A
Appreciate
everyone
coming
and
participating
we'll
go
ahead
and
I
need
a
motion
to
suspend
the
rules
move
by
mr
lawrence
seconded
by
mr
barrett.
Any
discussion
all
in
favor
motion
passes.
Unanimous
clerk
would
read
the
revisions.
B
To
the
policy
agenda,
we
are
adding
item
4h
resolution
appointing
director
of
the
engineering
department
for
the
city
of
biloxi
to
the
consent
agenda.
We
are
adding
exhibits
only
a
and
b
to
item
5
b
resolution,
accepting
grant
award
from
mississippi
department
of
public
safety
planning
office
of
justice
programs.
A
A
D
Thank
you,
mr
president.
I
would
there's
some
awards
some
really
certificates
of
life's
work.
I
think-
and
I
would
welcome
everybody
here
to
but
there's
some
people-
you
know
that
are
retiring
and
we're
going
to
award
some
certificates,
and
it
is
amazing
that
you
know
the
dedication
that
they've
had
and
working
for
the
city.
So
it's
a
great
pleasure
I'd
ask
richard
meyer
to
come
up
here
and
we
would
do
this
first.
D
This
is
a
now.
The
gold
watchers
are
on
order,
so
as
soon
as
they
get
here,
we'll
we'll
get
into
it.
Okay,
okay,
so
this
by
the
authority
invested
in
me
by
the
people
of
the
city
of
biloxi.
It's
hereby
richard
montford
is
hereby
awarded
the
certificate
of
recognition
on
the
occasion
of
your
retirement
for
26
years
of
service
to
the
city
of
biloxi.
So
thank
you
very
much.
D
E
D
D
It
is
amazing,
I
tell
you
to
look
at
these
people
that
have
been
20
and
25,
and
you
know
just
10
years
around.
Here
is
a
is
a
career
sorry,
so
I
do
thank
y'all
and
thank
everybody
from
the
city,
but
all
600
of
our
employees.
So
that
almost
concludes
my
report.
Matthew,
I'm
gonna.
Ask
you
to
come.
Give
us
a
little
report.
Do
my
mayor's
report.
Thank
you
doing
that
you
can
use
that.
F
F
D
F
The
problem
of
obtaining
taxi
drivers
in
this
terrible
past
two
years
we
have
relaxed
the
licensing
requirements
for
permitting
taxi
drivers.
This
has
helped
operating
companies,
find
more
drivers
more
effectively
and
we're
seeing
the
payoff
with
more
reliable
drivers
on
the
road.
This
ultimately
gives
more
service
to
our
community
and
therefore
more
taxis
on
the
road.
F
F
In
addition
to
these
rates
increasing,
we
have
successfully
gotten
the
airport
authority
to
also
increase
a
flat
rate
from
the
city
of
blackpower
from
the
airport
to
the
casino
row
and
back
by
by
increasing
these
rates.
This
keeps
the
taxi
operators
competitive
with
the
high
cost
of
operating
a
commercial
vehicle,
ultimately
again
benefiting
our
community
with
stable
and
reliably
reliable
on-call
transportation.
A
Thank
you
mayor
there
being
no
departmental
reports,
we'll
move
on
to
council
reports.
C
C
G
C
D
Yeah
we've
been
talking
a
lot
about
a
few
things
here.
Let's
have
a
conversation
about
that
got
some
ideas:
okay,.
C
C
H
Yes,
sir,
the
mississippi
association
of
chiefs
of
police
had
their
annual
summer
conference
here.
I
think
this
was
the
26th
year
they've
been
here.
They
have
a
summer
conference
and
a
winter
conference.
The
winter
conference
is
always
somewhere
else
in
the
state,
but
the
summer
conference,
like
I
said
for
the
last
26
years,
has
been
here
this
time
we
had
about
300
chiefs
with
their
families,
so
there
was
600
or
700
people
that
came
to
the
city
of
biloxi
stayed
for
about
a
week.
H
H
I
know
that
they,
I
know
they
spent
a
lot
of
money
while
they
were
here
and
we
gave
them
a
list
of
things
along
the
coast
that
they
could
do
to
spend
money
at.
I
know
that
they
did
that,
so
it
was
a
good
time.
It
was
a
really
problem
free
for
us
just
a
lot
of
planning,
but
other
than
that
everything
worked
out.
Good.
C
C
C
It
was,
I
just
want
to
make
sure
you
get
that
report.
Yes,
sir,
and
last
thing
I
want
to
bring
up
under
my
report
last
week
when
we
voted.
You
know
I'm
probably
tired
of
hearing
this
on
the
father
line.
C
C
Anywhere
and
if
you
don't
do
that,
it's
not
acceptable,
it's
just
like
a
contract,
a
bid
when
you
don't
fill
it
out
correctly.
You
don't
accept
them
this
one.
There
was
no
site
plan
for
phase
two
at
all,
and
people
asked
the
question:
what's
it
gonna
look
like
where
he's
gonna
face?
What's
the
size
of
the
building,
there
wasn't
any,
but
even
that's
our
sheet.
The
first
thing
you
do,
that's
what
it
says.
C
C
D
C
I
Just
something
short,
first
off
ed,
mr
chamber,
I'm
glad
I
didn't
miss
you,
I'm
sorry
that
I
missed
the
ceremony
congratulating
you
on
your
retirement
you
and
shook,
and
miss
fortin
skinners.
G
I
Comfortable,
I
guess,
mr
mayor,
we
need
to
schedule
that
reschedule
that
ride-along
I've
got
some
issues
over.
