We
have
finished
2020
fiscal
year,
2020.
thank
the
lord.
It
has
been
a
rough
year.
The
roughest
part
of
it
was
that
when
we
got
the
five
million
dollar
deduction
of
revenue
from
the
casinos,
we
went
through
two
and
a
half
months
of
no
revenue
from
our
number
one
revenue
source,
five
million
bucks
that
we're
missing.
It
happened
in
the
last
quarter
of
the
year
and
those
of
you
that
are
business
people,
I'm
sure
actually
about
anybody,
can
figure
this
one
out.

We
we
went
into
the
budgets
and
cut
everybody's
all
the
departments.
That's
why
they're,
not
my
friends
anymore,
all
the
department's
budgets
in
that
last
90
days,
and
we
coasted
across
the
finish
line
in
the
positive
territory.
I
didn't
think
we
were
going
to
make
it
to
tell
you
the
truth,
because
it
was.
It
was
a
tough
go
in
there
for
a
while.

The
good
news
is,
of
course,
we're
having
a
quote-unquote
v-shaped
return
as
as
quickly
as
the
revenues
and
sales
tax
and
gaming
tax
went
down,
they're
coming
right
back
up
and
we're
sitting
about
ninety
we're
running
about
ninety
percent
right
now.
Ninety
percent
of
what
our
original
budget
was
last
year
so
and
and
that's
about
the
way
we
budgeted
for
this
2021,
so
so
we're
pretty
comfortable
that
we're
not
going
to
have
those
kind
of
crazy
things
happen.

Of
course,
on
the
other
hand,
that's
I'm
getting
a
little
grief
that
there
then
the
employees
are
reading,
that
gulfport
gave
a
four
percent
pay
raise
and
harrison
county
gave
a
four
percent
pay
raise
and
biloxi
gave
a
zero
percent
pay
raise,
but
there
are
still
some
options
to
do
something
about
that
before
this
year
is
over.

The
water
bill
went
up
by
two
percent
and
it
will
go
up
two
percent
per
year
for
the
next
four
years
we
have
a
dozen
or
so
elevated
tanks,
a
number
of
ground
tanks
miles
and
miles
of
pipe
pumping
stations
wells,
all
of
which
we
not
only
have
to
charge
enough
to
operate
them,
but
we
have
to
charge
enough
to
repair
them
and
maintain
them.

Give
you
a
good
example
of
what
we
what
we
are
going
to
be
able
to
do
this
year
here
in
this
part
of
town.

We
have
the
money
and
the
budget
and
of
contract
being
negotiated
today
to
replace
that.
Well,
that
went
went
dry.
It's
about
a
million
dollars
to
drill
a
well
a
deep.
Well
like
we,
our
your
wonderful
water,
comes
from.
So
we
have.
We
have
an
opportunity
to
put
that
well
and
and
right,
it's
right
behind
the
bay
vista
fire
station
is
where
the
well
is
that
went
dry
a
decade
ago.

So,
and
the
other
thing
is
that
we,
we
are
pushing
a
lot
of
water
out
to
will
market
water
and
sewer
services
to
areas
that
we
annexed,
15
or
more
years
ago,
and
still
don't
have
water
and
sewer.
But
we've
really
are
really
beginning
to
get
at
that
now
and,
and
we've
got
several
large
projects
going
that
are
pushing
water
out
to
areas
that
that
haven't
seen
it.

I
talk
about
west
biloxi,
a
lot
west
luxie
to
me
is
the
forgotten
part
of
biloxi.
We've
got
a
three.
You
know
near
300
million
dollar
project
going
in
east
biloxi.
That's
if
you've
walked.
If
you
had
the
opportunity
to
drive
down
on
some
of
the
areas
in
the
east,
biloxi
you're,
seeing
neighborhoods
with
beautifully
paved
streets
and
new
water
and
sewer
and
storm
drain,
and
they
look
better
than
I
can
remember
them
ever
looking
in
wool
market,
we're
developing
like
crazy
and
as
we
as
these
new
developments
are,
are
built.

They
all
have
underground
utilities,
they
all
have
new
utility
services,
and
you
know
so
a
little
bit
by
little
bit
will
market
is
really
coming
coming
around
and
and
and
here
we
go
west
biloxi,
some
of
the
oldest
infrastructure
underground
in
the
in
the
city.
Some
of
it
predates
annexation.
In
fact,
a
lot
of
it
predates
annexation
in
the
in
the
tanglewood
area.
Just
just
down
from
us
here.

