A
Scheduled
meeting
of
this
year
and
hope,
hopefully
it'll,
be
the
last
significant
event
and
we
can
start
the
next
year
with
a
much
brighter
outlook
boy.
It's
been
a
long
year
at
this
time,
I'll
entertain
a
motion
to
suspend
the
rules,
a.
C
A
D
To
our
policy
agenda,
we're
substituting
4-h
exhibit
a
only
concerning
the
broadwater
redevelopment
project
to
our
consent
agenda.
We're
substituting
5k
exhibits,
b
and
d
only
concerning
the
downtown
housing
center
grant
and
to
our
routine
agenda
we're
adding
a
docket
in
the
amount
of
two
hundred
and
sixty
six
thousand
four
hundred
and
forty
dollars.
A
Okay,
there's
a
motion
to
approve
the
agendas
amended
by
mr
lawrence.
Is
there
a
second
yeah?
Second,
thank
you,
mr
guns.
Any
discussion
all
in
favor,
it's
a
4-0
vote
for
the
clerk.
A
E
President,
it's
I'd
like
to
welcome
everyone
to
the
last
meeting
in
2020..
Now
it
comes
with
you
know,
bittersweet
and
we're
going
to
begin
by
acknowledging
the
loss
of
our
city
lost
to
our
city
of
a
valuable
employee
and
I'm
going
to
write
your
proclamation.
I
think
she's
back
there
right
now.
E
Uncover
here
just
for
a
minute,
kristen,
so
they'll
say
a
few
things
but
I'll
I'll
ad
lib
in
the
middle
of
this,
so
chris
is
moving
on
to
our
next
chapter
in
life
and
with
her
family
and
we're
sorry
to
to
lose
her.
And
you
know
it's
been
a
great
pleasure
since
2015
work.
E
You
know
on
a
daily
basis
with
you,
and
so
let
me
just
read
the
speculation
on
behalf
of
the
city,
the
city
council
and
everyone,
whereas
after
more
than
17
years
of
devoting
her
time
and
energy
to
serving
the
citizens
of
biloxi
and
engineering,
hundreds
of
projects,
christy,
levitard
christie,
collins
laboratory
has
decided
to
move
on
to
other
adventures.
E
E
F
I
want
to
say
thank
you
mayor.
I
appreciate
all
the
all
the
good
stuff
we've
done.
We've
had
a
lot
of
fun
done
a
lot
of
good
projects.
I
appreciate
your
support
in
our
department.
I
appreciate
you
allowing
me
to
be
the
first
director
of
engineering.
It's
been
a
good
career,
I'll,
miss
it
I'll,
miss
everybody.
Here.
We've
worked
together
for
a
long
time,
a
lot
of
a
lot
of
people
in
this
room
and
I
will
miss
each
and
every
one
of
y'all.
So
thank
y'all.
E
Again,
we
are
anxious
to
get
on
with
the
our
council
business
and
I
don't
know
anything
other
than
say
that
we
have
a
a
couple
of
announcements
tomorrow
about
mardi
gras
and
we,
I
think
we're
gonna,
have
a
press
conference
here
at
about
one
or
two
o'clock
tomorrow,
again
we're
monitoring
the
success
of
the
programs
that
are
going
on,
but
we
encourage
you
know.
E
This
thing
is
like
a
tsunami
and
it's
it's
it's
in
our
neighborhoods
and
in
our
families
and-
and
you
know
personally
lost
a
couple
of
folks
to
this
virus
and
and
it's
everywhere
so
now
is
the
time
to
to
keep
the
mask
up,
keep
your
distance
and
do
the
things
we
need
to
end
this
stuff.
So
you
know,
21
is
going
to
be
better
than
20
and
pretty
much
we've
in
a
mode
of
planning,
21
and
some
great
things,
and
you
know
without
anything
further
mike
might
add
to
this.
A
C
C
Man,
I'm
gonna,
miss
I'm
really
gonna
miss
her
making
those
off
the
cuff
phone
calls
to
her.
I
mean
I
really
leaned
on
it,
so
I
just
wanted
to
let
her
know
how
much
we're
gonna
miss
her.
I
want
to
keep
the
baird
family,
our
councilman
keep
him
in
our
prayers
too.
C
C
Our
last
note
is
the
garbage,
pickup
or
or
the
people
that
are
out
there
have
to
express
that.
I
am
a
little
disappointed
in
them
because
they
didn't
quite
get
some
of
the
things
that
I
wanted
them
to
get,
and
I
know
that
last
meeting
we
had
some
residents
to
come
in
and
you
know
they
gave
kudos
to
them,
picking
up
trash
and
things
like
that,
but
they
kind
of
missed
my
area
a
little
bit
and
if
we
can
kind
of
reinforce
that
a
little
bit
more,
I
know
now.
