restored
this
past
weekend
and
it
was
a
good
weekend
for
Biloxi
I.
Think
a
lot
of
activity
look
folks,
we're
kind
of
happy
on
how
things
appeared
to
be
turned
out.
It
turned
out.
As
far
as
social
distancing
we've
been
trying
to
answer
just
a
number
of
questions
you
would
imagine
about
what
we
can
do,
but
I
think
churches
return
to
somewhat
an
operation
this
week
this
past
weekend,
hotels
and
some
of
the
arcades
were
some
subjects
of
things.
But
we've
been,
you
know.

Inundated
with
you
know
is
this
right.
Is
this
available
and
again
we're
trying
to
do
everything
that
the
governor
has
directed
us
to
do
and
but
they
everyone
is
feeling
good
about
the
weekend.
We
just
finished,
but
it's
a
challenge.
A
few
weeks
ago
we
started
talking
about
the
14
day,
run
an
average
of
the
new
contacts,
at
least
for
Harrison
County
April,
the
20th,
the
14
day
prior
average
was
4.0
new
cases
a
day,
April
25th.
It
was
three
point
four
three
today
May
26
is
1.93.

So,
like
we
suspected,
you
know,
our
health
system
is
not
overwhelmed.
These
councils
seem
to
be
going
in
the
right
direction,
so
that
flat
number
is
getting
flatter
and
we
hope
to
get
back
to
business
because
we
need
you
know
business
down
here.
I
think
some
of
the
tourists
from
Louisiana
came
here
because
they
were
turning
away
from
other
places.
So
I
think
the
message
was
was
proper.
We're
gonna
do
everything
we
can
and
ask
everybody
to
use
your
your
usually
head.

Our
next
challenge,
as
the
city
is
to
figure
out
what
part
of
that
revenue
we
have
to
recover
from
one
way
or
the
other
take
actions
where
we
can
take
actions,
but
overall
I'm
glad
the
week
is
behind
us
now
we're
looking
forward
to
for
the
summer
and
some
of
the
things
that
normally
been
part
of
our
revenue
stream,
we're
paying
attention
to
and
we're
paying
attention
to,
the
expenses
that
go
along
with
it.

continue
to
meet
with

the
mayor's

Monday
on
it's
kids.

governor

meeting
was
that
the
governor's
making
some
decisions
based
on
other
localities,
not
so

us
down
here,
but
that's
his

some
other
communities
and
other
areas
that
those
numbers
are
not
quite
as
good,
so
we're
kind
of
in
touch
with
it,
with
Jackson,
in
what
we're
trying
to
do
and
what
we're
asked,
whether
it's
doable
and

trying
to
channel
at
least
these
requests
for
information
from
the
media
from
everyone
else
through
one

we

are

fifty
six
point,
seven
percent
today,
that's
up

percent
from

we
last
met,

it's
a
long
way
to
go

the
2010
census.

means

point.
Seven
percent
of
the
people
who
got
something
in
the
mail
have
responded.
So
that
means
we've
good
many
people
either
haven't
responded
or
thrown
away
if
they
throw
away
they've
changed
your
mind
about
the
census.

things

news

just

tremendous

happened.

flu

measures
were
taken
back
then,
and
you
don't

a
lot
of
remembrance

lot
happened

far

theatres

grocery
stores,
and
so

it

the
newspapers
at
that

first,
I
hope
everyone

great
Memorial
Day
weekend.

was
great

see

crowds
on
the
beach
and

went

Dixie
shop
yesterday
and
it
was
slammed
busier
than
ever
everywhere.

went
was
like
that
this
weekend,
so
hopefully
that
continues
through
the
summer
and
we're
able
to
recoup
for
some
of
the
lost
time.

is
launch

boat
or
jet
skis
a

times
this
weekend
and

we

I
know
we
have
the
signs
up.
That
says
no
vehicles
or
portray
trailer
parking
only,
but
we
have
an
absorbent
amount
of
people
that
are
parking
in
those
spots
and
you
have
people
having
a
part
all
over
the
place
just
to
park
their
boat
trailer,
because
people
are
parking
their
cars
there

know
in
other
places.
Sometimes
they
have
tow
companies
that
go
around.

recognition

I

want

thank
the
administration,
the
directors
it's
a
small
thing,
but
there
was
a
dead
magnolia
tree
in
an
easement
or
right
away
in
front
of

residence
house
down

North
Haven
area
and
that's
been
removed
fairly
quickly.
She
asked
me
to
express
my
appreciation
to
the
mayor
and
to
the
to
your
staff
for
doing
that.

a
positive
note
about
this
weekend,
Wow
I
mean
Memorial
Day
weekend,
one
of
our
major
holidays,
but
I'm
like
George
and
everybody
that
recognized
the
activity
this
weekend.
It
was
amazing
and
the
people
couldn't
wait
to
get
to
Biloxi
and
have
those
experiences
that
they
lost
earlier
in
the
year
and
it's
still
coming.
Our
phones
are
ringing
off
the
hook
and
we
did
a
survey
today
of
area,
hotel
properties
and
they're
reporting.

