A
Good
morning,
everyone
we'll
call
to
order
the
may
meeting
of
the
binghamton
local
development
corporation.
You
have
minutes
in
front
of
you
from
two
meetings,
the
regular
meeting
on
april
28th,
and
there
was
a
special
meeting
on
may
3rd.
Let's,
let's
do
the
approval
for
the
regular
meeting
first,
I
need
a
motion.
A
B
B
In
the
unrestricted
account
there
was
no
activity
in
the
broom
triad
account.
That
is
our
eap
program
account.
The
deposits
came
in
for
the
final
payments
of
both
the
eap
and
the
cova
program
that
they
are
running,
so
they
were
waiting
on
that
and
those
came
in.
So
that's
great.
We
will
pay
them
this
week
and
then
we
get
a
one
percent
administrative
fee
from
those
payments,
so
that
will
go
into
unrestricted.
B
There
was
no
activity
in
the
veterans.
Initiatives
account
no
activity
in
the
grant
account.
B
Let's
see
people
who.
B
Garland
is
not
late,
they're
still
they're
not
making
payments
yet
because
they
are
still
having
work
done.
Quality
of
life
is
not
a
new
default.
They
haven't
paid
in
many
many
months.
The
quality
of
that
sex
sounds
very
so
he
has
been
delinquent
and
everyone
else
has
paid,
which
is
great.
B
We
have
a
couple
of
loans
that
are
paying
off
this
month,
which
is
also
great,
so
champs
will
pay
off
this
month
and
in
the
restricted
account
innovation
and
imaging
paid
off
last
month,
so
they
had
a
insurance
policy
that
covered
them.
If
anything
were
to
happen
to
one
of
the
principals
which
it
did
he
passed
away,
sadly,
so
that
insurance
policy
paid
the
remainder
of
the
loan.
B
B
He
is
out
of
business,
he
is
probably
out
of
the
state.
We
don't
have
contact
information
for
him.
That's
gonna
be
a
tough
one
to
try
to
replace.
D
I
did
a
cursory
search
and
doesn't
have
much
of
a
footprint
online
if
any
yeah.
Interestingly
enough,
I'm
giving.
B
Number
right:
yes,
we
do,
I
mean
we
definitely
can
pursue
legal
action.
I
think
that
we
have
to
actually
since
he's
in
default,
but
it's
just
in
terms.
E
A
A
A
B
So
this
is
a
borrower
that
actually
we
have
had
borrowed
from
us
before
it's
renkin
holdings,
which
is
terry
runya
and
her
husband,
who
run
environment
services
on
state
street,
and
they
have
a
property
across
the
street,
also
on
state
street
that
they
are
looking
to
renovate
in
order
to
rent
it
to
the
county
arts
council.
B
It's
right
there
in
the
artist's
row
area.
So
it's
a
perfect
storefront
for
the
arts
council.
The
arts
council
has
contributed
by
having
architecture
plans
drawn
up
for
how
they'd,
like
the
space
to
be,
and
then
the
landlord's
renkin
holdings
are
going
to
be
doing
the
renovation,
so
our
loan
would
cover.
B
Let's
see
our
loan
will
cover
78
of
that
project
and
the
owner
is
putting
in
basically
as
much
equity
as
they
can
to
the
project
as
much
as
they
have
the
ability
to
in
cash,
then
our
loan
would
cover
the
remainder
of
the
costs
of
renovating.
So
that
includes
doing
a
new,
concrete
floor.
New
glass
windows
in
the.
B
And
then
all
of
the
interior,
construction
of
like
walls
and
that
kind
of
thing,
so
this
one
would
be
at
75
of
prime
rate,
which
is
standard
for
our
special
projects,
loans,
the
term
and
the
amortization
would
both
be
for
10
years.
B
They
have
asked
us
to
take
a
second
position
on
the
state
street
properties,
so
they
have
they've
just
refinanced,
those
or
they've
refinanced,
the
big
property
on
state
street,
the
202
and
they've
used
the
other
state
street
property
as
collateral
for
that,
so
we
would
be
taking
a
second
position
behind
the
bank
on
that
refi,
which
you
know
considering
their
history
as
borrowers.
B
The
loan
committee,
I
think,
felt
comfortable
with
that
as
collateral.