C
B
Well,
we'd
like
to
wish
everybody
happy
new
years
and
don't
ever
think
it
can't
get
worse.
You
know
we
thought
2020
was
bad.
We
just
have
to
hope
everything
works
out
better
for
21.
and
christy
for
17
years,
working
with
the
city
appreciate
her
service
and
the
best
of
her
in
the
future.
B
A
couple
things
I
want
to
actually
on
mike
on
a
walkway
on
bayview
is
that
underway
now
has
a
contract
been
issued
on
the
walkway.
B
B
When
they
exped
on
the
golf
court
we've
been
talking
about
this
for
about
five
six
months,
have
we
went
any
further
to
try
to
get
that
approved
for
downtown
biloxi
in
that
area
or
the
next
step
we
have
to
take
to
have
that
done,
and
several
phone
calls
about
that
over
the
holidays.
People
want
to
ride
them,
uptown
instead
of
cars,
and
that
so
I'd
like
to
know
something
we
could
tell
them
what
we're
doing
and
where
we're
going
with
the
golf
cart.
G
E
H
It's
been
approved
by
the
council,
it's
not
unanimous
if
it
could
be
taken
back
up
by
the
council
if,
if
y'all
wanted
to
present
a
unanimous,
unanimous
vote
to
the
legislature,
which
would
help
us
with
the
local
and
private,
but
we're
still
going
to
try
to
present
it
to
them,
has
been,
as
has
been
approved.
B
All
right
and
I
have
no
problem,
putting
rules
and
regulations
to
it
like
licensed
drivers,
things
you
need
to
do
flags
on
the
back
of
I
mean
stuff
like
that
needs
to
be
done
if
we're
going
to
do
it,
but
I
just
think
it's
a
good
thing
for
the
area.
People
locally
up
coming
up
our
shield
to
downtown
drive
all
the
way
to
the
palestinian
point.
I.P,
you
know
without
getting
on
holiday
night
anything
else.
So
it's
not
a
bad
thing.
B
E
I
E
A
B
A
J
A
Happy
to
add
it,
maybe
miss
frazier,
maybe
that
third
tuesday,
in
january,
that
gives
everybody
a
little
time
to
well.
B
G
After
that,
we've
got
two
alternatives:
remaining
one
is
the
normal
weekly
pickup
by
the
trash
contractor,
pelican
waste
and
the
other
is
our
two
small
grapple
trucks
that
the
public
works
department
has
and
we'll
we're
using
those
now
to
try
and
pick
up
places
that
the
big
trucks
can't
get
to
and
they're
gonna
stay
real
busy
for
a
while.
I
know.
G
The
I
don't
know
we
can't
go
much
higher
than
having
the
two
senators
call
and
and
they're
they're,
both
both
reported
back
to
us
that
it's
in
the
white
house
waiting
for
approval.
But
at
this
point
we
don't
have
any
fema
approval
of
public
assistance,
public
assistance
so
we're
out
on
a
limb
right
now.
Without
that.
G
Looking
we're
looking
at
about
four
million
dollars
right
now
for
debris,
removal
alone,
don't.
B
Doubt
that
it
takes
a
lot
to
do
that,
there's
a
lot
of
stuff
we
picked
up.
I
went
to
somewhere,
300
cubic
yards,
sometimes
a
thousand
cubic
yards,
and
they
went
up
pretty
good.
It
was
almost
as
bad
at
contributing,
so
we
didn't
have
all
the
houses
involved
in
it
right
before
they
had
to
pick
up
the
houses
and
everything
that
was
thrown
at
home.
E
The
debris
was
just
as
bad.
The
governor
said
that
this
was
second
only
to
katrina
as
far
as
the
cost
of
mississippi
and
that
this
year
I
think
they
had
11
fema
kind
of
events.
The
most
in
history
prior
to
this
year
was
four,
so
mississippi,
experienced
11
tornadoes,
floods,
hurricanes,
storms.
So
it's
been
a
record
year
for
mississippi
as
far
as
these
declarations,
but
we've,
as
mike
said,
you
know,
both
of
our
senators
are,
are
pushing
to
see
when
it
comes
out.
E
B
G
Double
checking
on
that,
the
message
that
we're
anthony
given
to
people
who
call
in
that
say
that
we've
missed
them
and
there
are
people-
we've
missed.
In
fact,
there
are
whole
streets
that
were
missed
small
streets
that
were
not
like.