I
met
with
kenny's
former
group
back
in
the
lauren
falls
area,
and
we've
identified
some
some
potential
corrections
that
I
think
we
can
address
quite
easily
the
which
mike
may
be
off
the
hook.
If
this
new
director
of
engineering
is
appointed,
he
may
start
getting
all
of
my
emails
instead
of
you.
D
Let
me
let
me
kind
of
what,
in
the
middle
of
the
mix,
I
think
nathan
had
submitted
about
41
questions
and
related
to
what
can
be
done.
You
know,
in
the
form
I
think
we
had
about
10
on
the
list,
so
we're
going
to
gather
them
all
up
in
everyone's
wards
and
then
figure
out
what
we
can
do
as
fast.
We
can
do
it
and,
of
course,
I'm
happy
to
do
that
this
week.
You
know
if
you're
scheduled,
I
think
we
had
talked
about
10
o'clock
at
one
point
in
time.
I
A
D
J
Also,
I'm
just
noticing
the
amount
of
litter
and
the
rights
of
way
that
need
to
be
mowed
and
sidewalks
and
grass,
and
that
kind
of
stuff-
and
I
know
that
I
know
that
we're
short
employees
in
public
works.
I
don't
doubt
that
they're
mowing.
J
D
Let
me
bring
bring
up
something
that
I
noticed
this
past
week
again
with
the
number
of
employee
vacancies.
We've
had
and
then
we've
been
doing
some
overtime,
so
people
you
see
them
on
saturday
doing
some
things,
but
this
this
past
weekend
we
deployed
some
four-wheel
vehicles
with
people
with
along
especially
irish
hill.
D
So
we
had
two
of
our
employees
on
you
know
not
grass
cutters,
but
actually
picking
up
letters
pretty
innovative
and
they
were
moving
right
along,
so
it
didn't
take
them
a
long
time
with
a
four-wheel,
all-terrain
vehicle
picking
up
trash.
So
I
thought
that
was
pretty
interesting
this
weekend.
So
the
balance-
and
you
know
what
what
really
needs
to
be
done.
You
know
we
we
put
about
10
extra
employees
in
public
works
to
address
those
things
this
past
year.
D
Unfortunately,
some
retirements
and
no
real,
even
with
the
increase
in
in
salaries-
we're
not
getting
a
lot
of
takers.
So
the
plan
is
to
do
a
budget
amendment
to
those
personal
services.
So
we
can
increase
the
contract
services
to
address
those
things
immediately.
So
we'd
have
contract
funds,
at
least
through
the
end
of
this
year.
D
D
You
may
you
may
see
some
people
in
all-terrain
vehicles
with
the
implements
to
pick
up
stuff,
so
I
thought
that
was
pretty
pretty
innovative
of
public
works
and
and
deploying
those
people
specifically
for
the
trash
problem
is.
J
There
anything
preventing
the
removal
of
stumps
and
I'm
particularly
interested
in
two
parks,
pennzoil
park.
I'd
mentioned
this
a
couple
of
weeks
ago,
pennzoil
park
in
westview
park,
it's
just
after
several
storms
or
tropical
storms,
or
a
hurricane
or
two
it's
just.
We
ought
to
have
money
to
do
that
and
it
should
be
done
within
a
couple
of
weeks.
I
know
that
we
work
with
several
tree
companies
and
tree
service
companies
to
to
trim
trees
and
everything
for
public
safety
purposes,
but
we
just
need
to
get
that
taken
care
of
in
those
parks.
J
Also
on
pennzoil
park
there's
an
issue
with
the
lights.
I
think
it's
basically
a
quarter
mile
walking
track
in
there
and
sometimes
the
lights
are
on
all
day
and
night.
Sometimes
the
lights
aren't
on.
I
don't
know
that
all
the
lights
work
it's
kind
of
been
an
ongoing
problem
for
the
past
several
years
and
things
get
better
and
then
the.
J
L
Does
this
microphone
work,
I
prefer
to
stand
if
you
do
not
mind,
so
my
name
is
david
hansen.
Many
of
you
do
not
know
me,
I'm
going
to
tell
you
a
little
about
my
background
and
my
qualifications.
So
you
understand
where
I
come
from.
This
was
under
advisement
of
mr
barrett.
He
said
I
should
lay
out
the
groundwork
appropriately,
I'm
the
ceo
of
an
international
multi-million
dollar
tech
company
based
on
geospatial
technologies.
L
I
specialize
in
the
understanding
of
what
it
means
to
engage
in
geospatial
sciences,
but
today
I
stand
before
you
as
a
citizen
of
the
city
of
biloxi.
I
will
tell
you
one
thing
that
fofo
has
said
about
me.
He
said
that
at
times
I
am
someone
who
can
speak
just
as
quickly
as
he
can
and
get
what
I
want
out
of
a
group
so
we'll
test
that
and
see
what
happens
faster
faster
is
the
tempo
there's
going
to
be
a
first
reading
of
a
subdivision
that
will
come
before
you
in
your
next
meeting.
L
What
I
encourage
you
to
do
is,
as
council
people
read
the
discussion
that
took
place
inside
of
the
planning
commission
around
that
particular
subdivision.
Your
commissioners
had
much
to
say
about
it.
Some
of
them
voted
in
dissent
over
the
creation
of
this
subdivision
and
what
the
plans
are
for
that
land.
It
has
been
proposed
by
the
developer
that
only
four
protected
trees
must
be
removed
in
order
to
develop
this
particular
piece
of
land,
as
it
is
proposed.
L
The
discussion
which
was
had,
and
also
the
findings
of
your
tree
committee,
seem
to
be
at
counter
to
part
of
this
claim.
