couple

a

years,
we
had
a
lot
of
eyesores
in
the
community
and
what
we
wanted
to
do
is
identify
those
areas
work
with
the
owners
to
see
if
they
can
bring
something
back
to
the
community
and
the
first
person
I
have
is
someone
who's
near
and
dear
to
our
community.
She
is
a
daughter
of
someone
whose
I
feel
was
prominent
in
our
community.

develop

plan,

architects

are
from
Ocean
Springs
and
they
really
are
a
talented
group

professionals

they

pretty
much
explain
the
project
better
than
I
can.

This

Tyler

also

Architects
and
we've
been
brought
in
by
the
Hayes
family
to
really
kind
of
look
at
this
property
and
just
start
to
conceptualize
some
ideas
behind
it.
So
nothing
we're
showing
you
is
concrete.

is
very
much
kind
of
in
you
know,
sort
of
an
exploratory
phase,
so
we
don't
want
this
to
you
know
like
this
is
just
very
conceptual
we're
going
to
show
you
a
short
video
in
a
minute,
but
we
did
want
to
touch
first
on
the
long
pink,
building
and
kind
of
how
we
started
this
project,
and
originally
we
sort
of
started
looking
at
this
as
a
renovation
of
facility
trying
to
see
what
could
be
done
to
save
it.
We
brought
in
a
group
of
Structural
Engineers
to
take
a
look
at
it.

It
has
some
pretty
significant
structural
damage
already
it's
also
below
the
base
flood
elevation,
so
the
whole
building
would
have
to
be
raised
at
60
if
we
were
going
to
attempt
to
save
it.
So
I
just
did
want
to
kind
of
address
that.
So
you
all
understand
that
we've
really
kind
of
looked
at
every
route.
You
know
that
made
sense,
and
so
what
we're
proposing
is
a
new
building,
mainly
based
on
kind
of
this
base,
flood
parameters
so
Tyler's
going
to
just
show
you
a
really
quick
little
video
we
have
once
again.

is
very
preliminary,
we're
just
sort
of
like
kind
of
starting
the
process
and
and
dreaming
dreaming
big.
But
what
we
are
looking
at
right
now
with
Marcia
is
a
three
to
four
story:
building
right
there.
It
is
fully
elevated
with
parking
underneath
in
order
for
us
to
kind
of
fulfill
our
parking
requirements,
but
also
kind
of
you
know,
fulfill
our
FEMA
flood
regulations.

this
is
a
Main
Street
on
the
left
and
then
our
cross
street
is
Murray
Street
here,
so
we
are
proposing
to
raise
the
building
utilize,
the
kind
of
like
first
floor
for
parking,
and
then
we
have
currently

a
four-story
building
here
and
what's
in
that,
building
is
still
very
much
kind
of.

are
working
through
that
we've
looked
at
possibly
doing
office
space
on
the
first
floor
and
Hotel
units
on
the
upper
three
floors
is
a
possibility,
but
once
again,
we're
very
much
kind
of
in
this
fact
finding
kind
of
phase
trying
to
figure
out
what
this
area
needs
and
also
wanting
to
make
sure
that
this
building
serves
as
a
catalyst
for
the
community
on
kind
of
a
first
step
at
revitalizing,
this
particular
area
and
this
particular
site.

We
have
kind
of
like
started
the
process
we
have
set
before
the
the
development
Review
Committee
and
we've
under
understanding
that
there
are
some
zoning
things
that
need
to
be
addressed
about
this
and
some
high
things
as
well.
But

again,
this
kind
of
just
gives
you
an
overall
idea
about
how
we
are
proposing
to
address
that
corner
and
just
sort
of
the
masking
of
the
building.