Mr
shank,
for
example,
we've
told
people
be
patient,
we're
going
to
try
and
get
to
you.
G
Your
name
is
on
the
list
for
the
the
contractors
when
they
come
back
to
town.
If
it's
a
safety
issue,
we'll
try
and
get
one
of
our
two
trucks
out
there
to
work
work
on
it.
If
you've
got
debris,
that's
mixed,
please
separate
it.
If
you've
got
bag
leaves
separate
them
and
put
them
off
to
the
side
so
that
pelican
waste
can
pick
them
pick
them
up
separate
the
tree
debris
from
the
construction
debris
and
that's
the
best.
That's
that's
what
you've
got
to
do
to
help
us.
G
B
I
appreciate
that
one
last
question
peter
on
that
hut
was
hit
by
the
vehicle
where
we
are
we
going
after
the
insurance
from
that
or
we're
going
to
have
somebody.
What
are
you
doing
in
that
case,
they
want
to
circle
paul.
K
Absolutely
you
are
a
joy
to
work
with
and
that's
a
very
important
position.
So,
let's
make
sure
we
feel
it
right.
But
I
have
a
question
too
about
the
debris
situation.
K
People
seem
to
be
confused,
so
I
hate
to
put
more
work
on
code
enforcement,
but
since
they're
already
out
and
about
is
there
any
way?
If
they
see
an
issue
say
the
debris
is
mixed,
could
they
maybe
leave
a
little
node
on
their
house?
Saying:
hey
you
better,
separate
it
or
you're
going
to
be
overlooked
again,
because
I
think
that's
the
biggest
issue.
People
are
not
realizing.
G
Well,
we'll
ask
our
public
affairs
people
to
re
redouble
their
efforts
to
get
that
announced.
It's
not
that
much
work
for
people
to
go
out
and
pull
the
stuff
apart
and
put
it
into
separate
piles.
I
know
it's
a
pain,
but
at
the
end
of
the
day,
at
the
end
of
the
day,
what's
going
to
happen
is
if
some
of
the
stuff
is
left
behind
and
we
cut
the
contractor
loose,
we'll
be
using
our
city
trucks
working
all
over
all
seven
wards
trying
to
pick
up
whatever's
left
and
it's
going
to
take
a
while.
K
A
Thank
you,
miss
newman,
councilman
glavin.
Anything.
A
Thank
you.
My
only
comments
would
be
that
I
hope
everybody
had
a
safe
memorable
christmas
and-
and
we
hope
you
celebrate
the
new
year
responsibly,
we'd
like
to
see
all
your
smiling
faces
at
future
council
meetings,
so
be
careful
with
your
new
year
celebrations.
A
I'd
also
again
like
to
thank
miss
lovetard
for
just
doing
a
good
job,
as
councilman
kind
said.
Never.
I
had
questions
because
I'm
no
engineer
she
always
answered
the
movie
appreciate
your
diligence
christy
very
much
okay.
That
brings
us
to
the
public
agenda
and
if
the
clerk
would
read
this
next
item
concerning
a
public
hearing.
A
Thank
you
at
this
point.
I'd
like
to
ask
are:
does
anybody
out
there
plan
to
speak
in
favor
or
in
opposition
on
this
on
this
topic?
I'm
just
trying
to
allot
some
time.
We
we
have
to
give
time
for
folks
to
speak
in
favor
of
it
to
speak
against
it,
and
I
want
to
get
some
idea
of
how
long
that's
going
to
take
nobody's
going
to
s
speak
to
that
all
right.
Well,
what
we'll
do,
then,
is
we'll
allow
five
minutes
for
those
to
speak.
Who
may
change
their
mind?
A
The
next
few
minutes
we'll
allow
them
five
minutes
to
speak,
and
those
in
opposition
will
have
five
minutes
to
speak
and
at
this
point,
if
we
could
have
somebody
from
the
administration
just
kind
of
give
us
in
25
may
or
25
words
or
less.
I
know
mr
leonard
could
do
that,
but
somebody.
E
I
can't
count
words,
but
again,
I
think
we've
done
our
part
with
both
incentive
packages,
both
with
the
tivoli
as
well
as
this.
This
is
the
final
part
of
our
duty
to
work
with
the
county
to
unanimously
go
forward
with
this,
and
this
is
sending
a
message
to
the
you
know:
people
who
are
looking
at
at
the
city
of
biloxi
for
developing
again
to
use
george
words.
It's
about
two
thousand
two
billion
dollars
worth
of
development,
that's
kind
of
tied
with
both
the
the
broad
water
as
well
as
the
tivoli.
