A
Spell
our
heads
Lord.
We
thank
you
for
the
opportunity
to
come
here
today
to
do
the
business
of
the
city
of
Biloxi.
We
thank
you
for
allowing
us
to
live
in
the
greatest
City
in
the
United
States
blessing
us
and
allowing
us
to
enjoy
this
beautiful
weather
the
last
couple
of
days.
We
ask
for
you
to
help
us
to
make
the
right
decisions,
and
we
again
thank
you
for
the
opportunity
to
serve
this
great
City.
We
ask
all
this:
in
the
lovely
name
of
Jesus,
Christ,
amen,
amen,.
A
C
E
You,
madam
President,
we
want
to
welcome
everyone
to
our
April
meeting
and
that
concludes
my
report.
E
Nope
yes,
I
did
then
and
then
I
asked
you
pardon
me
I
ask
you
to
spread
the
expenses
of
the
Biloxi
travel
card
credit
card
to
to
the
minutes,
and
that
concludes
my
report.
All.
C
B
Brian
and
I
did
the
senior
games
at
the
Grocery
Center
that
Senior
Games
yeah,
the
mayor
came,
and
let's
say
he
was
at
Felix
and
Paul,
and
it
was
a
good
crowd
and
just
want
to
bring
it
up
again
about
to
pickleball
220
something
people
played
pickleball,
the
biggest
thing
they
had
in
the
700
people
was
pickleball.
B
Okay,
so
I
mean
that's
good.
It's
a
hot
thing
and
I
watched
it
on
TV,
the
national
tournaments
all
over
the
place
and
I
thought.
We
need
to
look
at
building
a
building
36
units
inside
the
building
all
over
the
nation.
People
don't
have
no
place
to
go.
Then
you
said:
there's
nothing
in
Galveston
with
pickleball.
B
I
know
the
other
things
on
the
fences
on
the
garage,
Center
and
Civic
Center,
and
they
were
following
down.
The
old
have
y'all
looked
at
replacing
those
I.
B
B
Yeah
and
then
on
the
Miramar,
Park
I
know
y'all,
look
at
doing
some
new
playground
equipment,
but.
B
B
G
Yeah
I'd
just
like
to
say
we
had
a
successful
baseball
tournament
out
at
AJ
Holloway
Sportsplex.
We
were
able
to
weather
the
rain
a
little
bit
and
get
the
fields
ready
for
play,
so
that
was
exciting.
G
There
was
over
600
people
that
attended,
including
players
and
parents
and
and
Spectators
and
referees
coaches
Etc.
So
it
was
real.
Successful
did
The
Tribe
play
in
that
tournament,
Chief
or
or
did
they
play
they
played
in
that
tournament?
They
won
the
championship.
Then
they
had
Biloxi
tribe
team.
What
was
the
age
group
12u,
so
great
great
accomplishment
for
that
team
we've
been
following
them
and
they've
been
working
real
hard
and
it
was
good
to
see.
Biloxi
have
some
success
and
that'll
conclude
my
report
for
this
evening.
C
And
I
have
no
reports
move
on
to
the
public
agenda.
Where
we
have
citizen
comments.
45
minutes
are
a
total
allotted.
Each
person
gets
three
minutes
each
to
speak.
When
you
come
to
the
front,
please
sign
your
name
as
well
as
state
it
aloud
for
the
record,
as
well
as
your
address.
Anyone
on
my
left,
your
right
that
would
like
to
come
up
and
speak
yes,
ma'am.
H
H
H
Good
evening,
everyone
I'm
Mandy
Lawrence
Hornsby
I,
am
the
librarian
over
local
history
and
genealogy
at
the
downtown
Biloxi
library
for
the
Harrison,
County
library
system
and
I
wanted
to
come,
and
let
y'all
know
that
we
have
launched
our
first
digital
archive
last
month
middle
month
and
it's
very
exciting
for
our
department.
It
means
our
patrons
and
visitors
and
people
who
have
connections
to
the
coast
can
view
some
of
our
collections
online.
H
Some
of
our
initial
collections
began
with
203
items
loaded
last
month,
including
Biloxi
High
yearbooks
conversion
chart
for
the
city
9-1-1
system
when
the
street
names
changed
in
1989,
which
is
really
useful
for
researchers,
as
well
as
the
Biloxi
internment
books.
We
also
have
a
selection
of
nostalgic
items,
I'm
sure
Mr
Mayor
might
remember
some
of
them
like
the
Friendship,
House
menus
and
the
house
of
treasures
brochure,
oh
yeah,
so
they
can
be
used
without
a
library
card.
H
I
gave
everyone
a
card
with
a
QR
code
in
the
website,
but
they
also
can
be
accessed
through
the
Harrison
County
Library
website.
Under
the
e-resources
tab.
It's
called
local
history
and
genealogy
digital
archive.
We
still
have
some
space
left,
so
we
will
be
adding
things
so
make
sure
to
follow
our
social
media
to
hear
what
we
have
up
next
right.
