we
were
funded
through
the

binghamton
fund,
and
the
goal
of
that
was
sort
of
to
you
know
augment
the
cultural
identity
of
the
downtowns
of
binghamton,
johnson
city
and
endicott,
and
as
part
of
that,
a
mural
program
was
created.

historic
design
guidelines
aren't
particularly
helpful
for
the
review
of
art
on
historic
buildings.
All
these
buildings
and
the
proposed
murals
have

state.
Historic
preservation,
office

four
were
received,
no
effect
completely,
no
effect.

effect
with
with
some
conditions,

the
applicant
has
ensured
that
those
those
conditions

repair

store
front
was
modernized

bricked

hide

if

downtown,

storefront
display

stone,

modernized
it
by
encapsulating
it.

looking

and

in
mid-august
provide
information
to
the
public
about
that
process
after
district
and
as
a
certain
local
government,
you
have
the
opportunity
to
weigh
in
either
in
favor
or
against
the
listing,
and
so
that
means
up
to
you
to
review
and
you
can
make
the.

The
nomination
form
is
still
addressed,
so
it
would
be
any
comments
that
you
have
with
regard
to
the
form
distracted
with
regards
to
the
narrative
statement
of
significance
through
the
district
as
a
whole
and
a
building
description,
the
boundaries
and
the
properties
that
are
included
not
included
ones
that
are
contributing
versus
non-contributing.

there
a
reason
they
started
seeing
strangers
main
street?

reasoning
was
that
there
was,
and
it
was
difficult.
Usually
there
has
to
be
a
sort
of
continuous,
like
integrity
of
the
district.
But
what
happens
to

point
where
they're
terminated
for
the
western
permanence
of
the
district?
There's

substantial
break
in
building
form,
and
it
just
none
of
those
aren't
buildings
there
and
there
are
vapor
properties
or
there
are
properties
that
do
not
fall
in
the
period
of
significance
for
the
district
and
so
up
until
the
point
that
exists
on
the
eastern
terminus
of
western
terminus.

If
the
properties
were
usually
substantially,
contiguous
properties
are
considered
as
having
a
visual
impact
on
the
district.
But
it's
not
as
formal.

Those
those
properties
along
there
would
just
determine
you
know.
Basically,
the
entire
concept
of
the
district
was
tied
to
the
corridor,
so
those
properties
because
they're
based
on
the
north
street
here
and
that
portion
of
oak
street
all
just
were
determined
to
not
at
least
association
with
the
corridor
and
also.

there
really
isn't
a
quiet
regulation.
That's
applied
here.
The
only
time
where
the
state
would
review
again
is.

If
there's
state
federal
permits,
licenses
or
funding,
there
will
be
review,
but
private
property
owners
can
still
decide
to
do
whatever
they
wish
that
their
property
as
long
as
they're
using
their
own
funding
the
goal
or
the
objective,
was
to
list
the
district
and
increase
the
incentives
for
property
maintenance,
whether
it
be
through
the
rehabilitation,
tax
credit
for
the
various
grants
that
are
available,
and
so
it
was
really
just
to
provide
the
lead
to
some
of
these
property
owners.
Because
many

forget
off
the

there

a
substantial

More
than
half
of
the
properties
are
already
local
landmarks
within

district
and
they
are
basically
they're
completely
subject
to
review

potential
for
these
property
owners
to
