From YouTube: Ward 5 meeting 3 29 2023 mp4 1080p
Description
Councilman Dr. Paul Tisdale hosts a meeting at the Donal M. Snyder, Sr. Center on Wednesday, March 29, 2023.
A
I'm
Paul
Tisdale
I'm,
your
councilman
in
Ward,
five
I've
never
done
this
before,
but
if
you're,
not
in
Ward
5
raise
your
hand,
we
have
people
that
aren't
from
Ward
five.
They
just
can't
follow
directions
but
they're
all
they're,
all
nice
people
and
we're
happy
to
have
them.
A
I,
don't
see
mayor
gillich
here,
I,
don't
see
Mike
Leonard
here,
but
under
under
their
Direction,
the
pops
Ferry
Road
extension
for
those
of
you
who've
been
following
that
it
was
approved
on
a
fourth,
let's
see
on
a
6-1
vote,
not
at
the
last
council
meeting,
but
the
council
meeting
before
so
that
road
will
be
constructed.
It's
not
gone
to
the
DRC
yet,
but
it
will
be
coming
to
the
DRC.
The
development
Review
Committee
at
some
point
to
be
sure
that
it's
built
to
City
standards
in
case
at
some
point
in
the
future.
A
The
Community
College
wants
to
deed
the
road
to
the
city,
That's
Not
Unusual
that
happens
in
sup
with
subdivisions
all
the
time.
Anybody,
yes,
sir,
like
instructional
starters
I,
have
no
idea.
When
construction
will
start,
the
community
college
did
have
a
neighborhood
meeting.
I
had
asked
for
and
finally
got
a
meeting
with
them
beg
your
pardon,
oh,
the
Pop's
Ferry
extension
hadn't
gotten
to
that
yet
be
patient
with
me,
but
we'll
get
there.
A
A
B
I
know
none
of
y'all
live
on
that
road
here,
but
the
road
is
caving
in
really
bad,
so
we've
sent
a
contractor
in
we
videoed
the
sewer
and
storm
drain.
Video
strong
drying
pipes
both
have
to
be
replaced,
so
we've
actually
already
got
a
contractor
lined
up
to
do
that.
Work
I,
don't
know.
Yet
when
he's
going
to
get
to
it
because
he's
our
what
we
call
our
repair
replace
contractor.
B
So
he's
got
a
couple:
little
small
jobs
ahead
of
that
before
he
gets
to
us,
but
as
soon
as
he
gets
in
and
replaces
those
pipes,
then
we're
going
to
have
I
think
Dr
still
working
with
the
county,
the
County's
going
to
come
in
and
resurface
that
road
for
us.
So
it's
in
the
works.
I
don't
have
a
time
frame
yet,
but
it
won't
be.
It
won't
be
much
longer
next
couple
months.
A
Thank
you.
Thank
you,
Christy,
that
that
is,
there
are
some
bad
roads
in
Ward,
five,
not
a
whole
lot
of
them,
but
some
of
them.
But
this
is
the
worst
Road
in
Ward
five
and
it
wasn't
in
Ward
5
till
they
redrew
the
lines.
So
their
loss
is
my
gain
happy
to
have
them
Pass
road
by
Goose,
Point,
there's
the
westbound
Lane.
Anybody
know
about
that
spot.
If
you
know
about
that
spot
raise
your
hand.
I
just
want
you
to
know,
and
you
know
to
get
in
the
left
lane
right.
A
So
I
don't
have
anything
to
report
there
other
than
about
every
10
or
12
weeks,
I
notify
Public,
Works
and
I
notify
the
mayor's
office
and
probably
four
or
five
times
a
year.
I
asked
that
question:
when
will
it
be
repaired?
If
you
watch
the
council
meeting
videos
during
the
council
comments
when
he
comes
down
around
to
me,
I
ask
about
that
periodically,
which
reminds
me
that
I
want
to
tell
you
that,
usually
for
say
a
project
like
Christy
described
on
spratly
or
that
spot
on
Pass
road
I
can
tell
you
about
the
problem.
A
I
do
want
to
to
remind
you
that
the
Biloxi
fire
department
at
any
station
in
the
city
of
Biloxi
is
accepting
donations
for
the
tornado
victims
in
North
Mississippi.
You
know,
after
if
you
were
here
for
Hurricane
Katrina.
A
You
know
that
we
received
a
lot
of
attention
and
a
lot
of
folks
spent
donated
time
and
money
in
their
services
for
years,
so
they're
going
to
need
all
the
help
that
they
can
get
so
keep
them
in.
Your
prayers
brings
us
to
Community
Development
Mr
Jerry
creel
is
a
director
he's
usually
here
with
his
absence
tonight.
He
no
longer
has
perfect
attendance
after
five
years,
but
better
than
Jerry
creel,
because
there
are
a
number
of
items
under
Community
Development.
A
A
C
Already
said,
I'm
Tara
I
work
for
code
enforcement.
We
recently
had
to
make
some
changes.
So
that's
what
I'm
here
to
talk
to
you
about
today?
What
we
do
is
we
canvas
the
areas
or
we
take
complaints
from
y'all
and
I
have
business
cards.
If
y'all
have
any
complaints,
let
us
know
we
send
out
a
letter.
We
have
to
communicate
with
you
by
mail.
If
we
catch
you
in
the
yard,
we
may
speak.
If
we
can.
If
not,
we
have
to
send
you
a
letter.
We
send
out
a
notice
of
violation.
C
We
are
required
to
give
you
two
weeks.
The
attempt
is
to
clear
up
the
violations
before
we
go
any
further
we're
not
trying
to
pick
on
anybody.
We
just
want
everybody
to
be
happy.
If
you
give
us
a
call
we're
more
than
happy
to
work
with
you
on
that
time
frame,
if
you
need
just
some
more
time
or
guidance
as
to
what
we
actually
mean
by
the
letter
that
we
send
you
out,
because
sometimes
those
codes
can
be
confusing
and
then
from
there.
C
If
no
efforts
are
made
say
they
live
out
of
town
and
they
don't
get
the
letter
or
they
just
simply
choose
to
ignore
us.
We
actually
have
to
summon
you
to
court
what
the
changes
are.
Is
we
have
to
sign
an
affidavit
and
take
it
to
the
police
department
and
have
an
officer
come
knock
on
your
door
and
serve
you
with
the
affidavit
from
there
it's
going
to
be.
C
You
have
to
show
up
before
a
judge
and
submit
your
arraignment,
so
you
have
to
say
whether
you're
guilty
or
not
guilty
from
there.
The
judge
is
going
to
encourage
you
to
speak
with
our
director
Jerry
creel
and
we're
going
to
set
up
a
plan
we're
going
to
try
to
work
it
out
with
you.
We
don't
want
anybody
to
go
to
court.
That's
not
our
goal.
Our
goal
is
just
to
get
the
property
in
compliance,
so
the
next
step
would
be
to
meet
with
Jerry
and
then
from
there.
C
If
everything's
in
compliance,
we
move
on,
we
close
it
out
and
that's
a
done
deal
we're
not
going
to
have
you
go
to
court?
If
you
don't,
we
are
going
to
have
you
go
to
court
about
two
months
after
that,
and
then
a
judge
is
going
to
make
a
determination
which
can
lead
to
arrest
and
or
fines,
so
give
us
a
call
we're
happy
to
help
you.
We
don't
want
any
of
this.
A
What's
what's
basically
different
is
that
now
those
folks
who
are
in
violation
that
receive
the
notice
of
violation
now
have
to
be
served
to
process?
So
that's
that's.
What's
new
is
the
officer
knocking
at
your
door?
So
don't
panic
if
you
like
most
folks,
you're
wondering
who
reported
that
my
grass
was
knee-high
could
have
been.
Anybody
could
have
been
a
code
enforcement
officer
just
driving
by
all
right
Terry.
A
You
survived
your
first
first
public
speaking
engagement,
Felicia
Felicia
serpas
I'd
asked
for
kind
of
a
report
on
what's
Happening
economically
in
terms
of
development
in
West
Biloxi,
because
I
see
a
few
faces,
and
they
tell
me
every
once
in
a
while
that
nothing's
happening
in
West
Biloxi
and
then
all
of
a
sudden,
a
lot
of
stuff
was
happening
in
West
Biloxi
and
now
we're
wondering
okay,
that's
passed
so
what's
happening
in
West
Biloxi.
So
Felicia
is
here
to
tell
us.
D
D
It
was
a
split
zone
property,
the
front
of
it
was
limited
business
and
the
back
of
it
was
RS5,
which
is
single
family,
so
they
rezoned
most
of
the
property
that
was
behind
Keesler
Credit
Union
I'll
accept
about
three,
almost
four
acres
that
Mr
Ford
was
going
to
keep
himself
and
that
is
still
single
family.
Anyway,
what
they
want
to
do
is
bring
in
all
their
headquarters.
They
want
to
build
a
new
building
and
the
parking
is
going
to
be
behind
the
building
and
that
has
already
been
approved
through
city
council.
D
For
the
zoning
change
on
the
28th.
No
March
7th
I
went
March
7th
other
than
that
I
don't
have
any
updates
on
the
Keesler.
They
have.
It
submitted
any
drawings
of
what
the
building's
going
to
look
like.