C
F
I
My
name
is
Debbie
Kellner
and
I'm
just
here
to
speak
in
favor
of
the
second
agenda.
I
know
it's
just
the
first
reading
on
your
agenda
for
the
rezoning
of
Oakmont
Place
and
just
basically,
we
went
before
the
Planning
Commission
not
long
ago,
and
they
gave
us
a
unanimous
approval
and
if
you've
ever
had
a
chance
to
ride
down
Oakmont,
then
you
know
it's
looking
really
different.
I
These
days
we
tried
to
rezone
it
once
in
2018,
but
we
were
turned
down,
but
the
neighborhood
character
has
changed
drastically,
because
at
that
time
we
used
to
have
27
houses
now
we're
down
to
like
15
because
of
the
ones
that
have
disappeared,
being
acquired
for
the
pops,
Ferry
extension,
and
so
we're
just
asking
that
you
support
us
for
the
rezoning,
I
think
Dr
Tisdale.
He
had
told
us
he
wasn't
going
to
be
here
tonight,
but
he
had
would
mention
it
to
everyone.
So
that's
what
I'm
here
for
in
favor
of
it.
Thank
you
thank.
A
D
G
Yeah
I
appreciate
the
Council
on
tabling
this,
so
I
get
a
little
bit
more
information
and
background
would
like
Jerry
to
make
a
few
comments
on
it.
But
as
we
hear
those
comments,
I
I
don't
think.
There's
any
opposition
that
I've
heard
of
come
before
this
Council
and
so
I
will
be
supporting
it.
J
J
J
There
were
two
people
at
the
Planning
Commission
that
live
directly
behind
this
property,
that's
in
question,
and
they
had
some
concerns
about
the
drainage,
but
the
Planning
Commission
heard
the
case
and
and
actually
voted
I
believe
unanimously
to
approve
it.
You've
already
got
boat
and
RV
storage
right
across
the
street.
Next
to
the
convenience
store.
You
also
have
a
wrecker
service
across
the
street.
That's
kind
of
set
back
off
the
road,
but
it
as
far
as
the
zoning
change
goes.
The
RB
is,
we
feel,
is
appropriate
for
what
they're
asking
for
Mr.
J
Correct
that's
correct
Mr,
bullion
and
I
talked
before
the
meeting
and
naturally
he
wants
to
make
sure
his
zoning
is
in
place
before
he
goes
and
hires
someone
to
do
the
work,
but
he's
talking
with
Larry
Rumsey
about
doing
the
site
plan.
So
once
this,
if
this
is
approved,
he
would
come
back
to
DRC
and
we
would
look
at
drainage
and
everything
else.
Thank
you.
Thank
you.
G
I
I
didn't
have
enough
information.
It
went
before
planning
and
I
didn't
I
I,
just
I
wasn't
up
to
speed
on
it.
So
I
requested
that
we
table
it.
So
I
could
get
a
little
bit
more
background
and
understand
what
exactly
they
were
putting
in
this
area.
This
is
a
new
section
of
Ward
6
used
to
be
Ward,
seven
and
I
just
wasn't
familiar
with
it.
G
I,
don't
think
so.
I
think
that
Corridor
kind
of
most
of
the
businesses
in
and
around
it
are
similar
and
I.
So
I
don't
think
it
contradicts
anything
in
that
area.
Okay,.
F
A
C
F
A
Yes,
I
want
to
make
a
motion
to
add
and
I'm
trying
to
get
the
the
item
number
for
last
week
on
the
the
recognizing
of
the
cell
of
the
the
baseball
team
that
we
tabled.
I
want
to
make
a
motion
to
put
that
back
on
the
table
today.
K
K
Did
a
30-day
subject
to
call,
but
since
that
time,
I've
got
a
report
on
the
facts
of
what
what
is
going
on,
such
that
since
the
Shuckers
are
playing
their
first
game
next
week.
I
think
it
is
to
their
benefit
that
this
be
handled
and
not
delayed
further.
K
You
know
some
documents
were
submitted
to
us,
redacted,
basically,
July
31st
2018..
K
That's
almost
five
years
ago,
there's
a
settlement
agreement
between
Mr,
Bennett
and
Biloxi
baseball,
where
his
his
interests
in
the
contracts
were
terminated.
He
relinquished
certain
rights.
He
had
no
obligation
to
make
any
further
payments.
He
received
a
management
fee
that
was
undisclosed.
He
received
a
settlement
payment
that
was
undisclosed
it
provided.
If
there
was
a
sale,
he
would
make
his
membership
interest
available
for
sale.
He
would
receive
a
pro
rata
value
of
his
membership.
K
February
2023
a
letter
was
sent
to
all
the
investors
that
the
team
had
been
sold
for
an
undisclosed
amount
to
us.
A
partial
payment
was
made
to
him
and
a
and
certain
monies
were
held
in
escrow
until
the
sale
was
finalized.
So
you
know
I
know
he
was
aware
of
the
settlement
agreement
since
he
signed
it.
