D
E
Thank
you,
madam
president,
welcome
everyone
here
in
this
meeting,
but
I
think
you
know
we're
coming
up
on
an
anniversary:
I
think
they
had
changed
Biloxi
and
that's
Katrina.
You
know,
we've
been
challenged
over
the
320
years
and
the
good
Lord
seems
to
challenges
and
we
have
seem
to
meet
those
challenges.
So
I
would
ask
everyone
just
to
remember
that
storm
and
what
it
has
done
to
our
blood
sea
and
our
families
and
and
everyone
here
so
just
take
a
moment
to
be
silent
and
remember:
Katrina.
F
We'll
start
on
the
west
side
of
the
project
we
are.
Can
everyone
hear
me?
We
are
installing
road
base
south
on
forest,
south
of
division
on
forest.
We
are
finishing
up
the
sewer
north
the
division
and
will
be
starting
the
storm
drain
tomorrow,
following
behind
the
sewer
installation
north
of
division
on
forest.
F
We
are
on
Bonacci
finishing
the
storm
drain
structures.
Those
structures
are
really
deep.
The
ground
is
very
wet.
Yesterday's
incident
didn't
help
us
at
all,
but
on
we
should
be
finished
with
those
storm
drain
structures
by
the
end
of
next
week,
the
road
based
on
forest
south
of
Division.
We
should
be
finished
with
that
at
the
end
of
this
week,
and
then
we
will
that
road
crew
will
go
to
Bonacci
south
of
division,
start
right
there
by
that
little
bridge
and
start
with
the
road
base.
Installation.
F
F
Nixon
got
surface
course
of
asphalt,
Nicholls
murid,
the
part
of
the
street
still
remains
to
have
the
surface
course
that
will
be
within
the
next
couple
of
days,
and
then
we
are.
We
have
a
walk
through
sometime
this
week
on
division
from
Lee
Street
to
Chi
vet,
and
we
anticipate
next
week,
Warren
pavements,
getting
their
big
paver
out
back
out
on
site
and
will
start
going
down.
F
F
F
F
That
was
not
on
the
plans
that
were
having
to
contend
with
and
restrain
and
use
a
different
means
and
method
of
installation
we're
installing
we're
working
right
next
to
the
existing
sewer,
we're
installing
the
new
sewer
working
next
to
existing
storm
drain,
the
old
water
line-
and
you
can't
see
it-
but
this
is
a
new
water
line
over
here.
So
it's
a
really
really
tight
and
deep
area.
That's
going
to
take
some
time
for
us
to
do
anyway,
so
we're
working
on
Cuevas
right
now
and.
G
F
F
G
J
Yeah
I'm
I'm
still
I've
always
been
concerned
about
the
workforce.
You
know
because
there's
still
a
lot
to
be
done
and
a
lot
of
times
a
lot
of
areas
are
still
incomplete
and
such
as
span
Elena
I
was
down
on
Spano
Lane
yesterday
and
a
lot
of
the
trains
was
blocked
up
and
what
I
got
pretty
high
and
you
know
just
what's
list
was
what's
holding
that
up.
I'm.
F
The
payment
is
complete,
there's
nothing.
I'm
finished
with
the
story,
drawing
on
spanner.
There
are
storm
out
operation
and
prevention
measures
in
place
that
block
the
silt
from
going
into
the
drains
so
lots
of
times.
Everybody
thinks
that
those
are
blocking
the
drains,
but
they're,
not
they're,
just
that
during
the
filt
that
they're
filtering
the
water
that
goes
into
the
storm
drain
yesterday
with
regard
to
Bernanke.
F
With
regard
to
spamming,
on
with
regard
to
a
lot
of
Biloxi
south
of
the
tracks
north
of
the
tracks,
Ocean
Springs,
we
had
two
and
a
half
inches
of
water.
Two,
a
quarter
of
those
inches
fell
within
two
hours
when
the
outfall
twin,
the
water,
the
outfall
is
lower
than
the
water,
the
water
can't
drain
doesn't
matter.
If
we
put
a
plan,
I
mean
when
we're
gone
from
this
project.
You're
going
to
have
these.
F
F
F
F
I,
don't
I
didn't
do
any
research
on
the
tide,
but
the
tide
was
up
big
time
yesterday.