I
would
say
that
before
you
have
any
vote
on
this
subdivision
go
back
read
the
transcript
in
particular,
was
a
very
long
meeting,
at
least
the
discussion
between
the
vote
on
this
particular
subject.
I
believe
it'll
be
enlightening
of
an
experience
to
read
through
that.
Perhaps
it
will
arm
you
with
some
information
to
make
an
intelligent
vote
on
the
subject.
L
I
would
also
like
to
say
that,
as
citizens
of
the
area,
we
would
really
like
a
public
hearing
before
this
is
able
to
move
forward.
As
this
preliminary
plot
is
put
forth
for
its
first
reading.
Our
issue
is
not
necessarily
with
development.
Our
issue
is
with
development,
which
we
believe
is
unsustainable.
At
this
point,
a
couple
of
points
about
it,
I
will
not
go
deep
into
it
because
I
will
be
presenting
before
you
at
your
next
meeting.
L
L
If
you
go
to
it,
it
will
present
many
points
about
this
subdivision,
which
are
my
professional
opinion
and
the
professional
opinions
of
others,
such
as
dendrochronologists
such
as
fluvial
geomorphologists.
That's
a
bunch
of
big
fancy
words,
but
I'm
going
to
tell
you
we
got
a
pretty
good
idea
of
what
we're
talking
about.
Furthermore,
my
company
was
originally
approached
to
be
retained,
to
be
a
consultant
for
this
subdivision,
that
is
to
say
that
our
expertise
is
recognized
even
by
the
developer
himself.
L
With
that,
I
really
appreciate
your
time.
Thank
you.
So
much.
If
you
have
any
questions,
please
feel
free
to
approach
me.
I
have
spoken
to
some
of
you.
I
would
love
speaking
with
each
and
every
one
of
you
before
that
vote
takes
place
and
walk
you
through
the
data
and
the
information,
if
you're
so
interested.
Thank
you
for
your
time.
A
Thank
you,
mr
barrett,
anything
else.
I
have
a
few
things.
First
of
all,
I
would
also
like
to
congratulate
all
the
employees
that
were
recognized
for
their
retirements
today,
especially
mr
shambra.
You
know
it
goes
without
saying
your
dedication
and
detail
has
served
the
city
well.
Thank
you,
sir,
and
and
all
the
retirees
also
like
to
remind
everyone
of
the
mml
convention.
That's
coming
up,
it's
the
91st
mml
convention
being
held
in
biloxi
next
week.
A
One
of
the
reasons
we've
modified
our
schedule.
Our
council
schedule
is
to
ensure
that
persons
that
want
to
attend
the
mml
convention
can.
This
is
aldermen
council
members
and
others
that
converge
in
biloxi
and,
in
addition,
there's
vendors
that
supply
equipment,
other
services
to
cities
across
the
state
that
will
be
there
in
attendance
there'll,
be
thousands
and
thousands
of
delegates
and
their
families
that'll
be
here
in
biloxi,
and
we
really
appreciate
that.
A
There's
many
seminars
for
council
members
and
aldermen
that
are
relevant
to
the
work
that
we
do,
whether
it's
the
and
this
is
some
of
the
bills
that
got
passed
that
were
related
to
medical
marijuana,
arpa
reduction
in
our
sales
tax
and
other
grants,
and
there's
other
seminars
that
get
to
the
nitty-gritty
of
the
work
that
we
do
to
understand,
whether
it's
tax,
abatements
or
other
measures
that
we
constantly
have
to
consider.
A
It
really
is
very,
very
useful,
and
I
appreciate
mml
that
organization
what
they
do
for
elected
officials.
A
In
addition,
as
far
as
here
in
biloxi,
my
ward,
hinges
and
pops
ferry
chief,
it
looks
like
you're
ready
to
kind
of
give
a
report.
So
what's
the.
H
Update
my
apologies
to
both
neighborhoods
for
not
having
a
meeting
set
up
by
now.
Unfortunately,
different
things
have
happened
that
have
set
me
back
and
made
it
impossible
for
me
to
get
everybody's
schedule
together,
but
I
will
do
my
best
to
have
a
date
set
before
the
end
of
the
week
that
we
can
all
meet
traffic
committees
already
met.
I
think
we
have
a
pretty
good
idea.
A
A
I
did
turn
that
in
a
few
weeks
ago
you
just
need
an
assessment
of
what
we
can
and
can't
do,
there's
a
retaining
wall
that
was
built
by
one
of
the
residents
and
it
may
or
may
not
have
went
across
an
easement.
I
know
that's
we're
trying
to
determine,
but
that
seems
to
be
blocking
some
of
the
flow
of
the
water
behind
those
homes.
A
So
if
I
can
get
an
update
on
that,
the
first
of
july,
maybe
our
first
of
july
meeting
or
send
me
an
email,
I'd
appreciate
it
and
then
on
the
biloxi
and
I've
held
off
on
this
because
we're
trying
to
resolve
it.
But
I
do
want
to
include
it
in
my
report
today.
Biloxi
sports,
plex
tennis
courts
have
some
issues
with
some,
maybe
some
cameras
that
don't
need
to
be
there.
We
need
to
get
those
removed,
some
questionable
signage
and
just
clarifying
the
policies
out
there.
A
There's
a
group
that
uses
that
court
in
addition
to
biloxi,
and
we
just
need
to
smooth
out
what's
going
on
out
there.
So
it's
a
a
pleasure
to
for
for
our
residents
to
play
tennis
out
there
and
there's
no
hiccups.
