the

structures
that
were

in
simultaneously

the
asphalt
and
curving.

we
we
had
a
groundbreaking
ceremony
this
morning
down
and
the
guys
what
we
call
guys:
Veterans,
Memorial,
Park
adjacent
to
where
the
pedestrian
crosswalk
will
come
down
and
the
guys
memorial,
the
war,
one
world
war,
two
memorials
and
the
USS
Biloxi
memorial
and
all
of
this.
This
is
the
site
where
we're
gonna
put
the
gold
star
family,
some
monument.
So
we
had
a
groundbreaking
this
morning.
That's
a
that's
a
monument,
as
you
recall,
you've
seen
the
picture
of
it
that
the
city
is
providing
the
site.

Keesler
Federal,
Credit
Union
is
paying
for
the
monument
and
it
will
be
dedicated
the
23rd
of
March
23rd
of
November
as
a
date
we're
shooting
for
from
the
dedication.
So
we
can't
really
get
started
down
there
until
they're
lay
down
areas
cleared
up
where
the
pedestrian
crosswalk
is
finishing
up.
That
crosswalk
is
due
to
be
open
for
Labor
Day,
so
once
after
Labor
Day
we'll
be
able
to
get
into
that
site
and
again
building
the
base
of
the
monument
other.

of

the
entrepreneur

drainage
issue
by
waters
view
I
did
speak
to
Christie
I
think
she's
going
to
get
with
a
dot
to
see
what
we
can
do
in
that
ditch
area,
but
I
also
spoke
to
Connie
Rocco
and
she
stands
ready.
She
said
if
we
can
get
the
proper
permits
to
go
in
there
and
assist
with
providing
equipment
and
resources
to
improve
that
drainage
area
and
that
that
concludes.

my

we

house

come
up

a
presentation
about
some
housing
opportunities
that
we
have
in
East
Biloxi.

gentlemen

help
us
repopulate
the
east
side
of
Biloxi.

the
director
for
business
development
with
Smith
and
contracting,
and
behind
me

have
our
operation
director,

Treadaway
and
also
behind
me.
Also
I

bure

us
a
presentation
before
the
council.

As
the
guide
stated,
Smith
contracting
is
looking
at
going
into
the
East
Biloxi
area.
The
project
site
itself
is
going
to
encompass
by
Holly,
Street,
Brown
and
railroad.
The
site
president
consists
of
four
parcels
of
property.
As
for
the
city
of
Biloxi
in
the
Harrison
County
tax
records,
Smith
contracting
is
now
submitting
paperwork,
a
proposal
for
the
city
of
Biloxi
through
the
planning
and
zoning
and
the
construction
department
to
have
the
property
resub
divided
up
into
seventeen
lots
and
one
large
green
space
that
could
be
used
for
a
public
park.

This
will
allow
us
to
provide
a
more
affordable
project
in
the
area,
and
this
is
going
to
be
a
rental
project
and
allow
a
little
affordable
rental
cost
will
begin
construction
on
the
site,
with
four
units
upon
80%
completion
of
the
first
four
units
with
our
lender
they're,
going
to
basically
continue
to
give
us
the
next
four
eighty
percent,
the
next
four.
Until
we
complete
all
seventeen
units,
the
estimated
loan
value
for
the
project
itself
in
the
area
would
will
actually
be
between
six
and
seven
million
dollars.

The
project
will
consist
of
two
and
three-bedroom
units.
The
two-bedroom
units
will
consist
of
2078
square
feet
and
the
three-bedroom
units
will
consist
of
two
thousand
four
hundred
and
fourteen
square
feet.
Each
will
have
two
full
baths:
built-in
kitchen
all
appliances,
private
parking
at
a
fenced
in
rear
yard,
so
we're
actually
not
building
a
high
density
apartment,
complex
we're
actually
going
to
design
something.
That's
going
to
give
you
more
of
a
residential
appearance
and
give
it
more
of
a
home
effect.

We
hope
the
design
will
allow
for
larger
families
an
affordable
living
space
and
give
them
a
feeling
of
a
home
environment.
Also,
the
city
of
Biloxi
is
well
from.
The
previous
presentation
has
already
made
the
initial
investment
to
put
new
infrastructure,
sidewalks
streets
and
soon
water
in
the
area,
and
this
will
hopefully
allow
us
to
offer
better
streets,
better
sewer,
better
water
and
a
better
living
environment
for
the
whole
property
project
and
property
itself.

has
also
done
a
large-scale
marketing
gathering
in
the
area.