It's
we
haven't
raised
paul
would
be
an
expert
on
this
one.
We
haven't
raised
ad
valorem
tax
rates
for
26
years
now,
and
that's
that's
pretty
pretty
amazing.
Actually
that
may
there
may
come
a
time.
They're
gonna
have
to
do
that.
But
if
the,
if
the
revenues
continue
to
be
solid
and
if
this
new
broadwater
project
really
does
happen,
that's
gonna-
that's
gonna,
be
a
boon
to
us,
so
we're
we're
always
waiting
for
you
at
city
hall
to
call
in
your
issues.

with
your
councilman
you've
got
a
great
councilman
who
looks
after
the
board
very
very
well.
So
if
you
can't
get
what
you
can

paul
push
it

up
the

bees
road
is
a
really
fun
one
yeah

bees,

Almost
six
months
ago
we
wrote
a
letter
to
billy
hughes
and
said
mayor
hughes,
the
your
own
half
of
the
bee's
road
how'd
you
like
to
pay
for
half
of
it.
No
no
answer!
So
a
month
ago
we
wrote
again
to
him
and
also
to
connie
rocco
and
said
you
know,
we'll
run
the
project,
but
how
about
splitting
the
cost?

I
mean
it
is
half
of
your
street
still
no
answer,
but
we're
going
to
keep
pushing
on
dubious
road,
because
now
that
that
work
on
the
call
college
is
finished,
it's
it's
time
for
something
to
happen
and
the
other
half
of
of
that,
of
course,
is
the
new
road
good,
but
jerry's
going
to
get
to
that.

What
was
the
other
one
on.

Our
problem
is:
we've
spent
on
the
prosperity
extension,
almost
six
million
dollars
in
buying
the
land
and
we're
still
waiting
for
a
grant
to
to
to
build
the
road.
It's
it's
submitted
for
the
gulf
coast.
Restoration
fund.
This
this
way-
and
I
haven't
told
you
this
paul-
but
I've
got
comments
back
to
some
of
the
people
on
the
board
that
they're
normally
not
positive
about
transportation
positive,
but
they
they
like
the
job
creation
aspect
of
that
job.

residences
on
pop
ferry
road
in
order
to
build
the
four-lane
bridge,
so
that
means
from
from
the
bridge
all
the
way
to
margaret
cherry,
pretty
much
every
house
on
one
side
of
the
road
is
going
to
get
bought
in
order
to
do
that
project.
Huge
huge
effort,
we've
talked
to
we've,
talked
to
a
company
and
got
an
interest
from
another
of
their
competitors
to
to
build
a
for
profit
bridge.

I
just
don't
think
it's
going
to
work,
but
we've
gone
through
the
traps.
That's
just
to
to
find
out.
You
know
how?
What
would
the
toll
be?
How
long?
Because
the
bridge
could
be
ready
in
two
years
if
we
go
privatization,
but
I
just
don't
think
it's
gonna
sell
as
a
biloxi
resident,
I'm
saying
how'd
gulfport
get
a
free
bridge
and
we
have
to
pay
for
one.

So
anyway,
that's
that's
something
that
will
come
to
you
all
at
some
point
to
to
comment
on,
but
we
are
looking
at
the
the
capability
of
doing
a
perhaps
a
for-profit
bridge.
In
the
meantime,
we're
working
as
hard
we
can
with
senator
wicker
senator
wickers,
is
on
the
transportation
committee
in
the
senate,
and
so
he's
he's
a
he's,
pretty
good
leverage,
so
we're
trying
to
work
them
for
some
kind
of
a
federal
grant
to
get
that
bridge
built
so
that
that
is
such
a
critical
aspect
of
letting
biloxi
grow.

The
more
biloxi
grows
over
on
the
other
side
and
the
more
it
grows
over
here
in
west
biloxi,
the
more
that
bridge
is
going
to
become
just
a
terrible
handicap
for
us
and
the
older
it
gets.
You
see
you
see
almost
once
a
week.
It
seems
like
it's
not
as
it's
not
as
often
as
once
a
week
that
the
bridge
gets
stuck.