So
with
that
that
will
conclude
my
report.
C
Kenny,
yes,
sir,
I'd
like
to
say
a
couple
of
things
on
the
grass
cutting
at
20
to
6
friday,
they
were
cutting
grass
in
our
show
20
to
6..
So
I
mean
they
did
a
good
job.
They
out
there
constantly
they
late
five.
Thirty
six
o'clock,
they're
still
cutting
ground.
That's
a
good
thing
going
back
to
them.
I
mentioned
them.
People
love
coming
to
brooksville,
they
come
from
all
over
the
state
and
they
just
love
just
like
the
chiefs.
They
just
love
coming
down
here.
C
C
Pete,
I
want
to
ask
you
on
that:
bring
this
up
one
more
time
on
that
things
that
they
would
it
shouldn't
have
been
accepted.
Is
that
contract
actually
live?
What's
that
void.
C
C
C
Don't
know
I
need,
depending
on
that
hypothetical
looking
into
it
for
six
months,
don't
get
it.
I
don't
want
to
know
if
it's
either
legal
is
not
legal.
There
was
no
phase
two
site
plan
period
and
I
called
my
own
rules.
You
can't
accept
that.
That's
all
I'm
trying
to
tell
you
that's
what
the
rules
say.
Not
me.
That's
what
the
rules
said.
C
A
I
A
I
M
I
M
I
C
I
C
C
I
C
I
So
I'll
just
leave
you
with
this
thought,
trying
to
find
a
solution,
so
we
don't
cross
this
bridge
again.
If
you
believe
that
would
satisfy
the
issue
moving
forward,
then
we
can
amend
the
thing
you're,
referring
to
as
the
contract
with
the
language
that
is
not
in
there
would
that
satisfy
your
issues.
Moving
forward
with
these
application
processes.
A
Gentlemen,
if
y'all
will
conclude
your
reports
or
y'all
can
debate
this.
I
guess
on
after
our
this
section,
but
this
is
your
your
council
report
we're
not
debating
an
ordinance
or
a
procedure
necessarily
at
this
time.
I
think
there
was
a
request
for
the
administration
to
look
into
it
and
come
back
to
mr
lawrence
with
a
recommendation,
and
if
we
need
to
put
something
formally
in
a
resolution
by
either
of
you,
we
can
we
can
move
to
that
anybody
else.
A
Anything
council
report
is
now
this
section
is
now
closed
and
we'll
move
on
to
the
public
agenda.
A
Citizen
comments
have
a
total
of
45
minutes
allotted
when
you
are
called
raise
your
hand,
you'll
be
recognized,
come
up
to
the
front
sign
in
your
name
legibly
on
the
piece
of
paper,
that's
on
the
desk
and
state
your
name
and
address
for
the
record.
That
being
said,
anyone
on
my
left,
your
right
would
like
to
come
back,
come
up
and
speak
yes,
sir.
The
gentleman
in
the
back.
N
First,
I
like
thank
you
all
for
letting
me
come
up
here
today.
My
name
is
william
hilton.
I
live
at
335
bridge
avenue
in
biloxi
up
near
pass
road
near
pops
very
and
about
I
guess
my
house
was
built
in
68
and
it's
been
an
issue
that
there
is
no
drain
between
spratly
avenue
and
rich
avenue,
but
the
drain
is
shown
on
the
drawing
now
54
years
or
53
years
later,
I
have
a
foundation
for
a
shed
in
my
yard
that
I
wanted
to
put
a
shed
on.
N
Fortunately,
ida
came
through
unfortunately,
but
fortunately
for
me
gave
me
a
preview
of
what
I
was
going
to
be
looking
at
every
time.
We
ran
through
hurricane
season
that
hurricane
season
is
upon
us
now
and
we're
lucky.
So
far
now
it's
been
about
six
months
since
I've
had
a
couple
visits
from
utilities
and
councilman
tisdale
and
now
I've
got
a
completed
work
order
of
of
a
tv
line
camera
where
they
send
through
to
find
the
drainage
blockage
and
all
that.
N
N
Can
I
get
that
done
before
I'm
flooded
again,
and
six
of
my
neighbors
are
almost
flooded
because
I
would
like
to
just
not
have
to
do
a
litigation
with
a
whole
bunch
of
people
involved
because,
like
you
say,
this
is
a
great
place.
I
came
here
over
the
five
six
years
now
and
I
moved
here,
I
retired
here.
N
All
I'm
saying
is:
please
put
the
drain
in
and
don't
put
a
flat
drain
put
a
bubble
drain.
That's
what
we
call
it
in
gwinnett
county
so
that
when
the
trash
gets
up
against,
it
still
goes
over
and
goes
in
also
on
rich
avenue,
where
the
drainage
is.
There
are
two
huge
looking
parking
stones
that
I
guess
everybody
figured
that
would
keep
the
trash
up.
N
N
Is
now
causing
a
huge
problem
back
there,
I've
got
many
many
sinkholes
that
have
already
happened,
and
I
can't
afford
to
lose
everything
else
over
this.
All
I'm
asking
is
get
the
drain
in
fix.
That
corner
find
the
infiltration
in
your
line,
because
your
lines
open,
I
was
in
public
utilities
for
a
long
time,
fix
many
of
these
problems.
N
A
A
All
right
item
a
was
looks
like
it
was
moved
by
myself
and
seconded
by
mr
tisdale.
I
have
no
issues
with
this.
I
appreciate
the
director
working
through
it
with.
If
you
want
to
come
up
and
say
a
couple
words
you
can
make
it
brief.