He
he
mentioned
that
he
received
notice
of
the
team
just
a
month
ago,
which
is
when
all
the
other
minority
interest
owners
received
and
he
received
a
partial
check,
I
believe
at
that
time.
K
So,
in
my
opinion,
his
interest
as
a
minority
interest
owner
in
the
team
are
have
been
satisfied
by
our
review
of
his
situation
and
I.
Don't
know
what
he's
still
trying
to
achieve
or
if
he
wants
to
make
sure
he's
paid
the
right
amount.
That's
between
him
and
Biloxi
baseball
did.
L
That's
not
what
I
recommended
I
basically
said:
I
didn't
think
we
had
a
dog
in
the
fight
and
we
understood
he
understood
his
interest
in
trying
to
get
to
the
bottom
of
whatever
his
thinks.
His
share
is,
but
I
said
that
is
between
you
and
Biloxi
baseball.
We're
don't
have
a
dog
in
that
fight
and
I
also
told
him.
I
said
it
would
be
terribly
embarrassing,
I
think
for
the
mayor
to
meet
with
the
new
owner
Friday
what
she's
scheduled
to
do
and
then
for
the
Baseball
opening
night
next
Tuesday.
G
C
M
It's
irrelevant
and
I
for
one
am
in
favor
of
holding
up
for
30
days
and
and
I
do
know
that
Tim
has
had
some
meetings
with
attorneys
and
different
things,
but
I
think
he's
been
a
good
Steward
of
Biloxi
and
I.
Think
it's
worth
giving
him
the
30
days.
It
doesn't
affect
Biloxi's
interest
at
all.
If
by
not
doing
it.
E
E
At
this
point,
I
don't
know
if
it
would
affect
us
in
the
future.
I
know
that
we're
receiving
all
of
his
obligations
to
make
payments.
M
M
M
M
M
So
what
is,
does
he
have
any
management
responsibilities
with
regard
to
Bringing
things
to
the
stadium
like
he
did
with
Conference
USA?
Is
that
all
over
with.
B
Don't
have
a
question:
I
have
a
statement.
Nobody
wants
this
done
to
them.
Anybody
else
the
man
came
last
week,
didn't
ask
for
anything
except
an
extension
and
the
duties
notified
of
him
I'll.
Let
him
come
make
his
speech
and
I.
Just
don't
think.
That's
right,
I!
Don't
think
that
right
for
anybody
there's
no
way
I'm
support
that
to
do
that
to
him
or
anybody
else
or
to
you
or
the
mic,
anybody
that
wants
to
come
and
have
asked
for
a
reason
to
do
it.
What.
B
G
I,
don't
I
mean
it's
highly
unusual
that
we
add,
you
know
without
suspending
the
rules
and
adding
something
to
the
agenda,
we
we
approved
the
agenda
and
then
all
of
a
sudden
in
the
middle
of
the
agenda,
we
added
another
item
and
and
I
just
again,
I'm
trying
to
absorb
and
figure
out.
G
Why
and
I
made
the
motion
when
Mr
Bennett
said
hey
30
days
would
be
well
I
know
we,
we
said
if
there
was
something
that
would
harm
us
or
came
into
play
that
that
that's
why
we
kind
of
said,
subject
to
call
30
days
or
subject
to
call
Mr
abide.
I
hear
you
say
that
the
scoreboard
that
the
new
owners
are
now
agreeing
to
the
two-thirds
expense
there
was
an
amendment.
Is
that
what
I
understand
you
said
they
they've
added
an
amendment
to
clarify
that
or
their
they're
just
saying,
verbally
or.
G
Something:
okay
in
the
new
agreement
and
I'm
just
trying
to
see
how
that
that
changes
or
or
makes
us
makes
us
in
a
better
position,
as
Mr
Demming
said
we're
in
the
same
position.
If
he
opted
to
say,
I
want
to
walk
out,
walk
away
from
that
or
it's
in
there,
but
I'm
I'm,
just
wiping
that
that
he
could
wipe
it
clean
too
right.
G
Right
so
so
is
this:
is
there
any
opportunity,
theoretically,
that
we
could
say
hey,
look
you're
asking
for
our
consent.
You
know
we
would
like
for
you
to
consider
something
in
order
for
you.
You
don't
need
our
consent,
but
if
you're
asking
for
it,
we
would
like
to
have
something
additional,
whether
it's
an
extra
quarter
for
the
tickets
I'm,
just
throwing
things
out
there
or
or
some
other
position.
K
G
I,
don't
disagree
with
that
and
then
again,
under
the
way
I
was
looking
at
it
last
week
was
that
this
is
between
a
minority
owner
three
and
a
half
percent
or
whatever
it
is,
and
and
the
other
ownership
group
that
holds
the
other
percentage,
I'm
just
I'm,
just
trying
to
say
all
right.
How
does
this
harm
us
to
wait?
Another
two
two
and
a
half
weeks
or
or
whatever?
How
does
that
put
us
in
a
in
a
bad
position?
