terms

We
almost
self-select
people
out
because
of
how
much
we
require
upfront
fully
collateralized
loans.
Our
interest
rates
are
competitive,
but
not
anything
to
write
home
about.
So
what
can
we
do
to
make
those
more
flexible
and
patrick
mentioned?

having
guard
rails
around
the
program,
but
not
necessarily
requirements
that
every
single
one
has
to
meet
so
that
we
can
get
more
people
to
come
to
the
table
to
even
ask
us
and
then
be
able
to
work
with
them

those
guard
rails

look
like,

could
imagine
that
we
would
look
at
the
total
loan
portfolio
and
decide
what
our
risk
dollars.

only
want
to
take
on

an
interest
rate

want
to
take
on

that
are
maybe
not
traditionally
bankable
and
the
rest.

want
to
be
really
really
secure,
I'm
just
throwing
numbers

but
we
would
essentially
decide
what
those
guard
rails
are

then
each
individual
loan
would
be
considered.

committee

try

make
them
more

our

terms

loan
portfolio

kind

What's

goal
for
supporting
minority
owned
businesses
within
our
loan
portfolio,
what
percentage
are
we
really
aiming
for
and
in
what
ways
could
we
be
more
flexible
in
those
loans
for
folks
that
traditionally
don't
have
access
and
are
cut
off
from
capital
and
therefore
can't
necessarily
start
businesses
at
the
same
level?

been
talking
with
a
number
of
public
sector
partners
who
have
money
available
to
do
surveys,
phase
one
and
phase
two
environmentals
small
amounts
of
site,
prep
and
environmental
fleet
up
working
to
develop
funding
packages
to
some
strategic
parcels
to
put
together
packages
that
we
can
member
developers
with
and
say:
hey
I've
got
this
clean
bill
of
health
in
terms
of
the
survey
and
the
environmental.

that
to
the
table
on
that.
To
your
point
ron,
one
of
the
things
we
talked
about
internally
was:
could
we
recoup
that
money
if
it's
a
bldc
or
city
owned
property
that
we're
doing
that
on
an
rfp?

we

recoup

costs

part
of
the
purchase
price
would
be
whatever
money
we
put
into
it
up
front,
but
it
gives
the
developer
developer
cleveland
to
start
with.

to
avoid

scrutiny.

washing
count

an
eligible

fund
like
a
power
washing
program
just
to
clean
facades
through
this,

we
could

included

larger

line
starts

uniform
tax
exemption
policy
update.

they've
made
some.
They
made
some
changes
around
residential
projects
and
I
mean
it's,
it
gets
it
gets
complicated,
but
we've
got
the
policy.
We
can
talk
about
that
at
some
future
data.

revitalization
plan

The
rfq
has
been
issued
to
assist
in
creating
clinton
street
neighborhood
business
district
plan

purposes

applying

round

revitalization
initiative,

then
the
last
thing.

is
always
the

changes

pulling

types
of
residential

the
pilot
schedule
and
creating
its
own

really

neighborhood

district
revitalization
plan
rfq,

we're
going

need

find
a
shorter
name,

think
it
technically

look
at
if
you're
interested
it's
a
pretty
basic
planning
study,
just
getting
basically

land

put
forth

very

downtown
realization
initiative
around
six
proposal

thinking
will
come
out
in
the
fall
or
early
winter,
but
we
don't
know
100
from
department
of
state,
but
that's
happening
yet
it
won't
be
decided
until
after
the
budget's
passed.

to
the
department
of
state
and
they
are
very
confident
that
neighborhood
commercial
districts
will
once
again
be
eligible
under
the
dri.
That
was
a
change
that
they
made
for
round
five
and
they're
pretty
sure.
They'll
continue
with
around
six
we're,
not
sure
what
the
amount
of
money
is
yet
last
round
was.
You
were
able
to
have
two
10
million
dollar
awards
within
a
region
yeah,
but
we're
not
sure
if
they'll
go
back
to
one
or
if
they'll
continue
to
have.

advancing
an
action
plan
amendment
because
the
money
is
coming
the
money's
going
to
be
coming
out
of
the
revolving
loan
fund,
where
we
have
that
excess
of
a
million
dollars
in
that
account
in
order
to
move

money

to
make
an
amendment
to
our
action
plan
for
cdbg
requires
a
30-day
public
comment
has
to
be
approved
by
council
actually
approved

this

we're
advancing

revolving
loan
fund,
the
city
reserves
the
right
every
year
to
draw
down

bldc's
revolving
loan
fund
to

enables
us
to
take
money

overall
subject
to
timeliness
from
cbdg.

000
for
the
gri
any
potential
money
that
we
might
need
for
a
facade
program.

to
have
a
couple
hundred
thousand
dollars
that
can
go
towards
cdbg
eligible
economic
development
projects,
because
that
money
is
coming
through
the
vldc.

really
want
to
make
sure

whatever
the
ethics
is
alive,

wants

so
we
are
going
to

having
that
conversation

the
next

or

internally

we'll

to

we

direction

financing

presented

who
is

pre-season

from

bank
over

the
west

charity

the

and

to

a
new

holding

public
painting

potential
expansion

district

just
going
out

properties

model

included,
which
they
already
have
to
leave
the
restrictions,

they're.