You
know:
I
went
jogging
on
the
beach
I'm,
not
a
meteorologist,
but
I
could
tell
that
the
tide
was
up.
So
that's
there.
The
drainage
is
complete
on
spanner.
The
only
thing
lacking
on
spanner
is
for
us
to
believe
remove
some
roots
on
a
tree
over
there.
So
we
can
complete
the
sidewalk.
We
have
some
form
boards
to
remove
and
landscaping.
J
Okay
and
I've
asked
I've
asked
back
in
June
about
cutting
some
of
the
grass
some
of
the
grass
and
things.
Of
course,
the
project
haven't
been
turned
back
over
to
the
city
of
Biloxi,
and
we
had
you
know
and
I.
Think
I've
asked
bill
already
to
go
out,
then
cut
some
areas
to
try
to
make
it
look
presentable.
You
know
if,
if
we
could-
and
this
is
a
third
month,
they
asked
you
guys
to
kind
of
fall-
knock
down
some
of
the
grass
that's
growing
up
around
in
the
neighborhood
three
months
during
the
summer.
J
I
G
G
I
G
So,
just
you
know
just
a
couple
things
I
want
to
check
on
and
now
we're
gonna
XP
day
by
this
question.
I
got
a
protest
on
Porter
avenue
and
these
people
sitting
in
chairs
and
everything
when
you
protest,
don't
you
suppose
walking
up
and
down
and
not
sitting
in
chairs
and
holding
signs
it's
ready
for
a
little
by
our
park
on
4th
Avenue
I.
Don't
something
about
the
WTA
I,
don't
know
what
they're
doing
it
may
be:
chief
milk,
it
out,
but
they're
not
gonna,
be
sitting
in
chairs
of
sunbathing
I.
Suppose
we
move
on.
G
G
K
K
Don't
they
don't
have
to
have
permission?
They
have
a
constitutional
right
to
to
get
out
and
do
that
if
they
want
and
there's
not
really
a
lot,
we
can
do
about
it
again.
Unless
they're
using
amplified
sound,
we
will
cry
a
permit
for
that
or
if
they're
on
the
sidewalk
or
obstructing
anybody
else's
movement.
K
C
G
A
J
L
I,
don't
have
much
of
a
report,
mr.
Billy,
Ray
and
Chrissy.
If
you
guys
would
get
with
me,
I've
got
an
area
on
Popp's
Ferry
roads
that
I
need
to
talk
to
you
about
I
looked
at
it.
It's
got
easement
issues,
but
I,
don't
really
know
the
best
way
to
discuss
it
with
my
residents.
So
if
you
guys
would
talk
to
me
about
that
afterwards,
also,
today
is
the
runoff
election
for
candidates
for
governor
and
the
Senate
governor
and
Justice
Court
judge.
So
don't
forget
to
vote.
D
It's
just
a
reminder
that
Monday
September
9th
at
6
o'clock
at
the
Snider
Center,
the
public,
is
welcome.
I
have
a
ward
meeting,
Ward
5,
but
it's
open
to
the
public.
The
second
thing
is
I
wanted
to
thank
the
Parks
and
Recreation
Department,
and
their
staff
did
a
great
job
for
the
city,
Sports
Hall
of
Fame
induction
ceremony,
Sundy,
that's
the
most
people
I've
seen
since
I've
been
on
the
council,
I,
don't
know
they
had
five
or
six
hundred
people,
five
hundred
and
fifty
years.
D
Okay,
if
we
only
had
a
drone
flying
in
there,
we
could
have
counted
every
individual
head
and
I
would
like
to
say
that
for
the
rest
of
the
time
that
I
have
for
my
report,
I'd
like
to
invite
mr.
Patel.
Oh,
if
he's
present,
to
finish
his
comments
from
the
hall
of
he's,
not
he's
not
here.
Okay
anyway,
mr.
Patel
Oh
was
a
treat
listening
to
him
speak.
That's
all
I
have
thank
you.
M
Certainly
get
out
to
vote,
it's
important
exercise,
your
right
to
do
that
and
echo
the
other
councilmen.