I
know
Mike.
You
made
a
comment
that
it's
awkward.
L
G
G
I
asked
the
question
last
week
when
I
suggested
we
give
him
or
when
he
requested
some
time.
Does
this
hurt
Biloxi
and
the
answer
was
we
don't
think
so
and
now
again
tonight
this
wasn't?
We
suspended
the
rules,
we
added
some
items,
but
this
came
in
even
after
that
so
I.
That's.
Why
I'm
just
trying
to
I'm
trying
to
understand
why?
Why
did
it
I
mean,
should
I
guess,
hansai's
2020?
G
We
could
have
done
it
at
the
beginning
and
we'd
be
in
the
same
place,
but
I
I
looked
a
guy
in
the
in
the
eyes
and
said:
okay,
we'll
support
your
request
and
I'm
trying
to
see
how
it
harms
them.
If
we
wait
another
two
and
a
half
weeks
other
than
it's
a
little
awkward,
you
know
we
still
move
forward
in
two
and
a
half
weeks
and
whether
we
go
forward
we'll
probably
consent
and
all
that
kind
of
stuff,
but
I'm
just
struggling
like
George
said
we,
the
guy,
don't
even
know
it.
G
We
had
a
conversation
with
him
today
we
did.
We
tell
him
we
were
going
to
propose
to
move
forward
with
this
thing
and
put
it
back
on
the
agenda
or
request
that
it
be
put
back
on
the
agenda
and
I've
heard.
No,
we
didn't
do
that
even
as
early
as
today,
when
we
had
conversations
with
them,
I
I,
don't
know
if
that's
right,
I
don't
know.
G
M
M
I
mean
we're,
this
is
all
contractual,
so
it
would
seem
to
me
that
if
there
was
a
requirement
then
or
a
change
in
the
obligations
or
rights,
it
would
be
spelled
out
in
the
contract.
I
mean
you're
negotiating
the
terminology
and
the
contract
to
clarify
responsibilities
for
scoreboards
I
would
assume
that,
if
we're
clarifying
all
the
termination
terminology
in
the
language
of
the
contract,
we
would
know
that
if
we
didn't
sign
tonight,
there
was
some
detriment
to
the
city
there.
M
The
lack
of
understanding
that
there
is
or
isn't
would
lead
me
to
believe
that
there
isn't
other
than
an
uncomfortable
situation
on
Friday
with
the
mayor
and
the
owner,
but
I
I
don't
find
that
I
believe
that
there
would
be
a
true
detriment
if
the
team's
carrying
on
all
the
obligations
of
the
prior
team
I
wanted
to
ask
you
something,
though,
when
you
said,
because
when
you
discuss
the
concessions-
and
you
said
it
might
change
next
year,
what
what
Benchmark
in
the
contract
gives
us
the
ability
to
change
the
relationship
regarding
the
concessions
between
us,
the
city,
the
beauravage
or
anybody
else
within
the
contract.
M
K
M
M
Things,
what
were
we
even
negotiating
where's
our
power
position
in
telling
the
guy
that's
making
all
the
money
off
the
concessions
to
give
us
some
of
that
money?
Where
is
our
position
and
strength?
What
can
we
negotiate
with
him
and
I?
Don't
believe
we
can
so
I
think
that
nothing's
going
to
change
in
a
year
regarding
concessions,
because
why
would
he
just
opt
to
give
us
money
out
of
out
of
his
pocket
for
nothing
and
so
just
curious,
I
guess
that's
more
of
an
observation
that
I'm
just
I'm
I'm
getting.
K
L
K
M
The
new
litigation
stems
from
the
previous
or
the
current
owner,
his
failure
to
live
up
to
the
requirements
of
of
the
previous
agreements,
and
so
that's
I
think
completely
separate
from
us,
but
it
does
should
give
us
cause
if
the
owner
doesn't
live
up
to
his
his
agreements
that
are
spelled
out
by
a
court
and
in
order
that
we
should
be
leery.
M
However,
the
new
owner
probably
not
the
same
thing
but
I
I'm
with
with
Kenny.
We
looked
at
this
man
in
the
eyes
and
basically
told
him
we'd
give
him
30
days,
especially
if
we
didn't
find
any
detriment
to
the
city
and
I.
Don't
know
that
we
found
any
detriment
to
the
city,
so
I,
not
because
Tim
was
using
the
council
for
leverage,
but
I
think
that
we
looked
a
man
in
the
eyes
and
told
him
we'd
give
it
to
him.
M
I
specifically
told
him,
we
wouldn't
I,
wouldn't
support
giving
him
another
30
days,
so
he
needs
to
get
with
his
lawyers
and
and
get
his
get
his
business
and
order
that
so
I
clearly
told
him
I'm
not
supporting
another
30
days.
If
we
don't
get
this
resolved.
B
B
You
know
Mike
I
mean
you
sit
there
and
said
that
in
Helena
is
hostage
if
you've
come
before
accounts
all
the
time.
That's
what
we
do.