make
sure
we're

compliance

that's

number
one
through
all

steps,
because
FEMA
has
had
a
lot
of
regulations
when
it
comes
down
to
building
buildings,
and
things
like
that.
So
we
want
to
make
sure
that
we
cover
all
of
our
bases
before
we
bring
it
out
to
the
community
and
then
once
everything
is
formulated,
then
they
will
bring
it
out
to
the
community
and
allow
feedback,
feedback,
compare
contrast
and
all
grab
of.

we
have
definitely
looked
at
that.
That's
how
we
originally
approached
the
project
with
the
Hayes
family
was
a
renovation
of
the
oven.
It
has
significant
structural.
It's
been
compromised
structurally.
If
you
walk
around
it,
you
can
see
a
lot
of
large
cracks
in
the
facade.
We
had
a
structural
engineer,
come
out
and
teach
us
kind
of
an
initial
assessment
and
they
recommended
renovating
the
structure.
Also,
it's
located
six
feet
below
base
blood
elevation.
So
really
you
could
only
renovate
the
upper
portion
and
the
lower
portion
would
have
to
be
or
the
entire
building.

we've
been
working
on
that
just
kind
of
understanding
that,
once
again
we
have
talked
to
the
athlete

carrill

no,
it
does
not
have
to
be
resolved
and-
and
of
course,
we

what's

the
street
where,
where
there's
beautification
going
on-

we
want
to
make
the
whole

Street,

owner

every
property

can

Street
combat
black

some
fashionable

it

about
our
program.

see

there

mentioned
them,

the
city
of
Biloxi
is
one

our
funders.
They
saw
what
it
is
at
kopc
Workforce
Development
is
doing
here
in
East,
Biloxi
and
I
want
to
just
thank
you

for
your
support.

we
started
it
was
because
we
heard
from
the
community
about
the
needs
they
had
related
to
Workforce
Development
employment
opportunities,
training
opportunities.
I
want
to
recognize
my
husband,
Michael
Griffin
who's,
a
member
of

Knights
of
Peter
clayder
organization.
At
that
time,
who
was
the
actual
Grand
Night
of
the
organization,
cable,
PC,
Workforce,
Development?

Sorry,
as
I
said
in
2018,
though
the
Knights
of
Peter
Claver
started
in
Biloxi
in
1919.,
it
is
a
Catholic
organization,
return
organization,
so
I
came
on
board
as
a
consultant,
because
I
was
teaching
at
Mississippi,
Gulf,
Coast,
Community,
College
and
also
working
with
this
non-profit
organization.
Jobs
in
Mississippi
graduates
as
a
career,
Navigator
and
I,
talked
to
the
Knights
of
Peter
clay
when
I
said
to
them
some
of
the
issues
that
those
individuals
that
I
was
serving
in
in
Biloxi
those
that
were
ages
at
that.

The
money
to
get
on
post-transit
Authority
buses,
we
don't
have
vehicles
to
be
able
to
get
to
the
community
colleges,
I
have
child
care
needs
and
they
named
a
list
of
barriers
that
prevented
them
accessing
your
services
and
go
for
it.
So
I
approached
the
Knights
of
his
flavor
and
I
said.
We
need
to
do
something
right
here
in
our
neighborhood,
where
individuals
who
are
interested
in
receiving
that
type
of
training
that
facilitated
them
into
employment,
Ingles,
Pirates,
Chevron
higher
due
upon
all
the
others,
were
a
continued
higher.

However,
individuals
and
Geeks,
reluctant
between
the
age
of
16
to
24
was
kind
of
left.
Out
of
you
know
the
opportunities
that
these
industries
afforded
because
of
the
various
barriers,
so
kopc
Workforce
Development,
was
formed
in
2018
to
be
able
to
address
those
needs
of
those
individuals.
So
what
the
nice
computer
Clayton
decided
to
do,
they
said.
Let
us
increase
the
age,
not
only
16
24,
but
let's
do
it
from
16
to
50
age
50..
For
various
reasons.
Not
everybody
wants
to
go
to
college.