There
was
a
preliminary
in
the
zoning
change,
but
that
might
change
so
they
have
to
come
back
to
DRC
and
we
just
had
to
make
sure
it
meets
all
the
LDA
requirements
from
there.
D
I
do
not
know
that
I
do
not
know,
I
could
find
out
for
you,
but
they
will
have.
We
will
have
to
have
site
control
before
they
pull
any
permits,
so
I'm
sure
that's
in
the
works
and
then
the
next
thing
we
have
I
don't
have
any
updates
on
Rouse's
Supermarket.
We
know
they're
coming,
but
they
haven't
pulled
any
into
your
renovation
permits
or
anything.
D
Yet,
if
any
of
that's,
they
need
to
work
on
the
inside,
they
will
have
to
pull
the
permits,
but
we
haven't
had
any
of
those
yet
and
so
the
new
road
that
Dr
Tisdale
mentioned
earlier.
The
Mississippi
Gulf
Coast
Community
College
Road.
It's
going
to
go
from
Pass
road
to
Cove,
Drive
and
I,
have
a
roundabout
at
Eula
and
go
into
the
college.
D
The
public
meetings
for
that.
That
will
not
be
a
public
meeting
for
the
street
itself,
but
we
will
have
to
have
a
public
meeting
on
the
trees.
D
They
are
removing
296
trees,
but
only
27
are
protected
and
I
and
to
my
understanding,
a
couple
of
those
are
have
centers
that
are
rotten
and
they
would
need
to
come
down
anyway.
But
the
hearing
on
that
is
going
to
be
April
6th
if
y'all
want
to
attend
for
the
tree
hearing
at
the
Community
Development
building
on
Dr
Martin
Luther
King
at
two
o'clock,
so
April
6.
For
that
it's
my
understanding
that
the
college
has
agreed
to
pay
into
the
mitigation
bank
for
those
trees,
two
to
one.
D
So
every
one
tree
that
they
take
out
they'll
have
to
pay
double
for
that
which
should
be
about
400
a
tree
which,
if
you
look
at
other
towns
and
other
cities,
it's
kind
of
inexpensive
for
a
tree.
So
that
does
go
into
the
mitigation
bank
and
from
there
we
use
that
to
for
Arbor
Day
and
we
use
that
for
Parks
need
trees
and
things
like
that
city
property
in
these
trees.
That's
where
we
get
the
funds
to
plant
those
so
other
Economic
Development.
D
We
have
a
new
hotel
going
by
Gateway,
Drive
and
Beach.
We
don't
have
any
details
on
it,
yet
they
have
it
submitted.
D
D
So
if
you
come
for
the
tree
here-
and
you
can
hear
that
one
also-
the
convenience
store
on
the
bees,
Road
and
Beach
Boulevard
on
the
east
side
of
that
they're
still
going
forward
with
that,
they
have
to
go
back
to
DRC.
They
had
some
tree
issues,
an
inaccurate
count
on
that
and
we
have
a
new
arborist.
That
is
awesome.
He's
he's
he's
not
letting
anybody
get
away
with
anything.
So
they
have
to
go
back
to
DRC.
D
For
that
we
have
Zaxby's
going
in
the
Old
El
Ranchos
they're,
going
to
tear
it
down
and
then
build
a
whole
new
building.
That
is
easier
for
a
drive-through
with
that
and
they
said
later
in,
they
might
come
back
in
the
back
and
do
a
little
three
unit
strip
mall
or
something
like
that
for
something
else,
but
they
don't
have
a
clue
what
they
want
to
put
in
there.
D
Yet
so
Sky
Zone
will
be
open
on
the
31st
and
then,
if
y'all
have
went
through
Beach
Boulevard
by
Grandview,
you
notice
they
started
as
houses.
There's
five
houses
in
that
Point
Breeze
subdivision
the
five
facing
the
beach
they've
started,
those
there's
39
houses
in
that
subdivision
and
then
Classy
Chassis
Bob
walls,
project
by
music
and
arts.
That
is
we're
just
waiting
for
him
to
pick
up
his
permit
for
construction.
That's
all
approved,
he
should
start
pretty
soon,
and
then
we
have
two
tenants
going
in
the
old
Hobby.
D
Lobby
do
not
know
who
those
are.
He
would
not
tell
me
so
he
just
wanted
y'all
to
know
that
we
do
have
someone
going
and
that's
not
going
to
be.
You
know
vacant
for
very
long
so
and
that's
all
I
have
right
now.
D
A
A
So
Keesler
Credit
Union
did
close
on
the
property
that
that
Roadie,
not
dressed
in
black,
is
Peter
Ray
by
the
City
attorney.
You
never
saw
him
come
up
here.
I.
D
A
A
F
A
Well
see,
but
you
have
to
you,
have
to
look
for
the
positive
aspect.
It
will
slow
you
down
before
you
get
to
that
bad
spot
on
Pass,
Road,
so
think
about
this.
Just
for
a
moment,
we've
got
a
light
at
the
corner
of
Big
Lake
Road
and
pass
road
where
the
credit
union
is-
and
we
don't
know
because
there's
not
been
a
traffic
study.
A
Yet
if
if
there
will
be
a
new
intersection
created
or
signalization
just
west
of
the
building,
where
the
new
Keesler
Credit
Union
building
will
be
because
there
is
going
to
be
a
parking
lot
behind
that
for
several
hundred
cars
there's
only
two
ways
they
can
go,
they
can
come
out
to
pass
road
or
they
the
parking
can
be
configured
that
they
go
out
to
Big,
Lake,
Road
and
and
then
hopefully
turn
on
the
pass
road
to
get
to
where
they're
going.
A
But
if
you
live
along
Old
Bay
or
any
of
the
neighborhoods
back
there,
it's
already
short
a
shortcut
and
has
been
for
50
years
and
I
know.
That's
the
fear
is
that
there
will
be
more
people
taking
that
shortcut,
but
that
that's
a
possible
second
light.
Then
you
get
a
little
further
west
after
you
dodge
about
where
you
dodge
the
spot
and
pass
road.
You've
got
the
Eisenhower
signal
and
then,
when
you
go
past,
Westview
Drive,
that's
where
Pass
Road
bends
to
the
right.
A
It's
the
interest
to
East
View
and
West
View
and
there's
a
steel
building
there
and
right
next
to
that
steel
building
is
where
this
Community
College
Road
will
intersect
with
Pass
Road
and
then,
of
course,
what
less
than
a
quarter
mile
away.
I
don't
know:
400
yards
whatever
you've
got
the
bees
road,
so
from
Big
Lake
to
De
bees
Road,
it's
possible
a
couple
of
years
from
now,
you'll
have
five
traffic
lights
there.
A
Well,
you
know
you
beat
me
to
that,
but
but
a
while
I'm
sure
they'll
be
synchronized,
and
you
know
how
well
that
works,
but
seriously.
You
know
the
lights
on
Highway,
90,
I'm
told
they're
synchronized,
but
every
time,
but
every
time
a
pedestrian
hits
the
button
and
waits
for
the
light.
Then
it's
asynchronized
until
it
can
be
synchronized
again,
which
may
be
when
there's
no
traffic
at
3
00
a.m.
In
the
morning,
I
don't
know
so
anyway.
Any
other
questions,
yeah
Donna.
G
A
A
I
know
and
Public
Works
can't
move
either
it's
a
mess.
Okay,
I
apologize
to
you,
it
Pop's
very
extension,
was
listed
as
one
of
the
first
things,
but
the
mayor
and
Mr
Leonard
weren't
here,
but
I'll
cover
that
based
on
what
I
understand
the
money
is
there
get
to
you
in
a
moment:
Joe
the
money
is
there
for
the
extension
the
city
has
has
the
dollars
to
do
that.
There's
Peter!
You
may
be
in
a
better
position
to
to
answer
this.
Maybe
not
we.
E
A
Right
with
the
Coliseum
Improvement,
that's
going
to
be
a
an
Ingress
egress
that
will
run
from
the
Coliseum
West
through.
What's
now
Oakmont
and
connect,
that's
about
a
block
off
the
beach.
Was
that
all
you
needed
any
other
questions
about
the
Pop's
Ferry
extension
pop
series.
Extension.
G
A
A
Right
well,
hopefully,
the
Coliseum
will
route
them
all
to
that
new
point
of
Ingress
and
egress,
because
I
went
there
this
last
week
with
I,
don't
know
what
it
was:
something
monster,
trucks
and
something
and
the
Paul
Tisdale
admiration
society
and
it
was
packed
and
when
they
were
leaving
they
couldn't
get
on
the
highway.
90
I
had
a
lady
on
Pine
Grove
that
no,
she
called
and
she
said,
I
can't
get
to
church.
I
can't
get
out
of
my
driveway,
so
I
made
it
down
there
and
looked,
and
that
was
accurate.
G
H
A
That's
that's!
No!
That's
the
Mason
Dior
Orleans!
All
that
traffic
comes
through
there,
because
they're
working
on
the
Bea
one
two
and
three,
the
air
along
Highway,
90
and
digging
and
boring
and
all
that
stuff.
So
it's
some
well!
The
good
news
is
at
some
point
all
this
infrastructure
work
will
will
be
done.