That
kind
of
did
that
call
to
action,
but
also
North
Bay
has
North
Bay
Night
Out,
any
you
have
family
or
friends,
or
children
certainly
get
out
there
and
support
the
great
teachers
and
administration
and
and
those
kids
that
work
so
hard
to
make
our
schools
the
best
that
can
be,
and
the
other
thing
I
want
to
thank
the
mayor.
M
He
invited
councilman,
Deming
and
and
I
to
a
Senate
tourism
and
Finance
Committee
hearing,
and
we
all
went
up
there
to
testify
and
kind
of
give
them
a
kind
of
what's
happening
here
on
the
coast,
and
they
really
want
to
know
they
want
to
help
I
think
they're,
organizing
another
delegation
to
go
to
DC
as
well,
but
it
was
eye-opening
for
them.
They
can't
see
it.
You
can
see
a
hurricane
you,
you
can
see,
you
know
a
fire
or
something
like
that.
M
You
cannot
see
the
effects
of
the
fresh
water
intrusion
and
all
the
publicity
national
publicity
that
has
had
effect
in
July
in
particularly
in
the
first
week
in
August
river
water.
The
mayor
made
a
point
to
tell
them
it's
polluted
river
water,
that's
intruding
on
our
Mississippi
Sound
and
Gulf
Coast
and
just
affecting
us
in
more
ways
than
one.
M
N
A
Well,
speaking
of
voting,
my
race
was
epitome
of
how
important
it
is
to
get
out
and
vote
and
get
involved,
and
every
vote
does
count
so
make
sure
you
exercise
your
right.
Moving
on
to
the
public
agenda
citizen
comments
we
have
45
minutes
allotted
each
citizen
gets
three
minutes
each
to
speak.
Once
you
read
the
desk,
please
speak
your
name
and
address
as
well
as
write
it
down
for
the
record.
Anyone
on
my
left,
your
right
that
would
like
to
come
up
and
speak
come
on
up.
O
My
name
is
Susan
pizzetta
I
live
at
352,
Reynard
Street
in
Biloxi
war,
2
and
I
know
everyone's
sick
of
hearing
about
the
infrastructure.
However,
because
I
don't
work,
stay
at
home,
I'm
able
to
see
kind
of
what's
going
on
and
follow
it
of
the
six
major
roadways
between
Lee
and
rain
are
Street.
Five
of
them
either
are
now
or
have
in
the
last
couple
months
been
dug
up
in
some
areas
and
work
on,
and
that
is
a
huge
concern
that
they're
hurt.
O
O
The
compaction
was
a
concern
for
me:
I
know
on
strawberry
Lane.
They
did
a
filling
of
the
dirt
ran
over
it
with
a
grader
came
and
dumped
the
limestone
ran
over
it
with
the
grader
and
then
put
a
base
coat
on
with
no
compaction
in
between
I
think
that
that
is
a
huge
concern
that
if
these
major
roadways
are
having
to
be
dug
up-
and
this
is
since
January
Tongass
because
of
the
hurry
to
get
it
done-
I
don't
want
it
to
be
a
concern.
O
Divisions,
walk
division,
there's
another
one
and
you
can
see
where
they've
had
to
take
up
pieces
of
the
road
to
do.
Repair
and
I'm
I
live
on
rain,
where
we
are
now.
It
was,
and
I
know
that
we
don't
have
a
storm
drain
in
place,
but
I
don't
want
them
to
hurry,
to
pay
rain
on
Street
and
then
to
come
back
in
in
less
than
six
months
time
and
have
to
dig
it
up,
and
so
that
was
one
of
my
main
concerns
of
their
lack
in
following
through
every
procedure.
That
needs
to
be
done
and.
O
J
O
H
Council,
I'm
tracy
manaman
I
live
at
1161
Lafayette
Street.
Today,
I'm
going
to
reference,
the
city
of
Biloxi,
Mississippi
Lynn
coordinates
chapter
23,
article
6.
My
complaint
is
the
creation
of
a
parking
lot
upon
the
city
property
along
the
side
of
Lafayette
Street
in
the
direction
of
the
video
of
the
city's
land
development
ordinance
for
such
parking
in
areas
own
RS
5,
the
area
concern
of
Lafayette
Street
directly
south
of
the
Bolton
building,
is
holy
and
fully
located
in
a
single-family
residential
neighborhood.