M
M
C
A
A
Yeah
I
moved
it
to
deny.
I
attended
the
I
attended
the
meeting
with
the
planning
commission
very
spirited
discussion
that
I
think
all
the
planning
commissioners
did
their
due
diligence
and
discussed
it
after
a
lot
of
discussion.
A
I
believe
it
was
voted
unanimously
to
deny
it,
mr
crew,
you
want
to
add
anything
to
it
at
all.
M
It
well
the
the
developers
that
were
seeking
this
request
didn't
realize
in
the
beginning
that
they
had
to
have
a
zoning
change.
In
order
to
reopen.
A
I
believe
so
too.
This
is
actually
a
new
part
of
ward
six,
so
I've
got
to
interact
with
several
of
the
residents
in
this
area,
particularly
on
this
issue
and
other
issues,
and
I
agree
with
your
director:
it
is
changing.
There's
a
new
neighborhood,
of
course,
the
fire
station
new
fire
station
that
was
established
there
and
it's
the
gateway
from
the
eastern
side
of
biloxi
coming
into
that
area,
and
I
think
we
need
to
look
for
ways
to
have
a
plan
that
it
invites
people
when
they
come
enter
biloxi
from
from
the
iberville.
A
C
C
A
That
seconded
by
mr
tisdale
discussion,
any
other
discussion.
J
Yeah,
I
I
agree
with
mr
lawrence
that
whole
block,
except
for
what
front's
pass
road
avenue,
is
zoned
rm
20.
I
think
it
might
be
rm
30.
J
mike.
Thank
you,
mr
creel.
My
concern
again
is
that
that
we're
seeing
more
short-term
rentals
pop
up
in
neighborhoods-
and
particularly
this
is
I'd,
say
easily
a
quarter
of
a
mile.
I
don't
think
it's
half
a
mile,
but
roughly
from
pass
road
to
the
beach.
So
it's
not
right
on
the
in
the
beach,
it's
in
the
middle
of
a
residential
area,
primarily
apartments-
and
I
have
concerns
about
that-
that's
nothing
new
to
most
of
you.
A
O
M
Actually
one
of
those
apartment
complexes
many
years
ago,
converted
over
to
condos
the
one
that's
on
the
west
side,
but
it's
one
house
and
two
smaller
structures.
The
two
smaller
structures
were
obviously
built
to
be
duplexes,
and
then
the
house
is
just
a
single
family
house,
but
it
it
is
in
an
area
where
this
is
allowed
as
a
conditional
use,
if
y'all
believe
so.
I
I
don't
think
I
need
to
hear
somebody
else.
May
I
think
you're
right
it's
in
the
middle
of
of
a
lot
of
and
going
type
traffic
and
residences
or
temporary
residences.
I
M
I
don't
see
any
reason
to
deny
it
if
it
had
single
family
houses
on
both
sides
of
it.
I
could.
I
could
see
where
we
would
have
an
argument,
but
the
fact
that
it's
surrounded
by
these
apartments,
where
these
particular
apartments
there's
a
lot
of
coming
and
going
into
them
so
kind
of
got
climate
right
around
there
for
short
term.
M
A
I
would
like
to
give
a
couple
of
minutes
to
the
developer
if,
if
he
would
like
you
don't
have
to,
but
if
you'd
like.
P
We
bought
several
properties
in
biloxi
and
it's
our
first.
It's
not
really
our
primary
objective.
To
do
short
term.
We
were
approached
by
the
convenience
and
location
of
the
property
by
va
hospital
employees.
One
of
them
was
a.
It
is
really
my
first
time
even
being
a
meeting.
I
have
absolutely
no
experience
in
here,
but
pretty
much.
P
Our
intention
is
to
give
patients
and
their
families
somewhere
to
stay
when
they're
having
when
they're
having
treatment
at
the
hospital,
and
sometimes
they
cannot
stay
there
or
if
their
family
members
are
not
allowed
to
be
there
and,
as
is
a
tourist
city,
they
have
to
go
to
hotels,
which
means
that
you
know
they're
affected
by
availability
and
how
common
problems
that,
basically,
anyone
would
face,
get
in
a
hotel
room.
P
No,
that's
pretty
much.
All
I
have
to
add
we're
gonna,
be
improving
the
area,
the
property
infrastructure,
making
any
and
all
alterations,
and
we
will
work
closely
with
the
city
of
biloxi
in
getting
that
property
up
to
standards
and
following
up
with
any
and
other
requirements
for
us
to
do
that
kind
of
line
of
business.
C
P
I
believe
that's
not
the
case.
I
have
several
properties
that
would
qualify
for
that
line
of
business
and
I
have
no
interest
in
use
that
as
an
excuse,
but
I
can
see
why
would
you
think
that
and
that's
why
you
know
one
of
them?
One
of
the
employees
of
the
va
hospital
went
to
the
city,
meaning
last
time
and
talked
in.
I
G
I
Deming,
mr
pereini,
were
you.
You
were
at
the
planning
commission
meeting
hearing.
Excuse
me
and
correct
me:
if
I'm
wrong,
I'm
reading
this
transcript
and
you
can
look
on,
I
think
it's
page
80,
page
79
and
80.
A
motion
was
made
by
mr
karan
and
seconded
by
todoro
and
voted
unanimously,
and
I
believe
chairman
washer
states
that
we'll
let
the
record
show
that's
unanimous.
So
I
think
the
vote
was
unanimous.
Am
I
correct?
Yes,
sir?
Thank
you.
That's
all.
I
have
thank.
A
Okay.
Thank
you,
sir.
Any
other
discussion.