The
bad
news
is,
of
course
it's
not
anytime
soon,
but
you
you'll
hear
more
about
that
right.
A
A
You
speak
French
when
you
leave
today.
Christy's
been
the
city
engineer
for
a
number
of
years.
You've
been
employed
at
the
city
years
and
she
left
and
for
a
couple
of
years,
almost
two
years
and
just
came
back
and
she
was
very
much
missed
and
I'm
glad
she's
back
so
in
case
I
ever
need
any
engineering
work
done.
B
So
Dr
Tisdale
has
put
in
a
request.
Well
let
me
start
let
me
back
up,
so
we
did
the
West
Biloxi
master
plan
where
we
went
in
and
looked
at
all
the
water
sewer,
drainage
and
Roads
and
stuff
in
West
Biloxi.
So
now
we
kind
of
have
a
good
plan
of
areas
that
we
need
to
address.
First
areas
that
are
in
the
most
need,
so
Dr
Tisdale
has
put
in
a
request
for
us
to
start
in
the
Edgewater
Estates
area,
because
they
have
very
old
water
lines.
B
I
believe
that's
one
of
the
areas
that
they
just
did.
One
of
the
fiber
companies
did
some
boring.
They
were
constantly
breaking
those
old
water
lines
because
they're
just
they're
just
fragile
if
they
would
drill
even
next
to
them
even
close
to
them.
They
would
end
up
breaking
so
he's.
Put
that
request
in
so
we're
working
with
Administration
to
get
that
project
funded
as
soon
as
it's
funded,
we're
going
to
start
with
a
design.
I
don't
yet
have
a
timeline
on
when
that's
going
to
happen,
but
we
are
working
on
it.
B
A
We
get
to
Mr
Roadie
coming
up.
That's
a
theme,
an
infrastructure
project
he's
the
city's
guy.
For
that
you'll
be
able
to
answer
any
questions
you
have
with
that
anything
else.
Don't
let
her
off
light.
A
Thank
you,
Christy
Sherry
Bell
had
a
scheduling,
conflict.
The
Senior
Olympics
are
going
on
so
she's,
always
somewhere
when
they're.
Here
for
five
or
six
weeks.
The
only
thing
I
had
I
hope
to
get
an
update
on
from
Sherry
was
a
water
fountain
and
pet
spigot
at
Pennzoil
Park.
It
only
took
me
five
years
to
get
new
playground
equipment
and
hopefully,
sometime
soon
again,
I
tell
you
what
it
costs.
I
can't
tell
you
exactly
where
it'll
be
located
somewhere
in
the
park.
A
I
just
can't
tell
you
when
it
will
get
done,
but
we're
still
pushing
that
and
I
know
that
there's
going
to
be
some
funding
coming
up
from
a
previous
bond
issue
to
see
a
number
of
improvements
and
some
of
that
money
is
spent
for
the
Pop's
Ferry
extension.
Some
will
be
spent
for
the
Holloway
complex
improvements
and
then
there's
about
a
million
dollars
left
over
and
I'm
hoping
to
get
a
few
dollars
cost
about
five
thousand
for
an
indestructible
water,
fountain,
With,
A,
Pet's
picket
for
pets,
Miss
camping.
A
Well,
let
me
speak
briefly
to
the
mitigation
trust.
You
know
they
have
a
land
trust
that
you
can
contribute
to
if
you're
having
to
mitigate
wetlands
and
it's
kind
of
a
similar
purpose.
So
if
you
take
down
some
trees,
it's
easier
just
to
write
a
check
for
developers.
It'll
go
into
this
mitigation,
trust
it's
used
to
buy
trees
and
for
irrigation,
sometimes
depending
on
the
location.
The
tree,
that's
one
of
the
responsibilities
of
the
tree
committee
and
Miss
Lally.
A
If
you'll
raise
your
hand,
she's
the
new
Ward
5
representative
on
the
tree
committee,
and
they
make
those
decisions
as
to
what
kind
of
tree
and
where
to
plant
it
and
those
kind
of
things,
and
it's
more
than
just
digging
a
hole
and
sticking
it
in
the
ground,
because
you
don't
want
to
put
it
somewhere
where
it's
going
to
be
cut
down
in
eight
years.
A
A
I
Good
evening,
let's
is
everybody
familiar
with
the
training
infrastructure
work
going
on
along
Highway
90.
you've
seen
it.
There
was
a
question
brought
up
just
a
few
minutes
ago
about
it
just
an
overview
of
it.
It's
a
32
million
dollar
project,
it's
generally
adjacent
to
Highway
90
between
veterans
and
the
bees
Road,
where
we
we're
putting
in
new
water
and
sewer
and
drainage
along
that
area,
but
primarily
Water
and
Sewer
to
replace
damage
is
from
Hurricane
Katrina.
I
Some
of
the
reasons
it's
taken.
This
long
is
it's
very
deep
sewer,
it's
large,
pipe
being
adjacent
to
Highway
90.
It
slows
operations
down
because
we've
got
to
close
Lanes
periodically.
You've
got
a
lot
of
traffic.
We
have
a
lot
of
development
along
Highway
90,
which
causes
us
to
have
to
do
a
lot
of
what
we
call
Jack
and
boring,
which
is
digging
pits
and
cutting
holes
under
the
ground
like
tunneling,
as
opposed
to
the
faster,
more
traditional
method
of
just
cutting
an
open,
ditch
or
trench
laying
in
the
pipes.
I
So
that
increases
our
cost
and
it
delays.
It
extends
the
project,
doesn't
delay
it.
It
extends
the
project
and
it's
more
costly
and
there's
also
been
a
lot
of
development.
Like
I
said,
there's
a
lot
of
signage
out
there,
a
lot
of
new
fiber
optics
and
all
those
utilities
and
signs
and
Landscaping
we
have
to
address
prior
to
our
contractor
coming
in.
I
So
there
was
a
question
you
were
asking
Dr
Tisdale
about
the
driveways
and
grassing.
I
Right
now
the
con
yeah.
So
that's
a
good
question
and
it
comes
to
Boston
right
now.
The
contractor
he's
got
multiple
subcontractors
and
right
now,
they're,
focusing
on
trying
to
get
all
the
sewer
Mains,
the
big
pipe
and
in
all
the
big
water
mains
in
first
and
then
fall
back.
What
we
call
fallback
and
install
the
Individual
Services,
the
tinier
pipes
to
the
houses
and
the
businesses
so
right
now,
they're
just
trying
to
get
from
one
side
of
the
project
to
the
other.
Getting
all
the
big
sewer
and
water
mains
in
then
they'll
fall
back.
I
Sidewalks
will
be
probably
towards
the
very
end
of
the
project
in
regards
to
Ingress
and
egress
out
of
edge
water
in
those
areas.
I,
don't
suspect
that
he
will.
Our
contract
will
get
to
that
until
probably
around
October
for
this
area
only
because
he
is
a
general
contractor
and
he
has
subcontractors
and
the
subcontractors
don't
want
to
come
out
unless
there's
a
lot
of
work
for
them.
So
to
pave.
A
small
couple
of
roads
really
doesn't
benefit
that
subcontractor
to
mobilize
his
forces
on
site.
I
If
there's
something
egregious
like
there's
emergency
or
there's
a
major
event,
we
will
direct
them
to
put
down
temporary
asphalt,
like
we
have
done
in
some
areas,
but
it
would
have
to
be
something
of
significance
that
the
administration
or
our
Council
people
direct
me
to
direct
the
contractor.
To
do
yes,.
G
K
G
What
is
surprising
is
a
lot
of
people
going
away
left
and
going
around
that
corner,
so
it
is
a
problem,
but
my
other
concern
is
you
replace
pipes
at
the
end
or
the
city
has
replaced
pipes
at
the
end
of
Pineville,
which
caused
a
severe
dip
in
the
road.
Okay
that
was
sinking
all
before.
Using
love
can
affirmed
that
whole
section
I
live
literally
at
the
corner
of
Beacon
and
Pineville.
G
The
sewer
stuff
is
coming
down
overheating
and
back
out.
How
does
that
impact
like?
Do
you
expect,
like
these
big?
You
know
these
water
pipes
now
are
coming
into
this
neighborhood
or
heading
out
of
this
neighborhood.
What
kind
of
impact
does
that
put
on
the
existing
pipes
that
are
on
my
part
of
Pine
Grove,
to
where
they
replace
Wright,
doesn't
put
a
significant
pressure
where
we
end
up
with
pipes
going
out
because
of
the
fact
that
those
have
never
been
in
place?
It.
I
Shouldn't
when,
in
the
project
limits
for
what
I
do,
the
Katrina
infrastructure
project
is
very
limited
on
the
distance
away
from
the
highway
that
it
affects,
but
it
should
not
have
any
issues
with
your
pipes
if
there
is
existing
pipes,
north
of
that
that
have
been
there
for
a
number
of
years
or
maybe
been
subject
to
deterioration
over
the
decades
that
have
been
put
in,
they
wouldn't
be
affecting
their
certainly
my
project,
but
just
from
the
natural
aging
of
the
infrastructure
as
a
whole.
Within
the
city.