E
So
I'm
proud
of
what
was
passed
and
what
is
going
to
be.
You
know
I
think,
passed
today,
and
it
really
is
significant
from
doing
our
part.
We've
done
a
similar
tax,
increment
financial
approach
on
a
couple
of
projects,
most
recently
with
the
walmart
tiff,
and
it's
going
to
work
exactly
the
same
way,
and
that
was
about
1.2
billion
against
12
million
dollar
development.
E
Is
1.044
billion
versus
78
million
worth
of
infrastructure
and
real
infrastructure
that
will
be
built,
and
it's
all
part
of
that
big
picture.
So
our
is
really,
you
know,
bang
for
the
buck,
we're
doing
really
well
with
the
investment
that
we're.
You
know
moving
forward
with
one
thing
that
let
me
say
that
it's
not
a
a
dirt
bond,
we're
not
out
anything-
and
this
is
just
a
the
incentives-
are
payback
after
they've
opened
the
property.
Nothing
will
happen.
L
E
L
In
ward
6,
the
the
purpose
for
that
tif
was
to
create
funds
for
infrastructure
improvement
which
to
how
much
we
end
up
raising
jerry.
Do
you
know
or
does
anybody
know
how
much
we
raised?
Was
it
million
or
how
much
about
two
million,
and
we
we've
kind
of
reached
or
or
we're
we're
about
to
reach
that
amount.
E
I
think
we
paid
them
1.2
million
off
on
today's,
but
basically
it's
an
incentive,
you
go
build
it.
It
starts
rolling
and
register
both
avalon
taxes,
as
well
as
sales
tax
to
back
up,
then
you
know
the
debt
service
for
the
bond,
and
so
we
we
feel
that
we'll
be
ahead.
You
know
when
these
other
properties
for
walmart-
and
you
know
the
the
excitement
that
comes
with
the
addition
of
the
road
with
especially
senior
citizens
and
something
it's
going
to
come
up.
So
it's
really,
you
know.
J
A
a
good.
L
Work
so
the
point
I'm
trying
to
make
it's
work
over
in
ward
6
on
a
smaller
scale.
That's
right
and
I
mean,
if
you
look
at
this
project,
you
know
what's
exciting
about
it.
It
you
know
it's
a
bigger,
bigger
scale,
certainly,
and
we
have
an
opportunity
to
do
bigger
things
right,
you
know
and
and
to
get
this
project
off
the
ground
and
reward
development.
E
That's
just
direct
related
to
the
266
acres
that
we're
we're
doing
this
infrastructure
on
and
around
so
I
mean
the
chance
for
success
is
way
out
there
we're
not
risking
anything,
and
you
know
again
it's
no
it's
it's
an
incentive.
It's
not
we're
not
putting
up
anything,
but
if
you
build
it
and
it
does
its
thing
and
we're
backing
up
with
you
know:
sales
tax
for
that
property.
Everyone
increased
for
that
property,
personal
property
for
that
property,
as
well
as
some
gaming
tax.
E
If
it
gets
to
that
our
designation
of
future
revenues
after
it's
open
so
we're
you
know
we're
hopeful
that
we
need
to
recap-
and
I
don't
think
tell
me
if
I'm
saying
anything
out
of
school,
a
1.044
billion
dollar
project,
the
investors
are
looking
for
about
600
million.
They
have
about
400
million.
The
mda
has
scrutinized
this
project
and
approved
the
tourism
tax
rebate,
so
that
part
of
it
is
represents
about
210
million
of
that
whole
picture
and
we're
putting
our
below
78
million
dollars
in
it.
E
B
E
In
my
opinion,
again,
I
I
think
the
broad
waters
is
there
as
well
as
the
tivoli
we
did
in
tivoli,
which
is
our
normal.
We
did
it.
Similarly,
that
set
of
incentives
was
based
on
a
five-year
50
percent
avalorum
tax
deferment,
plus
about
eight
percent
of
future
gaming
revenues,
again,
not
anything
upfront,
not
anything
until
the
doors
open
in
both
cases,
that's
the
2
billion
700
millionaire,
1.044
million
billion
for
the
broad
water.
That's.
I
E
On
you
know
how
much
they're
going
to
put
22
or
so
million
dollars
into
the
marina
itself
again
that
access
some
of
the
part
78
million
dollars
that
we're
talking
about
infrastructure
crossover
parking
on
both
sides,
that's
open
to
the
public,
so
north
side,
south
side
parking.
You
know
firing
up
that
whole
boardwalk
walkway.
Now
I'm
not
going
to
use
the
refusing
boardwalk
it's
going
to
be
a
walkway.