Emotional
question
on
the
table
is
to
deny
just
want
to
clarify
what
you're
voting
on
the
emotion
on
the
table
is
to
deny
all
those
in
favor
of
denying
item.
4C
raise
your
hand,
those
opposed
to
deny
the
motion
to
not
deny
fails.
I
And
I
would
like
to
make
a
motion
to
approve
put
it
back
on
the
table
right.
A
C
I
guess
only
one
question
right
there:
it's
all
y'all
man,
we
just
plan
on
turning
the
whole
town
into
a
short-term
rental.
If
we're
gonna,
do
that,
just
let
us
know
and
the
heck
with
the
neighborhood
subdivision
anybody
else
come
in
and
buy
six
seven
houses.
Turning
short-term
rentals
is
that
what
y'all
really
want
for
the
city
of
bluxy,
short-term
rentals,
low-end
hotel
gas
station?
That's
it
nothing
else!
So
that's
what
we're
gonna
do
short-term
medals.
J
You
know,
mr
mr
guys
is
not
here.
I
won't
speak
for
him,
but
he
did
mention
possibly
having
the
planning
commission
look
at
a
short-term
rental
overlay
city-wide
that
came
up
several
weeks
ago.
Mr
creel.
Have
we
hit
400,
yet
in
short-term
rentals.
J
Or
370,
and
typically
short-term
rentals
do
best
in
areas
where
people
want
to
go
that
are
zoned
appropriately.
J
There
really
wasn't
enough
traction
on
the
council
to
look
at
doing
that,
and
that
was
removing
rm20
and
rm30
from
from
a
conditional
use
for
short-term
rentals,
and
I
would
I
would
like
to
see
the
planning
commission,
if
there's
enough
support
with
the
council
here,
to
charge
the
planning
commission
with
looking
at
a
short-term
rental
overlay
throughout
the
city,
because
we
have
rivers
in
ward
7..
We
we've
got
the
coast,
you've
got
tourist
areas,
commercial
areas
and
so
forth.
J
I
don't
know
if
there's
a
an
appetite
for
that
with
the
with
the
council
members
today
to
do
that,
or
we
might
look
at
a
motion,
possibly
a
second
and
a
charge
at
our
next
meeting,
the
first
of
july.
But
I
guess
my
concern
is
particularly
in
my
neck
of
the
woods
in
west
biloxi
that
we've
seen
more
short-term
rentals,
short-term
rental
complexes,
not.
J
Complexes
short-term
rental
complexes,
and
I
understand
that
everybody
wants
to
make
a
buck,
and
I
have
no
problem
with
that,
but
it
sure
would
be
helpful
for
folks
in
residential
areas
and
prospective
business
people
or
developers
coming
in
to
know
I
could
put
short-term
rentals
there
or
not,
rather
than
go
the
conditional
use
routes.
Mr.
J
A
That
very
much
one
thing
I
want
to
make
a
point
on
all
due
respect
to
councilman
lawrence.
I
know
your
position
on
this.
I
that
does
have
weight
in
my
mind
when
I'm
trying
to
consider
my
vote,
but
there
was
no
opposition
here
today
at
at
our
council
meeting
and
it
was
unanimous
by
the
planning
commission
right
and
so
that
has
some
weight
as
well
and
that's
the
reason
I
didn't
support
the
motion
to
deny.
I
just
want
to
get
that
on.
C
So
so
we're
going
to
put
it
all
over
the
town.
I
want
to
make
sure.
G
C
A
You
can
make
that
resolution.
Mr
lawrence,
I
understand
your
point,
sir.
A
M
Sir,
they
they
run
a
very
well
maintained,
operation
there
and
what
they're
proposing
to
do
if
you've
ever
seen
it
the
they,
have
the
office
building
up
in
the
front
they're
going
to
demolish
that
office,
building
and
they're
going
to
rebuild
it
with
the
office
in
one
part,
they're
going
to
do
some
additional
climate
control
storage
up
front.
So
this
is
a
very
reasonable
request
and
I'm
sure
they're
going
to
do
it.
The
right
way,
they'll
submit
plans
to
us
once
they
know
that
it's
been
approved.
A
J
No,
I
I
have
no
comments.
Thank
you
all.
A
B
A
Right
he
had
no
problem
with
that:
okay
by
mr
tisdale,
mr
mr
lawrence
discussion,
mr.
J
J
A
B
K
M
The
gentleman
that
owns
it
wants
to
give
half
of
it
to
his
brother
and
so
he's
just
dividing
the
property
up
right.
That's
all.
A
J
One
question
for
mr
phelan
and
he's
here
to
answer
questions.
If
any
of
you
have
questions
originally,
this
was
for
40
lots,
I
believe
and
then
now
we're
down
to
39
lots,
and
I
just
wanted
to
be
clear.
I
think
when
we
were
speaking
for
the
council
meeting,
you
said
one
of
those
lots
was
being,
I
guess,
not
considered
or
left
undeveloped.
J
G
Of
the
lots
was
not
to
have
a
town
home
on
it
anyway,
it
was
just
kind
of
a
remnant
piece
that
we
were
going
to
keep.
Dr
horton
was
going
to
build
the
town
homes.
They
asked
us
if
we
could
just
include
it
in
a
common
area,
so
we
just
absorbed
that
last
slot
into.
R
A
A
A
I'll
move
it
second,
second
by
mr
lawrence,
the
only
discussion
I
had
I
know
the
mayor
is
taking
his
time
to
make
sure
we
select
the
right
person
for
this
badly
needed
position
to
get
the
right
person
in
place.