The
man
asked
to
do
something
we
just
said
we
would
so
we
just
stand
about
our
word,
but
we
said
we
do
yeah.
We
could
call
it
this
week
next
week,
whatever,
but
don't
sit
there
and
say
you're
holding
those
hostage.
B
G
You
know
there's
many
there's
resolutions
and
different
measures
that
we
say
that's
subject
to
call.
We
usually
put
it
on
the
agenda.
Even
if
it's
subject
to
call
we,
we
usually
put
those
items
on
the
agenda,
so
the
public
and
it
has
the
light
of
day
for
everybody
to
see
it,
and
then
this
just
seems
a
little
that
we
just
threw
it
on
here
in
the
middle
middle
of
the
of
our
meeting
today,
and
it
just
seems
a
little
irregular
yeah
to
me.
So
that's
all
I
got.
C
Yeah
I'm
feeling
torn
because
I
feel
like
this
is
a
legal
issue
between
him
and
Lexi
baseball
and
it
shouldn't
be
a
discussion,
that's
kind
of
embarrassing,
but
also
if
we
were
to
approve
this.
How
does
that
take
away
his
legal
right
to
continue
forward
and
legal
action,
if
that's
the
case
and
then
I'm
torn
them
as
well,
because
we
did
give
him
that
opportunity
to
wait
30
days,
but
it's
not
any
of
the
new
owner's
responsibility
to
be
even
put
pushed
to
the
side.
K
That's
in
place,
we
took
the
existing
agreements
and
we
made
some
small
changes
here
and
there
as
it
dealt
with
payment
of
scoreboard
and
some
other
payments.
Some
advertising
Revenue
that
was
guaranteed
to
us
from
Tim
Bennett
I,
think
he
guaranteed
50
000
a
year
to
the
city,
and
so
we
took
that
out
and
took
a
52
percent
ownership
in
the
advertising
Revenue.
So
we're
not
rewriting
all
the
big
contracts,
we're
making
some
slight
tweaks
here
and
there
giving
the
cities
a
little
more
share
of
Revenue.
B
Well,
you
had
a
several
problem
with
the
original
contract
was
written.
We
never
built
a
walk
over
so
that
killed
that
contract
and
responsibility
within
36
million
dollars.
Costed
more
than
36
million
these
original
contract,
those
three
things
had
to
be
done
to
the
stadium
walk
over.
You
know
those
things
written
in
a
contract
from
the
beginning,
when
the
21
million
we
put
up
as
a
bond,
the
15
million
came
from
the
state
and
we'd
only
supposed
to
spend
36
million
dollars.
Everything
was
supposed
to
be
within
that.
Well
that
never
happened
either.
B
L
L
That's
that's
the
reason
I
made
the
call
to
Tim
in
that
call.
I
I
said
all
the
same
things
I've
said
to
you
that
the
the
would
not
be
harmed
by
agreeing
to
this
that
it
basically
is
a
legal
issue
between
he
and
his
partners
and
the
principal
partner
he's
obviously
not
happy
with
his
share.
Whatever
came
out
of
that
deal,
we
don't
we
don't
know
so.
I
I
I
had
encouraged
Felix
to
put
it
on
the
back
on
the
table.
L
He
told
me
he
he
would
if
Tim
knew
about
it,
and
so
that's
why
I
made
the
call
and
end
the
call.
I
said
you
know,
whatever
everything
I've
said
to
you
and
and
I
said
the
same
thing
to
him
about
us,
you
know
not
being
and
having
a
dog
in
the
fight
that
it's
something
between
he
and
the
the
his
partner
and.
D
L
He
just
basically
said
you
know:
I
need
more
time.
I
need
more
time.
I've
got
my
lawyers
working
on
it
and
I
just
feel
like
we're
being
used
as
a
some
leverage
for
for
him
to
be
able
to
push
the
old
owner
for
more
money,
which
is
not
our
business,
but
that
that's
what
happened
today
so
I
did
call
him
and
that's
why
I
called
him,
because
Felix
wanted
to
be
sure
he
knew
what
that
we
were
to
put
considering
putting
this
back
on
the
table.
L
I
I'm
I'm,
knowing
knowing
how
legal
matters
like
this
go
along.
I
I
have
minimum
confidence
that
in
a
30
days
or
remaining
21
days,
he's
gonna
have
anything
and
he's
not
going
to
make
a
whole
lot
of
progress
with
a
dug
in
owner,
and
it
just
I
feel
like
it's
kind
of
embarrassing
to
us
that
we
don't
that
John
Tracy
is
going
to
come
in
here
and
not
not
being
approved
by
the
city.
B
Well,
if
he
can't
get
it
done
in
21
days,
that's
that's
his
problem.
So
that's
that's.
You
know
that.
That's
what
we
gave
him
if
he
can't
get
it
done
and
that's
that's
a
different
story.
That's
that's
what
we
said.
What
we
do
so
that's
up
to
him.
He
can't
get
anything
done.