I
I
L
L
L
A
Thanks
Joe
I
know
what
you're
speaking
of
that's
a
kind
I,
don't
know
if
it
would
be
called
a
collar,
but
it's
a
square
concrete
collar
around
demand
hole
cover,
and
this
was
an
infrastructure
project
that
was
done.
A
Katrina
infrastructure
project
before
Mr
Rhodey
was
here
and
we
were
fortunate
to
have
that
project
move
forward.
A
Damon,
Torres
torricelli
was
the
city
engineer
at
the
time
and
he
worked
with
FEMA
since
they
were
already
doing
some
work
close
by
to
have
them
go
ahead
and
do
Balmoral
so
right
now
it's
no
longer
under
a
warranty
or
whatever,
but
I
know.
Miss
labontard
is
listening
closely
and
carefully
because
that's
now
her
responsibility,
so
I'll
speak
with
her
about
it
later
this
week.
So
she
knows
exactly
where
the
location
is.
A
I'd
have
just
one
other
question,
while
Road
still
lacks
a
final
layer
of
asphalt
and
that's
because
that
infrastructure,
bea2
or
whatever
it
is
still
has
to
go
in,
and
they
have
to
excavate
that
South
End
of
Beauvoir
road
again
to
connect
some
things
or
when
will
that
be?
Are
they
having
to
do
any
more
excavation
or
when
will
that
final
lay?
Our
past
fall
be
placed
in
so.
I
Both
wall
Road,
just
like
any
of
our
infrastructure
projects
like
if
you
go
down
towards
Palace
Casino,
Cedar,
Myrtle
maple,
when
we
get
done
with
our
water,
sewer
and
drainage,
and
we
put
our
what
we
call
Base
asphalt.
It's
like
the
four
inch
layer
of
initial
asphalt
that
you
put
down
that
stays
there
for
an
extended
period
of
time.
The
contractors
usually
do
not
want
to
put
in
the
last
two
inches
of
what
we
call
a
surface
course,
which
is
your
top
asphalt
layer
until
the
very
end.
I
The
reason
being
is,
if
there
are
any
leaks
that
develop
in
the
pipes
or
if
big
heavy
Vehicles
come
through
and
they
damage
that
surface
course
or
if
there
are
leaks
in
the
pipes
like
I
mentioned,
they
will
have
to
cut
through
all
all
that
asphalt.
So
what
they
typically
do
is
leave
two
inches
remaining
of
asphalt
to
be
placed,
so
they
have
to
come
back
and
have
to
tie
in
the
water
and
sewer
at
the
North
End
of
the
project
limits
by
the
Coliseum
East
Gate
on
both
wall.
I
So
we're
going
to
come
back
and
tie
those
in
when
the
pump
station
is
complete
and
then
somewhere
down
the
line.
Probably
next
year,
they'll
put
the
last
two
inches
of
surface
asphalt
down
there
and
that's
that's
how
it
is
all
over
the
place.
We
we
just
put
down
four
inches
and
then,
at
the
very
end
we
try
to
put
down
all
the
last
two
inches
of
layer.
So
it's
a
nice
smooth
ride
at
the
very
very
end,
but.
I
M
A
Thank
you.
Yes,
somebody
had
mentioned
to
me
that
we
still
have
detour
signs
that
are
covered
with
trash
bags.
I
I,
assume
that
is
related
to
the
Beauvoir.
Closing
and
I'm
wondering.
Can
those
signs
be
removed
now
or
do
they
still
need
to
be
up?
There
are
maybe
five
or
six
of
them
a
long
Pass
road
to
Eisenhower.
So
that's
the
only
thing
I
could
think
of
and
I
think
there
may
be
one
or
two
on
both
I'll.
I
Have
I'll
have
to
look
into
that?
We
we've
got
besides
my
construction.
We
have
a
lot
of
dot
surface
work
going
between
Ocean
Springs,
the
Bay
St
Louis,
basically,
and
so
a
lot
of
times.
The
dots
contractor
signage
is
out
there
and
it's
not
related
to
my
project,
but
I
will
look
into
that.
Councilman.
D
I
If
there's
some
specific
places,
I'll
go
and
check
them
out
and
yeah
we'll
remove
them.
Yes,
sir.
A
Okay
and
he
he
wants
you
to
call
him,
that's
why
he
gives
you
a
cell
number.
Imagine
that
he's
here
and
Grand
for
Everett
is
here
now
those
of
you
before
I,
let
Chief
Miller
speak.
Those
of
you
know
that
with
spring
break
or
traffic
plans
in
general,
you
know
the
last
four
years
there
have
been
four
different
people
in
that
position.
A
So
I
figure,
you
know
every
time
I
go
see
him.
It
could
be
the
last
time.
I
see
him,
but
grand
for
Elliott
is
here
and
he's.
He
knows
this
stuff
and
he's
got
a
few
years
to
go
so
Chief.
It's
all
yours.
Thank
you.
Thank
you
for
coming.
M
He
has
a
few
years
to
go
but,
like
the
councilman
said,
events
coordinators,
don't
don't
last
very
long,
but
but.
M
K
M
M
And
and
Lewis
is
in
charge
of
our
Intel
unit
and
all
the
the
the
cameras
that
you
see
going
up
and
the
camera
registration
and
I'm
going
to
ask
Lewis
in
a
few
minutes
to
make
a
few
comments
on
that.
So
you'll
know
exactly
what
to
expect
from
that.
So
if
I
can't
answer
your
questions
about
spring
break,
Granville
certainly
can,
but
spring
break
is
going
to
be
the
13th
through
the
16th.
So
yes,
it's
it's
coming.
It's
going
to
be
here.
M
I
know
that
some
of
the
questions
I'm
going
to
get
from
this
crowd
are
is.
Is
that
back
entrance
going
to
be
accessible
to
the
neighborhood
and
and
we're
going
to
ask
we're
going
to
ask
that
it
be?
But
you
know
sometimes
the
Coliseum
works
with
us
and
and
most
of
the
time
they
do,
but
we'll
have
to
we'll
have
to
fill
that
out
and
see
we're
not
real
sure
how
large
spring
break
is
going
to
be
and
and
I've
told
you
this
before
it's
because
of
the
promoters
any
other
event.
M
We
usually
can
go
to
the
promoters
and
and
determine
basically
how
large
it's
going
to
be
and
what
they
expect,
but
with
spring
break
there's
usually,
we've
had
as
many
as
as
eight
or
ten
promoters,
and
they
they're
only
interested
in
promoting
what
they're
doing
so.
There's
not
really
a
lot
of
they're
not
really
getting
together
on
that.
M
So,
but
we
know
already
that
there's
going
to
be
a
show
at
the
Coliseum,
we
know
that
a
couple
of
the
of
the
clubs,
local
clubs
do
have
some
events,
so
we
know
that
we're
going
to
have
those
already
and,
quite
frankly,
we're
we're
established
as
a
spring
break
spot.
Now,
if
there
was
nothing
booked,
I'll
show
you
Spring
Breakers
are
still
going
to
come.
Granford
you
want
to
add
anything.
To
that.
A
M
N
All
right,
hello,
again,
I'm
granber,
so
a
couple
things
that
we
have
learned
about
spring
break,
there's
three
different
event
from
event,
promoters
that
we
can
think
of
or
are
identified.
So
one
of
them
is
going
to
be
in
a
normal
area
right
around
Quality
Inn,
he's
saying
this
all
of
his
stuff's
going
to
be
there.
They
have
stuff
planned
for
the
beach
like
flag
football,
volleyball,
karaoke
contest
and
stuff
of
that
nature.
N
A
little
bit
further
to
the
West
around
Motel
6
there's
another
event
coordinator:
that's
going
to
be
on
the
beach
doing
some
type
of
karaoke
or
concert
in
itself,
and
then
there's
one
more
that
we're
trying
to
get
a
feel
for.
We
don't
really
have
a
whole
lot
of
information
on,
but
those
are
the
three
I
guess,
organizers
promoters,
that
we've
been
able
to
identify
with
these
spring
break
festivities.
N
Now,
with
that
being
said,
I've
also
talked
to
sand
beach
Authority,
who
said
they
were
not
issuing
any
permits
for
the
sand
beach
in
itself,
so
minus
any
permits
from
the
sand.
Beach,
there's
really
not
a
whole
lot
that
they
can
do
lawfully
I
should
say
and
Sam
beach
has
assured
me
that
they
would
have
sand
beach
Patrol
out.
So
if
any
of
those
issues
should
arise
while
we're
there
or
there
there
Sandy
should
address
those.
N
Right
now
we
are
going
through
a
transitional
period
where
we've
lost
some
officers
and
we
need
more
officers.
So
if
you
look
at
this
event,
compared
to
last
year's
event,
was
probably
going
to
be
working
about
20
officers
less
than
what
we
had
last
year.
N
We
think
it's
very
impactful
for
us
and
helps
us
big
picture
wise
now
with
the
traffic
concerns.
I
just
asked
that
if
you
have
somewhere
to
be
prepare
for
that
plan
accordingly,
as
you
all
know,
there's
phases
where
it
could
be
Highway
90
is
Flowing.
Westbound
eastbound,
just
fine
and
35
40
minutes
later
is
gridlock.
N
Some
of
these
things
we
really
can't
plan
for
now
on
Saturday.