They
had
borrowed
from
us
in
the
past.
Never
any
problems
paid
on
time
and
paid
off
on
time.
So
we
feel
really
good
about
that
and
we
feel
really
good
about
the
project.
In
general,
it
gets
groomed
county
arts
council
into
downtown.
They
can
have
a
presence
right
there
on
artistro,
where
all
the
first
friday
stuff
is
happening.
So
it
is
going
to
be
a
really
nice
project
yeah.
I
will
turn
it
over
to
our
little
committee.
If
you
guys
have
any
questions.
F
I
don't
think
that
I'm
going
to
add
something
to
another
piece
of
information
that
I
believe
that
the
last
week's
planning
convention
meeting,
charlie
ackerman,
received
approval
site
jennifer
will
to
develop
the
property
directly
next
door
to
this,
and
part
of
his
project
was
15
studio
spaces
in
the
basement
of
that
building.
They'll
be
reviewing
just
the
side
of
that
building
as
well,
so
that
would
sort
of
match
the
redo.
This
side,
which
would
really.
F
A
D
Brian,
what
threshold
the
and
I
know
this
meets
it
in
terms
of
us
taking
it
to
city
council?
Is
it
fifty
thousand
or.
B
Oh
twenty.
B
B
Yeah,
the
borrowers
will
definitely
guarantee
yes,
and
they
already
have
a
lease
sign
with
the
arts
council
that
more
than
covers
at
least
their
payment
to
us
so
should
be
like
you
know
they
should
net
actually
in
the
positive.
So.
E
G
E
E
I
think
the
facade
improvement
project
that
one's
gonna
launch
first,
because
that
requires
an
application
period,
spv
607
to
support
black
business
607
step
up,
grant
it's
a
more
tailored
audience
we'll
be
going
to
those
folks
directly
to
ask
them
to
apply
since
the
eligibility
criteria
is
you
have
to
have
graduated
through
the
sbb
607
accelerator
program
and
gotten
a
grant
through
them.
As
far
as
I
know,
right
now,
there's
only
two
eligible
applicants
so
we'll
be
going
directly
to
them
as
opposed
to
doing
a
general
call
for
applications.
E
One
of
the
things
we
talked
about
in
strategic
priorities
was
the
need
for
flexible
industrial
space,
something
like
a
vanilla
box,
movable
walls,
the
ability
to
get
people
in
a
place
that
has
loading,
docks
and
easy
access
on,
and
off
highways
and
truck
access.
We
don't
necessarily
have
an
answer
to
that
problem.
Yet,
but
I
know
joel
and
I
are
gonna-
be
working
on
trying
to
locate
some
sites
where
something
like
that
might
work.
Try
to
get
some
demonstration
of
the
demand
that
we
have
for
properties
like
that
in
the
city.
E
It's
one
of
our
most
requested
properties
and
we
do
have
a
couple
of
vacant
sites,
but
they're
all
want
to
be
leased
or
bought
at
quite
a
high
rate.
Most
of
the
folks
that
we're
working
with
are
they're
new,
where
they're
starting
up
but
they're
just
trying
to
grow,
and
they
don't
necessarily
have
the
capital
to
spend
900
thousand
dollars
on
a
16,
000
square
foot
building
so
trying
to
figure
out
how
to
meet
that
need
joel.
Do
you
want
to
add
anything
to
that.
C
E
Don't
have
to
but
okay
anyone
else
have
anything
else.
They
want
to
bring
up
from
strategic
priorities.
D
Mayor,
please
sure
well,
first
of
all
I
want
to
thank
everyone
for
their
support
over
the
the
resolution.
The
loan
for
221
state
street,
as
patrick
mentioned,
the
maroon
county
arts
council,
which
is
now
the
entity
that's
kind
of
taking
charge
of
first
friday.
D
They
are
the
holder
of
the
it's
called
the
united
cultural
fund,
or
so
you
know,
they're
they're
kind
of
the
key
cog
in
performing
visual
arts
in
the
city
of
binghamton.
They
have
not
really
had
a
home
for
a
long
period
of
time.
We
want
them
in
downtown
binghamton
and
we
want
them
on
artists
rows.