That's
that's
not
our
problem.
He
requested
something
and
we
stood
by
the
request.
We.
B
E
This
motion
fails:
what's
the
what's
the
next
step
with
regard
to
the
original
off
the
table,
there
you
just.
E
A
I'd
like
to
say
something
number,
one
I'd
like
to
say
two
things
number
one
I
may
be
wrong,
but
I'm
almost
100
percent
positive,
that
subject
to
call
means
just
that
that
it's
subject
to
call
by
anyone
who
voted
the
table.
The
item
subject
to
call
at
any
time
during
any
meeting
number
one
number
two.
Anybody
who
knows
anything
about
the
legal
systems
knows
that
there's
not
going
to
be
any
type
of
Remedy
between
now
and
the
next
21
days,
one
way
or
the
other.
C
C
B
The
one
I
have
is
the
insurance
I
thought
that
Frank
was
supposed
to
be
I
talked
to
him
a
while
I
thought
he's
going
to
be
here
to
discuss
some
of
this
stuff.
Some
of
these
changes,
I
mean
we've
been
on
a
million
three
more
and
I
need
to
find
out
why
we
did
that.
You
know
you
never
contact
the
insurance
committee
same
thing
Mike
this.
B
After
you
all
had
everything
done
and
discussed,
they
always
meet
with
us.
They
meet
with
their
the
council
and
they
meet
with
the
insurance
committee.
So
those
suddenly
he
takes
out
at
the
table
and
say
you
can
ask
me
questions
that
was
already
y'all
already
done
what
you
was
going
to
do,
or
maybe
we
looked
at
something
totally
different.
B
That's
why
we
have
an
insurance
committee.
We
have
an
insurance
committee
for
a
reason.
You
always
call
me
when
the
the
health
insurance
is
bad.
You
always
tell
us,
hey
you
lose
the
money,
you're
losing
money.
Nobody
calls
about.
This
God
bless
you
so
I
mean
it
was
not
right
for
y'all
not
to
just
sit
here.
E
B
A
E
I
mean
I'm
telling
you
we
with
all
due
diligence
and
we
looked
at
every
option
and
we
had
some
interaction
with
some
counsel
on
what
our
options
were
for
January
for
April
1st
and
we
pulled
like
call.
I
and
I
had
no
expectations
of
delaying
it,
seven
more
days
where
it
it
could
only
go
up,
not
go
down.
If
you
look
at
at
things
happening
in
the
world,
it
can
only
go
up.
Mr.
L
Yeah
I
was
going
to
suggest
that
maybe
next
year
that
the
insurance
committee
put
a
mark
on
their
calendar
somewhere
along
February
to
have
a
meeting
and
and
meet
with
the
insurance
people
they
they
offered
to
meet
late
in
the
pre.
It
was
late
in
the
in
the
in
the
year
because
it
took
a
long
time
for
them
to
get
to
where
we
had
numbers,
but
he
came
in
here
to
two
occasions.
In
both
case
occasions
he
offered
to
meet
with
with
the
council's
insurance
committee.
E
We
just
finished
period
six
and
another
six
months
goes
by
conditions.
E
Can
change,
get
better
or
get
worse,
so
I
mean
I,
would
say
every
six
months
review
because
we're
gonna,
that's
gonna,
put
us
right
up
against
October
one
and
then
again
in
March
next
year,
so
I
mean
that
needs
to
be
a
a
hard
look
needs
to
be
taken
and
what
we
can
do
to
reduce
those
those
premiums
and
if
we
got
to
sell
some
things
in
order
to
to
do
some
of
these,
these
this
property
that
we
have
and
and
reduce
that
million
too
subject
to
be
another
million.
E
He
you
heard
what
he
said
last
time,
don't
expect
anything
Grand
and
glorious
in
the
next
12
or
24
months,
based
on
what
has
happened
in
this
world.
Oh.
E
B
B
G
Of
these
meetings,
I'd
I'd
like
to
say
something:
I
I'm,
not
as
fiery
as
councilman
Lawrence
on
this
and
but
I
understand,
is
how
he
can
feel
that
way.
I
want
to
personally
apologize
to
my
colleagues
on
the
council.
I
have
sat
on
the
insurance
committee
and
I
didn't
realize
that
the
expiration
date
was
coming
up
as
rapidly
as
it
did,
and
you
know
we
couldn't
pull
the
trigger
fast
enough
and
when
he,
when
he
did
present
I
mean
we
just
ran
out
of
time.
G
I
will
say
this
I
do
believe
that
Cadence
did
a
lot
of
hard
work
and
trying
to
put
the
square
peg
in
the
round
hole
and
and
get
the
different
tiers
of
insurance
and
and
different
policies.
It's
very
very,
very
complex
these
days,
however,
perhaps
and
we
Mike-
we
will
take
your
suggestion-
make
sure
it's
on
a
on
a
calendar
that
pops
up
and
we
don't-
you
know,
get
caught
at
the
last
second,
but
I
do
believe
we.