We
know
Saturday's,
Saturday
and
Saturday.
It's
early
that
morning
to
late
or
early
the
following
morning,
it's
going
to
be
gritlock
for
a
lot
of
that,
but
Friday.
That's
where
it's
kind
of
that
unknown,
where
it
could
be
good
up
until
noon.
It
could
be
three
o'clock
four
o'clock,
but
at
some
point,
90
is
going
to
be
turned
into
a
parking
lot,
so
plan
for
alternate
routes
to
take
alternate
routes
leave
early.
N
If
you
have
to
get
to
work
just
know,
when
you
get
off
work,
it
may
be
a
little
bit
unbearable
we're
going
to
try
our
best
to
get
you
there.
If
you
haven't
received
your
passes
by
now.
Please
look
for
those
because
that's
going
to
be
a
big
help
to
you.
What
we're
going
to
try
to
do
this
year
is,
if
you're
living
in
any
areas
that
are
impacted,
and
you
have
your
pass-
we're
going
to
try
our
hardest
to
get
you
in
without
having
to
send
you
around
the
world.
N
We're
also
going
to
try
to
identify
actual
turnaround
points
this
year.
In
years
past
you
know,
we've
had
residents
and
others.
Where
can
I
turn
around
once
we
get
to
that
point,
we
have
to
close
turnarounds.
Typically,
the
answer
is
you
have
to
go
down
to
the
next
officer
and
ask
him,
or
you
have
to
ask
her
and
by
the
four
fifth
officer,
you're
frustrated.
That
officer
is
frustrated
from
being
asked
the
same
question,
so
we're
going
to
try
to
implement
actual
turnaround
points,
or
we
can
say
all
right.
N
You
just
got
to
go
a
little
bit
further
east
a
little
bit
further
west.
You
can
turn
around
here
and
it'll
actually
be
a
turnaround.
Point,
not
just
somebody's
passing
you
along
to
the
next
officer,
in
addition
to
that,
but
the
passes,
if
you,
for
whatever
reason,
leave
your
past
at
home,
just
know
when
you
we
ask
well,
do
you
have
anything
driver's
license
that
show
your
address
a
lot
of
times.
People
have
moved,
they
don't
really
have
updated
information
on
a
driver's
license.
G
K
G
N
Right
and
and
we've
kind
of
studied
that
area
a
little
bit
and
I've
talked
with
people.
Who've
run
the
event
prior
to
me,
and
one
of
the
things
that
we're
going
to
do
is
put
more
officers
in
that
area
of
quality
and
we'll
have
more
officers
in
the
area
of
Motel
6
as
well.
So
where
you
traditionally
saw
a
handful
of
officers,
you'll
see
more
beefed
up
Patrols
in
that
area.
N
We'll
have
two
we're
going
to
have
people,
that's
actually
on
the
service
Drive
you're
going
to
have
people
actually
responsible
right
there
for
those
areas,
briarfield
and
Pine
Grove
we're
also
going
to
have
mobile
units
that
are
kind
of
assigned
to
the
area.
So
if
what
we
have
in
place
is
kind
of
not
getting
it
we'll
pull
people
and
have
those
mobile
units
to
get
there
and
they'll
even
increase
more
of
a
presence.
There.
A
For
a
moment,
everybody's
looking
at
this
past
and
I
know
you're
you're
wishing
you
had
one
most
of
you
didn't
get
one,
but
there
are
a
handful
who
did
this
pass
started
it
when
I
was
first
elected
for
this
event
and
cruising
the
coast,
and
it's
because
you're
right
in
the
middle
of
everything
they
are
several
neighborhoods
Oakmont
Place,
Grandview,
Apartments,
Mason
de
Orleans
apartment
Edgewater,
Park
and
in
the
briarfield
subdivision.
So
these
residents
in
the
last
couple
of
days
you've
had
one
or
two
in
your
mailbox.
A
So
if
you
don't
see
me
at
the
next
meeting,
I'm
serving
hard
time
at
a
Federal
Institution
for
putting
these
in
mailboxes,
but
anyway,
I
just
wanted
to
explain
that,
because
most
of
you,
you
don't
see
this
and
I.
Had
one
lady
call
and
said
so:
I
want
to
pass.
Why
do
you
want
to
pass
because
you
can
go
anywhere
in
the
city
with
it
during
an
event
and
I
thought
I
need
to
start
selling
these
passes.
If
you
can
do
that,
thank.
N
You
all
right
so
last
couple
things
I
have
for
you,
the
traffic
updates.
That's
going
to
be
one
of
the
most
important
things
to
you
for
being
in
this
area.
So
just
know
you
can
go
to
the
city's
website.
Biloxi.Ms.Us.
You
can
follow
any
of
the
social
media
Pages.
You
can
get
traffic
updates
that
way,
but
you
can
also
text
Biloxi
to
888-77
and
get
updates
that
way
as
well.
So
it'll
kind
of
inform
you
of
what
we're
going
what's
going
on
with
us
just
know.
All
of
our
traffic
plans
are
in
phases.
N
N
Discount
I
guess
now
my
baby,
so
as
it
pertains
to
director
Miller,
there's
a
lot
of
times
that
he
have
other
stuff
going
on
during
these
events,
but
he
feels
a
million
phone
calls
during
them.
It
would
probably
be
a
lot
easier
for
you.
Anything
event
related.
Just
call
me
directly.
I
will
give
you
my
cell
phone
number
and
anything
that
needs
to
be
addressed.
This.
N
N
It's
two
two,
eight
three,
eight
zero
2016.
N
You
know
yes,
two
two,
eight
three,
eight
zero
2016.
L
N
Sir,
yes,
sir,
everything
about
the
plan
as
far
as
cones
and
all
is
going
to
remain
the
same.
We're
not
changing
any
of
that.
We
just
don't
know
a
hard
or
even,
if
we'll
get
to
a
point
where
we
have
to
inter
enact
that
emergency
Lane,
but
the
cones
will
be
there
on
Highway
90,
probably
early
as
Wednesday
Thursday.
N
That's
a
great
concern.
So
last
year
the
the
officer
had
planned
this
event
did
a
pretty
good
job
of
kind
of
stretching
out
the
resources.
So
he
had
what's
called
a
I.
Guess
you
calling
my
early
kind
of
a
mid
and
a
late
crew
to
come
in,
so
we're
going
to
keep
that
same
concept
for
the
most
part,
but
we're
kind
of
increasing
you
know
maybe
taking
more
from
one
one
group
and
to
the
next
and
then
with
the
patrol
officers
as
it
gets
so
late
or
so
early
into
the
next
morning.
N
We
rely
on
them
to
kind
of
come
down
drop
South
when
they
can
they're
not
answering
calls
for
service
to
help
us
out.
But,
most
importantly,
we
go
back
to
that
see
something
say
something
concept.
So
when
you
see
those
suspicious
persons
or
groups
that
are
kind
of
hanging
out
or
walking
back
and
forth,
if
you
don't
feel
like
it's
something,
that's
warrants
a
9-1-1
call.
We
do
have
non-emergency
dispatch
number,
which
is
228-3920641.
You
can
call
that
number
and
tell
dispatch
or
give
a
description
to
dispatch.
N
Tellity
is
what
you're,
seeing
and
we'll
get
somebody
there
fairly
quick,
but
a
lot
of
the
times
if
we
have
stuff,
if
we're
stretched
from
one
end
to
the
other,
or
we
just
can't
be
there
right
then,
and
there
that
call
to
dispatch
triggers
us
to
free
up
somebody
or
multiple
officers
to
get
them
there.
So
it
wouldn't
take
much
for
us
to
be
there.
G
And
I
will
contribute
that
you
should
know
just
to
have
to
look
at
it
and
I
literally
called
one
that
it
was
like
12
15
and
morning,
and
this
is
out
there
and
like
just
I,
don't
know
if
it's
wrong
for
the
time
without
the
basketball
and
he's
pretending
to
be
engineering
from
here
and
literally
within
after
what
we
came
and
they
got
the
model
they
had
to
work.
Three
other
people
that
came
back
one
guy
is
like
totally
like
this
and
it's
blocking
them
looking
into
the
sewers
like.
N
K
M
Thanks
Evan,
so
you
can
see
very
intelligent
young
man
he's
going
to
do
he's
going
to
do
well
into
position,
he's
already,
probably
Leaps
and
Bounds
ahead
of
some
of
the
other
folks
that
have
been
our
events
coordinator,
what
he
was
referring
to
earlier
about
being
short
and
that's
a
nationwide
problem,
and
probably
some
of
you
have
seen
that
that
there's
not
a
lot
of
young
people,
don't
want
to
get
into
this
business
anymore.
So
we
find
ourselves
with
a
curious
situation
that
we've
never
never
experienced
before.
In
the
past.
M
It's
always
been
a
lack
of
money
to
bring
new
policemen
in
well.
Thanks
to
the
councilman
and
the
mayor
that
money
is
now
there,
those
positions
are
in
place.
We
just
can't
find
people
to
fill
them,
so
there
was
a
time
when
we
would
give
an
entry-level
test,
a
police
officer
entry-level
test,
and
we
would
have
man.
We'd
have
three
400
people
show
up
we're
lucky
now.
