A
All
right
all
right
welcome
to
the
august
2nd
claude
meeting
sean
if
you
would
go
through
the
options
for
someone
that
may
be
listening
or
wants
to
call
in.
B
Extend
actually
there's
no
extension
for
this,
so
it's
just
607-772-7028.
B
And
the
calls
can't
be
queued,
so
if
you
get
a
busy
signal,
just
be
sure
to
wait
and
retry
the
call
in
a
few
minutes
and
as
a
word,
general
notice,
just
be
sure,
comments
are
allowed
to
speak
on
the
agenda
items
shown
here
on
the
screen.
B
So,
for
both
the
items
on
the
agenda
today,
they
are
both
clg
or
certified.
Local
government
reviews
for
two
eligible
properties
to
be
listed
on
the
state
and
now
register
of
historic
places.
You've
been
through
a
similar
review
about
a
year
ago.
In
fact,
I
think
it
was
exactly
a
year
ago
for
the
main
street
historic
district.
The
only
difference
is
today:
we've
got
two
individual
properties,
not
districts
that
are
up
for
review
by
the
state
review
board
for
historic
preservation
in
september.
B
It
is
a
small
movie
palace
on
binghamton's
east
side,
it's
eligible
for
listing
on
the
state
national
register
for
both
national
register
criterion
and
I'll
go
to
it,
a
and
c
it's
eligible
for
a
due
to
its
relationship
with
empty
industry
in
binghamton
and
its
relationship
to
the
entertainment
history
in
binghamton
and
then
under
criterion
c
for
its
design
and
architecture
as
a
sort
of
transitional,
modern
style,
neighborhood
movie
palace.
B
I
wrote
this
this
national
register
nomination.
So
I'm
happy
to
answer
any
questions
that
the
commission
has.
The
property
owner
is
in
favor
of
the
listing
and
is
actively
pursuing
grant
funds
that
are
tied
to
this
national
register
listing
or
at
least
in
part-time,
and
so
that's
part
of
the
reason
why
they
they
sought
to
have
this
listed.
D
C
Quick
question:
the
cameo's
been
kind
of
vacant
for
decades
in
somewhat
disrepair,
is
the
building
a
viable
structure
for
us
to
proceed
with.
B
B
That's
correct,
they've,
not
done
any
I'll,
say
substantial
work
on
the
building.
They've
done
some
minor
repairs
and
have
tested
some
repairs
as
well,
but
nothing
substantial.
A
B
Their
time
for
me
is
probably
within
the
next
year.
Okay,
it
does
take
a
little
bit
of
time
they
just
applied
for
grant
funding.
I
believe
it
was
due
last
friday
for
epf
funding
for
some
emergency
stabilization
money,
and
I
think
those
awards
typically
go
off
in
december
and
really
you're
usually
not
ready
to
go
until
then
at
least
the
next
construction
season.
So
I'd
say
next
spring
summer
at
the
earliest.
E
A
B
So
the
way
we
did
it
previously-
and
I
think
it's
a
good
model
to
follow,
was
here
you,
after
with
the
commission,
allows
an
opportunity
for
the
public
to
comment.
You
can
essentially
say
that
you've
reviewed
the
draft
form
at
today's
meeting
and
that,
in
your
opinion,
as
a
commission,
it
meets
the
criteria
for
listing
on
both
the
state
and
national
registers
of
historic
places,
and
that's
that's
about
it.
D
Well,
this
is
mike,
I
would.
I
would
ask
a
question,
so
I
guess,
if
we
do
this
and
then
say
something
happens
where
the
grants
still
come
through
or
the
current
owner
can't
fulfill
what
they're
doing,
and
then
this
sits
longer
term.
What
ultimately
happens,
then?
You
know
a
register
like
what
happens
if
it
continues
to
deteriorate,
we're
here,
ten
years
from
now,
yes
yeah
but
register
and
nothing's
been
done,
and
it's
even
worse,
far
worse
shape
than
this
now.
B
That
that's
a
good
question
mike,
so
the
in
terms
of
any
restrictions
being
placed
on
the
building
there
aren't
any
additional
restrictions
added
to
the
building
as
a
result
of
listing
on
the
national
that
don't
already
apply
to
the
building.
Now
because
it's
it
is
eligible.
So
the
same
degree
of
of
restrictions
or
protections
are
applied
to
the
building,
whether
it's
eligible
or
listed,
because
this
isn't
local
landmark
designation.
B
It
doesn't
have
the
same
restrictions
placed
on
it
in
terms
of
if
demolition
was
the
only
path
forward
at
some
point
in
time
that
there
would
be
no
restrictions
there
either,
and
if
public
funding
was
utilized
to
demolish
the
building.
B
Basically,
this
just
opens
the
door
for
the
property
owner
to
receive,
grant
funding
or
pursue
historic
tax
credits.