We
may
need
a
get
two
opinions,
maybe
next
year,
because
they
are
other
companies.
G
Gallagher
is
one
big
company
out
there.
That
does
something
similar.
There
could
be
some
of
the
fees
that
Cadence
and
others
build
into
those
in
in
Mr,
Bordeaux
mentioned
taxes
and
other
fees.
Those
fees
could
possibly
save
the
city
some
money,
but
we
got
what
we
got
and
I
think
the
mayor
had
to
pull
the
trigger
and
I.
Don't
think
we
all
like
it,
but
it's
tough
times.
It's.
E
G
That
that's
right
and
speaking
to
school,
superintendent,
Marcus
Boudreau
had
a
conversation
with
them
at
lunch
that
Thursday
after
the
Tuesday
we
met,
he
said
Biloxi
schools
caught
in
the
same
boat.
They
were
actually
meeting
that
day,
trying
to
figure
it
out
because
they
have
less
coverage.
Premiums
went
through
the
roof,
but
George
I
understand
where
you're
coming
from,
but
I
think
what
George
is
saying
is
that
it
just
felt
that
hey
the
time
was
running
out
and
maybe
we
could
have
been
notified.
That
really
isn't
necessarily
your
obligation.
G
We're
all
big
boys
here
and
I
think
that's
what
he
was
just
wanting
that
consideration.
So
the
time
went
run
out
so
we'll
do
it
better.
We'll
do
a
better
job.
Next
year.
D
E
Commitment
to
have
our
finger
if
there
are
options
that
can
be
done
or
undone
based
on
what
our
ground
conditions
we're
going
to
pull
those
triggers
I'm
committed.
This
is
this
is
the
1.3.
You
know
that
that
could
be
translated
into
a
lot
of
good
stuff,
that
we
have
no
control
over
just
by
pushing
the
money
up,
we're
not
going
to
just
push
the
money
up.
If
there's
an
alternative
to
it.
That's
my
commitment
to
to
handle
the
the
the
the
Outlook
in
the
next
24
months.
E
I
mean
literally,
could
be
really
drastic
and
we
need
to
be
in
a
position
to
eliminate
where
we
can
eliminate,
reduce,
take
a
shot
at
self-insurance
and
as
much
as
we
can,
where
it
makes
sense.
So.
L
E
I
have
to
tell
you
those
are
some.
Let
me
say
this
about
that.
You
know
some
of
the
workers.
Comp
we've
done
an
outstanding
job
in
reducing
those
things.
We've
done.
That's
that's
some
of
the
things
we
can
work
with
and
we
can
demand
hey
we
performed
here.
This
is
you
know
this
is
you're
not
risking,
because
we,
what
have
we
done
so
it
translates
into
you
know
the
bottom
line.
For
them
this
property
insurance
only
goes
one
way.
E
We
can't
do
anything
other
than
eliminate
stuff
in
order
to
reduce
those
premiums
and
and
help
them
make.
You
know,
I
guess
make
their
numbers,
but
you
know
it
it's
big
enough
and
it's
scary
enough
for
the
next
12
to
14
months
or
12,
24
months,
where
we
got
to
do
something
introduce
you
know
whatever
we
can
come
up
and
we'll
do
some.
You
know
research
on
what
other
folks
are
doing
when
it
comes
to
these.
E
What
are
the
new
metrics
as
far
as
where
does
it
say
you
take
your
own
shot,
you
you,
you
do
these
things
based
on
other,
you
know
the
conditions
of
our
city
and
our
property.
L
We
took
it
out
of
completely
low
hanging
fruit
from
fruit.
We
tried
to
eliminate
cut
cut
back
so
I
mean
we.
We
worked
it
everything
we
thought
we
could
safely
take
out
of
the
insurance
policy,
get
it
down.
We
were
also
forced
to
increase
the
dollars
per
square
foot
for
all
all
the
buildings
for
replacement
costs.
We
had
to
offer
some
increase
in
dollars
per
square
foot
which
we
did,
but
we
did
it
based
on
the
the
inflation
rate
at
the
time,
but
it
it
it.
G
I
agree,
but
here's
what
I
would
offer
you
know.
Perhaps
we
can
include
you
on
the
insurance
committee
and
vice
versa,
and
that
way
we
are
a
committee,
that's
inclusive,
and
then
we're
not
into
this
situation
that
we
feel
you
know.
Maybe
we
could
have
communicated
better,
and
so,
if
we're
inclusive
we're
all
at
the
table-
and
we
can
be
kind
of
working,
this
solution
out
together,
I
think
that
that
may
be
something
that
calms
us
down
a
little
bit.
That's.
G
B
That
I
know
we
went
to
150
million,
so
we're
just
trying
to
figure
out
what
all
the
buildings
we
was
covered.
We
had
not
seen
that
so
we
just
went
about
when
we're
going
to
get
that
to
look
at
that
too,
and
I
I'm,
like
can't
I,
have
no
problem
sitting
down
and
talking
to
anybody
and
working
with
you
but
y'all
going
to
be
able
to
reciprocate
back
to
us
too
I
mean,
if
you
like
it,
you
don't
like
it.