M
If
we
have
five
or
six
that
show
up
and
out
of
that
five
or
six,
you
can
count
on
it,
at
least
at
least
two
percent
of
them
or
well.
Five
percent
aren't
going
to
pass
the
test.
Two
percent
aren't
going
to
pass
the
background,
and
you
know
we
absolutely
are
not
going
to
lower
our
standards
just
to
put
bodies
on
the
road
we're
not
going
to
do
it.
We
know
we'll
we'll
pay
for
that
in
the
future.
So
we're
not
going
to
do
that
and
we've
seen
other
cities
doing
it.
M
We're
seeing
them
pay
for
that
now
so
I'll
say
all
that
to
say
if
you
know
anybody
that
wants
to
have
would
like
a
rewarding
career
as
a
police
officer
or
a
dispatcher,
you
know
give
us,
please
give
us
a
shout
and
and
push
it.
I
think
that
this
pendant
will
swing
the
other
direction.
I
just
don't
know
when
it
will
we've
seen
in
the
last
few
months,
we've
seen
some
positive
moves,
we're
bringing
10
in
here
shortly.
M
So
we
we
see,
we
see
things
changing
it's
just
not
nearly
as
as
quick
as
we
would
like
it
to
be,
and
then,
besides
spring
break,
you've
got
the
air
show,
which
is
the
28th
through
the
30th
and
then
may
the
1st,
through
the
fourth
you've
got
Jeep
in
the
coast,
then
June
5th
through
the
11th.
You
got
the
billfish
tournament
June
23rd,
that's
what
is
that
23rd
to
the
25th
you've
got
scraping
the
coast
and
then
October
the
1st
through
the
8th.
M
And
that
that
was
due
to
not
being
somebody
that
was
from
here
that
actually
you
know
and
then,
but
probably
some
of
that
fault
was
on
us,
but
I
think
we
explained
pretty
well
what
we
wanted
it
just
wasn't
done.
So
there
is
a
downside
to
bringing
those
officers
in
besides
bringing
them
in
and
paying
them.
You
know
very
well.
The
state
of
Mississippi
requires
that
we
pay
their
retirement
also,
while
they're
here
so
it's
expensive
for
us
to
do
that.
M
We
have
to
find
a
place
for
them
to
stay,
and,
and
so
it
gets
expensive
for
us
most
of
the
time
we'll
bring
in
somewhere
between
12
and
20.
and
they're
a
lot
of
help
to
us,
but
it
is
expensive
and
that
has
to
come
right
out
of
our
budget.
So
it's
not
something
that
we
want
to
do,
but
until
we
can
get
enough
officers
hired
it's
something
that
we
will
continue
to
do.
M
So
our
budget
usually
runs
about
22
million
dollars
and
this
year,
because
of
some
infrastructure
stuff
that
we
did,
we
were,
we
were
about
25
million,
maybe
a
little
over,
maybe
closer
to
26.
Once
we
added
some
Grant
stuff,
so
law
enforcement
is
expensive
and
it
get
it's
getting
more
expensive
by
the
day
and
I'm
going
to
say
this
years
ago,
cops
were
not
paid
very
well,
because
there
was
always
a
young,
some
young
person
that
would
step
up
and
do
the
job
and
it
wasn't
about
pay.
Well,
we
now
don't
have
that.
M
That
is,
that
is
for
right.
Now
it's
a
thing
of
the
past,
so
everywhere
in
the
United
States
you've
seen
the
pay
for
police
officers
rise,
and
it's
not
because
anybody
wants
it
to
rise.
I
mean
the
cops
do,
but
it's
simply
that
they
just
can't
hire
the
policeman
and
they're
having
to
get
very
creative
to
do
that,
and
then
next,
if
any
questions
on
any
of
that,
all
right,
I'm
going
to
ask
Louis
more
Aunt,
Captain
Louis
Moran,
to
step
up
yes,
sir.
M
S
yeah
yeah,
so
so
we
follow
What
the
uniform
control
substance
act
says
we
can
follow,
which
is
pretty
extensive
and
that's
that's
set
by
the
DEA.
So
we
follow
those
laws.
You
know
extensively
if
we
can
put
somebody
in
jail
or
drug
dealer
in
jail.
That's
what
we're
going
to
do.
It
is
it's
not
as
quite
as
easy
as
it
used
to
be
to
give
somebody
a
hard
time.
But
in
my
personal
opinion,
I
mean
there's
this
person.
M
That
needs
needs
a
hard
time
as
a
drug
dealer,
so
we're
following
what
what
the
law
says
we
can
do
and
that's
that's!
That's
changing
pretty
rapidly
too,
because
you've
got
new
drugs
like
like
spice
coming
into
the
picture
and
and
the
federal
government
really
they're
they're,
jumping
pretty
quick
to
try
to
try
to
change
those
laws
and
and
add
whatever
they
need
to
add.
L
L
M
M
If
we,
if
we
need
to
use
it
first,
we're
going
to
try
to
follow
What
the
uniform
control
substance
act
says
we
can
do
and
if
that
doesn't
work
for
us,
then
we'll
fall
back
on
what
a
city
ordinance
can
can
do
for
us
all
right.
So
I'm
going
to
ask
Lewis
to
touch
a
little
bit
on
fuses,
to
explain
to
you
what
fuses
is
and
then
the
camera
registration
Lewis.
If
you
can
do
that,.
R
Good
evening,
just
to
reintroduce
myself,
I'm
Lewis
Moran
I'm,
the
captain
of
our
administrative
Services
Division,
and
one
of
the
things
that
I'm
responsible
for
is
management
over
our
criminal
intelligence
unit
and
real-time
crime
Center,
which
manages
the
crime
camera
program.
You've
heard
us
speak
about
our
crime
camera
before
in
Prior
meetings
we're
in
about
going
into
our
third
year
of
our
crime
camera
program,
and
we
continue
to
improve
and
refine
those
programs
and
some
of
our
approaches
to
really
implementing
intelligence-led
policing
and
technology
and
our
everyday
work
echo
in
what
cap
remember.
R
It
was
talking
about
with
our
your
notification
systems,
if
you're
not
subscribed
to
the
city's
text
messaging
system
subscribe,
because
it's
one
of
the
best
sources
of
information
during
these
large
events
that
will
keep
you
informed
on
traffic
management
plans.
Part
of
our
job
in
the
real-time
crime,
Center,
is
US.
R
Supporting
these
large
events
through
traffic
management
and
situational
awareness
through
platforms
like
fuses
fuses,
is
a
virtual,
real-time
crime,
Center
service
that
we
are
part
of,
whereas
we
have
different
data
feeds
that
go
into
this
virtual
platform,
that
officers
and
supervisors
in
the
field
can
access.
In
real
time
to
increase
their
situational
awareness,
so
if
you
think
in
terms
of
practical
application
during
these
large
events,
if
you
remember
not
that
long
ago
within
10
years
ago,
when
we
would
go
to
a
full-scale
traffic
diversion,
it
means
we
pretty
much
locked
the
city
down.
R
If
you
remember
that-
and
it
took
a
good
portion
of
our
our
manpower
to
do
that-
probably
at
least
80
percent
of
our
event.
Staffing
went
to
traffic
diversion
operations,
which
means
that
we
had
to
lock
intersections
down.
We
had
to
divert
traffic
around
through
the
city
to
keep
traffic
moving,
so
people
could
move
from
point
to
point
with
the
with
our
implementation
of
the
real-time
crime
Center
we're
able
to
identify
problem
areas
before
they
require
intervention.
R
So,
instead
of
going
to
an
All
or
Nothing
approach
for
traffic
diversion,
we
can
select
two
or
three
problem
intersections
at
choke
points
put
those
into
version,
whereas
we
split
officers
in
the
intersection
put
them
in
flashing
mode.
We
put
the
barricades
out
and
we
can
move
traffic
through
those
areas
and
create
relief
in
the
other
areas
of
the
city.
So
traffic
can
stay
moving.
R
So
we
can
do
that
and
accomplish
those
tasks
with
about
30
percent
of
the
Staffing
of
what
we
required
before
and
so
what
that
allows
us
to
do
in
terms
of
event
operations,
we
can
take
that
allocated
Manpower
for
only
using
30
percent.
Now
we
have
60
percent
or
more
to
dedicate
to
response
services
and
for
saturation
Patrols
in
those
problem
areas
that
y'all
were
talking
about
before
some
of
those
hot
areas
where
we're
always
having
concentrations
of
people,
we
can
put
officers
on
foot
in
those
areas.
R
We
don't
have
to
worry
about
those
officers
having
to
respond
to
other
locations,
because
we
still
have
mobile
units
that
can
move
from
point
to
point
in
their
vehicles
and
you
know
take
that
that
extra
Manpower
and
stick
them
in
those
saturation
areas,
so
part
of
the
thesis
program
is
What's
called
the
camera
registry.
That
is
a
mechanism
by
which
you
can
register
your
home
surveillance
cameras.
We
don't
necessarily
see
those
cameras,
we
don't
have
access
to
those
cameras.
It's
essentially
a
database
showing
that
you
have
cameras
at
your
on
your
property.
R
We
can
see
that
in
a
secure
database.
Nobody
else
can
see
it.