The
arms
get
stuck,
the
locking
mechanism
gets
stuck
and
whenever
we
have
a
hurricane,
it's
it's
white
net
knuckle
time
because
we
don't
know
if
we're
going
to
be
able
to
get
the
bridge
up
and
often
enough
to
get
the
marine
traffic
through
and
and
so
forth.
So
I
think
probably
the
pops
furry
bridge
and
pops
for
extension,
is
our
number
one
city
problem
right
now
for
the
future.

census,

I've
tried
to
get
in
touch
with
her
since
we
rescheduled

meeting

never
heard
back
from
her,
so
she
may
walk
in

not,
I
kind
of
think
she
won't
next
on
the
agenda
is
community
development
with
mr
jerry
creel.

topics
I'm
supposed
to
cover
tonight.
One
has
to
do
with
the
mississippi
gulf
coast
college
road,
the
proposed
road
that
would
come
from
the
college
off
of
debe's
road
and
come
around
and
come
out
there
somewhere
near
mississippi,
music
building.
I
can
tell
you:
we've
received
no
plans.
We've
had
no
meetings
in
the
last
couple
of
years
with
any
of
the
officials
of
the
community
college.

If
you've
been
over
on
fort
highway
49
lately,
you'll
notice,
they've,
just
put
in
a
boulevard
coming
from
the
campus
directly
out
to
highway
49
and
they're
not
finished
with
that.
Yet,
although
it
it
is
being
used
right
now,
they're
supposed
to
put
in
a
new
sign
there
and
do
some
other
things
and
it's
my
personal
opinion
that
probably
what
they
were
doing
was
trying
to
finish
that
up
before
they
start
to
consider
the
the
road
that
we're
talking
about
now
that
would
come
down
to
pass
road
at
that
meeting.

They
were,
they
were
very
open.
They
said
we'll
be
happy
to
have
a
meeting
with
the
neighbors
whenever,
whenever
we
get
to
that
point,
but
we're
just
not
ready
to
do
that
right
now,
so
I
guess
the
short
answer
is:
we
have
nothing
they
presented
nothing
to
us
and
and
when
they
do
they'll
have
to
go
through
a
process.

can
make
that
information
public.
You
know
through
bmail
or
one
of
our
mediums,
our
news
mediums
to
let
the
neighbors
know
what's
going
on
that,
it
is
going
to
be
on
the
drc
agenda
and
a
lot
of
what
happens

whether

not
they're
wanting

build
that
road
and
then
have
the
city
take
over
the
maintenance
on
it.
We
don't.
We
don't
know
that
yet
because
we're
just
not
that
far
along

next
topic
that
we

going

discuss
has
to
do
with
short-term
rental.

As
you
know,
we've
been
back
and
forth
about
short-term
rental
and
the
city.
The
city
administration
and
the
council
have
taken
the
position
that
they
would
not
allow
short-term
rental
in
single-family
residentially
zoned
properties,
so
it's
not
allowed.
If
the
property
is
owned,
single-family
residential,
it
is
allowed
on
as
a
conditional
use
on
property,
that's
owned,
multi-family
residential
that
would
be
rm,
20
and
rm30.

It's
allowed
as
a
conditional
use.
What
that
means
is.
If
someone
wants
to
do
short-term
rental
in
one
of
those
zones,
they
still
have
to
come
in
and
go
through
the
planning
commission
and
through
the
city
council.
In
order
to
get
approval,
some
have
been
passed.
Some
have
not
been
passed.
It
just
really
depends
on
whether
or
not
the
planning
commission,
the
council
feel
that
the
location
is
appropriate.

In
those
zones
we
do
have
one
commercial
zoning
and
that's
nb
neighborhood
business,
where
it's
allowed
as
a
conditional
use
again,
meaning
that
it
would
have
to
go
to
the
planning
commission
and
to
the
city
council
to
get
approval
right.
Now
we
have
a
little
over
300,
short-term
rentals
that
are
licensed
in
the
city.

We
monitor
those
all
the
time
whenever
we
whenever
it
does
get
approval.
We
report
that
information
to
the
hotel,
motel
association
and-
and
they
help
us
to
monitor
them,
to
make
sure
that
they're
paying
the
taxes
that
they're
that
they're
supposed
to
be
making
we
do
have,
or
we
were
working
today
to
schedule
a
workshop,
the
city
council.
We
had
taken
some
proposed
changes
to
the
planning
commission
and
to
the
city
council.

