B
B
B
B
Showed
up
three
of
the
people
who
were
taking
the
joseph
slavic.
A
C
Mark
holuska,
I
believe
in
the
mark,
worked
for
bodak
and
picoski
and
nathan,
graham,
who
I
think
worked
for
you
guys
or
may
still.
C
B
All
passed:
yes,
okay,
so
we
have
three
new
licensed
master
plumbers,
we'll
be
delivering
their
test
results
and
if
they
want
to
come
down
to
city
hall
and
get
licensed
here,
they
can
do
that
if
they
want
to
be
licensed
in
the
village
of
johnson
city
as
their
primary
municipality
in
which
they're
licensed
they
can
do
that
reciprocate
with
johnson
city.
So
they
can
come
and
work
here
with
their
jc
license
and
vice
versa.
B
Two
individuals
will
be
probably
taking
the
test
again.
Sometimes
it
takes
a
couple
tries,
so
that
was
a
little
better
than
50
success
rate.
A
couple
new
guys
who
can
pull
permits
now
next
test,
won't
be
until
what
january
or
january.
C
B
In
addition
to
that,
pat
you
did
some
research
on
a
reciprocal
agreements
with
other
municipalities.
That's
a
mouthful.
C
Yeah
we
before
that
we
did,
we
put
an
extra
letter
in
their
pass,
fail
letters
that
we
mail
out
to
them
the
guys
that
passed.
We
put
an
extra
letter
in
there
saying
that
it
needs
to
be
done,
obviously
remotely
yeah
by
mail
mailing
a
checker
money
order.
Okay,
we
talked
to
the
clerk.
They
don't
want
anybody
in
here.
Okay,.
B
And
then,
as
far
as
other
municipalities,
I
had
a
conversation
with
town
of
union
and
we
find
out
they
don't
have
a
licensing
program
for
plumbers.
Town
of
union
is
everything
except
johnson
city
and
indica.
Everything
surrounding
it
west
andy
cot,
maine,
manicoke,
all
that
stuff
town
of
union.
They
don't
have
a
licensing
program,
so
we
don't
need
to
reciprocate
without
nobody.
Nobody
can
come
in
and
say
I'm
licensed
the
time
union.
That
gives
me
the
the
right
to
work
here.
B
C
B
B
That
said,
we
reciprocate
with
norwich,
we
don't
know
if
they've
changed
requirements
for
taking
the
test
or
if
their
tests
changed
from
a
municipal
issued
test
to
a
pro-metrics
nationally
standardized
test,
but
until
both
mayors
agree
in
writing
to
nullify
that
agreement.
That
agreement
is
in
good
standing
so
currently
to
our
knowledge
we
reciprocate
with
johnson
city
in
norwich.
If
you're
licensed
in
one
of
those
municipalities,
you
can
come
to
binghamton
and
pull
a
permit.
Otherwise
you
have
to
be
licensed
here
and
then.
C
B
B
We
as
the
board
can
review
that
agreement
and
see
if
they're
still,
if
their
acceptance
requirements
are
the
same
as
ours
or
if
ours
have
become
more
restrictive
while
they're
stayed
the
same.
We
could
also
see
if
their
test
is
similar
to
the
one
that
we
issue
by
prometrics
and
if
we
find
discrepancies
that
make
us
uncomfortable,
we
can
bring
that
up
to
city
council
and
the
mayor
and
say
we're
no
longer
comfortable
having
this
agreement
with
norwich.
B
I
don't
know
if
anybody's
interested
in
doing
that.
That's
a
board
decision.
I
don't
really
have
an
opinion
either
way,
I'm
I'm
fine
with
continuing
the
reciprocal
agreement,
but
if
it
makes
anybody
uncomfortable
and
somebody
wants
to
do
some
research
and
review
whether
or
not
we
want
to
maintain
that
agreement,
that's
a
board
decision
should
probably
have
john
and
fred
available
before
we
vote
on
that.
But
there's
some
food
for
thought
you
can
think
about
between
now
and
the
next
meeting.
B
Syracuse
doesn't
reciprocate
with
anybody
for
anything
ever
they're
very
closed
to
other
municipalities.
They
don't
want
anybody
coming
in
and
doing
work
there.