Some
individuals
just
want
to
be
able
to
have
the
upskills
those
skills
in
order
to
be
able
to
transition
into
employment
or
to
be
able
to
do
some
things.
Basic
General
construction,
basic
electrical
wires
within
their
own
home
settings,
so
kopc
Workforce
Development,
decided
to
hire
individuals
to
do
several
things.
Some
of
these
individuals
decided
they
just
wanted
to
yield
back
to
the
community.
They
were
saying
we
don't
want
you
to
pay
us.
We
want
to
just
give
back
to
the.

And
one
of
those
individuals
and
I
thank
him
for
that
is
Mr
Fields
guides.
He
said
what
I
would
like
to
do
is
come
in
and
teach
these
individuals
just
basic
electrical
wiring
skills
that
meant
that
he
was
taken
away
from
his
business
time
to
come
to
kopc
and
give
back
to
the
community
since
that
time,
if
I
Harrison
Hall,
we
call
it.
Eugene
was
living
here
now
living
in
Gulfport
and
he
comes
back
and
he
teach
electrical
writing
to
our
students.
Michael
retire
from
Ingles.

wanted

serve
East
Biloxi

most
importantly,
we
wanted

make
sure

we
communicate
to
all
these
Biloxi
residents
that
we
want
individuals

tiny
population

age
16

50

target
area

east

to
come
and
receive
this
training.

parents's
business

online
contact

saw
our
vision
and
said
they
wanted
to
be
a
part
of
funding
us

providing
training
right
there
at

Street,
a
basic
General
construction

basic

program
designed

kids
out

Biloxi
had
three
community
centers
and
now
have
nothing
well
the
whole.

they're

be

working
their
way
that

get
at
least
85
percent
of
the
Rope
done
before
they
move

North
Country.

keep

eyes

lookout

city,
we're
going
to
have
a
police
department,
our
fire
department
and
we're
going
to
open
it
up
to
some
questions.

Well,
in
a
Community
Development
Department,
you
know
we
work
on
a
number
of
things
being
responsible
for
zoning
and
planning
and
building
permits
inspections,
historic
preservation,
we
mentioned
a
while
ago,
flip
playing
enforcement,
but
we
also
have
code
enforcement,
and
you
know
we
have
a
recruiter
that
goes
out
and
tries
to
make
sure
that
everyone
is
maintaining
their
property
property.
The
way
that
they're
supposed
to
we
ran
into
a
little
bit
of
a
glitch.
We
had
a
community
Court
set
up
where
there
were
people
who
were
not
maintaining
their
property
to
the
city
standards.

Then
after
we
had
exhausted
every
other
means
we
would
wind
up
having
to
take
them
to
court,
get
it
cleaned
up
through
a
law.
Change
in
the
state,
they've
changed
it
so
that
our
people
can't
serve
citations
anymore.
It
has
to
be
a
police,
a
sworn
police
officer
that
issues
that
citation.
So
we
spent
the
last
couple
of
months
working
with
the
police
department
to
try
to
get
that
arranged
so
that
we
would
have
a
sworn
police
officer
that
we
do
it
now.

The
way
that
Court
would
work
now
is
that
if
there's
someone
who
does
not
clean
up
their
property
and
they
did
get
issued
of
citation,
that
citation
has
a
court
date
on
it,
but
that
person
has
the
ability
to
come
in
and
be
with
me,
and
if
we
could
work
something
out,
that's
reasonable
then,
and
they
get
resolved.
Then
they
won't
have
to
go
before
or
if
we
work
on
some
kind
of
a
time
frame
for
getting
cleaned
up.

So
even
though
we
did
run
into
a
hiccup
I
think
we've
got
that
worked
out
now
to
where
we
can
get
back
to
getting
properties
cleaned
up
a
couple
of
things
that
councilman
guy
didn't
mention
about:
Ward
2.
You
know
we
have
the
brand
new
main
branch
of
Community
Bank
in
Ward
2.
We
also
have
the
BART
building,
which
is
going
through
a
major
restoration
right
now
right
across
from
my
office
down
here,
they've
just
built
four
new,
short-term
rentals,
very
nice.