This
really
supports
the
efforts
that
are
being
done
next
door.
The
investments
the
city
has
made
over
the
years,
but
also
you
know
principally
leverages-
is
now
being
leveraged.
D
The
3.8
million
dollar
investment
in
the
infrastructure
on
state
street
and
creating
a
walkable
arts
district.
So
these
are
exactly
the
type
of
projects
that
we
want
to
support
that
are
a
part
of
a
larger
planning
effort
and
you
know
implementing
a
vision
for
downtown
binghamton
or
a
neighborhood
business
district.
So
you
know
I'm
thrilled
that
we
can
get
this
done
and
and
we're
excited
to
take
this
to
city
council.
Just
a
couple
other
updates
in
the
last
few
months
and
sprinting
towards
the
excuse
me
sprinting
towards
the
summer,
which.
F
D
Be
sprinting
towards
the
winter.
After
that
we
have
you're
going
to
have
a
robust
group
of
cfa
applications,
we're
vetting
different
scenarios
right
now.
Sarah
has
been
excellent
at
identifying
different
pots
of
money
that
are
available
and
maybe
more
clandestine
state
programs.
If
we
want
to
put
it
that
way,
rather
than
the
ones
that
everyone
knows
so
knowing
those
pots
of
money
exists
and
knowing
where
we
can
be
very
competitive,
I
think
we'll
have
a
good
round
of
cfas
that
can
again
support
economic
development.
D
D
I
think
that
we
are,
you
know
rapidly
approaching
having
a
final
discussion
with
new
york
state
on
that
project.
D
You
know
we
have
communicated
the
city's
support,
broome
county
support
for
the
project,
I
think
got
oscars
exactly
where
they
need
to
be
in
terms
of
recognition
of
their
support
for
it
and
now
the
last
person
to
show
their
cars
is
new
york
state.
So
we'll
do
that
and
and
based
on
what
new
york
state
tells
us.
D
We
will
react
accordingly,
so
when
I
hear
something
official,
you
know
we
can
let
the
ldc
know
once
we
do
hear
that
we
may
be
in
need
of
having
maybe
a
special
meeting,
maybe
having
a
you
know
a
large
agenda
on
the
next
regular
meeting,
but
nonetheless,
you
know
we're
at
the
end
of
that
windy
road
and
are
waiting
to
hear
back
from
the
state
so
next
door
to
that
project.
The
the
water
street
garage
project
demolition
is.
D
If
not
completely
done
yeah
and
now
they're
doing
some,
some
cleanup.
C
C
D
So
you
know
that
that
project
can
continues,
and
I
think
you
know
sarah
can
handle
the
rest
through
her
remarks.
Thank
you.
E
So
I
know
a
few
months
ago
we
approved
an
option
for
bates.
Troy
we've
been
working
with
council
to
revise
that
we
sent
them
a
revised
option
earlier
this
week,
so
we
haven't
heard
any
edits
back
on
it,
yet
they're
reviewing
it
with
their
council
and
we
will
hear
from
them
when
they
are
ready
to
talk
to
us
about
it.
We
also
sent
a
draft
option
over
to
another
company
for
lots.
Four,
five
and
six.
E
I
don't
know
mayor
I'll
defer
to
you
on
whether
that's
something
that
we
can
share
at
this
point,
but
we'll
be
meeting
with
that
company
in
june
and
should
be
able
to
provide
more
information
about
whether
that
project
is
moving
forward
in
short
order.
The
business
plan
competition
was
last
night.
I
was
unfortunately
not
able
to
attend,
but
joel
and
rachel
handled
things
beautifully
from
what
I
understand.
E
E
E
I
think
we're
gonna
have
significantly
more
demand
than
we
have
funds
for,
but
we're
hoping
that
can
illustrate
where
we
have
maybe
a
concentration
of
demand
and
can
look
at
some
state
funding
to
support
facade
programs
or
other
renovation
programs
in
strategic
areas
and
we'll
work
hand
in
hand
with
the
kaufman.
Do
I
id
those
candidates
for
the
support
black
business
607
step
up,
grant
and
work
through
whatever
we
need
to
work
through
with
hud
to
make
that
program?
Work.
E
We're
also
scheduling
some
site
visits
with
binghamton
companies
for
june.