B
M
Mr
Mayor
Mike
is
is
Insurance,
something
that
you
can
bid
like.
You
can
a
development
project.
Is
it
something
where
you
can
go
out
and
pursue
multiple
offers
to
provide
Insurance?
Well.
E
There's
about
22
companies
in
this
last
situation
and
the
the
ability
to
get
I
guess
relationships
with
the
different
companies
that
we're
in
with
a
general
like
Cadence
or
Gallagher,
or
some
of
these
other
ones.
You
know
by
it's
why
it's
going
to
finally
wind
up
to
larger
London
at
some
point
in
time,
so
they
have
relationships
that
are
going
to
wind
up
and
they're.
You
know,
just
like
a
car
dealer
I
think
there
are
a
number
of
options
that
you'd
have,
but
somebody
could
handle
off
all
four
or
five
dealerships.
E
I
mean
I,
don't
know
when
he,
you
know,
like
I,
said
about
22
different
companies
involved
with
this
this
this
last
situation,
I,
don't
know
how
we
would
bid
it
I
mean
it's
something
we
could
look
in
other
than
you
know.
We
got
150
million
dollars
in
property
that
we
need
to
cover.
Okay,
you
tell
and
and
provide
each
one
of
the
types
of
things
you
say.
Okay,
give
me
okay,
these
are
the
cup.
This
is
the
coverage
that
we
have
now.
What
can
you
do
better
than
right
now?
E
E
L
Engages
these
20
Plus
numbers
of
different
companies
to
give
you
a
I
think
the
best
example
I
have
is
on
the
visitor
center
for
Hurricane
Zeta
that
insurance
that
paid
was
paid
from
five
different
insurance
companies.
They
each
had
a
percentage
of
them
of
the
of
the
deal,
and
that's
that
goes
with
every
every
property.
We
have
it's,
no
one
company.
L
So
it's
what
the
broker
does
is
it
goes
out
and
and
works
the
works,
the
market
to
try
and
find
the
best
deals
they
can
on
every
single
piece
of
the
of
the
puzzle,
and
then
they
put
that
together
and
that's
why
you
don't
see
Frank
in
here
or
our
broker.
You
don't
see
him
in
here
until
about
30
days
out.
That's
when
the
puzzle
is
starting
to
come
into
Focus
right.
M
E
I,
don't
have
the
answer,
but
it's
something
that
you
know
yeah.
We
we
need
to
drill
down
on
and
if
competition
you
know,
if
there
are
other
Brokers
that
can
assemble
these
kinds
of
things.
With
the
you
know,
quality
of
of
of
coverage
insurance
I
mean
I'm.
All
for
that.
Nobody
can
argue.
That's
what
we're
supposed
to
do
like
work
with
George
on
this.
E
You
know
we'll
work
with
George
on
it,
but
but
that's
the
deal,
though,
hey
we're
all
in
and
I'm
I
guess
more
serious
than
ever
before,
because
of
the
Outlook
and
and
when
you
look
at
those
22
companies,
they
find
their
way
back
to
a
single
company
happens
to
be
in
in
London.
E
Okay,
and
if
you
look,
if
you
look
back
at
it,
you
can
drill
down
far
enough
and
the
the
larger
London
situation
is
absolutely
grim
and
that's
why
it's
being
pushed
down
all
to
every
resident
and
and
and
that's
what
our
concern
is,
and
you
know
if
we
can
save
15
or
eight
percent.
You
know
of
you
know
the
the
different
different
aspects
of
of
insurance
and
if
we
can
self-insure
where
it
makes
sense,
you
know
you
know
you,
you
look
at
what
say,
look
at
a
five-year
plan.
E
This
is
what
we're
subject.
You
know
to
pay
over
five
years.
What
what
are
our
options
to
to
do?
You
know
fade
whatever
percentage
we
need
to
fade
so
I
mean
you
know
it's
complex
and
it's
gonna
get
more
complex,
I
think
it's
gonna
be
more
costly
for
everyone.
So
if
we
do
a
good
job,
you
know
just
banging
these
numbers
and
and
asking
as
Kenny
was
saying
the
other
Brokers,
the
other
things
they
can
put
a
similar
stuff.
We
got
a
pretty
good.
E
You
know
idea
right
now:
okay,
we're
committed
to
this
for
for
a
year,
but
that
year
is
going
to
pass
by
real,
fast
okay,
so
the
numbers
are
going
to
change.
Or
you
know
the
coverages
are
gonna,
probably
just
stay
the
same,
but
let's
figure
out
who
who
to
drive
those
numbers
as
down
as
much
as
we
can.
C
All
right,
all
in
favor
of
the
consent
agenda
unanimous
any
dimming
is
opposed
to
a
as
in
apple.
Anyone
else,
any
exceptions
all
right,
we're
on
a
code
enforcement,
Mr,
Creole.