If
you
take
a
look
at
them
and
they
built
them
in
record
time,
thought
they
just
started
about
a
month
ago
and
they're
almost
complete
now,
but
we're
we
are
working
on
a
number
of
things
we
do
have
for
in
negotiations
with
some
grocery
stores.
I
hope
we
can
get
that
worked
out.
We
had
one
meeting
already
scheduled
in
the
very
near
future
and
we'll
release
that
information
to
you
as
soon
as
we
can
the
question
about
the
the
building
the
building
on
Main
Street,
and
why
that
building
could
be
restored
anytime.

You
have
an
existing
building
and
it's
in
the
flood
zone
and
it
doesn't
meet
the
elevation
requirements
and
it's
going
to
require
more
than
50
percent
Improvement
to
restore
that
building
the
building
either
has
to
be
elevated
or
it
has
to
just
be
rebuilt
and
feasibly
there's
no
way
to
elevate
that
existing
building,
and
it's
clearly
going
to
take
more
than
50
percent
of
the
fair
market
value.
In
order
to
restore
it,
it's
what
a
thing
about
Dallas
Kibler
did
Improvement
at
any
time.
It's
given
a
different
program
to
a
structure.

It
has
to
be
brought
into
full
compliance
with
the
employee
regulations.
We
try
every
way
we
can
to
save
our
historic
structures.
We
don't
want
to
see
any
of
them
toward
them,
but
sometimes
there's
just
no
way
to
face
a
romantic
work,
but
we'll
we'll
continue
to
work
and
save
as
many
of
those
structures
as
we
can
we're
working
on
a
number
of
projects
right
now.
Some
of
them
are
in
Ward.

will
release
the
information

those
as
soon
as
the
developers
allow
us
to.

the
things
that
that
we
run
into
a
good
bit
is
that
when
you're
working
with
a
developer
they'll,
let
you
know
up
front.

do
not
want
word

out

we're
ready

make
the
announcement

it,

so

have
to
work
with
those
people
and
not
not
let
the
cat
out
of
the
bag.

know
too
early.

all
the
traffic

next
big
event

going

spring

going

the
weekend
of
April
13th

some
of
the
programs
that
we're
working
on
with
the
police
department
is
we're.
Working
with
last
few
years,
we've
been
really
pushing
through
a
diversity
higher
program
and
we've
really
been
working
hard
with
changing
the
way
we
go.
We
go
and
recruit
our
Workforce.
It's.

Public
Safety
in
general
has
been
going
through
a
tough
couple
of
years
in
terms
of
Recruitment
and
Retention
and
we're
no
different.
We
have
the
same
struggles
in
terms
of
Workforce
retention
and
recruitment
as
everyone
else,
and
so
over
the
last
couple
years
we've
been
redeveloping
the
way
we
go
through
and
recruit
and
higher,
and
do
our
testing
process
to
try
to
onboard
more
often
with
an
eye
towards
those
diversity
hires
through
a
lot
of
our
communities
trying
to
reflect
our
community.

the
other
things
we've
been
doing
with
the
police
department
is

the
technology
realm
we're
in
our
completed
our
first
year
in
a
new
records
management
implementation.
So
we
completely
changed
over
our
computer
systems
and
the
way
we
track
incident
reporting
data
so
that
data
is
more
available.
We
have

businesses
coming
out

looking

surveillance
families

your
home

installed,
and
you
just
need

We
don't
put
you
in
touch
with
any
vendors,
but
we
just
give
you
some
ideas
on
things
to
think
about
when
you
start
looking
at
companies
to
do
family
installations,
we
also
have
Community
camera
programs,
where
we
have
certain
appliances

upload
your
data
straight
to
the
police
department.