There's
really
no
distinction
in
terms
of
protections
or
restrictions
between
an
eligible
resource
and
a
listed
resource.
B
A
Okay,
any
other
comments.
E
A
E
B
B
Yeah,
the
bones
are
good.
I
know
that
there
is
a
structural
issue.
There
are
two
big
structural
issues
and
maybe
I
shouldn't
frame
it
that
way,
but
there's
an
issue
with
the
rear
wall.
Here,
there's
a
large
crack.
You
can't
really
see
it
because
of
the
curtain
but
like
I
could
go
to
it
on
the
exterior
and
then
there's
also
some
issues
with
the
roof
installed
by
the
prior
property
owner
and
between
2012
and
2015,
and
that
will
need
to
be
replaced
as
well.
B
C
B
C
A
Sean,
do
we
have
to
do
a
formal
request
for
for
the
public
to
speak
or
yeah.
B
C
While
we're
waiting,
I
don't
quite
have
a
photographic
memory
for
sean's
suggestion
of
how
to
frame
the
motion
so.
E
C
A
Thank
you
make
a
motion
that,
based
on
the
cause
review
of
the
draft
national
registration
form
that
234
robinson
street
meets
the
state
and
national
criteria
to
be
listed.
C
B
A
All
right,
200
court
street
move
on
to.
B
200,
this
is
again
last
form
this
time
it
is
for
200
to
204th
street.
The
parcel
address
is
200
quarts
street,
and
this
is
for
the
sheltered
workshop
for
the
disabled
building.
It
is
a
complicated
building
site.
I
did
not
prepare
this
nomination.
This
was
prepared
by
a
consultant.
B
The
reason
for
it
being
listed
is
the
property
is
going
to
develop
and
I
just
pulled
this
up,
so
the
commission
was
to
where
for
housing,
and
so
this
developer,
csd
housing
is
pursuing
historic
tax
credits
and
so,
as
part
of
that
process,
they're
nominating
it
to
the
national
register
and
it
does
relate
and
not
to
get
too
technical.
But
this
this
this
property
was
identified
in
a
multiple
property
documentation
form
that
was
prepared
about
10
yeah.
It
was
10
years
ago
it
was
2012.
B
and
it
again
was
called
out
there.
It
was
deemed
eligible
at
that
point
in
time
and
it
as
part
of
that
document,
they
essentially
drew
up
of
the
criteria
for
listing
all
the
resources
that
were
identified
by
the
form,
and
so
this
this
meets
the
criteria
criteria
as
identified
in
that
documentation,
form
and
as
it
relates
to
the
national
register
criteria
as
well
and
we'll
just
go,
as
you
can
see
here,
pretty
complicated.
B
There's
three
three
four
and
multiple
building
campaigns.
It
was
very,
very
difficult
to
sort
of
establish
the
the
building
history
here
and
I
imagine
this
was
a.
This
was
a
difficult
one
to
write
I'll
just
go.
I
mean
this
is
an
excellent
history
here.
If,
if
you
haven't
had
you
know
an
opportunity
to
do
a
deep
dive
here,.
B
And
and
the
consultant's
eyes
and
state
size
thus
far
and
it
meets
the
criterion,
a
and
also
criterion
c
and
that's
about
all.
I
have.
A
Okay
board
members
congress.
C
The
200
courts
to
be
part
of
it,
I
think
it's
fantastic
building.
C
E
B
Again,
this
is
probably
probably
a
few
years
out
on
this
completed
with
the
timing
of
the
tax
credits
that
they're
pursuing.
E
A
Okay,
I
don't
know
sean.
Do
I
need
a
motion
open
the
public
hearing,
just
open
the
public
hearing.
A
Year,
all
right,
so
I
can
do
that
without
emotion.
I
was
thinking
about
that
last
time.
Okay,
so
at
this
point
we
will
entertain
comments,
thoughts
from
the
public
sean.
If
you
want
to
give
the
number
again.
B
A
A
Okay,
seeing
or
hearing
no
one
close,
this
portion
of
the
public
comment
period
for
200
204
port
street,
make
a
motion
based
on
the
based
on
the
draft
natural
registration
form
that
200
meets
the
criteria
for
listing
on
the
state
and
national
register.
C
C
C
About
a
cute
little
back
story
for
the
sheltered
workshop
about
15
years
ago,
I
was
doing
some
research
on
general
jones,
whose
house
I
live
in
and
took
me
down
there
because
he
invented
the
reading
machine
for
the
blind.
They
had
a
set
of
the
original
blueprints
for
his
machine.
They
gave
it
to
me
it's
very
cool.
A
Sean
any
idea,
if
what's
the
city's
position
on
meeting
in
the
future,
I
know
we
asked
this
once
in
a
while.
A
All
right
motion
to
adjourn
on
the
other
side.