A
D
I'll
let
mike
follow
up
to
you
know
with
regard
to
you
know,
this
has
been
a
a
challenge
you
know,
given
you
know
the
conditions
that
you
know
that
we
find
ourselves
in.
Even
you
know
in
in
entry-level
engineers
and
so
forth,
but
we're
very
pleased
to
have
you
know
him
sign
up
for
this
position.
I
think
michael
has
been
hand
in
hand
with
the
details
of
the
operation
since
we
lost
our
director,
but
so
I'll.
Let
him
comment
on.
You
know
where
we
would.
You
know
where.
D
R
Mr
stan
rose,
he
goes
by
stanley
and
goes
by
stan
came
to
us
actually
an
odd
way.
R
Almost
a
year
ago,
his
daughter
was
being
wed
here
and
and
moving
here
to
the
coast
and
the
daughter,
wrote,
wrote
me
a
an
email
with
his
resume
and
said
my
dad,
my
dad's
looking
for
a
job,
so
he
can
move
down
and
be
here
with
me,
and
so
I
had
him
in
a
couple
of
weeks
after
that
and
we
toured
the
engineering
we
met
the
mayor
and
I
was
very
impressed,
but
he
was
not
ready
to
hang
up
his
cleats,
yet
he
is
a
long
time
employee
of
a
company
up
at
howard
industries.
R
That's
a
big
manufa
electrical
manufacturing
company
he's
managed
engineers
for
many
many
years
he's
a
mature,
steady,
solid
leader
and
I
think
he's
gonna
be
just
what
we
were
looking
for
so
he's
in
the
process
of
moving
down
here.
He
he
really
couldn't.
We
couldn't
run
this
until
he
had
his
mississippi
p.e.
He
was
a
he
was.
He
was
registered
in
several
other
states,
but
we
had
to
go
through
the
reciprocity
event
and
all
through
this.
R
Actually,
I
got
help
from
bill
mitchell
of
brown
mitchell
alexander
who's
on
the
pe
board,
so
he
helped
us
to
fast
track
his
reciprocity
and
and,
as
of
two
days
ago,
he's
now
a
registered
pe
in
in
the
state
of
mississippi
and
ready
to
put
his
papers
in
to
retire
from
howard
industries.
We
hope
to
have
him
down
here
by
middle
to
late
july,.
R
Yeah,
we
still
need
walt,
so
I
I
I
knew
he
was
interested
in
coming
and
he
wasn't
really
interested
in
what
we
were
offering
in
the
way
of
money,
but
that
was
that
was
what
we
had
to
work
with,
and
so
I
kept
after
him
over
the
last
couple
of
months.
I
would
call
him
every
once
in
a
while
and
see
if
he
was
still
interested,
and
we
finally
want
him
over
here
all
right.
Thank.
A
C
On
jay,
juliet
is
that
the
one
you
were
talking
about
last
week
with
the
money
was
already
in
place
for
the
fixing
up
to
harvest
jay.
R
As
as
a
council
will
know,
the
major
source
of
revenue
for
us
to
do
capital
projects
in
the
port
is
the
the
money
that
comes
to
us
quarterly
from
the
from
the
county,
the
one
mill
that
we
get
over
the
course
of
a
year
and
it
comes
in
increments,
of
375
000
each
quarter
and
then
with
a
round
out
at
the
end.
R
So
the
biggest
project
project
that
we've
got
going
on
in
the
harbor,
the
one
we're
preparing
to
award
is
the
seven
million
dollar
project
to
improve
the
point.
Cadet
marina.
So
as
you
you,
the
council
will
know.
At
your
last
meeting,
you
approved
our
con,
our
award
of
that
contract
to
anders
corp
and
what
we've
been
doing
is
banking,
the
375
in
that
in
that
capital
project.
Until
we
had
enough
money
to
make
the
award
we
we
we
didn't
quite
get
there
yet
so
what
we
did
would
enter
and
we
an
enter.
R
D
D
So
you
know,
prior
to
that,
that
money
was
left
on
the
table
instead
of
a
mill
was
like
0.25
of
a
mill.
So
you
know
you
need
to
recognize
that
that's
a
a
pretty
good
source
of
revenue
for
this
and,
of
course,
with
you
know,
even
mention
the
anticipation
of
that.
So
we
can
bid
this,
but
that
is
a
mill
that
owed
to
the
city
of
mississippi
city
of
biloxi
through
the
ports
and
millage
the
ports
and
harbors
act
which
we
were
a
biloxi
port
authority.
D
C
C
D
We
might
think
about
five
million
so
that
that's
as
mike
mentioned,
there's
some
significant
play
with
anticipation
of
revenue.
So
if
there's
multiple
year,
projects
and
we've
talked
a
little
bit
about
this
with
regard
to
some
of
the
use
tax
where
we
can
commit
in
anticipation,
projects
that
need
to
be
get
billed
and
get
bid
as
rapidly
as
can,
because
you
can
tell
you
know
like
bridges
when,
in
a
year
from
180.
Q
D
Dollars
to
200
million,
so
those
are
that's
significant
use
of
anticipated
revenue,
both
use
tax,
which
is
anticipated
as
well
as
port,
millage
and
other
things
that
may
be
coming
like
opera
and
and
some
of
the
other
monies.
So
that's
a
pretty
significant
approach
to
getting
projects
done
and
booked
on
the
books
in
in
the
bid,
so
we
can
move
forward
with
it.
So
I
thank
you
for
that
question.
C
Foxtrot
on
the
motor
vehicle,
there's
no
price
in
it.