The
zoned
rs.5,
particularly
because
of
that
designation.
H
H
I'm
glad
you'll
have
that.
Okay,
specifically,
this
is
23-6
c5-b
backing
on
two
streets
prohibited,
except
for
parking
areas,
served
serving
single-family
detached
dwellings,
all
off
street
parking
and
loading
areas
shall
be
arranged
so
that
no
vehicle
is
required
to
back
out
such
areas
directly
onto
the
street.
The
lot
detailed
is
so
situation,
assisted
situated,
excuse
me
and
arranged
that
all
vehicles
entering
in
are
departing.
H
The
lot
have
no
option
than
to
back
out
directly
onto
or
from
Lafayette
Street,
while
we
agree
and
understand
that
the
state
has
certain
sovereignty,
that
sovereignty
is
also
conditional
upon
adherence
to
city
codes
and
ordinances
that
are
already
in
place
and
formally
enacted.
In
fact,
when
the
state
requested
a
parking
easement
be
granted
by
the
city's
administration
and
council
that
action
alone
authenticated
the
state's
knowledge
of
the
conditions
and
its
desire
to
abide
by
its
very
own
rules
of
sovereignty.
H
The
fault
of
this
illegal
parking
lot
and
his
configuration
files
thoroughly
onto
the
city
of
Biloxi,
where
several
missteps
took
place
along
the
way,
not
the
least
of
which
is
the
failure
of
this
easement
request
to
be
brought
before
the
Community
Development
Department.
Had
the
original
request
from
the
state
been
brought
to
mr.
Creole
for
consideration,
he
would
legally
have
had
no
choice
but
to
deny
the
request,
based
on
nothing
more
than
the
verbage
of
paragraph
4
above
and
direct
quote
from
the
city's
land.
P
I
P
A
landowner
and
homeowner
adjacent
to
the
subject,
property
I
would
like
to
go
on
record
and
ask
my
opinion.
Read
aloud
for
the
purposes
of
becoming
part
of
the
record.
My
home
and
property
joined
the
subject:
property
on
the
northeast
corner
adjoining
property
lines,
the
property
east
of
the
subject.
Property
is
a
single
dwelling
home
do
west
to
the
subject.
P
Property
is
a
commercial
property
used
for
boat
repairs
while
being
tied
to
the
existing
bulk
in
this
lot
also
has
a
permanent
live-aboard
resident
on
a
boat
docked
at
the
same
boat
yet
properly
joining
Northwest
of
the
subject.
Property
is
zoned
commercial
and
is
occupied
by
an
elevated,
double-wide
trailer
and
also
there's
a
local
bar
and
grill
for
the
public
use
and
a
pay
boat
launch
at
the
facilities
it
used
to
be
my
family's.
Actually
we
built
that
some
35
years
ago.
P
I
have
discussed
with
mr.
Joe
AG
regard
his
intentions
for
the
future
use
of
his
home
and
property,
and
reasons
for
zoning
change
to
the
RB
listing
as
a
resident
of
this
close
net.
Close-Knit
neighborhood
I
see
no
reason
to
deny
his
request
for
the
zoning
change
for
the
future
use
of
his
property
and
can
see
no.
P
A
P
A
A
Q
Q
My
concern
was
this:
is
a
private
road
off
of
Cedar
Lake
Road
mockin,
my
largest
concern
was
the
upkeep
of
the
road,
which
is
a
private
road,
which
is
has
been
a
sure,
Jeremiah
Newman
and
myself,
who
each
have
a
tractor.
We've
been
maintaining
this
and
the
reason
I'm
talking
about
this
is
I,
went
to
Joe
and
wanted
to
make
sure
that
Joe
understood
like
every
owner
back
there
that
owns
property.
We
all
have
a
an
obligation
to
take
care
of
the
road
Joe
gave
me
his
word
nothing
official.
Q
Q
A
G
A
D
Is
there
I'm
just
asking
the
council
just
for
their
thoughts
on
whether
or
not
to
exempt
those
structures?
From
this
overlay
district
they're
worried
about
the
cost?
There
are
a
number
of
structures
there
I
know
they
remodel
those
periodically
I,
don't
know
when
they're
due
for
remodeling
again
and
Jerry,
you
might
have
additional
information.
