
They're
gonna,
be
they're,
gonna,
be
installing
the
infrastructure
at
the
same
time
that
they're
building
22
of
the
houses
and
the
infrastructure
is
estimated
to
take
four
months
and
the
houses
would
be
estimated
to
take
five
months
to
build
and
I
would
not
be
allowed
to
issue
any
cos
until
the
infrastructure
was
completed.
We
actually
had
water
and
sewer
and
those
kind
of
things
running
to
it,
but
it's
a
it's
a
good
plan
and
other
than
the
drainage.
The
the
neighbors
were
actually
happy
that
this
is
developing
is
residential.
K
M
Well,
that's
up
to
the
city
engineer
to
decide
for
that.
I
will
say
that
elliot
holmes
has
a
great
reputation
for
for
doing
what
they
say:
they're
going
to
do
and
the
houses
that
they
build,
look
more
like
custom
homes
than
they
do
cookie
cutter
type
homes.
I
don't
have
any
doubt
that
they'll
put
the
infrastructure
in,
but
if
the
city
engineer
determines
it
that's
necessary,
they
said
they'd
be
happy
to
do.
K
M
No,
there
will
not
be
an
ingress
or
egress
on
highway
90.
There
will
be
five
houses
there
facing
highway
90.
But
what
they're
going
to
have
is
a
u-shaped
drive
that
comes
in
off
of
grand
view
and
then
turns
north
and
then
comes
back
to
grand
view
again
and
all
of
the
driveways
will
be
accessed
from
that
newly
constructed
road.
There
will
be
no
driveways
off
of
beach,
boulevard
or
grand
view
other
than
the
street
ingresson
egress.
What.
M
K
P
A
A
F
A
All
right,
everybody
will
give
you
30
seconds
of
their
time.
D
D
And
go
out
things,
I
know
we
buy
the
fire
trucks
we
had
to
commit
to
pay
for
them.
How
are
we
handling
that
it
takes
a
year
to
build
them?
It's
1.7
million
and
we
had
to
commit
so
we
can
get
them
built.
So
how
does
it
set
up
financially
to
pay
them.
H
You,
if
you're
talking
about
the
fire
trucks,
understand
understand
the
process
here,
you're
tonight,
you're
approving
our
ability
to
go,
buy
these
trucks.
Now.
The
next
thing
we
have
to
do
is
we
do
an
rfp
to
the
banks,
to
a
series
of
banks
and
ask
for
for
them
to
bid
on
the
lease
purchase
agreement.
H
These
trucks
will
not
likely
show
up
in
this
fiscal
year.
So
at
some
point
it
it.
It's
we'll
end
up
moving
that
money
out
of
the
expenses
for
this
year
and
then
we'll
re
re-budget
that
when
we
do
the
budget
for
fiscal
year,
23.
H
D
That's
what
I
was
wondering
just
making
sure
that
and
on
p
papa
what
is
the
value
under
the
short
form
agreement
with
professional
services?
What
is
that,
on
p.
H
H
Yeah,
okay,
so
that
that's
just
a
a
change
order
that
rearranges
the
the
the
budget
for
that
entity
bma
for
their
rpr
work,
they're,
basically,
construction,
inspection
work
and
it
just
moves
the
money
from
one
bucket
to
another.
Without
changing
the
total
value.
D
L
L
D
L
Said
josette
the
house
drew
howard.
A
Thank
you,
mr
lawrence.
That
concludes
the
consent
agenda
and
all
in
favor
those
opposed
any
exceptions.
M
The
first
item
on
the
agenda
item
a
charles
o
and
cindy
l:
crone
zero
will
market
lake
road
I'd
like
to
ask
the
council:
let's
just
consider
this
resolve
mr
krohn
passed
away
and
the
mortgage
companies
in
the
process
of
foreclosing.
So
realistically
we
would
have
to
come
back
and
start
all
over
again
anyway.
So
rather
than
continue
this
again,
I
would
ask
that
this
just
be
resolved.
A
A
M
D
N
All
right,
well,
council,
thank
you.
We
do
have
1.68
million
that
will
be
coming
into
the
queue.
The
only
downside
is
right
now
meme
is
saying
they're
not
going
to
issue
any
payments
till
after
april
1st.
N
N
A
Part
of
that
money
was
because
of
the
efforts
of
councilman
guys
going
up
there
and
doing
a
little.
A
Thank
you
for
that
any
other
discussion
on
routine
agenda.
Okay,
all
in
favor
those
opposed
motion
carries
need
a
motion
to.