It's
going
to
be
integrated
and.
J
E
Together
to
to
make
sure
it's
a
you
know
an
event
and
a
play:
a
destination.
E
I
E
As
far
as
that
goes,
but
again
it's
a
a
pretty
good
home
run
for
us,
but
you
you
mentioned
something
that
is
significant.
How
many
times
have.
E
The
unanimous
city,
council
and
unanimous
board
of
supervisors
are
all
on
the
same
page
and
and
we
are
and
that's
exciting.
The.
E
What
I
think,
that's
if
it's
about
five
percent
so
but
we're
subject-
and
hopefully
you
know
what
we
just
refinanced
from
the
utility
billing
side
to
our
part-
was
like
43
million
at
2.115
and
so
it'll
it
the
worst
case
scenario,
five
percent,
whenever
it's
floated
is
about
six
million
dollars
in
debt
service
for
that
78
million
dollars
that
we're
putting
and
then
you
know,
certainly
3.5,
which
brings
it
down
to
you,
know
punching
about
five
million
four
point:
nine
something
million
a
year
debt
service,
any.
B
E
Yeah
well
again,
they're
assembling
their
equity
partners
and
again
that
78
million
is
tiff
is,
is
is
margin
enough
for
them
to
you
know
to
use
in
in
you
know
putting
their
their
dollars
together,
as
well
as
the
financing
together.
So
it's
a
big
thing,
you
know
so
the
state
and
the
city,
the
county
and
the
city
together
sends
a
message
to
people
who
find
you
know
a
lot
of
cash
out
there
and
there's
a
lot
of
cash.
You
know
that
are
going
to
be
pushed
to
good
projects.
E
This
is
a
good
project,
and
this
is
our
you
know.
Joint
message
between
us
and
harrison
county
enforces
the
probability
of
that
happening.
You
know
anything
can
happen
that
you
know,
as
robert
was
saying,
who
knows
what
it'll
be,
but
we're
not
risking
anything
we're,
not
risking
anything
by
going
forward
this
incentive,
we've
set
the
you
know
we
set
the
bar,
and-
and
this
is
what
we're
able
to
do
and
and
it's
up
to
them
now.
B
A
A
A
great
ringtone,
but
calling
in
speak
clearly
so
that
the
clerk
can
get
your
your
name
and
address.
Is
anybody
speaking
in
favor
or
in
support
of
this
tax
increment
financing
plan?
There
are
none.
Is
there
any
one
present
who
wishes
to
speak
against
this
tax
increment
financing
plan?
A
There
are
none,
and
it's
so
noted.
That
being
said,
usually
what
we'd
have
is
a
closing
comment,
but
you
you
brought
no
no
you've
already
talked
plenty.
A
Smile
from
the
camera,
thank
you
did
a
good
job,
mr
mayor.
Okay,
that
brings
us
again
we're
still
in
the
public
agenda,
and
that
brings
us
to
citizens
comments
we'll
allot
a
total
of
45
minutes
with
three
with
three
minutes
per
speaker
and
when
you're
recognized.
Please
come
up
to
the
table
state,
your
name
and
address
so
that
the
clerk
can
record
it
accurately
and
also
sign
in
with
your
name
and
address
on
the
sign
in
sheet.
There
is
anybody
on
my
left,
your
right,
that
wishes
to
speak
or
address
the
counsel.
M
Out,
thank
you
all
for
allowing
me
to
speak.
My
name
is
tony
wallace.
I
M
This
is
about
another
issue
at
the
donald
tonight,
gym
which
I
have
been
utilizing
for
outreach
the
kids
and
I
have
been
using
this
gym
for
basically,
since
the
you
know
the
building
of
it,
and
so
just
briefly,
I
am
a
disabled
veteran
and
I
moved
here
from
arkansas
to
gulfport
and
biloxi
by
way
of
the
military,
and
with
that
just
an
example
of
the
benefits
of
this
gym,
real
quick,
I
had
a
cousin
whose
mother
is
my
auntie
who
passed
and
when
he
was
eight
years
old.
M
He
had
some
issues
with
my
with
our
grandmother,
and
I
asked
her,
I
said
well
grandmother,
you
know.
Let
him
come
down
here,
stay
with
me
and
we'll
take
it
from
there.
He
had
got
into
some
trouble
when
he
was
in
alternative
school.
I
brought
him
down
here
at
the
his
senior
year
and
utilizing
that
gym
allowed
me
to
build
the
athlete
that
he
dreamed
of
being
that
got
him
a
scholarship
and
a
four-year
went
to
juco
for
two,
then
he
went
to
a
paul
quinn
university.