a
registered
program
that

can
access
through
the
city's

can
simply
register
the
existence

your

don't

one

neighbors,
happens
to
be
a
victim
of
a
crime,
your
registered
with
our
system.

have
that
ability
to
conduct
Outreach
and
do
some
try

develop
liens

their

plan
that
we

intersections
and

real-time
crime

our
traffic
management
plan,
we're
able
to
pinpoint
specific
locations

those
event
areas
that
we
can

intervention
strategies,

example,
all
where
it
used
to
be
all
of
those
bullets.

have
to
lock
down
Highway
90
Pass
Road
and
go
into
a
diversion
status
where
we're
having
to
put
vehicles
on
a
specific
Loop
which
so
what
we
do
now
is
we
take
advantage
of
the
technology
that
we
have
available
to
us
and
we
can
identify
those
key
locations
in
those
problem
areas,
and
then
we
saturate
those
specific
intersections.
We
put
them
in
either
a
shorter
version
on
the
service
drive
or
we
activate
officers
in
specific
locations
at
maybe
two
different
intersections.
That
will
leave
you
pressure
at
all
the
rest
of
them.

number
one
key
when
we're
doing
these
traffic
management
plans
is,
we
want
to
treat,
keep
traffic
moving
whenever
we're
monitoring
it.
We
notice
that
vehicles
are
stopped
or
moving
very
slowly
in
the
roadway.

That's
that
causes
a
major
issue
into
your
feeder
roads,
your
North
and
South
Streets,
Pass
Road,
and
it's
a
cascading
effect
that
will
end
up
locking
up
the
entire
west
of
the
city.

these
other

talking
about

the
ticketing

towing

to

an
event

because
nobody,

you

influence
with
the
organizers,
actually

like

events

bumps

like
that,

every
time
there's
a
entertainment

and

coming
from
the
railroad
tracks

down
to
Back

had

chance

of

old,
and

is
a
continuing
cycle

see
because
I
know
we
got
three
homeless.

three
of
these
homeless
people,

they
feed
him
and
everything
that
I
don't
have
a
anything
against
them,
feeding
them.
But
the
concerning
problem
I
have
is
that
every
time
you
know
you've
been
in
clean
up
the
city,
you
get
a
whole
bunch
more
okay
and.

do
we
fix
this
problem
because,
as
you
see
now,
daytime

put
one
down
by
judge
seafood
and
now
those
people
start
gonna
start
raising
sand,
but
as
long

we've
been
dealing
with
it

East

problem

much
and

also
the
second
part

this

all

the
night
and

have
to
call
the
police
sometime
from
my
house,
because
I

watch

camera

them

special
control
on

mother's

homeless
population

something
that
we
feel
consistent
complaints
on
for
the
last
few
years,
so
much
so

we
it's

the
approach
of
having
special
patrols
and
putting
special
CIT
teams
together
and
partnering,

the
non-profits
open
doors
and
profit
organizations
that
service
that
community
and
trying
to
come
up
with
a
multi-disciplinary
approach
to
try
to
address
just
the
little
part
that
we
can
play
and
that's
kind
of
the
the
problem
with
the
police
department.
Is
you
know
we
don't
have
resources
to
deal
with
those
type
of
social
issues.

our
only
remediation
is
you
know
we
can
either
arrest
somebody
if
that's
what
the,

that's,
what
the
victim
wants
or
we
can
handle
it
you're
taking
a
report.

really
our
only
options,
and
so
that's
why
we
try

partner
with
some
of
these
non-profits
to
to
do
a
hope,
first
approach,
so
the
concept
of
that
would
be
when
we
initiate
contact
with
these
in
need
communities.

touch
with
resources,

try
to
you
know
better
themselves
or
help
themselves,
whether
it
be
what
the
mission
or

open
doors

with

of
the
job
placement
organizations

a
long
way
process,
it's
something

we
continue

deal

issues
