not
ready

into
the
perkinston
campus
before
they
come
forward
with

but
they
have
assured
us
that
they
would

sure

single-family
zoning

have
to
go
through
the
Planning
Commission
have

hearing

to
the

we
allow

hotel.

judge

solving
matters

taken

recent
rate
approach

addressing
those.

expect
this
to

enforcement

improve

we

short
term
rental

living
there

criminal
element

neighborhood

popping
up

frequently

homeless
population
over
there.

things

I

watched
the
couple
behind
me
before
they

renovated

two
small
ones
right
behind
my
house
that
had
a
person
that
was
living
there.
That
was
not
all
here
that
was
letting
homeless
people
come
into
there
and
camp
in
their
backyard
and
do
all
these
things.
What
do
we
do
for
those
things?
Because
it's
not
my
place

why
code
enforcement
exists.
You
know

if
there
are
code
violations
most
of
most
of
what
we
deal
with
or
conditions
that
involve
unsanitary
conditions
or
unsafe
conditions

we
enforce
the
International
property
maintenance
code
and
it
addresses
those
kind
of
things.

rentals

of

year

count

population.
As

you
know,

count
the
population

United
States
of
America
every
ten
years.
So
2020
is
our
year.
Next
month
we
are
going
to
start
sending
mail
out
to
our
residents.
We
do
a
count
of
the
population
for
two
reasons:
we
do
it
to
reapportion
Congress
and
that's
going
to
drive
how
many
congressional
districts
we
have
in
the
state
of
Mississippi
and
then
we
also
use
it
to
allocate
funding.
Now.
I
Why
do
you
all
may
not
be
aware
that
the
federal
government
allocates
over
six
hundred
and
seventy
five
billion
dollars?
That's
going
to
flow
throughout
the
United
States
every
year,
based
on
everyone
being
counted,
so
you
receive
the
money
in
the
benefits
based
off
of
your
numbers,
not
based
off
of
who
nieces.
So
that's
why
we
need
an
every
count,
not
only
here
in
Biloxi,
not
only
in
your
ward,
but
also
the
entire
Harrison
County,
all
the
other
82
counties
in
Mississippi.
We
want
to
make
sure
that
we
get
an
accurate
council.

We
can
make
sure
that
when
they
reapportioned
Congress,
then
we
get
our
congressional
districts
in
the
redistricting
is
going
to
make
sure
that
those
lines
are
going
to
flow
in
those
communities
where
the
residents
are.
If
you
all
were
residents
of
Mississippi
in
2000,
we
all
probably
remember
we
lost
the
congressional
district,
we
had
five
and
we
dropped
down
to
four
twenty
twenty
is
going
to
be
our
year.
It's
going
to.
Let
us
know
if
we're
going
to
remain
at
four.

If
we're
going
to
drop
down
to
three
ours,
we're
going
to
increase
back
up
to
five
and
the
only
way
we
can
do
that
is
by
getting
an

count.

what

you
all

help

city
we
need?

spread

April
1st
2020

census
day

today
that
we
kind
of
take
a
snapshot
of
everyone
in
those
in
America.
Now
we're
going
to
start
sending
the
mail
out
March
12
through
the
20th,
so
95%
of
our
residence
in
the
United
States
of
America
we're
going
to
count
over
300
million
people
in
the
United
States.
Ninety-Five
percent
of
those
residents
will
start
receiving
that
mail
out
between
the
12th
of
March
and
a
20.

You
can
start
self
responding
as
soon
as
you
receive
that
mail
out.
We
have
three
ways
that
you
can
self
respond.
You
can
self
respond
by
going
online
first
time
ever
where
residents
can
respond
by
going
online
through
their
mobile
device
through
their
computer
tablet.
You
can
also
set
respond
by
calling
a
toll-free
number
which
is
going
to
be
in
12
different
languages,
and
then
you
can
also
still
respond
by
receiving
the
questionnaire
in
the
mail
and
then
you'll
return
that
questionnaire
back.

respond
within
those
three
options,
then
between
May
and
July,
a
census
person
is
going
to
knock
on
your
door
and
they're
going
to
try
to
recoup
that
information.
So
we
want
to
make
sure
we
get
our
capital
population
for
our
residents,
who
may
have
a
fear
of
the
government.

you
all,
as
the
voices
within
the
room.
You
all
have
family
members
who
all
have
friends.
They
help
people
understand
that
the
Census
Bureau
cannot
release
anyone's
information
to
be
used
against
them.