So
we're
going
to
try
to
provide
a
community
and
a
living
environment
and
a
project
that,
in
turn,
these
people
can
afford
to
rent
and
live
in
Smith
contracting
after
that,
we'll
continue
to
investigate
into
new
sites
into
East
Biloxi
on
a
single-family
level
and
a
for
sale
basis,
and
also
in
a
rental
market.
At
the
similar
rates
that
we're
going
to
offer
in
this
particular
project.

bedrooms

According
to
the
marketing
that
we
found
in
the
area,
one
bedroom
is
actually
lease
at
a
lesser
amount,
if
you're
going
to
basically
concentrate
on
two
individuals
that
in
turn
have
families
or
require
more
space,
as
you
can
tell,
by
the
size
of
each
unit,
you're
talking
about
almost
2,100
square
feet
for
a
two-bedroom
units
that
tells
you
they're,
not
small,
2
bedrooms
and
3
bedrooms
are
actually
rented
at
a
faster
rate
according
to
the
market.

Doing,
besides,
studying
the
other
booklets
our
marketing
data
that
we
actually
presented
in
a
report
here,
we
also
looked
into
the
MLS
for
the
state
of
Mississippi
and
for
Harrison
County,
the
city
of
Biloxi
and
for
Gulfport,
and
at
this
time
your
average
rent
in
the
area
is
88
cents
to
a
dollar,
33
cents,
a
square
foot
and
nothing
has
been
built
in
this
area
in
the
city
of
Biloxi
in
the
past
25
years.
So
right
now,
new
construction
is
the
thing
that
will
actually
start
to
bring
back
the
population
into
this
market.

we
made

DRC
and
everybody
basically
seems
to
be

support

the
idea,
because

said,
east
Biloxi
hasn't
had
construction
within
25
years,

construction

think
will
start
to
bring
back
the
population
that
presently
you've
lost
over
the
past
five
years.

benefits,

disadvantages
that
it
may
be
as
given

false
impression
that
we
are
welcoming
people
to
come
Panhandle
and
other
cities,

maybe
sending
people
here
to
come,

license.

never
the
intention.
We
still
have
our
aggressive
panhandling
laws
in
place.

vote
we've
overhauled
in
streamlined
our
panhandling
ordinances.
There's
was
some
information
in
the
news
last
week,
other
cities
that
that
have
made
it
illegal
to
Panhandle
and-
and
they
are
I-
think
under
scrutiny
by
the
ACLU.

but
not
to
give
that
false
impression,
councilman
Newman
had
brought
it
up
about
a
month
ago
to
look
into
doing
away
with
with
a
specific
licensing
requirement,
I
think
once
identity
it'll
probably
help
us
from
the
perspective
of
the
ACLU,
because
they
have,
they
have
never
been
in
favor
of
us
issuing
licenses
for
this,
but
it
had
law
enforcement
benefits.
But
overall
this
is
a
mechanism
to
to
take
that
out.

also
makes
it.

a

almost
a
traffic
hazard
where
certain
people
set
up
at
the
foot
of
an
intersection
or
at
the
foot
of
an
exit,
especially
where
people
are
trying
to
stop,
and
in

signs

just
a
kind
of
update
and
clean
up
our
ordinance.

still
want
to
aggressively

prohibition

aggressive
panhandling

are
finding
contractors

want
to
do

it's
too
big
of
a
job
for
public
parks,
because
it
would
take
too
much
time,
but
it's
too
small

the
big
contractor.

us

contractor

locked
in
for
a
year
at

certain
pound
dollar
per

ton
of
asphalt,

award
contracts
against

order

item

made

14
million
dollar
2019
series
bond
issues
so
that
fourteen
million
dollars

administration

aside

money

Well,
we

got
it

time
we
estimated
that

cost

half

million
dollars
in
a

and
a
quarter,

put
new
pipe
in
there.

What
can
they
do?
Well,
since
then,
they've
discovered
that
the

pipe
or
whatever
it's
called,
PVC,
whatever
it
might
be
underground
it
can't

be
sleeve
you
can't

stitch,

form
it
or
whatever.
So
you
have
to
put
new
pipe
or
new
conduit
in
there,
whatever,
whatever
you
call
it
culvert
now,
having
said
that,
the
advantage

see
in
putting
this
out,

spend
a
total
of
seven
million
dollars.

projects

always

already
budgeted,

projects

gonna
cost

I
see
this.
This
is
a
good
way
to
keep
your
costs
down
and
certainly
allows
you
to
act
quicker
than
to
put
out
an
RFP
on
each
project.

the
money
is
already
there
from

bond
issue.

approved

those
projects
that
was
the
Sanger
theater
with
a
match
and.

This
is
the
third
project
we're
going
to
submit
to
the
portal
and
it's
it's
the
Pops
fairy
extension
now
you've
already
approved
us
applying
for
a
build
grant
to
the
federal
highway
administration.
At
the
same
time,
in
parallel,
we're
gonna
ask
the
governor
to
give
us
some
money
and
we're
hoping
one
of
those
two
will
happen
if
one
happens
and
if
we,
if
they
both
happen,
we'll
just
say
no
to
one
one