Well,
there's
nothing.
R
D
G
G
R
Just
like
with
all
of
our
boards,
we
have
people
on
there
who
are
not
voting
members,
but
are
there
for
information
purposes
and
just
in
the
event
that
one
of
these
structures,
one
of
these
representatives,
was
going
to
be
discussing
something
that
would
be
in
the
historic
district,
but
is
also
in
the
Main
Street
district.
Then
Main
Street
has
the
right
to
be
on
the
board
to
provide
their
influence.
That's.
G
G
R
I
G
Can't
put
them
on
their
board,
we
got
and
I
thought
the
purpose
of
the
Main
Street,
so
no
I,
don't
think
mainstream
should
be
on
here
and
I.
Think
everybody
should
have
a
representation
from
their
ward.
Even
we
have
to
go
out
and
borrow
myself,
then
we
have
to
do
that.
That's
the
city
can't
do
it.
This.
R
R
D
Yeah
I
just
want
to
be
sure,
I
understand
on
the
architectural
and
historical
review.
Commission,
they're,
nine
members
and
currently
the
ordinance
says
that
seven
of
those
have
to
reside
in
an
historic
district,
and
this
revision
would
remove
that
requirement
that
at
least
seven
of
those
reside
in
an
historic
district.
Do
we
have
a
difficult
time
finding
folks
in
the
historic
districts?
Is
that
I
don't
know
how
many
historic
districts
we
have?
We
got
a
few
and
I'm
thinking.
I
would
speak
with
mr.
D
Lawrence
before
the
meeting
began
and
if
you
have
a
tough
time
looking
for
folks,
I
mean
I'll
find
something
I've
got
I
know
all
I
have
is
Edgewater
I
think
that's
the
only
historic
district
to
having
my
ward,
but
if
you're
looking
for
somebody
I,
don't
mind,
beating
the
bushes
out
there
to
see
if
we
can
find
somebody
I
just
don't
think
we
should
remove
that
requirement
altogether.
Now,
if
you
got
nine
commissioners,
you
know
if
we
had
six
I'd
be
happy
with
that.
D
D
D
S
D
I
D
Q
D
I
D
D
D
D
L
It
seems
that
that
there
is
no
litmus
test
for
serving
on
this
board.
Is
there
for
any
type
of
quality,
actual
qualifications
to
us
other
than
you
have
to
live
in
the
historic
district?
But
that
does
not
give
you
any
prerequisite
for
the
knowledge
of
the
skill
set
to
actually
adjudicate
historical
issues
when
it
comes
to
the
property.
L
So
I
disagree
with
mr.
Tisdale
respectfully
that
I
don't
think
that
the
only
people
that
are
that
have
a
vested
interest
actually
live
and
what's
qualified
as
a
historical
district,
I
think
there's
plenty
of
people
within
the
city
that
would
serve
and
more
so
even
serve
better
than
people
that
live
in
the
historic
district,
because
we
all
have
a
vested
interest
in
the
future
of
the
city
and
I.
Think
there's
a
lot
of
people
that
place
value
in
the
historic
nature
of
Paluxy
and
I.
L
Think
that
qualifies
many
people
outside
of
historic
districts
to
to
serve
and
I.
Think.
That's
a
very
poignant
remark
that
that
there
are
people
that
own
property
within
historic
districts
that
don't
live
in
there
and
I
think
two
out
of
seven
or
twenty
nine
or
whatever
your
numbers
were.
It
doesn't
satisfy
the
requirement
that
we
need
people
that
have
not
just
a
vested
interest
by
owning
property
or
living
in
property,
but
also
have
some
prerequisite
knowledge
for
what
a
historic
property
for
development
is.
That's
all,
and
anyone.
G
Have
to
disagree:
Robert,
just
cuz,
you
live
outside
the
district,
don't
make
your
wizard
on
his
stroke
or
anything
people
live
inside
a
district
no
to
set
up
the
roof
three
on
three
from
the
historical
homes.
These
people
know
that
some
of
them,
some
other
place,
has
no
clue
until
they
get
there.
So
you
can't
be
bad-mouthing
somebody,
they
don't
know
nothing
because
they
live
in
the
historical
district
and
somebody
don't
is
better
them
than
people
to
live
in
there.