Increase
the
licensing
fee
for
short-term
rentals
and
also
would
require
them
to
provide
some
additional
information
before
we
would
allow
them
to
renew
their
license.
That
they'd
already
received
that
was
table
subject
to
a
workshop
and
we're
working
on
that
workshop
right
now,
it
has
tentatively
been
scheduled
for
10
30
on
tuesday
the
27th.

It
would
be
that
morning
before
the
regular
council
meeting
that
would
be
held
that
afternoon
and
we
have
both
linda
hornsby
from
the
hotel,
motel
association
that
would
come
and
actually
answer
some
of
the
questions
that
the
council
would
have,
and
also
a
representative
from
the
mississippi
department
of
revenue
that
would
come
and
answer
questions
about
how
these
these
taxes
are
monitored
are
several
different
ways
that
taxes
get
paid
if
a
short-term
rental
registers
with
vrbo
or
airbnb.

In
some
cases,
those
agencies
would
pay
the
taxes.
You
know
they
would
collect
the
taxes
and
then
pay
the
taxes
back
to
the
department
of
revenue.
In
some
cases,
though,
the
responsibility
falls
on
the
individual,
short-term
rental
owner
to
pay
their
taxes,
and
these
are
questions
that
we
can't
haven't
been
able
to
get
a
real
clear
answer
about,
and
that
was
one
of
the
purposes
for
having
the
workshop
was
so
that
we
could
get
people
in
there
who
could
answer
those
questions.

So
that's
kind
of
where
we
are
with
short-term
rental.
D
We
have
a
a
case
coming
to
the
city
council
in
one
of
the
next
meetings
for
mr
zane,
who
just
built
an
apartment
complex
on
briarfield
and
was
able
to
get
approval
to
do
short-term
rental
out
of
that
apartment
complex
and
had
come
back
with
an
application
for
another
apartment,
complex
on
the
other
side
of
the
road,
and
that
was
denied
by
the
planning
commission.
That
request
was
denied
and
it
was
scheduled
to
come
to
the
city
council.

But
the
applicant
had
asked
that
it
be
postponed
for
a
couple
of
weeks
to
allow
him
to
put
together
some
more
information
that
was
needed
so
that
denial
that
planning
commission's
recommended
denial
will
be
coming
before
the
city
council
in
one
of
their
next
meetings.
And
that's
kind
of
where
we
are
with
with
short-term
rental.

the
community
development

and
we
do
a
number

things.

oversee

number

things
there.
We
oversee
zoning
matters
and
building
permit
matters.
Historical
preservation,
flood
plain
enforcement
code
enforcement.

oversee
the
visitor
center,
we
oversee
the
civic
center
and
just
a
number
of
those
things,
anything
that
falls
within
the
purview
of
community
development,
zoning
and
permitting
falls
under
our
department.
So

you

we're
working

right

we've

recently
completed

new
shipley
donuts
on
pops
ferry
road.
We've
issued
a
temporary
certificate
of
occupancy
to
the
new
legends
hotel
downtown.
If
you
haven't
been
in
there,
it's
worth
a
trip
just
to
walk
in
and
take
a
look
at
what
they
did
on
the
inside
of
that
building.
That's
the
former
santa
maria
del
mar
and
they
spared
no
expense.
I'll,
tell
you
it
it's
absolutely
gorgeous
on
the
inside.

We
issued
a
temporary
certificate
of
occupancy
to
the
go-kart
track
on
veterans
boulevard,
the
big
play
go-cart
track.
We
issued
that
last
week
we're
working
on
a
number
of
projects
right
now,
you're,
probably
familiar
with
the
blake
on
pops,
ferry
road,
we're
actually
working
to
finish
up
the
biloxi
high
school
performing
arts
center,
the
the
people
who
did
the
legends
hotel.

They
they
pull
their
people
off
of
them.
They
also
own
the
margaritaville
and
they
pull
their
people
off
the
margaritaville
amusement
park
to
go
finish
up
legends
to
get
it
open
and
now
they're
going
to
turn
their
focus
back
to
the
margaritaville
amusement
park
and
parking
deck
down
there.
We
have
the
new
main
branch
of
community
bank
going
on
downtown.