It's
not
so
much
that
they're
opposed
that
their
plumbers
would
come
down
here
and
work,
but
they
don't
want
it
to
go
the
other
way
and
we
went
through
that
with
syracuse
and
their
electrical
board
and
they
said
absolutely
not.
We
won't
entertain
the
idea.
A
B
Don't
know
what
kind
of
program
they
run
up
there,
but
they're
they're,
you
know,
they're
a
pretty
big
municipality,
probably
with
a
lot
of
qualified
people
already
there
so
to
open
it
up
to
somebody
who's
going
to
come
in
from
another
municipality,
and
maybe
you
know
low
bid.
The
job
like
you
know,
that's
you
know
it's
their
their
economic
reasoning.
I
suppose.
B
B
C
A
B
B
A
B
But
it's
not
really
just
for
ithaca
and
syracuse.
We've
had
plumbers
who
come
out
here
from
you
know,
ohio
I
mean
if
we
have
burger
king
or
kentucky
fried
chicken
that
needs
some
plumbing
work
done
and
their
plumber
is
out
of
tennessee.
B
We
we
can't
restrict
that
you
know
and
and
not
allow
a
franchise,
a
national
franchise
like
that
to
make
improvements
on
a
property
on
main
street.
You
know,
because
they're
they're,
using
one
roofing
company
to
do
all
the
kfc's
in
america
yeah
so
to
eliminate,
eliminate
our
master
seat.
License
program
in
its
entirety
punishes
more
people
than
just
the
two
who
are
not
reciprocating
with
us.
B
And
we
certainly
don't
want
to
stifle
development
and
improvements.
So
that's
you
know,
that's
something
that
this
administration
speaks
very
strongly
about.
Is
you
know
encouraging
development
in
this
region?
Even
if
it's
you
know
from
a
national
franchise
who
happens
to
have
labor
from
another
state?
Oh.
A
B
Yeah
and
then
that's
you
know,
that's
part
of
the
the
function
of
the
board
is
to
make
sure
that
there's
a
level
playing
field
for
the
industry
and
if
that's
you
know
a
sticking
point
that
you
want
to
raise.
Definitely
you
know.
B
Do
a
little
homework
and
and
bring
some
facts
to
the
meeting
when
john
and
fred
are
available,
and
you
know
be
prepared
to
discuss
what
your
findings
are,
so
that
we
can
say
well,
if
that's,
if
that's
the
facts-
and
we
were
not
aware
of
it,
but
mike
will
help
bring
it
to
light.
We
want
to
you
know,
talk
about
that
and
maybe
flesh
out
some
nuances
that
affect
the
industry.
B
That's
what
the
binghamton
plumbing
board
is
for
is
to
make
sure
that
there's
a
standard
for
the
work
that's
being
done
here,
but
I
think
the
board
also
functions
as
a
has
a
role
in
determining
you
know
how
successful
and-
and
you
know,
vibrant
the
businesses
can
be.
You
know
we
want
local
businesses
to
employ.
People
to
you
know
have
guys
who
can
buy
houses
and
spend
money
in
the
local
economy,
and
if
you
had
your
opportunity
to
grow
and
expand
your
you
know,
your
workforce
was
stifled
because
of
an
unfair
agreement.
B
And
you
can
feel
free
to
you
know,
you
know,
give
a
call
up
to
ithaca
or
or
syracuse
code
enforcement
and
say
by
the
way,
if
I'm
looking
to
do
a
job
up
there.
Do
you
have
a
master
c
program
that
I
can
you
know,
do
a
one-time
job
or
would
I
have
to
be
licensed
up
there?
B
So
he
said:
well,
I'm
just
going
to
go
and
take
you
know
seven
different
tests
and
get
licensed
in
seven
different
municipalities
and
expand
my
region.
So
if
that's
what
you
have
to
do
as
a
local,
employing
plumber
to
be
able
to
pull
licenses
for
you
guys
to
go,
do
work
in
ithaca
and
syracuse.
Maybe
it's
just
150
in
a
in
a
four-hour
exam.
