is
in

not
allow
us
to
change

wording
and
initial
his
checks,
he
will
not
be
able
to
pay
until
april,
but
we're
still
working
on
that,
but
they

did
try
to
pay
and
the
same
issue
with
the
other
north
depot
loan
down
at
the
bottom.

all,
I
want
to
thank
susan,
farrell
and
patrick
for
joining
the
bldc.
You
know
these
are.
These
are
folks
that
are
experienced
in
economic
development
and
I
think
we'll
be
really
valuable
members
of
our
team
here
and
continue
the
work
that
the
bldc
has
been
doing
and
then
also
you
know,
forge
some
new
paths
and
I'm
really
excited
about
that.

I
know
that
the
front
and
oak
street
housing
development,
which
has
been
discussed
here
in
the
past
developer,
sal
rajput,
has
closed
on
the
property
and
that
the
former
I
believe,
faduke
a
car
dealership
on
the
corner
of
clinton
in
front
and
oak
will
be,
is
under
new
ownership,
we're
working
with
saul,
his
legal
counsel,
as
well
as
the
agency
to
finalize
details
of
that
on
next
steps
for
what
he
needs.

is
in
pursuit
of
a
mix
of
affordable
housing
and
commercial
space
there
on
front
street
on
the
west
side,
as
we
mentioned
before,
continuing
interest
in
the
charles
street
business
park
not
only
from
bates
troy,
but
we
also
have
some
other
follow-ups,
individuals
that
have
sought
information
sought,
meetings
with
my
office,
and
so
when
it
comes
a
point
where
we
need
to
bring
these
opportunities
to
the
board.

I
will
do
so,
but
I
will
say
that
there's
more
engaged
interests
in
the
charles
street
business
park
than
any
time
that
I
can
sort
of
recall
in
recent
memory,
which
is
a
good
problem
to
have
demolition,
continues
on
the
water
street
parking
ramp
if
not
been
circulated.
Yet
boskovs
has
expressed
a
letter
of
interest
to
purchase
their
property.

I'm
supportive
of
this.
I
think
it
provides
osgobs
their
best
opportunity
to
get
incentives
and
the
funding
available
to
fix
the
infrastructure
of
the
store.
It
also
gets
the
bldc
and
the
idea
out
of
the
landlord
business,
which
is
always
a
positive
thing.
So
you
know
they
need
to
do
a
lot
of
due
diligence.
They
need
to
look
at
what
exactly
happens,
but
we've
shared
the
letter
of
interest
with
the
agency
and
when
it
comes
a
point
in
time
where
we
have
additional
information,
we'll
bring
that
to
the
board
for
their.

know
consideration.
I
think
that
you
know
boskovs
is
again
committed
to
sticking
around
binghamton.

They
see
the
future
that's
happening
with
the
water
street
garage
we've
been
able
to
assist
them
in
a
part-time
basis,
with
some
parking
on
street,
which
has
helped
them
out
during
the
holiday
season
and
now,
even
beyond
so
myself,
chuck
schager
we're
having
a
lot
of
different
conversations
with
boscovs
on
their
on
their
future,
but
I
believe
that
the
future
is
bright
and
they
are
very
serious
about
getting
ownership
of
that
store
and
making
the
investments
they
need
to
another
couple
things
that
have
happened
since
the
last
meeting.

The
treasury
department
has
issued
final
guidance
on
the
use
of
american
recovery
plan
act
fund,
arpa
funds.
I
have
to
imagine
that
economic
development
priorities
will
be
part
of
the
city's
spending
goals
on
that,
I'm
reviewing
all
of
the
details
with
our
third
party
accounting,
firm,
bonadio
who's.

Doing
a
lot
of
the
regulatory
work
on
this,
as
well
as
with
their
comptroller,
but
I
imagine
that
we'll
be
wanting
to
identify
and
fund
strategic
economic
development
initiatives
that
fall
within
the
allowable
categories
of
arpa,
whether
that
be
housing,
whether
that
be
job
creation,
workforce
development,
but
that
final
rule
has
come
out
and
it
it
even
broadens
what
was
previously
allowable
under
the
arpa
funds,
which
is
good
news
for
municipalities.

And
finally,
the
stadium
district
master
plan
has
been
finalized
and
adopted
by
city
council,
we'll
make
sure
that
all
members
of
the
bldc
get
a
copy
of
that.
It's
a
really
important
part
of
our
downtown
and
to
leverage
the
investments
that
we've
made
at
morabito
stadium.
It
provides
a
blueprint
and
a
sort
of
actionable
project
list
to
improve
the
neighborhood
environment
surrounding
the
stadium
increase,
walkability,
improve
housing
opportunities,
as
well
as
just
business
opportunities.

You
know
we
have
thousands
of
people
from
across
our
region
who
go
to
that
stadium
on
an
annual
basis.
We
want
to
make
sure
that
they
stick
around
they're
spending
money
down
there
they're
supporting
our
merchants
in
a
way
that
that
maybe
hasn't
been
done
in
the
past.
So
I
look
forward
to
working
with
the
bldc
to
implement
a
lot
of
those
projects
identified,
whether
it's
an
infrastructure,
new
housing.
I
think
we
can
really
create
a
vibrant
stadium
district,
like
you
see
in
so
many
other
big
cities.