Your
neighbors
can't
see
it.
The
criminals
can't
see
it.
Only
Public
Safety
can
see
it,
and
that
allows
us
to
reach
out
to
you
an
event
where
you
have
and
say.
For
example,
you
have
your
neighbors
broken
into,
and
so
the
first
that
we
do
as
part
of
the
investigative
process
is,
we
start
looking
around
the
neighborhood
to
see
who
has
cameras
to
see
who
might
have
captured
images
or
recorded
images
of
any
suspects
transit
in
the
area.
R
One
of
the
other
things
that
fuses
does
is
it
allows
us
to
create
dashboards
for
these
large
events.
So
again,
we
can
create
a
Consolidated
view
for
our
supervisors
and
again
it's
all
about
trying
to
get
as
much
information
out
as
possible,
creating
situation,
awareness
and
making
sure
that
everyone
has
the
information
they
need
to
conduct
a
safe
event.
Okay,
any
questions,
questions.
R
So
if
you
go
to
the
city's
website
biloxi.ms.us
and
if
you
look
at
the
bottom
at
the
tiles
you'll
see
an
icon
for
camera
registry
and
when
you
select
that
icon
it's
going
to
bring
you
to
a
city
city
page,
it's
a
registration,
page
and
there's
a
short
video
that
you
can
watch.
You
can
kind
of
get
a
more
in-depth
view
of.
What's
what
the
program's
about
they'll
be
they'll,
be
it'll
direct
you
to
another
page
where
you
can
fill
out
some
registration
information,
and
you
know
once
you're
registered.
You
know
we'll
get
notification.
R
So
we're
not
directly
accessing
any
of
your
cameras.
What's
essentially
what
you're
doing
with
the
camera
registry
is
you're,
just
letting
us
know
that
you
have
cameras
that
cover
outside
spaces,
and
essentially
it
allows
us
to
put
a
pen
mark
on
a
map
of
of
where
your
address
is
with
your
contact
information.
Okay,
any
other
questions.
R
You
know
that's
one
of
the
things
that
we
really
are
really
working
on.
Of
course,
you
know
with
a
phased
approach
like
any
any
new
program.
You
can't
put
everything
all
out
at
once.
It's
just
like
some
of
the
infrastructure
projects.
We
do
things
in
phases
and
so
the
first
year
we're
really
concentrated
on
the
entertainment
district
downtown
and
we
got
sufficient
coverage
there.
At
the
same
time,
what
we
were
doing
is
moving
along
Highway
90
and
trying
to
get
as
much
coverage
there
as
possible.
R
So
now,
our
next
phase
is
that
we're
starting
to
move
complete
the
west
and
we're
going
to
start
working
our
way
North.
We
do
have
camera
coverages
in
specific
locations
in
all
parts
of
the
city.
But
what
we're
doing
now
is
we're
in
the
phase
we're
trying
to
reinforce
that
with
different
types
of
camera
coverage.
We
have
both
what's
called
pan
tilt
Zoom,
which
means
that
we
can
actively
move
the
cameras
from
point
to
point,
but
we
also
have
cameras
that
do
nothing
but
concentrate
on
vehicle
tags,
and
we
we
used
a
layered
approach.
O
O
O
O
M
A
Thank
you
Chief.
This
is
kind
of
the
best
group.
I've
ever
had
an
award
meeting
really
and
I
want
to
remind
you
that
I'll
put
up
a
summary
on
my
website
and
then
an
e-blast
in
case.
You
know
folks
who
miss
this
meeting
or
you
you
missed
something
that
was
said
tonight
and
there'll
also
be
a
link
to
the
video
of
John
Major
is
behind
the
camera
there.
At
this
point,
I'd
like
to
introduce
Brian,
McLeod
Brian
I,
don't
clearly
understand
the
pecking
order
of
the
fire
department.
But
what
is
your
title?
A
R
S
S
S
If
you
want
to
do
some
and
basically
call
the
main
office
number,
the
area
code,
228,
435,
6200,
ask
for
fire
prevention,
say
you're
interested
in
the
Smoke
protector
program
and
we'll
fill
out
the
information
and
then,
when
we're
gut
availability,
we'll
contact
you
and
schedule
all
the
time
to
go
out
to
your
house
and
install
and
then
in
the
back
when
we're
there.
We'll
have
you
sign
a
little
waiver
to
say
in
that
we've
installed
these
into
your
residence.
S
S
S
Instead
of
every
six
months,
every
time
the
time
changes
changing
out
your
batteries,
these
are
good,
for
mostly,
it
says,
10
years,
depending
on
how
many
times
it
goes
off
for
false
alarms,
it
may
vary
and
they
are
man-made.
So
every
now
and
then
we
may
have
a
bad
one
and
if
you
do
call
us
and
we'll
replace
it,
but
these
are
for
10-year
tamper-proof
once
they're
up
they're
up
North.
S
I've
only
got
one
demo
right
now,
but
I
do
have
applications
if
you're
interested
in
it.
We
do
it
for
your
houses.
We
don't
do
it
for
apartment
complexes.
If
you're
living
in
an
apartment,
complex
and
have
issues
then
feel
free
to
contact
us,
because
that's
going
to
be
a
Code
Enforcement
issue,
there.
S
Any
questions,
and
again
he
mentioned
earlier
about
the
donations
we
are
taking
donations
to
fire
stations
for
the
relief
and
just
like
discussed
about
the
shortages
in
the
police
department.
We
also
in
the
fire
department
are
always
taking
applications
as
well,
and
you
can
do
anybody's
looking
for
a
job
for
the
fire
department,
you
can
get
the
application
on
the
website
luxy.ms.us
or
you
can
call
the
main
number
again,
which
is
228-435-6200
and
ask
for
more
information.
S
A
You
know
I
always
solicit
topics
just
to
see
if
there's
anything
in
particular
you
you
want
to
see
covered
and
I
think
for
the
second
time
ever
Craig
deroche.
Ladies
and
gentlemen,
Craig
deroche
submitted
something
so
I'm
going
to
give
Craig
a
few
minutes
here
to
speak
to
this
topic
and
then
we'll
wrap
it
up
with
questions
and
answers.
Craig.
T
T
T
The
Biloxi,
Beach
Skyride
is
a
proposed
idea
and
a
suggestion
at
this
point,
I'm
making
contact
with
the
mayor
who
likes
this
and
Dr
Tisdale,
who
said
that
I'm
going
to
throw
people
under
the
bus
at
this
point
by
the
way?
Oh,
that's
doable,
quote:
unquote:
Dr
Tisdale.
T
Know
one
of
the
things
that
as
long
as
I've
lived
here,
family
friendly
is
a
key
topic.
You
want
an
activity
or
an
event:
that's
family
friendly!
Well,
this
is
family
friendly.
Let
me
tell
you
something
and
you
won't
pay
for
it.
If
I
can
help.
Now,
that's
a
pretty
strong
statement.
I've
been
enough.
City
Council
meetings
over
the
years
to
know
yeah
boy,
that's
a
good
idea,
but
how
are
you
going
to
pay
for
it?
That's
what
said
every
single
time
and
y'all
can
relate
to
that.
T
Well,
there
is
money
out
there
and
there's
individuals
out
there
that
not
only
know
about
Biloxi
but
they're,
currently
developing
things
in
Biloxi
and
on
this
Coast
I
created
this
Facebook
page
Biloxi
Sky
Ride,
to
try
to
entice
these
people
out
of
the
woodwork
you
would
say,
but
I
was
contacted,
so
it
worked
by
an
individual
and
I
will
not,
and
I
cannot
release
his
name
right
now,
because,
as
soon
as
I
do
people
want
to
throw
their
projects
at
him
and
they
want
him
to
fund
everything
under
the
bank
Under
the
Sun,
that's
not
going
to
happen.
T
This
is
for
Biloxi.
By
the
way
this
project
is
to
affect
our
tax
base.
I
want
to
create
jobs
in
the
revenue
for
our
tax
base,
not
to
move
or
to
stay
low,
and
you
can't
always
ask
a
casino.
You
can't
always
have
your
hand
out
to
a
casino
wanting
them
to
pay
for
everything.
Now
they
might
have
started
out
in
gangbusters
wanting
to
do
that
initially
when
they
came
here,
but
you
know
what
sometimes
we
can
be
smart
enough
to
get
out
there
and
look
well.
This
man
contacted
me.
T
T
He
has
a
billion
dollar
portfolio,
that's
a
b
with
a
B
with
a
billion
behind
it,
man,
so
I,
don't
know
these
types
of
people.
You
know
millionaire
I,
don't
know
these
types
of
people
and
to
be
honored
by
this
guy
contacting
me.
So
once
he
told
me
his
name,
I
did
some
research
and
I
forwarded
that
information
to
the
mayor
and
I'm
gonna,
give
it,
secondly,
to
Dr
Tisdale
just
joking,
but
I
need
support.
We
want
support
for
this.
This
is,
like
I,
said,
family
friendly.
T
T
Well,
you
know
what
Disney
World
created
this.
They
designed
it
and
they
made
it.
They
ran
the
safety
specs
and
operations
on
it.
They're.
The
premier
engineering
firm
that
a
lot
of
Engineers
and
my
city
engineer
over
here.