What
are
you
just
agreeing
to
do
everything
again,
we're
doing
them
like
thirty
three
thousand
a
year
with
help
and
paying
for
that.
So
what
is
what
is
this.
R
Yep
and
as
you
know,
councilman
because
we've
talked
about
it,
this
is
probably
the
best
money
we
spend
all
year
long.
Definitely,
the
taxi
cab
business
was
a
a
mess
and
when
all
that,
when
all
we
had,
we
had
to
deal
with
every
taxi
cab
driver
that
was
unhappy
with
us
his
lot
in
life
and
would
be
in
here
in
the
city
council
complaining
about
so
forth.
For
this
small
amount
of
money
each
each
year
we
have
this
well-run
little
smooth
operation
where
they
inspect
the
cabs.
C
M
This
is
this:
is
the
new
code
enforcement
administrator
that's
taking
over
for
denise
king
and
what
happens
is
she
has
to
have
the
ability
to
swear
in
the
code
officers
before
we
fill
out
a
citation?
So
it's
so
we're
not
hiring
anybody.
It's
just
this
person
already
works
for
the
city.
They
just
have
to
become
a
sworn
officer.
K
K
R
Right
well
what
we
had
to
do,
councilman,
as
you
know,
we're
in
a
bit
of
a
pickle
here
with
our
paving
contract
because
the
yeah
it's
it's
something.
No,
it's
it's
a
it's
a
pickle
because,
because
both
of
our
paving
contracts,
the
primary
and
the
alternate
are
not
really
at
this
point
interested
in
doing
any
paving
for
us
because
of
the
price
of
asphalt,
has
exceeded
the
prices
that
are
in
their
contract.
R
So
what
we
did
is
we
found
a
small
business,
paving
company
who
was
willing
to
give
us
a
quote,
and
we
got
a
second
quote.
We
were
able,
thankfully
it
was
under
50
grand,
which
is
our
threshold
for
for
now
and
and
got
that
going.
So
in
the
meantime,
we're
working
my
our
city
attorney
is
working
diligently
to
get
un
un
unscrambled
the
relationship
we
have
with
the
paving
companies,
so
we
can
get
going.
We've
got
four
or
five
big
jobs
that
are
on
hold
right
now,.
I
Point
or
two
on
the
same
note:
do
we
have
any
update
on
the
concrete
in
the
bluffs
and
we
were
going
to
talk
about
doing
putting
together
a
cost
projection
to
get
that
done.
It's
not
asphalt,
but
I'm
sure
concrete
costs
more
as
well.
I
R
R
I've
got
a
list
of
36
projects
that
we
need
to
try
and
get
done,
and
we
we,
the
mayor,
was
able
to
move
some
money
out
of
personnel
and
into
other
contractual
services
and
in
the
last
24
hours
we
we've
actually
released
nine
purchase
orders
for
projects
ranging
from
seven
thousand
to
twenty
thirty
thousand
each.
So
we've
got
we're
prying
the
pump
with
money.
R
Now
so
we'll
we'll
have
our
contractor
go
back,
go
back
out
there
and
give
us
a
price
because
he's
new
he's
new,
since
we
marked
those
and
we'll,
along
with
all
these
other
jobs,
we'll
put
those
before
the
council,
the
ones
that
are
the
ones
that
are
exceeding
the
the
value
of
the
the
bid
laws
that
we
have
to
come
back
to
you
with.
J
Tisdale
has
a
point
on
the
topic
of
concrete
roads.
There
are
panels
that
need
to
be
replaced
as
concrete
panels
do
over
time
in
the
enclave
and
also
in
river
place.
So
if
we're
looking
at
what's
out
there
in
the
bluffs,
if
somebody
will
come
out
and
just
kind
of
take
a
look
at
the
enclave
and
river
place
to
get
a
feel
for
that.
R
This
is
one
of
those
sins
of
our
father
problem.
You
know
the
the
city
many
years
ago,
20
and
30
years
ago,
allowed
contractors
to
build
these
concrete
roads
which
looked
pretty
and
didn't
where
we're
very
well
and
and
we've
got
problems
all
over
the
city.
In
my
neighborhood
in
your
neighborhood
right
and
councilman,
deming's
neighborhood
same
same
problem.
J
A
Okay,
all
right
any
other
discussion.
G
Before
we
call.
A
Okay,
mr
deming
has
f
also
as
an
exception.
Mr
tisdale.
A
A
Those
opposed
motion
carries
with
exceptions
all
right
need
code
enforcement
hearings
go
ahead
and
get
those
cranked
up.
M
M
A
I
M
M
M
J
What's
this,
which
one
is
this
jerry
sabrina
drive.
A
This
is
item
b.
C
M
It's
it's!
It's
not
in
the
woods.
It's
just
a
it's
a
vacant
lot,
it's
in
ward
2.,
but
what
happens
is,
is
it
sometimes
they'll
cut
the
middle
part
of
the
grass,
but
they
leave
all
the
overgrowth
around
the
outside
and
that's
where
we
get
the
complaints,
homeless
camps
and
those
kind
of
things
going
on.
So
perhaps.
A
H
I
Mr
creel,
I
know
someone
came
in,
I
believe
it
was
her
daughter
that
came
in
pleaded
with
us
to
give
him
an
extension.
M
K
H
M
J
A
J
Q
Anyhow,
we
don't
have
the
2.51
million,
yet
it's
still
in
step,
four
or
five.
It's
been
there
eight
days.
I
expect
we'll
have
it
within
the
next
four
or
five
days.
So
before
our
next
council
meeting,
we
will
have
that
money.