When
we
take
that
data,
that
data
is
for
reapportioning
of
Congress
to
distribute
the
money
and
we
cannot
release
your
names
with
your
households.
We
identify
everyone
by
census,
tracts
and
the
sisters
track
is
a
makeup
of
communities,
so
between
4,000
and
8,000
resident
sit
in
a
community
and
we
identified
that
by
the
demographics.
What's
the
median
age?
What's
the
median
income?
What's
the
the
great
level,
how
many
homeowners?
How
many
renters
was
the
ethnicity
of
the
resident?
So
we
can't
see
who's
out
in
your
household.

just
see
a
group
of
poor
lives
within
your
census
track.
So
we
want
you
all
to
help
us
to
relay
that
message,
that
your
information
is
confidential.
So
someone
who
may
not
have
paid
taxes
for
a
few
years
that
information
cannot

shared
with
the
IRAs,
a
person
who
may
be
here
illegally
that
information
their
information
cannot
be
shared
with
ice,
a
person
who
may
have
a
child
outside
of
their
school
district.
So
you
may
have
a
child
at
mills
in
Gulfport,
but
their
child
attends
school
in
Biloxi.

we
collectively
use
our
voices
in

yourself:

you
call
someone

remind

still

house
phone,
we
all
use

don't

to

census

numbers
because
you
may
not
be
a
recipient
of
government
funding
such
as
you
may
not

personal
Medicaid.

may
not
be
receiving
SNAP
benefits,
but

of
federal
funding
is
some
forms
of
fashion
because
we
may
have
a
fire
station.

within
close
proximity
to
our
homes.

fire
station
between
two
and
three
miles
of
your
home
that
fire
station
wasn't

there

good
location,

the
makeup
of
your
communities
showed

they
needed
a
fire
station.

hospitals

they
build
those
hospitals,
our
roads,
our
bridges.

we

the
count

the

as

census
day,
April
earnings,

2020,

census
day.

where
to
put
a
person
or
if
they
should
be
on
your
census
form,
then,
if
they're
in
your
household
on
April
1st,
you
count
that
person
no
matter.
If
that
person
is
a
long
time
resident,
you
may
have
a
friend
that
has
fallen
on
hard
times
that
doesn't
have
anywhere
to
go
count
that
person
on
your
former
if
they
live
in
with
you
on
census
day.

But
when
we
released
the
numbers
to
our
state
legislators,
April
1st
1
2021,
then
that's
going
to
real
portion
at
how
those
districts
for
our
lines,
part
state
legislators,
and
then
it's
going
to
trickle
down
into
our
communities
where
they'll
start
redistricting.
So
if
you've
ever
had
your
voting
precinct
change
or
sometimes
your
school
districts,
the
Lyon
school
district
lines,
when
you
have
school
dishes
consolidating
it
when
you
have
elementary
schools
or
middle
schools
or
hospitals,
closing
those
are
being
closed.

on
the
count
of
population
for
your

to

counting
on

want

make
sure
that
we
give
every
person

living

help

cameras
up
north

moving

quickly

five
months

twenty
crime
cameras
on
right
now,
we'll
have

budget
year

not
counting
what
we
put
in
place

federal
grants.

hundred
crime
cameras
up
throughout
the
city,
and
that
includes
east
west

north

up

a
more

by
next

those
crime
cameras
are
going
to
be

pan/tilt
soon.

of
those
will
be
license
plate
cameras
that
we'll
use.

example,
we
talked

lot
about
Mississippi,
Gulf,
Coast

a
hassle
that
is
with
traffic
one
of
the
ways
we
can
mitigate
some
of
those
traffic
issues
is
by
using
our
crime
cameras
to
track
our
traffic
movement.

we
know
specifically
where
we
need
to
mitigate
some
of
the
traffic
issues.

remember
in
years
past,
when
we've
gone

version,
it
was
an
all-or-nothing
event.

had
to
lock
all
the
intersections
down.

pushed
all
of
the
traffic
out
of
the
city.

over

years

we've

using
confronted
with
a
department,
transportation

their
private
air
traffic
cameras,

phased
approach
where,

specifically
identify
intersections,
that
need

mitigated
versus

intersections

mitigated

mean

mitigation.

pedestrian

West

from

to

our
focus