You
know
that
they're,
a
premier
engineering
organization,
everybody
wants
to
work
for
Disney
if
they
can
so
what
they
did
was
they've
created
this
thing
and
it
costs
they
keep
the
the
cost
close
to
the
best
like
Disney
does.
T
T
So
this
Equity
guy
he's
from
California.
He
says:
I've
taken
this
30
000
mile
overview.
He
says
I'm
looking
at
about
30
million
dollars
to
33
million
dollars,
and
he
so
I
said.
Well,
you
know
the
city,
it's
a!
We
don't
want
the
city
to
pay
for
every
Everything.
The
city's
got
to
pay
for.
Why?
Why
can't
we
find
some
money?
He
says.
T
It
should
be
well
I
thought
about
doing
that,
to
finance
this
initially
or
to
propose
financially
this.
Well,
that's
when
he
said,
I've
got
a
lot
of
experience,
doing
that
I
back
away
from
that,
this
man
has
financed
the
Sacramento
King
Center,
the
Charger
Stadium
among
its
others,
he's
working
in
Austin
on
projects.
T
T
T
The
lowest
is
20
feet
when
they're
coming
into
a
station,
they
would
I
proposed
that
there
would
be
six
stations
on
this
Coast.
Let's
start
at
the
point
on
the
it's
proposed
now
on
the
east
side
of
Golden
Nugget,
big
piece
of
state
property
right,
Dr
Tisdale,
you
can
negotiate.
This
is
what
my
guy
said.
He
says:
look
you
can
you
can
we
can
deal
with
things
from
there
to
the
small
craft?
Harbor
would
be
another
station
from
that
small
craft
Harbor
it
would
cross
over
90.
T
There
would
be
a
pylon.
It's
you
know
the
the
gas
station,
the
Shell
station
at
Highway
9
across
the
street,
from
the
Beau
Rivage.
There's
a
there
used
to
be
a
bank
there
and
I
think
the
old.
That's
where
one
of
the
pylons
could
go
Towers.
They
call
them
Towers
and
then
it
would
shoot
straight
down
to
the
lighthouse
on
the
west
side
of
the
lighthouse
on
the
sand.
Now
these
these
stations
as
I
call
them.
T
T
T
Well,
of
course,
you
can
I
need
all
the
help
we
can
get
to
do
this.
You
know
you
don't
want
to,
of
course,
that
but
Dr
Tuesday
was
the
first
person
that
I
approached
and
I
told
to
last
year
or
spoke
to
about
it
and
I
just
want
to
try
to
get
something
here
for
us
now.
This
is
a
they
call
a
maid.
It's
called
a
premier
calling
card
for
our
tourist
industry,
just
like
the
casinos
and
all
these
other
events
and
attractions.
T
T
As
a
kid
now,
there's
a
one
of
the
things
that
I
need
to
ask
the
city,
council
and
I
hope
Dr
Tisdale,
you
know
helps
me
out
on
this-
is
that
there
needs
to
be
a
sustainability
and
a
feasibility
study
done
on
this
I
didn't
know
what
that
was
I'm,
not
a
business
guy.
So
in
the
research
I'm
you
know
and
again,
I've
got
a
mentor,
that's
kind
of
advising
me
too,
and
he
says
you
gotta,
you
gotta.
Let
me
talk
to
the
city
council.
T
He
says
they
can
beat
me
up
all
they
want
I've
answered
all
these
questions
before,
because
he's
got
tremendous
experience
and
knowledge,
but
he's
got
a
portfolio,
that's
a
billion
dollar
that
has
done
this.
That
has
financed
this
type
of
project,
but
you
know
the
first
thing
you
know
talking
about
it's
one
thing
getting
it
approved
is
the
big
thing,
and
that's
why
I'm
here
so
the
mayor
says:
well,
you
got
to
start
talking
about
him.
George
Lawrence
told
me
the
same
thing.
He
says
no
I
like
this.
This
is
what
we
do.
T
I
have
reached
out
to
every
city
councilman
via
email
and
I'm,
not
going
to
the
city
council
yet
to
pitch
it
like
this
talking
to
Dr
Tisdale.
He
was
kind
enough
to
you
know,
advise
me
and
maybe
I
could
do
it
this
way
now.
I
know
you
probably
got
some
questions.
Oh
hurricane,
let
me
let
me
let
me
include
this.
T
Some
people
say
well,
is
it
hurricane
proof
don't
be
sarcastic,
but
these
things
are
in
the
mountains,
ski
regions.
Do
you
y'all
know
how
how
high
those
winds
get
in
between
mountains?
Well,
I
didn't
know,
and
sometimes
they're
over
100
miles
an
hour.
This
system.
This
is
a
cable
car
system,
can
operate
in
wins
over
a
hundred
miles
an
hour.
Now
we're
not
going
to
that's
highly
unlikely
to
take
place
and
we're
lucky.
We
can
see
a
hurricane
coming.
T
You
know
what
Disney
World
does
takes
the
gondolas
off
the
line
and
they
store
them
in
a
hardened
shelter
until
everything's
passed.
I
think
that
would
be
a
good
idea
for
us
too,
and
what
I'm
proposing
is
that
we
take
all
the
safety
procedures
and
protocols
that
Disney
has
and
we
kind
of
plug
them
in
it's
like
an
sop.
You
know
you
find
a
good
sop.
You
might
want
to
borrow
it
from
this
organization.
Hey,
let's
use
this,
it's
a
good
thing!
Well,
that's
from
operation
management,
construction,
safety
procedures.
T
Can
you
imagine
it's
sunrise
and
you
drinking
a
cup
of
coffee
riding
that
thing
from
him
watching
the
sun
come
up.
He
loved
that
idea.
Well,
I
want
to
do
that
too.
Sunsets
are
important
too
major
events
you
could
park
in
one
spot,
walk
to
a
station
and-
and
you
know
really
what's
the
word
I'm
looking
for
when
you
want
to
avoid
an
intersection.
A
T
No,
no,
no!
It's!
No!
It's
there's
a
no
there's
a
term
for
that.
Actually,
you
can
it's
circumvent
and
circumvent
an
intersection.
That's
a
you
get
a
ticket
for
that
sometime,
but
that's
that's
some
of
the
stuff
that
you
know.
This
is
what
I'm
trying
to
do,
and
you
know
I
appreciate
y'all
attention
and
everything
I'ma
stick
around
if
y'all
got
any
any
questions
after
this
I'll
be
happy
to
answer
yeah
but
I
appreciate
Dr
Tisdale.
This
is
an
open
meeting.
T
I
was
just
thrilled
when
he
he
said
he
was
going
to
have
that
and
the
chief
25
million
dollar
budget.
T
You
might
have
something
you
pay
a
little
extra
in
your
paycheck
on
the
way
out
of
this
after
this
and
I've
got
to
talk
to
you,
we've
got
to
sit
down
and
talk.
It's
you
know.
I
know
I'm
catching
a
lot
of
people
kind
of
by
surprise
and
the
zoning
people
and
everything
else,
but
thank
you
all
very
much.
Thank
you.
Thank
you.
A
G
We're
generating
interest
about
all
these
really
important
things
and
I'm,
not
saying
they're
great
ideas,
but
you
know
they've,
just
added
almost
another
80
something
units
that
are
short-term
rentals.
In
my
neighborhood
yep.
We
have
no
crosswalks
there,
the
closest
physical
Coliseum,
which
may
be
pops
Ferry.
Some
statements.
G
And
then
the
mall
right
we
need
to
consider
as
a
city
getting
people
across
that
road
become
a
little
safer
manner
because,
like
we
tell
you,
I've
seen
people
all
across
the
industry.
I've
seen
cars
not
slowed
down.
Somebody's
in
the
middle
just
I
mean
I
asked
a
long
time
ago,
just
putting
crosswalks.
A
I
believe
that's
going
to
be
a
it's
Thursday,
April
6th
at
2
pm.
That's
that's
the
date
of
the
first
Planning
Commission
meeting
in
April.
That's
the
first
Thursday
at
two
o'clock.
They'll
have
other
business,
but
because
there
are
more
than
five
trees
being
removed,
protected
trees
that
generates
a
public
hearing.
A
It'll
be
posted
on
YouTube
or,
if
you
get
my
fantastic
weekly
e-newsletter
I
all
I
make
it
easy
for
you,
I
mean
I,
try
to
make
it
easy,
don't
I,
okay,
I,
don't
know
how
many
people
read
it.
I
started
with
86
people
like
from
my
neighborhood
I,
just
plugged
their
names
in
and
started
sending
it
to
them.
A
Now
it's
almost
600.,
so
I,
don't
and
I
know
which
ones
of
you
don't
read
it
regularly,
because
you'll
ask
me
a
question:
I'll
say:
well,
you
know
that
was
in
the
e-blast
last
week,
but
anyway,
okay.
That
concludes
our
meeting.
I.
Do
want
to
thank
everybody
who
came
tonight.
Thank
you.
We
had
about
50
people
here
tonight
and
I
want
to
thank
my
I
want
to
especially
thank
my
sister
who
showed
up
tonight,
but
I'm
not
telling
you
who
she
is
you'll
have
to
figure
out
which
one
of
you
is
my
sister
all
right.