I
think
we're
pretty
close
on
getting
a
time
set
up
with
macintosh
and
then
reaching
out
to
a
number
of
our
other
key
industrial
and
manufacturing
partners
to
just
understand
what
their
issues
are.
I
think
we'll
probably
hear
it's
going
to
be
workforce
retention,
ability
to
get
supplies
ability
to
meet
the
demand
that
they're
experiencing.
I
don't
think
we'll
necessarily
be
surprised
by
anything
we
hear,
but
I
don't
want
to
make
assumptions.
E
I
want
to
hear
it
directly
from
the
businesses
and
be
able
to
respond
to
their
concerns
and
then,
finally,
we're
going
to
be
getting
out
there
this
summer
trying
to
get
our
name
out
there,
both
as
the
city's
economic
development
department
and
the
bldc,
so
we're
going
to
have
a
table
regularly
at
the
binghamton
downtown
courtyard
farmers
market.
The
city
of
binghamton
economic
development
department
is
a
supporter
of
that
financially,
so
we're
excited
to
be
able
to
partner
with
them,
get
our
name
out
there
and
hopefully
meet
some
entrepreneurs.
E
Yep
I
had
a
meeting
with
barton
and
lejudis
a
few
weeks
ago.
The
principal
then
went
on
vacation
for
a
week,
so
I
think
they
are
working
on
the
scope
and
budget
right
now.
They
know
that
they're
not
to
exceed
a
hundred
thousand
dollars
per
our
budget
and
they're
gonna
show
us
just
how
much
that
can
get
us.
I
think
it'll
be
plenty
to
get
all
of
the
base
knowledge
we
need
on
the
street
as
well
as
support
for
the
actual
dri
application
which
we're
assuming
will
launch
in
the.
E
A
All
right,
I
would
just
add
that
I
I
was
a
judge
and
the
whatever
that
thing
was
called
the
other
day
at
suny
pro
the
the
business
plan
cup.
It
was
a.
It
was
a
thing
that
the
chamber
does.
It
has
a
name
that
I
totally
forgot
anyway.
Jacob
compound
from
claw
was
this
keynote
speaker
and
they
were.
There
must
have
been
200
kids
there
from
around
from
around
the
region,
and
he
just
he
did
an
amazing
job
and
he
talked
about
the
value
of
business
plan
competitions
and
you
know
so.
A
The
work
that
you
do
is
really
really
important
sort
of
organizing
and
promoting
it
and
getting
plans-
and
I
mean
people
going
through
that
process-
are
in
a
much
better
position
to
go
talk
to
susan
and.
E
G
D
The
other
thing
is,
you
know,
I'm
working
with
engineering
and
claw.
You
know
they
have
existing
relationships
with
barney
and
dickinson,
who
makes
all
of
our
concrete,
and
so
can
we
do
a
pilot
or
demonstration
project
with
some
curving
sidewalk
work
with
the
city
with
this
new
sustainable
prod
product
and
see
how
it
operates,
but
whatever
metrics
they
use
to
measure
concrete
his
product
exceeds
the
city
standard
and
could
potentially
be
done
for
cheaper.
D
A
One
of
the
things
that
he
said
that
I
didn't
know
was
that
he
has
won.
He
has
won
college
business
plan
competitions
all
over
the
country.
He's
won
one
in
oregon.
He's
won
one
in
texas.
E
A
A
I
mean
I,
I
went
to
see
him
about
a
year
ago
at
the
at
the
incubator
and
he
didn't
he
didn't
talk.
That's.
A
The
last
I
mean
just
within
the
last
year.
He
I
mean
he.
I
was
really
really
impressed
with
his
presentation.
He
had
these
kids,
you
know
they
weren't
on
their
phones.
They
were
basically
you
know
listening
to
every
word.
So
it's
it's
good
to
have
someone
young
who's,
inspiring
people.
Thinking
about.
G
The
story,
and
so
just
basically
he
found
a
way
to
use
glass
as
an
ingredient
to
make
concrete.
And
so
it's
it's
so
simple.
But
it's
so
incredible
and,
as
patrick
said,
he's
won
competitions
all
over
and
he's
right
here
and
young
and
vibrant
and
just
what
we
need.