M
M
M
Other
parents
heard
about
that
and
wanted
me
to
help
I've
been
doing
this
for
16
years
up
to
now.
So
now
I
have
an
issue
that
came
about
to
where
now,
if
I'm
in
the
gym
and
there's
a
single-parent
mom
that
doesn't
have
you
know
a
responsible,
male
or
whatever,
then
I
would
take
them
on
and
be
in
the
gym.
There's
no
one
in
there
at
six
in
the
morning.
So
I'm
getting
these
kids
up
at
six
in
the
morning,
teaching
them
about
work
ethic.
I'm.
M
E
A
Thank
you,
mr
wallace.
I
believe
the
mayor
said
somebody
with
the
administration
would
be
in
touch
with
you
on
that.
Is
there
anybody
else
who
wishes
to
address
the
council
today
there
being
no
one,
then
citizens.
Comments
are
closed.
I
do
need
to
go
back
procedurally
and
ask
for
a
motion
to
close
the
public
hearing
for
the
tax
increment
finance.
J
I
A
A
I'll
I'll
entertain
a
motion
by
mr
lawrence's
air
second.
L
A
Thank
you,
mr
glavin,
since
that's
a
first
reading,
that'll
be
on
the
agenda
for
the
january
council
meeting
for
a
second
reading.
That
brings
us
to
item
4b.
If
the
clerk
would
read
that
resolution,
please
ordinance.
A
A
The
motion
was
made
by
mr
lawrence
and
the
second
by
myself,
mr
lawrence,
any
comments.
I.
B
A
Rate
but
the
super
low
rate-
okay,
I
don't
have
any
comments
to
add
to
that.
Is
there
any
additional
discussion
by
council
there
being
none
will
call
for
the
question
all
in
favor
of
the
resolution,
as
presented
all
opposed.
L
N
Yes,
sir,
as
you're
already
aware,
the
armor
landing
apartments
have
been
have
been
located
there
for
a
few
years
on
pops
ferry
road.
This
will
just
be
an
expansion
to
what
they're
already
doing.
The
reason
they're
asking
for
conditional
use
is
because
this
piece
of
property
was
zoned
in
b
and
apartments
are
allowed
as
a
conditional
use
in
nb.
It
has
nothing
to
do
with
the
development
it
has
to
do
with
the
zoning
and
would
protect
it
in
the
event
that
they
were
next
to
a
residential
neighborhood.
This
is
not
next
to
a
residential
neighborhood.
N
A
A
A
But
my
only
comment
would
be,
I
believe,
at
the
time
it
came
up.
This
was
an
accounting
procedure
really
more
than
anything
else,
I
think
to
reflect
an
accurate
balance.
Mr
lin
looks
looks
like
you're
fixing
the
comments.
G
A
B
A
B
J
A
D
A
Entertain
a
motion
I
think
miss
newman.
There
was
in
with
the
buzzer,
and
so
the
motion
is
by
miss
newman.
Is
there
a
second
second
second
by
mr
lawrence?
Miss
newman
any
comments.
Questions
no
comment,
mr
lawrence.
B
A
B
H
B
Then,
because
I'm
I'm
not
finished
with
that,
I'm
going
to
bring
that
back
to
show
it
to
the
council
and
show
it
to
you
and
then
we'll
go
from
there.
That's
what
I've
been
working
on
for
last
few
weeks,
all
right,
but
we'll
do
that
and
have
everything
at
one
time
so
I'll
make
a
motion
that
would
table
this
subject
called.
A
H
A
Thank
you,
miss
newman,
there's
a
second
bye,
miss
newman,
okay,
we'll
start
with
miss
newman.
Are
there
any
particular
items
on
a?
Are
we
wait?
Mr
lawrence.
Hang
on
yeah.
J
A
If
you'd
like,
if
there
are
any
items,
you'd
like
to
discuss
any
particular
items,
none
george.
Thank
you.
Thank.
E
B
Should
be,
let's
start
with
eight
go
ahead,
go
ahead,
george,
on
buffalo,
with
the
same
thing
with
the
the
restroom.
The
ball
is,
this
is
the
thing
from
the
state?
Are
we
doing
the
exact
same
thing?
We
hadn't
changed
anything
no.
G
We
got
a
councilman,
just
if
you
didn't
see
it.
The
mississippi
municipal
league
put
out
a
reminder
that
the
governor
is
not
waiving
the
11
o'clock
on
new
year's
eve
that
the
11
o'clock
cut
off
for
alcohol
sales
is
still
in
effect,
even
if
it's
new
york,
new
year's
eve
got
that
we
got
that
this
morning.
