A
First
order
of
business
is
to
read
the
previous
minutes
from
the
previous
meeting.
At
that
time,
we've
reviewed
an
application
for
one
journeyman,
electrician
Randy
sisenstein,
and
we
approve
his
application.
We
also
made
a
request
to
relocate
the
meeting
from
his
previous
location,
which
was
not
easily
access
to
up
here.
That
was
approved
not
much
on
the
last
minutes
and
that
was
back
in
January.
So
it's
been
a
few
months.
B
A
All
right,
next
order
of
business,
a
little
sidebar
we've
been
having
trouble
with
our
third
party
inspectors
who
people
have
chosen
to
use
from
time
to
time
to
perform
their
electrical
inspections.
In
addition
to
the
services
that
we
offer,
and
we
have
two
agencies
who
do
that.
For
us,
that
is
Commonwealth
and
Atlantic
inland
and
we've
had
some
discrepancies
with
them
and
that
sometimes
they're
inspecting
work
that
we
don't
have
permits
for.
D
A
That's
what
Jeremy
did
he
took
the
liberty
of
sending
everybody
a
written
notice,
stating
that
the
city
of
Binghamton
will
no
longer
recognize
their
inspection
certificates
unless
we
have
already
granted
a
permit,
or
one
exception,
is
that
it's
Emergency
Services
during
it.
C
D
Yeah,
the
it's
actually
written
in
the
code,
where
the
other
than
the
emergency
services
or
like
storm
damage,
something
like
that.
D
C
Yeah
because
you
end
up
with
same
old
Story,
the
windshield
inspections.
A
We're
going
to
start
with
that
and
see
what
the
response
is.
If
that
doesn't
go
well
we're
going
to
follow
what
other
municipalities
have
done
and
we're
going
to
actually
write
up
a
request
for
legislation
and
pass
it
into
the
legislation
saying
we
legally
cannot
honor
any
certificates
unless
there's
a
permit
number
and
then
we'll
attack
on
an
additional
piece
of
legislation
stating
that
you
are
responsible
for
any
reporting
to
us
any
violations
observed
during
your
inspection.
So
we
don't
want
them
stepping
over
a
multi-plug
adapter
with
50
extension
cords
off.
A
C
A
That,
okay,
so
I
mean
the
email
was
sent.
We
don't
have
to
really.
You
know,
make
a
motion
to
to
approve
it.
We're
just
letting
you
guys
know.
We
took
the
liberty.
A
Next
order
of
business,
we
have
five
four
applications
for
Journeymen.
These
guys
are
all
maybe
five
here,
there's
a
lot.
There's
five.
These
guys
are
all
from
the
hall
they've
reported
their
hours
completed.
Their
applications
showed
us
passing
examination
results
they're,
just
looking
for
the
license.
Now,
if
we
approve
it,
Jeremy
will
then
have
a
Hands-On
portion
of
the
exam
at
the
hall
and
if
they
pass
that
then
they'd
be
licensed.
A
But
at
this
point
we
want
to
take
a
take
a
look
at
the
applications
and
see
if
they
are
qualified.
B
B
B
D
B
A
D
A
Got
he's
got
the
hours
he's
got
the
hours
he
worked
under
a
master
yeah
five
years,
okay
for
nine
thousand
hours,
all
right,
he
goes
to
rotate
through
here.
First
up
is
Mr
Preston
nilsey,
34,
Proctor,
Hill
Road
is
9149
hours
and
he's
been
with
Matt
go
Schuler,
Haas
and
Weedman.
A
D
A
A
He
has
over
9
000
hours
with
dico
Electric
appears
to
meet
all
the
qualifications,
including
passing
the
examination
in
favor
of
David
Mahoney.
A
A
A
Exactly
yeah,
where
the
meth
building
burned
down
family
and
children's
of
Cortland
County
would
now
like
to
put
some
offices
there.
It's
a
four
million
dollar
project
between
renovating
the
existing
building
and
building
a
new
two-story
building.
They
have
named
as
their
electrical
contractor
Pleasant
Valley
of
Ithaca.