C
B
C
A
B
C
C
C
C
A
C
No,
unfortunately,
no,
no,
it's
it's
100
questions,
it's
a
pro
metrics
test,
which
is
more
or
less
a
nationwide
test,
although,
although
there
are
different,
prometric
standards,
there's
you
know
with
gas
with
this
with
that
city
of
pinkton
just
uses
a
standard,
prometric
plumbing
license
master
plumber
test
100
questions.
It's.
I
can
give
you
all
that
information
on
that
it's
open
book,
it's
open
book,
but
the
the
book.
Besides
the
ocean
1926,
which
is
enormous.
C
It's
new
york
state,
plumbing
code,
2006
or
icc
2006
still
for
some
reason,
yeah.
It
is
interesting
that
it's
not
it.
B
A
C
B
That's
come
up
or
we'll
say:
look
this
guy
worked
for
pekosky,
but
we
don't
know
if
he
was
actually
doing
any
plumbing
or,
if
he's
just
driving
the
truck
or
just
stocking
the
warehouse
just
because
he
worked
for
him
for
eight
years,
doesn't
really
say
what
the
capacity
was.
So
that's
been
a
question.
We've
had
about
applicants,
sure
you
have
8
000
hours,
but
doing
what.
A
C
It's
in
the
in
the
city
charter;
it
explains
it
somewhat
and
I
have
some
information
upstairs.
I
can
forward
to
you
that.
A
B
That
agreement,
basically
breaks
down
to
you,
have
to
apply
to
the
city
of
binghamton,
have
all
the
prerequisites
that
we
require
passed
our
test.
It
really
says
we're
fully
in
charge
of
the
whole
thing.
As
far
as
approving
you
to
take
a
test
and
and
having
us,
you
know,
proctor
the
test
and
if
you
pass,
then
you
can
choose
to
be
licensed
there
or
here
and
we'll
reciprocate
either
way.
B
A
Thing
that
was
always
that
still
baffles
me
is
alright.
Well,
I
asked
myself,
you
know
I
do
a
lot
of
commercial
work
and
at
the
universities
and
school
districts
they're
exempt
from
you,
don't
have
to
be
licensed
to
do
the
work.
B
Because
they're
overs,
they
are
overseen
by
the
department
of
education
so
that
the
new
york
state
has
established
that
if
you
are
part
of
a
school
district,
then
the
department
of
education
will
oversee
all
the
codes
for
those
for
those
structures
that
the
city
or
county
code
enforcement
office
will
not
have
jurisdiction.
So
if
you're
doing
jc,
high
school
or
suny
groom.
A
B
A
B
B
You
know,
but
but
if
they're
changing
out,
you
know
the
goodwill
down
at
price
dropper
plaza
into
a
planet
fitness,
that's
that's
city,
yeah.
That
makes
sense
yeah,
so
yeah.
If
you
want
to.
If
you
want
to
bring
any
business
to
the
table,
you
know
you're
welcome
to
do
that.
You
know
try
to
get
some
background
information
from
those
municipalities
or
you
know
what
the
requirements
are
and
we'll
deal
with
it
that
way
some
some
months.
B
There
are
no
applications
and
there
are
no
test
results
and
there's
no
new
business
and
we
postpone
the
meeting
until
the
next
one
we'll
skip
a
month
once
in
a
while,
no
problem
just
so
yeah.
These
aren't
all
things
that
you
resolve
in
one
meeting
either
something
you
build
on.
You
give
it
a
thought
sleep
on
it,
see
how
everybody
feels
and
go
from
there
so
and
then,
like
the
reciprocal
agreement,
requires
the
mayor's
signature.
B
So
it's
it's
just
an
idea
that
we
present
to
the
administration
as
a
board
and
say
this
is
our
findings,
and
this
is
our
recommendation.
B
You
are
the
ultimate
decider,
so
we
don't
function
in
a
vacuum.
We're
not
able
to
do
things,
you
know
without
collaboration
with
other.
You
know,
people
in
city
hall,
so
so.
B
Yeah,
okay,
so
there's
definitely
that
balance
of
you
know,
checks
and
balances,
balance
of
power-
it's
not
all
in
our
hands,
but
we
we
do
come
up
with
recommendations
that
we
can
that
we
can
make
to
the
administration
of
the
city
council.