That's
that's
backwards,
so
no
I
think
you
need
to
have
some
kind
of
knowledge.
E
L
L
There's
so
every
single
person
which
your?
What
your
assumption
is
that
every
single
person
that
lives
in
the
historic
district
is
has
a
better
prerequisite
skill
set
than
every
single
person
outside
of
this
story.
History.
Another
thing,
that's
a
that's
a
fallacy
that
premise
just
doesn't
hold
up.
What
I'm
saying
is.
If
you
want
somebody
that
knows
that
that
is
300
feet
or
any
of
those
those
guidelines
or
standards,
then
test
people
give
them
something.
L
But
just
because
you
live
in
a
place,
I
lived
in
in
story
district
for
a
period
I
had
no
clue,
but
the
historic
guidelines
were
doesn't
mean
just
because
you
live
in
Astoria
district.
You
know
what
what
those
guidelines
are.
Anyone
can
read
those
to
understand
them
and
there's
a
lot
of
people
that
appreciate
Biloxi
in
our
story,
city,
far
more
than
anybody
that
lives
in
Astoria
district
and
not
everybody
that
lives
in
a
story.
L
But
just
because
you
pick
someone
out
of
the
story,
district
doesn't
mean
that
they
know
or
are
better
skilled
than
somebody
that's
not
in
or
every
single
individual.
That's
not
within
it
I'm
sure
we
can
find
plenty
of
people
throughout
the
city
that
are
as
interested
in
as
vested
in
and
feel
that
the
valuable
nature
that
historic
districts
provide
to
the
the
cohesive
nature
of
our
city
as
a
whole
doesn't
mean
it
does
to
Desa
Sara
Lee
be
residing
in
the
store
district.
We
can
find
those
people
if
we
want
them.
L
G
I
D
For
the
day,
amendment
what's
been
deleted,
as
we
as
I
recall,
was
at
least
seven
members
should
be
residents
of
property,
zoned,
architectural
historic
overlay,
an
offer,
an
amendment
that
includes
that
at
least
five
members
shall
be
residents
of
the
property,
zoned,
architectural,
historic
overlay.
That's
my
motion
or.
M
I
M
S
M
S
S
E
I
L
R
Ultimately,
what
it
comes
down
to
is
that
all
of
those
members
turn
around
the
bill
raymond
and
say
what
is
your
recommendation
and
bill
educate
them
on
what
it
is
about,
their
application
that
complies
with
the
historic
design
guidelines
and
what
it
is
that
may
need
to
be
tweaked
or
changed
a
little
bit
in
order
to
comply
with
it.
So
we
can.
R
A
R
A
Knows
more
about
historic
buildings
and
has
more
love
for
them
than
anyone.
I
know
she
just
bought
the
old
rosary
Galleria
to
redo
it
to
move
in,
but
they're
not
living
there
yet
and
they've
been
living
on
the
street
a
couple
of
river,
so
not
that
she
wants
to
work
work
on
this
board,
but
I'm
just
saying
she's
got
more
love
than
anyone.
I
know
so
I
think
I'm
in
favor
of
the
resolution,
as
is
any
more
discussion.
G
Since
we
had
all
these
questions,
you
know
there's
no
question
about
the
percentage
that
they
go
to
tables
and
finally
get
the
actual
percentage
where
we've
located
that
and
come
back
and
tell
about
it.
If
you,
if
you
set
small
urban
area
and
you
can
and
you
having
a
whole
tribe,
evidently
hopeful
and
Lenin
can't
get
enough
people
servers
board.
I
really
don't
know
what
it
is.
That's
that
small
of
an
area
that
you're
looking
at
well,
then
you
have
to
make
an
adjustment.
Well,
we
don't
know
we
have
no
clue
what
it
is.

Just
no
real
questions,
I
just
thought
it
was
funny.
I
got
a
call
from
one
of
my
residents
that
asked
me
where's.
The
mayor
need
a
mannequin,
for
if
you
look
at
B,
it
doesn't
say
in
the
in
the
title
of
it
what
that
mannequins,
for
it
just
says
the
administration
$1,300
for
a
mannequin.
But
then,
when
you
have
you
Murphy
on
your
computer,
you
can
click
it
and
read.