G
L
G
B
G,
the
rather
losing
george.
G
G
is
in
george
right
all
right.
The
easiest
way
for
me
to
explain
this
is:
we
were
recently
awarded
a
three
million
dollar
restore
act,
grant
one
of
the
conditions
of
that
restore
act.
Grant
when
we
were
audited
by
the
the
the
the
grantor
which
is
mdeq
was
that
we
had
to
have
a
written
approved,
grant
policy.
G
We
have
grant
policies,
but
they
were
not
in
any
one
document,
so
this
pulls
together,
essentially
all
of
the
procedures
that
we
follow
in
in
the
grant
process,
whether
it
be
with
mdeq
or
mdot
or
and
so
forth.
So
that's
what
it
is.
We
just
pulled
together
all
of
the
various
policies
into
one
place
so
that
we
could
get
a
check
in
the
block
on
having
an
approved
grant
policy
manual.
G
G
One
thing
that
we
added
to
this
one
was
as
a
help
to
the
administration
was
that
the
department,
if
the
department
was
considering
applying
for
a
grant
they
had
to
notify
the
administration
they
were
considering
what
asking
approv
going
after
a
grant.
We
need
to
know
that
for
budgeting
purposes,
so
that
that's
a
little
bit
of
a
change,
but
essentially
it's
just
exactly
what
we've
been
doing
just
pulled
all
together
in
one
place.
B
H
This
is
not
a
new
grant.
This
is
existing
desport
seafood
but
they're,
putting
it
into
a
different
corporate
name,
and
so
to
do
that
they
have
to
get
permission
from
the
city
and
the
council.
So
this
is.
This
is
not
anything
new.
This
is
just
a
transfer
from
the
grant
of
sailing
mia
into
desport
seafood
or
desperate
seafood.
Llc.
H
B
Us
was
the
first
one,
and
now
I
heard
there's
a
nice
big
retail
going
in
the
bottom
and
then
you're
going
to
take
over
to
make
a
courtyard
out
of
the
diametral
property
on
side
of
it,
so
that
that
should
be
had
to
create
a
lot
of
money
back
from
there
and
pakistan
could
only
do
so
much
it's
kind
of
small,
but
a
big
born
restaurant
in
that
outside
area
is
going
to
be
pretty
it's
going
to
be
pretty
neat
for
that
area
right
there.
That's.
G
G
B
H
B
E
This
is
a
technology
issue
that
we've
had
ongoing
since
2015.
chief
get
ready
both
chiefs.
We
have
concerns,
but
this
is
a
sort
of
a
business
that
I
paid
attention
to
basically
we're
getting
a
product
by
motorola
fixing,
long-term
10-year
maintenance
and
support.
We
get
some
hardware
and
we
get
the
software
behind
a
strong
company.
We've
had
issues
with
the
computer
dispatch
and
the
records
management
and
it
interfaces.
We've
got
a
lot
of
interfacing
issues
that
we've
had
ongoing.
E
We've
paid
a
significant
amount
of
money
to
the
the
company
we're
doing
with
we've
been
dealing
with,
since
god
knows
when,
but
but
this
is
something
that
I'll
take
personally
again,
there's
a
chunk
of
hardware
networking
as
well
as
conversion,
so
we're
not
only
getting
software
and
support
the
hardware
that
goes
along
with
it
and
a
conversion
implementation
with
professionals
down
here.
So
we
can
have
it's
about
a
16
to
18
month
process
that
we
will
again.
I
think
the
only
money
that
we
will
pay,
the
first
payment
will
be
in
december
of
21.
E
and
so
there'll
be
a
you
know.
Chief,
all
these
chiefs
and
all
these
folks
are
involved
with.
How
do
we
determine
what's
the
best
path
and
how
do
we,
you
know,
go
from
here
to
there,
but
basically,
we've
fixed
the
amount
of
you
know,
there's
been
stepped
up,
increases
in
maintenance
and
support
and
technology
maintenance
is
for
two
different
animals,
but
it's
always
costing
us
more.
This
is
a
ten-year
plan
that
fixes.
E
We
expect
this
to
be
a
you
know,
a
transition
that
will
be
relatively
smooth,
but
chief
I'll,
be
I'll,
be
there
back
to
you
up
on
this
one.
I
appreciate.
O
That
I
appreciate
it,
we've
struggled
with
the
company
that
we
have
for
many
many
years,
like
the
mayor,
said
in
excess
of
probably
15
years.
They've,
never
actually,
we've
never
actually
been
to
get
able
to
get
what
we
need
out
of
them
and
every
time
we
try
to
it
cost
us
more
money.