The
camp
david
rv
park
on
cedar
lake
road,
the
char
restaurant,
that's
relocating
from
ocean
springs
over
into
what
used
to
be
the
mardi
gras
museum
in
downtown
biloxi
they're
working
on
that
right
now,
souvenir
city
just
built
a
new
warehouse
behind
their
their
existing
building.
Of
course,
the
sanger
theater
restoration
phase,
one
of
the
biloxi
mausoleums
at
the
old
biloxi
cemetery,
the
new
marshall
funeral
home
on
veterans
and,
of
course,
the
the
kiesler
gate
on
division
street
that
area
through
there.

What
we
did
with
that-
and
I
think
this
is
noteworthy-
is
that
when
the
construction
started
on
that
section
of
division
street,
it
occurred
to
us
that,
as
they
went
in
and
tore
down
some
of
those
houses
or
relocated
some
of
those
houses
and
started
construction
on
the
actual
road
that,
once
that
construction
started,
those
houses
and
buildings
that
were
actually
behind
that
area
were
division.
Streets
being
improved,
were
actually
going
to
become
the
face
of
division
straight.

So
we
wanted
to
make
sure
that
people
weren't
able
to
just
throw
up
anything
through
there.
So
we
had
that
area
declared
a
design
review
district,
it's
an
architectural
historical
design,
review
district,
meaning
that
any
exterior
improvements
to
existing
buildings
or
any
new
construction
going
in
on
that
stretch
of
division
street
from
I-110.
All
the
way
to
the
the
new
roundabout
at
the
kiesler
gate
would
have
to
go
through
the
architectural
historical
review
commission
to
obtain
approval.

One
of
the
things
that's
that
we're
really
excited
about
right
now
is
single
family
residential.
In
biloxi
we
have
22
subdivisions
single
family,
residential
subdivisions
that
are
under
construction.

We
have
over
200
houses
that
are
under
construction
in
those
22
subdivisions,
and
you
know
when
you're
going
out
you're
trying
to
recruit
development
projects
to
come
to
a
city.
One
of
the
things
you
have
to
do
is
to
be
able
to
show
the
rooftops
are
going
in,
because
that's
that's
what
commercial
developers
look
for
or
they're
going
to
be
the
houses?
There
are
they're
going
to
be
the
people
there
to
support
our
demographic
criteria
for
locating
in
that
particular
area,
and
I
can
tell
you
that
we're
we
have
single-family
houses
going
up
everywhere.

Yes,
most
of
them
are
north
of
of
I-10,
and
one
of
the
reasons
for
that
is
because
that's
the
area
where
you're
you're
out
of
the
flood
zone
you're
out
of
the
wind
zone,
and
so
people
are
looking
for
an
area
where
they
can
get
affordable
insurance,
get
more
house
for
their
money
and
more
more
land
for
their
money.
So
that's
happening
also.

have
a
number
of
projects
that
are
under
review.
I
won't
get
into
those
right
now,
of
course,
the
the
biggest
thing
that
was
a
the
great
news
right
now
is,
what's
going
to
happen
on
the
the
broad
water,
I
can
tell
you
that
so
far,
we

have
not
received
any
plans
or
applications
yet,
but
I
would
expect
that
that
would
start
happening
very
soon
so
for
with
that
I'll
I'll,
stop

and
would
entertain
any

that

pieces

property

one
on
the
east
side

went
back
and
filed
an
application
to
go
through
and
he
got
approval
to
do
short-term
rental
in
those
30
units
that
are
on
the
east
side.

fire
chief
and
I
brought
it
to
the
attention
of
the
council
that
building
an
apartment,
complex
and
then
turning
around
and
using
it
for
short-term
rental
is
not
appropriate
because
you're
not
building
it
to
the
commercial

repair

easement

a

very
large
sinkhole
formed

very
difficult
for
keesler
to
allow
us
to
dig
around
their
high
pressure
enforcement
gas
enforcement.

sinkhole

opportune

to

in

make
an
emergency
repair

actually
were
able
to
fix
that
section
of
pipe

it
turns
out,

flooding
in

dish,
so
we're
hoping
that
that
all
solved
itself

going
to
watch
it

the
big

my

does
a
great
job
in
dealing
with
the
homeless,

the
problem's
not
going
to
disappear.

really
needs

somebody
has
to
gain
control
of
a
nice
piece
of
property
so

my
opinion,
an
assessment

transition
center

constructed
to
link
up
the
homeless?

help
with
resources
and
there's
a
non-profit
organization,
the

open
doors
coalition
that
just
does
excellent
work
in
that
regard,
but
anyway,
that
that's
one
way

can
help
with
this
particular
situation.