You
know
those
two
events
are
coming
up
and
they're,
anticipating
over
90
boats,
I
think
for
one
of
them
and
and
then
the
small
one
they
got
the
small
center
consoles
and
then
that's
followed
by
the
big
boys
that
come
in
and
that's
what
we're
gonna
experience
over
the
next
couple
weeks,
in
addition
to
other
things
happening,
but
it's
really
really
great
to
see
the
our
guests
coming
back.

fact,
one
of
our
tagline
czar
it's
great
to
hear
your
voice
again,
as
you
make
your
reservations
for
Biloxi.

really
good

there's

good
stuff

The
governor
has
a
task
force,
that's
working
on
tourism
and
hotels
and
casinos
and
restaurants,
and
we're
trying
to
get
some
marketing
programs
initiated
and
I'll
try
to
share
that
with
you.

the
next
council
meeting
I
got
a
meeting
after
this
meeting
with
Milton
Sagara
to
go
over
some
of
those
details,
but
it's
really
really
exciting
to
see
the
demand
that
is
coming
up.

tournament

She
then
gave
me
some
comments.
They
were
very
minor
comments.
She
wanted
to
add
in
some
language
about
Biloxi
is
not
a
special
specially
designated
person
under
the
Patriot
Act,
which
you're
not
and
for
some
reason
she
needs
to
have
that.

not

simple

We're
really

we're
doing

unwinding
a
rather
complicated
joint
series
of
joint
agreements.
So
let

give
you
a
background.
This
is
a
board
six
item,
so
you're
aware
of
the
Innovation
Center
and
that's
been
there
for
many
years.
The
Innovation
Center
is
on
land
and
in
property
owned
by
the
county.

It
was
originally
met.
It's
been
managed
for
many
years
by
the
Greater
Biloxi
Economic
Development
Foundation
under
contract
with
the
Harrison
County
Development
Commission.
So
the
county
has
made
a
decision
and
has
both
in
favor
of
selling
the
Innovation
Center.
It
seems
to
have
sort
of
lost
its
way
lost
its
meaning.
It's
just
a
rental
business.
For
us
small
businesses,
you
can
get
cheap
rents
or
so
forth.

So
here
we
are,
we
here,
our
third
agreement,
greater
Biloxi
foundation,
now
Enterprise
Allowance,
one
of
the
things
that
that
enterprise
agreement
said
is
that
the
building
can't
be
sold
as
long
as
there
was
any
debt
still
associated
with
it,
and
in
checking
we
found
that
they
were.
Although
the
debt
had
been
paid
for
by
the
Harrison
County
Development
Commission
all
these
years,
they
were
actually
still
two
payments
left
to
be
made.

So
one
of
the
things
we're
having
to
do
to
unwind
this
economic
development
Alliance
is
to
make
those
that
final
debt
payment,
which
the
Harrison
County
Development
Commission,
has
has
now
done,
so
that
the
debt
is
no
longer
there.
So
nowaday
alliance
agreement
can
be
ditched.
It
has
no
function.
Another
topic
which
we
don't
need
to
get
into
today
is
the
greater
Biloxi
Economic
Development
Foundation,
which
has
now
had
been
I,
think
bill
would
say
he
would
tell
me
they
terminate
or
about
to
be
terminated.

So
so
they're
their
engagement
to
run
the
building
for
the
Harrison
County
developer.
Commission
is
now
going
to
be
terminated
and
but
they
still
exist
as
an
entity
and
we'd
like
to
come
back
to
talk
to
you
at
another
time
about
what
we're
going
to
do
with
the
greater
Bullitt
Greater
Biloxi
Economic,
Development
Foundation,
because
they've
got
some
money
and
then
some
land.
So
we
that's
a
whole
nother,
a
bit
of
unwinding.

gonna
have
to
do
or.

that's
what
we
need
to
talk
to
you
about,
but
that
really
that
what
we're
asking
for
today
is
we're
asking
for
you
to
give
the
mayor
the
authority
to
to
get
out
of
the
Economic
Development
Alliance
agreement
and
all
the
terms
of
that
have
been
satisfied.
So
what
we
need!

need

we
can
get
out
of
that
agreement.
It's

also
has
outlived
its
usefulness.

land

looking

weeds

problem

This

Imperial
estates
subdivision.
It's
basically
also
an
overgrowth
problem
for
the
property
itself,
and
in
this
case
we
do
have

manufactured
home
which
is
in
severe
problems.
We're
asking
for
that
to
be
raised
completely
leveled.