O
Motorola
stepped
forward
showed
us
their
product.
It's
an
outstanding
product
it
over
10
years.
It's
actually
going
to
be
a
little
less,
maybe
a
little
more
upfront
start
cost,
but
over
the
over
the
full
financing
time,
it's
going
to
be
less
money
and
a
much
much
better
product,
something
we
can
live
with
and
something
that'll
keep
our
people
safe.
B
And
one
for
peter
on
a
p
a
for
peter.
What
did
the
standard
bone
for
wc4.
P
That's
right.
Today's
all
about
me
is
that
how
that
works?
Babe.
Basically,
the
standard
form
agreement
is
just
their
final
pay,
app
and
change
order
to
their
standard
form
of
agreement.
Oh
no,
actually
it's
not
a
pay
app.
It's
it's
just
their
contract.
B
P
B
H
This
is
connected
with
the
debt
set
off,
which
is
that
was
on
our
first
reading
today.
H
H
4C
and
really
that
should
be
I'd-
ask
this
be
tabled
one
week,
so
we
can
deal
with
it
at
the
same
time.
This
is
basically
the
law
was
changed
two
years
ago
to
allow.
H
If
they
don't,
we
would
add
25
on
top
of
the
debt
and
and
then
it
would
go
to
collection
actually
through
the
state
tax
refund,
and
they
would
receive
that
25
percent
extra,
the
the
collection
agency
would
so
the
city
would
the
city
would
collect
its
full
debt
so.
H
It
should
be
tabled
because
we
have
the
second
reading
will
be
next
week.
I
think
it'd
be
better
to
pass
this
if
the,
if
the
other
ordinance
passes,
if.
A
A
B
H
B
H
Yeah
I
mean
it
was
inserting
something
like
before
it
said:
the
bonds
will
be
issued
by
the
city
based
on
the
amount
of
debt,
and
we
added
in
like
issued
from
time
to
time
as
to
be
determined
by
the
city.
Basically
jay
minardi
who's,
our
sort
of
bond
expert.
She
had
some
weekend
changes
and
we
incorporated
those
did
not
change.
The
percentages
did
not
change
the
numbers,
didn't
change
anything
the
county's
doing
didn't
change
anything.
The
city
has
has
already
passed.
Okay,.
B
And
on
the
k,
with
the
b
and
d
said
that
affects
b
and
d,
only.
B
A
H
That
probably
a
similar
tweak-
I
know
the
grant
did
not
change
we
may
have
had.
We
may
have
had
a
copy
without
her
signature
in
all
the
right
places,
but
it
was
k
and
what
was
the
other
one.
A
All
right,
thank
you,
mr
lawrence,
mr
glavin.
L
L
You
know
beds
and
all
that
kind
of
stuff,
or
is
there
still
going
to
be
a
parade
or
a
celebration
or
that's
virtual
strictly.
C
J
L
C
Don't
I
think,
george
covered
almost
every
one
of
them.
A
C
A
Nothing
left
he
did
and
and
happy
new
year.
Thank
you.
I
just
have
one
question
on
item
k.
This
is
a
tri-party
agreement
at
comfort,
place
and
in
on
page
two
number:
two,
it
I'm
understanding.
This
is
for
one
unit
and
and
it's
one
unit
all
the
way
through
and
then
it
mentions
two
units
in
there
we're
talking
about
one
unit
or
two
unit,
or
is
it
a
duplex
and
there's
only
one.
A
So
so
it's
just
one
unit
and
that
may
be
a
typo.
I
don't
know
if
that's
significant
or
not,
but
in
there
it
mentions
two
units
just
at
one
time,
and
I
thought
that
was
in
fact
a
typo.
Okay.
Anything
else
last
call,
mr
lawrence,
no
you're
good.
Thank
you.
All
right
wishes
do
come
true.
A
All
right,
we'll
call
for
the
question
voting
on
the
consent
agenda
items
all
in
favor,
it's
a
5-0
vote.
Were
there
any
exceptions?
A
A
N
A
B
A
Mr
geins,
mr.
B
Lawrence
we're
getting
happy
new
year's
walk
happy
new
year
money.
J
Thank
you.
We
do
have
1.465
million
coming
in
from
mema
it's
in
step,
four
or
five,
which
means
it
should
be
in
our
city
accounts
within
the
next
five
to
ten
days.
A
A
A
Is
there
a
motion
to
adjourn?
I
moved
so.
I
can't
there's
a
motion
by
mr
lawrence
to
adjourn
a
second
by
mr
gynes
and.