A
They
have
James
bobnick,
who
is
a
master
electrician
licensed
in
Ithaca
who
applied
for
a
master,
electrician,
Class,
C
application,
and
that's
pretty
straightforward
you
can
you
can
take
a
look
at
his
application
it,
according
to
our
bylaws,
he's
able
to
get
this
one-time
one
job
license
to
work
in
the
city
of
Binghamton.
Here,
here's
the
hiccup
he
has
named
five
or
six
Journeymen
from
Ithaca
Ithaca
does
not
have
a
licensing
program
for
journeyman.
A
Our
requirements
say
that
you
must
be
licensed
in
another
municipality
to
obtain
a
class
B
license
which
would
allow
you
to
do
one
job
one
time
in
a
12-month
period
and
number
seven
on
the
listed
requirements
is
no.
Application
will
be
considered
without
meeting
all
the
above
requirements,
including
being
licensed
in
another
municipality,
but
because
Ithaca
doesn't
have
licensing
program.
A
They've
hired
Atlantic
testing
as
their
approved
Agency
for
all
concrete
masonry
and
steel.
Special
inspections
they've
already
submitted
a
Geotech
report
for
soil.
They
have
contracted
with
Atlantic
for
the
special
special
inspections.
A
A
The
project
itself
is
very
straightforward:
well
detailed,
there's
not
a
problem
with
it
with
any
portion
of
it.
This
is
the
hiccup
they
do
not
have
licensed
journeyman
and
now
they're
at
the
mercy
of
the
board,
to
to
request
your
approval
to
allow
these
guys
to
be
licensed
for
one
job
in
a
one-year
period
based
on
their
based
on
their
hours,
so
they
would
basically
be
meeting
all
the
requirements
for
the
journeyman
licensing
program
without
taking
the
exam
at
Harrison
view.
So
what
they've
sent
us
is
they're.
They.
D
A
Yeah,
so
there's
there's
your:
you
know
that
that's
exactly.
A
That's
a
very
good
point,
because
what
we
asked
for,
if
you
look
at
the
requirements
for
for
you
know,
the
journeyman's
license,
look
at
all
the
applications.
These
guys
just
gave
us
they
gave
us
not
only
they
gave
us
their
hours,
but
it
was
on
a
company
letterhead,
signed
by
the
chairman
of
the
company
and
notarized.
These
guys
haven't
done
that
they've
sent
us
applications
and
pay
stubs
right.
C
D
D
Here
he's
got
two
different:
he's
got
what
looks
like
residential
and
then
sales
followers
here
is
a
good
company.
Residential.
Now
we
got
listed
here.
Agreement
bonus
hourly
prevailing
wage,
double
time,
overtime,
double
time,
bonus,
holiday,
vacations
et
cetera,
et
cetera,
so
we
went
just
off
the
hourly
on
this
gentleman
hardest
hand.
That's
what
I'm
considering
it
says:
six
thousand
sixty
two
hours
there,
but
it's
showing
like.
A
C
A
D
D
To
this,
since
2019
he
has
9967
and
a
half
hours
on
the
job
electrical
experience,
but.
D
A
D
A
C
D
B
C
Know
it's
no
big
deal
for
these
guys
to
go
online
and
take
a
test
as
far
as
I'm
concerned
yeah,
because
I
mean
they
just
started.
I
would
think
these
guys
have,
for
their
own
benefit
would
want
to
take
a
test
and
say
they.
A
B
C
C
Got
to
guarantee
his
work,
I
could
give
a,
but
if
you
guys
think
you
want
them
to
take
the
test
and
you're
willing
to
give
them
a
test.
I'd
go
with
that
too,
but
I
I
would
think
by
just
saying
take
the
written
type
of
your
past.
Mind
is
kind
of
going
out
of
our
waveform.
It.
D
B
C
A
And
just
to
clarify
the
motion
was
to
deny
these
applications
and
inform
Pleasant
Valley
Electric,
that
we
will
consider
licensing
for
anybody
who
can
prove
the
hours
and
the
format
that
we
requested
and
pass
the
written
exam.
At
which
point
we
would
be
willing
to
waive
the
Hands-On
portion
of
the
exam
I
agree.
B
B
D
A
Well,
with
that
I
make
a
motion
to
conclude
today's
meeting
second
I
I
approved.
Thank
you
there
you
have
it.
